Severe acute malnutrition (SAM) remains a major global public health problem. SAM cases are treated using ready‐to‐use therapeutic food (RUTF) at a dosage of ∼200 kcal/kg/day per the standard treatment protocol (STD). Emerging evidence on simplifications to the standard protocol, which among other adaptations, includes reducing the daily RUTF dosage, indicates that it is effective and safe for treating children with SAM. In response to a foreseen stock shortage of RUTF, the government of Afghanistan endorsed the temporary use of a modified treatment protocol in which the daily RUTF dosage was prescribed at 1000 kcal/day (irrespective of body weight) until the child achieved moderate acute malnutrition status (weight‐for‐height z‐score ≥ −3 or mid‐upper arm circumference [MUAC] ≥ 115 mm), at which point 500 kcal/day was prescribed until cured (modified treatment protocol [MTP]). In this paper, we report the results of this nonweight‐based daily RUTF dosage experience. Data of 2042 children with SAM, treated using either the STD protocol (n = 269) or the MTP protocol (n = 1773) from August 2019 to March 2021 in five provinces, were analyzed. The per‐protocol analyses confirmed noninferiority of MTP protocol when compared to STD protocol for recovery rate [93.3% vs. 90.2%; ∆ (95% confidence interval, CI) = 3.1 (−0.9; 7.2) %] and length‐of‐stay [82.6 vs. 75.6 days; ∆ (95% CI) = 6.9 (3.3; 10.5) days], considering the margin of noninferiority of −10% and +14 days, respectively. Weight gain velocity was smaller in the MTP protocol group than in the STD protocol group [3.7 (1.7) vs. 5.2 (2.9) g/kg/day; ∆ (95% CI) = −1.5 (−1.8, −1.2); p < 0.001]. The STD group had a significantly higher mean than the MTP group for absolute MUAC gain [∆ (95% CI) = 1.7 (1.0; 2.3) mm; p < 0.001] and the MUAC velocity [∆ (95% CI) = 0.29 (0.20; 0.37) mm/week; p < 0.001]. Our results confirm the noninferiority of a nonweight‐based daily dosage and support the endorsement of this modification as an alternative to the standard protocol in resource‐constrained contexts. Key messages: More evidence supporting the use of the nonweight‐based daily ready‐to‐use therapeutic food (RUTF) dosage for treating uncomplicated severe acute malnutrition (SAM), in specific contexts, is needed.Our real‐world prospective nonrandomized study showed that the fixed nonweight‐based daily RUTF dosage protocol is as effective as the standard weight‐based protocol for treating uncomplicated SAM in children <5 in the Afghanistan context.Our findings support the reflection of a nonweight‐based daily RUTF dosage in resource‐constrained contexts in national and global policies and guidelines to improve coverage of all children in need of treatment. Poverty was already a main problem in Afghanistan even before, but it has exacerbated due to the pandemic. However, the actual impact of the pandemic on households had not been investigated. This study provides such analysis using data obtained from a strictly random survey of 1060 households in the capital of Balkh, the fourth most populated province in Afghanistan. Using headcount ratio and poverty gap measures and both income and expenditure approaches, the results show that an additional 12% of households fell below the poverty line, from an already high of 75% before the pandemic. The poverty gap index rises to 34%, but the computed Gini coefficient indicates no significant change in inequality. Poor governance and corruption in Afghanistan are major impediments to address the issue of poverty. Pashto is a major language of the Iranian family with multiple dialects spoken in Pakistan and Afghanistan. In this paper, I examine the phonological inventory of the previously little known Khatak Pashto by a comparison with the well‐known Yusufzai, of the Northeast dialect of the language. I use primary data collected from Karak and Mardan districts of northwest Pakistan. In my analysis, I identify the similarities between these two varieties and the differences, based on at least eleven phonological isoglosses including the feature of vowel nasality, which split the two. I conclude by supporting the case for a distinct Central dialect area to represent the position of Khatak Pashto. [ABSTRACT FROM AUTHOR]

Background and aims: The use and manufacture of methamphetamine has increased in Afghanistan in recent years. Recent research and reports have pointed to the ephedra plant, which grows wildly, as a key source of ephedrine used in the manufacture of methamphetamine. This paper aimed to estimate the relative efficiencies and scale of inputs required to manufacture methamphetamine in Afghanistan. Methods: Monte Carlo simulations model of the amount of ephedra or cold medications needed to render a pure kilogram of methamphetamine in Afghanistan, accounting for uncertainty in ranges of key parameters informed from the literature and elsewhere. Final estimates were extrapolated to recent seizure totals. Results: For dried ephedra, the median estimate is 196.8 kg (25th–75th percentiles 119.3–346.6 kg) needed to produce 1 kg of methamphetamine compared with 27.9 kg (25th–75th percentiles 21.9–36.8 kg) for cold medications. Nearly 2.7 t of methamphetamine were seized in Afghanistan in 2021. Assuming a