This paper examines the nexus between tourism, financial development and economic growth in 31 African countries using the Dumitrescu–Hurlin Granger non‐causality test that accounts for heterogeneity and cross‐sectional dependence. It also employs the Granger causality test in the frequency domain that distinguishes between temporary and permanent causality for the country‐specific analysis. It shows a cointegration relationship between tourism, financial development and economic growth. It reveals a joint long‐run causality from tourism and financial development to economic growth, and a joint short‐run and long‐run causality from tourism and economic growth to financial development, albeit the joint causality from financial development and economic growth to tourism is tenuous. The individual causality shows a bidirectional causality between tourism and economic growth, between financial development and economic growth, and between tourism and financial development. The country‐specific analysis reveals that tourism is a significant predictor of financial development and economic growth at high frequency rather than at low frequency in most countries. Therefore, African countries should prioritize the policies and programs that can facilitate the development of the tourism and financial sectors in their quest to accelerate economic growth and development. As economic growth centres, the Southeast Asian cities feature high population pressure, unsustainable land use, environmental degradation, and large ecological footprints. It is difficult to manage environmental health and basic services for urban dwellers, and ensure optimum flow of ecosystem services in the context of rapid, unplanned, and haphazard urbanization. These challenges are particularly multifaceted in the developing countries of Southeast Asian region. This study, based on secondary sources, adopted multidisciplinary lenses, such as geographical information systems, socio‐economic perspective, and sustainability science to examine the population situation, land use change pattern, and drivers of environmental degradation in the Southeast Asian cities as well as the Dhaka megacity, and brought forth a fresh perspective to look into contemporary urban ecosystems, population dynamics, environmental health, and sustainability. It also focused on identifying the commonalities among the cities under study to create a common understanding towards promoting collaborative urban development. This study shows that the urbanization process in the Southeast Asia region is taking place mostly in an unplanned and haphazard manner. With little concern for nature, life‐supporting ecological systems, and the environment, urban spatial growth continues unabated. The data surveyed and discussed in this paper shows that the current style of urbanization in Southeast Asia can best be called unsustainable. The findings also suggest that the general wellbeing and welfare of the current and future generations in Southeast Asian cities as well as in Dhaka is at risk. The paper recommends concerted efforts towards making the urbanization process sustainable, including better urban planning, policymaking, and international and regional cooperation. In the early part of the twentieth century, South African cities were segregated in accordance with British city planning concepts that embodied the belief that social order can be manipulated through the urban form. This paper surveys the history of South African planning practices to understand the spread of segregation policies and practices. Whereas scholars tend to agree that the apartheid city (post−1948) is a more highly organized and structured version of the colonial city (pre−1910), the literature lacks consensus on the development of the segregated city (1910−1948) within South Africa. How did concepts of segregation circulate and why was it implemented with such consistency? Accordingly, this paper employs concepts of policy mobilities to trace historical configurations in South Africa to international influences. The focus on the circuits of knowledge explains how concepts and designs transplanted from elsewhere helped create the form of South African cities today. Understanding the movement of planning ideas through policy mobilities furthers geographical understandings of historical circulation processes, the role of the local actors, and policy mobilities failure. This history of learning also challenges the assumption that South African cities are unique and in so doing opens the doors for knowledge sharing between postcolonial cities. [ABSTRACT FROM AUTHOR]

Ever‐changing spatial divisions of labour have led to an altered integration of many developing countries into global production networks (GPNs), leading to new spaces of territorial development in these countries. Against this background, this paper examines the role of local institutional actors in co‐shaping territorial development driven by global industrial relocation. Drawing on the case of Bekasi District, Indonesia, this paper nuances the notion of 'strategic coupling' in specific national and local settings of developing countries. Drawing on empirical material obtained through a series of in‐depth interviews conducted between 2012 and 2016, our analysis reveals that although local institutional actors have participated in Bekasi District's territorial development processes they sometimes exhibit a hesitant and less‐than‐creative attitude in this participation. Meanwhile, non‐local actors, most notably private developers and central government agencies, tend to have a more significant leverage in these development processes at the local level, suggesting complex institutional arrangements in tying Bekasi District's assets with GPNs. Using a multi‐region, multi‐sector dynamic model of an economy with rural–urban migration fit to Turkish data, this paper explores the evolution of each region's output and factor allocation as well as inter‐regional disparities that emerge with migration. Migration or residence decision of households is endogenous with respect to regional cost‐of‐living differentials. Results show that migration slows down and dampens the shift of labour from urban manufacturing to services, despite the increase in demand for urban services. It is also established that rural–urban migration contributes positively to growth while the reallocation of labour within each region proves to be unfavourable. [ABSTRACT FROM AUTHOR]

