A case study describes the impact on a collection of the extreme floods in eastern Australia in February 2022, and the salvaging of the Lismore Regional Art Gallery art collection. Despite predetermined protocols and preparedness efforts, the gallery suffered unprecedented flooding, requiring coordinated solutions to support emergency recovery. The project included relocating and stabilising around 1400 artworks, divided between the permanent collection and temporary exhibitions. Coordinated collaboration with stakeholders was needed to determine which artworks were salvageable; initial assessments indicated 60%. However, after further assessment this was reduced to 40% of all artworks able to be returned to a condition suitable for storage and display. The paper focuses on the assessment criteria used to prioritise artworks for salvage and conservation: insurance value, condition post-flooding, the views of living artists on display of treated works, and sentimental and community importance. Background: Iran is a disaster-prone country, which in recent years has been affected by heavy rainfall and consequent flooding. In March 26, 2019, heavy rainfall in northern parts of Iran resulted in flooding. The situation became more critical when central and western provinces were affected, finally causing significant damages in 25 provinces. The most affected areas were Golestan, and Khuzestan provinces with significant damages to their infrastructure, killing 76 people. Materials and Methods: This qualitative study aims to describe the findings and results of field visits in flood-hit provinces of Lorestan, Khuzestan and Golestan. All interviews were held with experts in late April 2019. Results: Golestan province was in recovery phase and Lorestan and Khuzestan provinces were in response phase. Due to the acute conditions of these two mentioned areas, it was not possible to visit all areas. In Lorestan Province Treatment and Emergency Situations; In Golestan Province Health Status and in Khuzestan Province Pre-hospital Care and Rescue Support were visited and evaluated. The field visited results indicate the presence of government forces and people in the field and provide comprehensive assistance to the flood-affected areas. Conclusion: There are numerous hazards each year, but few documented lessons are available for researchers. Due to the importance of applying lessons for community development it is imperative that special attention be paid to the discussion of emergency and disaster research and the presence of specialized researchers to record lessons learned. Although organizations make significant efforts during disasters, the specialized research force for recording these achievements in disasters remains neglected. With the aim of developing a new easy-to-use method for rescuing flood-damaged paper, the effect of saltwater on the inhibition of fungal growth on paper was investigated. This procedure could be used instead of, or assisted by freeze drying. Cellulose-digesting Trichoderma reesei, three types of fungi representative of fungi growing on paper (T. reesei, Aspergillus terreus, and Aureobasidium pullulans) and various naturally airborne fungi were cultured on cellulosic materials in liquid media containing artificial seawater with different salt concentrations. The addition of salts successfully inhibited the growth of T reesei on microcrystalline cellulose at the concentration of 3.2% (m/m) or higher. The critical salt concentration, 3.2%, is within the general range of salt content in seawater. Other solutions of salts similar to sodium chloride also inhibited fungal growth. Although the observed growth-inhibiting effect was attributed to the high osmotic pressure of the salt solution, physiological effects depending on ion species used were also considered to be possible. The growth of all three types of fungi on copy paper was inhibited effectively when the salt concentration was increased. The growth of various fungi on pure cellulose, with enough oxygen supplied to pores, was completely inhibited (as assessed by visual examination) for 24 days at salt concentrations of 3.5% (m/m) or greater. The fact that the effect of saltwater on cellulosic materials was observed even under optimum medium conditions implies that fungi would be considerably inhibited on flood-damaged paper immersed in saltwater. This paper investigates changes in political participation following a disaster. Drawing on the electoral results and flood declarations after the 2010 flood in Slovakia, a dataset was constructed that illustrates when and how often each municipality was affected by disastrous conditions before the elections. The analysis revealed that experiencing a flood significantly increased the level of political participation in a municipality. However, the effect of flooding on elections is conditional. First, significantly higher turnout occurs only when a flood affects the municipality on election day. Second, repeated flooding before the elections does not change the overall participation rate. In contrast, it is the one‐time, continuous extreme weather event that most mobilises voters. Third, only severely affected municipalities demonstrated a significant turnout effect. Lastly, the timing variable is crucial in determining the impact of repetition and severity. This paper distinguishes between different kinds of flood events that can influence disaster behaviour. Frequent flooding seriously affects people's safety and economic construction, and assessing the inundation probability can help to strengthen the capacity of emergency management of floods. There are currently two general means of flood sensing: physical and social. Remote sensing data feature high reliability but are often unavailable in disasters caused by persistent heavy rainfall. Social media is characterized by high timeliness and a large data volume but has high redundancy and low reliability. The existing studies have primarily relied on physical sensing data and have not fully exploited the potential of social media data. This paper combines traditional physical sensing data with social media and proposes an integrated physical and social sensing (IPS) method to estimate the probability distribution of flood inundation. Taking the "7·20" Henan rainstorm in 2021 and the study area of Xinxiang, China, as a case study, more than 60,000 messages and 1900 images about this occurrence were acquired from the Weibo platform. Taking filtered water depth points with their geographic location and water depth information as the main input, the inverse distance attenuation function was used to calculate the inundation potential layer of the whole image. Then, the Gaussian kernel was used to weight the physical sensing data based on each water depth point, and finally, the submergence probability layer of the whole image was enhanced. In the validation of the results using radar and social media points, accuracies of 88.77% and 75% were obtained by setting up a threshold classification, demonstrating the effectiveness and usefulness