This paper estimates the impact of the different proximity dimensions on the subsequent innovation performance of firms which received radical knowledge spillovers. The analysis for the case of biotechnology small- and medium-sized firms (SMEs) in Germany is based on a dataset covering the period from 1998 to 2017. Results indicate the positive impact of social and organizational proximity on the innovation performance of radical knowledge recipients. Geographical proximity has a negative impact, whereas for cognitive proximity a U-shaped relation is observed. The paper contributes to the innovation economics and economic geography literature by underlining the peculiarities of the effectiveness of radical knowledge spillovers. This paper aims at explaining whether R&D subsidies, the engagement in collaboration networks and the location influence the patent activities of biotech firms in Germany! We demonstrate that R&D subsidies focusing on single firms do not increase patent intensity, while subsidies which are granted to joint R&D projects do so to a certain extent. The number of knowledge links firms have is not influencing performance, but the type of network partners has an effect. Recent debates in science and technology studies, as well as more practical approaches to science policy both at national and European level, have stressed the relevance of citizen participation in the field of science. This paper investigates what some of the key actors in this debate, civil society organisations, expect from participation. The paper presents two case studies of civil society participation in the field of novel biotechnologies in Germany and in Spain. Despite the differences between the experiences of participation in these two countries, our study shows that current institutional approaches, which are inspired by the 'democratisation of expertise' perspective and set up essentially at the 'downstream' level, seem less promising than 'upstream' models of participation, which, in contrast, appear more meaningful from a 'co-production of science' framing. After 1945, Western medicine was influenced mostly by investigations from Britain and the USA. This paper deals with the presentation of German medicine in the German weekly «Der Spiegel» between 1947 and 1955, when German society changed from a postwar community focussed on survival to a modern western society. The paper will particularly focus on medicine as a service, dealing not with diagnostic and therapeutic innovations, but with troublesome every-day problems of body and soul at the border of health and disease. The paper argues that »service medicine« was an important tool for German medicine to achieve social acceptance and to integrate itself into the new German democratic society with its private market economy. Abstract: This paper follows the trajectory of sex steroids in 1930s Germany as a way to investigate the system of research which characterized the development of these drugs. Analyzing the changing relationship between the pharmaceutical company Schering and the Kaiser Wilhelm Institute für Biochemie headed by Nobel Prize winner Adolf Butenandt, the paper highlights the circulation of materials, information and money as much as the role of patents in shaping the study of sex steroids. Semi-synthetic analogs and metabolic pathways thus emerged as shared bio-industrial assets. This collaborative work participated in a more general ‘internalization’ of biology, which took place in pharmaceutical firms during the 1920s and 1930s as a strategy to standardize and develop biologicals. The construction of the hormone market was also based on Schering’s collaboration with a selected group of clinicians who worked out the wide-range of indications associated with these ‘natural’ drugs. The paper finally shows how the wartime scientific and industrial mobilization in Nazi Germany marginalized the study of sex steroids and led to the dismantling of the KWIB–Schering network. Biotechnology is considered one of the key advanced technology sectors of the future. Its development is conditional on basic research in technologically advanced research institutes and appropriately qualified human resources. The optimum environment stimulating the development of biotechnology is that of production centres having joint industrial and R&D operations. The growth of this sector in Germany began later than in the USA or other West European countries. But, thanks to the regional policy pursued by the state stimulating the development of biotechnology clusters, in a period of fifteen years or so, Germany has become the global leader. Knowledge of factors that determine the transition from nascent entrepreneurship to real entrepreneurship is of major importance for policies aiming to stimulate start-ups effectively. Scholars have concentrated mainly on person-specific factors to explain transition probabilities, and environmental characteristics have been relatively neglected. Given that entrepreneurship is a strongly localized phenomenon, this paper argues that regional entrepreneurial opportunities are a driving force behind the transition from nascent entrepreneurship to new venture creation. Based on unique data from 103 nascent entrepreneurs in the German biotechnology industry, we empirically assess the importance of regional entrepreneurial opportunities for transition probabilities. Further, we introduce a new approach to measure