Under the deep and protracted recession that plagues the Greek regions, exports have shown some positive signs of resilience. This paper explores through a spatial econometric analysis of SUR models, first, the changes that occurred in exports by the (NUTS 3 level) regions for the period 2008–2012 to offer resistance against the crisis and to stimulate growth, which entail expansion of export demand, improvement in the quality of agricultural products, deeper specialization in broad low‐technology sectors and simultaneous increases in the variety inside these sectors and second, the ability of exports to transfer their growth gains to the broader economy. In this paper, a flash flood that occurred in the Brazilian state of Santa Catarina in 2008 is used to investigate the existence of spatial spillovers from natural disasters in geographically‐linked areas. In order to do so, we estimated a Difference‐in‐Differences model that explicitly allows for the existence of spatial interactions within affected and unaffected regions. Our results show that municipalities directly affected by the flood suffered an 7.6% decrease in GDP per capita in the year of the disaster. Three years after the flood, however, GDP per capita rebounded back to pre‐disaster levels in all sectors but the Agricultural sector. As cities are compelled to compete for new sources of investment and revenue, arts‐based economic development strategies have become the norm. The purpose of this paper is to revisit and reevaluate some of the conventional claims about the arts as an important economic development strategy by exploring a case study called "The Space at 2106 Main" in a rapidly gentrifying neighbourhood called West Tampa. The results of this study suggest that the arts are indeed assuming a greater role in economic policy under the auspices of West Tampa community redevelopment areas (CRA) and the direct actions of various arts related entrepreneurs. The results however, point to a mixed picture that raises difficult questions about the medium to long‐term effects of this urban redevelopment strategy, especially on the poor and mostly minority residents of West Tampa. This paper analyses the differential impact of several territorial determinants of the economic performance of Italian provinces (NUTS 3 level). as measured by per capita GDP, export and employment growth from 1999 to 2014. It covers both the pre‐crisis and the crisis period and stresses the role of geographical proximity in shaping local performance over a wide set of explanatory variables. In order to do so, we employ, firstly, a spatial Durbin model which enables us to discriminate between direct and indirect effects and to highlight the possible contagion or crowding‐out spatial effects for each territorial dimension affecting growth. Then, we extend the analysis by allowing for the possibility of two regimes (pre‐crisis and post‐crisis). The performance of the provinces before and during the crisis relates to specific territorial components and geographic proximity appears to influence differently the results and their interpretation. The British Government's economic strategy for post‐Brexit Britain of achieving balanced regional growth by "driving growth across the whole country" echoes the objectives set by the Barlow Report of 1940. The regional policies that followed the Barlow Report were heavily influenced by papers written for the Commission by G D A (later Sir Donald) MacDougall. The first of these papers was included as an appendix to the report itself and introduced the shift‐share methodology to the analysis of regional employment growth, and subsequently shown to be flawed. The second paper considered the urban hierarchy and growth but was never fully developed. Consequently post‐war regional policy focussed on the contribution of industrial structure to employment growth without fully taking into account the urban hierarchy or regional locations of that employment. This article replaces the flawed shift‐share methodology with multifactor partitioning (MFP) and applies it to regional employment growth for the period 1971‐2012, a span of special interest because it largely coincides with British membership of the European Union (EU). The deficiencies in the second paper are addressed by introducing allometry to measure the employment growth of each region relative to that of Great Britain and then regression analysis to relate the allometries to distance from London. The results of the two sets of analyses highlight the need for a multiple‐factor, comprehensive, and integrated approach to regional policy and provide a benchmark against which to gauge the success of Britain's post‐Brexit policy of driving future growth across the whole country. This paper examines the importance of good institutions in harnessing the growth effects of the bulging economically active population in sub‐Saharan Africa (SSA). The paper utilizes a panel dataset comprising 39 countries over the period 2002–13. Based on the system generalized method of moments estimator, this paper finds that an increase in the relative size of the working‐age population has no direct significant impact on growth, except through the presence of strong and high‐quality institutions. The paper also finds that control of corruption, rule of law and political stability are the specific aspects of institutions that matter the most in reaping the dividend. These results do not only highlight the primacy of strong institutions but also shed light on the key institutional pillars that need to be strengthened to rake in the positive effects of an increasing working age population on economic growth in SSA. This paper studies the effect of the zone tax offset (ZTO), a place based income subsidy implemented in rural Australia since 1945. The policy was intended to improve the welfare of inhabitants and provide an incentive for settlement. Our empirical approach exploits the geographical discontinuity in the eligibility for the subsidy to identify its causal effect on population growth. Using data on population by locality from the historical censuses we find that the ZTO had a positive but only temporary effect on population growth in the targeted areas. [ABSTRACT FROM AUTHOR]