of the method. The significance of this study lies in obtaining discrete social media flood points and achieving space-continuous flood inundation probability mapping, providing decision-making support for urban flood diagnosis and mitigation. The significant rainfall in October 2018 in northern Iran caused devastating flooding that caused considerable economic losses and claimed at least nine lives. Following the flooding, several bridges have suffered different levels of damage. Immediately after the event, the authors conducted a field investigation to study the performance of RC bridges during the flood. This paper presents the failure modes of flood-affected bridges and provides reasons for every failure case. The results revealed that scour around foundations, pier tilting, flexural failure of piers, and superstructure unseating were the most significant failure modes observed. Pile-supported bridges performed notably better than those with shallow foundations. In addition, observations have revealed that structural integrity plays a crucial role in the general stability of bridges during flooding. Pier ductility is another significant parameter that affects the performance of bridges during flood events. Finally, fragility curves were developed based on the empirical data set provided from the post-flood status of the bridges in the affected region. The river flow velocity (Vs), maximum flow discharge (Qp), and Qp normalized to the 10-year average river discharge (Qm) were considered intensity measures of the fragility analysis. The nonlinear interactions between river discharge, astronomical tidal wave, and local geomorphology during storm passage or water release from upstream dams can produce severe floods in the Río Negro lower basin (Argentina). For this reason, this paper aims to detect and study nonlinear processes in this area. The watercourse hydrodynamics was described using hourly water level data from three limnigraphs during 2003 – 2021 and flow time series. The tide gauge dataset was employed to describe the influence of tidal cycles on the hydrological regimen. Nonlinear processes' impact on the astronomical tidal cycle and river discharge was analyzed using Harmonic Analysis, and Fourier higher-order spectra, also it was complemented with the selection of two study cases. Harmonic Analysis results showed that the tidal wave entry upstream of the Río Negro modulates its hydrological regime, presenting the water column semidiurnal variations. Also, high-order spectral analysis detected nonlinear interactions in the signal in storm conditions with an energetic redistribution among the linear tidal constituents toward shallow water harmonics. Additionally, nonlinear interactions provoked a delay in the tidal ebb phase with a consequential extension of flooding duration time. Introduction: Future floods are expected to increase in frequency and intensity. Communities must arm themselves with information and skills to overcome these disasters and limit their impact. Moreover, the Coronavirus-19 infection doubled as the transmission was thought to occur when evacuation facilities were overrun and crowded. Despite government and agency assistance, the aftermath of a flood disaster leaves victims susceptible to the impacts. Resilience is essential when battling flooding or a pandemic. Thus, this study aims to determine the community disaster resilience score and its associated factors in Selangor flood-prone communities during the COVID-19 Pandemic. Methods: A cross-sectional quantitative survey will be conducted with a sample size of 574 residents living in flood-prone areas. A validated self-administered questionnaire will be distributed in liaison with community leaders using paper and online. The questionnaire includes respondents' demographic, flood disaster preparedness, general disaster preparedness belief, and community disaster resilience. The associations and predictors between the independent and dependent variables will be examined using bivariate analysis and multiple linear regression with a < 0.05 significance level. Discussion: Insights from this research will help communities better prepare for and recover from disasters. A more robust resilience approach requires focusing on predictors and recruiting those factors to assist health authorities in promoting flood disaster preparedness and resilience practices in the community. Karst areas are characterized by extreme heterogeneity and variability of geologic, morphologic, hydrogeologic, hydrologic, hydraulic, ecologic and other parameters in space and time. Therefore, the occurrence of floods under such condition manifests in different forms, intensities, and durations. Heavy precipitation in karst areas leads to a considerable increase in groundwater levels and the activation of temporary springs. Karst fields that have not been properly meliorated are particularly vulnerable to such phenomena and, can remain flooded for several weeks. In Dalmatia, in the southern Croatian region, there are 12 karst poljes with an area larger than 1000 ha, including Dicmanjsko-Bisko polje (1700 ha). Our study presents a conceptual model of the interaction of underground and surface water in the Dicmanjsko-Bisko polje, as well as the process of flooding. The input data were geological mapping and measured precipitation. The paper describes the December 2021 flood in detail. The average 11-day precipitation recorded in the field catchment area was 292 mm, which led to the flooding of 230 ha (approximately 14% of the field area). The main cause of the flooding in the western part of the field was a large amount of surface runoff, resulting in insufficient capacity of the existing drainage channels. In the eastern lowest part of the field, flooding was even more intense due to the insufficient capacity of the sinkhole. The flood caused damage to agricultural lands, infrastructure, and economic facilities. The paper proposes flood mitigation measures. This paper presents the results of the research on radar rainfall estimate errors with the support vector regression (SVR) method using the observed rain gauge data. The paper depicts the methodological base of the algorithm that covers additive and multiplicative corrections and the practical implementations considering the locations of gauge measurements. The preliminary results show that the SVR has a location-oriented performance. The multiplicative and additive correction factors show decreasing and unstable trends respectively, as the distance from the radar location increase. Volunteered geographic information (VGI) plays an increasingly crucial role in flash floods. However, topic classification and spatiotemporal analysis are complicated by the various expressions and lengths of social media textual data. This paper conducted applicability analysis on bidirectional encoder representation from transformers (BERT) and four traditional methods, TextRank, term frequency–inverse document frequency (TF-IDF), maximal marginal relevance (MMR), and linear discriminant analysis (LDA), and the results show that for user type, BERT performs best on the Government Affairs Microblog, whereas LDA-BERT performs best on the We Media Microblog. As for text length, TF-IDF-BERT works better for texts with a length of <70 and length >140 words, and LDA-BERT performs best with a text length of 70–140 words. For the spatiotemporal evolution pattern, the study suggests that in a Henan rainstorm, the textual topics follow the general pattern of "situation-tips-rescue". Moreover, this paper detected the hotspot of "Metro Line 5" related to a Henan rainstorm and discovered that the topical focus of the Henan rainstorm spatially shifts from Zhengzhou, first to Xinxiang, and then to Hebi, showing a remarkable tendency from south to north, which was the same as the report issued by the authorities. X-band radar observations with a transmitting frequency of 9.4 GHz were conducted for over 10 h at the mouth of Tenryu River, Japan, to estimate surface velocity distributions during floods in 2010 and 2020 and analyse changes in the flow field caused by dredging in 2014. X-band radar is an imaging radar that can collect backscatter of floating objects flowing downstream with the flood flow every 2 s. The observation area extends approximately 1000 m × 1000 m. Particle image velocimetry is applied to the image sequences to guess the surface flow pattern. Flow direction in the main river channel changed smoothly, while surface flow speeds ranged from 1 to 3 m s–1 depending on the discharge. Water levels were computed using the estimated surface flow velocities, river cross-section from survey data, and observed discharge for indirect validation: it agreed within an error of 0.3 m with the observed water level. One of the main problems faced by authorities when delimiting flood areas is derived from the fact that hydraulic-hydrological models and their flood maps do not accurately correspond to the actual extent of the floods and hazards, often underestimating them. In order to assess this hypothesis, this paper analyses the recent flood in Campanillas (Málaga, Spain). The study compares the differences between the official flood maps and the real flood. The results of this study clearly confirm the aforementioned underestimation. Beyond a simple comparison, a series of potential causes of this underestimation are proposed. Some of them are related to the hydraulic-hydrological model used to create the official maps (e.g., it represents a closed area, it omits indirect anthropogenic activities, it omits flood flux alterations caused by roads, bridges, etc.). Additionally, other causes are related to the characteristics of the flood hazard in Mediterranean areas (e.g., simultaneous and synergic associated hazards and the omission of rhexistasy in Mediterranean areas when modelling water infrastructures). To conclude, based on the causes of the highlighted inaccuracy of the official maps, several measures aimed at improving the forecasts in flood areas in these official maps are proposed. Culverts are used to allow runoff to pass through roads, railways, and embankments. Accumulation of debris during flood events reduces the culvert flow capacity and hence flow overtopping results in culvert failure both hydraulically and structurally. This paper presents the results of an experimental study of temporal variations of blockage upstream of culverts due to woody debris under unsteady flow conditions. To simulate flood conditions, a synthetic flow hydrograph was produced in the laboratory. Cylindrical wooden dowels with two different diameters were used to simulate the woody debris carrying during flood events. Two culvert shapes including box and circular pipe culverts are examined here. The results showed that the maximum percentage of blockage occurs during the falling limb of the hydrograph. Although the feeding rate of smaller diameter woody debris into the flow is of considerable importance in the culvert blockage, the blockage percentage is not influenced by the feeding rate of large woody debris. It was also found that the pipe culvert is more susceptible to blockage than the box-shaped culvert. Flooding in 2021 has highlighted the increased risk to national resilience. This is against a backdrop of the UK climate projected to become more extreme over the next few decades. This paper considers the notable river and surface water flood events within England and Wales during 2021 and examines the performance of the Flood Forecasting Centre in highlighting the flood risk to our customers. We reflect on team debriefs as well as feedback and surveys from our customers. We distil our learnings and make connections with improvements in our underpinning science, forecasting tools, products and services. This paper presents an operational approach for detecting floods and establishing flood extent using Sentinel-1 radar imagery with Google Earth Engine. The methodology relies on change detection, comparing pre-event and post-event images. The change-detection method is based on the normalised difference ratio. Additionally, the HAND model is employed to delineate zones for processing only in flood-prone areas. The approach was tested and calibrated at a small scale to optimise parameters. In these calibration tests, an accuracy of 85% is achieved. The approach was then applied to the whole of the island of Madagascar after Cyclone Batsirai in 2022. The proposed method is enabled by the computing power and data availability of Google Earth Engine and Google Colab. The results show satisfactory accuracy in delineating flooded areas. The advantages of this approach are its rapidity, online availability and ability to detect floods over a wide area. The approach relying on Google Tools thus offers an effective solution for generating a large-scale synoptic picture to inform hazard management decision making. However, one of the method's drawbacks is that it depends to a large extent on frequent radar imagery being available at the time of flood events and on free access to the platform. Floods are one of the most frequent, dangerous natural disasters globally. During the period from 1990 to 2020, more than 50% of the world's recorded disasters were related to floods. This problem stems largely from the inadequate planning and economic circumstances of human settlements in flood-prone plains. Geospatial modelling can be a powerful tool for large-scale flood modelling. The hydrological and hydraulic models theory, GIS-based multi-criteria evaluation techniques, and machine learning algorithms for flood simulation are presented. The most used techniques and methodologies for the geospatial simulation of floods in the last decade are presented. This paper also shows the input data requirements and the algorithms used for each geospatial technique and a description of the tools and some relevant examples of geospatial flood studies are given. A comprehensive assessment of the characteristics of the flood models is presented based on its modelling approach, either for flood susceptibility, hazard, vulnerability, or