During the first decades of the 20th century, the supply of paper for the printing industries in Mexico became a problematic issue. Production difficulties, price increases and poor distribution during the monopoly of the San Rafael factory started a deep debate on the modernization and interference of the State in the paper industry. This article analyzes the transition between the private monopoly and the creation of the public company, Productora e Importadora de Papel Sociedad Anónima (PIPSA) in 1935, during the government of Lázaro Cárdenas (1934-1940). Through parliamentary debates, press articles and ministerial reports, the questioning of the monopoly as a public policy, the birth of PIPSA and the results in its first years of operation will be explained. Introduction: Research with young people (YP) is ethically challenging and bound in a complex maze of issues relating to power, voice and representation. Such sensitivities mean that the challenges raised in researching marginalised YP are often hard to navigate. This paper reports on research carried out with YP to explore links between mental health, school exclusion and involvement in criminal gangs. It aims to provide a practical guide to negotiating some of the methodological and ethical challenges experienced. Method: In‐depth interviews conducted with 28 YP (aged 14–24 years) who were gang involved or seen to be at risk of gang involvement. Research was conducted in youth clubs, alternative provision and youth justice settings. Results: Observations/Reflections We reflect on how navigating ethics can create barriers to involving YP as primary informants in research. We consider why it is important to overcome these hurdles and how public engagement work with recognised gatekeepers and the use of creative interview methods can facilitate meaningful encounters, where YP feel able to share valuable insights into their lives. Conclusion: Alongside a number of specific learning points, the paper reflects on theories behind research with YP, including the need for recognition of power imbalances and reflexivity. It concludes with thoughts on the practical realities of achieving meaningful participation or an 'authentic voice' with marginalised groups and the importance of this in informing policy and practice. Patient or Public Contribution: The focus of this work was to collect experiences of YP who are recognised as gang‐involved or at risk of being so, with a view to informing health and education policies. The scoping study for the project involved extensive public engagement work with YP exploring and trialling suitable methods of accessing, recruiting and ultimately interviewing this target group. In this paper, we develop a two-level supply chain model with low carbon emissions for defective deteriorating items under learning in fuzzy environment by using the double inspection process. Carbon emissions are a major issue for the environment and human life when they come from many sources like different kinds of factories, firms, and industries. The burning of diesel and petrol during the supply of items through transportation is also responsible for carbon emissions. When any company, firm, or industry supplies their items through a supply chain by using of transportation in the regular mode, then a lot of carbon units are emitted from the burning of petrol and diesel, etc., which affects the supply chain. Carbon emissions can be controlled by using different kinds of policies issued by the government of a country, and lots of companies have implemented these policies to control carbon emissions. When a seller delivers a demanded lot size to the buyer, as per demand, and the lot size has some defective items, as per consideration, the demand rate is uncertain in nature. The buyer inspects the received whole lot and divides it into two categories of defective and no defective deteriorating items, as well as immediately selling at different price. The fuzzy concept nullifies the uncertain nature of the demand rate. This paper covers two models, assuming two conditions of quality screening under learning in fuzzy environment: (i) the buyer shows the quality screening and (ii) the quality inspection becomes the seller's responsibility. The carbon footprint from the transporting and warehousing the deteriorating items is also assumed. The aim of this study is to minimize the whole inventory cost for supply chains with respect to lot size and the number of orders per production cycle. Jointly optimizing the delivery lot size and number of orders per production cycle will minimize the whole fuzzy inventory cost for the supply chain and also reduce the carbon emissions. We take two numerical approaches with authentic data (from the literature reviews) for the justification of the proposed model 1 and model 2. Sensitivity observations, managerial insights, applications of these proposed models, and future scope are also included in this paper, which is more beneficial for firms, the industrial sector, and especially for online markets. The impact of the most effective parameters, like learning effect, fuzzy parameter, carbon emissions parameter, and inventory cost are shown in this study and had a positive effect on the total inventory cost for the supply chain. The paper introduces the analysis results over a selected number of small-scale farms in the Western Romanian agriculture, more precisely in the counties of Arad and Timis. The purpose of the investigation is linked to the assessment of need for advisory services input in solving the problems of the farmers, particularly for the ones operating in small farms. Analysing the returned answers in connection with the fields of interest or needed expertise, accounting for the forms of mutual or directional help, compiling any forms of advice inputs, including the specialised structures other than public in absence of a function Farm Advisory Service allow the development of a structured image in terms of current problems, the way of solving and the interactions among the farmers inside or outside their communities. Objectives: This paper investigates Thailand and Malaysia climate governance policy in practice within their multi-level governance structures. Thailand presents a unique case of a unitary state with a degree of deconcentration and decentralization, while Malaysia showcases a federal state with a high degree of centralization. Methodology: The paper collected and analyzed both primary and secondary data. Indepth interviews with government officials, NGOs, and international organizations were conducted online and onsite in Thailand and Malaysia from May 2022 to September 2023. Interview data was triangulated with secondary data from key national policy documents on climate change and related issues. This paper examines the contributions and hindrances of multi-level governance on climate governance and highlights some lessons learned from both countries. Results: It concludes that multi-level government systems provide opportunities for various stakeholders to engage in decision-making and create policy innovation. However, the administration of decision-making in these systems can be constrained by tensions within these systems, between tendencies towards the centralization of decision-making, and little engagement between subnational governments and local-level stakeholders. Conclusions: Overall, we assert that clear direction and guidance at the national level complemented by mechanisms that engage local stakeholders in administration and civil society is essential to achieve overarching climate action goals regardless of the administrative system. Greenflation or inflation for