Accurately predicting the next track point of vehicle travel is crucial for various Intelligent Transportation System (ITS) applications, such as travel behavior studies, traffic control, and traffic congestion monitoring. Recent works on trajectory prediction follow a paradigm that first represents the raw trajectory and subsequently makes predictions based on that representation. Currently, trajectory representation methods tend to project trajectory points to road networks by map matching and represent trajectories based on the representation of matched roads. However, precisely matching trajectories to roads is a challenge in ITS, as the matching precision is greatly affected by the quality of the trajectory. Meanwhile, since it is difficult to discern whether trajectory matching results are accurate or confounded, how to effectively utilize this type of uncertain geographic context information is also a challenge, which is defined as the Uncertain Geographic Context Problem (UGCoP) in geographic information science. Therefore, we propose a flexible strategy of subgraph learning, referred to as SLM, for predicting the next track point of vehicles. Specifically, a subgraph generation module is first proposed to extract topology contextual information of the roads around historical trajectory points. Secondly, a subgraph learning module is designed to learn rich spatial and temporal features from generated subgraphs. Finally, the extracted spatiotemporal features will be fed into a prediction module to predict the next track points of vehicles on road networks. Our model enables the effective utilization of uncertain geographic context information of trajectories on road networks while avoiding the error brought by map matching. Traffic congestion has several adverse effects on urban traffic networks. Increased travel times of vehicles, with the addition of excessive greenhouse emissions, can be listed as harmful effects. To address these issues, transportation engineers aim to reduce private car usage, reduce travel times through different control strategies, and mitigate harmful effects on urban networks. In this study, we introduce an innovative approach to optimizing traffic signal control settings. This methodology takes into account both pedestrian delays and vehicular emissions. Non-dominated sorting genetic algorithm-II and Multi-objective Artificial Bee Colony algorithms are adopted to solve the multi-objective optimization problem. The vehicular emissions are modeled through the MOVES3 emission model and integrated into the utilized microsimulation environment. Initially, the proposed framework is tested on a hypothetical test network, followed by a real-world case study. Results indicate a significant improvement in pedestrian delays and lower emissions. Macroscopic fundamental diagram (MFD)-based perimeter control has a potential to improve traffic throughput and relieve the overall congestion. In practice, not only the MFD but also the traffic demand suffers from a variety of inherent uncertainties. Hence, this paper aims to contrive a robust control technique to address the perimeter traffic flow control issue in the oversaturated region. To this end, an integral sliding mode control is proposed to drive the traffic state to the desirable condition. The developed strategy deals with practical issues such as finite time stability and range of uncertainty in both MFD and traffic demand. Theoretical analysis verifies that the developed integral sliding mode control approach can guarantee the finite time convergence of the traffic state to the desired one. The performance of the developed scheme is attested by considering various traffic scenarios with uncertain MFDs and traffic demand, in which a comparative performance study with the proportional and integral control method is conducted. It is indicated that the developed scheme can alleviate the congestion in the urban network and improve the throughput of the urban network. Practical Applications: The research presented in this article proposes a novel perimeter control technique designed to enhance traffic flow management in densely populated urban road networks, particularly during peak congestion times. By leveraging the macroscopic fundamental diagram (MFD) and integral sliding mode control theory, the method significantly boosts traffic throughput and alleviates the impact of congestion. This advancement can be seamlessly integrated into current urban traffic management systems, leading to more efficient and convenient urban commutes. Traffic congestion is a serious problem in the US, and traffic signal control is one of the effective solutions to congestion. Previous research on model predictive control (MPC)-based traffic signal control showed substantial benefits over conventional methods. This study focused on implementing MPC over a large-scale network with complex intersections and the impact of cycle length, network size, and imperfect state estimation on performances. This study implemented a virtual phase link (VPL)-based model predictive control method which used the number of vehicles in each VPL as input state variables and was suitable for National Electrical Manufacturing Association (NEMA) ring-barrier control. To test the impact of network size, the performance of distributed MPC (36 intersections in the network are divided into five subnetworks) was compared with that of MPC over the full network for a set of cycle lengths. To test the impact of imperfect state estimation, we synthetically infused estimation error and developed two scenarios, MPC-error and MPC-error narrow, which had higher and lower estimation errors, respectively. The performance of these MPC methods was compared with that of the existing time-of-day (TOD) method and an offline method that used Webster's method for split and MULTIBAND for cycle length and offset optimization. Trajectory and linkwise signal performance measures were collected from the simulation to evaluate performance. The distributed MPC method with perfect state estimation had the lowest delay and highest energy efficiency of all the methods. The performance of MPC decreased as the prediction inaccuracy increased. MPC-error had 7% and 11% more delay than MPC-error narrow in the morning and evening peaks, respectively. Recent advancements in the industrial revolution and artificial intelligence have aided in the development of novel approaches that have considerable potential for increasing the efficiency of traffic networks. Emerging concepts of autonomous driving and machine learning can be incorporated intelligently for improving traffic operations and control. In the coming years, traffic composition can vary in terms of autonomous vehicle (AV) penetration rate, which can lead to a heterogeneous traffic environment. Traffic control methods for such complex networks need to be designed effectively for accommodating the positive effects of AV implementation without compromising the safety and level of service in the presence of regular vehicles (RVs). An intelligent-based optimization framework for traffic signal control under heterogeneous AV-based traffic is proposed in this paper. This framework utilizes state-of-the-art machine-learning approaches to represent and design different components of the optimization process of cycle length. Further, SHapley Additive exPlanations (SHAP) is used to enhance model interpretability. The proposed optimization framework improves performance under congested traffic conditions compared with that of the conventional optimization methods. Compared to pure RV-based traffic, the penetration rates of 25%, 50%, and 100% can decrease optimized cycle lengths by 26%, 39%, and 53%, respectively, which can result in delay reductions of approximately 18%, 31%, and 56%, respectively. The proposed framework when applied in an adaptive-based manner can help in the generalization of controlling existing signalized intersections with the gradual penetration of AVs without the extra infrastructure or specific operational and connectivity capabilities of the involved vehicles. Under the context of rapid development of the Internet of vehicles and vehicle-road collaboration system, active traffic management (ATM) becoming the mainstream means of road traffic control and developing toward refinement. In this paper, to study the high-precision lane-level dynamic induction control strategy in different scenarios, based on the NaSch model of cellular automata and combined with the characteristics of the failure section area, a fuzzy lane-changing bypass vehicle-following model considering lane-changing pressure in multi-lane failure scenarios was built. The simulation