purity range of 50%–90%, some 266–478 t of dried ephedra or 38–68 t of cold medication would need to have been processed. Conclusion: Simulated estimates show that considerable amounts of either ephedra or cold medication are needed to produce 1 kg of methamphetamine in Afghanistan. Iran has been among the top ten largest refugee‐host countries worldwide, sheltering one of the largest groups of forced migrants from Afghanistan during the past four decades. This policy paper briefly examines and summarizes the policies related to education of Afghan children in Iran through a structured review. The results of this review suggest that higher education has been and continues to be heavily restricted for Afghans. While access to primary education has improved for Afghans in Iran, policies continue to neglect both cultural specificity and unique needs of this group. Therefore, enrolment has remained restricted. The findings of our policy analysis call for further attention to culturally relevant education, financial assistance for families living in poverty and interventions to subsidize the cost of education to ensure access of all Afghan children to primary education and retain enrolment. This paper presents the results of the mineralogical, petrographic and chemical study of different archaeological samples related to terracruda sculptures and other elements that were part of the architectural decoration of the Buddhist sites of Tepe Narenj and Qol‐e‐tut (Kabul, Afghanistan; fifth to 11th centuries CE). The main objective of the study was to characterize the samples using an archaeometric approach. The study helped to better understand the materials involved in the modeling of Afghan sculptures and their processing, such as the different nature of the clay layers and the finishing 'stucco' coating. The results further indicate that similarities exist among the manufacturing process of the studied samples and that used today by an ancient caste of clay artists in West Bengal (India), suggesting the existence of a continuous technological tradition that deserves to be further explored in the future. In this article, I first set out a conceptualisation of globalised violence. I then reflect upon how psychology networks in general and community psychology networks in particular appear to have positioned themselves publicly in relation to the violence of the recent bombing and occupation of Afghanistan and Iraq. I ask whether networks of Community Psychologists are able/willing to publicly position themselves in regards to these specific events and the levels of globalised violence in general. The World Bank has prioritised and implemented the Citizen Charter National Priority Program (CCNPP) – a community‐driven development program aiming to broadly engage local communities in planning and implementation of the community‐driven development projects in Afghanistan. This paper has utilised Arnstein's model of citizen's participation – the eight stages of citizen participation ladder – to assess the major barriers affecting citizen engagement in community‐driven development projects in Afghanistan. Employing a qualitative approach, we have conducted semi‐structured interviews and focus group discussions with local communities, elders of the community development councils, community development experts and practitioners. The paper has found out that poverty, deinstitutionalised Community Development Councils (CDCs), low level of literacy, lack of volunteering culture, male‐dominance in decision‐making processes, defects in CCNPP operational processes including limited time frame, predefined services, power‐seeking facilitating partners, area selection, and weak CDCs are among the major barriers affecting citizen participation in community‐driven projects in Afghanistan. This paper concluded that citizen's participation in community‐driven development projects in Afghanistan is placed at informing and consultation stages and, in some projects, could be placed at the placation stage of Arnstein's model of citizen participation. Attacks against humanitarian aid workers have received increasing attention in the media, particularly high‐profile incidents such as those against the hospitals of Médecins Sans Frontières in Afghanistan, Syria, and Yemen. Concurrently, scholarly research has given rise to a number of articles, white papers, and books on humanitarian insecurity. Most of this work centres on external threats, neglecting the internal mechanisms that humanitarian organisations use to mitigate security situations. This paper builds on the existing literature by focusing on the decision‐making processes of humanitarian organisations, drawing on data collected from 16 security managers or advisers. The findings reveal that several factors contribute to contextual uncertainty and complexity, including recipient perceptions, local government actions, the behaviour of other non‐governmental organisations (NGOs) in the area, logistical issues, risk variance within a single location, and organisational mandate. Furthermore, the results indicate that NGOs utilise a combination of decision‐making processes to determine how to manage security in high‐risk environments. [ABSTRACT FROM AUTHOR]

