This paper analyzes how language is framed as a route to full inclusion, particularly for unaccompanied asylum-seeking students labelled as disabled. It is based on a qualitative study carried out in the Italian city of Rome, which, although cosmopolitan, is often characterised by nationalistic political landscapes. The manuscript reveals how institutional biases (re: race, ability, and migration) about unaccompanied forced migrant youth, often manifested in their construction as disabled and foreign by local professionals, hinder the likelihood that they successfully participate in the life of the host society. The paper also shows how the inclusion of migrant and refugee students living in foster care homes is conceptualised as a violent integration into monolingual and monocultural education settings. Drawing on Disability Critical Race Studies and Raciolinguistics, this contribution analyzes how unaccompanied forced migrant students respond to their linguistic urgency, learn power majority languages, and simultaneously devalue their home language to perform the 'good (im)migrant.' Lastly, the contribution shows how processes of racialization of disabled unaccompanied asylum-seeking and refugee students influence how western communities perceive their linguistic capacity and effort. The discussion of David Price's paper focuses on the central question Price is asking, "How do you mourn the actual death of a parent who abandoned you to a childhood in foster care at the age of 5?" Since David was abandoned by his mother at such a young age, I argue that it is not possible to mourn what he has lost, because he didn't have the opportunity to grow up with his mother. Rather the loss was sudden, traumatic and ambiguous, all at the same time. Since his mother has actually died, following the presentation and publication of his earlier paper, "Changing the Narrative; Refusing the Script," in which he bared his story for the "gaze of the world to see," David has been able to mourn what he has lost. And sadly, what he has come to recognize is that what he lost is a "self-object" connection he never had. However, with the loss of hope that comes with actual death, it has been possible to mourn the mother he lost so many years ago. This paper explores how the COVID‐19 pandemic affected care leavers in Quebec, a social group already facing obstacles to social integration. Semi‐structured qualitative interviews were conducted with 48 participants and analysed through Castel's zones of vulnerability model. Results suggest that youth who entered the pandemic with more vulnerabilities were more affected by it in all dimensions of their lives. However, results also suggest that the presence of a strong social support network protects even the most vulnerable ones from being overly afflicted, highlighting the importance of interventions that reinforce care leaver's social support network during times of crisis. While there is growing recognition of the importance of meaningful youth participation in activities and decisions which impact their lives, facilitating such engagement within different forums requires varied approaches. A programme of youth research at one Western Australian university has sought to embed pathways for ongoing youth participation in longitudinal research. In particular, we discuss Navigating Through Life, a large‐scale WA research project comprising three sub‐studies exploring young people's transitions from out of home care (OOHC) to independence. We established a youth advisory group to run alongside the project and employed peer researchers to conduct research tasks. In this paper, we seek to explicate the development and various iterations of youth participation in the project. We utilise our reflections, interview data and documentation from YAG meetings and feedback sessions with the peer researchers to illustrate the processes of transformation and flexibility required to develop and maintain youth participation in various ways across the project's life. Drawing on our findings and current literature, we highlight how funding bodies and researchers must consider the additional needs, unique and changeable life circumstances of young people to best facilitate their involvement in research. The United States Supreme Court's decision in Dobb's v. Jackson Women's Health Organization has heightened interest in the link between restrictions on abortion access and child maltreatment. Connecting decreased access to abortion to increases in child maltreatment and subsequent foster care entries presents substantive challenges related to the magnitude of any effect of abortion restrictions, methodological challenges related to limitations of existing sources of national child welfare data, and conceptual challenges related to the structure and function of child welfare systems. In this paper, we explore these substantive, methodological and conceptual challenges. Specifically, we consider both the actual impact of abortion restrictions on the occurrence of abortions and the complexities that studying the link between abortion restrictions and child maltreatment presents. We caution researchers about making causal links between abortion restrictions and either child maltreatment or foster care entries without sufficiently documenting limitations of national sources of child welfare data and accounting for multiple confounding factors. Transition-age youth with foster care involvement (TAY, ages 17–22) are at heightened risk for suicidal behavior. Despite this, mental health screenings are not standardized across child welfare (CW) systems and existing assessment tools are not designed for use with this specific population. As such, TAY are unlikely to be adequately screened for suicide risk and connected with needed services. In this paper, we sought to identify screening and assessment tools that could be effective for use with TAY in CW settings. Using PubMed and PsycINFO, we conducted a search of the current literature to identify some of the most commonly used screening and assessment tools for youth. We then narrowed our focus to those tools that met predefined inclusion criteria indicating appropriateness of use for TAY in CW settings. As a result of this process, we identified one brief screening tool (the ASQ) and four assessments (the SIQ-JR, the C-SSRS, the SHBQ, and the SPS) that demonstrated specific promise for use with TAY. The strengths and limitations of the tools are discussed in detail, as well as the ways that each could be used most effectively in CW settings. We highlight three key points intended to guide social work practice and policy: (1) systematic, routine assessment of mental health and suicide risk across CW settings is critical; (2) the protocol for assessing suicidal behavior in TAY must account for the wide variations in context and service provision; and (3) CW workers administering assessments must be thoughtfully trained on risk identification and the protocol implementation. Literature on human trafficking suggests the vulnerability to commercial sexual exploitation of children (CSEC) and child sexual abuse (CSA) changes by the prevalence of certain risk factors (e.g., runaway), trafficker-used