Rehabilitation of cutover stands is often a management objective of landowners who desire improved stand conditions and increased value from future harvest revenues. We evaluated crop tree growth response and quality following precommercial rehabilitation treatments in mixedwood stands degraded through repeated exploitive cutting in Maine, USA. Treatments included control (no rehabilitation), moderate rehabilitation (crop tree release), and intensive rehabilitation (crop tree release plus timber stand improvement). Paper birch (Betula papyrifera Marsh.), red spruce (Picea rubens Sarg.), and eastern hemlock (Tsuga canadensis (L.) Carriere) crop tree diameter increments 0 to 9 years after treatment were greater following rehabilitation than in the control. Diameter increment did not differ between intensities of rehabilitation for any species. For conifers in the lower strata, crop tree height growth and change in crown length were negatively correlated with basal area in larger trees. The occurrence of epicormic branches on paper birches was greater in the rehabilitation treatments than the control. However, most epicormic branches occurred above the height corresponding to the first sawlog. These findings indicate that rehabilitation of mixedwood stands with similar characteristics can result in improved growth of crop trees without jeopardizing the quality of the lower bole in paper birches. Sustaining the structure, function, and services provided by forest ecosystems in the face of changing climate and disturbance regimes represents a grand challenge for forest managers and policy makers. To address this challenge, a range of adaptation approaches have been proposed centered on conferring ecosystem resilience and adaptive capacity; however, considerable uncertainty exists regarding how to translate these broad and often theoretical adaptation frameworks to on-the-ground practice. Complicating this issue has been movement away, in some cases, from other recent advances in forest management, namely ecological silviculture strategies that often focus on restoration. In this paper, we highlight the areas of compatibility and conflict between these two frameworks by reviewing the four principles of ecological silviculture (continuity, complexity and diversity, timing, and context) from the perspective of global change adaptation. We conclude that given many commonalities between the outcomes of ecological silviculture and conditions conferring adaptive capacity, the four principles remain a relevant starting point for guiding operationalization of often theoretical adaptation strategies. Traditionally, forest management has focused on forestry-related practices whereas other industries have been managed separately. Forest management requires the integration of all natural resource development activities, along with other anthropogenic and natural forest disturbances (e.g., climate change, pollution, wildfire, pest disturbance) to understand how human activities can change forested ecosystems. The term cumulative effects has been used to describe these attempts to integrate all disturbances to develop an understanding of past, current, and future impacts on environmental, social, and economic components of the system. In this review, we focus on the science required to understand the past, current, and future impacts of the cumulative effects of anthropogenic and natural disturbances on forested ecosystems or their components. We have primarily focused on the terrestrial system with an emphasis on northern forests in Canada. Our paper is not intended to be a comprehensive review of all cumulative effects science but a synthesis of the challenges and approaches currently being used. Central repositories were identified as an approach to deal with issues of availability of remotely sensed data on anthropogenic and natural disturbances. Data integration projects, open data, and well-designed large-scale data collection efforts are needed to provide sufficient data on environmental responses to cumulative effects. As well, large-scale integrated, modularized ecosystem models are needed to bring stressor and environmental response data together to explore responses to, and interactions between, multiple stressors to project these effects into the future and to identify future data collection needs. Public advisory committees (PACs) are a dominant form of public participation in Canada's Crown forests, providing a venue in which members of the local public can engage and influence sustainable forest management decision-making. In this paper, we examine the experiences of Indigenous participants (relative to non-Indigenous participants) concerning the success of PAC processes. We focus on issues of fairness, equity, and inclusion of Indigenous voices along with an assessment of forest values diversity. Findings from surveys in 2004 and 2016 indicate statistically significant differences between Indigenous and non-Indigenous PAC members regarding their forest values and their evaluation of the success of PAC processes. This work draws attention to the relative experiences of survey participants and the identification of persistent challenges associated with public engagement over the last two decades. The USDA Forest Service, the Canadian Forest Service, and US and Canadian forest products industries are committed to the principles of sustainable forestry with a major focus on protecting soil productivity. The USDA Forest Service has developed and adopted soil quality standards to evaluate the effects of forest use and management activities on forest soils and, if necessary, prescribe remedial or preventive actions to avoid adverse impacts on soil productivity. Similarly, the Canadian Forest Service has adopted a series of criteria and indicators with which to monitor the impacts of management on soil resources. The policies of both public agencies reflect the recommendations of the Montréal Process Working Group (1999). Many forest industries have adopted the Sustainable Forestry Initiative developed by the American Forest and Paper Association (2000). Standards of the Sustainable Forestry Initiative clearly state the vision and direction for achieving sustainable forest management, goals, and objectives to be attained and performance measures for judging whether a goal or objective has been achieved. However, both public and private entities recognize that current standards, criteria, and indicators represent first approximations. Continuing revision and adjustment based on information from long-term research studies are vital to protecting soil productivity while deriving optimum public benefits from our forest-based resources. The purpose of the paper is to analyse the extent of policy change