Citizen-driven approaches are promising to overcome the challenges in the energy transition of geographical islands. However, the economic profitability of related activities must be ensured to achieve the intrinsic and sustainable uptake of related solutions in an island's communities. Here, we investigate the long-term (2020–2054) economic profitability of solar-based prosumption on islands belonging to the European Union (EU), soft-linking energy system modelling and actor-related cash-flow analysis. This combination considerably extends common assessments of the profitability of renewable energy technology and long-term projections of island energy systems. We base our case study on the French overseas territory of Mayotte, discussing household affordability and the socio-economic impact of prosumerism. These topics are relevant to transferability on non-EU islands. The profitability of investments in PV depends on (i) the size of the PV system, with larger systems (>9 kWp) profiting from lower specific investment costs compared to smaller systems; (ii) the time of investment, with more profitable investments to be expected in early periods; (iii) the level of decarbonization of the entire energy sector, with an ongoing decarbonization reducing the compensation or energy-saving possibilities; and (iv) the market behavior, with the practice of feeding in all electricity produced rather than self-consuming energy offering a higher expected return on investment under current feed-in-tariff (FiT) compensation schemes. We introduce various policy measures to improve solar rooftop PV profitability and discuss their trade-offs and effectiveness. While indirect subsidies via FiT are generally effective in improving PV profitability, they undermine efforts to incentivize decentralized self-consumption. From the perspective of harmonizing efforts in the energy transition of African and European islands, we recommend a careful evaluation of the trade-offs in relevant regulations required for the economic incentivization of prosumers to achieve compatibility with the principles of a citizen-driven and just energy transition. The relationship between education and labor market is significant and complex. Education increases employment opportunities and reduces the chance of occurrence and duration of unemployment. Earnings, among other things, represent private returns on investment in education and are in the center of the analysis of this article. The main aim of this article is to estimate private and social returns on investment in primary, secondary and tertiary education in selected old and new member states of the European Union (EU) by using two methods (Earnings function and Short-cut method) based on the Mincer equation. Results have shown that there is no statistically significant difference between the estimated private and social returns on investment in primary, secondary and tertiary education in groups of old and new EU members. New members converge towards the old members, at least when it comes to returns on investment in these three education levels. The results also indicate the existence of low and negative returns on investment in education in both old and new EU members. Thus, this article with its new findings contributes significantly to the literature that studies the universality of conclusions on returns on investment in education and the methodology that is used. Abstract: Urban entrepreneurialism and neoliberal urban governance are assuming new forms under finance‐dominated accumulation. We examine and contribute to theorizing the mechanisms through which urban governance is financialized, taking as a case study JESSICA, one of the European Union's initiatives to implement an ‘urban sensitive’ policy for sustainable and integrated development. Like other initiatives promoting financialization, JESSICA deploys the logic of finance to select and fund urban social initiatives and development projects on the basis of their potential return on investment (ROI). Understanding this process requires placing questions of political economy—how urban governance is shaped by the broader political‐economic context—with questions of governmentality—how stakeholders are enrolled in and come to take for granted new governance initiatives. Following the multi‐scalar institutional infrastructure is crucial to understanding how this works. Taking a relational multi‐scalar approach, we trace how changes at the supranational scale filter down to shape urban policy selection and performance in Sofia, Bulgaria, where we document how ROI calculations conflict with social welfare priorities. Contrasts between the trajectory of financialization of urban governance in the European Union and the United States demonstrate how this is geographically variegated, shaped by the broader context/conjuncture within which such financialization is embedded. Abstract: Aims: To inform the transferability of tobacco control‐related economic evidence to resource‐poor countries. Methods: We ran a univariate sensitivity analysis on a return on investment (ROI) model, the European study on Quantifying Utility of Investment in Protection from