The January 2011 flood event that impacted southeast Queensland is amongst the most extensive and severe floods in terms of loss of life and property damage that the region has experienced, despite it being only the eighth highest flood on record at the Brisbane City Gauge. The spring of 2010 was the wettest on record for Queensland, New South Wales, and the Murray-Darling Basin (Bureau of Meteorology 2011a) at that time. The flood mitigation dams in the region, Somerset Dam and Wivenhoe Dam, had to be operated for flood mitigation purposes during October 2010, which was the first occasion since February 2001 that Wivenhoe Dam had been called into action due to the Millennium Drought. The wet October was followed by a very dry November which, in turn, was followed by the wettest December on record for Brisbane. Somerset Dam and Wivenhoe Dam were again pressed into action on three separate occasions during December 2010. The resultant releases ensured that only minor flooding resulted in the Lower Brisbane River during these events. However, on the 5th of January 2011, another rainfall event started to unfold across the catchments of the dams. By the 10th of January 2011, an upper-level low combined with a humid easterly flow to bring very heavy rainfall and flash flooding to southeast Queensland and northeast New South Wales. The heaviest falls were in the areas north and west of Brisbane, with three-day totals exceeding 200 mm over most of the Brisbane River catchment. This rainfall event resulted in a flood of record in the Upper Brisbane River and Upper Lockyer Creek catchments that sadly resulted in a substantial loss of life in Toowoomba and the Lockyer Valley, and which required record releases from Wivenhoe Dam. The resultant downstream flooding saw some 14,000 properties impacted, principally in the Lockyer Valley Regional Council, Somerset Regional Council, Brisbane City Council, and Ipswich City Council local government regions. Flood damage was estimated to be around $2.53 billion. Intergenerational programs that bring the young and old together are known to facilitate social connections. However, benefits of intergenerational programs cannot be achieved by simply bringing the two generations together. We need to understand the factors which enhance intergenerational engagement. This paper specifically explores barriers and enablers for improving engagement of older people in an intergenerational program conducted within four research sites in South East Queensland and New South Wales, Australia. Video ethnography was used to examine the intergenerational environment and observe patterns of engagement between older people and children. Findings reveal the type of activity, group structure and length of activity to increase engagement of older people in an intergenerational program. [ABSTRACT FROM AUTHOR]

The absence of legal criteria to support the responsible closure of large-scale mines is a significant global issue. Mine closure regulation primarily focuses on the physical aspects of mining, with limited attention paid to social aspects of mine closure. This paper examines the extent to which regulatory instruments across three major Australian mining jurisdictions – New South Wales, Queensland and Western Australia – include provisions that require proponents to consider the social aspects of mine closure. We found that regulatory frameworks broadly cover social aspects, but often without explicit text in legislation or policy guidelines. We also found that regulators rely on front-end approval processes to account for and mitigate the social impacts of mining and that, following approval, regulators rely on stakeholder engagement, rather than also requiring evidence-based analysis and impact management. In the absence of restrictive regulatory elements in the latter stages of the project life cycle, we conclude that mining companies are relatively unhindered, free to enter into indefinite care and maintenance mode, or divest their assets. This paper presents the results of a small number of dates from sand samples collected at building sites in the eastern suburbs of Sydney. OSL ages of well-sorted, quartz sand ranges from 31 to 24 ka from within well-developed podzol soil profiles within a metre of the surface. The source of this sand appears to be from the east off the inner continental shelf during a period just prior to the maximum of the Last Glacial Maximum (LGM, Marine Isotope Stage 2) when sea-level was approximately 70-90 m below present level. During a later phase of the LGM, there is evidence from other coastal sites in central NSW and Gippsland, Victoria, that the dominant wind was from the west consistent with evidence from arid and semiarid Australia. Dune orientations in northern NSW into Queensland and other evidence at this time appear to reflect winds from the southeast quadrant. This study highlights the existence of a potential pivot area in dominant wind direction during the LGM between sustained westerly flow in southern area including Victoria and northeast Tasmania and southeast flow of northern NSW into Queensland. In central NSW, the circulation switched from easterly in Stage 2 to westerly as the glacial stage intensified in the LGM sometime after ca 25 ka. [ABSTRACT FROM AUTHOR]