and learning in the 20 years following the implementation of Ontario's forest sustainability legislation. Extent of policy learning and change towards sustainable forest management are measured using a combination of content, co-occurrence, and textual analysis of the previous Crown Timber Act and the new Crown Forest Sustainability Act, as well as the latter's 1996 and 2009 forest planning manuals. There were four key findings. First, policy change towards sustainable forest management has been limited. Second, although there was an increased number of values mentioned in new legislation and planning manuals, the frequency of timber values remained dominant. Third, although integration occurred among a greater range of values, integration with timber values continued to dominate. Fourth, with respect to policy learning, the achievement of sustainable forest management is now explicit and judged based on evidence regarding the inclusion of a range of values beyond timber. Quantifying the age characteristics of a forest can provide valuable information about the forest’s impact on the environment. For instance, the age of a forest can affect the ecosystem’s carbon exchange, soil enzyme activity, and biodiversity. In this paper, we investigate the use of different sampling methods to estimate the age characteristics of three simulated ponderosa pine (Pinus ponderosa Dougl. ex P. Lawson & C. Lawson) forests having different spatial and age patterns. This includes estimating the mean tree age and the age-class distribution of the trees in the forest. The trees in the sample are selected using k-tree sampling, fixed-radius plot sampling, or variable-radius plot sampling, and we compare the properties of the resulting estimators via design-based and model-based approaches. Analyses of the different sampling methods applied to the three forests suggest that the estimator associated with k-tree sampling, with the addition of a few extra trees per plot, is feasible for forests having a spatially mosaic or random spatial pattern. In this paper, we present an approach employing multiobjective optimization to support decision making in forest management planning under risk. The primary objectives are biodiversity and timber cash flow, evaluated from two perspectives: the expected value and the value-at-risk (VaR). In addition, the risk level for both the timber cash flow and biodiversity values are included as objectives. With our approach, we highlight the trade-off between the expected value and the VaR, as well as between the VaRs of the two objectives of interest. We employ an interactive method in which a decision maker iteratively provides preference information to find the most preferred management plan and learns about the interdependencies of the objectives at the same time. The method is illustrated with a case study in which biodiversity is assessed through an index calculated from the characteristics of the forest. Uncertainty is included both through modifying the input data according to the accuracy of current inventory methods and through growth model errors. This uncertainty is described using a set of 25 scenarios. Involving multiple components of risk is a highly relevant approach in multiobjective forestry; however, estimation of the uncertainty of biodiversity needs further attention. [ABSTRACT FROM AUTHOR]

In this paper, we inquire into whether, and by how much, the use in tactical planning of a dense set versus a sparse set of candidate roads can reduce the two major costs (construction and transportation) of forest operations. This inquiry is conducted by using an optimal road location model to generate dense and sparse sets of candidate roads for three different problem instances. These problem instances were then solved using a mixed integer representation of the integrated tactical planning problem. The results show that the use of a dense set versus a sparse set of candidate roads, for all three problem instances, yielded solutions with a mean decrease in transportation and construction costs of 34.34% and 6.94%, respectively. The mean increase in revenue was 1.06%, and the mean increase in the objective function value (revenue minus the total road construction and transportation costs) was 5.62%. In addition, the mapped solutions reveal the spatial attributes of a lower versus a higher cost road network: straighter roads and more efficiently located forks within the road network. These results were obtained to illustrate how reductions in the costs of transportation and road construction can be achieved in tactical planning. [ABSTRACT FROM AUTHOR]

Some ideas of neuro-dynamic programming (NDP) are illustrated by considering the problem of optimally managing a forest stand under uncertainty. Because reasonable growth models require state information such as height (or age), basal area, and stand diameter, as well as an indicator variable for treatments that have been performed on the stand, they can easily lead to very large state spaces that include continuous variables. Realistic stand management policies include silvicultural options such as pre-commercial and commercial thinning as well as post-harvest treatments. We are interested in problems that are stochastic in their basic growth dynamics, in market prices, and in disturbances, ranging from insects to fire to hurricanes. NDP algorithms are appropriate for problems with large dimensions that may lack a simple model of dynamics and stochastic processes. This paper looks at applying these ideas in the context of a multispecies model. Results show that policies obtained using NDP are optimal within a 95% confidence interval or better. The set of states and controls incorporated into our NDP model allows us to develop optimal policies with a level of detail not typically seen in the forestry literature. [ABSTRACT FROM AUTHOR]

This paper presents a simulation-based analysis of a multiple-round timber combinatorial auction in the timber industry. Currently, most timber auctions are single-unit auctions (i.e., each forest stand is sold separately). However, other types of auctions could be applied to take advantage of the various needs of the bidders with respect to species, volumes, and quality. This study aims to analyze the use of combinatorial auction to this specific context using a simulation approach. Various number of auctions per year, periodicity, lot size, and number of bidders are considered as parameters to set up the different market configurations. The outcomes of both combinatorial auction and single-unit auction are compared with respect to different setup configurations. This analysis shows that combinatorial auction can bring more profit for both seller and buyer when the market is less competitive. [ABSTRACT FROM AUTHOR]