This paper introduces a model in which greater inequality reduces growth in economies with low levels of financial development but that this effect is attenuated in economies with more developed systems. The model also predicts that individuals in economies with developed financial markets have a higher tolerance to inequality. Using a panel dataset that covers a large number of countries, this paper shows empirical evidence that is consistent with the main predictions of the model. This paper uses spatial economic data from the northern part of Ethiopia to investigate the cost minimizing capacity of social networking, which has not been sufficiently explored from a spatial perspective. Following identification of the domains of transaction costs that could be minimized, a propensity score matching technique is applied to estimate the effects of rural households' participation in social networking for minimizing such costs. While framing the analysis from the perspective of rural households' spatial proximity to a small town, the paper hypothesizes active participation in social networking as a mechanism for reducing transaction costs. It is evident from the results that active participation in social networking is a significant factor for minimizing the transaction costs incurred by households who live in relatively rural hinterlands. In this paper we study the impact of regulatory complexity, a measure of institutional quality, on the GDP, on per capita income and on the growth rate of the Italian regions. For comparative reasons we also use the duration of civil disputes as a further indicator of institutional quality used in the regressions as an alternative to the indicator of regulatory complexity. From the theoretical point of view, we use the approach of negative co‐ordination externalities, among the four sources of regulatory production that are at work at the same time. Our approach may be applied in all the countries with a multi‐level government system. Using the random effects and quantile regressions models we are able to quantify the effects of an improvement in institutional quality on the GDP and the growth rate, making a comparison between the results obtained using regulatory complexity or the duration of civil disputes as covariates. We also check for spatial dependence among variables. Econometric analysis supports the theoretical assumption that regulatory complexity is an impediment to the growth of regional GDP and per capita income. The main finding of our analysis is that a reduction in regulatory complexity would be more effective than a reduction in the duration of civil disputes in increasing the income and growth rate. This result could be useful for the policy‐maker because by reducing regulatory complexity we may obtain a considerable by‐product in the shorter duration of civil disputes. [ABSTRACT FROM AUTHOR]

While R&D activities are known for being unevenly distributed across space, how EU policy contributed to their regional dynamics is less explored. Since the 1980s, the EU Framework Programmes (FP) have promoted and supported transnational R&D projects through open and highly competitive calls for funding driven by 'scientific excellence' regardless of location. This paper aims to show the drivers of this spatial distribution and evolution of FP participations, arguing that this depends on cumulative effects of regional economic development and growth, while scientific specialization rarely is the best strategy to improve regional competitiveness in terms of FP participations. Abstract: Using panel data on 47 African countries from 1980–2013, this paper investigates the effects of aid on Africa's economic growth from the perspective of political stability. We find that international aid can promote economic growth in Africa, but the effectiveness of aid depends on countries’ political stability. Further, the intensity of aid affects its effectiveness. When the aid–GDP ratio is between 0 and 69 per cent, aid can promote economic growth in recipient countries, and when this ratio is 27 per cent, the marginal impact of aid on economic growth is maximized. The findings of this paper suggest that providers of aid should avoid providing a substantial amount of aid to countries at risk of political unrest, and they must determine the optimal scale of aid based on the economic development of recipient countries in order to enable aid to generate better results. Recipient countries should maintain social and political stability and ensure that they do not develop an excessive dependence on aid so that they can achieve the self‐sustainable development of their own economies. Abstract: The purpose of this paper is to confront the notion of “decline” at the village level by illustrating a more immersive approach to sociological and demographic research within rural and remote communities. The research uses case studies of three villages in Australia, Canada, and Sweden, all of which have been labeled as “declining villages,” typified by population loss, an aging population, high rates of youth outmigration, and loss of businesses and services. This paper argues that focusing solely on quantitative indicators of demographic change provides a narrow view of rural village trajectories and ignores subtle processes of local adaptation that are hidden from quantitative data sets. Our research integrates quantitative data from the “outside” with qualitative data from the “inside,” including visual ethnography, to develop a more balanced perspective on how villages have been changing and what change could mean locally. A more polycentric global development landscape has emerged over the past decade or so, rupturing the formerly dominant North–South axis of power and knowledge. This can be traced through more diversified development norms, institutions, imaginaries and actors. This paper looks at one trend within this turbulent field: namely, the ways in which ‘Northern’ donors appear to be increasingly adopting some of the narratives and practices associated with ‘Southern’ development partners. This direction of travel stands in sharp contrast to expectations in the early new millennium that the (so‐called) ‘traditional’ donors would ‘socialise’ the ‘rising powers’ to become ‘responsible donors’. After outlining important caveats about using such cardinal terms, the paper explores three aspects of this ‘North’ to ‘South’ movement. These are (i) the stronger and more explicit claim to ‘win‐win’ development ethics and outcomes; (ii) the (re)turn from ‘poverty reduction’ to ‘economic growth’ as the central analytic of development; and (iii) related to both, the explicit and deepening blurring and blending of development finances and agendas with trade and investment. Increasing numbers of Australian students are travelling overseas to undertake short‐term work‐integrated learning placements with community development organisations. In light of recent criticisms emerging in academic and public commentary on short‐term international volunteering, this paper highlights the need for a support curriculum that caters for students from diverse discipline backgrounds, often with little or no previous understanding