Institutional practices and conditions at community colleges can improve rates of transfer, as can access to transfer student capital. However, we know little about how institutions attempt to build students' transfer capital, or about students' experiences within community colleges as they accumulate transfer capital. In this paper, we examine how students' institutional experiences, particularly their engagement with student supports at community colleges and transfer destinations, influence their understanding of, and ability to navigate, the transfer process. We view the accumulation of transfer student capital as an interactionist model between the students and their institution, where students' transfer knowledge and success is conditioned by an interaction between their background and institutional conditions. We draw on longitudinal qualitative interview data with transfer-intending community college students over the course of 3 years to understand how students access, receive, and accumulate transfer capital as they work toward their educational goals. By leveraging student experiences, our study can inform community colleges and transfer destinations about practices and policies interpreted as most effective from the perspective of students. Alzheimer's disease (AD) is a devastating illness in elderly individuals, that currently has no known cure. Causal genetic factors only account for 1-2% of AD patients. However, other causal factors are still unknown for a majority of AD patients. Currently, multiple factors are implicated in late-onset AD, including unhealthy diet, physical inactivity, traumatic brain injury, chronic conditions, epigenetic factors, and environmental exposures. Although clinical symptoms of dementia are common to all races and ethnic groups, conditions that lead to dementia are different in terms of lifestyle, genetic profile, and socio-economic conditions. Increasing evidence also suggests that some elderly individuals age without cognitive impairments in their 60-90s as seen in rural West Texas, while some individuals progress with chronic conditions and cognitive impairments into their 60s. To understand these discriminations, we assessed current literature on demographic features of health in rural West Texas. This paper also outlines our initiated clinical study with a purpose of understanding the factors that allow some individuals to live without cognitive impairments at the age of 60-90 years, whereas others develop deficits in cognitive function around or above 60 years. Our ongoing study hopes to determine the factors that delay aging in some individuals by investigating various aspects including genetics, epigenetics, ethnicity, biology, culture, and lifestyle. This will be achieved by gathering information about participants' ethnographic profiles, cognitive assessments, blood-profiles, brain scans, and blood-based genomic analyses in relation to lifestyle. This paper theorizes historical marker texts (HMT) as succinct, public facing informational reports that reinforce white supremacy and minimize or erase the memory of Black, Indigenous, and people of color (BIPOC) individuals. In this layered content and discourse analysis, I evaluate the demographics of the commissioners at the local and state level, the instructions for the HMT application, and the text of a selected group of HMTs. On February 12–14th, 2017, there were rumors of an ICE raid in the small East Texas city of Hometown. Reports that ICE was present circulated on social media platforms and radio stations in the area. Consequently, the Latinx community had high anxiety and fear of deportation and looked to the Spanish speaking radio DJs for information and advice. In this paper, we argue that heighten threats of deportation can accentuate divisions among the Latinx community based on fallacies regarding criminality and immigration. The authors utilized a collection of qualitative data to review the racialized framing that occurs during rumored ICE raids. A discourse of deservingness based on the notion of the "good" versus "bad" immigrant was internalized by vulnerable immigrants to alleviate stress about deportation. [ABSTRACT FROM AUTHOR]

A previously completed mineral resources assessment of the Texas Coastal Plain indicated the potential for the future discovery of uranium resources. Geoenvironmental assessments that include the hydrogeologic framework can be used as a tool to understand the potential effects of mining operations. The hydrogeologic framework for this study focused on the composite hydrogeologic unit of the tract permissive for the occurrence of uranium consisting of the upper part of the Miocene-age Fleming Formation/Lagarto Clay, Pliocene-age Goliad and Pleistocene-age Willis Sands, Pleistocene-age Lissie and Beaumont Formations, and Holocene-age alluvial sediments (fluvial alluvium and eolian sand deposits). This composite hydrogeologic unit, which contains the Chicot and Evangeline aquifers of the Gulf Coast aquifer system, is intended for inclusion in a regional-scale geoenvironmental assessment of as yet undiscovered uranium resources. This article provides (1) a brief literature review describing the geologic and hydrogeologic settings, (2) the methodology used to develop a composite hydrogeologic framework, and (3) descriptions and maps of the land-surface altitude, composite hydrogeologic unit base and midpoint depth, water-level altitude, depth of water, unsaturated and saturated zone thickness, and transmissivity and hydraulic conductivity. A composite hydrogeologic unit, created by combining geologic and hydrogeologic data and maps for individual geologic and hydrogeologic units, is intended for use as a tool in a geoenvironmental assessment to evaluate potential contaminant migration through various avenues. Potential applications include using the hydrogeologic framework as an input into a geoenvironmental assessment to help estimate the potential for (1) runoff of contaminants into surface water, (2) infiltration of contaminants into the groundwater (aquifers), or (3) movement of contaminants from the mining area through wind, groundwater-flow, or streamflow in a given permissive tract. Most Mexican-Americans do not meet current physical activity recommendations. This paper uses the ORBIT model of obesity intervention development as a framework to outline the process of establishing three employer-based walking challenges in El Paso, Texas, a predominantly Mexican American community. The walking challenges were planned and implemented through the Border Coalition for Fitness and participating partnering organizations. Over 2000 participants and several employers took part in the walking challenges. Results from this ORBIT Phase 1 design intervention suggest that walking challenges are a feasible approach to increase physical activity in Mexican-Americans. [ABSTRACT FROM AUTHOR]

This paper documents the persistence of Southern slave owners in political power after the American Civil War. Using data from Texas, we show that former slave owners made up more than half of all state legislators until the late 1890s. Legislators with slave-owning backgrounds were more likely to be Democrats and voted more conservatively even conditional on party membership. A county's propensity to elect former slave owners was positively correlated with cotton production, but negatively with Reconstruction-era progress of blacks. Counties that elected more slave owners also displayed worse educational outcomes for blacks in the early twentieth century. [ABSTRACT FROM AUTHOR]