Forest planning models have increased in size and complexity as planners address a growing array of economic, ecological, and societal issues. Hierarchical production models offer a means of better managing these large and complex models. Hierarchical production planning models decompose large models into a set of smaller linked models. For example, in this paper, a Lagrangian relaxation formulation and a modified Dantzig–Wolfe decomposition – column generation routine are used to solve a hierarchical forest planning model that maximizes the net present value of harvest incomes while recognizing specific geographical units that are subject to harvest flow and green-up constraints. This allows the planning model to consider forest-wide constraints such as harvest flow, as well as address separate subproblems for each contiguous management zone for which detailed spatial plans are computed. The approach taken in this paper is different from past approaches in forest hierarchical planning because we start with a single model and derive a hierarchical model that addresses integer subproblems using Dantzig–Wolfe decomposition. There is an increasing demand for active public involvement in forestry decision making, but there are as yet few established models for achieving this in the new sustainable forest management (SFM) context. At the level of the working forest, the fields of forest sustainability assessment, public participation, decision support, and computer technology in spatial modelling and visualization need to be integrated. This paper presents the results of a literature review of public participation and decision-support methods, with emphasis on case study examples in participatory decision support. These suggest that emerging methods, such as public multicriteria analysis of alternative forest management scenarios and allied tools, may lend themselves to public processes addressing sustainability criteria and indicators. The paper develops a conceptual framework for participatory decision support to address the special needs of SFM in tactical planning at the landscape level. This framework consists of principles, process criteria, and preliminary guidelines for designing and evaluating SFM planning processes with community input. More well-documented studies are needed to develop comprehensive, engaging, open, and accountable processes that support informed decision making in forest management, and to strengthen guidance for managers. This paper develops a simulation-based optimization supply chain model for supplying sawlogs to a sawmill from a forest management unit. The simulation model integrates the two-way flow of information and materials under the stochastic demand of the sawmill production unit. The dynamic optimization model finds the optimum inventory policy ( s, S) that minimizes the total inventory cost for the three supply chain agents - sawmill storage, merchandizing yard, and forest management unit. The model is used to analyze a real sawmill case study in northwestern Ontario, Canada. It was found that the merchandizing yard absorbs shocks of uncertain demand from the sawmill production unit and reduces idle time, but it increases the total cost of the supply chain by $11 802 (about 42%). The optimized model predicts that only 3.5 days of inventory is required at the sawmill storage. The simulation-based optimization supplier model will help in decision-making at the tactical and operational level in the forest products industry supply chain through a two-way flow of information and materials. Mexican temperate forests, at the southernmost end of the distribution range of this ecosystem, are the world's centre of diversity of pine and oak, with 55 and 161 species, respectively. Such forests are threatened by land-use change, unsustainable forest management practices, and climate change; these threats reduce their diversity, alter the distribution ranges of species, modify disturbance regimes, and reduce ecosystem adaptability. This paper briefly reviews ( i) the ecology of the Mexican temperate forests, ( ii) the ecological basis for the unique diversity of pine and oak species, ( iii) the main disturbances as well as the main drivers of global changes affecting these forests, in particular climate change, and ( iv) the social, economic, and cultural factors to be considered in proposing a new forest management approach. It proposes a new conceptual framework to manage Mexican temperate forests that are in line with ( i) their natural dynamics, ( ii) the rapidly changing and uncertain global environmental, social, and economic conditions, and ( iii) the complex adaptive system approach. This new forest management combines functional zoning, multispecies plantations, and sylvicultural interventions to increase the adaptive capacity of forests as a way to balance the increasing need for timber products with the need for other ecosystem services facing rapidly changing and uncertain future environmental, social, and economic conditions. Urban forest naturalization has gained momentum within municipal planning and non-governmental organizations. As the interest in naturalization increases, so does the impetus for exploring its conceptual and practical dimensions. Naturalization is a form of ecological restoration with prominent social dimensions. One motivation is reintegrating the urban forest to a greater extent into its surroundings, increasing the habitat available for native species. However, naturalization is not always desirable, as we may want to use and modify certain areas for cultural purposes, or feasible, as some species may be unable to establish in an urban setting. This paper examines the concepts underlying naturalization and how they influence naturalization decisions and goals. It then provides a framework for urban forest naturalness and explores potential applications of naturalness assessments in urban forest management. The framework outlines 37 different biotic and abiotic dimensions of naturalness that can help urban forest decision-makers visualize and manage the urban forest through understanding its individual parts and thus the whole. If a site is weak in particular dimensions, actions can be directed to increase the naturalness of these components. Similarly, some dimensions may be of more interest than others, such as increasing habitat suitability for a particular species. We then offer real and hypothetical examples of applying the framework to urban forest management. The benefits of a naturalized urban forest are many. It provides habitat for native species and has an important role as a biological teaching tool for urban residents. In developing this framework, we hope to expand the discussion on naturalization