of community development principles or intercultural engagement. In doing so, we question who is best placed to develop an appropriate curriculum and what might it look like. We draw on Macquarie University's Professional and Community Engagement community development programme to critically reflect on the importance of engaging with diverse knowledge frameworks, approaches to learning and subject expertise of our international community partners. In particular, this paper showcases a community‐based development module co‐created with community partners that aims to encourage students to rethink western‐dominated understandings of development, poverty and inequality. To conclude, we explore how co‐creating curriculum with community partners unsettles assumptions of the university as the only site of expert knowledge and knowledge‐making practices, and reflect on the challenges encountered as we try to contribute to the development of socially and environmentally conscious students. Along with the rapid urbanization and economic development, the Yangtze River Middle‐Reach urban agglomeration (YRMR) has suffered from increasingly serious environmental problems. Characterizing the long‐term dynamics of aerosol optical depth (AOD) in YRMR is of important significance for scientific control of aerosol pollutants over this region. Previously, numerous researches have analysed the temporal and spatial characteristics of AOD in different regions through statistical values of AOD time series or using trend analysis methods based on linear regression models. It is challenging to approximate nonlinear trends and identify change points of AOD time series. This paper proposed a new methodology for investigating the dynamics of AOD over the YRMR region on a monthly basis by using the Terra MODIS Collection 6.1 Level 2 aerosol products (MOD04_L2) during 2001–2017. A three‐dimensional spatio‐temporal interpolation method was used to generate gap‐filled monthly AOD maps, and then a generic Bayesian time series decomposition algorithm was applied to analyse the trends and change points of monthly AOD time series. The results showed that the areas with high AOD values were mainly located in the core cities and the connecting belts. Strong positive AOD anomalies had been observed during 2006–2011, whereas the positive anomalies were typically intermingled with negative anomalies and it indicated that the evolution patterns of AOD for different regions were different and influenced by fluctuations. Trend analysis of the monthly mean AOD values indicated that AOD in YRMR increased first, then fluctuated, and finally decreased. Although it was difficult to separate the increasing and fluctuating periods from each other due to the fluctuation, the decreasing trend after 2011 was significant, and a significant drop of AOD had been observed since 2014. Faced with the present migrant crisis and the dismal record of Europe in protecting vulnerable refugees' and migrants' rights, what could be the view of the moral philosopher? The contrast between the principles enshrined in the European Charter of Fundamental Rights and the reality of present policies is shocking, but more scrutiny will show that it is the result of a larger trend towards an understanding of freedom mostly in economic terms, at a time when economists such as Amartya Sen have revised their approach to economic growth and prosperity, noting the central role played by a much richer conception of freedom. The paper will scrutinize these inconsistencies and the conception of the person from which they derive and will provide an alternative and more coherent moral vision that could strengthen the legitimacy of the European Charter, at a time of growing dissatisfaction and so‐called democratic deficit. Such a vision could help reconnect the Charter with a conception of the human person as in need not solely of passive legal protection, but also of active promotion of her self‐respect and capabilities, and of her aspiration to a valuable life. When the International Energy Agency (IEA) was established out of the Organisation for Economic Co‐operation and Development (OECD) in 1974, Australia was not among its founding members. Indeed, it was opposed to its formation and even contemplated voting in the OECD to block its establishment. A single negative vote under the "mutual agreement" rule would have done so. This paper, based on archival research, explores the reasons for this course of action and shows that the decision was linked to the resource nationalism at the time of Minister Rex Connor and his fear that supporting it might jeopardise his attempts to raise non‐equity finance in the Middle East. This article shows that this previously unanalysed decision was connected to what became known as the "Loans Affair" that brought about Connor's demise and contributed to the downfall of the Whitlam Government. Win—win outcomes between biodiversity conservation and local economic development are now a goal of many governments and conservation organizations but can be difficult to achieve. Where they occur, reductions in poverty from protected areas are often thought to be driven by economic gains from tourism that are sufficient to outweigh losses due to restrictions on land‐use or resource extraction. However, evidence about this channel is scarce. In this paper, we explore the potential compensatory effect of tourism by comparing poverty alleviation outcomes for cultural heritage sites in Mexico across two decades from 1990 to 2010. These sites are similar to protected areas in terms of attracting tourists, but they do not impose substantial restrictions on local land or resource use, allowing us to isolate tourism as a possible channel for economic development. Overall, we find mixed evidence that proximity to cultural heritage sites is associated with poverty reduction. During the first study period (1990–2000), localities close to cultural heritage sites saw reduced poverty of 0.034 standard deviations for each additional site. However, during the second period (2000–2010), localities close to heritage sites saw less poverty reduction than the comparison group (−0.014 standard deviations for each additional site). In both periods, poverty alleviation effects were not consistently correlated with the total number of visitors, but were larger further from cities, where baseline poverty was higher, and in the Yucatán Peninsula. This heterogeneity indicates that variability in the ability of local communities to capture benefits from tourism depends on a particular combination of institutional and geographic factors—as was the