lures (e.g., isolation), and the environmental conditions present at the time of victimization (e.g., foster care). Often, youth in foster care are at high risk for CSEC and CSA victimization associated with runaway instances. This scoping review aims to identify prevention and intervention strategies for CSEC/CSA of youth who run away from foster care. PRISMA scoping review guidelines were followed to review the literature across two search parameters (CSEC; CSA). An electronic review was conducted between August 2022 and January 2023 across four databases: PubMed, SAGE Journals Online, ScienceDirect, and Web of Science. The CSEC and CSA search parameters comprised three domains (sexual exploitation, foster care, and runaway; sexual abuse, foster care, and runaway, respectively). Literature published between 2012 and 2022 was included regardless of the methodological approach. Literature not concerning youth who run from foster care was excluded. Database searches yielded 206 publications for CSEC and 351 for CSA, reduced to 185 and 212, respectively, after removing duplicates. Seventy-one articles were identified, of which, 64 articles (28 CSEC, 36 CSA) were categorized as prevention strategies and seven (five CSEC, two CSA) as interventions. The intersection and dual victimization of CSEC and CSA of youth who run away from foster care are discussed. Mental health challenges have been recognized as one of the most prevalent issues impacting children and families within the United States. Children and families of color are disproportionately affected by this due to lack of access to preventative and ongoing supports, and programs that can help address their overall well-being. These issues are even more severe for those that are at risk or interact with the child welfare system. Social workers use various clinical modalities to assess and support them. In the recent years, child welfare agencies have turned to Evidence based programs (EBPs) as a best practice to meet the needs of children and families. The Title IV-E Prevention Services Clearinghouse, established by the Administration of Children and Families is a landmark effort to review and promote such EBP's that prevents foster care placements, including mental health programs. While the Clearinghouse has reviewed 141 programs and services, out of which 71 have been rated as promising, supported, or well-supported, there is a dearth of culturally responsive programs that have met the Clearinghouse criteria. Given the overrepresentation of African American and Native American Families in the child welfare system, and the critical role of the Clearinghouse in reviewing and promoting EBPs, this paper highlights the philosophical, administrative, cultural and logistical barriers for culturally relevant programs to be accepted into the Clearinghouse. It also provides specific recommendations on how the Clearinghouse and researchers can build EBPs that account for the intersection between mental health, social location and cultural identities of the children and families that social workers serve. Children who have been removed from their homes as a result of maltreatment and abuse and have been placed in foster care or are in the process of adoption often continue to meet their birth parents by court decision. This contact is often held under supervision. Supervised contact is intended to provide children the opportunity to maintain the parent-child relationship in a safe and neutral setting. Findings have shown that in some cases supervised contact can be harmful, undermining the children's sense of security and placement stability. It has been suggested that agencies have limited practice skills to help build constructive relationships through contact visits, and may thereby be failing to offer sufficient support for supervised contact. While the literature highlights various aspects that need to be implemented to improve visits, there is a lack of a trauma-informed approach, whereby professionals supervising visits can address the traumatic experiences that led to the circumstances of supervised visitation and respond to the difficult emotions of all those involved. This paper provides practice guidelines for professionals accompanying supervised visits using principles of Child-Parent Psychotherapy, a trauma-informed dyadic intervention model for young children. Case vignettes illustrate how professionals supervising contact might address the child's trauma history and help birth parents and foster/adoptive parents respond to the child's attachment needs following trauma, and how professionals can support birth parents and foster/adoptive parents, thereby promoting safety and improving child-parent interactions. This paper explores how pláticas can serve as a critical Chicanx/Latinx feminist methodology in geography, not only informing the research we do, but how we teach, mentor, organize and sustain ourselves in relation to our communities. Bridging Chicana/Latina feminist theory and feminist geographies literature, we provide a context for our plática, share our academic journeys, and delve into Lorena Muñoz’ path-breaking contributions spatializing queer Chicana/Latina feminisms, theorizing Latinx world-making, and advancing the subdiscipline of Latinx geographies. Given that the number of children and young people needing care keeps rising and fewer people are becoming foster carers, efforts to support carers and workers in foster caring are essential. This paper considers the experiences of carers and foster care agency workers involved in Australia's piloting of the Mockingbird Family. With a view understanding experience, data were collected via focus groups with carers and agency workers (n = 20) involved in piloting, implementation and evaluation. Deductive analysis applied the theory of experience to generate understanding of experience, as both intrinsic and extrinsic dimensions to capture strengths in the Mockingbird Family's foster caring networks. These dimensions of experience included collective passions of carers and workers; experiential change over time; collective experiences as a moving force; and experiences as transformational. Understanding of experience associated with the perceived strengths of the Mockingbird Family, including strategies to promote strong professional relationships between carers and workers, is an important element in strengthening environments of children and young people in care. What does it mean to mourn the sudden death of a mother who abandoned you at the age of 5? In this narrative paper, the writer explores the many ways in which old wounds were reopened for him, more than fifty years later, when he was faced with the actual death of his mother in the summer of 2022. To date, there is a lack of suitable assessment tools specifically for the looked after child population. Such assessments, often completed by foster carers, help to provide an overview of a child's presenting level of emotional and behavioural need, and are evidential in offering a pathway to further provision and services for young people in care. This study explores perspectives of foster carers working at one UK-based independent