risk. Several researchers have explored how landscape planning and design can effectively mitigate floods and leverage flood benefits in flooded land. However, these landscape planning opportunities are rarely used and rarely discussed in research areas. Generally, the people who live in flood-prone areas are economically dependent on this land. Hence, they come back repeatedly after every flood for their livelihood. For instance, Bangladesh, which suffers from floods due to its geographical location and topographical characteristics, has yet to learn about the opportunities available for landscape planning & design. In this research, Shahzadpur Upazila situated near the Jamuna River is considered a case, is the most vulnerable and flood-prone area in Sirajganj. Every year around 20000 people are suffering more or less in Shahzadpur. Many of them are obliged to do temporary migration and start from nothing all over again. Government management response commonly involves riverbank erosion treatment and non-government organization (NGO) funding only for installing tube wells and toilets. Moreover, the importance of bringing back resiliency in those lands is diverting backward due to a lack of knowledge and attention. Due to many challenges, the research focuses on only landscape planning & design before architecture. This paper presents a strategic framework that will discuss the challenges that need to be overcome and the opportunities to address each. The following three landscape planning strategies are discussed to reduce flood damage: raising the land, creating wetlands, and using agriculture as a buffer. Along with this, a mixed-method approach will shortlist the opportunities according to the villager's needs in terms of implementation. The subject of the research paper is the use of remote sensing in monitoring and analyzing the impact of climate change on the occurrence of extreme precipitation, and the causeand-effect occurrence of floods in the area of the Sana River Basin in Bosnia and Herzegovina. The goal is to process the "product" of remote sensing to identify the time intervals of occurrence of extreme precipitation, to assess their impact on water levels, and to map potential floods in space. Spatial identification of zones that are at risk of flooding is an integral part of the aforementioned goal. Precipitation monitoring was performed by processing Climate Hazards Group InfraRed Precipitation with Station Data through the Google Earth Engine platform. The observed 30-year period (1992-2022) was compared with the average precipitation for 2017, 2018 and 2019. The impact of extreme precipitation on the water level of the Sana River was analyzed. Flooding periods have been identified: February and December 2017, March 2018 and May 2019. Mapping of flooded areas was carried out by pre-processing and post-processing of Sentinel-1 radar satellite images. The total flooded area is: 710.38 ha (February 2017), 496.79 ha (December 2017), 417.86 ha (March 2018) and 422.42 ha (May 2019). Based on the identified flooded areas, a flood risk map was created on the main course of the Sana River. The research contributes to a better understanding of the changes that occur in the area under the influence of climate change, and the data presented are important for numerous practical issues in the field of water resource management and flood protection. Populations are increasingly exposed to natural hazards due to expanding development and climate change. This exposure is exacerbated by sociodemographic and socioeconomic factors limiting resources for disaster mitigation and recovery. Federal disaster assistance is crucial for communities in the wake of catastrophic events by supplementing local resources. However, recent research suggests that federal disaster assistance may exacerbate existing inequality across social groups. The most pervasive and costliest disaster in the United States is flooding. The federal government maintains multiple programs supporting flood mitigation and recovery, yet a comprehensive understanding of how these programs may foster inequitable outcomes is lacking. This paper uses a systematic review of federal flood policy literature over the last decade to fill this gap and identify patterns that may contribute to inequitable outcomes. Results suggest that despite over 100 flood-related disasters occurring over the past decade, the effectiveness of flood policies across social groups is relatively unstudied. And when studied, federal policies themselves do not explicitly lead to inequitable outcomes. Instead, we conclude that policies prioritize equality over equity and do not overcome systematic oppressive and racist decision-making. A ‘roadmap’ for the future of UK flood hydrology over the next 25 years has been published, based on a wide-ranging and inclusive co-creation process involving more than 270 individuals and 50 organisations from different sectors and disciplines. This paper highlights key features of the roadmap and its development as a community-owned initiative. The roadmap’s relationship with hydrological research and practice is discussed, as is its context within the wider flood risk management innovation landscape, including funding. The original plotting position concept was suggested more than a century ago. Since then, many alternative plotting position approaches have been developed. Despite a general lack of agreement around which plotting position is theoretically 'correct' and the 'best' to use, all plotting positions fail to adequately address outliers and data of similar magnitude. Hydrologists generally fail to acknowledge that the plotting position primarily offers an informative display of data, against which distributions can be compared, rather than an absolute measure of probability. This paper does not intend to challenge any of the many lengthy theoretical mathematical arguments, utilised to 'prove' why one plotting position is superior to the others. These theoretical arguments may very well be valid for a 'population' of flood peaks -- the reality, however, is that hydrologists are confronted with the challenge of analysing very limited 'samples' of the population. Consequently, the plotting position issue demands a more pragmatic approach, rather than a purely theoretical approach. This paper illustrates various problems with existing plotting position techniques in use and offers an alternative approach and a more sensible plotting position technique, using Z-scores and referred to as the Z-set PP, against which distributions can be checked. The study further illustrates how effectively the Z-set PP deals with outliers and its robustness with various record lengths. Despite a general lack of agreement around which plotting position is theoretically ‘correct’ and the ‘best’ to use, all plotting positions fail to adequately address outliers and data of similar magnitude. Hydrologists generally fail to acknowledge that the plotting position primarily offers an informative display of data, against which distributions can be