Objective: The aims of this paper were to report on the global psychosocial functioning of 5-year-old DHH children and examine the risk and protective factors that predict outcomes. Design: A cross-sectional analysis of data collected from a prospective, population-based longitudinal study. Study sample: Parents/caregivers of 356 children completed questionnaires on psychosocial development (CDI, SDQ), functional communication (PEACH) and demographic information. Children completed standardized assessments of non-verbal cognitive ability (WNV) and language (PLS-4). Results: On average, global psychosocial functioning was within the range of typically developing children; however, variability was high and 12% of children had scores that were more than 2 SDs below the norm. Non-verbal cognitive ability, presence of additional disabilities, language and functional communication significantly predicted outcomes. In contrast, type of hearing device, severity of hearing loss and age at intervention did not. Conclusion: The global psychosocial functioning of this cohort of 5-year-old DHH children fell within the range of typically developing children. Within the planning literature, the distinction between regulatory planning and strategic spatial planning has exposed a recurring dichotomy that exists between the idea of ‘conforming’ (regulative certainty) and ‘performing’ (strategic flexibility) plans and planning systems. This paper critically examines the divergent trajectories of land-use policy and regulation in two Australian states, Queensland and New South Wales. This paper concludes by arguing that the flexibility/certainty dilemma is something of an artifice—a land-use planning shibboleth—that serves to distract professional and scholarly attention away from substantive issues such as how planning might better engender more sustainable urban settlements. In this paper child protection policies from two Australian states (New South Wales and Queensland) are analyzed as exemplars of policy response to risk-consciousness. In particular, child protection policies from the Departments of Education in NSW and QLD are viewed alongside state Codes of Conduct for government employees. Clearly there is a need for child protection policies and we argue that the policy documents that we analyze have emerged as a reasonable response to the revelation of real and perceived threats to the safety and well-being of children and young people in our social institutions, particularly our educational systems. In this paper our intention is threefold. First, we examine the manner in which each of these child protection policies articulate and define the need for child protection in educational settings. Second, we consider the manner in which they proscribe professional behaviour and dictate the boundaries of acceptable and unacceptable behaviour towards children and young people. Third, we argue, following Dean (1999), that these policies are informed by risk consciousness and risk anxiety. As such, we consider how these policies simultaneously aim to address ‘child panic’ and restore trust in schools as dynamic places of social learning and development. This paper examines the differences in school (NAPLAN) outcomes between New South Wales and Queensland. It shows that there are pronounced differences in Year 3 NAPLAN results between these states, though these dissipate when later class years are considered. The reasons for these state effects in school outcomes are explored using an empirical framework grounded in the regression discontinuity literature. There is no systematic evidence of school-specific unobservables that are linearly related to the distance of schools from the New South Wales–Queensland border that account for this state effect. In other words, the lower outcomes of schools in Queensland relative to schools in New South Wales appear to be a pure institutional phenomenon. This conclusion carries over to the various sensitivity tests undertaken based on the partition of the sample by school sector and by distance from the border. Accordingly, the border effects are expected to be eroded by the recent reforms to the school starting age in Queensland and by the national curriculum currently proposed for implementation in Australia. Education is state-run in Australia, and within each of the eight states and territories there are both government and independent schooling systems. This paper details the position of gay, lesbian, bisexual, transgender, intersex and queer (GLBTIQ) students within Australian education policy documents nationally, focusing on the three largest states and educational sectors in Australia. Survey data are used to report on the schooling experiences of over 3000 Australian GLBTIQ young people aged 14–21 years. Data from interviews with key policy informants identify both the obstacles to implementing policies, and how such obstacles have been overcome. Much official policy sees sexuality education as promoting inclusive, protective and affirming messages around GLBTIQ students. There exist significant correlations between policy and a variety of well-being and psycho-social outcomes for GLBTIQ students, including lowered incidence of homophobic abuse and suicide, and the creation of supportive school environments. The Tully Alliance Project delivered a 15.5 km National Highway realignment of the Bruce Highway across the combined Tully and Murray Rivers flood plain in north Queensland. This flood plain is located in one of the wettest