fostering agency, Five Rivers Child Care (FRCC). The twofold study, conducted in 2017, involved understanding foster carers' perceptions both of routine assessments and subsequent feedback procedures; activities which are mandatory to facilitate foster carers' understanding of the wellbeing needs of the young people within their care. In Study 1, an online quantitative survey established foster carers' (n = 42) experiences of assessment and intervention, over a six-month timeframe. Study 2, conducted with a subsample of carers (n = 6) used telephone interviews to provide additional qualitative insight. The findings of both studies were consistent, highlighting the need for enhanced relevance of assessments, active involvement in the assessment process, more knowledge of the process; greater support with assessments; and further opportunity to self-reflect. The paper reflects on how the findings resulted in developments within the FRCC assessment process in 2018, including adaptations and additions to its protocol, with the aims of improving outcomes for children in care services, increasing collaboration and support, and enhancing reflection and practice. These findings have allowed for assessments to be tailored or changed, with carers being far more involved and informed of the process, resulting in improved practice and enhanced learning about this population. Furthermore, this study has wider implications beyond FRCC: the extracted themes are likely to be highly pertinent and applicable across similar populations, with assessment protocols enhancing understanding about the expectations and challenges that might emerge within this population. In this paper, we apply the reproductive justice framework to discuss how gendered racism disadvantages pregnant and parenting young Black women aging out of foster care. Specifically, we highlight the reversal of Roe v Wade as reflective of the United States' long legacy of efforts to control Black women's reproduction. We then discuss the structural factors contributing to the reproductive injustices of young Black women aging out of care, including a lack of access to sexual and reproductive health education, barriers to educational attainment, and foster care-based relational and placement deficits. FosterCARE training is a behaviorally based, empirically supported program developed to provide foster parents with skills for interacting effectively with youth (aged 2–18) with trauma histories. In this paper, we suggest that the trauma-informed skills, wide age range, and focus on parent–child interactions inherent within the FosterCARE model could provide a promising foundation to serve LGBTQIA+ foster youth and their families. This article describes potential additions to the FosterCARE model and provides the rationale for the use of a FosterCARE-LGBTQIA+ module. This study compared a paper-and-pencil and a web-based (i.e. Internet) version of the Ansell–Casey Life Skills Assessment (ACLSA) for mode equivalence. Youth (n=97) completed an age-appropriate ACLSA version in both formats, administered in a repeated measures, counterbalanced design. No significant main effects between modes of administration emerged. However, higher scores were achieved on the second administration regardless of format. These findings demonstrate the equivalence of Internet and paper-and-pencil formats for all three ACLSA levels and a predictable learning effect across the first and second testings. Prior research highlights how criminalized mothers may be particularly at risk of negative judgements, but little work to date explores how criminalisation, care experience and motherhood may intersect to produce multi-faceted structural disadvantage within both systems of care and punishment. This paper attends to this knowledge gap, drawing on interviews with imprisoned women who have been in care (e.g. foster care or children's homes), care-experienced girls and young women in the community, and professionals who work with them. Key findings include: a desire to break cycles of intergenerational stigma and social care involvement; lack of support and a fear of asking for help, and the care-less approach to pregnancy and motherhood that may be faced in prison and beyond. Purpose: This paper presents a re-analysis of the National Child Abuse and Neglect Data System (NCANDS) data presented by Briggs et al. (2022). Methods: We review five components of that article: The aims, variables, analytic strategy, analysis, and conclusions. Results: We conclude that several of the NCANDS variables used are invalid at the national level, and that this is sufficient to call the research into question. We find concerning issues in analytic strategy and analysis as well, many stemming from a failure to account for the serious underreporting of services in NCANDS, and the wide variability in data quality and consistency across states. We also found what we consider to be issues with their statistical analysis. Discussion: The reanalysis presented in this article shows no pattern of disparate within Child Protective Services (CPS) outcomes by race and, therefore, no support for the Briggs et al. claim of pervasive anti-Black racism within the CPS system. The article discusses the journey of the Veterans Health Administration (VHA) towards implementing virtual care technologies to enhance healthcare access, engagement, and outcomes for veterans. The COVID-19 pandemic accelerated the adoption of virtual care, but there are still issues that need attention, such as disparities in access, patient preferences, and limited evidence on the effectiveness of virtual care. The VHA held a Virtual Care State of the Art (SOTA) conference to identify research priorities in virtual care, and the article highlights the top five priorities. There is wide ranging research that uses innovative methods to seek the views of children in out-of-home care. In the area of education, this group of children increasingly participate in research that involves various educational interventions (including book-gifting, tutoring, paired reading), that are designed to improve their educational attainment and achievements. Despite the overall growth in research evidence, there remains an absence of widely reported research on children's views of the educational interventions that they are involved in and secondly, an absence of more reflective contributions that outline the methodological opportunities and challenges involved. This paper makes a contribution to both areas by reporting both the findings of and critical reflections on the use of an innovative method, the Talking Album, to gather the views of young children, aged 7–9 years old, regarding a reading intervention they were involved in, known as the Reading Together programme. The methodological approach is outlined. Informed by the basic principles underpinning children's rights as set out in the UNCRC, key learning on the selection, introduction, and support of such methods/tools is reflected upon. This paper presents findings from a qualitative study that explored children's and families' experiences of alternative care in Thailand. The study used arts‐based methods to engage 160 children