results show that (i) if the lane failure occurs on the middle lane, the lane should be induced in advance, and the induced lane change effect is the best at about 100 m. When the lane failure occurs in the left lane and right lane, the prompt is best at about 250 m. (ii) The induced distance should be based on actual traffic conditions, free combination of different early warning distances between 100 and 300 m can save about 20–30 s congestion time. (iii) The lane-level dynamic coordinated guidance control measures can effectively improve the road traffic efficiency compared with the static unified control measures, improve the traffic efficiency of road performance, and alleviate traffic congestion time. The current traffic signal light timing scheme cannot effectively solve the problem of traffic congestion. This paper studied the intelligent control of signal lights based on infrared sensors. Firstly, the traffic flow was detected by infrared sensors; then, the future traffic flow was predicted using a back-propagation neural network; an intelligent control algorithm was designed based on the prediction results, and data were collected at the actual intersection for simulation experiments. It was found that the maximum and minimum root-mean-square error (RMSE) value of the BPNN prediction were 72.33 and 45.77, respectively, i.e., BPNN could predict the traffic flow accurately. Then, in the comparison of timing schemes, the maximum average queuing delay time of the BPNN was 0.55 s, and the maximum average queuing length was 92 m in the case of large traffic flow, both of which were better than the traditional fixed timing scheme. This paper proposes a convolutional neural network (CNN) model of the signal distribution control algorithm (SDCA) to maximize the dynamic vehicular traffic signal flow for each junction phase. The aim of the proposed algorithm is to determine the reward value and new state. It deconstructs the routing components of the current multi-directional queuing system (MDQS) architecture to identify optimal policies for every traffic scenario. Initially, the state value is divided into a function value and a parameter value. Combining these two scenarios updates the resulting optimized state value. Ultimately, an analogous criterion is developed for the current dataset. Next, the error or loss value for the present scenario is computed. Furthermore, utilizing the Deep Q-learning methodology with a quad agent enhances previous study discoveries. In recent years, the problem of traffic congestion has become increasingly serious, and research on traffic system control has become a new hotspot. Studying the bifurcation characteristics of traffic flow systems and designing control schemes for unstable support points can alleviate traffic congestion from a new perspective. This article improves the full speed differential model considering strong wind models from the perspective of bifurcation control to adjust traffic flow. This article theoretically proves the existence conditions of Hopf bifurcation and saddle node bifurcation in the model and finds the stability mutation point of the transportation system stability. A nonlinear system feedback controller was designed for unstable bifurcation points using Chebyshev polynomial approximation and random feedback control methods. Without changing the system equilibrium point, the advance, delay, and elimination of Hopf bifurcation were achieved, and the abrupt behavior of the transportation system was controlled, thereby alleviating traffic congestion. This article explains the changes in the stability of complex transportation systems from the perspective of bifurcation analysis, which can better capture the characteristics of traffic flow. By adjusting the control parameters in the feedback controller, the influence of boundary conditions on the stability of the transportation system is fully described, and the influence of unstable focal points and saddle points on the system is suppressed, thereby slowing down the traffic flow. In addition, unstable bifurcation points can be eliminated, and the Hopf bifurcation can be controlled to advance, delay, and disappear, thereby achieving control over the stable behavior of the transportation system. In recent years, high-resolution traffic signal event data has provided valuable insights into understanding and managing congestion at signalized intersections. While existing applications primarily employ automated traffic signal performance monitoring (ATSPM) systems as postanalysis tools for identifying everyday congestion causes, traffic engineers are increasingly overwhelmed by the number of ATSPM-capable intersections. The workload increases extensively as the number of ATSPM-capable intersections rises mainly due to the necessity of manually checking and generating performance figures. Nonetheless, an advanced ATSPM system capable of automatically detecting time-of-day congestion bottlenecks among multiple intersections and suggesting "top intersections of interest" would significantly aid traffic managers in monitoring historical congestion and preventing future congestion occurrences. This paper introduces an efficient graphical automated congestion ranking method for capable intersections, leveraging high-resolution traffic signal event data as the basis for automated congestion ranking. To accomplish these objectives, we build upon ATSPM concepts by continuously generating ATSPM measures of effectiveness (MOEs). Utilizing continuously generated ATSPM performance measures in Frisco, Texas, over several months, we devise an efficient graphical method for ranking hourly congestion levels among the studied ATSPM-capable intersections. All intersections are assessed and ranked using a multiobjective optimization technique, the Pareto front method. The points on the Pareto front represent dominating intersections with at least one inferior performance measurement, warranting prioritized improvement. The dominating points identified from the test dataset were validated and further explained using Purdue coordination diagrams (PCD), along with another individual dataset--Wejo-connected vehicle data. Information about spatial distribution (OD flows) is a key element in traffic management systems in urban transport networks that enables efficient traffic control and decisions to redirect traffic to less congested sections of the network in emergencies. With the development of modern techniques of remote sensing, more and more advanced methods are used to measure traffic and determine OD flows. However, they may produce results with different levels of errors caused by various factors. The article examines the impact of traffic volume and its variability on the error values of short-term prediction of the OD matrix in the urban network. The OD flows were determined using a deep learning network based on data obtained from video remote sensing devices. These data were recorded at earlier intervals concerning the forecasting time. The extent to which there is a correlation between the size of OD flows and the prediction error was examined. The most frequently used measure of prediction accuracy, i.e., MAPE (mean absolute percentage error), was considered. The analysis carried out made it possible to determine the ranges of traffic flow rate for which the MAPE stabilizes at the level of approximately 6%. A set of video remote sensing devices was used to collect spatiotemporal data. They were located at the entrances and exits from the study area on important roads of a medium-sized city in Poland. The conclusions obtained may be helpful in further research on improving methods to determine OD matrices and estimate their reliability. Machine learning (ML) methods, particularly Reinforcement Learning (RL), have gained widespread attention for optimizing traffic signal control in intelligent transportation systems. However, existing ML approaches often exhibit limitations in scalability and adaptability, particularly within large traffic networks. This paper introduces an innovative solution by integrating decentralized graph-based multi-agent reinforcement learning (DGMARL) with a Digital Twin to enhance traffic signal optimization, targeting the reduction of traffic congestion and network-wide fuel consumption associated with vehicle stops and stop delays. In this approach, DGMARL agents are employed to learn traffic state patterns and make informed decisions regarding traffic signal control. The integration with a Digital Twin module further facilitates this process by simulating and replicating the real-time asymmetric traffic behaviors of a complex traffic network. The evaluation of this proposed methodology