green energy transition in Europe becomes a structural problem of new scarcity and poverty, under Austrian Economics analysis. The current European public agenda on the Green Deal and its fiscal and monetary policies are closer to coercive central planning, against the markets, economic calculus, and Mises' theorem. In this paper, attention is paid to the green financial bubble and the European greenflation paradox: in order to achieve greater future social welfare, due to a looming climate risk, present wellbeing and wealth is being reduced, causing a real and ongoing risk of social impoverishment (to promote the SGD 13 on climate action, it is violated by SGD 1–3 on poverty and hunger and 7–12 on affordable energy, economic growth, sustainable communities, and production). According to the European Union data, the relations are explained between green transition and public policies (emissions, tax, debt, credit boom, etc.), GDP variations (real–nominal), and the increase of inflation and poverty. As many emissions are reduced, there is a decrease of GDP (once deflated) and GDP per capita, evidencing social deflation, which in turn means more widespread poverty and a reduction of the middle-class. Also, there is a risk of a green-bubble, as in the Great Recession of 2008 (but this time supported by the European Union) and possible stagflation (close to the 1970s). To analyze this problem generated by mainstream economics (econometric and normative interventionism), this research offers theoretical and methodological frameworks of mainline economics (positive explanations based on principles and empirical illustrations for complex social phenomena), especially the Austrian Economics and the New-Institutional Schools (Law and Economics, Public Choice, and Comparative Constitutional Economics). State negotiations constitute the foundation for the development of each nation, relying on the acquisition of resources and services. Public procurement not only has economic and social impacts but also demands that public officials ensure compliance with the law. However, some of these officials have violated the legal principles of public procurement, seeking to obtain benefits, goods, or personal services without legal backing. In studies conducted in Ecuador, this phenomenon has been analyzed in relation to the variability of indeterminacies that public officials face in interpreting regulations. Therefore, this paper focuses on analyzing and defining the levels of indeterminacy present in the neutrosophic variable that influences the functioning of state negotiations. The use of neutrosophic statistics is suggested for modeling the study to detect indeterminacies of the variable in each dimension. Background: Breast cancer is the leading cause of death from cancer in women and is a major public health problem worldwide. Despite the lower incidence rates of breast cancer in resource-limited settings, especially sub-Saharan Africa, there is a higher mortality rate compared to high-resource countries where the disease has a higher incidence. This makes breast cancer the second deadliest cancer in African women. These poor results reflect the weakness in public health policies. The aim of this paper is to contribute to the effective control of breast cancer by designing a framework for a comprehensive and systemic analysis of these policies in Sub-Saharan Africa. Methods: This research is based on a literature review that adopted a systematic approach followed by a modified policy Delphi involving breast cancer experts in Sub-Saharan Africa. We included narrative reviews and systematic reviews/meta-analyses published between 2015 and 2022 as well as official documents in the analysis. We integrated the World Health Organization's health system building blocks with Walt and Gilson's policy analysis triangle to analyse the information collected and develop our analytical framework. Results: A total of 22 reviews and documents were included in the study. Sixteen breast cancer experts from Sub-Saharan Africa participated in the first Delphi round, and nine participated in the second round. The different components identified for a comprehensive and systemic analysis of effective breast cancer policies can be classified into policy content divided according to the health system building blocks and related policy processes; individual, organized national and international policy stakeholders; and policy contexts. Conclusion: This study enabled the design of a framework suitable for the comprehensive and systemic analysis of breast cancer control policies in Sub-Saharan Africa. This framework can be used as a checklist for stakeholders to guide the planning, implementation and evaluation of policies and specific breast cancer control programmes at the national and facility levels. Modern democratic states are increasingly adopting new information and communication technologies to enhance the efficiency and quality of public administration, public policy and services. However, there is substantial variation in the extent to which countries are successful in pursuing such public digitalization. This paper zooms in on the role of social trust as a possible account for the observed empirical pattern in the range and scope of public digitalization across countries. Our argument is that high social trust makes it easier to digitalize the public sector to the benefit of overall society. We develop a simple game-theoretical model that specifies this positive externality from a high-trust culture and provide empirical evidence that a higher level of social trust is associated with a higher level of public digitalization. Of course, high-trust countries cannot do without the rule of law (formal rules of the game) and some institutionalized mechanisms of control and accountability. However, from our argument, it follows that one future challenge could be that control crowds out trust, so that the balance is no longer optimal. The promises and risks of Artificial Intelligence permeate current policy statements and have attracted much attention by AI governance research. However, most analyses focus exclusively on AI policy on the national and international level, overlooking existing federal governance structures. This is surprising because AI is connected to many policy areas, where the competences are already distributed between the national and subnational level, such as research or economic policy. Addressing this gap, this paper argues that more attention should be dedicated to subnational efforts to shape AI and asks which themes are discussed in subnational AI policy documents with a case study of Germany's 16 states. Our qualitative analysis of 34 AI policy documents issued on the subnational level demonstrates that subnational efforts focus on knowledge transfer between research and industry actors, the commercialization of AI, different economic identities of the German states, and the incorporation of ethical principles. Because federal states play an active role in AI policy, analysing AI as a policy issue on different levels of government is necessary and will contribute to a better understanding of the developments and implementations of AI strategies in different national contexts. The historical origins of the Tibet issue in Sino-Indian relations remain understudied. Most diplomatic histories on this subject focus on the highest levels of government, glossing over the immense role of domestic actors in shaping the Tibet question in the India-China relationship. This paper aims to address this gap by studying the domestic response to Dalai Lama's flight to India. Specifically, it analyses the domestic and