nascent entrepreneurship by capturing details of individuals who participate actively in start-up competitions and have won at least one of these. Controlling for technology and individual characteristics, we find strong support for our hypotheses relating to the significant impact of general regional opportunities, specific regional opportunities and the entrepreneurial environment on the probability of transition from award-winning nascent entrepreneurs to real start-ups. I investigate the mechanisms through which a cluster policy can enhance entrepreneurship defi ned as new venture creation. The paper is based on the study of a cluster policy ('BioRegio') that strongly simulated new fi rm creation in biotechnology in Germany after 1996. The process induced by BioRegio at the territory level is analyzed over a ten-year period (1995-2004). I identify a three-step social mechanism through which a cluster policy can enhance entrepreneurship. This paper updates to 2006 material first gathered in the late 1990s. Though Germany has about the same number of firms as the UK its biotechnology economy is far weaker, with many small firms employing few people, relatively low venture capital investment and little interest being shown by pharmaceuticals companies in licensing intellectual property. The reverse is the case in the UK even though the investor euphoria at the time of the first comparative study has not returned. A new policy of 'entrepreneurship outsourcing' has become visible in the UK as venture capital perceives a better business climate for biotechnology entrepreneurship in the USA. Recent developments of this kind may add to debilitating European problems, loosening more proximate links within national and regional innovation systems widely perceived as highly important elements in biotechnology cluster performance. Abstract: In May 1912, reports on successful attempts at artificial insemination hit the German papers. Over the following months, the topic was taken up in medical lectures, in the debates of medical associations, and in medical journals. The technique—which had not much changed since the days of James Marion Sims—apparently triggered the imagination of scientists, medical doctors, journalists and authors. That artificial insemination met such interest, however, was not primarily due to its medical usefulness or proven success. Given that insemination with donor sperm was out of the question for most doctors and that ideas about the fertile period within the menstrual cycle were erroneous, contemporary attempts at insemination in humans hardly ever worked. Public interest in this topic rather reflects the desires and expectations which contemporaries associated with artificial insemination and with modern, scientific medicine. What appears to be a comparatively straight forward, low-tech operation today was imagined as a way or creating life artificially. Thus the topic was able to mobilise fears and expectations. The debate not only reflected contemporary beliefs about the possibilities and dangers of modern medicine, it also addressed the meaning of reproduction and infertility and the future of gender relations. This paper compares the regulation of biotechnology in Britain, Germany and the United States and shows that systematic differences have developed around four issues: abortion, assisted reproduction, stem cells, and genetically modified crops and foods. Policy choices with respect to these issues reflect the capacity of each nation's regulatory institutions to deal with the scientific, social and ethical uncertainties around biotechnology. National regulatory frameworks constitute an apparatus of collective sense-making through which governments and publics interpret biotechnology's risks and promises. Specifically, regulatory choices position the novel ontologies created by biotechnology either on the side of the familiar and manageable or on the side of the unknown and insupportably risky. The comparison shows that public responses to biotechnology are embedded within robust and coherent political cultures and are not ad hoc expressions of concern that vary unpredictably from issue to issue. Policy-making, as exemplified by biotechnology policy, can be understood as an attempt to manage a field of discursivity, to construct regularity in a dispersed multitude of combinable elements. Following this perspective of politics as a textual process, the paper interprets the politicization of genetic engineering in Germany as a defence of the political as a regime of heterogeneity, as a field of 'dissensus' rather than 'consensus', and a rejection of the idea that the framing of technological transformation is an autonomous process. From its beginnings in the early 1970s, genetic engineering was symbolically entrenched as a key technology of the future, and as an integral element of the German politics of modernization. Attempts by new social movements and the Green Party to displace the egalitarian imaginary of democratic discourse into the politics of genetic engineering were construed by the political élites as an attack on the political order of post-World War II Germany. The 1990 Genetic Engineering Law attempted a closure of this controversy. But it is precisely the homogenizing idiom of this 'settlement' which continuers to nourish the social movements and their radical challenge to the definitions and codings of the politics of genetic engineering.
