Climate change is shifting the distribution of fish stocks that straddle between exclusive economic zones (EEZ), challenging transboundary fisheries management. Here, we examine the projected sharing of jointly managed transboundary fish stocks between Canada and the United States. We hypothesize that ocean warming will alter the sharing of fish stocks between the two countries, and that such changes will intensify under a high carbon emission scenario. We look at the specific cases of the International Pacific Halibut Commission that manages Pacific halibut (Hippoglossus stenolepis) and a resource sharing arrangement in the Gulf of Maine for cod (Gadus morhua), haddock (Melanogrammus aeglefinus), and yellowtail flounder (Limanda ferruginea) to discuss the management consequences of shifts in transboundary stocks. We rely on multiple Earth system models' simulations and species distribution models to estimate the change in catch potential and stock share ratio of each transboundary stock in the 21st century under two climate change scenarios. Results show that, even under a low emission scenario, most transboundary fish stocks sharing ratios, i.e., the proportion of the total catch of a fish stock taken by a given country, will change by 2050 relative to present. The overall reduction in catch potential, in addition to the changes in stock-share will further exacerbate trade-offs between changes in species catch potential. Such trade-offs in the Atlantic and Pacific regions will be amplified if a high emission scenario is followed, relative to a low carbon emission scenario. We apply the concept of threat points in game theory to explore the stability of current joint management arrangements for shared transboundary fish stocks between Canada and the United States. We use three examples to explore the effects of projected impacts of climate change on the productivity and distribution of these stocks between the exclusive economic zones of the two countries. The three stocks that we study are: Atlantic cod (Gadus morhua) and yellowtail flounder (Limanda ferruginea) within the Gulf of Maine, and Pacific halibut (Hippoglossus stenolepis) in the Pacific Coast. We define a threat point as the payoffs that the fisheries in Canada and the United States take home given the current management agreement between the two countries. This is an application of John Nash's threat point, defined as the minimum payoffs that each player in a game theoretic model must receive for the solution to a cooperative game to be stable, which is usually the outcome of a noncooperative game. First, we compute the threat points, that is, the current profits that Canada and the United States derive from the three shared stocks, respectively. Next, we build an ensemble of climate-marine ecosystem and economic models and use them to determine how climate change is likely to change current profits received by each country relative to the shifts in their threat points. We find that in some cases the profits obtained by fisheries in Canada and the United States would change under climate change both in absolute and relative terms resulting in relative changes in threat points. These relative changes in threat points serve as the basis for our discussion of the stability of current transboundary management agreements between Canada and the United States for these important shared stocks in the face of climate change. Globally, over 90% of all fishing vessels and about 22 million fishers are considered small-scale. Despite their high numbers, small-scale fisheries are often understudied. They are usually economically and politically marginalized, and therefore vulnerable to large-scale threats (e.g., globalized markets). To support this sector and contribute to its sustainability, we argue that it is fundamental to understand how economically viable small-scale fisheries are. Hence, the main objective of this article is to critically review and describe the current discourse on the economic viability of small-scale fisheries. We find that currently, economic viability is mainly equated with financial viability, where profitability is the goal. In consideration of socio-economic aspects, the maintenance of nonnegative net benefits to society is often not considered in current notions of economic viability. While these shortcomings have been acknowledged in some of the existing literature, our review shows that they have not yet been addressed comprehensively. We therefore conclude that it is necessary to develop or expand current methods to better take into account social aspects when assessing the economic viability of small-scale fisheries. We compare the performance of European Union (EU) and Chinese fisheries access agreements with West African countries in terms of illegal and unreported fishing, economic equity, and patterns of exploitation. Bottom-up re-estimations of catch reveal that the EU (1.6 million t•year-1) and China (2.3 million t•year-1) report only 29% and 8%, respectively, of their estimated total catches (including estimated discards whenever possible) from West African countries between 2000 