The identification of Late Archaic maize from the Big Bend portion of the Trans-Pecos region of West Texas places it among the earliest use of cultigens reported throughout the American Southwest. The previous interpretation of maize use was restricted to Formative period sites, but newly acquired AMS dates extend the known duration of use over a millennium. The region, however, lacks clear demographic and settlement patterns diagnostic of this early period of use present in adjacent areas. Lacking key behavioral and settlement similarities, local researchers argued the early use of cultigens was superficial. It now seems the initial maize use in the Trans-Pecos, like the larger US Southwest region, was both early and extensive, and the effects on settlement and subsistence patterns are unknown. Machine learning (ML) is being used regularly in many different fields. This paper compares traditional econometric methods that have better explanations of data analysis to ML methods, focusing on predicting, understanding and unpacking ML methods which have higher prediction accuracies of four key transport‐planning variables: household vehicle‐miles traveled (continuous variable), household vehicle ownership (count variable), mode choice (categorical variable), and land use change (categorical variable with strong spatial interactions). Here, the results of ten ML methods are compared to methods of ordinary least squares (OLS), multinomial logit (MNL), negative binomial and spatial auto‐regressive (SAR). The U.S.'s 2017 National Household Travel Survey and land use data sets from the Dallas‐Ft. Worth region of Texas are used. Results suggest traditional econometric methods work pretty well on the more continuous responses (VMT and vehicle ownership), but the random forest (RF), gradient boosting decision trees (GBDT), and extreme gradient boosting (XGBoost) methods delivered the best results, though the RF model required 30 to almost 60 times more computing time than XGBoost and GBDT methods. The RF, GBDT, XGBoost, light gradient boosting method (lightGBM), and catboost offer better results than other methods for the two "classification" cases, with lightGBM being the most time‐efficient. The specific information provided in this paper offers a descriptive history regarding the attempts of Southern Methodist University (SMU) to be "modern" through tracing the institution's movement from one playing field to another. Like other southern universities, SMU started football and built an on-campus stadium of concrete and steel believing their legitimacy as an institution could be enhanced through providing football as a product for consumption. However, SMU is unique among many of its contemporaries because soon after building an on-campus facility, it decided to move off campus in the pursuit of greater name recognition and revenue. Collectively, such efforts were recognized as helping to make SMU the "educational surprise of the decade, if not the century," following its opening in 1915. This is a second paper documenting the literature records for Texas fleshy basidiomycetous fungi and includes both older literature and recently published papers. We report 80 literature articles which include 14 new taxa described from Texas. We also report on 120 new records of fleshy basdiomycetous fungi collected primarily from southeast Texas. There are multiple common methods for collecting fossil material in the field for paleoecological analyses, so it is important to determine if and how different methods may affect the similarities and differences among taxonomic samples. Here, we evaluate the influence of two fossil collection field methods (stratigraphically in-place bulk-sediment versus picking up weathered-out fossils from the ground surface) on paleoecological results, using the Pennsylvanian marine invertebrate assemblages of the Finis Shale in Texas. Based on an informal review of recent paleoecology papers, we observed that the lithology of the study material and the nature of the research question correspond to choice of field collection protocols; however, collection protocols are not always clearly explained or justified in the text of the papers. For the present case study, we collected stratigraphically equivalent samples from three outcrops using both the surface pick-up and in-place bulk sediment methods. We found a difference in the abundance and composition of paleocommunities between these two collection methods. Evidence to support this includes the significant differences between samples using PERMANOVA (p < 0.001), the clear separation in ordination space of samples clustered by sampling method, the significantly higher richness in the surface samples (p < 0.001), and the considerable variation in relative abundances of various taxa and taxonomic groups. Richness and evenness were higher among the surface-collected samples, possibly due to collector bias, weathering artifacts, or spatial and temporal variability. Paleontologists strive to do the best science possible with the material available. Often, paleoecological research methods are limited by time, funding, or the nature of the material. In such cases, we recommend examining both collection methods, even if for only a fraction of the sampling. If only one method is possible, we recommend the use in-place, bulk-collected samples. This paper proposes and tests a multilayer framework for simulating the network dynamics of inter-organizational coordination among interdependent infrastructure systems (IISs) in resilience planning. Inter-organizational coordination among IISs (such as transportation, flood control, and emergency management) would greatly affect the effectiveness of resilience planning. Hence, it is important to examine and understand the dynamics of coordination in networks of organizations within and across various systems in resilience planning. To capture the dynamic nature of coordination frequency and the heterogeneity of organizations, this paper proposes a multilayer network simulation framework enabling the characterization of inter-organizational coordination dynamics within and across IISs. In the proposed framework, coordination probabilities are utilized to approximate the varying levels of collaboration among organizations. Based on these derived collaborations, the simulation process perturbs intra-layer or inter-layer links and unveils the level of inter-organizational coordination within and across IISs. To test the proposed framework, the study examined a multilayer collaboration network of 35 organizations from five infrastructure systems within Harris County, Texas, based on the data gathered from a survey in the aftermath of Hurricane Harvey. The results indicate that prior to Hurricane Harvey: (1) coordination among organizations across different infrastructure systems is less than the coordination within the individual systems; (2) organizations from the community development system had a low level of coordination for hazard mitigation with organizations in flood control and transportation systems; (3) achieving a greater level of coordination among organizations across infrastructure systems is more difficult and would require a greater frequency of interaction (compared to within-system coordination). The results show the capability of the proposed multilayer network simulation framework to examine inter-organizational coordination dynamics at the system level (e.g., within and across IISs). The assessment of inter-organizational coordination within and across IISs sheds light on important organizational interdependencies in IISs and leads to recommendations for improving the resilience planning process. Communication is at the foundation of safe and effective health care. When patients with limited English proficiency (LEP) have healthcare providers who do not speak their language, the communication barrier can lead to poor outcomes. Responding to the high number of Spanish-speaking individuals with LEP, a Doctor of Physical Therapy (DPT) program has integrated Spanish-language training in the curriculum. This paper describes their development and pilot testing of the Physical Therapy Spanish Proficiency Measure (PT-SPM). The PT-SPM was