compared, rather than an absolute measure of probability. This paper does not intend to challenge any of the many lengthy theoretical mathematical arguments, utilised to ‘prove’ why one plotting position is superior to the others. These theoretical arguments may very well be valid for a ‘population’ of flood peaks – the reality, however, is that hydrologists are confronted with the challenge of analysing very limited ‘samples’ of the population. Consequently, the plotting position issue demands a more pragmatic approach, rather than a purely theoretical approach. This paper illustrates various problems with existing plotting position techniques in use and offers an alternative approach and a more sensible plotting position technique, using Z-scores and referred to as the Z-set PP, against which distributions can be checked. The study further illustrates how effectively the Z-set PP deals with outliers and its robustness with various record lengths. The flood of the Senegal River is a resource for the populations of the Senegal valley, who practise agriculture, fishing and livestock farming in the annually flooded areas. The objective of this paper is to investigate the hydrological evolution of the Senegal River flood since the drought of the 1970s and the construction and management of the Manantali Dam. To this purpose, the paper analyses the evolution of several parameters of the flood hydrograph and defines the factors that determine the intensity of the flood. Also, a follow-up of the flooded areas in the valley is carried out using remote sensing. The results show that the flood hydrograph has been similar since the 1970s drought, due to the reduction in contributions from the Bafing after the construction of the Manantali Dam. The agriculture sector is highly vulnerable to natural disasters and climate change, leading to severe impacts on food security, economic stability, and rural livelihoods. The use of geospatial information and technology has been recognized as a valuable tool to help farmers reduce the adverse impacts of natural disasters on agriculture. Remote sensing and GIS are gaining traction as ways to improve agricultural disaster response due to recent advancements in spatial resolution, accessibility, and affordability. This paper presents a comprehensive overview of the FAIR agricultural disaster services. It holistically introduces the current status, case studies, technologies, and challenges, and it provides a big picture of exploring geospatial applications for agricultural disaster "from farm to space". The review begins with an overview of the governments and organizations worldwide. We present the major international and national initiatives relevant to the agricultural disaster context. The second part of this review illustrates recent research on remote sensing-based agricultural disaster monitoring, with a special focus on drought and flood events. Traditional, integrative, and machine learning-based methods are highlighted in this section. We then examine the role of spatial data infrastructure and research on agricultural disaster services and systems. The generic lifecycle of agricultural disasters is briefly introduced. Eventually, we discuss the grand challenges and emerging opportunities that range from analysis-ready data to decision-ready services, providing guidance on the foreseeable future. This paper presents a new data fusion multiscale observation product (MOP) for flood emergencies. The MOP was created by integrating multiple sources of contributed open-source data with traditional spaceborne remote sensing imagery in order to provide a sequence of high spatial and temporal resolution flood inundation maps. The study focuses on the 2015 Memorial Day floods that caused up to USD 61 million dollars of damage. The Hydraulic Engineering Center River Analysis System (HEC-RAS) model was used to simulate water surfaces for the northern part of the Trinity River in Dallas, using reservoir surcharge releases and topographic data provided by the U.S. Army Corps of Engineers. A measure of fit assessment is performed on the MOP flood maps with the HEC-RAS simulated flood inundation output to quantify spatial differences. Estimating possible flood inundation using individual datasets that vary spatially and temporally allow to gain an understanding of how much each observational dataset contributes to the overall water estimation. Results show that water surfaces estimated by MOP are comparable with the simulated output for the duration of the flood event. Flood hazards resulting from short-term severe precipitation have caused serious social and economic losses and have posed extraordinary threats to the safety of lives and property. Vulnerability, which reflects the degree of the adverse impact of flooding on a city, the sensitivity of the environment, and the extent to which rescues are possible during flooding, is one of the significant factors of the disaster risk assessment. Because of this, this paper proposes an Environmental Vulnerability Analysis Model (EVAM), based on comprehensively evaluating multi-source remote sensing data. The EVAM includes a two-stage, short-term flood vulnerability assessment. In the first stage, the flood's areal extension and land-use classification are extracted, based on the U-NET++ network, using multi-source satellite remote sensing images. The results from the first stage are used in the second stage of vulnerability assessment. In the second stage, combining multi-source data with associated feature extraction results establishes the Exposure–Sensitivity–Adaptive capacity framework. The short-term flood vulnerability index is leveraged through the analytic hierarchy process (AHP) and the entropy method is calculated for an environmental vulnerability evaluation. This novel proposed framework for short-term flood vulnerability evaluation is demonstrated for the Henan Province. The experimental results show that the proportion of vulnerable cities in the Henan Province ranging from high to low is 22.22%, 22.22%, 38.89%, and 16.67%, respectively. The relevant conclusions can provide a scientific basis for regional flood control and risk management as well as corresponding data support for post-disaster reconstruction in disaster regions. Planning of guide lines of river regulation is an important evidence for river conservation and regulation as well as water front function maintenance and management. Studying the flood control guide lines of river regulation is of great significance to protect river ecosystem and settle water rights scientifically and rationally. In this paper, thelayout principles of guide lines of river regulation in Qingzhang River were examined and proved. Several guide lines of river regulation width control parameters such as flow per unit width, flow velocity and water level rising value were proposed. Taking the Qingzhang River as an example for further research, the layout principle of the flood control guide lines of river regulation was refined, and the specific control parameters of the flood