This paper examines the roles the English language is expected to play in contemporary war‐torn Afghanistan. It identifies 12 roles – some functional, others aspirational. English has a role to play in the development of Afghanistan, albeit limited, and it is believed to provide a means of escape, both literally and metaphorically. On the other hand, in some sections of society, English is seen negatively. In other contexts, English is required to play a neutral role between the two national languages. Analysis of the way that English is used in aspirational contexts suggests a parallel with shamanistic language: it does not need to be understood but, for its audience, the intended beneficiaries, that does not make it any less effective as a symbolic language, at least in the short term. In the longer term, however, as promised benefits fail to appear, English may increasingly be perceived negatively. [ABSTRACT FROM AUTHOR]

During the twentieth century, the socialist bloc became a second home for socialists from Iran and Afghanistan. Iranian socialists almost certainly constituted the largest foreign diaspora in the USSR at the time of its dissolution, and Soviet entanglements in Afghanistan led to a large flow of Afghan soldiers, students, and socialists to the Soviet Union in the latter half of the twentieth century. The USSR also sponsored Persian socialist internationalism domestically in the form of the Tajik SSR. This paper uses sources from all three sides of the "Persianate triangle" (Tajikistan, Iran, and Afghanistan) to highlight how encounters between socialist groups often highlighted differences between these groups' understanding of socialism despite a shared Persian language. More broadly, it points to the importance of "subnational actors" in the making of Soviet foreign policy. Case studies of a Tajik translator in the Democratic Republic of Afghanistan as well as Iranian socialist exiles in Kabul also show how the memory of socialist internationalism has been processed and narrated very differently within the Iranian diaspora and Tajikistan today. In conclusion, the article shows how the networks forged by Soviet internationalism have often been reworked in the wake of the collapse of the USSR and offers reflections on how scholars can engage further in the study of "subnational internationalism." This paper investigates the prediction of mobile traffic load based on four variants of recurrent neural networks, which are the simple long short‐term memory (LSTM), stacked LSTM, gated recurrent unit (GRU) and bidirectional LSTM. In the considered schemes, the mobile traffic load of 15 min ahead of time is estimated based on the previous mobile traffic load data. The performance of the proposed scheme is verified using realistic traffic load data collected from the base station located in Kabul city, Afghanistan, which belongs to the SALAAM telecommunication operator during December 2020 and January 2021. Through performance evaluation, the authors confirm that the traffic load can be predicted with high accuracy using considered schemes and the GRU‐based scheme outperforms other schemes in terms of accuracy. The laborer's physical and mental health, well‐being, and happiness are among the major indicators for measuring each nation's sustainable development. A conflictive and hostile external environment (war zone) poses considerable difficulty and psychological distress to workers and nonworkers. Therefore, working in such a physically dangerous business environment may hurt worker's well‐being and happiness that in turn may reduce the workers' productivity at the workplace. A high level of laborers' productivity in public and private sectors is essential for achieving sustainable development in the long term. Therefore, this paper examines the effects of perceived danger on employees' psychological well‐being in war‐torn Afghanistan, an issue being addressed for the first time. We tested the moderating role of social support from coworkers on this effect in order to have a broader vision of which individuals are healthier and happier in a physically dangerous working environment. Two survey data sets were collected from 190 employees working in various small private and public businesses in Herat, Afghanistan. Our results reveal the negative impact of perceived danger on employees' psychological well‐being and that employees who receive little or no social support from their peers feel the negative effects of a physically dangerous working condition even more acutely. As in the Vietnam era, the wars in Iraq and Afghanistan are not the focus of the nightly news. Nevertheless, there are countless numbers of individuals enlisting, serving, deploying, redeploying, and leaving military branches every day. These individuals are underserved in many ways, especially after they end their formal relationship with their service. The purpose of this introduction is to describe the ongoing concerns and psychological problems of our military personnel and the efforts, described by the authors of papers in this issue, to address these concerns and problems. Despite sustained scholarly interest in post‐conflict states, there has not been a thorough review and analysis of