developed for English-Spanish bilingual faculty or clinicians to assess DPT students' clinically relevant Spanish communication. The PT-SPM has 11 total items with four subscales: verbal proficiency, aural proficiency, written proficiency, and cultural competence. Twenty-three pairs of DPT students and their bilingual clinical instructors were recruited for an interrater agreement study; each used the PT-SPM to independently rate the student's Spanish communication with Spanish-speaking patients with LEP in clinical settings. Cohen's weighted kappa was calculated to evaluate interrater agreement between the students and clinicians on item level, using linear incremental weights. The weighted kappa coefficients ranged from 0.35 (fair agreement) to 0.80 (substantial agreement). All weighted kappa coefficients were statistically significant. Two items had fair agreement; four items had moderate agreement, and five items had substantial agreement. These results support that the PT-SPM may have value as an assessment tool for DPT students in clinical settings. Educators in other health professions may consider adapting the PT-SPM. In this paper, we present a method (Action-Fusion) for human action recognition from depth maps and posture data using convolutional neural networks (CNNs). Two input descriptors are used for action representation. The first input is a depth motion image that accumulates consecutive depth maps of a human action, whilst the second input is a proposed moving joints descriptor which represents the motion of body joints over time. In order to maximize feature extraction for accurate action classification, three CNN channels are trained with different inputs. The first channel is trained with depth motion images (DMIs), the second channel is trained with both DMIs and moving joint descriptors together, and the third channel is trained with moving joint descriptors only. The action predictions generated from the three CNN channels are fused together for the final action classification. We propose several fusion score operations to maximize the score of the right action. The experiments show that the results of fusing the output of three channels are better than using one channel or fusing two channels only. Our proposed method was evaluated on three public datasets: 1) Microsoft action 3-D dataset (MSRAction3D); 2) University of Texas at Dallas-multimodal human action dataset; and 3) multimodal action dataset (MAD) dataset. The testing results indicate that the proposed approach outperforms most of existing state-of-the-art methods, such as histogram of oriented 4-D normals and Actionlet on MSRAction3D. Although MAD dataset contains a high number of actions (35 actions) compared to existing action RGB-D datasets, this paper surpasses a state-of-the-art method on the dataset by 6.84%. As our environment becomes increasingly urban, the governance of urban regions faces multifaceted challenges. There is growing recognition that studying the governance of urban regions requires looking beyond individual plans and examining networks of plans. Existing work on plan networks focuses on documents, neglecting the agency of the people and governments who create and implement the plans. To help fill this gap, we develop and test an analytical framework for assessing urban governance within a network of plans, focusing on the alignment of plan content, interactions, and the relative efficacy of the plans. We apply this framework in metropolitan Austin, Texas (USA), studying five strategic plans that address the region's built environments, transportation systems, and natural areas over a 20 year-period. The analysis reveals how voluntary regional scenario-planning conducted decades earlier continues to shape city and regional development goals; how alignment between plans on paper can belie poor cross-jurisdictional coordination in practice; and how plans addressing transportation and natural areas are more efficacious for implementation than plans for the built environment. Using computer vision techniques such as stereo vision systems for sea state measurement or for offshore structures monitoring can improve the measurement fidelity and accuracy with no significant additional cost. In this paper, two experiments (in-lab/open-sea) are conducted to study the performance of stereo vision system to measure the water wave surface elevation and rigid body heaving motion. For the in-lab experiment, regular water waves are generated in a wave tank for different frequencies and wave heights, where the water surface is scanned by the stereo vision camera installed on the top of the tank. Surface elevation inferred by the stereo vision is verified by an installed stationary side camera that records the water surface through the tank transparent side window, water surface elevation measured by the side camera recordings is extracted using edge detection algorithm. During the in-lab experiment a heaving buoy is installed to test the performance of Visual Simultaneous Localization and Mapping (VSLAM) algorithm to monitor the buoy heave motion. The VSLAM algorithm fuses a buoy onboard stereo vision recordings with an embedded Inertial Measurement Unit (IMU) to estimate the 6-DOF of a rigid body. The Buoy motion VSLAM measurements are verified by a KLT tracking algorithm implemented on the video recordings of the stationary side camera. The open-sea experiment is implemented in Lake Somerville, Texas. The stereo vision system is installed to measure the water surface elevation and directional spectrum of the wind generated irregular waves. The open-sea wave measurements by the stereo vision are verified by a Sofar commercial wave buoys deployed in the testing location. • Edge detection is adequate for wave height measurement in wave tanks. • Stereo vision is effective for in-tank/open-sea wave height measurement. • Stereo vision is effective directional wave spectrum measurement. • KLT algorithm is accurate in planar rigid structure motion measurement. • VSLAM shows better accuracy when measuring small amplitudes than accelerometers. We describe the instrumentation, calibration, and uncertainty of the network of ground-based, in situ, cavity ring down spectroscopy (CRDS) greenhouse gas (GHG) measurements deployed in the Permian basin. The primary goal of the network is to be used in conjunction with atmospheric transport modeling to determine methane emissions of the Delaware sub-basin of the Permian Basin oil and natural gas extraction area in Texas and New Mexico. Four of the measurements are based on tall communications towers, while one is on a building on a mountain ridge, with the recent addition of a small tower at that site. Although methane (CH4) is the primary specie of interest, carbon dioxide (CO2), hydrogen sulfide (H2S), and the isotopic ratio of methane (δ13CH4) are also reported for a subset of the sites. Measurements were reported following WMO X2004A scale for CH4, and the WMO X2019 scale for CO2. CRDS instruments were calibrated for CH4 and CO2 in laboratory prior deployment. For H2S, data was offset-corrected using the minimum 40-min running mean value of the day, and for δ13CH4, calibrations were based on laboratory data. We describe the characteristics of the data set with a set of illustrative analyses. Methane and carbon dioxide showed strong seasonality, with a well-defined diurnal cycle during the summer, which was opposed to the winter, when a diurnal cycle was absent. CH4 enhancements to the background, during the winter, are up to twice the summer values, which is attributed to the changes in boundary layer depth and wind speed. The largest CH4 enhancements occurred when winds blow from the center of the Delaware sub-basin, where most of the methane emissions come from. The magnitude of enhancements of CO2 did not present seasonality. H2S enhancements indicated a potential source northeast of the tower