The low energy efficiency of the European building stock is both a social and environmental issue. However, plans and studies on energy retrofitting interventions do not usually evaluate the impact of these measures on households' energy affordability. This paper analyses and compares the effect of alternative retrofitting strategies on thermal energy services' affordability in Spanish vulnerable households. This analysis was carried out by applying the Required Thermal Energy Expenditure model proposed in previous studies to several 2030 residential building stock scenarios, setting 2020 as a baseline. Therefore, this work proposes a methodological approach to assess the impact of the considered energy efficiency interventions on energy poverty in winter (WEP) and summer (SEP) and carries out both a 'social cost' and a cost-benefit analysis. The dwelling's thermal-enclosure retrofitting stands out as a very WEP-reduction and social-cost effective measure. Instead, replacing old thermal systems with more efficient ones would have a higher impact on SEP. Combining both kinds of retrofitting measures could reduce heating and cooling required expenditures by, respectively, 49% and 59%, and decrease the WEP and SEP share, correspondingly, by 35% and 63%. Energy performance certificate databases are a key tool for mapping national building stock and thus fostering greater overall energy efficiency. This paper presents an insight into the energy performance of residential and tertiary sector buildings in Spain, through an analysis of the first 129,635 energy performance certificates issued for existing buildings, collected by the Catalan Institute of Energy. Most of the residential buildings or building units that were studied were “E” class (53.6%). Single-family houses were found to use more energy on average (248.0 kWh p /m 2 ) than individual dwellings (183.2 kWh p /m 2 ). Tertiary sector buildings were found to have slightly better energy performance (26.4% of buildings were rated “D class”), with an average energy consumption of 317.8 kWh p /m 2 . Modern buildings consume less energy, as they must meet the higher energy performance requirements stated in thermal building regulations. Residential buildings or building units located in hotter climate zones consume slightly less energy than those located in colder zones, mainly because heating accounts for a high percentage of overall energy expenditure (70–75% in residential buildings). A significant proportion of the energy consumed in tertiary sector buildings is for lighting (37.2%). This research defines the current energy consumption baseline of existing buildings in Spain. The results can help to prioritize energy conservation efforts according to building type, construction period, climate zone and specific end-uses. Due to climate change, energy dependence and other energy-related issues, most developed countries are attempting to reduce fossil-fuel use in the transport sector. Accordingly, there are several instruments that have been in place for many years, such as mandatory design standards, taxes on fuels, car purchase and ownership, and energy efficiency labels. Yet it is still not clear whether consumers value energy efficiency as a characteristic of vehicles. In this paper we use the European labelling system for light vehicles, which classifies automobiles according to their relative fuel consumption levels, as a novel, alternative indicator for energy efficiency. Moreover, we use a unique database that incorporates official commercial prices along with prices obtained through ‘mystery shopping’ at a selection of Spanish car retailers. We apply the hedonic price method to this database to estimate the price functions for vehicles and thereby obtain the marginal price of vehicles rated highly in terms of energy efficiency. Our results show that vehicles labelled A and B are sold at prices 3 to 5.9 percent higher than those with similar characteristics but lower energy-efficiency labels. [ABSTRACT FROM AUTHOR]

Olive sector residues could contribute to increased use of renewable energies, especially in those areas where the olive crop is produced. This paper determines the maximum amount of electrical and thermal energy which could be obtained in Andalusia from olive sector residues, and the economic value that could be obtained from these energy uses. For this, the current data on installed power and electrical and thermal generation are compared with the calculated potential data which would be obtained at full capacity. The results show there is a 69.23% wastage of olive sector residues for energy purposes. Thus, using the resources at full capacity, 3.9 million tons of biomass per year could be obtained for energy purposes. Currently, only 2 million tons of biomass are used for energy purposes. This wastage translates into a below potential generation of electrical and thermal energy. The full use of these residues would allow 83.9% and 64.9% higher generation of electrical and thermal energy, respectively. The results obtained also show that the economic value of olive sector biomass is higher than the market price value, with the average values for each use being 248.20 €/t for domestic thermal use, 165.04 €/t for electrical use and 139.50 €/t for industrial thermal use. Thus, it is considered feasible that the olive sector biomass could be used to a greater degree than at present. In this sense, it is recommended that more electricity generation plants and thermal-generating systems be put into operation. • There is a 69.2% wastage of olive sector residues that could be used for energy purposes. • The full use of olive by-products would account for 6.2% of renewable electricity. • The full use of olive by-products would account for 26.7% of thermal generation. • Better use of residues would promote the start-up of 55 and 1762 electricity and thermal plants, respectively. • The economic value of olive sector biomass allows the value chain to be covered.