beyond simply planting native species and ceasing mowing to positioning urban forests in a broader landscape. The uniform angle index (UAI) is used to characterize the spatial distribution of a forest community or of individual tree species within that community. This study presents an empirical assessment of the performance of a new statistical test used in conjunction with the UAI. In this study, the UAI is applied to observed and simulated communities. The effect of plot size and density are examined and the results are compared with the criteria of the aggregation index R of Clark and Evan (CE-R) and Ripley's L function (RL). The results suggest that the UAI performs well in determining a particular class of spatial pattern and that, in contrast to the CE-R index, it is unaffected by population density because the standard deviation can be estimated when the density is known using a new empirical relationship presented in this paper. The results of this study represent an improvement in the development of the UAI, verifying its performance and confirming its overall utility. Our comparative analysis positions the UAI among its historical competitors, the CE-R and RL criteria. The UAI index, which does not require expensive mapping of tree positions, can produce results that are equivalent to those obtained by RL and more robust and reliable than those obtained by CE-R. Conservation efforts to sustain water resources and aquatic biodiversity in boreal watersheds will require reliable information on the recent status of various indicator species and an improved understanding of the risks to aquatic biodiversity posed by resource development activities. We reviewed the recent state of knowledge on the responses of aquatic biodiversity to forest management, pulp and paper mill effluents, hydroelectric impoundments, mining of minerals and metals, oil sands extractions, and peat mining and offer a prognosis for aquatic biodiversity under each of these environmental stressors. Despite the prevalence of natural resource development in Canada's largest forest ecosystem, there was a limited amount of published literature on the effects of many of the disturbance types on various indicators of aquatic biodiversity, making it difficult to produce a current and reliable status assessment. Across most of the boreal zone, there is a lack of coordinated, consistent data collection for many of the bioindicators and disturbance types discussed in this review. Forecasting the future state of aquatic biodiversity across the boreal zone is challenged by increasing natural resource development and its interactions with other stressors, especially climate change. The cumulative effects of multiple stressors coupled with resource development activities in boreal watersheds remain largely unknown. More importantly, the ecological thresholds for these cumulative effects (that is, the point at which aquatic ecosystems and their biodiversity cannot recover to a desired state within a reasonable time frame) are also unknown and remain gaps in our knowledge. The recent literature identifies a number of risks to aquatic biodiversity at local (tens of square kilometres) to regional (hundreds of square kilometres) scales associated with natural resource development. There are indications that many of these risks can be minimized by 'greener' technologies for resource development and reclamation, practical conservation planning and regulation, and increased stewardship in watershed management, although the effectiveness of many of these measures cannot yet be assessed from the published literature. Developing forest management plans from a multicriteria perspective requires the decision maker to state preferences regarding the criteria and their importance. This article demonstrates the feasibility of merging the weighted goal programming formulation and the minimax goal programming formulation as a means to provide the decision maker the opportunity to decide which goals are to be treated in a weighted goal programming (the efficient solution) manner or in a minimax goal programming (the equitable solution) manner. The combination of these two goal planning variants is done through partitioning the criteria into sets to be treated by the different variants. The two methods proposed in this paper assign different criteria to a set where the balance of the achievements is desired or to a different set where the maximum aggregated achievement is desired. The first method is designed to create alternative plans, based only on the assignment of criteria to different partitions. The second method requires that the decision maker has a clear understanding of how he/she wishes to deal with each criterion. In many northern forest ecosystems, the postfire transition from a closed-crown forest to open woodland is often observed but poorly understood. This paper looks at the effect of interactions between surficial deposit, climate, and fire cycle on postfire forest recovery within a large territory (190 000 km2) of the boreal forest of eastern Canada. Postfire recovery was estimated using the time elapsed to move from the burnt stage to the regenerated stage and the young forest stage. The main objective was to determine if forests situated in dry regions (characterized by a high proportion of dry coarse surficial deposits, low precipitation, and short fire cycle) tend to reestablish more slowly after fire, obtaining a more open stand compared with wetter regions characterized by a longer fire cycle. To identify the best explanatory model for postfire recovery, multinomial logistic regressions with the Akaike information criterion were conducted using a combination of physicoclimatic factors. Our best model suggests that the most significant predictors of postfire recovery are time since fire (χ2 = 1370.06), surficial deposit type (χ2 = 651.95), the Canadian Drought Code (χ2 = 247.75), and the growing season precipitation (χ2 = 102.80). Fast recovery and dense forest regeneration are associated with subhydric till deposits only in the regions characterized by a long fire cycle (>500 years). Conversely, slow regeneration conducive to a sparse young forest was usually associated with regions characterized by a short fire cycle (<200 years) underlain by dry coarse deposits such as juxtaglacial but also mesic deposits in some cases. Our results also show that slow recovery and reduced forest regeneration are most likely to occur following fires that occurred in dry years, regardless of the deposit type and region. The main objective of this paper is to evaluate whether future climate change would trigger an increase in the fire activity of the Waswanipi area, central Quebec. First, we used regression analyses to model the historical (1973–2002) link between weather conditions and fire activity. Then, we calculated Fire Weather Index system components using 1961–2100 daily weather variables from the Canadian Regional Climate Model for the A2 climate change scenario. We tested linear trends in 1961–2100 fire activity and calculated rates of change in fire activity between 1975–2005, 2030–2060, and 2070–2100. Our results suggest that the August fire risk would double (+110%) for 2100, while the May fire risk would slightly decrease (–20%), moving the fire season peak later in the season. Future climate change would trigger weather conditions more favourable to forest fires and a slight increase in regional fire activity (+7%). While considering this long-term increase, interannual variations of fire activity remain a major challenge for the development of sustainable forest management. [ABSTRACT FROM AUTHOR]