where the inlet is installed. Isotopic ratios of methane indicated that oil and natural gas extraction is the source of local methane in the region. Network screening for crash hotspots is the first step in roadway safety management. The empirical Bayes (EB) method has been widely used for ranking sites. In the EB process, the most frequently used model for developing safety performance functions (SPFs) is the negative binomial (NB) regression model, in which the dispersion parameter plays a critical role. There are primarily two forms of the dispersion parameter: fixed and varying. Previous studies showed that SPFs with varying dispersion parameters had better performance in modeling crash estimations, and the Highway Safety Manual has adopted the varying form for segment SPFs. However, a comparative analysis of hotspot identification with fixed and varying dispersion parameters for intersections has not yet been well studied. Moreover, this paper includes a thorough exploration of the varying dispersion parameters with five different functional forms at 1,943 unsignalized intersections in Texas. To evaluate the intersection SPFs, the authors implement three hotspot identification tests in addition to model statistical fit. Two EB approaches with proposed varying dispersion parameters were found superior to the EB approach with a fixed dispersion parameter in hotspot identification. This conceptual paper analyzes persistent challenges to racially diversify higher education in Texas, paying special attention to trends at this Southern state's most selective flagship--University of Texas at Austin. We apply critical race theorist Kimberlè Crenshaw's frame of race liberalism and her view of equality as either expansive or restrictive to analyze race-neutral approaches intended to remedy longstanding issues of racial diversity. Specifically, we focus on the Texas Top Ten Percent Policy, tracing its trajectory from affirmative action through the recent Abigail Fisher case. Substance use disorders are debilitating disorders with far reaching effects. However, many healthcare providers do not receive sufficient training on how to identify or respond to individuals who are at risk for SUDs. Because of this, residents of rural communities, who are served by fewer healthcare providers, are unlikely to encounter providers who are trained to respond effectively to SUDs. SBIRT is a tool used to intervene among patients engaging in risky substance use. Although numerous SBIRT training programs exist across the country, most have focused on relatively small groups of trainees, and have prioritized the training of mental health professionals. In response to this finding, we implemented a large-scale SBIRT training program designed to prepare approximately 540 medical students to meet the needs of patients at risk for or suffering from SUDs in West Texas. In this paper, we focused on medical student perceptions of the quality and utility of our SBIRT educational initiative. Student evaluations of the SBIRT training remained high across three cohorts of second-year medical students. As renewable energy penetration increases and system inertia levels drop, primary frequency control is becoming a critical concern in relatively small interconnections such as the Electric Reliability Council of Texas (ERCOT). To address this problem ERCOT is implementing a number of market rule changes including the introduction of a new Fast Frequency Response (FFR) reserve type to the electricity market. This FFR reserve type aims to help the traditional Primary Frequency Response (PFR) reserve type in arresting frequency decline in the event of a large generator outage. This paper derives reserve requirements to ensure sufficient reserve to arrest frequency decline before reaching the critical frequency threshold while coupling PFR reserve, FFR reserve, and system inertia. The general reserve requirement places limits on the amount of PFR reserve that can be provided by each unit based on its ramping capabilities. Two such limits are derived from first principles and another is proposed that is capable of accommodating the equivalency ratio introduced in previous work. These PFR reserve limits also provide first principles insight into equivalency ratios, which have only been studied empirically in the past. A 30-yr time series (4 February 1990–4 February 2020) of aerosol optical depth (AOD) of the atmosphere, total precipitable water (TPW), and total column ozone has been conducted in central Texas using simple, highly stable instruments. All three parameters in this ongoing measurement series exhibited robust annual cycles. They also responded to many atmospheric events, including the historic volcanic eruption of Mount Pinatubo (1991), a record El Niño (1998), an unprecedented biomass smoke event (1998), and La Niña that caused the driest drought in recorded Texas history (2011). Reduced air pollution caused mean AOD to decline from 0.175 to 0.14. The AOD trend measured for 30 years by a light-emitting diode (LED) sun photometer, the first of its kind, parallels the trend from 20 years of measurements by a modified Microtops II. While TPW responded to El Niño–Southern Oscillation conditions, TPW exhibited no trend over the 30 years. The TPW data compare favorably with 4.5 years of simultaneous measurements by a nearby NOAA GPS (r2 = 0.78). The 30 years of ozone measurements compare favorably with those from a series of NASA ozone satellites (r2 = 0.78). In 2016, 194 comparisons of Microtops II and world standard ozone instrument Dobson 83 at the Mauna Loa Observatory agreed within 1.9% (r2 = 0.81). The paper concludes by observing that students and citizen scientists can collect scientifically useful atmospheric data with simple sun photometers that use one or more LEDs as spectrally selective photodiodes. Bridge deterioration is inevitable in service, and the inspection and maintenance of bridges are needed to ensure structural integrity. To make cost-effective inspection plans, bridge management departments need degradation models to predict future condition ratings of bridges. Although there have been studies on bridge degradation, the input features of models are selected mostly based on engineering experience, and no effective method has been proposed. Meanwhile, most models based on machine learning (ML) and deep learning (DL) only predict the degradation of bridges in a single year and cannot cover a complete inspection cycle (usually 2 years), providing limited decision support for the transportation departments. Besides, more accurate models are needed to predict the degradation trend of bridges. In response to these problems, an improved ReliefF algorithm is proposed to select features of bridges in the paper. Meanwhile, a new degradation model combining recurrent neural network (RNN) and convolutional neural network (CNN) is established. Historical data of bridges in the US state of Texas from 1992 to 2019 are employed to verify the proposed methods. The result shows that the improved ReliefF algorithm selects the appropriate feature set as the input of the prediction model, and the model accurately predicts the future condition ratings of bridges in the next 3–4 years. Understanding public media channel preferences can inform preparedness plans, response strategies and long‐term recovery. However, questions remain about how media consumption changes across pre‐crisis, crisis, and post‐crisis phases. Past theories argue that media use may change for several reasons, including during times of societal conflict and challenge. These theories point to the belief that, during a crisis, we expect media channel use to change because media preferences during a crisis will be fundamentally different compared with everyday routines. This paper takes advantage of a survey fielded to Texas residents soon after Hurricane Harvey. Here, we ask the following: (a) "what media channels are most prominent in each crisis phase?" and (b) "do media channel preferences change across crisis phases?". We use simple descriptive statistics and chi‐square tests to describe media channel preferences across the three crisis phases by demographics. Additionally, we use alluvial diagrams to visualize media channel preferences over time. In total, 62% (n = 174) of respondents reported no changes in channel preferences. However, chi‐square tests identified significant differences in media use changes related to a handful of demographic characteristics. These findings are explored alongside theories that would hypothesize likely media use changes across pre‐crisis, crisis and post‐crisis phases. [ABSTRACT FROM AUTHOR]

