This article shines a light on the act of social construction of climate change mitigation as a policy issue at the hands of expert bodies enjoying epistemic power, notably the Intergovernmental Panel on Climate Change (IPCC), using Integrated Assessment Models (IAMs) as key tools. This is crucial to the politics of tackling climate change as IPCC models and scenarios profoundly shape what are seen as viable futures and mitigation policy options. Analysing how technocratic governance bodies broach climate change, its mitigation, and the associated economic costs and implications, reveals contestations within the technocratic politics of climate change. The particular social construction of mitigation as a policy issue through IAMs and IPCC scenarios has important and real socio-ecological consequences. This engagement with the technocratic politics of mitigation problematises five key assumptions that are fed into modelling, and reveals why and how they matter politically. Americans systematically underestimate the popularity of climate policy. Researchers have speculated that correcting second-order misperceptions, or beliefs about what others believe, could translate into even broader support as action comes to be seen as more politically feasible. Using a two-wave experiment (N ≈1,600), we examine the effects of communicating the degree of policy support among Democrats, Republicans, or all Americans (i.e., norms). Republican and American norms increase perceived policy support from the relevant group; exposure to the Republican norm also increases policy support, and this effect is concentrated mostly among fellow Republicans. • SCMR achieves better performance than CMEMS and ESA CCI in the northern SCS. • Variation reveals a non-linear feature of sea level trends from offshore oceans to coasts. • The impact of ENSO signals on the sea level trends along the Chinese coast is dampened. With improved altimeter data near the coast, it is possible to use them in analysis of coastal sea level trends. In this study, we assess the sea level trends over January 2002-April 2022 with the SCMR-reprocessed altimeter dataset in the coastal zone of the northern South China Sea (SCS). The reliability of this dataset is confirmed by the inter-comparison with the CMEMS (Copernicus Marine Environment Monitoring Service) Level-3 along-track data product and the ESA CCI (European Space Agency Climate Change Initiative) v2.2 virtual station product, along with the validation against tide gauge records. Compared to two altimeter products, the SCMR has a higher number of data points for the analysis of sea level trends in the study region (28439 vs 1408 for CMEMS and 868 for ESA CCI). The monthly SLA time series from the SCMR dataset are more consistent with those from tide gauge records in terms of higher correlation coefficients (0.37–0.83) and lower root mean square of the differences (RMSD, 33.98–92.19 mm) between altimeter and tide gauge. The along-track sea level trends within the 0–20 km coastal strip range between 2–5 mm yr−1, and the degradation of sea level trends occurs when the along-track trends show significant fluctuations at the spatial scales of ∼ 300 m. Therefore, a further data editing strategy is recommended in this regard. We also find that the ENSO-related signals mainly impact on sea levels in the west of Luzon Strait and of the Philippine coast, but are dampened along the Chinese coast over 2002–2022. The regional mean sea level trend is reduced from 3.54 ± 0.85 mm yr−1 to 3.00 ± 0.84 mm yr−1 after removing the ENSO-related low-frequency variability. Finally, the variation of sea level trends from offshore oceans to coasts is found to be nonlinear, indicating the complexity of sea level changes in the study area. The blending of tide gauge records and the SCMR dataset has been successfully conducted in four tide gauges over a longer period of January 1993-April 2022, which would contribute to the analysis of long-term sea level trends at the local scales. This commentary reflects on a longstanding interdisciplinary exchange across geography and political science, which has crystallised into the scholarship on climate governance. This debate has fundamentally shaped ideas on how climate change can be managed as a societal challenge and with what consequences. The analysis briefly maps the emergence of climate governance as a concept and its progressive embedding in climate policy discourse. Next, the discussion reflects on how the application of associated frameworks may become increasingly ‘stretched’, as theoretical toolkits travel far beyond the settings in which they were developed. The Indus River Basin (IRB), one of the major river basins in the Hindu Kush Himalaya, is primarily sustained by meltwater from the cryosphere. It caters to diverse sectors, including intense irrigation-supported agriculture, energy production, tourism and biodiversity. The cryosphere of the Upper Indus Basin (UIB) is mainly influenced by the western disturbances with subordinate contribution from the Indian Summer Monsoon. Increase in ambient temperature, shrinking cryospheric reserves, fluctuating surface run-off and enhanced frequency of extreme weather events are some of the noticeable indicators of climate change in the UIB. These changes will most likely adversely affect the water-dependent sectors in the upstream and downstream of IRB, posing serious threat to food security and livelihoods. Although the region has gained significant attention in recent years, there remains a noticeable knowledge gap pertaining to certain key issues with serious implications for the natural environment and the people. A national workshop was organized for stimulated deliberations to identify the major knowledge gaps and suggest a policy framework for climate change mitigation in the UIB. The workshop underscores the urgent need of multi-institutional, multidisciplinary, comprehensive, coordinated and time-bound collaboration to study the interplay of complex drivers on water resources of the UIB. Essential Climate Variables (ECVs) like ocean colour provide crucial information on the Optically Active Constituents (OACs) of seawater, such as phytoplankton, non-algal particles, and coloured dissolved organic matter (CDOM). The challenge in estimating these constituents through remote sensing is in accurately distinguishing and quantifying optical and biogeochemical properties, e.g., absorption coefficients and the concentration of chlorophyll a (Chla), especially in complex waters. This study evaluated the temporal and spatial variability of bio-optical properties in the coastal waters of the Western Iberian Coast (WIC), contributing to the assessment of satellite retrievals. In situ data from three oceanographic cruises conducted in 2019–2020 across different seasons were analyzed. Field-measured biogenic light absorption coefficients were compared to satellite estimates from Ocean-Colour Climate Change Initiative (OC-CCI) reflectance data using semi-analytical approaches (QAA, GSM, GIOP). Key findings indicate substantial variability in bio-optical properties across different seasons and regions. New bio-optical coefficients improved satellite data retrieval, reducing uncertainties and providing more reliable phytoplankton absorption estimates. These results highlight the need for region-specific algorithms to accurately capture the unique optical characteristics of coastal waters. Improved comprehension of bio-optical variability and retrieval techniques offers valuable insights for future research and coastal environment monitoring using satellite ocean colour data. Exploring the dynamic response of land use and ecological vulnerability (EV) to future climate change and human ecological restoration policies is crucial for optimizing