international advocacy of the noted freedom fighter Jayaprakash Narayan. The paper highlights how Narayan's advocacy was critical in building global and public opinion on the Tibet question, culminating in the passage of Resolution 1723 at the United Nations. It argues that understanding his actions on Tibet is critical because of its negative impact on the Indian government's policy of preventing the issue from gaining international recognition – a gesture aimed at steadying the declining relationship with China. By hindering the government's efforts at damage control, the paper demonstrates how Jayaprakash Narayan's advocacy was a key factor explaining why Sino-Indian ties precipitously declined over the Tibet issue. This paper disputes the thesis that a self-reported mental condition of apparent genetic origin makes its carriers entertain entrepreneurial intentions and assesses its implications for entrepreneurship-driven economic development. The findings are that the research in question mistakes true causative agents for superficial cause-hiding vectors, thus confusing a self-reported attention-deficit/hyperactivity disorder (ADHD) condition with the cause of entrepreneurial intentions. This is all the more so because ADHD was not properly accounted for, relying instead on the Global University Entrepreneurial Spirit Students Survey (GUESSS), self-administered without diagnostic evidence. Thus, entrepreneurship has been turned on its head, being misrepresented as a hardwired, innate human trait instead of a course of action that hinges on subjective preferences that can be influenced by the structure of rewards shaped by public policy. This misrepresentation may dwell in the so-called 'hardness bias', which underestimates the softer but crucial test of the quality of conjectures. The originality of this paper lies in the use of the harmful-dysfunction analysis, showing that the entrepreneurship research in question is based on a bogus notion of disorder. This paper explores how China's assistance to countries in the Western Balkans during the pandemic boosted their reputation in the region, through the case studies of Serbia, Macedonia, and Albania. The COVID-19 crisis has tested EU's reputation of solidarity and partnership to the Western Balkans, with Balkan political leaders accusing the bloc of selfishness due to its decision in 2020 to restrict exports of medical equipment to candidate states and the perceived neglect of the region during the vaccine distribution in early 2021. Simultaniously, China sent planes containing tonnes of medical supplies, respirators, medical personnel, and later vaccines, that would be received with great pomp and live media coverage, in a powerful public diplomacy and vaccine diplomacy offensive. This paper argues that this helped improve public opinion and reshape narratives on China in the Western Balkans. Still, attitudes vary between states, with Serbians having the most favourable views on China as a foreign partner. On the other hand, while public perceptions on China have seen a positive shift in Macedonia and Albania, this has not translated in a change in their pro-EU stance. [ABSTRACT FROM AUTHOR]

This study explores the impact of farm households' social capital characteristics and local government policies on the selection of farmland transfer contracts in China's rural industrial revitalization context. Utilizing field research data from 1,979 households in ethnic areas of Hunan Province, this paper constructs an econometric model to assess how farm households' social capital and local governments' involvement in rural industrial revitalization influence farmland transfer contract selections. The findings indicate that, lacking government program support, farmers' social capital significantly affects contract type and duration, but not the rent. Specifically, farmers possessing extensive social capital prefer verbal and short-term contracts (coefficients of 0.525 and 0.643, significant at the 5% level), whereas their influence on rent (coefficient of 2.418, significant at the 5% level) manifests under government program support. These results challenge the conventional theory of farmland transfer contracts and offer substantial empirical support for the development of local government policies in rural industrial revitalization, underlining the critical role of government guidance and social capital in enhancing farmland transfer. Solar photovoltaic systems can reduce carbon emissions by harnessing green energy from the sunlight, however, tremendous end-of-life solar panels may pose a threat to the local environment in the coming decades. What's worse, fewer regulations have been mandated to deal with the disposal of solar waste. To address this issue, this paper investigates a game-based, government-subsidized solar recycling model, and extends the model to a dynamic system. By analyzing the equilibrium outcomes, optimal decisions are revealed for all stakeholders. More importantly, we find regulatory subsidies can benefit all members of the solar recycling chain. Furthermore, when confronted with low-quality solar panels with a high degradation rate, we suggest that the government announces a low R&D subsidy rate. Even so, the level of the manufacturer's R&D efforts is still high, which leads to more R&D subsidies provided by the government. Based on an analysis of the dynamic system, it's better to be extremely careful when the government enacts the subsidy policy. Otherwise, the profits of all the chain members may be hurt due to the bifurcation and chaos phenomena. • A government-subsidized solar recycling model has been studied. • The impacts of subsidy and risk aversion on optimal strategies are revealed. • When facing low-quality panels with a high degradation rate, the governor should provide a low R&D subsidy rate. • A dynamic system is investigated to understand decision making process in long-term operations. Despite increased advocacy and investments in mental health systems globally, there has been limited progress in reducing mental disorder prevalence. In this paper, we argue that meaningful advancements in population mental health necessitate addressing the fundamental sources of shared distress. Using a systems perspective, economic structures and policies are identified as the potential cause of causes of mental ill-health. Neoliberal ideologies, prioritizing economic optimization and continuous growth, contribute to the promotion of individualism, job insecurity, increasing demands on workers, parental stress, social disconnection and a broad range of manifestations well-recognized to erode mental health. We emphasize the need for mental health researchers and advocates to increasingly engage with the economic policy discourse to draw attention to mental health and well-being implications. We call for a shift towards a well-being economy to better align commercial interests with collective well-being and social prosperity. The involvement of individuals with lived mental ill-health experiences, practitioners and researchers is needed to mobilize communities for change and influence economic policies to safeguard well-being. Additionally, we call for the establishment of national mental wealth observatories to inform coordinated health, social and economic policies and realize the transition to a more sustainable well-being economy that offers promise for progress on population mental health outcomes. The United Nations claims that education is a crucial element in reducing poverty rates in any country if it is accessible, adaptable, acceptable, and affordable; known as the 4A's of education, which are considered within the national education policy. This paper analyzes the effect of the 4A's of education on multidimensional moderate-income poverty and extreme income poverty in Mexico in the years 2010 and 2020. This is achieved with the analysis of microdata from the Module of Socioeconomic Conditions of the National Survey of Household Income and Expenditure (MCS - ENIGH) 2010 and 2020 and with dichotomous logit models. The results indicate that the 4A's have a greater effect on the reduction of multidimensional extreme income poverty than on moderate, even over different periods. [ABSTRACT FROM AUTHOR]