School-based policing, one of the fastest-growing areas of law enforcement, requires unique skills and presents unique challenges. Specialized training for school resource officers (SROs) is encouraged by the US Departments of Education and Justice (2016) and states are increasingly making available or requiring SROs to complete training designed to better prepare them for school settings. In 2016, Texas mandated a comprehensive, 16-h training programme for SROs from moderate and large school districts. In this paper, we describe a survey conducted to assess perceptions of the first class of SROs to complete that training. We describe SROs' perceptions of the quality and content of the training, need for the training, and the self-reported impact of training on officers' daily job activities. Based on the largely positive responses and comments from over 400 SROs, we provide recommendations for policy makers considering similar specialized training for SROs. [ABSTRACT FROM AUTHOR]

Ensuring reliable operation of large power systems subjected to multiple outages is a challenging task because of the combinatorial nature of the problem. Traditional approaches for security assessment are often limited by their scope and/or speed, resulting in missing of critical contingencies that could lead to cascading failures. This paper proposes a two-component methodology to enhance power system security. The first component combines an efficient algorithm to detect cut-set saturation (called the feasibility test (FT) algorithm) with real-time contingency analysis (RTCA) to create an integrated corrective action (iCA), whose goal is to secure the system against cut-set saturation as well as critical branch overloads. The second component only employs the results of the FT to create a relaxed corrective action (rCA) to secure the system against post-contingency cut-set saturation. The first component is more comprehensive, but the latter is computationally more efficient. The effectiveness of the two components is evaluated based upon the number of cascade triggering contingencies alleviated, and the computation time. The results obtained by analyzing different case-studies on the IEEE 118-bus and 2000-bus synthetic Texas systems indicate that the proposed two-component methodology successfully enhances the scope and speed of power system security assessment during multiple outages. Global warming has been a critical issue in recent years. Many leaders and politicians have talked about replacing fossil fuels with R enewable E nergy R esources (RES). Some of them even went further and are talking about running a country with 100% RES soon. Is that economically viable? What would be the estimated cost of such a system? In this paper, a city in west Texas with a 100 MW peak load has been assumed to operate with the wind, solar, and Battery Energy Storage System (BESS) totally disconnected from the grid for a cost evaluation. Real generation and load time series data are used to achieve an optimum combination of the installed capacity of those resources by minimizing the total overnight cost, respecting a maximum of 24 h of faults in which the system cannot provide the load during the period. A Monte Carlo simulation is applied to the previous results to evaluate the influence of faulty devices and increase the robustness of the system. The results for both cases are analyzed and compared. This paper is a report of a design-based research project undertaken to build a blended teacher education program that focuses on cultivating teachers' competencies for personalized and blended learning in K-12 classrooms. Two iterations were designed and examined in total, with 10 teacher educators and two teacher candidate cohorts. Teacher educators collaborated with the project director to design and redesign online courses for two years, and each cohort took online teaching methods courses and trained at personalized learning schools in Texas over the course of a year. Using a mixed-methods design, teacher educators' and teacher candidates' perception data were collected and analyzed to evaluate the program's effectiveness and identify design implications and elements that inform the design and implementation of the program. The reflections and insights gained through this project offer an understanding of how blended teacher preparation can be designed to directly address the needs of K-12 schools for teachers trained in personalized and blended learning. As a result of more racially inclusive immigration policies in the U.S., the African and Caribbean population has increased. Thus far, scholarly inquiry on Black immigrants have focused on their incorporation into the racial hierarchy, their experiences with racism, and their relationships with African Americans. While beneficial, these studies overlook the impact of ethnic discrimination for Black immigrants. Although all individuals of African descent share similar racialized experiences in the U.S., I hypothesize that diverse Black immigrant groups endure unique discriminatory experiences because of their ethnic identities. Thus, through in-depth interviews with 27 Nigerian and 20 Jamaican respondents, this paper explores Black immigrants' experiences with racial and ethnic discrimination. I found that, regardless of ethnic background, 80% of my Nigerian and Jamaican respondents encountered racism. In contrast, ethnic discrimination varied between my Nigerian and Jamaican respondents. My Nigerian respondents were more likely to report their encounters with ethnic discrimination. These experiences ranged from being accused of internet scamming to being mocked for having an accent. On the other hand, not only were my Jamaican respondents less likely to report ethnic discrimination, but they were also more likely to see their ethnicity as an advantage. [ABSTRACT FROM AUTHOR]

Inspecting and assessing existing utility poles has become increasingly important for reducing the vulnerability of power distribution infrastructure systems in disaster situations, which can enhance community resilience. Although vision-based systems have been applied to detect faults in power distribution infrastructures, little research currently exists on assessing component- and network-level failures of utility poles based on their geometric and environmental information. This paper aims to propose a new data-driven approach to support risk-informed decision-making for utility maintenance under extreme wind conditions. Large-scale open-source imagery from Google Street View is used to assess geometric properties of utility poles (i.e., leaning angle). Then the failure probability of utility poles is analyzed under varying conditions (e.g., age, leaning angle, and wind loads) in a three-dimensional virtual city model. The proposed method is tested through case studies in Texas to (1) validate an algorithm for estimating leaning angles of utility poles and (2) understand the progress of failures of leaning utility poles from a network perspective. The outcomes of the case studies demonstrate that the proposed method has the potential to leverage large-scale open-source