living in a range of care settings. This included government and NGO‐run residential care settings (RCS), children's villages, Buddhist temples, migrant learning centres and foster care homes. Interviews were also conducted with 20 parents/guardians who had placed their children in care. Findings show that despite the alternative care system presenting significant challenges, the participants revealed how they strived to preserve their family connections, and how they are 'doing family' in adversity. The Rohingya, a stateless Muslim minority from Myanmar, are a relatively small, yet extremely vulnerable group of refugees in the United States. Most research on Rohingya focuses on trauma in Myanmar rather than adjustment to the U.S., and almost none looks specifically at adolescents. Therefore, in this paper the data are from qualitative focus groups (n = 10) with 23 service providers to help answer the research question: In what ways did service providers discuss the trauma histories and mental health adjustment of Rohingya unaccompanied refugee minors? Results indicate that both pre-migration trauma and aspects of adjustment post-arrival are factors influencing the rocky start to life in U.S. communities. Specifically, a history of normalized violence was noted to lead to acting out behaviors and seeking of harm; and their vast experiences of loss (family, friends, and culture) were discussed in terms of survivors' guilt and prolonged mental health challenges. Themes in terms of post migration isolation in a new environment, and cultural struggles in understanding U.S. culture and the norms of foster care were also discussed. Implications include the need to destigmatize mental health services and seek alternatives, help youth overcome the survivor's guilt, and ensure both foster parents and case management staff have adequate training and tools to work with youth who have experienced extreme institutional discrimination, personal violence, and ethnic cleansing. This paper provides an overview of 'Kia Tika, Kia Pono – Honouring Truths' (Te Rōpū Arotahi 2022), an ethical framework to guide engagement with tamariki (children) and rangatahi (young people) who are care experienced (that is, who currently or at some stage in their lives have been in foster or residential care). Centring the voices and priorities of rangatahi with care experience, 'Kia Tika, Kia Pono' is intended for use by organisations and others working across the range of sectors and services that seek to engage tamariki and rangatahi who are care experienced in governance, policy making, service design, media or research. Its purpose is to ensure that these efforts are ethical, meaningful, and culturally safe. Grounded in Te Tiriti o Waitangi and participatory rights frameworks, 'Kia Tika, Kia Pono' is responsive to the cultural context of New Zealand. It is also distinctive in its centring of rangatahi with care experience as both knowledge-holders and knowledge-creators. In summarising the key elements of the 'Kia Tika, Kia Pono' framework, we also draw upon our insights from the research process regarding participatory practice with rangatahi with care experience. The article presents a commentary on the papers "A Comparison of State Support" and "Supporting Young People From Care to Adulthood." The papers discussed the vulnerability of young people leaving state care for independence in Great Britain, including lower opportunities in education, training and employment. They acknowledged the importance of support from social workers, personal advisors and previous foster carers to young people.

This paper explores the impact of kinship care upon the child, as observed through the clinical lens of child psychoanalytic psychotherapy. It acknowledges the social care and policy landscape, which retains a widely held belief that kinship care is a preferable option to foster care. In the light of this belief, the paper also draws attention to the internal and external dynamics inherent in the complexities of this arrangement as presented in the child's psychotherapy and the parallel parent work. Clinical vignettes are used to illuminate the often unconscious, painful and confusing thoughts, feelings and fantasies experienced by both the child and the kinship parent. Psychoanalytic ideas relating to Freud's 'The Uncanny' and Winnicott's paper 'Mirror-role of the mother and family in child development' are used to underpin the clinical material and reflections. The paper culminates in emphasising the need for practitioners to be attentive to these dynamics, and to provide robust support for the kinship parents, in processing their kinship experience and the intergenerational traumas it may stir up. This paper explains why more attention should be paid to promoting the postsecondary education of parents in and aging out of foster care. It reviews what is known about postsecondary educational attainment among parents in or aging out of foster care and these parents' unique challenges to pursuing postsecondary education. The paper describes the Healthy Teen Network Young Parents Logic Model as a framework to think about the needs of parents in and aging out of foster care, including needs related to postsecondary educational attainment. The paper applies the Young Parents Logic Model and highlights strategies to increase postsecondary educational attainment among young parents in the general population and youth aging out of foster care which can also benefit young parents in foster care or aging out. Using the Young Parents Logic Model as a framework, the paper presents policy and practice recommendations to increase postsecondary educational attainment among young parents in and aging out of foster care and with directions for future research. Over the past 30 years, there has been a surge of interest in understanding the experiences and outcomes of expectant and parenting foster youth. Despite the importance of understanding this unique population of foster youth, there remains a lack of research on fathers in foster care. Most studies of expectant and parenting foster youth focus on mothers in care, and studies that have examined fathers in care provide little insight compared to what we know about mothers. Furthermore, existing research on fathers in foster care is limited by underreporting, service engagement issues, lack of meaningful engagement data, and very little information on fathers' involvement with their children. There is very little published research on the experience of fatherhood in foster care or on related outcomes for fathers in care such as residency with children, father engagement with children, coparental relationship quality, or the health and well-being of their children. While there have been over 60 studies and three reviews on expectant and parenting foster youth spanning roughly 30 years, the articles have primarily focused on empirical findings relating to mothers in foster care. Information on fathers in foster care has received little attention and is restricted to empirical studies. This scoping review aims to fill this gap by examining the available information on fathers in foster care. To this end, our scoping review