regional ecosystem services and formulating sustainable socioeconomic development strategies. This study comprehensively assesses future land use changes and EV in the Yellow River Basin (YRB), a climate-sensitive and ecologically fragile area, by integrating climate change, land management, and ecological protection policies under various scenarios. To achieve this, we developed an EV assessment framework combining a scenario weight matrix, Markov chain, Patch-generating Land Use Simulation model, and exposure–sensitivity–adaptation. We further explored the spatiotemporal variations of EV and their potential socioeconomic impacts at the watershed scale. Our results show significant geospatial variations in future EV under the three scenarios, with the northern region of the upstream area being the most severely affected. Under the ecological conservation management scenario and historical trend scenario, the ecological environment of the basin improves, with a decrease in very high vulnerability areas by 4.45% and 3.08%, respectively, due to the protection and restoration of ecological land. Conversely, under the urban development and construction scenario, intensified climate change and increased land use artificialization exacerbate EV, with medium and high vulnerability areas increasing by 1.86% and 7.78%, respectively. The population in high and very high vulnerability areas is projected to constitute 32.75–33.68% and 34.59–39.21% of the YRB's total population in 2040 and 2060, respectively, and may continue to grow. Overall, our scenario analysis effectively demonstrates the positive impact of ecological protection on reducing EV and the negative impact of urban expansion and economic development on increasing EV. Land Surface Temperature (LST) is integral to our understanding of the radiative energy budget of the Earth's surface since it provides the best approximation to the thermodynamic temperature that drives the outgoing longwave flux from surface to atmosphere. Since 5 July 2017, an operational LST product has been available from the Sentinel-3A mission, with the corresponding product being available from Sentinel-3B since 17 November 2018. Here, we present the first paper describing formal products, including algorithms, for the Sea and Land Surface Temperature Radiometer (SLSTR) instruments onboard Sentinel-3A and 3B (SLSTR-A and SLSTR-B, respectively). We evaluate the quality of both the Land Surface Temperature Climate Change Initiative (LST_cci) product and the Copernicus operational LST product (SL_2_LST) for the years 2018 to 2021. The evaluation takes the form of a validation against ground-based observations of LST across eleven well-established in situ stations. For the validation, the mean absolute daytime and night-time difference against the in situ measurements for the LST_cci product is 0.77 K and 0.50 K, respectively, for SLSTR-A, and 0.91 K and 0.54 K, respectively, for SLSTR-B. These are an improvement on the corresponding statistics for the SL_2_LST product, which are 1.45 K (daytime) and 0.76 (night-time) for SLSTR-A, and 1.29 K (daytime) and 0.77 (night-time) for SLSTR-B. The key influencing factors in this improvement include an upgraded database of reference states for the generation of retrieval coefficients, higher stratification of the auxiliary data for the biome and fractional vegetation, and enhanced cloud masking. With the Green Deal, the von der Leyen Commission has put forward an ambitious agenda to transform the European Union towards climate neutrality. However, this commitment to environmental and climate policy has been tested by the numerous crises that have shaped her tenure. Historically, previous Commissions have often deprioritized environmental policy in times of crisis. In light of this, we examine the Commission’s leadership in the realm of environmental policy. Our analysis demonstrates that both the President and her Executive Vice President provided strong leadership and maintained a clear focus on the Green Deal. We further explore this leadership by examining the Commission’s actions in relation to four key Green Deal policies: the Climate Law, the Battery Regulation, the Methane Regulation, and the Nature Restoration Law. Our findings reveal that the rhetorical commitment to environmental and climate policy has translated into mostly ambitious policy proposals, marking a significant departure from the more restrained environmental ambitions of previous Commissions. The existential threat of climate change requires reimagining foundational aspects of society, including jobs, transportation, energy, the built environment, natural resources, health, and water and food supplies. We argue that to realize such broad scale change requires systems thinking. In this introduction to the special issue on Nonprofits and Climate Policy, we outline four systems-based views of global social change, organized by source of change and assumptions about the technical rationality of the system: engineering, evolutionary, social constructivist, and (critical) realist. By elaborating this framework, we shed light on the fundamental assumptions embedded in climate advocacy and policymaking. Along with describing key scholarship and practice-based examples for each approach, we align the articles in this special issue with the four views of global social change to inspire systems-based research and practice at the nonprofit and climate policy intersection. We hope that creating more explicit accounts of the key beliefs and expectations about how social change occurs at a global systemic level will help to advance research and practice in sustainability. This study analyses Ghana’s climate-change legal and policy frameworks, pinpointing significant gaps and offering targeted recommendations to bolster the nation’s resilience against climate change. Despite Ghana’s commitments under international agreements and the formulation of national policies, challenges persist in policy implementation, sectoral integration, research, stakeholder engagement, funding and adaptation strategies. The paper argues for a robust, integrated approach to enhance Ghana’s climate governance, highlighting the necessity for improved implementation capacity, cross-sectoral policy harmonisation, enhanced climate data collection, active stakeholder participation, innovative financing and a stronger focus on adaptation and resilience. Key recommendations advocate for political commitment, collaborative efforts and resource mobilisation to ensure effective climate action. The relationship between economic growth and CO2 emissions has been analyzed testing the environmental Kuznets curve hypothesis, but traditional econometric methods may be flawed. An alternative method is proposed using segmented-sample regressions and implemented in 164 countries (98.34% of world population) over different periods from 1822 to 2018. Results suggest that while the association between GDP per capita and CO2 emissions per capita is weakening over time, it remains positive globally, with only some high-income countries showing a reversed association in recent years. While 49 countries have decoupled emissions from economic growth, 115 have not. Most African, American, and Asian countries have not decoupled, whereas most European and Oceanians have. These findings highlight the urgency for effective climate policies because decoupling remains unachieved on a global scale, and we are moving away from, rather than approaching, the Paris Agreement goal of limiting temperature increase to 1.5 °C above preindustrial levels. Firms are implementing CCP, but face a range of challenges from various stakeholders. We examine the importance of buyers’ attitudes toward CCP implementation as a driver of corporate reputation using