visual data to assess the vulnerability of utility pole networks that may lead to cascading failures in power distribution infrastructure systems. Based on the proposed virtual environment, the method is expected to enable practitioners to facilitate risk-informed decision-making against disaster situations, which creates an opportunity for prioritizing maintenance tasks regarding power distribution infrastructures. This paper explores the relationship between the stock of interstate highways on employment growth of counties in Texas between 1983 and 2012. Using the Chernozhukov-Hansen instrumental variables quantile regression (IVQR) method, we examine the heterogeneous impact that highways have on employment growth at different quantiles of the conditional distribution while at the same time controlling for potential endogeneity. The results show that the employment growth effect monotonically increases as one shifts from the lower tail to the upper tail of the distribution. The range is 0.15 to 0.44, with the highest at the 95th quantile, compared to 0.189 for OLS and 0.213 for 2SLS. A 10 percent increase in interstate highway kilometers in 1983 led to about a 1.5 to 4.4 percentage point increase in county employment over a 29-year period. Our results also indicate that the counties with low initial levels of employment grew faster than those with a high initial level of employment and that this convergence monotonically decreases from the lower tail to the upper tail of the growth distribution. Assessing the stability of rock slopes is essential to ensuring the typical performance of adjacent transportation infrastructures but simulating the existing field topography and boundary conditions for stability analysis is challenging. This paper describes a case study in which highly weathered rock slopes adjacent to a railroad track in Texas were analyzed using close-range photogrammetry data obtained from an unmanned aerial vehicle with close-range photogrammetry (UAV-CRP). A highly weathered rock mass with low intact strength was considered as a single continuum that undergoes circular failure and was analyzed using Spencer's two-dimensional (2D) and three-dimensional (3D) limit equilibrium method (LEM) analyses. A 3D critical slip surface was obtained to identify the critical sections on which to conduct the individual 2D stability analysis and obtain a safe resloping angle. These angles were further used to reslope the whole rock slopes and conduct a 3D analysis to arrive at a safe and economic slope angle for each side of the rock-cut. The realistic geometrical slopes developed from the aerial imagery were used to develop a framework for comprehensively analyzing the stability of a rock slope undergoing circular failure. Texas electricity market saw a recent integration of electricity transmission as a part of Competitive Renewable Energy Zones (CREZ). Exploiting the commissioning date of CREZ based transmission integration as an exogenous shock, we analyze the effect of transmission expansion on market clearing prices of Congestion Revenue Rights (CRR). Reduced form estimates suggest that excess transmission led to a lowering of CRR prices for contracts at all Times of Use. We find strong evidence of spatial, distributional, and firm specific heterogeneity. The paper shows that transmission expansion enhanced efficiency of the CRR market in terms of a spatial convergence in prices and a decrease in aggregate auction expenditure of approximately $260 million over a period of 4.5 years post CREZ. Objective: Prevalence of obesity among youth has increased in the last several decades. Using schools as a place to collect data on childhood obesity is considered by many researchers to be an important component to combating the disease. In this paper, we present process data from the Texas School Physical Activity and Nutrition (SPAN) project, a statewide surveillance system to monitor the prevalence of Texas school-aged children who have overweight/obesity. Methods: We selected 3 Public Health Regions (PHRs), including 30 districts and 140 schools, to represent geographic variability of processes of conducting this surveillance system. We tracked and analyzed administrative and communicative processes to conduct the Texas SPAN in those districts/schools. Results: The results demonstrate significant procedural variability across and within PHRs in implementing Texas SPAN. These variations occurred and are presented at both the district and school levels and relate to parental consent, communication processes, and time lags involved in approval and measurement. Conclusions: Due to the variability in the process data observed across and within PHRs, we recommend researchers interested in establishing obesity surveillance systems work to create statewide and local partnerships, cultivate strong communication, and develop mechanisms for data management. When encouraging the use of a particular library service or product, public librarians can often become entrenched in sending out self-serving promotional messages rather than developing a marketing plan that prioritizes and fulfils the needs of their patrons. A worthwhile marketing plan will educate not only current users but also potential users about the benefits of what the library has to offer their community. By defining the need of a target audience through the use of a needs assessment, articulating goals and objectives based on that information, and gaining a comprehensive understanding of the promoted product, a librarian can more successfully showcase a resource with the user population in mind. Further, through analyzing challenges and opportunities and identifying and describing opportunities and threats associated with the plan, the library can make the decided strategies and tactics more effective. After developing and implementing a meaningful marketing plan, the results should be evaluated against short- and long-term benchmarks and adjusted as needed. As the craft beer industry has experienced significant growth around the world and particularly in the U.S., research into various aspects of the topic has grown as well. Significant attention has been given to the relationship between craft beer and neolocalism, resulting in three key themes: neolocalism as a driver of demand for the craft beer product, the use of place-based themes by craft brewers to engender neolocalism, and neolocalism as a driver of demand for the craft brewery experience. This paper seeks to examine the extent to which brewery visitors are consuming the local through the themes of product, place, and experience as discussed in the literature. It uses directed content analysis to examine online visitor reviews posted on TripAdvisor and RateBeer for microbreweries in the five largest urban areas in the U.S. state of Texas (Houston, San Antonio, Dallas, Austin, and Fort Worth). Findings show that both the craft beer product and craft brewery experience are significant to brewery visitors. In particular, the opportunity for meaningful social interaction in the brewery experience offers a means of fulfiling neolocal desires for establishing local connections. [ABSTRACT FROM AUTHOR]

The purpose of this study was to identify the strengths and challenges that emerged from the first year of a district and university partnership focused on improving a high needs urban elementary school. This research utilizes an instrumental case study design. The elementary school and the university involved in this study are both public serving institutions located in south central Texas in the United States. This paper examines the partnership after the first year of implementation. Feedback was solicited from district, campus, and university personnel regarding the successes and challenges they encountered. Three themes emerged: administrative support, challenges presented by a change in principal, and a focus on mutual self-interest and common goals. Implications are discussed. [ABSTRACT FROM AUTHOR]