utilized PTV-Vissim, a traffic simulation software, which also serves as the simulation engine for the Digital Twin. The study focused on the Martin Luther King (MLK) Smart Corridor in Chattanooga, Tennessee, USA, by considering symmetric and asymmetric road layouts and traffic conditions. Comparative analysis against an actuated signal control baseline approach revealed significant improvements. Experiment results demonstrate a remarkable 55.38% reduction in Eco_PI, a developed performance measure capturing the cumulative impact of stops and penalized stop delays on fuel consumption, over a 24 h scenario. In a PM-peak-hour scenario, the average reduction in Eco_PI reached 38.94%, indicating the substantial improvement achieved in optimizing traffic flow and reducing fuel consumption during high-demand periods. These findings underscore the effectiveness of the integrated DGMARL and Digital Twin approach in optimizing traffic signals, contributing to a more sustainable and efficient traffic management system. Urbanization has led to accelerated traffic congestion, posing a significant obstacle to urban development. Traditional traffic signal scheduling methods are often inefficient and cumbersome, resulting in unnecessary waiting times for vehicles and pedestrians, exacerbating the traffic situation. To address this issue, this article proposes a dynamic traffic signal scheduling system based on an improved greedy algorithm. Unlike conventional approaches, we introduce a reward function and a cost model to ensure fair scheduling plans. A constraint function is also established, and the traffic signal scheduling is iterated through the feasible matrix using the greedy algorithm to simplify the decision-making process and enhance solution efficiency. Moreover, an emergency module is integrated to prioritize special emergency vehicles, reducing their response time during emergencies. To validate the effectiveness of our dynamic traffic signal scheduling system, we conducted simulation experiments using the Simulation of Urban Mobility (SUMO) traffic simulation suite and the SUMO traffic control interface Traci. The results indicate that our system significantly improves intersection throughput and adapts well to various traffic conditions, effectively resolving urban traffic congestion while ensuring fair scheduling plans. With the increasing number of urban vehicles, as well as the current situation of non-intelligent traffic control systems, spatiotemporal non-uniform traffic resource occupation, and limited traffic planning and design, existing urban traffic planning methods cannot effectively solve problems such as frequent traffic congestion and uncontrollable commuting time for residents. In order to solve the above problems, this paper first constructs a multi-queue, multi-server queuing model based on the server vacation and a multi-hop cascaded queuing model from the perspective of local intersections and global commuting paths. We analyze the theoretical changes in passage delay costs at local intersections and on global commuting paths as a function of traffic flow and the random duration of traffic signals. On this basis, this article proposes a collaborative intelligent traffic planning algorithm based on artificial intelligence, which utilizes traffic sensors to dynamically perceive traffic congestion status and collaboratively plans the optimal duration of traffic signals and the optimal driving path of vehicles from both local and global perspectives, thereby maximizing the on-time arrival ratio of vehicles while ensuring the required commuting delay. The simulation results show that the proposed method can increase the on-time arrival ratio of vehicles by at least 20% compared to contrast methods while meeting the requirements relating to commuting delays. Identification and evaluation of traffic congestion are critical for better management of urban traffic, especially at merge sections where two different traffic streams converge and generate shockwaves. This study evaluates the travel time reliability measure (travel time index (TTI)) as a reliable congestion measure by analysing the impact of traffic flow parameters such as traffic volume, capacity, road geometrics and conflicting traffic flows at merge sections on TTI under mixed traffic conditions. The data required for congestion analysis were collected through video recording. Statistical models were developed to: (a) evaluate the relationship between road geometric characteristics and capacity of merge sections; (b) estimate traffic density and its evolution with time and compare it against occupancy values; and (c) correlate the relationship between TTI and traffic behaviour at merge sections and determine the variations in TTI for different levels of service of merge sections. The models developed are statistically validated using secondary data sets from the same study section, as well as from data collected from other multi-lane merge sections. The developed model successfully estimated recurring congestion by considering both space and time. In phase 2, a checklist was developed listing the fundamental themes from phase 1 with Likert-type responses ranging from 0 (never) to 5 (always). Phase 3 gathered data in the checklist and tested the statistical validity of the thematic model in a sample of 190 (81 women and 103 men) regular commuters. Attride-Stirling model thematic network was established with 57 fundamental themes categorized and assigned under the organizing themes of travel adversities (n = 6), negative affect (n = 28), fight (n = 7), flight (n = 6), and negative road occurrences (n = 10), in the global theme, psychological experiences and consequences. Structural equation modeling indicated that (1) negative affect significantly predicted fight and flight, (2) fight is a significant predictor of negative road occurrences, and (3) psychological experiences and consequences create a self-perpetuating cycle, with travel adversity triggering negative emotions, which results in fight responses leading to negative road occurrences, further intensifying travel adversity. Summary: Road accidents and traffic congestion are the unavoidable consequences of the growing number of vehicles on the road. Conventional management systems are not effective in mitigating these issues. However, a range of technologies, including sensors, processors, vehicle‐based resources, and mobile cloud computing, can help solve traffic and safety problems. Vehicular cloud networks, a cutting‐edge technology for the development of intelligent transportation systems, face significant challenges, such as ensuring reliable service providers that maintain stable connections between vehicles. Roadside units (RSUs) play a crucial role in these networks, but they come with several drawbacks, including high costs, imbalanced load distribution, and unreliable connections. To address these issues, we propose the Traffic Control and Safety in Vehicular Networks (TCaS‐VN) algorithm, a cloud‐based sharing services framework for vehicles that eliminates the need for RSUs. This approach offers several advantages, including a twofold improvement in the lifetime of clusters, the elimination of noncluster head nodes, a 54% reduction in overhead, a 58% reduction in service search time, and a success rate of over 95% in service provisioning. The research of traffic congestion control has been developed rapidly in recent years. Researching the bifurcation characteristics of traffic flow and designing control schemes for unstable bifurcation points can provide some new methods for relieving the traffic congestion. In this paper, we study the bifurcation characteristics and nonlinear control of traffic flow based on the continuum model considering the new energy vehicles effect. First, a macroscopic traffic flow model considering the number of new energy vehicles and their range is proposed. Then, we transform it into a traffic flow stability model suitable for branching analysis using the traveling wave transformation. Therefore, we can transform the traffic flow problem into the stability analysis problem of systems and reflect unstable traffic characteristics such as congestion. Based on the stability model, the existence conditions of the Hopf bifurcation are proved and some bifurcation points of the traffic system are found. Second, we study the congestion and stability abrupt change behaviors near the equilibrium point and branching point to seek for the formation mechanism of traffic congestion. Finally, for the unstable bifurcation point, the control scheme is designed by Chebyshev polynomial approximation, stochastic feedback control, and other methods to delay or disappear