control guide lines of river regulation were put forward based on the analysis and calculation of the hydrological data of the Qingzhang River, and the application analysis of the results was carried out. The results show that the proposed layout principles and control parameters of flood control guide lines of river regulation are suitable for Qingzhang River, and the flood control guide lines laid out of river regulation in this way are reasonable. KI/ML‐based Analysis and Interpretation of the IABSE‐Bridge Collapse Database Statistical analyses of bridge collapse data show that concrete bridges collapse significantly less frequently than bridges made of steel or wood. Since the main causes of bridge collapses worldwide are floods and associated fluvial processes, such as scouring, debris flows, etc. and impacts, it is reasonable to assume that the high dead load of concrete bridges leads to an overall more robust behavior in these events. This paper will examine whether the IABSE collapse database confirms this hypothesis and whether indications of further causes can be identified. For this purpose, the IABSE collapse database is examined using artificial intelligence and machine learning (AI/ML) methods. However, the AI/ML analysis does not confirm the previous thesis. The reasons for the rejection of the thesis, such as the representativeness of the data, are also discussed. An extension of the database for events with large numbers of collapses is recommended. Floods are the most common natural disasters in the world. Currently Pakistan is in an acute emergency situation due to the recent flood that occurred as a result of the monsoon rains in July–August 2022. Unfortunately, the country was already under an economic crisis and was just recovering from the COVID pandemic when this devastating calamity struck. Almost one-third of the country's land was affected, with millions of houses damaged and property lost. As the victims are displaced and local health units are flooded, their medical needs are being met through medical flood relief camps arranged by public and private sector welfare organizations. Due to a lack of disaster preparedness and policies, most of the healthcare workers are untrained to manage medical flood relief camps and are hence learning from experience rather than following any standardized policy guidelines. We did not find any guidelines for organization and management of a flood relief camp in previous literature. As natural disasters continue to cause mass destruction every few years, there is a need to devise policies and procedures for disaster preparedness and hazard reduction. This paper is thus an effort to provide the best possible delivery of acute health services in a developing country during and after a flood in the transit phase, while the government and other non-governmental organizations (NGOs) help communities rebuild their health system. An important trend of modern development is the concentration of population in urban agglomerations, where a specific meso- and micro-climate is created under conditions of dramatically transformed natural landscapes. In the present paper, the long-term statistical analysis of intense rainfalls and annual daily precipitation maxima was carried out based on the Moscow region weather stations timeseries for the period of 1966–2021. An increase in the variability of intense precipitation over the Moscow region corresponding to the formation of significant floods was revealed in some years. The COSMO-CLM model simulated extreme precipitation for the basin of the Setun' River (190 km2), the largest right-bank tributary of the Moskva River within the Moscow city, which was recorded over Moscow in May 2020 and June 2021. Maximum precipitation was registered over the Setun' River basin during 45–90 minutes and induced rainfall floods that exceeded the spring flood by two times. The estimated basin travel time was 6–8 hours. Rainfalls form a multistep hydrograph inheriting the shower precipitation structure on small rivers. [ABSTRACT FROM AUTHOR]

The bridge structure's development causes a riverbed cross-sections contraction. This influences the flow regime, being visible during catastrophic floods. Then the flow velocity increases and water piles up upstream the bridge, where headwater afflux could be observed. These changes depend on the watercourse geometry and the bridge cross-section properties, especially on the degree of flow contraction under the bridge. Hydraulic conditions under the bridge depend on flow velocity, dimensions, and shape of abutments, the granulometric composition of bedload, which can be quantitatively characterized by hydraulic resistance coefficients. The research subject of headwater afflux is equated with the recognition of morphodynamic processes occurring along the passage route. The headwater afflux could be estimated by empirical formulas and by the energy method using Bernoulli's law. Empirical methods are optimized by adopting various statistical criteria. This paper compares the headwater afflux values calculated using two existing empirical formulas, Rehbock and Yarnell, and compares them with the results of laboratory tests. Following the assumption that the free water surface is influenced by flow resistance, an attempt was made to include friction velocity in the empirical formulas. Based on the Authors' database, the coefficients used were optimized using bootstrap resampling in Monte Carlo simulation. The analyses demonstrated that the formula best describing the phenomenon of headwater afflux upstream the bridge is an empirical formula built based on the historical Yarnell formula, which includes friction velocity value. The climate and weather dynamics in the past few years has driven a massive increase in the number and intensity of flood disasters, which severely claim casualties in human, goods and properties. Aimed to reduce these casualties, emerging software-defined internet protocol-based communication technologies in the form of Internet of Things (IoT) have attracted strong interests from disaster mitigation stakeholders to rapidly locate victims and acquire their relevant information, which in turn can boost up the efficiency and effectiveness of Search and Rescue (SAR) missions. In order to capture state-of-the-art development and technological challenges, this paper presents an extensive review on the flood SAR systems, highlighting some of the key emerging IoT technologies that prove or are potentially useful in improving the SAR operation by the rescuers. Furthermore, a comprehensive study on different existing communication technologies for SAR is provided, covering the system architecture, communication network compositions and applications. This paper investigates the livelihood vulnerability experienced by agricultural households in Kuttanad, a below sea level farming system in southern India, in the aftermath of a major flood in August 2018. For this purpose, we constructed a flood coping strategy index (FCSI), to measure coping strategy intensity, using the