Tobacco model (EQUIPTMOD), to identify key input values to which the ROI estimates were sensitive. The EQUIPTMOD used a Markov‐based state transition model to estimate the ROI of several tobacco control interventions in five European countries (England, Germany, Spain, Hungary and the Netherlands). Base case ROI estimates were obtained through average values of model inputs (throughout the five countries), which were then replaced one at a time with country‐specific values. Tornado diagrams were used to evaluate the significance of sensitivity, defined as a ≥ 10% difference in ROI estimates from the base case estimates. Results: The ROI estimates were sensitive to 18 (of 46) input values. Examples of model inputs to which ROI estimates were sensitive included: smoking rate, costs of smoking‐related diseases (e.g. lung cancer) and general population attributes. Conclusion: Countries that have limited research time and other resources can adapt EQUIPTMOD to their own settings by choosing to collect data on a small number of model inputs. The success of incentives for investments in sustainable residential energy technologies depends on individual households actively participating in the energy transition by investing in electrification and by becoming prosumers. This willingness is influenced by the return on investments in electrification and preferences towards environmental sustainability. Returns on investment can be supported by a preferential regulation of Citizen Energy Communities, i.e. a special form of a microgrid regulation. However, the exact effect of such regulation is debated and therefore analyzed in this study. We propose a multi-periodic community development model that determines household investment decisions over a long time horizon, with heterogeneous individual preferences in regards to sustainability and heterogeneous energy consumption profiles. We consider that investment decisions which increase individual utility might be delayed due to inertia in the decision process. Decisions are determined in our model based on individual preferences using a multi-objective evolutionary algorithm embedded in an energy system simulation. In a case study, we investigate the development of a neighborhood in Germany consisting of 30 households in regards to community costs and community emissions with and without Citizen Energy Community regulation as proposed by the European Union. We find that Citizen Energy Community regulation always reduces community costs and emissions, while heterogeneous distributions of economic and ecologic preferences within the community lead to higher gains. Furthermore, we find that decision inertia considerably slows down the transformation process. This shows that policymakers should carefully consider who to target with Citizen Energy Community regulation and that subsidies should be designed such that they counterbalance delayed private investment decisions. • We simulate private investment in Citizen Energy Communities (CECs) over time. • We differentiate between ecological and economical preferences of participants. • The impact of CEC regulation is largest for heterogeneous preferences. • CECs have a socially desirable influence on cost and emission in all analyzed cases. • Decision inertia slows down investment and should be considered by policymakers. In this paper, we want to analyse how efficiency evolves in the European Union 28 over the period 2003 - 2012. This period is selected to highlight the evolution before and after the global financial crisis. We used a sample of over 1000 banks with data available for at least ten years and at least three banks for each country. For measuring bank efficiency, we used two of the most popular financial ratios, Return on Average Assets (ROAA) and Return on Average Equity (ROAE). Our results showed that European Union integration can be improved and further reforms could be implemented and bank are affected differently by the international financial crisis. Abstract: This paper explores the relationship between sovereign risk and banking risk during the European sovereign debt crisis in May 2010. We link banks’ stock returns and CDS rates to sovereign CDS rates, to examine the spillover of sovereign risk to the banking system in the EU. More specifically, we use sovereign debt exposures from the EU''s July 2010 stress tests to investigate whether heavily exposed banks were hit harder during the May 2010 crisis. The results are mixed. Banks exposed to distressed sovereign debt respond more strongly to changes in sovereign CDS rates. On closer examination, however, this result appears to be driven by banks which are located in countries experiencing sovereign debt problems. [Copyright &y& Elsevier]