legitimacy theory as a theoretical lens.A serial mediation model considering the engagement and commitment of suppliers was explored to assess the proposed relationship. In a two-stage quantitative research design executed in India, data was collected from 109 buyers from B2B firms to refine the measurement scales and then from 503 buyers from B2B firms to test the research model.Using SPSS macro-PROCESS (Model-6), we found both the engagement and commitment of suppliers to be independent mediators of the relationship between the buyers’ attitude toward CCP implementation and their firms’ corporate reputation. Moreover, the engagement and commitment of suppliers toward CCP implementation partially mediated this relationship serially. Policy implications are presented that can be useful in developing corporate strategies to reduce environmental risks and improve the company’s reputation, bringing more business in the long run.The study is significant as we conducted it when the United Nations called on all organizations to participate in the Race to Zero, intending to build sustainable businesses. The purpose of this study is to predict the active communication behaviors and their Behavioral Intentions to Support Federal Climate Policies from the view of government public relations. Using data from an online survey of 548 adults living in the United States, this study investigated the roles of Government-Citizen Relationships (GCR) and situational perceptions (i.e. Problem Recognition, Constraint Recognition, and Involvement Recognition) in predicting active communication behaviors (i.e. information seeking, forefending, and forwarding) and federal climate policies in the framework of situational theory of problem solving (STOPS). The results of this study indicate that GCR is critical in predicting active communication behaviors and public support. While Involvement Recognition among situational perceptions is significant to predict active communication behaviors and public support, program recognition and Constraint Recognition are partially significant. The results highlight the pivotal mediating roles of situational perceptions – Problem Recognition, Constraint Recognition, and Involvement Recognition – in the link between GCR and public support for federal climate policies. Climate institutions such as the United Nations Framework Convention on Climate Change (UNFCCC), with its expert panel the Intergovernmental Panel on Climate Change (IPCC), and the European Union, as well as national and local authorities in various sectors (such as transport, industry, energy, and agriculture), play a central role in developing and enacting climate strategies. Climate institutions, particularly in the Global North, have however been slow in their recognition of gender and other climate-relevant social aspects. With the help of feminist institutionalism, we analyze the contemporary climate regime and how it deals with gender and social differences, asking how climate institutions, originating in the Global North, organize bodies and institutionalize gender norms and relations. The main aim is to highlight existing institutional inertia and obstacles to transformative institutional practices that are needed for just and inclusive climate policies. The article is conceptual with examples drawn from institutional literature as well as empirical research on the United Nations, the European Union, and states in the Global North. We conclude that there is an increasing recognition of the gendered effects of climate change particularly in terms of the need for diverse representation in decision making. Institutional inertia, in particular path-dependent policy-making in climate institutions, however makes gender often invisible or associated with women only and therefore remains a major obstacle for the realization of inclusive and equal climate policies. The increased meteorological drought conditions are very prominent in the Ganga-Brahmaputra (GB) basin due to the impacts of climate change. In the context of meteorological drought in India, particularly within the GB basin, this study explores the effectiveness of the Microwave Integrated Drought Index (MIDI). The study analyses the use of microwave dataset combined with optical remote sensing data for meteorological drought assessment for 18 years (2003–2020). The MIDI was calculated for the month of October, using multiple datasets (Precipitation (Chips, Cmorph, Persiann CDR, Persiann CCS CDR), Temperature (MODIS Land Surface Temperature (LST)), and Soil Moisture (Climate Change Initiative Soil MoistureCCISMv.02.2)) and their ensemble. MODIS-based Enhanced Vegetation Index (EVI), Standardized Precipitation Index (SPI), and Standardized Precipitation Evapotranspiration Index (SPEI) were calculated from 1991 to 2020, to understand the previous conditions of drought as well as for correlation analysis. After the analysis of drought conditions based on MIDI, the major drought years observed in the Ganga-Brahmaputra basin were 2011–2012, 2014–2015, 2017–2018, and 2020. The MIDIs were then correlated with the SPI, SPEI, and EVI where the highest significant correlation was found between MIDI and SPEI (0.876), emphasizing the importance of incorporating diverse environmental factors for a comprehensive understanding of drought dynamics. The highest correlation was observed with Chirps precipitation-based MIDI (0.87 to 0.83) and the lowest with MIDI CDR and CCS CDR (0.29 and 0.37 respectively) specifically in the Brahmaputra basin. A 2018 United Nations report highlights the growing need for funding and assistance to the Lake Chad Basin (LCB). The food security crisis in the LCB is a blend of complex factors relating to the declining water of Lake Chad and protracted insecurity fanned by Boko Haram insurgency. Unfortunately, development agencies sometimes focus less on how the climate change-insecurity nexus is becoming increasingly consequential in explaining the LCB's profile in fragility. This paper considers the extent to which international agencies and nongovernmental organizations (INGOs) respond to multiple crises, integrating both climate change and security facets in their analysis and response to the food crisis besetting the LCB. Findings from interviews in Cameroon, Chad, and Niger reveal that NGOs fail to sufficiently take climate change into account in their policies and strategies, in that many food assistance programs are climate change neutral in content and focus. A striking effort is under way to use energy investment, a key feature of US federal climate policy, to build solar farms on former mining lands and in legacy mining communities in central Appalachia. Focusing on community solar initiatives, we consider the geosociality of energy transitions from the perspective of communities where many people have considerable knowledge of energy systems and how they work. We note that the politics of place-making in the context of environmental sacrifice and capital abandonment enables negotiations around energy that often seek to bridge deep social contradictions. We highlight how solar energy's diffuse networks of power, both social and electrical, privilege forms of temporal labor that are alliance-building, compositionist, para-ethnographic and intimately concerned with the capacity to build relations. Vernacular energy expertise can play a major role in creating novel forms of political sociality. In West Virginia, this both builds on and significantly shifts the emphasis of long legacies of energetic place-making. We expect the ongoing development of community-led solar investment to contribute to substantially important diversifying effects in West Virginian communities, especially when these efforts can more explicitly address the state's extreme