data on the severity and frequency of various coping strategies adopted by households. Furthermore, we estimated a Tobit regression model to identify the factors influencing the intensity of coping strategy choices. The FCSI revealed that only two per cent of agricultural households experienced a 'severe' level of vulnerability because of the quick and effective policy response of the Kerala state government. In addition, Tobit regression analysis indicated that female‐headed and labour households are more vulnerable than their respective counterparts. While income exerts a negative influence on the degree of livelihood vulnerability, agricultural landholding has a positive effect, as it increases cultivation loss during a flood. Flooding is one of the UK's biggest risks, and changes to our climate with predictions of warmer, wetter and stormier winters will increase the risk further. The Environment Agency's National Flood and Coastal Erosion Risk Management Strategy for England (2020) sets out ambitions to create climate resilience places and infrastructure for today's and tomorrow's climate. It works to the vision of 'a nation ready for, and resilient to, flooding and coastal change — today, tomorrow and to the year 2100'. Among many objectives set out, the strategy commits risk management authorities to mainstream the use and take-up of property flood resilience (PFR) — that is, those measures that aim to reduce the amount of water entering a property, and those adaptations that can be made to reduce damage if it does enter. The PFR sector has evolved over the last decade with varying success, limited uptake and perceptions of 'failure' through poor workmanship and an absence of guidance. In 2021 a new Code of Practice (CoP) was published, providing guidance on six standards: hazard assessment, property survey, options development, construction, commissioning and handover, and operation and maintenance. This paper explores the objective of the Code, its benefits and limitation, highlighting that while the Code remains voluntary, growing awareness and application by risk management authorities such as the Environment Agency (EA) and lead local flood authorities will help drive up standards. This paper analyses the pattern of urbanization and its impact on the quality and quantity of flow in the Yamuna river basin, India. The Yamuna river basin is a part of Great Ganga–Brahmaputra basin in India. During the last two decades, the basin has undergone urbanization at an unprecedented rate. The number of cities and towns in the basin has significantly increased over the last few decades, leading to an increase in water demand and reduction in water holding capacity in the basin. Urbanization has resulted in adverse impacts on the surface water drainage system that often gets clogged up due to siltation. Although the flow during the monsoon season has increased in the river Yamuna, the water availability during the dry season is still not adequate to meet various competing demands. An adverse impact of urbanization has been on the quality of river flow, which has deteriorated largely due to the disposal of untreated industrial and domestic sewage in the river. Due to urbanization, the flooding events in the basin, both in terms of magnitude and frequency, have exhibited an increasing pattern. Consequently, the vulnerability of thickly populated areas along the river has increased. Several implementable measures for sustainable development and flood risk management of the river Yamuna basin have been suggested in this paper. This paper describes urban flood vulnerability using a vulnerability index which consists of four vulnerability issues encompassing social, economic, environmental and physical issues. The study was carried out by selecting variables affecting the flood vulnerability, collecting and analyzing corresponding data, developing equations for computing the flood vulnerability indices, and calculating the corresponding indices. Comparison of the flood vulnerability was made using data from three cities, namely, Hat Yai, Chiang Mai and Ubon Ratchathani. The results showed that the cities ranged from highest to lowest flood vulnerability were Chiang Mai, Hat Yai, and Ubon Ratchathani. In addition, Chiang Mai is considered to be the most vulnerable to social and environmental issues while Hat Yai is most vulnerable to the economic issues and Ubon Ratchathani is most vulnerable to the physical issue. This paper analyzed the water and sediment characteristics and eroding effect on river of flood in 2018. The result shows that this flood has the characteristics including large volume of water, long duration and high flood peak, the dis-charge of the flood peak coming into and routing through the Ningxia and Inner Mongolia reach of the Upper Yellow River varies from 2 880 m³/s to 3 600 m³/s, among which wick flood plains in the reach from Sanhuhekou to Toudaoguai arc overflowcxL The flood effects the Ningxia-Inner Mongolia reach evidently, it has an obvious effect of " depositing on floodplain and eroding channel" in Bayangaole to Sanhuhekou reach. The scour efficiency of overbank flood is higher than that of non-overbank floord. After the flood, the same discharge water level of Bayangaole and Simhuhekon stations in Inner Mongolia reach drops 0.71 m and 0.47 m respectively and the bankfull discharge increases 500 m³/s and 320 m³/s respectively. Pakistan's agricultural economy is reliant on the Indus River's irrigation system, which is fed by the water coming from the great Himalayas-Karakoram Glacier Mountains. Because of hilly terrain areas, the climatic variations have an intense effect on the river flow, especially during the winter and monsoon months. Consequently, significant variations, which are observed annually, result in flooding situations in the monsoon months and reduced flows in the winter season. Thousands of people have lost their lives and massive property destruction has taken place due to disastrous floods that occurred during 2010 and 2016. Past studies have focused on proper water resources and the management of extreme events such as floods and droughts; however, modelling and forecasting based on the various climatic factors and stochastic variations are rare. This paper attempts to forecast Indus River flows using multiple linear regression (MLR), the stochastic time series, the seasonal autoregressive integrated moving average (SARIMA), and its reduced heteroscedasticity model, i.e., SARIMA-GARCH (generalized autoregressive conditional heteroscedasticity) methods at the Kalabagh station. In this paper, a time-explicit Finite-Volume method is adopted to solve the 2-D shallow water equations on an unstructured triangular mesh, using a two-stage Runge-Kutta integrator and a monotone MUSCL model to achieve second-order accuracy in time and space, respectively. A multi-GPU model is presented that uses the Message Passing Interface (MPI) with OpenACC and uses the METIS library to produce the domain decomposition. A CUDA-aware MPI library (GPUDirect) and overlapped MPI