case in the Yucatan peninsula, where cultural heritage sites had consistent poverty alleviation effects over two decades. This paper contributes an intersectional feminist analysis and methodological approach to debates about commoning and social enterprise. Through a narrative description of feminist social enterprise projects based on action research with the Kinning Park Complex, a social centre with a radical history in Glasgow's South Side, I demonstrate how contemporary community economic development models can entrench intersectional exclusion. Specifically, I show how market‐oriented social enterprise models reproduce precarious work, hinder cooperative ethics, and promote depoliticised notions of difference. However, I also investigate the ways that community organisers and activists at KPC are re‐working these neoliberal models to carve out spaces for feminist commoning. Through these acts, women‐identifying and non‐binary activists, artists, and community organisers grapple with the classed, raced, and gendered politics of community organising and foster solidarities across difference. Between industry and tourism: The evolving landscape of La Baie in Saguenay, Québec La Baie is a borough of the newly amalgamated city of Saguenay, which is defined by its past industrial and maritime development. This area encompassing the Ha! Ha! Bay is characterized by a lush natural landscape, contrasting sharply with the haphazardly built environment and urban fabric. The demolition of the Port-Alfred pulp and paper mill and the cruise ship terminal project offer the possibility to improve and harmonize this former municipality's landscape. In this article, we will discuss the evolution of the borough's landscape patterns through glimpses of the maritime and tourist tradition, industrial base and the design of downtown commercial space. With the conversion of the global power economy and energy structure, access to a large amount of renewable energy has led to a decrease in power system inertia. The slight abnormal disturbance in the distribution network may have a significant impact on social and economic development. Aim at enhancing power stability and system resiliency; this study focuses on the detection and location of multiple abnormal sources in the distribution network. Most traditional methods use models relying on precise line parameters, subject to poor adaptability to the distribution network with a large number of nodes, and rapidly changing topology. Therefore, this study proposes a novel random matrix model, driven by monitoring data from phasor measurement units distributed on the overhead transmission lines. In this model, linear shrinkage (LS) theory, and Marchenko–Pastur law are combined for noise reduction to ensure the dynamic character and anti-noise ability. Moreover, data dimensions and sample points may be at the same level in an extensive scale network. The LS and standard condition number rule (SCN) are used for estimating the number of abnormal sources. Finally, the effectiveness of this paper's model is verified in PSCAD. Regional technology characters (TCs) are studied in this paper to find whether innovation in Chinese cities leads to technology converging, or technology divergence, in both the intra‐city and inter‐city scales, with which regional economic development strength may be better explained. Based on a literature review on the subject, a two‐dimensional research framework and relevant technical lens are designed to clarify TC in cities composed of parameters on Technology Strength (TS) versus Technology Angle (TA). By applying Principle Component Analysis, a technical lens is made possible based on extracted parameters on three integrated technology dimensions for measuring TSs and TAs over 117 Chinese sample cities with invention patent data covering 21 technology field between 2005/2006 and 2015/2016. Technology convergence versus divergence are examined for 28/24 sample cities beyond average score, and the research findings indicate that technology divergence in Chinese cities can be confirmed at the inter‐city level, even partially at the intra‐city level. This finding holds for most sample cities with fairly large and modest TSs, while intra‐city technology converging is significant, especially for larger sized TS samples, however they also differ on different dimensions. Prominent studies of the Qing dynasty's military evolution in the field of comparative military history, which is heavily dependent on the binary conception of "West–China," have failed to present the early military heritage of the dynasty. Unlike previous studies, this paper aims to find a new voice for the early Qing military inheritance, as a reflection of past West–China comparative studies that have continued to discriminate between Western and Chinese military merits and demerits and to ignore the early Qing military approach. By presenting the economic and military interconnections between the Manchu (the Jianzhou Jurchens, the Jianzhou confederation, and Nurhaci), Ming, and Chosŏn, this article reveals that early economic and military development through border trade, tributary trade, and predatory behaviors enabled the Manchus to establish the Later Jin and Qing states. The paper critically analyzes the problems and the hurdles for the financial inclusion for the economical growth and plans to call attention to the importance of Pradhan Mantri Yojana to bring Financial Inclusion a reality. A country can develop economically and socially if its weakest section can end up being financially independent. To achieve inclusive growth, the Government of India has introduced many schemes recently and steps have been taken that the benefits of policies reach the people. The schemes include Pradhan Mantri Jeevan Jyoti Yojna, Pradhan Mantri Bima Suraksha Yojna and Pradhan Manti Atal Yojna that have already been launched. The unawareness of financial institutions in the rural, semi‐urban and hilly areas of India is worrisome. The study focuses on the secondary source of information obtained through the website of the Reserve Bank of India website and other published sources. Sustainable growth, economic development and progress of an economy can only be achieved if a country has a well‐equipped financial system. Household size decline accounts for a substantial portion of population loss in shrinking cities, yet little research has focused on it. Much of the literature presents a simple growth/decline binary that is largely determined via population figures. In this paper, we highlight the importance and assess the impact of household size changes on population decline, and determine what types of household size declines are more acute in shrinking cities than other locales. We find that elderly households and households with school‐aged children are under‐represented in shrinking cities, while households with pre‐school‐aged children are over‐represented. More tellingly, we find the biggest source of household‐related loss in shrinking cities to be the growth of single‐person households now living in houses that were once home to entire families. These findings puncture the binary on which much of the shrinking cities discourse is based. The population dynamics of most cities are subtler than either practitioners or critical scholars assert. We argue that plans and development strategies for shrinking cities should reflect a range of demographic changes, including outmigration and internal household restructuring. [ABSTRACT FROM AUTHOR]