regions in Australia, with an annual average rainfall throughout the catchment in excess of 4 m. In this area, the previous Bruce Highway could be inundated several times a year for extended periods and this had a significant impact on the movement of freight, tourists and local residents. There were long stretches of the highway that were cut regularly by floodwaters. As well as the low flood immunity, there were safety concerns with the highway formation across the floodplain being essentially a two-lane embankment with no shoulder or stopping lanes. While a high standard of flood immunity was desirable and needed to meet the Department of Main Roads flood immunity standards, the large flood flows experienced on this floodplain meant that a compromise was required. The main reason for this was the high cost associated with the required upgrading works. In addition, raising the highway significantly would cause severe impacts on flood levels for properties located on the flood plain, which was considered unacceptable. Adopted design criteria for the project were therefore related to the time of closure and the minimizing impacts on surrounding land. This paper details the hydraulic analysis undertaken throughout the various phases of the project, and discusses the critical role that hydraulic modelling played in the development of the final vertical and horizontal alignment of the upgraded highway. In addition it discusses the role the community and other stakeholder's played in validating the results of the hydraulic model, and how the flood model was able to assist the community in understanding and accepting the impacts of the proposed upgrade. In irrigated areas of central and northern New South Wales secondary soil salinisation is of increasing concern. This is particularly the case for the Bourke Irrigation District (mid-Darling River valley) where incipient traces of point-source salinisation are evident. Much of this is attributed to significant changes in the water balance and in particular increased deep drainage and mobilisation of primary salts. In the first instance, near-surface prior-stream channels and subsurface paleochannels evident within Cenozoic alluvial deposits act as significant hydrological features. Owing to the porosity and connectivity of the Cenozoic sediments, deep draining water interacts with ancient and highly saline Cretaceous marine mudstones. Unfortunately, natural resource data on the spatial distribution of near-surface and subsurface stratigraphy are not readily available to understand these processes or determine best management. In this paper, we demonstrate how fuzzy k-means (FKM) analysis of EM34 signal data collected across the Bourke Irrigation District can be used to identify and map common near-surface and subsurface stratigraphic units. EM34 survey was carried out in the horizontal mode of operation with measurements made at coil spacing of 10, 20 and 40 m (i.e. EM34-10, -20 and -40, respectively). In all, 1236 sites were visited on a ∼0.5-1 km grid. The EM34 signal data were classified numerically using the FKM clustering algorithm. The iteration of fuzzy exponents (f) and various indices, including the fuzziness performance index (FPI) and normalised classification entropy (NCE) enabled the determination of f = 1.6 and k = 4 classes to be selected for further investigation. Using fuzzy canonical analysis we find that the EM34-10 and EM34-20 signal data best discriminate the classes. The resulting k = 4 classes (i.e. Class A, B, C and D) are then mapped using a method that ensures summation of class membership (m) values to unity and using local ordinary kriging. Class A represents saline and clay-rich sediments associated with outcrops of the Cretaceous marine mudstone. Class D represents interbedding of sand within the clay units indicative of the Cenozoic alluvial deposits that overly the Cretaceous mudstone. Similarly, Class B represents Cenozoic sediments with the presence of paleochannel(s). Class C characterises the eolian dune and alluvial floodplain physiographic units. The use of a confusion index (CI) highlights areas of uncertainty in the FKM classification mapping and indicates where the collection of additional information is appropriate. Validation of the FKM approach is confirmed by calculating near-surface (0-6 m) and subsurface (6-12 m) class average soil physical and chemical property (i.e. clay content, cation exchange capacity and salinity) variance (i.e. S2Z) and total within-class variance (i.e. S2T) of a FKM map. Overall, the average subsurface ECe data produces the greatest reduction in variance. This suggests the FKM classification of EM34 signal data is influenced by saline groundwater-tables in the Cenozoic sediments which lie above the Cretaceous marine mudstone. The FKM class memberships and CI along a short but detailed transect across the Bourke Irrigation District are interpreted with respect to the spatial distribution of near-surface and subsurface soil property data. We conclude the FKM analysis of EM34 provides a better understanding of the spatial distribution and horizontal layering of the various stratigraphic units which characterise the Bourke Irrigation District. The results help explain the broad hydrological processes driving point source secondary soil salinisation and provides a framework for the deployment of measuring and monitoring sites.