This paper examines the problem of harvest capacity planning at a tactical level. Annual capacity planning allows planners to determine the number of contractors to hire per period throughout the year and to define the duration of their contracts. In practice, this process usually involves the analysis of historical data regarding the operational use of capacity and aggregated demand forecast, the output of which then serves to plan harvest operations. Although this form of hierarchical planning reduces the complexity of the task, the decomposition into subproblems that must be successively resolved can lead to infeasibility or poor use of harvesting capacity. The specific problem addressed here resides in how one can consider the operational impact of harvesting decisions taken at the tactical level to ensure a plan’s feasibility at the operational level. We present a tactical planning process based on Schneeweiss’ generic hierarchical modeling approach. A computational experiment demonstrates how a tactical planning process is influenced by the input of the operational level anticipation model. With increasing concerns about the costs of forest management, there is a need to rigorously evaluate any management activities that add to costs. Certification has been widely adopted at considerable financial cost to those managing forests. Although there have been many studies of the impacts of certification, there is no comprehensive framework for assessing whether or not certification has been effective in achieving its goals. To do this, certification needs to be viewed as a part of an international environmental regime. Using established methodologies, this paper applies an evaluation framework and examines forest certification effectiveness in a number of categories: problem solving, goal attainment, behavioural effectiveness, process effectiveness, constitutive effectiveness, and evaluative effectiveness. It is too early to assess its effectiveness in problem solving and goal attainment. However, forest certification has been quite successful at process and constitutive effectiveness and is now widely recognized by a range of institutions. Spatial tree data are required for the development of spatially explicit models and for the estimation of summary statistics such as Ripley’s K function. Such data are rare and expensive to gather. This paper presents an efficient method of synthesizing spatial tree point patterns from nearest neighbour summary statistics (NNSS) sampled in small circular subwindows, which uses a stochastic optimization technique based on simulated annealing and conditional simulation. This nonparametric method was tested by comparing tree point patterns, reconstructed from sample data, with the original woodland patterns of three structurally different tree populations. Analysis and validation show that complex spatial woodland structures, including long-range tree interactions, can be successfully reconstructed from NNSS despite the limited range of the subwindows and statistics. The influence of the NNSS varies depending on the woodland under study. In some cases, the sampling results can be improved by reconstruction. Furthermore, it is clearly shown that it is possible to estimate second-order characteristics such as Ripley’s K function from small circular subwindows through the reconstruction technique. The results offer new opportunities for adding value to woodland surveys by making raw data available for further work such as growth projections, visualization, and modelling. The term “aboriginal forestry” is used increasingly to describe the evolving role of First Nations peoples in Canadian forestry over the last 30 years. This paper reviews a diversity of experiences and identifies issues that have important implications for governments, forest planners, and First Nations: a forestry regime that reflects the interests of governments and industry rather than those of First Nations; variable implementation of aboriginal rights in forestry practice; benefits and problems of economic partnerships; limitations on consultation, traditional knowledge, and comanagement in forestry; and finally, different forestry paradigms. Among these experiences and issues, we recognise different visions for the participation of First Nations peoples in Canadian forestry. At one end of the spectrum, “forestry excluding First Nations” is no longer accepted. The most common form may be “forestry by First Nations,” representing a role for First Nations within existing forestry regimes. Other options include “forestry for First Nations,” in which forest managers seek to incorporate aboriginal values and knowledge in management activities and “forestry with First Nations,” in which aboriginal peoples are equal partners in forest management. However, aboriginal forestry is better understood as a potential new form of forestry that uses knowledge and techniques drawn from both traditions and conventional forestry and is based on aboriginal rights, values, and institutions. Au Canada, le terme « foresterie autochtone »gagne en popularité pour décrire le rôle grandissant des Premières nations en foresterie au cours des trente dernières années. Cet article passe en revue de nombreuses expériences et identifie des enjeux aux conséquences importantes pour les gouvernements, les gestionnaires forestiers et les Premières nations. Un régime forestier qui reflète les intérêts des gouvernements et des industriels plutôt que ceux des Premières nations, la reconnaissance inégale des droits autochtones dans les pratiques forestières, les bénéfices et les problèmes associés aux partenariats d’affaires, les limites propres à la consultation, la place des savoirs traditionnels et de la cogestion en foresterie et enfin, la variété des paradigmes forestiers composent ces enjeux. Site index prediction models are an important aid