geographical, race, and class-based inequalities. Traditional Ecological Knowledge has historically been appropriated by White settler societies across the globe. It has an important role to play in environmental decision-making, particularly in climate policy. Due to past colonization and continued neo-colonial pressures, Indigenous women's Traditional Ecological Knowledge has an even less prominent position in environmental policies. Traditional Ecological Knowledge can help build local expertise, formulate research questions, and provide insights into community adaptation and monitoring. We explore the case of Canadian environmental policy, arguing that although Canadian rhetoric seems to consider Traditional Ecological Knowledge, both women's and otherwise, it rarely does so. When included, it is only done in a superficial manner within legal requirements. We suggest that the lack of attention paid to Indigenous women's Traditional Ecological Knowledge in Canadian environmental decision-making (1) ignores the disproportionate impacts that Indigenous women experience because of climate change, (2) perpetuates gender blindness, and (3) does not recognize the key insights that women's Traditional Ecological Knowledge can offer. The aim of this paper is to present a decision support system (DSS) to capture the complexity of the transition of a national energy system to net zero in the context of multiple sustainability themes. The paper proposes an integrated assessment framework that combines dynamic systems modeling, sustainability indicators, and multi-criteria decision analysis (MCDA) with direct stakeholder involvement. To illustrate the use of the DSS, the paper compares bundles of climate change policies that aim to decarbonize the road transport sector in Iceland. Eighteen scenarios and alternative development trajectories are defined for the Icelandic energy system based on a combination of three main driving forces. These are, firstly, economic development (three cases); secondly, changes in energy efficiency (two cases); and finally, three climate policy bundles aimed at increasing the share of electric vehicles. Based on the results from the integrated assessment framework, the performance scores of the climate policy bundles are compared across the following five sustainability themes: social impact; economic development; environmental impact; energy security; and technical aspects. The findings confirm that a different conclusion may be reached when multiple sustainability themes are applied in the selection of preferred policy bundles as compared to conventional techno-economic criteria. Banning the registration of fossil-fueled vehicles, combined with economic instruments, offers the best decarbonizing strategy to reach climate and energy policy goals simultaneously. Water quality indicator algorithms often separate marine and freshwater systems, introducing artificial boundaries and artifacts in the freshwater to ocean continuum. Building upon the Ocean Colour- (OC) and Lakes Climate Change Initiative (CCI) projects, we propose an improved tool to assess the interactions across river–sea transition zones. Fuzzy clustering methods are used to generate optical water types (OWT) representing spectrally distinct water reflectance classes, occurring within a given region and period (here 2016–2021), which are then utilized to assign membership values to every OWT class for each pixel and seamlessly blend optimal in-water algorithms across the region. This allows a more flexible representation of water provinces across transition zones than classic hard clustering techniques. Improvements deal with expanded sensor spectral band-sets, such as Sentinel-3 OLCI, and increased spatial resolution with Sentinel-2 MSI high-resolution data. Regional clustering was found to be necessary to capture site-specific characteristics, and a method was developed to compare and merge regional cluster sets into a pan-regional representative OWT set. Fuzzy clustering OWT timeseries data allow unique insights into optical regime changes within a lagoon, estuary, or delta system, and can be used as a basis to improve WQ algorithm performance. Objective: Transgender adolescents experience adversity accessing mental healthcare, which is exacerbated by transgender-specific mental health provider shortages in the United States. Factors associated with variability in transgender-specific mental health provider availability across states – especially at the macro-social level – have yet to be identified, hindering efforts to address these shortages. To remedy this gap, we queried whether transgender-specific adolescent mental health provider availability varied by states' transgender-specific policy climate. Method: We quantified states' policy climate by factor-analyzing tallies of the presence/absence of 33 transgender-specific state laws/policies in six domains: parental/relationship recognition, nondiscrimination, education, healthcare, criminal justice, and identity documentation. We then tested whether states' transgender-specific policy climate was associated with rates of transgender-specific adolescent mental health providers – identified via Psychology Today – per transgender adolescent in all 50 states and the District of Columbia. Results: Transgender-specific adolescent mental health provider availability was substantially lower in states with more restrictive laws/policies for transgender people (rate ratio = 0.65, 95% CI [0.52, 0.81], p =.00017), controlling for state-level conservatism, religiosity, and urbanicity. States' transgender-specific policy climate was unrelated to rates of adolescent Attention-Deficit/Hyperactivity Disorder-specialty providers, Oppositional Defiant Disorder-specialty providers, and youth mental health provider shortages broadly, providing evidence for result specificity. Conclusions: Transgender adolescents appear to have access to considerably fewer transgender-specific mental health providers in states with more restrictive laws/policies for transgender people, which may compound their already high mental health burden in these contexts. Intervention and policy efforts are needed to address these shortages, particularly in states with increasingly prohibitive laws/policies targeting transgender adolescents. [ABSTRACT FROM AUTHOR]

Many countries, including Germany have struggled to agree on ambitious climate action, in part because technocratic policy advice failed to adequately consider the social and political consequences. The combination of science and citizen deliberation could enable a new coalition to stimulate policy learning along different climate policy options. The Ariadne Project was a transdisciplinary research project about different policy options for the German Energy Transition. It facilitated an iterative social learning process between researchers and citizens during focus groups, citizen conferences and online deliberations. As such, this case sheds light on a new culture of science–society relations. To assess if and how learning occurred, we ask whether the involved citizens and researchers have changed their understanding of policy options and of each other. We found that citizens were very enthusiastic about the new learning opportunities, and their roles within them. While researchers appreciated the new experience, they also faced challenges. We argue that despite these challenges, there is inherent value in providing spaces for researchers and citizens to interact with and jointly inform policymakers. [ABSTRACT FROM AUTHOR]