communication with computation are used to improve parallel performance. Two benchmark tests with wet and dry downstream beds are used to test the code's accuracy. Good results were achieved compared to the numerical simulations of published studies. Compared with the multi-CPU version of a 6-core CPU, maximum speedups of 56.18 and 331.51 were obtained using a single GPU and 8 GPUs, respectively. Higher mesh resolution enhances acceleration performance, and the model is applicable to other environmental modeling activities. • We expressed the shallow-water equations for a 2D area for numerical solution via parallel computation using MPI and OpenACC. • Various parallel computing techniques are optimized to improve the code's performance. • The single-GPU version obtained a speedup factor of 56.18 compared to the 6-core multi-CPU version. • A speedup of 331.51 was achieved by the multi-GPU version over the 6-core workstation processor version. This paper reviews socio-hydrology and hydrosocial research, finding a sophisticated relationship with emergent syntheses. We examined 419 papers by topic, region of study, theories implemented, journal, and year published to ascertain trends in both subfields. We found important overlap and considerable difference between subfields. Whereas hydrosocial research took years to develop, socio-hydrology commenced with an inaugural paper in 2012. While the former focuses on power and scale in studying water demand, the latter concentrates on practical responses to climate extremes. Hydrosocial research usually relies on qualitative methods, and socio-hydrology research the quantitative. In the geographic regions where the former does not focus, the latter does. The former often relies on post-structuralist theory, whereas the latter uses positivist approaches. Our review concludes that socio-hydrology and hydrosocial research exist in a complex epistemological relationship, offering fertile grounds for lively discussions from which both will continue to benefit. This paper intends to study the internal and external influencing factors and restrictive factors of the post-disaster recovery capacity of the affected areas after the agricultural land is destroyed by floods. On the basis of summarizing the research results of the resilience of cultivated land damaged by flood at home and abroad, this paper analyzes the internal and external driving forces of flood resilience, and comprehensively analyzes the utilization pattern of cultivated and with different resilience. The post-flood recovery assessment is studied from the perspective of land use, and the results show that there is a negative correlation between flood resilience and agricultural fragility in this area. The main factors that affect the resilience of agricultural flood in a certain area are relative height, precipitation, the distribution density of rivers in the region, the proportion of agricultural population in the local labor force, the proportion of people enjoying the minimum living allowances in the region, the proportion of the elderly population, medical and health institutions and other kinds of infrastructure, per capita GDP. Due to frequent floods of the river Ščavnica in the municipality of Razkrižje, the municipal administration in cooperation with local residents decided to prepare application and implement the project "Bridge", in which they constructed a bridge over the river with ecoremediation measures in the riverbed and along it. In the development vision, the municipality of Razkrižje supports sustainable measures and thus the connection of environmental, social and economic approaches. It is this aspect of how ecoremediations affects the sustainable development of the local environment that interested us in this paper. In the first part we presented the understanding of ecoremediations and their dimensions, then their implementation on the river Ščavnica in the municipality Razkrižje and the main result of this paper is the evaluation of synergistic effects of ecoremediations in connection with tourism, movement in nature, development of new activities (self-sufficiency, green jobs) and intergenerational integration. For a synthesis assessment of the effects of ecoremediations, we used the current knowledge from the literature and conducted an interview with the mayor of Razkrižje and the municipal administration and randomly selected locals. We found that such approaches could have an effective impact on reducing environmental damage, increasing biodiversity with social and economic effects, which we associate with the concept of green development. The present paper presents the influence of the main factors that generate the maximum flow in the upper basin of the Crisul Negru river. Starting from the three types of flow in the basin (maximum, average and minimum) and selecting among them the most representative from the hydrological point of view - the maximum characteristic leak, data from meteorological and hydrological observations have been used since the 1950s. Characteristic and important, for this type of flow in the basin, are the data collected from the main gauging stations in the catchment area of the upper reception basin of Crişul Negru. Within the paper are presented and analyzed the main elements of the maximum leak as well as the meteorological data recorded in the receiving basin taken into consideration. The characteristic elements of the flow in the riverbeds - flows, levels, hydrological parameters, as well as the determining elements in the formation of the flow - air temperatures and precipitation are taken into account. Previous studies reveal that a loss in Modulus of Resilience (Mr) has an adverse effect on pavement performances. However, no study investigated this during extreme moisture intrusion at granular and subgrade layers, which may be compared with a flooding situation. This study has aimed to assess the impact of change in Mr due to moisture increase on pavement performance using the HDM-4 and AASHTO 2008's roughness prediction models. As a case study, the paper utilises seven selected flexible pavement road groups of Queensland, Australia that cover 50% of the major road network. Both the results match closely when pavement strength data are accurate. The deterioration predictions are verified with actual after flood data and t-tests for two major roads in Logan City, and found consistent. The study has observed some interesting findings on change in degree of saturation, pavements flood resilience and life-cycle performances with flooding scenarios. It is believed that these results would be useful in obtaining accurate ΔIRI change at varying Mr values due to a flood to select appropriate post-flood rehabilitation. A road authority can use pavements flood-resistance and life-cycle performance results for deriving a maintenance strategy. Moreover, pavement flood resilience, relationships between Mr loss and strength and Mr loss and deflection would help in pavement design, estimating existing structural strength and rehabilitation design.