Background: Medical Assistance in Dying (MAiD) was legalized in Canada in 2016 and amended in 2021. At the time that this study was conducted, the federal government was considering expanding the eligibility criteria to include patients whose death was not reasonably foreseeable. The purpose of this study was to better understand rural healthcare professionals' experiences with assisted dying set against the backdrop of legislative expansion. Methods: A qualitative exploratory study was undertaken with general rural practice physicians, nurse practitioners, registered nurses, ethicists, patients, and patient families in rural Southern Alberta, Canada. For this paper, data from 18 audio-recorded and transcribed semi-structured interviews with healthcare professionals were analyzed using thematic analysis. Categories and patterns of shared meaning that linked to an overarching theme were identified. Results: Between the binary positions of full support for and conscientious objection to assisted dying, rural healthcare professionals' decisions to participate in MAiD was based on their moral convictions, various contextual factors, and their participation thresholds. Factors including patient suffering; personal and professional values and beliefs; relationships with colleagues, patients and family, and community; and changing MAiD policy and legislation created nuances that informed their decision-making. Conclusions: The interplay of multiple factors and their degree of influence on healthcare professionals' decision-making create multiple decision points between full support for and participation in MAiD processes and complete opposition and/or abstention. Moreover, our findings suggest evolving policy and legislation have the potential to increase rural healthcare professionals' uncertainty and level of discomfort in providing services. We propose that the binary language typically used in the MAiD discourse be reframed to reflect that decision-making processes and actions are often fluid and situational. [ABSTRACT FROM AUTHOR]

This paper analyzed the importance of integrating disaster risk reduction and climate change adapting policies into the socio-economic development plans of coastal municipalities in Cuba. To this end, a literature review was carried out to locate the main theoretical and bibliographical sources on Disaster Risk Reduction, Climate Change Adaptation, coastal municipalities and government policies and triangulate them to create a four-phase integration tool. This tool will improve the territorial development plans and make them more effective while promoting an integrated vision of disaster risk reduction and adapting to climate change as a fundamental basis for the sustainability of development in Cuba. In developing nations, the establishment of sustainable healthcare information systems (HIS) is often hindered by insufficient government policies and outdated technology. Bangladesh is a notable example where many patients lack proper healthcare access due to fragmented and non-digitally recorded data. Research has shown that standardized hospital healthcare systems can streamline patient management, increasing the capacity to serve more patients simultaneously. These systems have the potential to improve healthcare in developing nations significantly. This article offers an overview of the key obstacles that impede HIS implementation in these countries. The study looked at relevant information systems literature using a systematic literature review (SLR). The systematic literature review (SLR) was governed by a review process, and relevant studies were gathered from three databases: IEEE Xplore, EBSCO Databases, and ScienceDirect. A total of 4014 papers were initially found. However, only 11 main studies were included for analysis after a careful selection procedure governed by inclusion and exclusion criteria. This study found 24 obstacles to adopting Healthcare Information Systems (HIS) in developing countries, divided into six groups. These obstacles include a lack of financial assistance, inadequate infrastructure, inadequate education and awareness, cultural and political obstacles, reluctance to change, and poor system quality. Background: The number of accidents due to distracted pedestrian is on the rise and many governments and institutions are enacting public policies which restrict texting while walking. However, pedestrians do more than just texting when they use their mobile devices on the go. Objective: Exploring pedestrian multitasking, this paper aims to examine the effects of mobile device task type on pedestrian performance outcomes. Method: We performed two studies in lab simulations where 78 participants were asked to perform different tasks on a mobile device (playing a game, reading, writing an email, texting one person, group texting) while performing a pedestrian visual discrimination task while either standing or walking on a treadmill. Behavioral performance as well as neurophysiological data are collected. Results: Results show that compared to a no-phone control, multitasking with any of the tasks on a mobile device leads to poor performance on a pedestrian visual discrimination task. Playing a game is the most cognitively demanding task and leads to the greatest performance degradation. Conclusion: Our studies show that multitasking with a mobile device has the potential to negatively impact pedestrian safety, regardless of task type. However, the impacts of different mobile device tasks are not all equivalent. More research is needed to tease out the different effects of these various tasks and to design mobile applications which effectively and safely capture pedestrians' attention. Application: Public policy, infrastructure, and smart technologies can be used to mitigate the negative effects of mobile multitasking. The pandemic significantly raised the stakes for the translation of bioethics insights into policy. The novelty, range and sheer quantity of the ethical problems that needed to be addressed urgently within public policy were unprecedented and required high‐bandwidth two‐way transfer of insights between academic bioethics and policy. Countries such as the United Kingdom, which do not have a National Ethics Committee, faced particular challenges in how to facilitate this. This paper takes as a case study the brief career of the Ethics Advisory Board (EAB) for the NHS Covid‐19 App, which shows both the difficulty and the political complexity of policy‐relevant bioethics in a pandemic and how this was exacerbated by the transience and informality of the structures through which ethics advice was delivered. It analyses how and why, after EAB's demise, the Westminster government increasingly sought to either take its ethics advice in private or to evade ethical scrutiny of its policies altogether. In reflecting on EAB, and these later ethics advice contexts, the article provides a novel framework for analysing ethics advice within democracies, defining four idealised stances: the pure ethicist, the advocate, the ethics arbiter and the critical friend. Does our