the unstable bifurcation point and alleviate traffic congestion. Traffic congestion not only has a great impact on people's travel, but also increases energy consumption and air pollution. The control analysis of the macroscopic traffic flow model considering the vehicle braking effect is particularly important, reflecting the impact on the actual traffic flow density wave, so as to better solve the actual traffic problems. In this paper, based on a speed difference optimization speed model, the micro–macro-variables are transformed into a high-order continuous traffic flow model. Then, a random function considering the physical correlation of random components is added to the high-order continuous traffic flow model to establish a random traffic flow model that can reflect the uncertain behavior of traffic flow acceleration or deceleration. Based on this stochastic traffic model, the existence of Hopf bifurcation and bifurcation control of the traffic flow system model considering stochastic characteristics are derived by using Hopf bifurcation theorem. By Chebyshev polynomial approximation method, the stochastic problem of the system is transformed into the bifurcation control problem of its equivalent deterministic system. A feedback controller is designed to delay the occurrence of Hopf bifurcation and control the amplitude of the limit cycle. Without changing the equilibrium point of the system, the complete elimination of Hopf bifurcation can be achieved by controlling the amplitude of the limit cycle. That is, the feedback controller is used to modify the bifurcation characteristics of the system, such as the bifurcation appearing at the equilibrium point in the control system moves forward, moves backward or disappears, so as to achieve the effect of preventing or alleviating traffic congestion. In the process of collecting traffic information, traditional traffic flow control methods have some problems, such as high loss rate of sensing and detection information and long average queue length, which lead to the unsatisfactory effect of traffic control and evacuation in main roads. Therefore, based on multi-sensor information fusion technology, this study designs a new intelligent control method of traffic flow on main road. According to the multi-sensor information, the fusion algorithm and measurement equation are designed to obtain the main road traffic sensor position, vehicle linear velocity and other parameters, and update the fusion results in real time. Then, the short-term characteristics of traffic flow are used to control the appearance time of target section. Based on the ordinary differential equation, the main road traffic network is represented by intelligent directed graph, and the intelligent dredging model of urban main road traffic flow is constructed. The simulation results show that in five experimental roads, the average delay time of this method is less than 35 s, the maximum average number of stops is only 8.8, the average queue length is less than 30 m, the average travel speed is more than 25 km/h, the traffic flow per unit time is more than 250veh/10 min, and the traffic congestion index of main road is always more than 5.5. Due to the rapid increase of the population in the world, traffic signal controlling and monitoring has become an important issue to be solved with regard to the direct relation between the number of populations and the cars' usage. This paper provides a comprehensive review of computer vision techniques for autonomic traffic control and monitoring. The congestion caused by ramp overflow has an essential impact on the energy consumption of autonomous vehicles. It is urgent to solve the energy waste of ramp overflow on connected and autonomous vehicles and improve the energy utilization rate. Aiming at the traffic congestion caused by ramp overflow, this paper obtains the data of autonomous vehicles and traffic flow based on vehicle road cooperative perception, analyzes the impact mechanism of vehicle energy consumption, and summarizes the energy consumption modes of autonomous vehicles into three categories. Second, an energy consumption evaluation framework is proposed based on the CSANS strategy. This strategy can make up for the deficiency of constructing neighborhoods within European distance, find important influencing variables on connected and autonomous vehicles' energy consumption, and accurately capture the manifold characteristics of energy consumption data. Finally, flow control is carried out from the macro perspective of traffic engineering to optimize ramp overflow's impact on autonomous vehicles' energy consumption. Radius of road curvature and the information of preceding vehicles have a significant influence on traffic flow in the vehicle-infrastructure cooperation environment. However, the existing car-following model is subjective in considering the type of preceding vehicles' information, and does not comprehensively consider the synergistic effect of road curvature radius and preceding vehicles' information. Therefore, in this study, an intelligent driver model for curved roads considering multi-preceding vehicles' information is established in the vehicle-infrastructure cooperation environment. Then, using the Lyapunov method to analyze the stability of the extended model, the linear stability condition is obtained, and the influence law of radius of road curvature and weight coefficient of the preceding vehicle on traffic flow is mastered. Finally, the theoretical analysis of the model is verified by numerical simulation experiments. The simulation results are consistent with the theoretical analysis, and both show that the stability of traffic flow increases with the increase of radius of road curvature and weight coefficient of the preceding vehicle. The timely and accurate forecasting of urban road traffic is crucial for smart city traffic management and control. It can assist both drivers and traffic controllers in selecting efficient routes and diverting traffic to less congested roads. However, estimating traffic volume while taking into account external factors such as weather and accidents is still a challenge. In this research, we propose a hybrid deep learning framework, double attention graph neural network BiLSTM (DAGNBL), that utilizes a graph neural network to represent spatial characteristics and bidirectional LSTM units to capture temporal dependencies between features. Attention modules are added to the GNN and BLSTM to find high-impact attention weight values for the chosen road section. Our model offers the best prediction accuracy with a mean absolute percentage error of 5.21% and a root mean squared error of 4. Traffic congestion is a major concern in urban centers, as it can affect society, the environment, and the economy. There are many studies on the use of computational intelligence (CI) to improve mobility in urban centers. Some of these researches focus on developing strategies for traffic light programming, since traffic coordination is complex due to its many parameters, variables, and dynamic behavior, and also an inefficient traffic control plan can lead to increased delays and contribute to traffic congestion. Although there are many works in the literature on strategies for traffic control, there are still some contributions and gaps to be filled, especially because some studies do not consider the automatic optimization of traffic signals in real time, that is, according to the demand of vehicles on the roads, considering multiple objectives and the use of a network of intersections in their experiments. In addition, some of the proposed models are not independent of simulation to evaluate the solutions of CI algorithms, resulting in a more complex deployment in real situations. In this context, this paper presents a new method to optimize traffic light plan in a network of intersections and in real time, called Active Control of Traffic Signals (ACTS) associated with the Non-Dominated Sorting Genetic Algorithm, considering multiple objectives in the optimization process (minimizing the average delay time and the number of vehicles stops per cycle). To test the applicability of the model, a real dataset of vehicle demand collected by the Company of Transport and Traffic of Belo Horizonte (BHTrans) is loaded into the AIMSUN simulator, then the method is applied and compared with the current traffic control plan used by BHTrans. The results show that the ACTS method reduces the average vehicle delay by almost half compared to the results obtained with the current solution used by BHTrans. As urban areas continue to expand, traffic congestion has emerged as a significant challenge impacting urban governance