Climate action threatens to exacerbate existing social inequities, so it is important for justice to be at the heart of national responses to climate change. Based on an understanding of climate change as a manifestation of severed relationships and exploitative dynamics that are produced and reproduced through colonial, capitalist, patriarchal systems, we argue that the ways in which we conceptualize and enact climate justice must be decolonial, ecocentric, relational and integrative. Consistent with this positioning, we sought to develop an Indigenous climate justice policy analysis tool to assess and inform policy development. We drew on elements of existing frameworks and tools to develop a tool, which was progressively refined following external advisory group review and piloting. The tool addresses five dimensions of justice (relational, procedural, distributive, recognition and restorative), each of which comprises individual criteria assessed according to three levels of achievement. This rating system acknowledges progress within existing social, political and economic systems, but also identifies system transformation as a prerequisite for achieving genuine justice. Application of the tool focuses attention on issues well beyond typical climate policy considerations, such as the capacity of all human and non-human entities to express political agency. The tool has been developed for use in analysing national climate policy in Aotearoa New Zealand, but we have endeavoured to make it adaptable for use in other settings. Key policy insights: Climate injustice is rooted in colonialism; Indigenous decolonial conceptions of climate justice provide a critical grounding for policy responses to climate change. Climate justice is not attainable within existing colonial political systems. It can only be achieved through reform of governance and constitutional arrangements to re-establish Indigenous natural law. Analysis of climate policy must consider not only how to optimize justice within existing social, political and economic systems, but also how policy can disrupt those systems to create transformative change. Human rights have potential to enhance adaptation because they reflect internationally agreed upon standards of human dignity, aim to advance formal and substantive forms of equality, and can be used to hold public and private actors accountable for rights violations. We assess whether, how, and under what conditions national adaptation policies recognize human rights principles and standards. We analyze 217 adaptation policies from 147 countries to examine whether there is substantive recognition of the vulnerability and needs of equity-deserving groups that experience systemic marginalization and exclusion, and procedural inclusion of these groups in adaptation planning and decision-making. Results indicate that while under the Paris Agreement governments commit to respect human rights in their adaptation policies and actions, few countries are abiding by this commitment. Only one-third of countries refer to respect, promotion, or consideration of human rights within their adaptation policies. While most countries included here recognize specific conditions of different vulnerable groups in their policies, there is minimal evidence of their inclusion in the adaptation planning and decision-making process, and half of countries fail to identify specific measures that will be developed to reduce their vulnerability. None of the strategies that we reviewed pointed to the creation of accountability mechanisms for redressing harms that may arise due to adaptation actions. We also develop a series of regression models to examine whether hypothesized national predictors of adaptation action are associated with attention to human rights principles and standards. The models indicate that countries with greater wealth and equality are more likely to include attention to human rights norms in their adaptation strategies, but countries with less wealth, more inequality, and less political freedom appear to achieve a more substantive level of engagement with these norms in their strategies. Key policy insights: Most countries fail to link human rights obligations and adaptation in national policies. Most countries situate national adaptation policies within various structural drivers of vulnerability. Equity-deserving groups are not being included in national adaptation planning in meaningful ways. Participation of equity-deserving groups predicts inclusion of measures to build adaptive capacity among those groups. Scenario-guided foresight processes are increasingly used to engage a broad range of stakeholders in sharing knowledge, reflecting, and setting priorities to respond to present and future climate change related dynamics. They are particularly useful to inform agricultural policies and planning in the face of a changing climate. Such participatory approaches are key to integrating multidisciplinary expertise, perspectives, and viewpoints, and ensuring that the multi-faceted vulnerabilities and the development needs of diverse groups are addressed in the design, planning, and implementation of climate adaptation policy. However, in practice, ensuring meaningful participation in the policy process is far from straightforward. In this paper, we examine the integration of gender and social inclusion considerations in 15 scenario-guided foresight use cases across Africa, Latin America, and Southeast Asia to determine the ways in which gender and social inclusion dynamics were considered and integrated at different stages of scenario-guided planning processes. To inform the analysis, we use qualitative data from key informant interviews, interviewing scenario coordinators and a gender and social inclusion expert who was engaged in one of the cases; we also review associated reports and outputs. The results suggest that few scenario-guided planning processes centred gender and social inclusion considerations from an early stage and consistently throughout the interventions, translating often into low diversity of stakeholders and insufficient depth reached in the content produced. A number of common challenges are reported including time, budget, and human resource constraints, as well as existing power and institutional dynamics. The latter includes, for instance, low women's representation in technical organizations or important hierarchical social norms structuring discussions. While the focus on the future can disrupt established modes of doing, the complexity of foresight methods can also undermine effective participation leading to important trade-offs. Innovations in the modes of engagement and parallel processes with diverse groups can be important leverage points for inclusion within policymaking processes. Key policy insights: Gender and social inclusion should be prioritized from the onset and integrated at different stages of scenario-guided planning processes, notably by allocating more time, human, and financial resources to ensure inclusiveness. Parallel consultations among diverse organizations and groups can provide effective spaces for often-sidelined or marginalized groups' interests and needs to be integrated into policy decision-making given the existing power structures that regulate access to many workshops and related discussions. Multi-scale engagements with different networks also help deepen understanding and reconcile gaps across scales of decision-making (e.g. from local level to national level). Practitioners should further their use of foresight processes and development of tools and methods for integrating gender and social inclusion in these as part of the policy process, as well as strengthen the capacities, expertise, and role of conveners. Promotion and dissemination of existing gender and social inclusion research and documentation as well as support for learning and reflection to refine identified leverage points can lead to improved success. This article examines the role of moral arguments in the