This paper examines the magnitude and source of gender gaps in cognitive and social‐emotional skills in early primary grades in rural Indonesia. Relative to boys, girls score more than 0.17 SD higher in tests of language and mathematics (cognitive skills) and between 0.18 and 0.27 SD higher in measures of social competence and emotional maturity (social‐emotional skills). We use Oaxaca–Blinder decomposition to investigate the extent to which gender differences in early schooling and parenting practices explain these gender gaps in skills. For cognitive skills, differences in early schooling between boys and girls explain between 9% and 11% of the gender gap whereas differences in parenting practices explain merely 3%–5% of the gender gap. This decomposition result is driven largely by children living in villages with high‐quality preschools. In contrast, for social‐emotional skills, differences in parenting styles toward boys and girls explain between 13% and 17% of the gender gap, while differences in early schooling explain only 0%–6% of the gender gap. This paper examines the effect of high‐speed internet on firm's productivity and worker's wage in China. We exploit a national policy reform and devise a difference‐in‐difference strategy to address the endogeneity. We find that high‐speed internet significantly increases firm's productivity and worker's wage, and the estimate is larger for firms in industries with high skill intensity and for more educated workers. The variegated landscape of food production and consumption reveals a great deal about socionatural relations and processes of urbanization and globalization under capitalism. Food production has changed dramatically over time, shifting away (but never fully divorced) from the rural agrarian landscape to spaces that are characterized as industrial and/or urban. Workers transform nature at each stage in the food production process, not only on farms but also in processing plants, grocery stores, restaurants, and other spaces. This paper draws on urban political ecology (UPE) to position labor as central to understanding the socioecological relations embodied in food systems. It puts UPE in conversation with agrarian political economy, a decidedly un-urban body of literature that nevertheless offers critical insight into the obstacles (and opportunities) that nature and labor pose to food systems development in an urbanizing world. Employing UPE's dialectic conception of humans and nature, this paper highlights the role that non-agricultural and urban-based food labor plays in an increasingly complex global political economy of agrifood. Seeing both the "labor" and "nature" of food from the farm all the way to the table can reveal the myriad transformations, exchanges, and socioecological relations operating within the food system. Cooperation between environmentalists, scientists, and governmental actors was a crucial driver behind Brazil's efforts to reduce greenhouse gas (GHG) emissions from the forest sector from 2004 onward. The same climate coalition's advocacy work to reduce emissions in the energy sector, Brazil's second-most emitting sector, has been unsuccessful. Why has climate-policy development been so different in the two sectors? Building on the advocacy coalition framework, this paper analyzes the climate coalition's role, systematically comparing how the coalition has worked to influence policy development in the two key sectors for Brazilian GHG emissions between 2003 and 2015. The paper finds that strong climate-coalition unity, unambiguous scientific knowledge, economic growth, and international pressure functioned as a constellation of factors that enhanced the climate coalition's ability to take advantage of a climate-policy window and frame deforestation as a core climate concern. A diversity of place‐based community economic practices that enact ethical interdependence has long enabled livelihoods in Monsoon Asia. Managed either democratically or coercively, these culturally inflected practices have survived the rise of a cash economy, albeit in modified form, sometimes being co‐opted to state projects. In the modern development imaginary, these practices have been positioned as ‘traditional’, ‘rural’ and largely superseded. But if we read against the grain of modernisation, a largely hidden geography of community economic practices emerges. This paper introduces the project of documenting keywords of place‐based community economies in Monsoon Asia. It extends Raymond William’s cultural analysis of keywords into a non‐western context and situates this discursive approach within a material semiotic framing. The paper has been collaboratively written with co‐researchers across Southeast Asia and represents an experimental mode of scholarship that aims to advance a post‐development agenda. Abstract: This paper explores the broader setting of urban and economic development that links ports and cities in Europe and aims at enhancing our understanding of the port‐city interface. A relational view is taken for linking local developments and policies with overarching, more remote spheres of influence and impact, which can be considered both beneficial and critical for the port and the city. In order to illustrate the argument, a framework of three issues is applied to discuss the port‐city interface: first, the role of ports as economic engines of their wider region; second, the cruise ship industry as a market segment that re‐connects port and city; third, semi‐political bodies and institutions that play key roles as intermediaries and knowledge brokers. Abstract: This paper interrogates the stability of relative geographical patterns of electoral results in Europe since World War II in a context of the dramatic