food for thought come virtually from the internet? When we take a long view, the instant stroke of a keyboard pales in comparison to the centuries-old evolution of real food harvesting and the generation and exchange of ideas, which have resulted in creative capital. The vernacular architecture of the agricultural built environment has almost dematerialized in its transition from the ancient pre-industrial era to the post-truth world, to become almost only an imagined concept. The symbology of the common threshing terrace of a Portuguese remote mountain village can now be found in multiple spaces of the urban realm, including in the metaphor of a community arts incubator's modus operandi in Albany, New York (USA). How has the concept of food for thought developed and materialized? How has it evolved? And what are some of the expected ways it might be utilized in the future? The purpose of the paper is to trace the evolution of this concept and its elements via the BLC Framework. The methodology employs a time analysis of approximately three centuries to distinguish three distinct evolutionary phases: (i) the pre-industrial era, (ii) the industrial era, and (iii) the information-driven era. The key finding is an up-to-date discussion of the food for thought concept in two distinct geographical worlds and three-time eras, as well as a set of lessons learned according to a protest poem and a rock song. The results are presented in the form of five lessons learned with implications for public policy: the first two lessons pertain to issues of procedural justice as encapsulated in the anonymous 'The Goose' poem, while the last three result from a discussion of selected verses in Nick Cave's 'Fable of the Brown Ape' rock song. The changing climate has a serious bearing on agriculture, particularly livestock production in Botswana. Therefore, studying the relationship between climate and livestock, which at present is largely missing, is necessary for the proper formulation of government policy and interventions. This is critical in promoting the adoption of relevant mitigation strategies by farmers, thereby increasing resilience. The aim of this research is to establish associations between climate variability and livestock production in Botswana at the national level. The paper employs time series data from 1970 to 2020 and the Vector Autoregression with Exogenous Variables (VARX) model for statistical analysis. The trend shows that both cattle and goat populations are decreasing. The VARX model results reveal that cattle and goat populations are negatively associated with increasing maximum temperatures. Cattle respond negatively to increased minimum temperatures as well, while goats tend to respond positively, implying that livestock species react differently to climatic conditions due to their distinct features. The results of the roots of the companion matrix for cattle and goat production meet the stability condition as all the eigenvalues lie inside the unit circle. The study recommends further intervention by the government to deal with increasing temperatures, thereby addressing the dwindling populations of goats and cattle, which have significant contributions to the household economies of smallholders and the national economy, respectively. This paper applies the theory of change model (Kotter in Harv Bus Rev 2:59–67, 1995; Moore et al. in Viet Nam J Public Health 1(1):66–75, 2013) to describe the pathway that lead to Australia's first pill testing/drug checking services in Canberra, in the Australian Capital Territory. The paper takes each step of the model and illustrates the key activities that largely occurred over an approximately 24 month period resulting in the service being operational on 29 April 2018. The paper demonstrates that leadership, advocacy and activism are key components, alongside evidence, to bringing about public policy change. It provides a unique insight to the extensive efforts undertaken to achieving the first legally sanctioned pill testing at festivals in Australia and provides a positive case study for those seeking to introduce contested harm reduction services in the drug and alcohol field. Since 2011, the European Commission has recommended that member states reduce land take and achieve the 'no net land take' objective by 2050. The objective was reinforced in the EU 'Soil Strategy for 2030' and is likely to gain further importance in the upcoming Soil Health Law. This paper investigates the feasibility and implementation of a no net land take policy for the Flemish region, Belgium. The new land policy for Flanders was announced in 2016, representing a paradigm shift from spatial growth to final growth boundaries. The paper uses a generic model of the policy-making cycle to assess the implementation of a no net land take policy at the national or regional level. We propose a roadmap of implementation in five cyclical phases for Flanders, but many aspects of this proposed roadmap can be applied to other parts of Europe as well. In the implementation stage, the targeted selection and implementation of land-use instruments is of paramount importance to realise the land-take reduction trajectory. The Flemish case of the so-called Bouwshift shows that development instruments supporting further construction at good locations are politically more popular than protective measures that actually protect soil and landscape but intervene in property rights. Africa's recent security issues have become a cog in the continent's nation-building machinery. Perhaps the biggest threats to security in Africa are violent extremism and terrorism; there are local groups operating throughout east, west, and southern Africa that have connections to international terrorism. Their actions incite regional conflicts and facilitate organized crime networks, further destabilizing an already precarious political environment that ought to be a tool for nation-building and the advancement of development across Africa, particularly in Nigeria. Security issues have included kidnapping, killings, and the destruction of government buildings, medical facilities, and schools. These issues have plunged the country into a persistent state of insecurity and impeded the process of nation-building. Therefore, this paper uses Nigeria as a case study to examine the threat of security challenges to the development of nation building in Africa. Qualitative techniques are used to gather secondary data for analysis. The results showed that a great deal of lives and property have been lost to insecurity, which has also hindered the effective execution of government policies and initiatives aimed at strengthening the country. As a result, this paper concludes that security challenges have a negative impact on nation building and makes recommendations for how to lessen security challenges in order to promote Nigerian nation building through good governance, corruption, synergy-security, transparent, and accountable leadership. This paper examined the strategies put in place by Lagos State Public Procurement Agency in the implementation of public procurement policy. The paper utilised primary and secondary sources of data. Primary data were collected solely through the administration of questionnaires on the respondents. The study population 1,020 comprised the staff members from ministries, and agency that monitors the implementation of procurement policy in the state, Lagos State Public Procurement Agency (LSPPA). Proportionate random sampling technique was used in selecting a sample size of 154 respondents representing 15% of the study population. Secondary data were obtained from books, academic journals, official