and 2010. EU catches are declining, while Chinese catches are increasing and are yet to reach the historic maximum level of EU catches (3 million t•year-1 on average in the 1970s-1980s). The monetary value of EU fishing agreements, correlated in theory with reported catches, is straightforward to access, in contrast to Chinese agreements. However, once quantified, the value of Chinese agreements is readily traceable within the African economy through the different projects they directly cover, in contrast to the funds disbursed [to host governments] by the EU. Overall, China provides resources equivalent to about 4% of the ex-vessel value [value at landing] of the catch taken by Chinese distant-water fleets from West African waters, while the EU pays 8%. We address the difficulties of separating fees directly related to fishing from other economic or political motivations for Chinese fees, which could introduce a bias to the present findings as this operation is not performed for EU access fees officially related to fishing. Our study reveals that the EU and China perform similarly in terms of illegal fishing, patterns of exploitation and sustainability of resource use, while under-reporting by the EU increases and that by China decreases. The EU agreements provide, in theory, room for improving scientific research, monitoring and surveillance, suggesting a better performance than for Chinese agreements, but the end-use of the EU funds are more difficult, and sometime impossible to ascertain. Oxygen is crucial for the survival of marine species. Yet, the ocean has experienced a loss of approximately 2% of its oxygen inventory since the last century, resulting in adverse impacts on marine life and ecosystems. In particular, changes in the gap between the supply and demand for dissolved oxygen lead to physiological and ecological variations, which cause alterations in habitats and food webs for fish and ecosystem services. These changes vary over time and by region, and the heterogeneous characteristics of marine species bring about non-linear consequences to human society. Despite this, identifying the potential ripple effects of deoxygenation on human society is challenging due to the integrated impacts of other stressors, such as global warming and ocean acidification, and their varying changes depending on environmental conditions and regions, such as upwelling and eutrophication. Therefore, we conducted a literature review on ocean deoxygenation and its effects on fish dynamics and the ecosystem, with a focus on the environmental and societal impact, to present crucial considerations and pathways for future research on ocean deoxygenation. We found that quantitative approaches are necessary to assess the dynamic changes under deoxygenation, and the consequent effects on marine ecosystems should be verified to exploit the natural resources from the ocean. One of the most reliable approaches to quantifying the ripple impacts of deoxygenation is to model spatial and temporal changes with other climate stressors, forming a global network encompassing socio-economic and regional effects of this global change to facilitate and improve capabilities to address the impacts of ocean deoxygenation. In 2010 world governments agreed to eliminate, phase out or reform incentives that harm biodiversity by 2020. Yet few governments have even identified such incentives, never mind taking action on them. While some subsidies are well studied, such as in fisheries and fossil fuel production, there is an urgent need for the conservation community to study the potential effects a broader array of subsidies have on biodiversity. In addition, we need a better understanding of who benefits from these subsidies. We term this pursuit 'subsidy accountability', which is crucial but challenging work crossing disciplines and government ministries. It requires ecologists, forensic accountants, and policy wonks, calculating and forecasting the positive and negative effects of subsidies and their elimination on biodiversity and vulnerable human populations. The Intergovernmental Panel for Biodiversity and Ecosystem Services recently concluded that action on biodiversity loss requires transformative economic change; true action on subsidies is one step towards such change. Overfishing is the most significant threat facing sharks and rays. Given the growth in consumption of seafood, combined with the compounding effects of habitat loss, climate change, and pollution, there is a need to identify recovery paths, particularly in poorly managed and poorly monitored fisheries. Here, we document conservation through fisheries management success for 11 coastal sharks in US waters by comparing population trends through a Bayesian state-space model before and after the implementation of the 1993 Fisheries Management Plan for Sharks. We took advantage of the spatial and temporal gradients in fishing exposure and fisheries management in the Western Atlantic to analyze the effect on the Red List status of all 26 wide-ranging coastal sharks and rays. We show that extinction risk was greater where fishing pressure was