explores empirical findings and knowledge from practice-, legal-, and policy-related literature related to fathers in foster care from peer-reviewed journal articles, reports, dissertations, white papers, and grey literature published between 1989 and 2021. Findings from 94 sources of evidence on expectant and parenting foster youth suggest that mothers in foster care are consistently the focus of the literature. If fathers in foster care are included in the literature, findings or guidance are often provided in the aggregate (e.g., parents in care). However, when aggregated, literature still focuses on mothers in care, or female pronouns are used to describe the larger expectant or parenting foster youth population. Many of the studies excluded fathers, and the primary exclusion rationale includes a lack of identified fathers in care, unreliable child welfare data on fathers, or high attrition of fathers in parenting services. In terms of information on fathers in foster care by the source of evidence, research papers often provided quantitative descriptions of fathers, practice papers focused on rights of fathers, legal papers centered on paternity establishment or paternal rights, and policy papers largely discussed the need for improved data tracking and interventions for fathers. This paper advances the global and transnational agency approach to the study of out-of-home childcare, specifically the institutionalization of children. Based on existing studies, we highlight gaps in the current knowledge of global and transnational actors who shape child institutionalization around the world, including who these actors are, what they do and why, as well as the implications of their activities for children and families. We argue that the rise of global and transnational actors in out-of-home childcare requires systematic scholarly analysis if we are to understand the ongoing change in the global politics, policies, and practices of care. Objective: The purpose of this paper is to report on enablers and barriers during the first 2 years of the health systems integration project that included the implementation of a health navigator role. The project aims to improve health outcomes for children and young people residing in out of home care in rural Australia with a health navigator co‐located between child protection practitioners and community health services clinicians. Setting: Rural Northwest Victoria. Participants: Sunraysia Community Health Services and the Department of Health and Human Services. Design: The qualitative design of the project evaluation involved semi‐structured interviews and documentary evidence analysis. Analyses of interviews and documentary data demonstrate the challenging nature of siloed service delivery in rural Australia, particularly during a time that comprised multiple interruptions due to COVID‐19. Results: A limited synergy between organisational priorities and reporting systems hindered project progress. The lack of a shared definition of 'health' challenged the effective collaboration between health clinicians and child protection practitioners and the role of the health navigator. The health navigator raising health awareness through project involvement, training and sector‐wide stakeholder engagement resulted in a slow but steady process of increased prioritisation of health care, increased health literacy among the child protection workforce, and broadening participation of area‐based stakeholders, but did not translate to increased access to health plans for children. Conclusion: Integrating health systems across multiple sites with support of a health navigator revealed difficulties, particularly during COVID‐19. The first phase of the project demonstrated the value of shared governance and partnerships as an imperative foundation for fundamental change. Relationships strengthened throughout the project, leading to a better understanding of area‐based strengths, which in turn supports improved pathways to health care for children and young people in OOHC within rural communities and driving the subsequent phases of the 10‐year project. Global research has shown that most young people who are care experienced are not prepared to transition to independent living at 18 years of age and require support into early adulthood. We used rigorous systematic methods to identify English‐based peer reviewed and grey literature describing innovations relevant to care experienced young people as they transition into adulthood, with a focus upon lessons for their implementation and diffusion. We synthesised the evidence narratively and organise data linked to seven key areas important to the transition to adulthood: (1) Health and well‐being; (2) relationships; (3) education and training; (4) employment; (5) participation in society; (6) accommodation; (7) other. Twenty‐five papers met our inclusion criteria. This review has found that, whilst there are a broad spectrum of innovations taking place within the social care environment for care experienced young people to support their transition into adulthood, there exists limited insight into how best to support implementation and diffusion of evidence‐based innovation. We drew upon the 'Consolidated Framework for Implementation Research', developed in the setting of clinical service delivery, to highlight challenges in implementing and diffusing evidence‐based innovation for care experienced young people transitioning into adulthood. The history of the child welfare system and related institutions with American Indian children and families has been marked by numerous atrocities, including unnecessary separations, assimilation, and trauma. The Indian Child Welfare Act (ICWA) was enacted in 1978 to promote the stability and security of American Indian tribes and families. For children involved in the child welfare system, ICWA prioritizes the placement of American Indian children with family or tribal members. This paper examines placement outcomes for American Indian children using recent national data over 3 years from the Adoption and Foster Care Analysis and Reporting System. Multivariate regression analyses showed that American Indian children were significantly less likely to be placed with same-race/ethnicity caretakers than their non-American Indian counterparts. In addition, American Indian children were not more likely to be placed with relatives or have trial home placement compared to non-American Indian children. These findings suggest that ICWA is not reaching its intended objectives regarding placement goals specified in the law regarding American Indian children. These policy shortcomings have significant implications for American Indian children, families, and tribes in terms of well-being, family connection, and cultural loss. [ABSTRACT FROM AUTHOR]