The purpose of the paper is to obtain measure of the intellectual capital (IC) performance of SMEs which are quoted firms on the Istanbul Stock Exchange Market (ISE) in Turkey for the period 2008-2010 and test the effect of the intellectual capital on performance of SMEs. Data required for calculating intellectual capital efficiencies were obtained from the ISE according to SME's definiton of European Union for the period 2008-2010. The authors measured the intellectual capital performance of firms using the Value Added Intellectual Coefficiency (VAIC), and tested the effect using regression analysis and correlation. VAIC was pioneered by Ante Pulic (1998). Four accounting ratios: market-to-book value (MB), return on assets (ROA), asset turnover (ATO) and return on equity (ROE) were used as proxies for measuring business performance. The results obtained using multiple regression analysis support the argument that IC efficiency contributes significantly to MB and ROA of an organization. [ABSTRACT FROM AUTHOR]

Sovereign creditworthiness within the euro area hinges upon the credibility of the Stability and Growth Pact (SGP). We analyse whether political events that worsen the SGP's credibility result in a shared default risk premium for all euro members, therefore leading to a joint deterioration of creditworthiness. We especially examine the decisions and statements of the Commission and the Council of Economic and Finance Ministers. Analysing daily data through the 1999–2005 period with an ARMA-GARCH model, we find the Commission plays a decisive role in affecting investor evaluations, where its credibility-strengthening decisions decrease volatility and statements signalling a weakening of fiscal credibility spark uncertainty on financial markets. Our results stress the importance of creating credible fiscal institutions that preserve sovereign creditworthiness within the euro area. [ABSTRACT FROM PUBLISHER]

To foster the development, multiple sources of uncertainty associated with benefits and costs of innovation portfolios from low carbon investment need to be considered. We apply Modern Portfolio Theory to construct efficient portfolios of different low-carbon technology fields. The empirical framework is applied to four countries (i.e., Germany, the United Kingdom, Italy, and France) for six low-carbon technology fields (i.e., renewable energy, smart grid, energy efficiency, sustainable transport, carbon capture and storage, and nuclear power) categorized based on priority areas of the EU's 2008 Strategic Energy Technology Plan. The four main findings are: (1) the highest priority technology fields with the minimum risk portfolio are nuclear power in Germany, renewable energy in the United Kingdom, and energy efficiency in Italy and France, (2) the highest priority technology field with the maximum risk portfolio is sustainable transport in Germany, the United Kingdom, and France, and smart grid in Italy, (3) sustainable transport declines in priority as risk decreases in the portfolios of Germany, the United Kingdom, and France, while smart grid declines in priority as risk decreases in the portfolio in Italy, and (4) the presence of negative correlations over time among expected Return on Investments across energy technology fields improves using the Modern Portfolio Theory framework as risk diversification strategy. Our analysis provides efficient portfolios of low-carbon technologies, which can help shape the overall strategy and coordinate each country's comparative advantage by proposing new laws and policies, monitoring existing ones, and managing budget. • We apply Modern Portfolio Theory to construct efficient portfolios of technologies. • We find the highest priority technology fields with the min and max risk portfolios. • A country has its own strategy for R&D investments based on past information. • The EU should adopt efforts to manage risk inherent in the uncertainties of R&D. The arguments for refinancing the European Union's (EU) higher education via higher tuition fees largely rest on preserving the profitability of the educational investment and offering deferred and income-contingent payments. Using income survey datasets on Belgium, Germany and the United Kingdom (UK) we first estimate how graduates' private return on educational investment is likely to be affected by higher private contributions. We then evaluate the effect of income-contingent and deferred payment mechanisms on lifetime net income and its capacity to account for graduates' ability to pay, considering numerous ways of financing the cost of introducing income-contingency. Our analysis reveals that increasing individuals' contributions to higher education costs, through income-contingent and deferred instruments, does not significantly affect the private rate of return of heterogeneous graduates, allows for payments to be indexed to ability to pay, and can be implemented in ways that minimize the risk of adverse selection. • A novel grid-cell approach to estimate global solar energy potential. • Solar potentials constrained by land-use, technology conversion and net energy. • A new solar-to-electric efficiency parametrization for CSP power plants. • Power plants design optimised by maximising the Energy Return on Investment. • Solar potential is established between 1089 and 165 EJ/year at EROImin from 5 to 9. The amount of energy striking the earth's surface in one hour is higher than global annual societies energy use, yet the fraction of incoming solar radiation that can be harvested is significantly constrained. A global grid-cell methodology was adopted to assess