higher, but this was offset by the strength of management engagement (indicated by strength of National and Regional Plan of Action for sharks and rays). The regional Red List Index (which tracks changes in extinction risk through time) declined in all regions until the 1980s but then improved in the North and Central Atlantic such that the average extinction risk is currently half that in the Southwest. Many sharks and rays are wide ranging, and successful fisheries management in one country can be undone by poorly regulated or unregulated fishing elsewhere. Accounts of fishing conflicts have been rising globally, particularly between small-scale and industrial vessels. These conflicts involve verbal or physical altercations, and may include destruction of boats, assault, kidnapping, and murder. Current scholarship around industrial/small-scale fishing conflicts theorizes them as a form of resource conflict, where fish scarcity is the dominant contributor to conflict and competition. Alternatively, conflicts may be driven by spatial competition, concentrating where there are increased encounters, unrelated to resource status. Current policies to address these conflicts focus on enforcing the separation of small-scale and industrial vessels; however, this broad spatial separation has yet to be evaluated for deterring conflicts. Here we employ a novel spatial analysis to estimate the locations of industrial/small-scale conflicts at sea in Ghana, West Africa. Using data from narrative reports over the period of 1985 to 2014, we combine qualitative information on depth and shoreline indicators to analyze conflict locations. We find virtually all expected conflict locations (98%) occurred within the zone meant to exclude industrial vessels, and conflicts concentrated primarily around major ports. Our results suggest conflicts are likely more related to spatial patterns of vessel presence than patterns of resource use. These findings suggest a critical need for evidence-based and contextual information on the drivers of fisheries conflicts, rather than continued reliance on assumptions of resource scarcity. They also suggest that nuanced policies that reduce vessel encounter and clarify exclusive spatial rights may be more important in responding to these conflicts than approaches designed to broadly separate fleets or increase fish stocks. The magnitude of subsidies provided to the fishing sector by governments worldwide is immense—an estimated $35.4 billion USD per year. The majority of these subsidies may be impeding efforts to sustainably manage fisheries by incentivizing overfishing and overcapacity. Recognizing the threat these subsidies pose, the World Trade Organization has set a goal of reaching an agreement that would end fisheries subsidies that contribute to overcapacity, overfishing, and illegal fishing. However, negotiations have been hampered by uncertainty around the likely effects of reforming these subsidies. Here we present a novel method for translating a bioeconomic model into an interactive online decision support tool that draws upon real-world data on fisheries subsidies and industrial fishing activity so users can directly compare the relative ambition levels of different subsidy reform options. Arctic sea ice loss has direct consequences for predators. Climate‐driven distribution shifts of native and invasive prey species may exacerbate these consequences. We assessed potential changes by modelling the prey base of a widely distributed Arctic predator (ringed seal; Pusa hispida) in a sentinel area for change (Hudson Bay) under high‐ and low‐greenhouse gas emission scenarios from 1950 to 2100. All changes were relatively negligible under the low‐emission scenario, but under the high‐emission scenario, we projected a 50% decline in the abundance of the well‐distributed, ice‐adapted and energy‐rich Arctic cod (Boreogadus saida) and an increase in the abundance of smaller temperate‐associated fish in southern and coastal areas. Furthermore, our model predicted that all fish species declined in mean body size, but a 29% increase in total prey biomass. Declines in energy‐rich prey and restrictions in their spatial range are likely to have cascading effects on Arctic predators. [ABSTRACT FROM AUTHOR]

The role that women play in fisheries around the world is receiving increasing international attention yet the contributions by women to fisheries catches continues to be overlooked by society, industry and policy makers. Here, we address this lack of visibility with a global estimation of small-scale fisheries catches by women. Our estimates reveal that women participate in small-scale fishing activities in all regions of the world, with approximately 2.1 million (± 86,000) women accounting for roughly 11% (± 4%) of participants in small-scale fishing activities, i.e., catching roughly 2.9 million (± 835,000) tonnes per year of marine fish and invertebrates. The landed value of the catch by women is estimated at USD 5.6 billion (± 1.5 billion), with an economic impact of USD 14.8 billion per year (± 4 billion), which is equivalent to 25.6 billion real 2010 dollars (± 