In this work, by using Ahmet Mithat Efendi's work titled Avrupa'da Bir Cevelan and Muhammad Emin Fikri Bey's İrşâdu'l-Elibbâ ilâ Mehâsin-i Urûbbâ the views of the two oriental intellectuals who lived in the late 19th century in Europe will be examined. Many eastern and western scholars participated in the VIII. International Congress of the Orientalists which held in Stockholm in 1889, various conferences made on Eastern languages, literatures and cultures and the articles and the papers were presented at the congress. Ahmet Mithat Efendi was officially commissioned to this congress by Sultan II. Abdulhamit to participate as an Ottoman delegate. Muhammed Emin Fikri Bey was sent to Sweden by a delegation consisting of four people representing Egyptian khedivism. It is important to reveal how one of the leading names of the Ottoman thought world (Ahmet Mithat Efendi) in the late 19th century and the intellectual who educated in the West and supported westernization ideas (Emin Fikri Bey) from Egypt which was under the sway of the Ottoman Empire saw and considered the Europe and how they compared it with the Eastern World for being able to evaluate today correctly. This book, which we will introduce and evaluate, is a compilation consisting of scientific papers presented in various symposia on usûl al-fiqh issues and a large number of articles classified according to their subjects. In this compilation, academic articles that are considered to be useful in creating a healthy view and awareness of approaching verses and tradition are brought together. The first product of the study, which is expected to continue in a "series", entered the publication life under the name of "Religion and Fiqh Writings". Considering the content of the book, it is seen that, in general, many issues regarding "usûl" such as the nature of the fiqh method, the problem of method, the risks of historicity, the meaning-interpretation difference, religion-fiqh relationship, the function of the sect and the return to the sources are addressed. In the book, it is stated that the editing, main structure and content of the articles are preserved and there is no significant intervention in the main idea of the articles. However, it is also stated that soft touches, small additions and subtractions are made in a few places that are thought to be rough in terms of the final point of intellectual development. Aim: Publication rate of congress abstracts has gained attention in the recent literature. Our aim was to assess publication rate and the reasons behind publication of abstracts presented at North American Spine Society (NASS) 2009-2012 annual scientific meetings. Methods: We evaluated the abstracts presented at the NASS 2009-2012 annual scientific meetings. We searched abstract titles and author names through the PubMed/MEDLINE and Google Scholar. Author specialty, origin of the abstract, journal name, time to publication (years) and content change were looked for. Results: The publication rate of the abstracts presented at NASS 2009-2012 was 48%. The 2011 congress was the most successful one at reaching publication compared to other three years. Oral presentation abstracts were more likely to be published than poster abstracts, except the year 2011. Orthopedic surgery was the leading specialty in the number of presented abstracts (70%), while neurosurgery was the most successful specialty in seeing publication of the presented abstracts (58%). Conclusion: The publication rate of presented abstracts of NASS has increased compared to the previous years. Further research is needed to understand the reasons for some presented abstracts that could not have been published in scientific journals. [ABSTRACT FROM AUTHOR]

This article presents information on the achievements and activities of the International Water Resources Association (IWRA) of the United States. IWRA has achieved considerable landmarks in the year 2005. The Association has leaped forward despite major water disasters in the world starting with South Asian Tsunami and the major damage of Hurricanes in the United States and the persistent drought in Africa. The Association has also completed the 12th World Water Congress in New Delhi, India. Around 500 participants from 50 countries attended the conference. They presented some 200 papers and key note addresses focusing on the contemporary water issues of the day. In this conference, the members of the Association added several special sessions to highlight specific regional water issues of interest to all the participants. It was a learning experience for all the participants. The occasion was accompanied by an excellent dose of cultural events and surrounded with traditional Indian hospitality. Apart from the New Delhi conference IWRA has sponsored and co-sponsored several events in the United States, Finland, Sweden, Italy, Egypt, China and elsewhere to strengthen the dialogue on water issues across the world.