This study explored the effectiveness of a multi-domain Independent Living Program (ILP) in providing services to older foster youth transitioning to adulthood in a largely white sample. The study involved analysis of 119 Independent Living (IL) plans of 97 current and former foster youth between the ages of 14 and 21. The plans focused on seven domains central to successful transition to adulthood. A checklist of goals for all seven domains of the ILP was used to determine which goals were focused on, and the former IL coordinator and staff determined if goals were achieved. This paper addressed results regarding tangible domains of education, employment, housing, and life skills. Results showed that the ILP was successful in life skills training in areas such as budgeting and homemaking skills, permanency, high school graduation, seeking employment, and use of career services. It showed weaknesses in the areas of setting long-term goals, pursuit of postsecondary education, and life skills such as driving. Future research should involve randomized control trials of ILPs or more diverse samples. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to consider some possible reasons for the relatively high rate in Wales of children looked after by local authorities. Design/methodology/approach: Selected potential explanations for Wales having higher rates were tested against aggregate data from published 2021 Government statistics. Wales was compared with England and English regions for area deprivation, local authority spending, placements at home and kinship foster care. Descriptive statistics were produced, and linear regression was used where appropriate. Findings: Wales has higher overall children looked-after rates and a bigger recent increase in these than any English region. Deprivation in Wales was higher than in most English regions. However, a smaller percentage of Welsh variation in local authority looked-after rates was explained by deprivation than was the case for England. Spending on preventative services has increased in recent years in Wales whilst decreasing in England, and there was not a clear relationship between spending on preventative services and the looked-after rate. Wales had a higher rate of care orders placed at home and more children per head of population in kinship foster care than any English region. Some of the explanations that have been suggested for Wales's particularly high looked-after rates seem to be supported by the evidence from aggregate data and others do not. Practice variation is likely to also be an important part of the picture. Originality/value: This is an original comparison of Wales, England and English regions using aggregate data. Parents of children in out-of-home care receive little support from social services. Drawing on qualitative data collected in the project 'Parent at a distance', in which social services in seven municipalities in Sweden aimed to improve support to parents whose children are placed in foster care, this paper explores social workers' discourses about parents to children in care. The analysis is based on focus group data in which a total of 52 social workers reflected on parents to children in care and how they can be supported by social services. The concept of interpretive repertoires was used to analyse how social workers in interaction construct parents and their support needs. The identified repertoires of change, acceptance, permanency, biology and non-biology may contribute to the understanding of why so few parents receive support, even though legislation stipulates that placements should be temporary. The paper concluded that discourses may shape support practices and thus it is crucial that social workers reflect on and develop their awareness about their constructions of parents and their role for children in out-of-home care. Following the increasing interest within childhood studies towards critically reconsidering fundamental categories such as 'child-actor' and 'context', this paper explores what happens when the aspects of space and time are explicitly included in an analysis of enduring relationships between children and adults in foster care. With the help of the conceptual tool-set of agential realism the paper explores the potential of an 'relational ontological' analytical framework as a methodological contribution to childhood studies and particularly foster care research. This is illustrated by working analytically with two interview excerpts from a larger study about everyday relationship practices, defined as 'kinning', between children and adults within foster care. The idea and related practices of slowness have received global attention, as these have been viewed as reactions to and critiques of this "go‐faster" world. Celebration of slowness has been especially prominent in South Korea, which experienced an accelerated transition to a post‐industrial society. In line with recent power‐sensitive studies of slowness, this paper develops a governmentality approach that examines how slowness shapes particular bodily behaviours. Drawing on recent work on rhythmanalysis and governmentalities, this study examines how slowness is enrolled and enacts the rhythmic governing of "Olle" walking – the South Korean countryside walking experience. It specifically relates the analysis to the site‐specific experience of accelerated modernisation, where the legacy of state‐led industrial development persists in the prevailing neoliberal capitalism. First, it examines the ways in which slow rhythm is involved in walking practice, deploying and reproducing a specific rhythm, body, and the mode of biopower. It then looks at several ways through which the emerging slow rhythm of Olle walking and the fast rhythm of everyday life are negotiated. There is evidence that engagement with the arts can engender transformative effects on young people's views of themselves and their futures, this can be particularly useful for children and young people in care. This paper draws on a case study of an arts-based programme delivered in Wales, UK. Field observations of the arts-based sessions were conducted, and the participant sample included young people in foster care (n = 8), foster carers (n = 7) and project facilitators (n = 3). The study employed interviews, observations, reflexive diaries, and metaphor work to explore the subjective accounts of these different stakeholders. This provided an insight into their experience of being involved with the arts-based programme, the impacts of this involvement, and what steps they felt could be taken to improve the model. The paper argues that arts and cultural engagement can be transformative in improving the confidence and social connectedness of young people in foster care, but that attention needs to be given to how programmes are delivered. The paper documents the often overlooked mundane, yet important, aspects of planning arts-based programmes, exploring the involvement of foster carers, interpersonal relationships, and the provision of refreshments. It calls for investment in developing carefully designed extracurricular opportunities for young people in care, where they can experience 'becoming more confident in being themselves'. Rarely do we hear a narrative written in the first person, written from the perspective of a child who grew up in the foster care system. This paper provides a window into the interior world of a child who experienced traumatic loss and abandonment. This child–born to emigrant Jamaican parents–grew up in the foster care system in the UK from