for forest management and planning activities. This paper introduces a multiple regression model for spatially mapping and comparing site indices for two Pinus species (Pinus elliottii Engelm. and Queensland hybrid, a P. elliottii × Pinus caribaea Morelet hybrid) based on independent variables derived from two major sources: γ-ray spectrometry (potassium (K), thorium (Th), and uranium (U)) and a digital elevation model (elevation, slope, curvature, hillshade, flow accumulation, and distance to streams). In addition, interpolated rainfall was tested. Species were coded as a dichotomous dummy variable; interaction effects between species and the γ-ray spectrometric and geomorphologic variables were considered. The model explained up to 60% of the variance of site index and the standard error of estimate was 1.9 m. Uranium, elevation, distance to streams, thorium, and flow accumulation significantly correlate to the spatial variation of the site index of both species, and hillshade, curvature, elevation and slope accounted for the extra variability of one species over the other. The predicted site indices varied between 20.0 and 27.3 m for P. elliottii, and between 23.1 and 33.1 m for Queensland hybrid; the advantage of Queensland hybrid over P. elliottii ranged from 1.8 to 6.8 m, with the mean at 4.0 m. This compartment-based prediction and comparison study provides not only an overview of forest productivity of the whole plantation area studied but also a management tool at compartment scale. The capacity of a forest site to capture carbon and convert it into biomass defines fundamental site productivity. In the United States, the National Forest Management Act (NFMA) of 1976 mandates that this capacity must be protected on federally managed lands. Responding to NFMA, the USDA Forest Service began a soil-based monitoring program for its managed forests. Lacking an extensive research base, soil-based standards were predicated largely on professional judgment. To provide a stronger foundation, a national program of Long-Term Soil Productivity (LTSP) research was established. The LTSP program addresses both short- and long-term consequences of site and soil disturbance on fundamental forest productivity. Research centers on two key properties affecting a site's long-term productive capacity, site organic matter and soil porosity, each of which is readily influenced by management. A coordinated research network of more than 100 field installations in the United States and Canada is examining how pulse changes in these properties affect soil processes supporting vegetative growth and potential productivity. Results from installations with ≥5 years of response were presented on the 10th anniversary of LTSP, and the latest findings are assembled here. Light detection and ranging (lidar) is becoming an increasingly popular technology among scientists for the development of predictive models of forest biophysical variables. However, before this technology can be adopted with confidence for long-term monitoring applications in Canada, robust models must be developed that can be applied and validated over large and complex forested areas. This will require "scaling-up" from current models developed from high-density lidar data to low-density data collected at higher altitudes. This paper investigates the effect of lowering the average point spacing of discrete lidar returns on models of forest biophysical variables. Validation of results revealed that high-density models are well correlated with mean dominant height, basal area, crown closure, and average aboveground biomass (R2 = 0.84, 0.89, 0.60, and 0.91, respectively). Low-density models could not accurately predict crown closure (R2 = 0.36). However, they did provide slightly improved estimates for mean dominant height, basal area, and average aboveground biomass (R2 = 0.90, 0.91, and 0.92, respectively). Maps were generated and validated for the entire study area from the low-density models. The ability of low-density models to accurately map key biophysical variables is a positive indicator for the utility of lidar data for monitoring large forested areas. [ABSTRACT FROM AUTHOR]

A common approach for incorporating opening constraints into harvest scheduling is through the area-restricted model. This model is used to select which stands to include in each opening while simultaneously determining an optimal harvest schedule over multiple time periods. In this paper we use optimal benchmarks from a range of harvest scheduling problem instances to test a metaheuristic algorithm, simulated annealing, that is commonly used to solve these problems. Performance of the simulated annealing algorithm was assessed over a range of problem attributes such as the number of forest polygons, age-class distribution, and opening size. In total, 29 problem instances were used, ranging in size from 1269 to 36 270 binary decision variables. Overall, the mean objective function values found with simulated annealing ranged from approximately 87% to 99% of the optima after 30 min of computing time, and a moderate downward trend of the relationship between problem size and solution quality was observed. This paper considers the question of whether sustainable forest management (SFM) should continue to incorporate sustained yield (SY) requirements, as it currently does in many jurisdictions. We evaluate the extent to which SY and SFM are consistent with notions of weak and (or) strong sustainability. Strong sustainability implies placing constraints on the reduction of stocks of natural capital to prevent irreversibility and (or) protect flows of services that have public good characteristics. In contrast, weak sustainability may allow market forces to draw down stocks of natural capital so long as levels of total capital (including human-made and natural capital) are maintained. We argue that with SY policies, we have probably chosen to attach strong sustainability policies to the only forest resource that does not need such protection (i.e., timber), while we have excluded other resources that could well need such protection (e.g., biodiversity) for pursuing SFM. Thus, the concept of allowable annual cuts could be dropped from SFM to be replaced by safe minimum standards on components of forest capital that are subject to irreversibility and (or) that have public good features. A multi-objective optimization model was created for medium-term forest development planning for an integrated forest products company located in the East Kootenay area of British Columbia, Canada. First, a set of sustainable forest management criteria and indicators were developed based on information that could be collected from regional geographic information sytem (GIS) databases and