the available global solar energy potential taking into account four constraints: land-use, solar irradiation, solar-to-electric technology, and net energy. Net energy is the amount of energy that is delivered to end-users, after subtraction of the energy inputs needed for capital infrastructure and operation. Both photovoltaic and concentrated solar power technologies are considered. The resulting constrained solar potential worldwide was estimated at 1098 exajoules per year, of which 98%, 75%, and only 15% can be extracted if the system needs to deliver an energy return on energy invested set at 5, 7.5, and 9, respectively. The resulting global solar potential is substantially lower than most previous estimates. Depending on how high the energy return needs to be relative to the energy investment needed to maintain a sustainable society, the achievable potential will be significantly constrained. Abstract: Background and Aims: Although clear benefits are associated with reducing smoking, there is increasing pressure on public health providers to justify investment in tobacco control measures. Decision‐makers need tools to assess the Return on Investment (ROI)/cost‐effectiveness of programmes. The EQUIPT project adapted an ROI tool for England to four European countries (Germany, the Netherlands, Spain and Hungary). EQUIPTMOD, the economic model at the core of the ROI tool, is designed to assess the efficiency of packages of smoking cessation interventions. The objective of this paper is to describe the methods for EQUIPTMOD and identify key outcomes associated with continued and cessation of smoking. Methods: EQUIPTMOD uses a Markov model to estimate life‐time costs, quality‐adjusted life years (QALYs) and life years associated with a current and former smoker. It uses population data on smoking prevalence, disease prevalence, mortality and the impact of smoking combined with associated costs and utility effects of disease. To illustrate the tool's potential, costs, QALYs and life expectancy were estimated for the average current smoker for five countries based on the assumptions that they continue and that they cease smoking over the next 12 months. Costs and effects were discounted at country‐specific rates. Results: For illustration, over a life‐time horizon, not quitting smoking within the next 12 months in England will reduce life expectancy by 0.66, reduce QALYs by 1.09 and result in £4961 higher disease‐related health care costs than if the smoker ceased smoking in the next 12 months. For all age–sex categories, costs were lower and QALYs higher for those who quit smoking in the 12 months than those who continued. Conclusions: EQUIPTMOD facilitates assessment of the cost effectiveness of smoking cessation strategies. Abstract: Background and aims: Estimating ‘return on investment’ (ROI) from smoking cessation interventions requires reach and effectiveness parameters for interventions for use in economic models such as the EQUIPT ROI tool ( http://roi.equipt.eu). This paper describes the derivation of these parameter estimates for England that can be adapted to create ROI models for use by other countries. Methods: Estimates were derived for interventions in terms of their reach and effectiveness in: (1) promoting quit attempts and (2) improving the success of quit attempts (abstinence for at least 12 months). The sources were systematic reviews of efficacy supplemented by individual effectiveness evaluations and national surveys. Findings: Quit attempt rates were estimated to be increased by the following percentages (with reach in parentheses): 20% by tax increases raising the cost of smoking 5% above the cost of living index (100%); 10% by enforced comprehensive indoor public smoking bans (100%); 3% by mass media campaigns achieving 400 gross rating points (100%); 40% by brief opportunistic physician advice (21%); and 110% by use of a licensed nicotine product to reduce cigarette consumption (12%). Quit success rates were estimated to be increased by the following ratios: 60% by single‐form nicotine replacement therapy (NRT) (5%); 114% by NRT patch plus a faster‐acting NRT (2%);124% by prescribed varenicline (5%); 60% by bupropion (1%); 100% by nortriptyline (0%), 10) 298% by cytisine (0%); 40% by individual face‐to‐face behavioural support (2%); 37% by telephone support (0.5%); 88% by group behavioural support (1%); 63% by text messaging (0.5%); and 19% by printed self‐help materials (1%). There was insufficient evidence to obtain reliable, country‐specific estimates for interventions such as websites, smartphone applications and e‐cigarettes. Conclusions: Tax increases, indoor smoking bans, brief opportunistic physician advice and use of nicotine replacement therapy (NRT) for smoking reduction can all increase population quit attempt rates. Quit success rates can be increased by provision of NRT, varenicline, bupropion, nortriptyline, cytisine and behavioural support delivered through a variety of modalities. Parameter estimates for the effectiveness and reach of these interventions can contribute to return on investment estimates in support of national or regional policy decisions. [ABSTRACT FROM AUTHOR]