delegitimation of transition policies. Previous research has highlighted attitudes and arguments that explain resistance against transition policies, including perceptions of unfairness; inefficiency and effectiveness; lack of trust; and ideology. This article provides further understanding of resistance to climate policies by zooming in on how social movements implicitly and explicitly use moral arguments to delegitimise low-carbon transition policies. Through a qualitative interview study with members of a Swedish social media movement against low-carbon transport policies, we analyse central arguments against policies; how moral considerations figure in them; and how these strengthen argumentative delegitimation practices against transition policies in the transport sector. We show how moral arguments serve to legitimise protests both by instilling an urgency in the cause and generalising the demands to delegitimise mainstream transition policies, and suggest that recognition of this may contribute to both better analysis and policies. To what extent and through which means do private actors shape public policy? Research into these questions has been complicated by actors' tendency to obscure or misrepresent their policy preferences and by the difficulty of operationalizing policy substance. This theory-building study uses qualitative methods and triangulation of multiple sources of evidence to mitigate these challenges. Confronted with puzzling patterns of variation in the design of state-level climate and renewable energy policies, I show how a two-dimensional framework attentive to the economically motivated preferences of business actors explains policy design. Drawing on policy texts, archival documents, and 111 policy-focused interviews, I find business preferences were fragmented, but that a single type of private actor, investor-owned utilities, ultimately prevailed in achieving their preferences in every case. I theorize the sources of their unmatched influence, and find that their distinctiveness is precisely what makes them powerful. Canada's agricultural business risk management (BRM) programs require significant public expenditure, with unclear consequences related to climate change adaptation and mitigation through the adoption of beneficial management practices (BMPs). This study examines the relationship between Canada's current suite of BRM programs and the adoption of practices that mitigate GHG emissions in crop agriculture. We review the impacts of agricultural insurance on climate adaptation and mitigation, identifying impacts on both the intensive and extensive margins of production. We consider five potential program modifications, including: (1) changes in producer insurance premiums in AgriInsurance for the adoption of practices that would decrease the actuarially fair insurance rate if they were properly incorporated in the calculation; (2) dedicated insurance products related to trials of specific BMPs; (3) adjustments to current programs to allow more whole‐farm considerations and intercropping; (4) cross‐compliance measures on AgriInvest tied to environmental education; and (5) reduced insurance coverage for unfavorable environmental practices. While the effects of these potential modifications remain uncertain, they will drive the data collection process necessary to ensure that Canada's BRM programs play an appropriate role in greenhouse‐gas reducing BMP adoption and climate change adaptation and mitigation. Bangladesh experiences different types of natural disasters almost every year which adversely affect human health. It is very essential to identify knowledge and implementation behavior as mitigation initiatives towards climate change in community settings of Bangladesh. This study was designed to explore this issue. It was an analytical type of cross-sectional study which was conducted among 450 adult people residing in Barisal district of Bangladesh. Data were collected through face-to-face interviews using semi-structured questionnaire included socio-demographic information, knowledge and implementation behavior regarding mitigation initiatives towards climate change. Bivariate and multivariate techniques were adopted to analyze the data. The outcome reflected that a large proportion of the respondents had poor knowledge (55.1%) and poor implementation behavior (52.0%) on mitigation initiatives towards climate change. Poor knowledge was significantly more prominent among the people who were male (AOR = 1.56), Muslim (AOR = 2.55), respondents with >4 family members (AOR = 1.91) and with >3 children (AOR = 1.64) showed higher odds of poor knowledge. Poor implementation behavior was found significantly more leading among the female (AOR = 2.91), service-holder (AOR = 1.92) participants having higher monthly family incomes (AOR = 2.91), who had <1 child (AOR = 2.70), belonging ≤4 number of family members (AOR = 30.09). An alarming proportion of poor knowledge and implementation behavior were found regarding mitigation initiatives towards climate change in community settings of Bangladesh. Concerning demographic major predictors, it is essential to plan and implement sustainable and comprehensive health promotional program on climate change mitigation throughout the country. Meeting the Paris Agreement’s climate targets necessitates better knowledge about which climate policies work in reducing emissions at the necessary scale. We provide a global, systematic ex post evaluation to identify policy combinations that have led to large emission reductions out of 1500 climate policies implemented between 1998 and 2022 across 41 countries from six continents. Our approach integrates a comprehensive climate policy database with a machine learning–based extension of the common difference-in-differences approach. We identified 63 successful policy interventions with total emission reductions between 0.6 billion and 1.8 billion metric tonnes CO2. Our insights on effective but rarely studied policy combinations highlight the important role of price-based instruments in well-designed policy mixes and the policy efforts necessary for closing the emissions gap. School climate policies have, broadly speaking, been analysed in terms of their effectiveness against violence in schools, or from critical perspectives that question the normative nature of their discursive ‘truths’. In this paper I propose a complementary approach, inspired by Norbert Elias’s processual sociology to address the long-term and unintended directions that school climate policies and laws have taken. Drawing on historical secondary sources from the nineteenth century up the present I demonstrate the spurts of civilizing tendencies that have brought about greater sensitivity to dialogue-based approaches to conflict in schools. I propose that although these policy turns do not occur outside power relations and specific interests (what Elias calls power ratios), the complexity of how they have developed over time cannot be reduced to disciplining or regulatory governance. South Africa faces huge challenges of poverty and unemployment, yet at the same time, needs to make a contribution to climate action. Historically, our pattern of development gave rise to the ‘minerals-energy complex’, locking us into low employment and high emissions development. It has proved difficult to change this structure, with political economy interests opposing shifts and high adjustment costs. We analyse policy instruments that can reshape the development path: reducing incentives to capital-intensive and high emissions heavy industry, ending direct and indirect support for cheap electricity, and removing fossil fuel subsidies. Industrial policy should pay attention to creating comparative advantage in more labour-demanding sectors. Agriculture