associated methodology and the challenges of conducting research in these contexts. Addressing this gap, this paper directs attention to the particular effects of these settings on access and data quality and their ramifications for the resulting scholarship. It assesses the intrinsic challenges of performing fieldwork in these environments, drawing on both relevant social science literature and the authors' experiences of carrying out research in Afghanistan and Timor‐Leste. The study demonstrates that the post‐conflict environment moulds research design and, consequently, influences how questions are answered as well as the questions asked. Moreover, it highlights ways to mitigate these issues. This work is of relevance to scholars planning to engage in field research and to researchers reflecting upon their work, as well as to policymakers who are considering undertaking programmes or commissioning research in post‐conflict areas. Analysts are increasingly grappling with making space for the discussion of turbulent and disturbing current events in their practices. This social disorder raises questions about the role of social activism and advocacy for groups suffering discrimination, persecution, violence, and displacement. Jung too commented on the immediacy of political happenings that show up in our practices with 'violence'. The author discusses an organizational consultation he did in Berlin in 2017 to consult for an NGO that handles placements for unaccompanied minors who are refugees. Such consultation can employ analytic ideas and concepts to the benefit of the organization and its staff. This process, though, requires some translation of these ideas so as not to burden consultees with theoretical terminology with which they may have little or no familiarity. The role of vicarious trauma is discussed, including how it is passed along, and its implications for frontline helpers are considered. Developmental aspects of adolescence figured prominently in the consultation. This paper examines individual and organizational resilience processes among members of The Revolutionary Association of the Women of Afghanistan, (RAWA), an Afghan women's underground resistance organization located in Afghanistan and Pakistan. Since 1977, RAWA has used humanitarian and political means to educate, serve, and motivate women and to advocate for peace, secular democracy, and human rights. The authors analyzed 110 qualitative interviews, collected in Pakistan and Afghanistan between December 2001 and July 2002. An iterative coding framework identified processes of resilience and domain specific stressors (risks) and resources (protective factors) at the individual and organizational level. Further analysis found that these process codes clustered by function into components of an operational model of individual and organizational resilience. While individual and organizational resilience are described by the same model, these two levels of resilience were found to operate in synergy as well as in conflict. Kabul and Monrovia, the respective capitals of Afghanistan and Liberia, have recently emerged from long-lasting armed conflicts. In both cities, a large number of organisations took part in emergency water supply provision and later in the rehabilitation of water systems. Based on field research, this paper establishes a parallel between the operations carried out in the two settings, highlighting similarities and analysing the two most common strategies. The first strategy involves international financial institutions, which fund large-scale projects focusing on infrastructural rehabilitation and on the institutional development of the water utility, sometimes envisaging private-sector participation. The second strategy involves humanitarian agencies, which run community-based projects, in most cases independently of the water utilities, and targeting low-income areas. Neither of these approaches manages to combine sustainability and universal service. The paper assesses their respective strengths and weaknesses and suggests ways of improving the quality of assistance provided. [ABSTRACT FROM AUTHOR]

This paper proposes a basic hypothesis that the volume of emergency assistance any humanitarian crisis attracts is determined by three main factors working either in conjunction or individually. First, it depends on the intensity of media coverage. Second, it depends on the degree of political interest, particularly related to security, that donor governments have in a particular region. Third, the volume of emergency aid depends on strength of humanitarian NGOs and international organisations present in a specific country experiencing a humanitarian emergency. The empirical analysis of a number of emergency situations is carried out based on material that has never been published before. The paper concludes that only occasionally do the media play a decisive role in influencing donors. Rather, the security interests of Western donors are important together with the presence and strength of humanitarian stakeholders, such as NGOs and international organisations lobbying donor governments. This paper looks at the relationship between migration and development in the context of Afghanistan. It