the early 1970ʹs through the late 1980ʹs. This first-person account is written from the perspective of a child, but also from the perspective of a licensed social worker, a clinician with 26+ years of experience working with foster care youth and families. The writer is a graduate of The New School for Psychoanalytic Psychotherapy and Psychoanalysis, where he received training in Child and Adolescent Psychotherapy. This narrative is just one perspective of a personal journey, and in no way aims to speak for all children who grow up in the foster care system. Purpose: This paper aims to explore the outcomes experienced by young people leaving care in Ireland today through the theoretical lens of social capital. Design/methodology/approach: This paper presents selected qualitative data and its analysis that was gathered through a series of in-depth semi-structured interviews with three key informants (care leavers). In gathering interview data, the Biographic-Narrative Interpretive Method (BNIM) was selected, as it allowed the research participants a great deal of autonomy in recounting significant events from their own lives. Findings: In drawing upon the lived experience of these care leavers, this work will discuss how their in-care and post-care experiences shaped their exposure to and development of sources of social capital, which in turn proved to be a significant factor in shaping their in-care and post-care outcomes. Social implications: Care leavers remain systemically disadvantaged in comparison to young people who have not been in care. Research has shown that children in care and care leavers are often disadvantaged educationally and experience higher rates of homelessness, unemployment and social isolation. This paper discusses the role of "social capital", i.e. relationships that provide access to social and material resources and opportunities, in shaping care leavers exposure to and experience of these disadvantages. Originality/value: To the best of the author's knowledge, this work is the first in the Irish context to draw on the concept of social capital to explore its role in shaping the in-care and post-care experiences of care leavers in Ireland. All children have the right to an education and a voice, to be heard and to influence aspects of their lives and their education. Children and young people in foster care face unique and often challenging experiences that can make them vulnerable to having these basic rights eroded. This paper presents the findings from an in-depth study exploring the educational experiences and self-determined educational successes of young people who spent time in foster care in New Zealand. Findings from semi-structured interviews with seven young people reflected broad and holistic experiences of educational success. Relationships with teachers, foster caregivers and friends were key supports to success, along with having a voice, influence over decisions and having an advocate. Young people demonstrated marked resilience throughout the challenges they faced, which was both supportive to success, and a success in itself. Given the unique life experiences of children and young people in foster care, there is an imperative to create space for their voices to determine and define what educational success means. They need their rights to share these perspectives to enhance their own educational experiences, and to influence both the policy and practice agendas around foster care and education. Various models of specialized foster care have been developed, but research on them is limited. This longitudinal, exploratory study analysed data on adaptive functioning, emotional and social problems and self‐concept in a specialized foster care service in Sweden. The focus of the study was on the development of the children and young people in placement. The Adaptive Behaviour Assessment System (ABAS‐II) was used to measure adaptive functioning, and the Beck Youth Inventories of Emotional and Social Impairment (BYI) was used to measure self‐rated emotional and social problems and self‐concept. Self‐ratings showed significant improvements in disruptive behaviour, anger, anxiety and depression. Adaptive functioning as rated by foster parents improved but not enough to catch up with the non‐clinical norm group. The average adaptive functioning among the participants at baseline was considerably below the Swedish norm group. Similar to the results of a previous study of the same treatment model, children and young people rated improvement while their foster parents did not do so to the same extent. Family courts have been criticized for failing their core mission of rehabilitating families. Structural inequalities embedded in the family court system, combined with the role of adversarial judges and resource constraints, have contributed to the creation of a problematic environment for parents and families. In this paper, we examine the strategies that legal teams (attorneys, legal social workers and parent advocates) employ to serve child welfare‐involved parents in navigating this complex system. Interviews were conducted with 32 participants employed by public defender organizations in a large Northeastern city. We called on thematic analysis to identify three distinct themes: (1) Keeping the Lines of Communication Open (the importance of regular communication between parents and attorneys); (2) Strategic Use of Parent Voice (the intentionality behind when and how parents should speak directly to the judge); and (3) Parents as Chameleons (the grooming of parents to meet certain judicial ideals of parenthood). We identified several strategies to empower child welfare involved parents as they pursue legal permanency for their children: (a) ameliorating communication barriers between parents and their legal team members; (b) preparing parents to amplify their voices in the courtroom; and (c) using more general language to co‐manage parental appearance and presentation. This paper, a collaborative effort, describes the work of A Home Within (AHW), a volunteer community-based organization providing pro-bono long term psychotherapy to current and former foster youth. We provide a brief description of the treatment model, present a report of treatment conducted by an AHW volunteer, and discuss further reflections on the societal context of our psychoanalytically-informed work. In-depth psychotherapeutic process from the treatment of a young girl in a pre-adoptive foster placement elucidates the psychotherapeutic possibilities when a psychoanalytic treatment model is accessible to current and former foster youth, usually deprived of this form of treatment due to overburdened, underfunded community mental health systems in the U.S. Open-ended psychotherapy afforded this traumatized child an unusual opportunity to work through past relational traumas in order to form new and more secure attachment relationships. This paper highlights findings from the first phase of an ongoing qualitative Youth Participatory Acton Research (YPAR) study with a group of students with foster care experience at a large public university in the Northeastern United States. The first phase of data collection consisted