document of LSPPA and the internet. Data collected were analysed using percentage, frequency, and (RII) Relative Importance Index. The results of the study showed that the strategies put in place by Lagos State Procurement Agency; such as establishment of a threshold (52.6%, rank 7th), constitution of contract performance audit committee (63%, rank 9.5th), supervision of the deliveries (69.5%, rank 9.5th), and creation of a procurement officer's desk (57.8%, rank 8th) were not adequately substantial strategies put in place in monitoring the implementation of public procurement policy in Lagos state. Moreover, the paper revealed strategies that were adequately substantial which were put in place by Lagos State Public Procurement Agency in the implementation of public procurement law, such as composition of technical review committee (79.9%, rank 1st), appraisal of procurement plan for procuring entities (73.3%, rank 2nd), setting of fair pricing standards and benchmarks (61%, rank 6th), strategic oversight on the contracts (65.6%, rank 5th), keeping of contractors' database for proper identification (65.6%, rank 4th), publication of details of major contracts in the State (69.5%, rank 3rd) significantly improved accountability, proficiency, efficacy among the ministries selected. The study therefore, conclude that the strategies put in place by LSPPA, Lagos State Public Procurement Agency in the implementation of public procurement law in the state is substantial, and apt which ensures that procurement law of the State is followed. This paper focuses on post-war fiscal and economic policies in colonial Benin between 1945 and 1960. It was the period of British economic reconstruction occasioned by the effect of the Second World War. The paper therefore examines the impact of the post-war fiscal reforms on tax and expenditure patterns of the British authorities in Benin. It gives a robust analysis, as a background, of the goal and effect of the British economic reforms in her colonies. The study argues that the main objective of the British was to promote fiscal policies in order to revamp the metropolitan economy battered by the Second World War. Thus, at the Benin protectorate or division, the tax assessment rate was relatively high compared to the level of income paid by the colonial authorities, in order to create surplus for expenditure. This created discontents and petitions from different local communities against the assessment rate. The paper shows that the expenditure level, especially on social services, was low compared to the tax revenue generated. It adopts the historical method of research which utilised data obtained from both primary and secondary sources for interpretation and analysis. It's on aspects of the Benin Division in Benin Province, created in 1914, as one of the administrative divisions, by the British which comprises of the Benin speaking people of southern Nigeria. The purpose of this paper is to examine cyber security issues related to smart grids (SGs), such as prior cyber‐attacks, possible vulnerability issues, and enhanced cyber‐security procedures for SGs on a technical and management basis. When designing public policies for SGs, it is important to consider both the motivations and obstacles to cyber protection and socio‐economic conditions. Furthermore, the importance of suggested policies is viewed from various perspectives. The present paper provides an assessment of a group of policies specified by various stakeholders as having the potential for developing SG cyber security. The methodology for the formation of such a group of policies includes a perfect examination of global experience and meetings with experts from various fields. Subsequently, such policies are evaluated using a Delphi questionnaire aimed at assessing their advantages in pursuing investment goals for cyber security. The first result is that every policy is considered a positive effect of all goals, different in the priority assigned to each of them. The policies that received the most attention were: "regulatory changes policy to foster innovation in cyber security of SGs," "regulation of new business models to improve cyber security and detect malicious attacks" and "establish a cyber‐security governance strategy." People typically purchase residential properties for two reasons: to live in or invest. However, both purposes necessitate careful consideration before deciding because high financial costs are involved, and housing loans are typically considered necessary for this purpose. Customers' demands are constantly changing, becoming more complicated with higher requirements. The focus of this research is on tourism real estate selection. This market in Vietnam is still new and emerging and has encountered numerous issues regarding government policy, finance, and land authorization for constructing, owning, and managing. Because the form of tourism real estate is still new, customers are hesitant about investing in or buying these properties. Hence, to compete in the current fiercely real estate industry, real estate firms must understand their customers' expectations by frequently involving customer research in the company's strategy. However, there is still a lack of research on the connection between these factors and individual expectations in the well-known philosophy of the Theory of Planned Behavior (TPB), leading to behavioral intentions. Therefore, to fulfill the gap in the previous literature, this paper aims to investigate the connection between these factors with core variables of TPB, hence, addressing the current problems in the real estate industry. 471 valid respondents in Vietnam were collected for data analysis through two survey approaches. PLS-SEM was used to test hypotheses due to the relationship complication in the conceptual models. The results show that government policy influences attitudes and perceived behavioral control, whereas social infrastructure affects social norms and perceived behavioral control. Moreover, Fengshui ambient condition also positively influences all three core factors: attitudes, social norms, and perceived behavioral control. Finally, these factors impact on intention to buy tourism real estate. Through results, this paper has developed a purchase intention model through social aspects of the tourism real estate industry. In addition, this paper demonstrates the connection between social factors and individuals' expectations for a purchase intention, providing the importance of the government's role, architecture style, and social infrastructure in the marketing literature of the real estate industry. As a result, managers and governments need to take advantage of new releases of government regulations in time to enhance customers' positive attitudes toward purchasing tourism real estate. Moreover, social infrastructure and Fengshui conditions are crucial to establishing social norms and perceived control, aiming to leverage the intention to purchase tourism real estate. Thereby, recommendations of marketing strategies based on these findings were suggested to attain the optimal result for sales. Finally, this research also includes some limitations. Fire is one of the most frequent destructive events across the world and the main cause of alterations in the functioning of ecosystems, shifting the patterns of matter and energy exchange with the atmosphere. The objectives of this paper are: 1) to identify the area affected by fires in the province of Cordoba, Argentina, between August and September 2020, 2) to analyze the impacts through four ecosystem variables: the aerial net primary productivity (ANPP), evapotranspiration (ET), albedo, and land surface temperature (LST), and 3) to identify priority areas for restoration through multicriteria analysis. We have used Sentinel-2 images and MODIS products through the Google Earth Engine platform. Fires affected 109,307 hectares, of which 40% exhibited a moderate to high severity. ET was the most affected variable, decreasing by up to 24.8% compared to the pre-fire average situation. The impact on LST and PPNA was found to be moderate, with extreme changes of 10.2% and 10.6%, respectively. We have identified four priority areas for restoration. The low priority areas represent 50% of the total burned area, while high priority areas represent just 7%. Madagascar's vast oceanic space hosts distant-water fishing (DWF) fleets from Taiwan, Japan, South Korea, Spain, France and others since the 1960s, making DWF a substantial component of the blue economy. Considering this extensive experience of managing DWF activities for more than 60 years, this paper explores the existing policy frameworks and challenges regarding managing DWF. The results show while it is well equipped legally, the country is struggling to implement its national policies and laws while continuing to adopt new management frameworks. This is due to a limited coherence on long-term policy making and policy implementation, resulting in a mismatch between the two, and a paradoxical vision that promotes DWF without the means to monitor fishing activities and their impacts. The existing institutional settings and governance frameworks make change possible in Madagascar's approach to DWF. To improve the management of DWF, this paper outlines four pathways. These include (i) a greater attention on the implementation, harmonisation and evaluation of existing policies and projects; (ii) continuing efforts on transparency for DWF operations and contract negotiations; (iii) realigning aspirations and policies with local needs; and (iv) taking better advantage of measures adopted at the regional Indian Ocean level to improve national management of DWF. An efficient implementation of an improved policy and legal framework could contribute to strengthening the governance of DWF activities toward sustaining national benefits while preserving coastal livelihoods. Globally, Indigenous scientific frameworks and methods have been damaged and derided by 'western' science, a strategy of the colonial project. Contemporary Australia is no exception, with the transmission of the suite of scientific values and practices formed over millennia in and for this place being actively prevented by legislation, government policies and colonial opprobrium. This paper shows how two crucial Indigenous science(s) frameworks, used alongside two Indigenous research methods, can transform hegemonic scientific research and fieldwork priorities and practices. This transformation occurs because of the focus of each framework. The first, centring country, requires decentring the human to bring forth the needs of the web of relationships that is country. The second framework, relational accountability, is about tending to a broad range of relationships, are often kin-based and including the other-than-human, with yindyamarra (or local equivalent). Relational accountability also offers an inbuilt ethic of care superior to institutional ethics protocols. By describing these frameworks and methods and discussing how and when to use them, this paper supports their greater understanding and more widespread use, particularly by Indigenous practitioners, so we may continue to (re)build what colonisation has damaged. Sustainable smart cities (SSCs) target decarbonisation by optimising energy consumption through the emerging capabilities of technology. Nevertheless, the energy consumption behaviour of end users has the potential to compromise the effectiveness of technological interventions, reflecting the importance of active social engagement in realising decarbonisation goals. Although extensive research exists on energy consumption behaviour, little is known about how technology engagement affects it, the nature of these technologies, and their role in SSC. The paper aims to identify, categorise, and investigate the smart technologies that impact household energy consumption behaviours and their integration into the larger SSC system. Following a systematic review of 60 articles from the Scopus database (2013–2023), the study found 45 smart technologies cited, with 49% affecting efficiency behaviour and 51% affecting curtailment behaviour. While these technologies inform the city administration level in the SSC framework, the role of end users remains unclear, suggesting a technocratic approach. The study proposes the Sustainable Smart City Network to facilitate a grassroots approach, identifying five key domains: government policies, smart technology adoption, smart technology engagement, smart city infrastructure, and urban sustainability. The study provides an original contribution to knowledge by unveiling the key technologies affecting energy consumption behaviour and outlining the pragmatic requirements for achieving decarbonisation through a grassroots approach. Across Europe, countries are reducing CO2 emissions and energy demand by lowering the temperature in public office buildings. These measures affect men and women unequally because the latter prefer and, indeed, perform better under higher temperatures than the standard temperature. Lowering the temperature thus further increases an already existing inequality. We show that the philosophical literature on discrimination provides an interesting theoretical approach to understanding such measures. On prominent understandings of what discrimination is, the policy would be considered direct discrimination against women if it could be shown to reflect a broader inattentiveness to the needs of women in society. Alternatively, and more straightforwardly, the policies can be considered indirect discrimination because of their disparate effects on men and women. The final part of the paper shows that the policies are also wrong for the reasons it is often argued that discrimination is wrong—to wit, that it harms or disrespects those who are discriminated against. The aim of this paper is to discuss public policies and tutoring as a way of making the right to education a reality. It sought to analyze the relationship between public policies and the right to personality and how education is made effective through these actions, considering school reinforcement as an important instrument for learning recovery and improving the quality of education. We also sought to understand the configuration and applicability of the National Policy for Learning Recovery in Basic Education, known as Recupera Mais Brasil (Recover More Brazil), drawn up in two thousand and twenty-two, to establish actions by the government to recover education, highlighting public policies as a necessary tool for educational development, which, and analyze tutoring as an important tool for supporting students, through which we can ensure the protection of educational rights, the consolidation of personality rights and social development, so that everyone can have the same guarantees and access to a quality education. The objective of this paper is to evaluate the limitations of current public policies of Territorial Planning (TP) in the case of the river fishing territory of the province of Santa Fe, Argentina. First, an analytical description of the emergence in recent history of public policies on land use planning is made and the adequacy of the debates on the concept of territory is investigated. Subsequently, the main characteristics of the