and economic development. Frequent regional traffic congestion has become a primary factor hindering urban economic growth and social activities, necessitating improved regional traffic management. Addressing regional traffic optimization and control methods based on the characteristics of regional congestion has become a crucial and complex issue in the field of traffic management and control research. This paper focuses on the macroscopic fundamental diagram (MFD) and aims to tackle the control problem without relying on traffic determination information. To address this, we introduce the Q-learning (QL) algorithm in reinforcement learning and the Deep Deterministic Policy Gradient (DDPG) algorithm in deep reinforcement learning. Subsequently, we propose the MFD-QL perimeter control model and the MFD-DDPG perimeter control model. We conduct numerical analysis and simulation experiments to verify the effectiveness of the MFD-QL and MFD-DDPG algorithms. Smart cities can effectively improve urban life quality. But, with the rise in population size, there is an increase in the use of vehicles for transportation. In smart city development, traffic control and route planning are the primary tasks to address the problem of travel time estimation. It has become complex due to concerns of wrapped spatio-temporal data on dynamic real-time traffic conditions. The existing methods failed to estimate travel time efficiently due to not considering the spatio-temporal features and lack of computing resources. There is a need for a system like intelligent transportation system to monitor and accurately predict traffic flow to avoid traffic congestion and reduce the impact on the ecological system. This paper developed a novel hybrid deep learning model to estimate optimized travel time and possible trajectories. In this work, U-Net used to reduce the number of feature points for each temporal data and GNN is used to build the graph with connectivity between vehicular nodes. This hybrid model helps us predict traffic flow and aims to estimate accurate travel time from one location (node) to another. The model's performance is evaluated on the standard benchmark datasets Q-Traffic, TaxiBJ, and Chengdu. The experimental results show that the proposed framework significantly improves performance in extracting travel patterns and provides an optimal route with an estimated travel time than existing methods with RMSE 4%, MAE 20.49%, and MAPE 18%. The rapid development of urbanization in China has contributed to traffic events, such as traffic accidents and delays. It is difficult to detect and resolve highway traffic congestion in a timely manner using traditional methods because they are slow, require a large number of workers, and require the installation of a large amount of monitoring equipment. Therefore, it is imperative to introduce advanced technology to address these challenges. Recently, deep learning technology has made significant breakthroughs and has been widely applied to various fields with satisfactory results. Deep learning is among the most important technologies for the detection and evaluation of traffic congestion, enabling the accurate detection of the state of the expressway network's traffic congestion, the evaluation of traffic congestion, and the prediction of possible traffic congestion. This enables management to formulate traffic dredging strategies in advance to prevent the negative impact of traffic congestion on normal traffic flow. This paper proposes a framework based on deep learning for next-generation highway traffic management. This framework selects traffic congestion indicators to construct an index model, and then constructs a deep learning model based on self-coding. It predicts and classifies highway traffic environment data and excavates sample data based on the characteristics of traffic parameters. As soon as traffic data were classified, a prediction model based on SoftMax was established to detect and predict highway traffic congestion. We conducted a traffic congestion analysis of the Shanghai expressway network based on the speed performance data obtained from the China Traffic Management Bureau. As a result of their research, we developed an index to measure highway traffic congestion. For traffic control and management organizations to function effectively, it is crucial to have an accurate and clear picture of traffic network operations. We evaluated the proposed framework using data gathered from highway monitoring scenes, and the results indicated that 98.6% of the data could be correctly detected. Using the prediction model based on SoftMax for expressway vehicles during peak hours, the accuracy was 92%, and the misjudgment rate was 8%. This study demonstrates that detecting and evaluating the state of highway traffic environments using deep learning has high accuracy, can be applied to actual highway traffic systems, and is extremely useful for detecting highway congestion. Multiplex networks have proven to be valuable tools for modeling and analyzing real complex system. Extensive work has been done on the traffic dynamics on multiplex networks, but there remains a lack of sufficient attention towards studying routing strategies for the purpose of suppressing epidemic spreading. In this paper, the impact of global awareness routing (GAR), improved global awareness routing (IGAR), and improved active routing (IAR) strategies on traffic-driven epidemic spreading are investigated. Our findings indicate that in the case of infinite node-delivery capacity and no traffic congestion in the network, adjusting routing parameters can effectively suppress epidemic spreading. In this context, these three strategies show better abilities on the multiplex network built by WS or ER model to minimize the density of infected nodes, thus contributing to the overall inhibition of the epidemic spread. However, in the multiplex network constructed by BA model, GAR strategy has a promoting effect on epidemic spreading compared with the shortest routing strategy. In addition, by controlling traffic flow, limiting node delivery capabilities can contain outbreaks. Our results suggest that adopting appropriate routing strategies in multiplex networks can play a proactive role in controlling epidemic spreading. Accurate traffic flow forecasting (TFF) is a prerequisite for urban traffic control and guidance, which has become the key to avoiding traffic congestion and improving traffic management in intelligent transportation systems. To precisely characterize the spatial structure of road networks and discover temporal and spatial characteristics, we propose an attention-based spatial–temporal adaptive dual-graph convolutional network (ASTA-DGCN) for TFF in this paper. Specifically, we employ a spatial–temporal attention module to explore the hidden temporal correlation information of traffic data and the implicit influence of weights among road network nodes and to further capture the dynamic influence of different spatial–temporal positions on the current spatial–temporal position. Then, we utilize an adaptive graph modeling module to automatically extract the one-way relationship between variables and integrate external knowledge into the module. The FastDTW algorithm is exploited to measure the similarity of road network nodes, and the non-Euclidean pairwise association between regions is encoded into graphs to discover the hidden temporal pattern similarity effectively. Furthermore, temporal and spatial correlations are explicitly modeled using dual-graph convolution and sequential convolution based on the obtained graphs to mine the spatial–temporal patterns in dynamic traffic flow, and the final prediction result is produced based on the weighted fusion of the output values of the recent, daily, and weekly components. Finally, the ASTA-DGCN algorithm is successfully applied to TFF on two real-world traffic datasets. Intelligent traffic control at nonsignalized intersections under a connected and automated vehicle (CAV) environment can reduce traffic congestion, vehicle emissions [e.g., carbon dioxide ðCO2Þ, carbon monoxide (CO), nitrogen oxide (NO)], but it is still not safe enough for an unpredictable emergency. For example, an accidental stop or slow down of a vehicle in the conflict area will cause secondary accidents of vehicles from other directions because they do not have enough distance to brake. Such risks have not been given sufficient attention in the literature. This paper proposed a safety guarantee mechanism of intersection control to avoid secondary accidents by adding a safe buffer area outside the conflict area of the intersection. To improve the traffic efficiency of intersections