7.2 billion). These catches are mostly taken along the shoreline, on foot, or from small, non-motorized vessels using low-technology, low-emission gears in coastal waters. Catches taken by women are often for home consumption, and thus considered part of the subsistence sub-sector. However, in many contexts, women also sell a portion of their catch, generating income for themselves and their families. These findings underscore the significant role of women as direct producers in small-scale fisheries value chains, making visible contributions by women to food and livelihood security, globally. A third of global fish stocks are overexploited and many are economically underperforming, resulting in potential unrealized net economic benefits of USD 51 to 83 billion annually. However, this aggregate view, while useful for global policy discussion, may obscure the view for those actors who engage at a regional level. Therefore, we develop a method to associate large companies with their fishing operations and evaluate the biological sustainability of these operations. We link current fish biomass levels and landings to the revenue streams of the companies under study to compute potentially unrealized fisheries revenues and profits at the level of individual firms. We illustrate our method using two case studies: anchoveta (Engraulis ringens; Engraulidae) in Peru and menhaden in the USA (Brevoortia patronus and B. tyrannus; Clupeidae). We demonstrate that both these fisheries could potentially increase their revenues compared to the current levels of exploitation. We estimate the net but unrealized fishery benefits for the companies under question. The article focuses on high-seas fishing effort, costs and benefits. It refers to the economic benefits of fishing the high seas at the scale of individual fleets, globally and nationally. It states that large government subsidies enables fishing at the current scale while patterns of fishing profitability vary widely between countries.

We investigate how high seas closure will affect the availability of commonly consumed food fish in 46 fish reliant, and/or low income countries. Domestic consumption of straddling fish species (fish that would be affected by high seas closure) occurred in 54% of the assessed countries. The majority (70%) of countries were projected to experience net catch gains following high seas closure. However, countries with projected catch gains and that also consumed the straddling fish species domestically made up only 37% of the assessed countries. In contrast, much fewer countries (25%) were projected to incur net losses from high seas closure, and of these, straddling species were used domestically in less than half (45%) of the countries. Our findings suggest that, given the current consumption patterns of straddling species, high seas closure may only directly benefit the supply of domestically consumed food fish in a small number of fish reliant and/or low income countries. In particular, it may not have a substantial impact on improving domestic fish supply in countries with the greatest need for improved access to affordable fish, as only one third of this group used straddling fish species domestically. Also, food security in countries with projected net catch gains but where straddling fish species are not consumed domestically may still benefit indirectly via economic activities arising from the increased availability of non-domestically consumed straddling fish species following high seas closure. Consequently, this study suggests that high seas closure can potentially improve marine resource sustainability as well as contribute to human well-being in some of the poorest and most fish dependent countries worldwide. This paper investigates the impact of the European Union landing obligation in the Galician (North West of Spain) multispecies small-scale gillnet fishery. By combining results from semi-structured interviews with small-scale fishers and a bioeconomic model, we found that the percentage of discards for small-scale fisheries is usually low, which is consistent with general empirical observations globally but can be high when quotas are exhausted. Our results also confirm that the landing obligation would generate negative impacts on fishers' activities by investing more time on-board to handle previously discarded fishes, and putting at risk the security of fishers at sea due to full use of allowable storage on-board coupled with often adverse sea conditions in Galician bays. The application of the landing obligation policy to small-scale fisheries would result in short- and long-term losses of fishing days and yields, with high negative impacts on sustainable fisheries such as the Galician multispecies small-scale gillnet fishery. The expected number of fishing days under the landing obligation is estimated to be reduced by 50% during the five years following the implementation of the policy. The future yield (catches) under the landing obligation would be only 50% of catches expected in the absence of the landing obligation, regardless of the total volume of quotas allocated to the fleet.