Ocean anoxic events (OAE) are characterized by increased organic content of marine sediment on a global scale with accompanying positive excursions in sedimentary organic and inorganic δ 13C values. To sustain the increased C exports and burial required to explain the C isotope excursion, increased supplies of nutrients to the oceans are often invoked during ocean anoxic events. The potential source of nutrients in these events is investigated in this study for Oceanic Anoxic Event 2, which spans the Cenomanian-Turonian boundary. Massive eruptions of one or more Large Igneous Provinces (LIPs) are the proposed trigger for OAE 2. The global warming associated with volcanogenic loading of carbon dioxide to the atmosphere has been associated with increased continental weathering rates during OAE 2, and by extension, enhanced nutrient supplies to the oceans. Seawater interactions with hot basalts at LIP eruption sites can further deliver ferrous iron and other reduced metals to seawater that can stimulate increased productivity in surface waters and increased oxygen demand in deep waters. The relative importance of continental and submarine weathering drivers of expanding ocean anoxia during OAE 2 are difficult to disentangle. In this paper, a box model of the marine Sr cycle is used to constrain the timing and relative magnitudes of changes in the continental weathering and hydrothermal Sr fluxes to the oceans during OAE 2 using a new high-resolution record of seawater 87Sr/86Sr ratios preserved in a marl-limestone succession from the Iona-1 core collected from the Eagle Ford Formation in Texas. The results show that seawater 87Sr/86Sr ratios change synchronously with Os isotope evidence for the onset of massive LIP volcanism 60 kyr before the positive C isotope excursion that traditionally marks the onset of OAE 2. The higher temporal resolution of the seawater Sr isotope record presented in this study warrants a detailed quantitative analysis of the changes in continental weathering and hydrothermal Sr inputs to the oceans during OAE 2. Using an ocean Sr box model, it is found that increasing the continental weathering Sr flux by ∼1.8-times captures the change in seawater 87Sr/86Sr recorded in the Iona-1 core. The increase in the continental weathering flux is smaller than the threefold increase estimated by studies of seawater Ca isotope changes during OAE 2, suggesting that hydrothermal forcing may have played a larger role in the development of ocean anoxic events than previously considered [ABSTRACT FROM AUTHOR]

Introduction: Young adult cigarette smoking behaviors are complex and dynamic. Emerging research suggests a growing rate of switching from non-menthol to menthol cigarettes. Transitions across cigarette smoking states are not well understood. This research longitudinally explores transitions in cigarette smoking behaviors among 18-29 year olds.Methods: We applied a Markov model to data collected biannually for 1542 initially 18-29 year old young adults (mean age: 20.9 years; SD = 2.6) in Texas, who provided 7021 total observations from Fall 2014 to Spring 2017. All participants were past 30 day menthol or non-menthol cigarette smokers at first observation. We examined transitions across three states of cigarette smoking (menthol, non-menthol, and nonsmoking) and compared predictors of each transition, during young adulthood.Results: Descriptively, 22.2% of menthol and 14.3% of non-menthol smokers switched products while 25.6% of menthol and 26.0% of non-menthol smokers quit smoking. Among quitters, 20.0% relapsed via menthol and 28.2% relapsed via non-menthol cigarettes. Results from Markov model indicated that Hispanic/Latinos (Hazard Ratio [HR]: 3.69) and Asians (HR: 2.85) were significantly more likely to switch from non-menthol to menthol cigarettes, relative to non-Hispanic whites. Among recent quitters, the use of non-cigarette products was associated with increased risk of relapse via menthol (HR: 1.54) and non-menthol (HR: 1.85) cigarettes.Conclusion: A substantial proportion of young adult cigarette smokers transitioned across cigarette smoking states over the course of 2.5 years. Other tobacco use and nicotine dependence were impediments to becoming and remaining a non-smoker. Hispanic/Latinos and Asians, relative to non-Hispanic whites, had greater odds of transitioning from non-menthol smoking to both non-smoking and to menthol smoking. Findings suggest racial/ethnic differences in cigarette smoking transitions during young adulthood.Implications: This paper examined multidirectional transitions across cigarette smoking, including switching between menthol and non-menthol cigarettes, among young adults. Results indicate that Hispanic/Latino and Asian young adults are at increased risk of transition to menthol cigarette smoking compared with non-Hispanic white young adults. The adoption rate for Leadership in Energy and Environmental Design – Neighborhood Development (LEED-ND) projects has varied considerably across the United States. Local governments and developers face variation in the incentives and barriers while implementing LEED-ND projects across four key dimensions – economic, policy, public awareness, and organizational. This paper investigated the drivers of variation using a mixed-methods approach including a two-stage Heckman model, a survey of Texas subdivision developers and interviews with local planning officials. Results indicate that initial public funding may lead to more LEED-ND projects being completed, but with a diminishing return as these projects become established within the region. Support for local programs including tax abatement, public-private partnerships, and other incentives were also demonstrated to help facilitate LEED-ND project adoption. Cracks that develop during galvanization of High Mast Illumination Poles (HMIPs), often at the pole-to-base plate connection, are an important concern to US fabricators and highway officials. If they are not detected during fabrication and are allowed to propagate during service, these cracks can pose a significant risk to the public due to the ubiquitous presence of HMIPs in close proximity to roads and highways. Economic losses caused by these cracks include the cost of detailed inspections to ascertain their presence and direct losses associated with discarded poles or repair of cracks that manifest while in service. Modifications to the design of HMIPs and/or the galvanization process to reduce the likelihood of galvanization cracks reduce economic loses, decrease fabrication costs, and improve public safety. This paper presents a parametric study evaluating the effects of geometric configuration and galvanization practices on thermally-induced stress/strain demands during the galvanization of HMIPs. Simulations were performed for poles with standard pole-to-base plate connection details adopted by the Texas DOT. Geometric parameters evaluated in the study included base plate-to-pole thickness ratio, pole shaft geometric shape, and bend radius. Galvanizing practice variables included dwell time, speed and angle of dipping, and cross-section orientation. Simulations were conducted using the commercial software Abaqus, following the methodology validated in a companion paper. In models having the same pole thickness, thermally-induced stresses and strains at critical locations increased with base plate-to-pole thickness ratio. In models with the same base plate thickness, stress and strain demands varied inversely proportional to pole thickness. Stress and strain demands were found to be lower for poles having circular shape than for multi-sided poles, and increases in bend radius led to reductions in localized strain demands. Dwell time was found to have a negligible effect on stress and strain demands, while increased dipping