potential outputs from the model. Next, a new forest development planning unit was created (stewardship unit) in which adjacent forest polygons with similar indicator attributes were aggregated. The planning model was designed to determine appropriate harvest levels and management treatments on each stewardship unit to satisfy objectives determined in a participatory process. The mathematical model uses a fuzzy MAXMIN approach, where each indicator represents an objective in the model. Indicators are valued in the model using targets, thresholds, and triggers (called the 3-T approach). A case study is used to demonstrate the use of the model in a sustainable forest development planning context. The results of the case study show that the planning area is highly sensitive to visual quality, old-growth, and community watershed indicators. The paper concludes with a sensitivity analysis that determines the relative opportunity cost of various sustainable forest management indicators on company profits, employment, and tax revenues. This paper describes the Zone Allocation Model (ZAM) that uses the simulated annealing algorithm to create forest management zones. ZAM partitions the landscape into the Timber, Habitat, and Old Growth zones by allocating small land tiles into contiguous areas. The zone allocation process is guided by landscape-level targets and size and shape objectives. An ecological representation objective proportionally distributes all ecosystem types into each of the three zones. Priority objectives control allocation of identified lands that are targeted for specific zones. All objectives are combined within an objective function, with a penalty-weighting system specifying relative importance of each objective. The ZAM model found 1.7%–4.4% of theoretical optimum scores from small to large problems, respectively. A demonstration on a 1.2 × 106–ha landscape from coastal British Columbia illustrates the iterative exploration of compromises between objectives that leads to informed zone allocation decisions. Computer simulation is the only realistic method of evaluating alternative methods of breeding hybrid forest trees. Empirical tests would be very long term and expensive. This paper describes the development of a simulation program, called XSIM, which generates two different but closely related outcrossing tree species. The genetic correlation between performance in each parental species and performance in the resulting hybrid can be set, in addition to the amounts and types of variances in each parental species. The breeding strategies available for testing include conventional reciprocal recurrent selection, reciprocal recurrent selection with forward selection, recurrent selection within each pure species, and the creation of a synthetic species. XSIM allows the strategies to be compared using the same base populations, equivalent selection intensities, and comparable mating patterns. Innovative best linear unbiased prediction procedures allow all ancestral and current progeny generation data, from both parental species and the hybrid, to be analysed together. The theoretical basis for the simulation is given, and genetic and statistical models are described. In summary, XSIM allows rigorous comparisons of the strategies in terms of genetic gain per time and provides useful insight into hybrid forest tree breeding. [ABSTRACT FROM AUTHOR]

Many aspects of temporal variation in tree seed production (e.g., the proability distribution, periodicity, uni modality) are poorly understood. In this paper, we used 32 annual seed production records from 22 species to show that there are no discernible endogenous cycles, and there is a modest (but seldom significant) tendency for a high seed production year to be followed by an unusually low production year. Finally, we found that all of the records conformed to a single lognormal probability distribution, although our ability to discriminate among species, given short and extremely variable records, is admittedly very limited. We used the lognormal to develop the distribution of the sums of local seed production events (summed across 4 years) as an aid in predicting postharvest or postfire tree regeneration success. Our conclusion is that reliable (defined as 90% of the time) adequate stocking at the edge of an area source requires that the species of interest must comprise a very large fraction of the total basal area per area. Indeed, if the species constitutes less than about 50% of the source, neither burns nor even very narrow strip cuts will be reliably stocked. [ABSTRACT FROM AUTHOR]

The Douglas-fir forests of coastal British Columbia are within the most heavily modified forest ecosystem types in coastal BC and local land managers are developing new forestry practices to retain elements of old growth within the managed forest area. To determine how successful these practices are requires the selection and monitoring of appropriate attributes and knowledge on how they change with stand development. In this paper we summarize previously published results from an extensive data set on four Douglas-fir dominated sites located on eastern Vancouver Island. Data were collected as part of the Coastal Forest Chronosequences project which was addressing questions on (1) how does conversion to managed forests impact species and forest structural diversity and (2) how does this diversity recover in older second-growth stands. Each site contained four stands, a postharvest chronosequence: regeneration (R, 5–10 years), immature (I, 25–45 years), and maturing (M, 75–95 years) stands, and an old growth (O, >240 years) control stand. Over 20 attributes are summarized including structural attributes, and at three sites, detailed biodiversity and process attributes. All old-growth plots exceeded the minimum age criteria and some but not all of the minimum structural attribute criteria for old-growth Douglas-fir forests in the US Pacific Northwest, reflecting regional or site type differences. Most structural attributes showed their greatest change within the first 100 years, although older stands (M and O) still differed based on tree and snag sizes and tree mass or basal area. Most species abundance and richness attributes and process attributes clearly differentiated R from the forested stages but were of less value for differentiating among older (M and O) stands. Arboreal lichen abundance and species richness; the abundance of cryptogams, achlorophyllus plants, litter collembola, and specific species of fungi and carabids; litter fall and gap fraction were the exception, these attributes clearly differentiating M from O stands. In postharvest stands, the overall pattern of change with succession for most attributes, as inferred from the