can create employment, while enhancing carbon sinks. Based on our exploration of such policy instruments, we suggest that future development can align employment and mitigation objectives, seeking synergies across industrial, energy, and climate policy, while at the same time managing trade-offs. In addition to technical issues related to the instruments used, differences between soil moisture (SM) measured using ground-based methods and microwave remote sensing (RS) can be related to the main features of the study areas, which are intricately connected to hydraulic–hydrological conditions and soil properties. When long-term analysis is performed, these discrepancies are mitigated by the contribution of SM seasonality and are only evident when high-frequency variations (i.e., signal anomalies) are investigated. This study sought to examine the responsiveness of SM to seasonal variations in terrestrial ecoregions located in areas covered by the in situ Romanian Soil Moisture Network (RSMN). To achieve this aim, several remote sensing-derived retrievals were considered: (i) NASA's Soil Moisture Active and Passive (SMAP) L4 V5 model assimilated product data; (ii) the European Space Agency's Soil Moisture and Ocean Salinity INRA–CESBIO (SMOS-IC) V2.0 data; (iii) time-series data extracted from the H115 and H116 SM products, which are derived from the analysis of Advanced Scatterometer (ASCAT) data acquired via MetOp satellites; (iv) Copernicus Global Land Service SSM 1 km data; and (v) the "combined" European Space Agency's Climate Change Initiative for Soil Moisture (ESA CCI SM) product v06.1. An initial assessment of the performance of these products was conducted by checking the anomaly of long-term fluctuations, quantified using the Absolute Variation of Local Change of Environment (ALICE) index, within a time frame spanning 2015 to 2020. These correlations were then compared with those based on raw data and anomalies computed using a moving window of 35 days. Prominent correlations were observed with the SMAP L4 dataset and across all ecoregions, and the Balkan mixed forests (646) exhibited strong concordance regardless of the satellite source (with a correlation coefficient RALICE > 0.5). In contrast, neither the Central European mixed forests (No. 654) nor the Pontic steppe (No. 735) were adequately characterized by any satellite dataset (RALICE < 0.5). Subsequently, the phenological seasonality and dynamic behavior of SM were computed to investigate the effects of the wetting and drying processes. Notably, the Central European mixed forests (654) underwent an extended dry phase (with an extremely low p-value of 2.20 × 10−16) during both the growth and dormancy phases. This finding explains why the RSMN showcases divergent behavior and underscores why no satellite dataset can effectively capture the complexities of the ecoregions covered by this in situ SM network. AbstractTourism requires more ambitious climate actions to align the sector with a net zero emissions world and policy will play an increasingly important role in this. This study examined 1112 current policy actions addressing tourism and climate change to assist the sector in further improving policy integration, coverage and implementation of an effective and increasingly ambitious climate response. Drawing on new institutionalism, the study found that while policy actions address a wide range of outcomes, many actions align strongly with institutionalised tourism policy goals, supporting norms and values that have provided tourism with political legitimisation and contribute to sustaining tourism. Overall, softer policy instruments are more commonly implied. The analysis presented here is the most comprehensive and detailed assessment of tourism-climate change policy to date. The overall conclusion is that tourism’s policy response remains insufficient given the urgency demanded by the climate crisis, risking tourism policy (and the sector) falling behind. National climate policies have generated a considerable body of research in academic literature. Focusing on the little-studied case of France, this article examines the way in which, in this country, the State has drafted its latest low-carbon strategy (SNBC). Drawing on approaches such as ‘bureaucratic politics’ and ‘administrative capacity’, it questions the ability of the administration responsible for writing this document (and thus defending the climate cause) to make its voice heard within the political-administrative arena. Based on an in-depth sociological study, this article shows that this administration found itself in a position of ‘powerlessness’, due to three main factors: instrumental (the limited scope of the tool, reflecting an initial will to reduce its impact), organizational (the subordinate position of this administration within the bureaucratic hierarchy) and political (weak support from government). Executive Order No. 14008 mandated that U.S. federal agencies and departments develop Climate Change Adaptation Plans to enhance the nation's resilience to climate change. Invasive species are documented to reduce the effectiveness of climate adaptation and mitigation actions. In spite of this, only eight of the 26 federal plans directly reference invasive species, and just four meaningfully consider the reciprocal impact of invasive species on climate adaptation efforts. To ensure that climate adaptation planning and processes are effective with associated benefits for biodiversity conservation, a gap analysis of the Climate Change Adaptation Plans was conducted. Five key recommendations were developed that would transform how invasive species are considered within them. Examples of how invasive species have been included in some of the plans are provided, with suggestions for agencies that did not include invasive species on how they might do so, to illustrate that dedicated efforts in prevention, detection, and management of invasive species can safeguard carbon sequestration, protect communities and infrastructure, and minimize economic and biodiversity losses. Although developed based on U.S. federal plans, these recommendations can be used by state and local, as well as international, jurisdictions tasked with implementing climate‐adaptive policies to build resilience across multiple sectors. Indigenous communities in the North American Arctic are characterized by mixed economies that feature hunting, fishing, gathering, and trapping activities--and associated sharing practices--alongside the formal wage economy. The region is also undergoing rapid social, economic, and climate changes, including, in Canada, carbon taxation, which is impacting the cost of fuel used in local food harvesting. Because of the importance of local foods to nutrition, health, and well-being in Arctic Indigenous communities, there is an urgent need to better understand the sensitivity of Arctic food systems to social, economic, and climate changes and to develop plans for mitigating potential adverse effects. Here, we develop a Bayesian model to calculate the substitution value and carbon emissions of market replacements for local food harvests in the Inuvialuit Settlement Region, Canada. Our estimates suggest that under plausible scenarios, replacing locally harvested foods with imported market substitutes would cost over 3.1 million Canadian dollars per year and emit over 1,000 tons of CO2-equivalent emissions per year, regardless of the shipping scenario. In contrast, we estimate that gasoline inputs to harvesting cost approximately $295,000 and result in 315 to 497 tons of emissions. These results indicate that climate change policies that fail to account for local food production may undermine emissions targets and adversely impact food security and health in Arctic Indigenous