and reduce vehicle emissions under the mechanism, we proposed a heuristic vehicle trajectory planning control strategy based on vehicle kinematics. Three planning principles are applied to generate the microscopic trajectory for each vehicle: (1) the vehicle first decelerates and then accelerates before passing the intersection; (2) try not to change the running state of the vehicle; and (3) the vehicles do not collide with each other. Finally, to further improve efficiency, we proposed the concept of a dynamic safety area, which reduces the delay by self-adjusting the safety area to each vehicle’s trajectory. The paper selected three simulation scenarios of road intersections to validate our methodology. The simulation results show that the proposed control method with the safe buffer significantly reduces average vehicle delay and emissions compared to traditional signal control systems. Compared with the fixed buffer, in the dynamic safe buffer scenario, the average vehicle delay can be reduced by 66.94%, the throughput is increased by 18.75%, and CO2 emissions are reduced by 9.9%. To study the impact of traffic information in different road sections on traffic flow, a double flow controlled two-lane traffic system considering vehicle-to-infrastructure communication is introduced in this paper. The new traffic system is analyzed with Lyapunov stability theorem and a sufficient stable condition is provided in linear matrix inequality. Through simulation, the traffic flow evolution properties and energy consumption rules under different control gains and lane changing parameters are exhibited. The results show that traffic congestion and energy consumption of the two-lane traffic system can be suppressed by taking the delayed flow control information, the relative flow control information, and lane changing effect into account. Also, the role of the control strategy on traffic flow is revealed microscopically through a two-lane car-following model by transforming the macroscopic traffic flow to vehicle's velocity. Accurate assessment of road conditions can effectively alleviate traffic congestion and guide people's travel plans, traffic control decisions of transportation departments, and formulation of traffic-related laws and regulations. This paper proposes a quantum particle swarm optimization (QPSO) and adaptive hybrid exponential smoothing with residual correction (AHES-RC) for the nonlinearity and randomness of traffic flow. In the proposed algorithm, the single–double-exponential smoothing method is mixed with adaptive weights to form AHES, a new method of mixing weights according to real-time traffic trend changes. After the residual correction of AHES is calculated by the extreme learning machine algorithm, the parameters of AHES-RC are optimized using QPSO to improve the prediction accuracy further. This paper comprehensively compares the QPSO-AHES-RC algorithm with other benchmark models through testing on 26 real-world data sets. The results show that the proposed algorithm can adaptive forecasting under various traffic conditions, yielding the best forecasting performance in terms of various forecast error metrics. Compared with advanced machine learning algorithms such as XGBoost and CatBoost, the mean RMSE and mean MAPE have been improved by over 20% on average. However, real street networks are not homogeneous—they generally have a hierarchical structure where some streets (e.g., arterials) promote higher mobility than others (e.g., local roads). This paper examines how the presence of hierarchical roadway structures may potentially cause non-unimodal patterns in a network's MFD. These are observed using three types of tools: analytical models of simple network structures, simulations of various idealized roadway networks, and empirical data. The impacts of street hierarchy depend on how vehicles use different roadway types to move within the network; i.e., their routing strategy. The findings suggest that the presence of roadway hierarchies may lead to MFDs that have non-unimodal or non-concave patterns on the free-flow branch when vehicles route themselves according to user equilibrium principles, which is closest to what would be observed in realistic situations. Such patterns are contrary to what is traditionally assumed in most MFD-based modeling frameworks. Intelligent traffic light control (ITLC) algorithms are very efficient for relieving traffic congestion. Recently, many decentralized multi-agent traffic light control algorithms are proposed. These researches mainly focus on improving reinforcement learning method and coordination method. But, as all the agents need to communicate while coordinating with each other, the communication details should be improved as well. To guarantee communication effectiveness, two aspect should be considered. Firstly, a traffic condition description method need to be designed. By using this method, traffic condition can be described simply and clearly. Secondly, synchronization should be considered. As different intersections have different cycle lengths and message sending event happens at the end of each traffic signal cycle, every agent will receive messages of other agents at different time. So it is hard for an agent to decide which message is the latest one and the most valuable. Apart from communication details, reinforcement learning algorithm used for traffic signal timing should also be improved. In the traditional reinforcement learning based ITLC algorithms, either queue length of congested cars or waiting time of these cars is considered while calculating reward value. But, both of them are very important. So a new reward calculation method is needed. To solve all these problems, in this paper, a new ITLC algorithm is proposed. Urbanised city transportation simulation needs a wide range of factors to reflect the influence of certain real-life events accurately. The vehicle composition and the timing of the traffic light signal scheduling play an important role in controlling the traffic flow and facilitate road users, particularly in densely populated urban cities. Since road capacity in urban cities changes throughout the day, an optimal traffic light signal duration might be different. Hence, in this paper, the effect of vehicle composition and traffic light phases on traffic flow during peak and off-peak hours in Georgetown, Penang, one of the highly populated cities in Malaysia, is investigated. Through Agent-Based Modelling (ABM), this complex system is simulated by integrating the driver's behaviour into the model using the GIS and Agent-Based Modelling Architecture (GAMA) simulation platform. The result of predicted traffic flow varies significantly depending on the vehicle composition while the duration of the traffic signal timing has little impact on traffic flow during peak hours. However, during off-peak hour, it is suggested that 20 s duration of green light provides the highest flow compared to 30 s and 40 s duration of green light. This concludes that the planning for traffic light phasing should consider multiple factors since the vehicle composition and traffic light timing for an effective traffic flow varies according to the volume of road users. This paper aims to investigate the influence of time delay effect and steady flow control strategy on traffic flow. Consider that the time delay in sensing flux information during the operation of traffic system is inevitable. Meanwhile, a new method is applied to model and analyse traffic system. A novel discrete‐time lattice hydrodynamic model considering time delay is introduced in this paper. Based on the proposed model with constant and varying time‐delay, the asymptotic stabilities are investigated and corresponding stable conditions are derived. The traffic flow evolution trend with and without time delay is conducted and compared by numerical simulations. Also, under the influence of different control gain conditions, density wave characteristics for traffic flow system with time delay are intuitively shown. The results indicate that time delay effect in sensing density and flux information can aggravate traffic congestion, and traffic congestion will be effectively relieved by considering steady flow control signal. Traffic at urban intersections constitute a series of complex conflicting vehicular movements and contribute greatly to the problems of traffic congestion and air pollution. The emerging of connected and automated vehicle (CAV) technologies inspires innovative ideas in traffic management at intersections; it not only enables new control paradigms, but also allows for possibilities to revolutionize the geometric layouts of intersections. This study proposes