begins with a brief outline of the historical and political background to the refugee crisis of the past two decades, and looks briefly at the society and economy of Afghanistan. The history and pattern of aid flows are described and analysed in the next section, followed by consideration of migration and refugee flows over the past two decades, and of remittances and diaspora activities. Repatriation and reconstruction are covered in the following two sections. The penultimate section looks at lessons to be learned for policy making in Afghanistan in the future, and is followed by concluding observations. A cautionary note on data on Afghanistan: although the recent months have seen a surge of interest and writing on Afghanistan, there has always been a shortage of data on the country. Much writing on Afghanistan, both by journalists and a few academics during the 1980s and 1990s, relates to politics, given the Cold War context of the conflict at the time. Most other data available on Afghanistan tend to come from aid agencies involved in the country. While this provides the bulk of information and data on aid and refugee issues — as reflected in the sources used in this paper — it has little to offer on other aspects of life in Afghanistan, especially on recent history and economy. This paper examines the recent growth of the opium economy in north-eastern Afghanistan. A detailed analysis of one village in Badakshan Province reveals profound changes in the local economy and social institutions. The paper describes two major shifts in the local economy: first, the switch from wheat to poppy cultivation; and second, the shift from the livestock trade to the opium trade. It then examines the underlying causes and impacts of the opium economy on social relations in the village. Although a case study of a community living on the margins of the global economy, it is argued that these changes have important implications for international policymakers. The emergence of the opium economy in north-eastern Afghanistan is symptomatic of new and expanding forms of trans-border trade associated with the restructuring of the global political economy. This paper brings a relational perspective to studies of citizenship beyond national borders. Analysing the responses of 16 to 19-year-old young people in Bradford ( UK) to the wars in Afghanistan and Iraq, we demonstrate the complex entanglements of young people's lives with international politics and develop a relational conceptualisation of citizenship. Departing from the scalar logics and universalising assumptions upon which many definitions of cosmopolitan citizenship are based, we show that youth citizenship across and beyond national borders evolves from specific lines of connection and disconnection that are actualised and modified in performances of citizenship identities, giving rise to diverse political positions and dissent, both with the state and between young people. Anthropologists are chronologically only the latest to have adopted justice (and injustice) as an object of (critical) inquiry. Even among anthropologists, however, the radical critical cry that law is the instrument par excellence of control and repression, has today fallen out of fashion. Starting from the Afghan case, in this paper I reflect on law as a potential source of violence and as an anti-value - in the sense of being in antithesis with accepted social values - in the contemporary global scenario. My focus here is neither on the uses that can be made of law nor on the outcomes of its interpretation and application. The concept of a focused ethnographic study ( FES) emerged as a new methodology to answer specific sets of questions that are required by agencies, policymakers, programme planners or by project implementation teams in order to make decisions about future actions with respect to social, public health or nutrition interventions, and for public-private partnership activities. This paper describes the FES on complementary feeding that was commissioned by the Global Alliance for Improved Nutrition and highlights findings from studies conducted in three very different country contexts ( Ghana, South Africa and Afghanistan) burdened by high levels of malnutrition in older infants and young children ( IYC). The findings are analysed from the perspective of decision-making for future interventions. In Ghana, a primary finding was that in urban areas the fortified, but not instant cereal, which was being proposed, would not be an appropriate intervention, given the complex balancing of time, costs and health concerns of caregivers. In both urban and rural South Africa, home fortification products such as micronutrient powders and small quantity, lipid-based nutrient supplements ( LNS) are potentially feasible interventions, and would require thoughtful behaviour change communication programmes to support their adoption. Among the important results for future decision-making for interventions in Afghanistan are the findings that there is little cultural recognition of the concept of special foods for infants, and that within households food procurement for IYC are in the hands of men, whereas food preparation and feeding are women's responsibilities. This