speed and dipping angle resulted in decreased stress and strain demands during galvanizing. • A numerical parametric study was conducted to study galvanization cracks in HMIPs. • The contribution of shape and galvanizing parameters to weld-toe cracks was evaluated. • Base plate-to pole thickness ratio was found to play a key role on crack formation. • Circular poles exhibited the lowest stress/strain demands during galvanizing. • Reducing dipping time and increasing dipping angles reduced plastic deformations. Abstract Electrodialysis is an electrochemically driven membrane technology usually used for treating feed water containing several thousand mg/l total dissolved solids (TDS). This research investigated the use of conventional ED for the treatment of flowback water from shale gas hydraulic fracturing that contains up to tens of thousands of mg/l TDS and contain a mixture of multivalent cations. This paper discusses efforts to treat concentrated brines with electrodialysis and focuses on the mitigation of the detrimental effects of multivalent cations such as calcium, magnesium, barium, iron, and in the feedstock. A previous paper detailed the effects of calcium under defined lab conditions. The apparent calcium fouling (in and around) the electrode cells was mitigated by changing the single cathode chamber boundary membrane to a (CMX-S) that was more selective for monovalent cations. This paper covers efforts undertaken to mitigate problems associated with high concentrations of calcium, barium, iron, and magnesium. Four field samples of produced water from oil and gas operations in from the Marcellus shale formation (generally Pennsylvania, USA) and the Barnett shale formation (generally north central Texas, USA) were also tested. These results from field samples were similar to the results from lab defined tests. Mechanisms of process interference by the different multivalent cations appear different for each species. Calcium, magnesium, barium, and iron were preferentially transported from the diluate to the concentrate compared to sodium by a factor of about 1.4:1 on a charge basis resulting in a suppression of the flux of sodium to the concentrate. A single CMX-S membrane selective for monovalent cations was placed at the cathode barrier resulting in a reduced flux of calcium, magnesium and barium into the electrode rinse. However total ion flux was inhibited caused by apparent blockage of the cation transfer sites on the CMX-S membrane by the stagnant multivalent cations. A series of tests with periodic pulse polarity-reversal (anode and cathode reversed for a brief time) indicted the blockage by calcium and barium was immediately reversable, however, iron was more problematic and may have precipitated on membrane surfaces other than the cathode barrier. This paper reviews previous work conducted on Laser Ablation – Inductively Coupled Plasma – Mass Spectrometry (LA-ICP-MS) sourcing 33 Clovis period projectile points from the Gault Site (41BL323) in Central Texas. This paper includes new geochemical data from four new primary geologic sources to increase an Edwards Plateau region chert database to 302 primary geologic samples from 204 samples with which to test against the geochemistry of the 33 Clovis artifacts. These artifacts are then assessed with regards to their form, breakage patterns, and distance to source to suggest a blended model of mobility for Clovis period hunter-gatherers in Central Texas. This data suggests that the pattern of movement across the landscape of the Edwards Plateau for these hunter-gatherers may have been a blended pattern alternating between collector and forager based on changing distribution of resources seasonally. This patterning may have been influenced for the Gault Clovis hunter-gatherers reliant on availability of chert resources as well as ecotonal density and diversity of plants and animals; especially, as gauged by Clovis site types and distribution spread throughout much of the Southern Great Plains. • Clovis hunter-gatherers at the Gault Site used chert from over 300 km away. • Breakage and discard patterns of non-local and local chert suggests long distance mobility. • Gault Clovis hunter-gatherer likely alternated their mobility strategies throughout the year. A spatially balanced sample can produce good estimates of finite population quantities when the study variable is dependent over a spatial region with respect to a super-population model. In many longitudinal surveys for monitoring natural resources, annual samples are taken in space to estimate both annual status and annual change. In this paper, we propose a spatiotemporal balanced sampling design with a repeated panel such that the sample for each year is spatially balanced, and the sample combined from consecutive years is also spatially balanced. We propose design-based regression estimators of the annual status and change, and the corresponding variance estimators are also derived. Simulation studies show that the spatial balance of a sample generated by the proposed spatiotemporal balanced sampling design is good, and design-based regression estimators work well. The proposed spatiotemporal balanced sampling design is tested on data from the National Resources Inventory rangeland on-site survey conducted in Texas from 2009 to 2013. For the study variable "average soil aggregate stability," the proposed sampling design and estimators are shown to have better performance compared with the original sample and estimators. Although the spatiotemporal balanced sampling design is proposed in a two-dimensional space, it can be generalized to higher dimensions easily. This paper introduces Simulink-based programs developed for dynamic analysis of electrical power systems. The program can be used for research studies or as a teaching tool. With the program, time-domain simulation, modal analysis, participation factor analysis and visualization, frequency response analysis, and design of conventional and intelligent controllers can be obtained. A special case of constant impedance load is also studied. IEEE 9-bus, IEEE 68-bus, Texas 2007-bus 282-machine, and the 25,000-bus northeastern US test systems are employed in this paper. The synchronous machines are assumed to be equipped with exciter, turbine, and stabilizer. Static var compensator is added using conventional and adaptive neuro-fuzzy controllers. Different types of disturbances are applied to the systems including generator-side and network-side disturbances. The program is free of algebraic loops that may increase the errors and slow down the simulation. Abstract This paper presents a research study on a bridge site located along US highway 67 over SH 174 in Cleburne, Texas, where bridge approach slabs have experienced more than 0.4 m (17 in.) of settlement within a span of 16 years after construction. Many treatment methods attempted to mitigate this problem had proven to be ineffective. As part of novel rehabilitation works, the top of existing fill soil on the embankment was replaced with lightweight expanded polystyrene (EPS) geofoam blocks to alleviate the approach slab settlements. This paper describes initial design and construction details of the rehabilitation works performed on the embankment system along with a focus on the early performance details. Field monitoring studies were conducted for almost three years to study the bump/settlements under the EPS geofoam embankment system. Short term measured settlement data was analyzed with hyperbolic model to predict the long term settlements. Numerical finite element studies attempted in this study showed that settlements could be reasonably predicted by modeling these geofoam embankments. Based on the monitoring and modeling studies, the effectiveness of utilizing EPS geofoam as an embankment fill material was addressed to mitigate the differential settlements under a bridge approach slab.