a novel intersection design called knotted intersection (KI), to resolve the complexity of conflicting relations at intersections in a full CAV environment. This new design is associated with a set of neat control rules for vehicles to realize the smooth traffic operation at these intersections. The design problem of intersection geometry and control strategy is optimized jointly and formulated as a mixed-integer linear program (MILP), and some basic theoretical properties of KI design are derived, including nearly throughput-maximizing property and bounded within-intersection delay of vehicles. Furthermore, the KI design is then extended to a road network composed of multiple intersections to improve the overall efficiency. The optimal design of multiple knotted intersections (MKI) is developed to coordinate the traffic organization methods among intersections and a two-level solution method is proposed to solve the optimization efficiently. To contend traffic congestion on urban networks, existing studies have made great efforts to develop traffic-responsive signal timing algorithms in the last decade. More recently, as an alternative to conventional model-based algorithms, machine learning-based methods have been tested on traffic light timing problems and show promising potentials. However, many researchers and practitioners still questioned the feasibility and applicability of adopting machine learning techniques in the ATSC domain. One of the reasons is that these methods assumed flawless detectors and heavily relied on simulators for training and evaluations. To address such a critical concern, this article customizes a Deep Q-learning Learning (DQL) method to optimize traffic signal timings at urban intersections, where the partial observations from identity-based detectors are inputs, and the green splits are outputs. A simulation-free data-driven prediction model is also developed to train the DQL with reduced computational time. Then the machine learning-based methods are evaluated on a real-world case with Automatic Number-Plate Recognition (ANPR) data. Experiments show the proposed data-driven model can predict the traffic state in limited computational time, and the DQL algorithm is 3.9% better than the field experiment performance from the adaptive control system, SCOOT, and 22% better than the time-of-day plan by SYNCHRO. The results indicate the DQL methods can only yield marginal improvement with restrictive input and output settings in congested traffic flow in comparison to the conventional adaptive method. In this article, we study the problem of stabilizing the traffic flow on a ring road to a uniform steady-state using autonomous vehicles (AV). Traffic is represented at a microscopic level via a Bando-Follow-the-Leader model capable of reproducing phantom jams. For the single-lane case, a single AV can stabilize an arbitrary large ring road with an arbitrary large number of cars. Moreover, this stabilization is exponentially quick with a decay rate independent of the number of cars and a control gain also independent of the number of cars. On the other side, the stabilization domain and stabilization time depend on the number of cars. Two types of controller algorithms are proposed: a proportional control and a proportional-integral control. In both cases, the measurements used by the controller only depend on the local data around the AV, enabling an easy implementation. After numerical tests of the single-lane case, a multilane model is described using a safety-incentive mechanism for lane change. In order to alleviate the increasingly serious traffic congestion problem in China, realize intelligent traffic control, and provide accurate and real-time traffic flow prediction data for traffic flow guidance and traffic travel, this paper designs a GPS-based vehicle trajectory fusion optimization deep model BN-LSTM-CNN which makes full use of the temporal and spatial correlation characteristics of dynamic traffic flow to improve the accuracy of short-term traffic flow prediction. The parameters of the historical GPS dynamic trajectory of the traffic network link are converted into a two-dimensional matrix image of time and space relationship. First, the spatial features are input to the CNN network, and the spatial dependence relationship between the links is mined, then the traffic flow time series modeling is performed with a four-layer ConvLSTM network, and the BN normalization layer is added to normalize the activation value of the previous layer on each batch, so that the model can obtain higher training accuracy and quickly complete the prediction of the traffic flow state in a certain period of time in the future. The experimental results show that the prediction model is fast to optimize, the prediction error is the smallest compared with other methods, and it can meet the real-time requirements of urban traffic control. Traffic flow prediction is one of the most important tasks of the Intelligent Transportation Systems (ITSs) for traffic management, and it is also a challenging task affected by many complex factors, such as weather and time. Many cities adopt efficient traffic prediction methods to control traffic congestion. However, most of the existing methods of traffic prediction focus on urban road scenarios, neglecting the complexity of multivariate auxiliary information in highways. Moreover, these methods have difficulty explaining the prediction results based only on the historical traffic flow sequence. To tackle these problems, we propose a novel traffic prediction model, namely Multi-variate and Multi-horizon prediction based on Long Short-Term Memory (MMLSTM). MMLSTM can effectively incorporate auxiliary information, such as weather and time, based on a strategy of multi-horizon time spans to improve the prediction performance. Specifically, we first exploit a multi-horizon bidirectional LSTM model for fusing the multivariate auxiliary information in different time spans. Then, we combine an attention mechanism and multi-layer perceptron to conduct the traffic prediction. Furthermore, we can use the information of multivariate (weather and time) to provide interpretability to manage the model. This research paper aims to study the effect of tram management on traffic fluidity and its impact on car drivers' behaviors at junctions crossed by trams. The methodology used in this research is based on a mathematical model and an investigation of car drivers. The first step is to analyze the data of annual travelers' attendance and assess the number of trams offered and needed in operation to respond adequately to the factual demand. The second step proceeds to show how the previous results of the trams' fleet influence traffic jams. That is, this step identifies how the number of trams used in operation blocks other motorists and reduces traffic flow capacity at junctions. Finally, the purpose of the questionnaire is to determine car drivers' opinions of the causes of traffic congestion at junctions and understand how this phenomenon affects their behaviors. The outcomes demonstrate that tram management is ineffective because there is a considerable gap between the annual offered tram fleet and the actual one needed according to the real statistical data. The high number of trams utilized is the leading cause of traffic congestion. Furthermore, this situation disturbs the control of traffic lights at common intersections. Unfortunately, this outcome is the main reason for drivers' poor behavior, as 75.20% of car drivers are always stressed. These issues have intensified traffic jams in several junctions along the tram line. To investigate the route choice behavior of travelers under unexpected accidents, this study designs four different scenarios of travelers' route choice behavior experiments according to the severity of unexpected accidents. The bounded rationality characteristics of travelers, such as the time perception difference coefficient, psychological threshold effect coefficient, and scale effect, are introduced into the generalized random regret minimization (GRRM) model. An improved generalized random regret minimization (IGRRM) model is constructed based on travelers' route choice behavior under unexpected accidents. The collected data of travelers' route choice results under four different congestion-level scenarios are analyzed by the IGRRM model. The study finds that with the increase in congestion level, travelers are more willing to change the route; during the commute, travelers tend to choose the route with less travel time and angular cost; in the moderate and serious congestion scenarios, travelers no longer reject the detour route; attribute perception