chronosequence, was confirmed to be very different from a previously published conceptual model for post-fire succession. Compared to the post-fire model, the greatest changes in the postharvest stands occurred early in stand development, associated with canopy closure. Although stand structural attributes can clearly be used to distinguish old-growth features in managed forest stands, none-the-less it is important to monitor and demonstrate, at least for a selection of nonstructural attributes, that forestry practices are effective in maintaining biodiversity and associated processes of old-growth forests in the managed forest area. Pour déterminer l'efficacité de ces pratiques, il faut bien choisir et surveiller des attributs de forêt ancienne, et savoir comment ils évoluent au cours du développement d'un peuplement. Dans cet article, nous résumons des résultats déjà publiés provenant d'une vaste base de données, sur quatre sites dominés par le douglas, dans l'est de l'île de Vancouver. Les données ont été recueillies dans le cadre du projet sur les chronoséquences des forêts côtières, lequel abordait notamment les questions suivantes : (1) Quel est l'effet de l'aménagement des forêts sur la diversité des espèces et sur la structure des forêts? (2) Comment cette diversité se rétablit-elle dans les peuplements plus âgés de seconde venue? Chaque site comprenait quatre peuplements constituant une chronoséquence post-récolte : un peuplement en régénération (R, de 5 à 10 ans), un peuplement immature (I, de 25 à 45 ans), un peuplement en cours de maturation (M, de 75 à 95 ans) et un peuplement ancien servant de témoin (O pour « old growth », plus de 240 ans). Nous résumons plus de 20 attributs, notamment des attributs structuraux et, pour trois sites, des attributs détaillés liés à la biodiversité et aux processus. Toutes les placettes d'étude dans les peuplements anciens satisfaisaient au critère d'âge et à certains des critères d'attributs structuraux établis pour les forêts anciennes de douglas, dans les États du nord-ouest des États-Unis donnant sur le Pacifique, ce qui reflète des différences régionales ou liées au type de site. Par comparaison à ce modèle, les changements les plus importants dans les peuplements, après récolte, se produisent au début du développement des peuplements, en association avec la fermeture du couvert. Bien qu'il soit évident que des attributs structuraux des peuplements peuvent servir à distinguer des caractéristiques de forêt ancienne dans les peuplements aménagés, il est important de faire un suivi et de montrer, au moins pour certains attributs non structuraux, que les pratiques forestières permettent de maintenir la biodiversité et les processus connexes des forêts anciennes sur le territoire forestier aménagé. This paper synthesizes data extracted from the literature and data collected in various studies by the author on the quantity, characteristics, and functional importance of coarse woody debris (CWD) in the old-growth forests of British Columbia (B.C.). There is little agreement in the literature about the minimum diameter of CWD or the number of decay classes recognized. In western North America, five decay classes are commonly used, but recent studies suggest fewer decay classes are preferable. Comparisons among decay classes and biogeoclimatic zones and subzones in B.C. reveal that quantities and volumes are greatest (up to approximately 60 kg/m[sup 2] and approximately 1800 m[sup 3] /ha, respectively), and CWD persists the longest (sometimes in excess of 1000 years) in the Coastal Western Hemlock (CWH) biogeoclimatic zone. The quantity and ground cover of CWD increase with forest productivity. Persistence of CWD has varied from less than 100 to over 800 years in two coastal (CWH and Mountain Hemlock (MH)) and three interior (Interior Douglas-fir (IDF), Interior Cedar–Hemlock (ICH), and Engelmann Spruce – Subalpine Fir (ESSF)) biogeoclimatic zones. Trends in CWD quantity with forest age in managed coastal B.C. forests suggest a U-shaped curve, with greater quantities occurring in recent cutovers than in old-growth forests, and lowest quantities occurring in middle-aged forests. This may be the normal trend in CWD with forest age, with departures from this trend resulting from disturbance- or environment-specific factors. Relatively large amounts of data exist on the characteristics of CWD in the CWH, IDF, ICH, ESSF, and Boreal White and Black Spruce (BWBS) biogeoclimatic zones, but such data for the Coastal Douglas-fir, Sub-Boreal Pine–Spruce, Sub-Boreal Spruce (SBS), and Spruce–Willow–Birch biogeoclimatic zones appear relatively sparse. There have been few studies of the functional role of CWD in B.C. forests, but those studies that have been completed indicate that CWD is an important habitat component for some plant and animal species. A total of 169 plant species, including >95% of all lichens and liverworts, were found to grow on CWD in old-growth forests in the CWH, MH, IDF, ICH, and ESSF biogeoclimatic zones. One third of these species were restricted to CWD. Studies in several biogeoclimatic zones have found that CWD provided preferred habitat for and was associated with higher populations of some small animal species, such as shrews, some voles, and some salamanders, in old-growth forests, but the effects varied with species and biogeoclimatic zone. The nutrient cycling role of CWD is not yet well known, but it currently appears to be relatively insignificant in B.C. old-growth forests. Although it has been considered that CWD could increase mineral soil acidification and eluviation, no evidence for this was found in a study of the CWH, MH, IDF, ICH, ESSF, BWBS, and SBS biogeoclimatic zones. Future studies of the functional role of CWD should consider both scale (square metre vs. hectare) and temporal (changes in CWD with forest age) issues, as studies including these are sparse and both may be important. Les comparaisons entre les classes de décomposition et les zones et sous-zones biogéoclimatiques de la C.-B. révèlent que les DLG sont plus abondants (pouvant atteindre environ 60 kg/m[sup 2] et 1800 m[sup 3] /ha) et persistent le plus longtemps (parfois pendant plus de 1000 ans) dans la zone biogéoclimatique cótière de la pruche de l'Ouest (CWH). Forest inventory data are often summarized in tabular format where rows and columns represent levels of categorical variables. It is generally desirable to constrain tables based on different categories to sum to common totals. It may also be desirable to develop a system that incorporates stratification. Weights can be assigned to inventory plots to achieve these goals with weighted estimators. The justification for weighting is presented here along with approaches for defining reasonable weights.