of a focus group designed and carried out by co-researchers, amongst themselves. Data was analyzed in two ways, by a faculty member and doctoral student, using thematic content analysis, and through a collaborative analytic process with student co-researchers using an adapted version of Carol Gilligan's, "Listening Guide" in which co-researchers created, analyzed and performed "I Poems" from the focus group transcript. Findings from each data analytic process were compared and contrasted; discrepancies amongst themes from each analytic process led to the merging and creation of new modified themes. Findings illuminate the barriers and facilitators to completion of high school, and applying to college for this cohort of students, as well as barriers and facilitators to retention once in college. Additionally, recommendations are made for university professionals to become more affirming of scholars connected to foster care systems. This study is unique in that it is the first known study to engage with college students with foster care experience in a participatory research process that centers their voices, concerns and priorities in both research design and data. This paper examines out-of-home placements from the perspective of children who have been exposed to domestic violence and have experienced child protection system interventions. Drawing on focus group discussions with children placed in residential care, family foster care and children crisis shelters, the paper analyses the ways in which the inclusion of children's opinions in child protection decision-making is facilitated or limited. The analysis shows that the children valued being consulted and welcomed any opportunities to work together with child protective service professionals in defining their placements. Based on the findings of this study, the experiences of the children in this study demonstrate that involving children in decision-making about their placements is generally to be encouraged. In 2017, the Israeli Government started implementing the “Savings for Every Child” program which is instituted by Israel’s National Insurance law. Under the program, the state invests 50 NIS each month in a designated savings plan on behalf of each child whose parents are entitled to a child support stipend from the government. In addition, parents have an option to “match” the state’s investment, by contributing another 50 NIS a month out of the child support stipends they receive. This position paper raises several concerns with respect to the implications of the program on children who lack familial support due to situations that include failure to care for them by their parents, life outside of the home, as well as foster care placements. The paper acknowledges that the number of children who lack familial supports is hard to estimate but notes that in 2019 alone, 405,923 children were known by Child Welfare authorities, and that 12,439 children were residing in out of home placements. The article identifies two deficiencies in the “Savings for Every Child” policy with respect to children without familial support: 1) their parents are not likely to make matching contribution in their designated saving plans, resulting in significant differences in the funds that will be available to them as adults vis a vis children whose parents did make the matching contributions; and 2) the current law does not allow 18 year-olds to withdraw the monies without parental consent – greatly undermining those without familial supports who are in dire need of these funds and are unlikely to receive parental consent. The position paper argues that these aspects of the policy are inconsistent with its goals to promote equality and to close gaps among children – as they put children without familial supports in a great disadvantage. The paper makes four policy recommendations to address these issues: 1) develop mechanisms to identify children without familial support; 2) have the state make matching contribution on their behalf in lieu of their parents; 3) cancel the policy that requires parental approval for withdrawal of the monies at age 18; and 4) develop programs that will educate at-risk children about financial planning. Children living in out‐of‐home care are at greater risk of poor educational outcomes compared to other children. To address their educational needs, several programs have been developed. Within a qualitative paradigm, this study explored the experiences of students about their involvement in TEACHaR (Transforming Educational Achievement for Children at Risk), a specialized education programme. Eight students (aged 13 to 18 years) from the programme participated in individual, semi‐structured interviews. Responses were analysed using Interpretive Phenomenological Analysis. Participants indicated that the programme provided individualized and flexible academic support, reduced their shame and embarrassment and provided them with more than academic support. They highlighted the importance of the student–educator relationship, and the need for encouragement and motivation to pursue their educational goals. Finally, findings report on how COVID‐19 impacts on student experiences of the programme. Every year many children enter the alternative care system due to the unsuitable circumstances in the care of their biological parents, leading to their statutory removal and placement in alternative care, including temporary safe care, foster care or child- and youth care centres. For a child, this is a significant life transition which is characterized by experiences of trauma, loss and grief. These children need therapeutic services (intervention) in order to address these experiences. Literature covers non-death experiences and bereavement intervention of children in different contexts, but only to a limited degree in terms of children in alternative care. This paper reviews past and current literature on what is known about non-death bereavement for children in alternative care by focusing on intervention approaches to address such loss. The study is a rapid review with qualitative data analysis. A total of 14 documents are reviewed. The review indicates that a standard intervention model to address loss and grief as experienced by children in the alternative care system has not yet been established. Although various treatment approaches, activities and models have been suggested, there is no indication of an empirically tested standardized intervention model in the present review. As scholars and practitioners, we need to invest more in understanding what makes a successful foster care placement for children from Central America who are unaccompanied immigrants. In this paper, we draw on the experiences of service providers (n = 79) to share lessons learned working with unaccompanied immigrant children from Central America served through the Office of Refugee Resettlement's Long Term-Foster Care Program. Our results indicate that culturally responsive service delivery includes: supportive and lasting relationships with foster parents, a welcoming home environment, cultural orientation, cultivating independence, bilingual/bicultural staff, and safety protocols.