article critically examines the entanglements between 'security' and the geopolitical and geo-economic formations that assist in the cyclical continuation of conflict. The author questions the biopolitical configurations of state and private forms of militarised security. The author's approach to this research addresses the spatial and corporeal aspects of civilian security in contemporary conflicts zones - with a specific focus on Afghanistan. Drawing on the work of feminist political geographers, this article highlights the corporeal as a key site of analysis for the everyday and seemingly apolitical spaces occupied by civilians living amidst political conflict. This descriptive analysis of security and insecurity focuses on four specific areas: (1) Afghan civilian security measures, (2) domestic spaces as sites of security and violence, (3) mobile forms of security and insecurity and (4) the divergent perceptions and experiences of security/insecurity between international civilian workers living in Afghanistan and Afghan civilian citizens. While macro-scale analyses of security and civilian agency in various locations are important for geographic inquiry, it remains imperative that geographers and other social scientists examine the particularities of specific conflict sites and situations in order to avoid one-size-fits-all responses to or analyses of political conflict - and subsequently flattening civilian experiences through aggregated forms of knowledge production. It is unclear how international donors' stated commitment to ownership and partnership ‘translates’ in fragile state or ‘post-conflict’ settings. The very notion of ownership is violently contested in Afghanistan and donors have to negotiate with, and choose between, multiple state and non-state interlocutors. The developmentalist principles outlined in the 2005 Paris Declaration may carry little meaning in such contexts and their application can have paradoxical effects that impede the emergence of broad-based ownership. The limitations of, and alternatives to, developmentalist approaches in fragile states, are explored here with reference to donor policies and practices in Afghanistan, focusing on the period following the 2001 Bonn Agreement. This paper examines how aid policies and programmes have become part of a complex bargaining game involving international actors, domestic elites, and societal groups. It argues that international donors' failure to appreciate or engage sensitively and strategically with these bargaining processes, when combined with contradictory intervention objectives, has contributed to the steady unravelling of a fragile war-to-peace transition in Afghanistan. The study of positive outcomes associated with strong psychological sense of community (PSOC) has grown worldwide. Yet most research explores PSOC as a uni-dimensional (positive) variable operating in a single referent community. Theoretical and empirical literature has suggested, however, that PSOC can be positive, neutral or negative (Brodsky in J Commun Psychol 24(4):347–363, ; Brodsky et al. in Psychological sense of community: Research, applications and implications. Kluwer, New York ) and since people live in multiple physical and relational communities, there may be multiple PSOCs (M-PSOC) operating simultaneously and interactively (Brodsky and Marx in J Commun Psychol 29(2):1–18, ). This paper explores the operation of M-PSOC in the lives of Afghan women, and male supporters, who belonged to a resistance organization before, during and after the Taliban regime. Decisions to join and stay in this community can be explained, in part, through the differentiation of positive, organizational-level PSOC from negative, macro-community-level PSOC. In addition, M-PSOC suggests unique cultural meanings of the terms “community” and “choice.” Findings have implications for cross-cultural community work and for fostering resilient sub-communities in the face of macro and societal-level risks and oppression. This paper seeks to contribute to an improved information management and exchange between humanitarian organisations and military agents in complex emergencies. To do so, a theoretical information management process model was developed and applied to the case of information management between International Security Assistance Force troops and humanitarian organisations such as Cordaid, DACAAR and the International Office for Migration in Kabul, Afghanistan. Based on this analysis the main shortcomings and problems in each stage of the information management process were identified. These include a lack of structured information databases, the absence of identification of information needs, and an over-classification of documents by the military. Using a logical framework analysis, six major improvement tactics were developed, including the creation of more overlap in rotations of personnel, the specification of aims and tasks regarding information management, the improvement of skills and competences of personnel involved, and the introduction of regular joint civil–military evaluations. Title. A disaster preparedness and response project in Afghanistan: participants' perceptions. Aim. This paper is a report of a study