socio‐economic changes and the deep transformations of the European geography. To do so, we propose a theoretical model in which regional political orientations along the Left vs. Right cleavage dates back to the end of the nineteenth century or even before, related to the land tenure, the familial structure, the time of the industrial take off or the impact of religion. Specifically, we show that the current electoral map is still partly related to such old structures, long after they vanish. To explain this hysteresis, we refer to the role of social networks and institutions embedded in places, allowing the transmission of electoral behaviour from one generation to the other. However, the West European electoral map has not been frozen, and, in the last part of the paper, we explain how major political and socio‐economic changes alter political behaviour of places. Abstract: The debate on whether institutions or geography prevail in driving economic growth has been rife (e.g., Sachs 2003 vs. Rodrik et al. 2004). Most of the empirical analyses delving into this debate have focused on world countries, whose geographical and institutional conditions differ widely. Subnational analyses considering groups of countries with, in principle, more similar institutional and geographical conditions have been limited and tended to highlight that geography is more important than institutions at subnational level. This paper aims to address whether this is the case by investigating how differences in institutional and ‘first‐nature’ geographical conditions have affected economic growth in Europe's regions in the period 1995–2009. In the analysis we use a newly developed dataset including regional quality of government indicators and geographical characteristics and employ two‐stage least squares (2SLS) and instrumental variables‐generalized method of moments (IV‐GMM) estimation techniques with a number of regional historical variables as instruments. Our results indicate that at a regional level in Europe institutions rule. Regional institutional conditions – and, particularly, government effectiveness and the fight against corruption – play an important role in shaping regional economic growth prospects. This does not imply, however, that geography is irrelevant. Abstract: Economic base (or export‐base) theory (EBT) is often presented as a Keynesian‐inspired theory that only accounts for demand‐side factors. However, the recent integration of supply‐side factors into economic base models (EBMs) can contribute to renewing applications of this type of model in regional economics. This paper proposes a literature review focused on new EBMs that explicitly take into account supply effects and includes both North American and European studies. It first explains why integrating supply‐side factors is relevant for EBMs. Second, the paper shows how to integrate these supply‐side factors into the various types of models, focusing on two production factors: land and its amenities and labor. Abstract: This paper empirically examines the growth effects of stabilisation funds and fiscal rules in oil‐rich African countries, using Nigeria as a case study. The analysis captures the ‘international standard’ of the two fiscal instruments by empirically comparing the effects of Nigerian instruments with those of non‐African oil‐exporting countries (i.e. Norway and Mexico). The results show that the fiscal instruments are effective in Nigeria and that the effectiveness is comparable to that of non‐African economies, implying that the Nigerian instruments meet ‘international standard’. The paper also discusses the development policy implications of the results, one of which is that the fiscal instruments can be used to control risky behaviours of economic agents in oil‐rich African economies. For example, since the instruments are effective in increasing growth (i.e. real GDP growth) and limiting its volatility, they can be employed to control increases in demand for and supply of risky sex caused by increases in real per capita income during oil booms. The Colombo Plan and Point Four program were programs that provided technical and economic assistance to the newly independent countries of Southeast Asia. They represented Commonwealth and American attempts to promote economic development in the region. This paper will investigate how these policies, which were framed by US policy‐makers and academics, were adopted in Australia. In so doing, it will demonstrate the ways that development was perceived as an important consideration in the foreign policies of both Australia and the United States. It will also examine the place of these programs in the Cold War and postcolonial world of the 1950s. As this paper will show, the interaction of these factors would affect Australian foreign policy for decades to come, revealing much about the complex nature of the Australian‐American relationship. Abstract: The paper deals with the structural roots of political instability in the Middle East that has been manifested by the Arab Spring throughout the region since early 2011. The roots of the instability are seen in cumulative effects of highly uneven long‐term social change in its three main dimensions since 1960s: (1) rapid social and demographic changes, (2) slower and fluctuating economic development, and (3) rigid political subsystem. The Middle Eastern uneven social change is also under way in a specific (4) cultural and (5) international context. The political instability is thus seen as a consequence of multiple and complex interactions among various dimensions of uneven modernisation process, Islamic political imagination and the international context. The paper deals with the interactions on the macro‐level and with its politically destabilizing consequences on micro‐level using selected examples of causal mechanisms. The Middle Eastern uneven modernisation pattern is systematically documented by empirical macro‐indicators and is compared with the modernisation process in other post‐colonial world macro‐regions. Twenty years ago, Bob Jessop (1998) published a defining piece on the "rise of governance" and the "risks of failure", using the example of economic development to frame concerns with the state of capitalism at that time. This charted the rise of governance, outlined key governance practices, and offered preliminary reflections on the nature, forms, and logic of governance failure ‒ given that whilst there are already extensive literatures on market failure and state failure, governance failure required focused concern and thematic analysis. This paper, 20 years post‐Jessop on governance