river fishing territory are developed in order to understand its particular complexity. In turn, the multi-territorial dimensions juxtaposed to the fishing territory are analyzed, describing the transformations to which this multi-territory has been subjected in the last 30 years. Using the policy package pilot implemented in Hubei Province, China, in April 2020 as a natural experiment, we use the synthetic control (SC) and synthetic difference in differences (SDID) methods to estimate the impact of the Chinese government's support policy on the economic resilience and to analyze the mechanisms by which it impacts. This study finds that the policy package has contributed to the growth of economic resilience in the pilot provinces, with the policy package increasing the average economic resilience of the pilot provinces by 0.062 compared to their potential resilience. The validity and robustness of the above conclusions are objectively confirmed by multidimensional quantitative outcomes such as placebo tests, ranking tests, and replacements in calculating resilience. The mechanism analysis shows that the investment in real estate development, the stimulus for consumption, and the core industry development are virtual channels for the policy package to promote economic resilience growth in the pilot provinces. Moreover, traditional investment in transportation fixed assets plays a minor role. This paper quantitatively corroborates the academic idea that government governance capacity affects regional economic resilience (RER), and research can provide empirical support for regional economic recovery and policy support under a major crisis. Background: Persons with albinism face challenges to their wellbeing, safety, and security, ranging from vision impairment and skin cancer to stigma and discrimination. In some regions, they also face human rights atrocities including mutilation and murder. Research on human rights and albinism is a relatively new field that has gained momentum since the United Nations appointment of an Independent Expert on the enjoyment of human rights by persons with albinism. In this paper, we present the results of a mixed methods study undertaken to identify priorities for research, advocacy, and policy on albinism and human rights. Methods: The first component was a synthesis of peer-reviewed and grey literatures at the nexus of albinism, spiritual/cultural beliefs and practices, and human rights. We then conducted a priority-setting survey, informed by Delphi methods, on extant knowledge-practice gaps and research, advocacy, and policy priorities. Inclusion criteria included demonstrated expertise in the field (e.g., peer-reviewed publications, funded research), membership on national or international associations, or advocacy (civil society organizations) of more than 2 years in albinism and human rights. Thereafter, we gathered leading researchers, policy-makers, and civil society stakeholders for a Roundtable to gain consensus on these priorities. Results: Access to skin and vision care, and education were not deemed high priority for research, likely because the evidence supporting the need for these is well established. However, they were priorities for advocacy and policy: what is needed is mobilization of this evidence through advocacy and implementation of such services (policy). Other social determinants of health (rurality, poverty, and gender equality) are present as subtext in the findings, more so than priorities for research, advocacy, or policy, despite their preponderance in the lives of persons with albinism. Research was prioritized on stigma and discrimination; advocacy; and witchcraft, but with some differentiation between Global North and Global South priorities. Priorities for research, advocacy, and policy vary in keeping with the explanatory frameworks at play, including how harmful practices and witchcraft are viewed. Conclusions: The lived experience of albinism is profoundly shaped by the social determinants of health (SDOH). Threats to the security and well-being of persons with albinism should be viewed through a human rights lens that encompasses the explanatory frameworks at play. [ABSTRACT FROM AUTHOR]

Objective: This work establishes parallels between elements of Green Infrastructure (GI) and basic sanitation services stipulated in the National Basic Sanitation Policy, and highlights possible benefits/functions of GI for each of these services, discussing the role of Municipal Basic Sanitation Plans (MBSP) in this context. Methodology: A bibliographical review and public policy analysis were carried out by studying the content of related legislation. Originality/Relevance: The paper includes the development of a framework relating the elements of GI and their potential benefits/functions in relation to the different elements of sanitation, in addition to the issue of water and sewage, more commonly related to GI in the literature, collaborating in a more comprehensive way for the discussion. Results: It is concluded that the environmental services provided by a GI network can contribute to greater sustainability of basic sanitation networks, thus highlighting the importance of GI being included in policy-making. In this sense, the MBSP have the potential to stimulate and subsidize the planning and implementation of GI by municipalities. Social/Management Contributions: Considering the current situation of basic sanitation in Brazil, the opportunity to use GI is discussed as a way to assist the provision of basic sanitation services in a more sustainable way and with a series of social, environmental and economic benefits. Linking these alternative solutions in the design of MBSP, mandatory for all municipalities, increases the opportunity for these solutions to be put into practice, in a complementary way to the gray infrastructure solutions. In 2016, the People's Bank of China (PBC) together with multiple departments issued the Guidance on Building a Green Financial System (the Guidance), which marked a great breakthrough in China's green finance policy. Aiming to clarify the actual impact and underlying mechanisms of green finance policy on Chinese listed companies' ESG disclosure quality, this study employs the difference-in-differences (DID) model and examines the impact of the Guidance on ESG disclosure practices of A-share listed companies on the Shanghai Stock Exchange (SSE) and the Shenzhen Stock Exchange (SZSE) during the period 2006 to 2022. This study reveals a positive correlation between the Guidance and listed companies' ESG disclosure. This paper investigates the effects of the asset-based community development (ABCD) approach, thus, local resources, asset mobilization, and citizens' participation on rural poverty alleviation in the northern part of Ghana by employing the moderating role of government policies. A total of five hundred fifty (550) questionnaires were administered in three (3) regions of the northern part of Ghana (Upper West, Upper East, and Northern); however, five hundred twenty-two (522) accurately filled responses were retrieved and used for the analysis. More robust structural equation modeling techniques are used to uncover accurate and reliable results. The results prove that local resources, asset mobilization, and citizen participation boost rural poverty alleviation. Also, the moderation role of government policies between asset mobilization and rural poverty alleviation is positive and significant. However, the moderation role of government policies on local resources and rural poverty alleviation nexus, and citizens' participation and rural poverty alleviation nexus are statistically insignificant.