difference, scale effect, and psychological threshold effect; affect travelers' route choice behavior. The IGRRM model based on the route choice behavior of travelers can more accurately characterize the route choice behavior of travelers under unexpected accidents, provide a basis for traffic flow distribution under unexpected accidents, and benefit traffic management departments to take traffic control and guidance measures to ease the traffic congestion caused by unexpected accidents. Actuated and pre-timed traffic signal controllers have been beneficial to the improvement of traffic flow in cities and dense urban environments around the world. While these methods have been effective in reducing traffic congestion, recent works have shown that incorporation of reinforcement learning (RL) or other artificial intelligence (AI) based optimization techniques may further improve the performance of traffic signal controllers. This work investigates a novel decentralized traffic signal control structure which encourages cooperative signal behavior via repeated negotiations between neighboring intelligent agents. This method capitalizes on emerging inter-infrastructure communications technologies to exercise 'system-level' control over a network of connected signalized intersections. The proposed method was tested in a simplified grid-network of 20 intersections. In this network, static arrivals of 1440 veh / l / h along east-west lanes and 360 veh / l / h along north-south lanes were supplied. In addition, a simulated shift to 720 veh / l / h along east-west lanes and 1080 veh / l / h along north-south lanes was analyzed to provide insights into the presented method's performance in response to any sudden shifts in traffic patterns. The findings indicated that, when compared to non-negotiating traffic signals, the presented method may improve the service rate of traffic networks under static conditions by 67 1 veh / h on average, reduce emissions by an average of 326 kg / h in addition to reducing travel time across a network of intersections. Network topology is the basic for the development of traffic management and control. In a road network, bayonets with installation of surveillance facilities are key components to recognize traffic congestion from time to time. Therefore, identifying the essential bayonets in a road network becomes one of the most efficient ways to alleviate traffic congestion for traffic engineers and transport department. To do so, this paper aims to propose a novel sorting algorithm based on similarity measurements and traffic flow information to efficiently identify key bayonets in road networks. Our research results show that by analyzing the bayonet data in a fixed period of time in a medium-sized city of China, we have successfully identified the location of key bayonet points. Most of these key bayonet points are closed to residential areas and important traffic stations. The rank of these bayonet points can help the city managers better understand the topological characteristics of the road network as well as the propagation of congestion so as to make the traffic policies or control strategies for traffic congestion alleviation. With the rapid development of internet technology and mobile devices, massive streaming data of spatiotemporal information is available for real-time data mining. Outlier detection is playing as one of the most important analysis tasks for trajectory stream processing, such as traffic control and urban planning. Existing work about this issue can be divided into two main categories: individual outlier detection (IOD) and group outlier detection (GOD). IOD focuses on detecting an individual trajectory outlier generated by a single moving object (e.g., an over-speeding car), while GOD aims to detect a group outlier generated by various moving objects (e.g., a group of cars influenced by a traffic jam). However, existing studies only support one of them and cannot comprehensively understand the traffic conditions by combining both of them. To this end, we propose a novel framework for real-time urban traffic outlier detection (RUTOD) in this paper. RUTOD contains IOD based on current traffic conditions and GOD according to historical data. In addition, we adopt a street-based trajectory division to accelerate investigation. In new-tier cities with rapid urbanization, the reorganization of urban spatial functions and the development of road networks have brought novel challenges to traffic congestion control. Urban land use patterns have a significant correlation with urban traffic congestion. However, whether and how land use patterns of cities close to the roads affect road congestion is less to be discussed. This article investigated the relationship between land use patterns close to the urban trunk road network and traffic congestion in new tier cities Xi'an, China. We adopted the DBSCAN algorithm to cluster POIs and use the mixed POI clusters to label the socio-economic functions of roads. We found the spatial heterogeneity of POIs on the trunk road network and identified the impacts of the scales and types of POI on road congestion based on the empirical analysis. Compared to the POIs as origin and destination of the trips, the POIs as stopover points of the trips cause significantly more road congestion. The POIs with bidirectional flows at entrances/exits are more likely to cause road congestion than the POIs with unidirectional flows. Moreover, the POIs with flexible traffic flows increase road congestion, while the POIs with predicted traffic flows have no statistically significant correlation with road congestion. The results help urban planners to plan the scale, type, and location of POIs close to roads and to optimize the socio-economic functions of roads and alleviate road congestion. The rapid growth of industry and the economy has contributed to a tremendous increase in traffic in all urban areas. People face the problem of traffic congestion frequently in their day-to-day life. To alleviate congestion and provide traffic guidance and control, several types of research have been carried out in the past to develop suitable computational models for short- and long-term traffic. This study developed an effective multi-dimensional dataset-based model in cyber–physical systems for more accurate traffic-volume prediction. The integration of quantum convolutional neural network and Bayesian optimization (QCNN_BaOpt) constituted the proposed model in this study. Furthermore, optimal tuning of hyperparameters was carried out using Bayesian optimization. The constructed model was evaluated using the US accident dataset records available in Kaggle, which comprise 1.5 million records. The dataset consists of 47 attributes describing spatial and temporal behavior, accidents, and weather characteristics. The efficiency of the proposed model was evaluated by calculating various metrics. The performance of the proposed model was assessed as having an accuracy of 99.3%. Traffic flow and travel time-based measures are used to quantify and characterize congestion levels on urban roadway networks. However, under low-density conditions, contradictory results are observed when these two measures are used to identify the prevailing congestion levels. This accentuates the need to develop a new measure of congestion that effectively integrates traffic flow and travel time-based measures. The present study develops a new measure termed modified congestion index (MCI) by integrating traffic flow and travel time-based congestion measures for identifying prevailing congestion levels. As proof of the concept, the application of the methodology was demonstrated using empirical data collected at the corridor and network level and simulated data developed for a real-world urban network. The traffic flow and travel time-based congestion measures were integrated using a generalized least square framework (GLS) to derive MCI. Investigations revealed that traffic states bifurcated based on MCI follow the general philosophy of traffic state bifurcation using the macroscopic fundamental diagram (MFD) and fundamental diagram (FD). MCI, when correlated with existing performance measures, revealed that MCI could characterize both reliability and congestion simultaneously. As an important outcome from a policy and practical application perspective, MCI-based level of service (LOS) thresholds were developed. The application of the LOS thresholds was demonstrated by (a) analysing the effect of traffic signal control using a before-after perspective and (b) ranking and prioritizing segments in an urban network for optimal allocation of funds for developing congestion mitigation strategies.