to describe Emergency Mobile Unit team members’ and healthcare professionals’ perceptions of a disaster preparedness and response project and to explore the elements of participation that could support its sustainability. Background. Many developing countries have limited preparedness for disaster response. There is a need to better understand the role of national and local participation, and their interplay. We also need to consider the moderation and eventual planned withdrawal of international humanitarian organizations’ support. Afghanistan is one example of a country in postdisaster development where the opportunity arose for an in-depth study of disaster preparedness and response. Method. Data were collected in Finland and Afghanistan in 2004 using an ethnographic approach, with seven thematic interviews ( n = 8) and two focus groups ( n = 7). The participants were Afghan healthcare professionals and expatriates who had facilitated Emergency Mobile Unit training. Findings. Constraints in the project arose from uncoordinated implementation and poor job satisfaction, in addition to intrinsic characteristics of the situation. A second theme to emerge was that participation was a positive response to health emergencies. Thirdly, a need for further development and overall support for Emergency Mobile Units was clearly evident. Conclusion. Improved coordination and measures to increase job satisfaction for national aid workers are needed, and a more positive knowledge-based response system and continued overall support for emergency mobile teams. This paper assesses the cost-effectiveness of, and the return on the investment in, the 2002 catch-up and the 2003 follow-up measles campaigns in Afghanistan from the perspective of the donor. The catch-up campaign targeted nearly 12 million children aged between six months and 12 years, while the follow-up campaign targeted over five million children aged between 9 and 59 months. Both campaigns successfully vaccinated approximately 96 per cent of the respective target populations, and are expected to avert an estimated 301,000 measles deaths over the next 10 years. The average cost per dose of measles vaccine delivered was USD 0.40. The cost per death prevented is USD 23.6, assuming a case fatality rate of 10 per cent and a discount rate of three per cent. With more than 42,000 measles deaths avoided for every one million US dollars spent, the campaigns are an excellent public health investment for precluding childhood mortality in a country affected by a complex emergency. Research in which the researcher and the participants come from different contexts and communities always presents challenges. This paper is based on qualitative, community-based research carried out by a U.S. researcher in Pakistan and Afghanistan with an underground Afghan women's humanitarian and political organization. Written from the perspectives of two authors, one an organization insider and the other the outside researcher, it presents some unique examples of diversity challenges, while also illuminating issues that exist in subtle ways even in more common research experiences. Within the context of multiple diversities, two challenges to bridging diversity are discussed: (1) Can or should all diversities be bridged? and (2) Can narrow attention to diversity lead to ignoring similarities? We argue that the definitions of success and failure in bridging diversity are themselves relative terms, grounded in this very diversity. Further, even when research fails to bridge diversity it may, in fact, not only honor and respect that diversity, but ultimately lead to a better understanding of it. [ABSTRACT FROM AUTHOR]

The Roll Back Malaria (RBM) partnership was established in 1998 to address the worldwide malaria burden through a new approach. It was founded by four multilateral agencies that were already committed to supporting malaria control: the United Nations Development Programme, the United Nations Children's Fund, the World Bank and the World Health Organization. In contrast to previous campaigns, RBM focuses on strengthening existing health services to ensure that malaria can be controlled through an integrated approach, rather than through creation and maintenance of a separate structure. Field experience of RBM is rarely documented in the open scientific literature, making it difficult to judge its success and apply lessons learned to other settings. This paper aims at improving on this by documenting experience of RBM support in Afghanistan during initial post-conflict reconstruction. From the analysis some recommendations emerged: (i) technical in-country support needs to be provided for a number of years, as short postings are likely to provide only temporary solutions and may fail to contribute towards medium or long-term development; (ii) the role and responsibilities of support staff need to be clear to all RBM partners; (iii) part of this role should be to act as focal point, in an attempt to improve on coordination and (iv) if possible, support staff should be seconded to the MoH, to avoid association of the RBM initiative with a specific international organization and to further the multi-sectorial partnership approach. BACKGROUND: In 