rise and risks, tells the tale of how governance in Britain (and England specifically) has marched on and, building on Jessop, has indeed failed, repeatedly and spectacularly. The paper reveals Jessop's governance dilemmas in action and specifically how the contradictions and crises tendencies of capitalism have both necessitated the use of, and been played out in and through, geographical space. The paper reveals an economic governance landscape of unresolved crises and contradictions, which is linked to problems of state rationality and legitimation, exhibited by the Brexit debacle in Britain. Contract farming is widely promoted by multilateral agencies as an engine of economic growth in developing countries. The agencies often stress the need for governments to create strong farmers' organizations that can shoulder the risks associated with contractual relationships with large corporations. However, empirical studies of farmers' organizations in contractual schemes are few and tend to dismiss the performances of these organizations for not measuring up to donor expectations. This paper seeks to offer a more unbiased examination of what farmer's organizations actually do by recounting the development of out-growers' associations in a contract farming scheme in central Tanzania. The paper explores the new space for social organization and business operations which emerged after privatization in 1998. It is argued that under certain conditions, out-grower associations occupy a crucial position with regard to classic agrarian questions of land, labour and capital accumulation. This paper draws on fieldwork conducted in 2011 and 2016 to explore the differing experiences of Karamojong women following the Government of Uganda's most recent disarmament programme. Besides being deprived of their guns, Karamojong communities have lost most of the cattle on which their livelihoods and way of life were centred. The study assesses whether or not women's experience of patriarchy has changed in these new circumstances, and, if so, how this impacts on their security and control of resources, or the absence of them. It maps, using information primarily supplied by women, public authorities from below, and evaluates if and how they respond to women's protection and survival needs, as well as if current development/humanitarian interventions are of sustainable benefit to Karamojong women. The paper concludes that apparent shifts in gender relations are probably superficial, contingent on continuing food aid, and that economic development and positive social change for women remain elusive. Identifying three prevalent approaches-Richard Florida's consumption-related Creative Class thesis, clustering of the creative industries, and global production networks of these industries-to understand the geography and development of the creative industries in existing literature, this paper reviews the significance and limitations of these approaches. It argues that existing literature treat these approaches 'stand alone' from each another, without acknowledging the importance of other actors and forces. Instead, these three dynamics do not function separately, but are interdependent and complementary. It points to a critical agenda for future research, arguing that it is the intersection and synergy between these three dynamics that together shapes the development of the creative industries. This paper calls for further research, first, to examine the interrelationship between the local and the global scales of the creative industries by adopting the Global Production Networks (GPN) approach and, second, to study the association between the consumption-related urban amenities and the production of the creative industries. This paper examines a seemingly abrupt series of shifts that have the potential to completely transform cities as a direct result of a rising digital economy. It takes into account the convergence of research from three areas of study: (a) urban concentrations of innovative activities, (b) the platform economy, and (c) municipal regulation. A case study discussion about the role of municipal regulation in ride-hailing, with particular emphasis on Uber, highlights debates regarding the challenges faced by municipalities amidst the prospect of renewed innovative activities and concomitant economic growth, alongside unknown risks. The paper concludes with a discussion about questions and approaches to understanding innovative activities in light of the emerging platform economy, and reviews key questions regarding the role that municipal regulatory decisions play in shaping the twenty-first century city. This paper uses China's provincial border counties as samples to explore the role played by administrative boundaries in uneven regional economic development. The results indicate that the gap between provincial border counties and other regions is increasing and that economic diffusion to provincial border counties from developed regions is extremely weak. Moreover, provincial border counties have become economically backward. A regression analysis model that includes certain novel factors that are likely to influence economic growth confirms the significant effects of government intervention and administrative boundaries on economic growth in provincial border counties. This paper concludes that administrative boundaries' effects should be nullified by limiting preferential development policies and implementing policies that instead help provincial border counties engage in sustainable development. Policymakers across the Southern U.S. have directed considerable attention to regional economic development plans, with mixed results. Questions remain over what types of industries, firms, and/or policies can drive long-range growth. Over the past two decades, researchers have started to focus on high-growth firms (HGFs) due to their potential innovation spillovers and job creation prospects, both of which drive further economic development. Employing databases from the Inc. 500, this study explores the dynamics of HGFs within Southern and comparative contexts. The first goal of this paper is to explore Southern HGF activity in comparison with the U.S. at-large. The second is to examine the geographical characteristics of HGFs within the South, which will include an exploration of locations, industrial mix, and the factors that could encourage HGF development and agglomeration. This paper will also analyze the longer-term ownership and acquisition patterns of HGFs across the South. Are such firms remaining embedded in the South or moving elsewhere through mergers or acquisitions?