2001, Afghanistan was the centre of the world's attention. By 2002, following 23 years of internal conflict - including Soviet invasion, civil war and Taliban rule, plus 3 years of drought, the country was just beginning the process of re-establishing its internal structures and processes. In the health sector, this included the revival of the Ministry of Health (MOH). The MOH was assisted in its efforts by multiple partners, including the UN, donor and aid agencies, and a variety of non-governmental organizations. The author served as a consultant to the Aga Khan University School of Nursing, in partnership with the World Health Organization and the MOH, as it took on the work of strengthening nursing, midwifery and allied health education programmes for Afghanistan. AIM: This paper will focus on the initial assessment of that sector. It will describe the situation as it existed in 2002, by examining the Kabul Institute of Health Sciences (IHS) and then turn briefly to the current state of affairs. CONCLUSIONS: Despite the uncertainties of daily life in Afghanistan, the country has successfully initiated the reconstruction process. In the health sector, this can be seen in the work done at the Kabul IHS. Progress has been made in a number of areas, most notably in development and implementation of nursing and midwifery curricula. However, no one would deny that much more work is needed. This paper describes the evolution of the opium economy in Afghanistan and examines the factors behind its resurgence since the fall of the Taliban regime. The historical roots of poppy cultivation are analysed with particular reference to the role of borderlands and processes of state formation and collapse. This is followed by an examination of the contemporary dynamics of the opium economy. In the valley of Bamiyan, Afghanistan, approximately 1700 years ago, two large standing Buddha statues were carved out of the sedimentary rock of the region. They were 53 and 38 m high and the larger one figured as the tallest representation of a standing Buddha in the world. In March 2001 the Taleban government militia demolished the colossal statues. After the destruction a group from ETH Zürich completed the computer reconstruction of the Great Buddha, which can serve as the basis for a physical reconstruction. This paper reports the results of the image-based 3D reconstruction of the statue, performed on three different data-sets in parallel and using different photogrammetric techniques and algorithms. This paper presents an economic evaluation of landmine clearance in Afghanistan. The main benefits comprise increased agricultural output, saved transport time and running costs, saved human casualties and the saved costs of supporting refugees and displaced persons. An investment of US$100 million between 1988 and 1998 is estimated to provide annual benefits of $50.3 million per annum between 1999 and 2008. This translates into net present values of between $935 and $1,744 million, depending on the rate of discount used. This contrasts with the negative NPEs estimated for several other countries. This paper outlines the implications of international approaches to humanitarian assistance in Afghanistan, focusing in particular on the period since the Taliban assumed power. It argues that international efforts to use conditionality on humanitarian assistance have proved ineffective in influencing the Taliban's policies, and have been implemented despite the negative impact on the welfare of the whole population. Efforts to adopt a principled approach to aid programming in this environment have also raised many ethical dilemmas which are likely to remain major challenges in that country and elsewhere. Although Molayan is the richest fossil mammal locality in Afghanistan, only a few species have been studied. This paper describes three rodents ( Hystrix aryanensis sp. nov., Parapeolomys sp. and Pseudomeriones latidens sp. nov.) and one insectivore ( Erinaceus sp.). Lithostratigraphical correlations and biostratigraphical studies in the Khurdkabul Basin provide evidence that the Molayan locality is younger than three other localities in this basin: Sherullah, Taghar and Ghazgay. In addition, the taxa described here, along with several species of large mammals from Molayan, permit correlations with the Siwalik succession in Pakistan to the east, and with European Neogene mammal ages to the west. The age of the Molayan fauna is concluded to be mid Turolian. Observations on the mammal faunas from the Khurdkabul Basin suggest that the altitude of the area, at present over 2000 m, was much lower during the late Miocene. This paper explores the contested yet critical importance of hospitality to the everyday lives of Afghan traders in Afghanistan and the Central Asian Republic of Tajikistan. Ethnographically, it focuses on the ways in which these people's relationship to the norms and values of hospitality are often highly reflective and shot through with irony, irreverence, and wit. Theoretically, it aims to move beyond anthropological approaches to the study of morality that document tensions between calculation and ethics in everyday life to a position that reflects the co-implication of these facets of morality.