communities, who already experience a high cost of living and high rates of food insecurity. In the realm of climate policy, issues of environmental justice (EJ) are often treated as second-order affairs compared to overarching sustainability goals. We argue that EJ is in fact critical to successfully addressing our national and global climate challenges; indeed, centering equity amplifies the voices of the diverse constituencies most impacted by climate change and that are needed to build successful coalitions that shape and advance climate change policy. We illustrate this perspective by highlighting the experience of California and the contentious processes by which EJ became integrated into the state's climate action efforts. We examine the achievements and shortcomings of California's commitment to climate justice and discuss how lessons from the Golden State are influencing the evolution of current federal climate change policy. In the wake of rising energy prices and the cost of living crisis, some have claimed that climate policies are at odds with citizens' more pressing everyday living concerns. Critics challenge these simplifying narratives that shorter term economic and social wellbeing priorities and ‘longer term’ decarbonization policies are in tension with one another and argue that effective policies must treat them as interconnected. Evidence regarding how citizens think about climate policy mostly focus on policy acceptability, highlighting the role of perceptions of effectiveness and fairness, but there is a quite limited conceptualization of contexts of social inequality, and even more limited engagement with the views of marginalized groups whose buy‐in is seen as crucial for effective net zero transitions. This paper reviews the evidence and analyses new data from a small exploratory study with citizens from low income and marginalized backgrounds. In group discussions several participants emphasized the importance of tackling both social hardships and climate priorities, seen by some as interlinked. Further, many described wider societal unfairness relating to experiences of poverty, exploitation, a lack of voice or even recognition and a keen sense of disconnect between politics and their own everyday concerns and lived experiences. I argue that climate policy making should engage more fully with contexts of social inequality and that social wellbeing and systematic action on climate change need to be treated by policy makers and politicians as profoundly interlinked challenges. Much existing empirical research on polycentric climate governance (PCG) systems examines small-N examples. In response, we aim to advance studies of PCG by exploring, and reflecting on, the use of large-N data sets for analyzing PCG. We use Python (a programming language) to create a novel data set from the United Nations' Global Climate Action Portal. This method allows us to quantify key variables for 12,568 businesses located in Organization for Economic Co-operation and Development countries: the number of businesses' climate commitments, their progress toward meeting those commitments, and businesses' memberships in "more polycentric" networks via transnational climate initiatives (TCIs). Our analysis of these data reveals that greater interconnectedness may strengthen climate policy performance, since businesses with memberships in TCIs more commonly achieved their commitments. Additional research using these data, and/or similar methods, could be conducted on climate governance and on other areas of international environmental governance, such as mining and oil production. In recent years, climate governance has shifted from the global, multilateral regime to voluntary initiatives from multiple directions. Scholars frequently use a polycentric governance lens to study the complex and multijurisdictional reality. The polycentric perspective helps to grasp the new reality at a general level, but it is lacking in specificity. To fill this research gap, this article attempts to enhance the analytical power of the polycentric governance perspective by exploring four issues: the role of the state, diffusion of local action, integration of local democratic preferences, and the role of power. These issues are discussed by doing a systematic literature review of empirical polycentric governance literature regarding climate change mitigation. The results show the importance of states at the national level and provide insights into how local initiatives share and transfer knowledge, get supported by transnational networks, and secure compliance with local democratic preferences. The literature provides less insight into the role of power. The article concludes by developing research agendas for further cumulation of knowledge and to strengthen climate action at all levels. Under the Paris Agreement, global climate governance has become decidedly more polycentric. However, it is still debated whether the turn toward greater polycentricity leads to more effectiveness in delivering public goods like climate change mitigation. This article argues that engagement in polycentric climate governance is linked to both more ambitious mitigation targets and stronger mitigation policy effort at the national level. Empirically, we analyze the extent to which countries' mitigation ambition and policy effort are associated with state-level memberships in transnational climate governance initiatives and with sub- and nonstate actors' memberships, while controlling for other potential explanations. We find that while polycentric engagement is not associated with higher ambition of countries' mitigation targets, it does correlate with greater policy effort. This is particularly the case for former non–Annex I countries, that is, countries without mitigation commitments under the old Kyoto regime. In this study, we examined the relationship between sea surface temperature (SST) and phytoplankton abundance in coastal regions of the Brazilian South Atlantic: São Paulo, Paraná, and Santa Catarina, and the Protection Area of Southern right whales (Eubalaena australis) in Santa Catarina (APA), a conservation zone established along 130 km of coastline. Using SST and chlorophyll‐a (Chl‐a) data from 2002 to 2023, we found significant differences in SST between the regions, with São Paulo having the highest SST, followed by Paraná and Santa Catarina. All locations showed a consistent increase in SST over the years, with North Santa Catarina, APA and São Paulo experiencing the lowest rate of increase. Correlation analyses between SST and Chl‐a revealed a stronger inverse relationship in North Santa Catarina and APA, indicating an increased response of Chl‐a to SST variations in this region. The presence of protected area appears to play an essential role in reducing the negative impacts of increasing SST. Specifically, while there is a wealth of research on the consequences of global warming on diverse coastal and oceanic areas, heterogeneity among different settings persists and the causes for this necessitating attention. Our findings have implications for both localized scientific approaches and broader climate policies, emphasizing the importance of considering coastal ecosystem resilience to climate change in future conservation and adaptation strategies. The article discusses the role of the journal Climate Policy in addressing the challenges of climate change. The new editors-in-chief and editor emphasize three areas of attention: blurring the boundaries between climate policy and other decision-making spheres, engaging with diverse perspectives from the Global South, and thinking beyond incrementalism. The last two decades have seen an increase in climate financing channelled to the Global South from multiple sources, putting a spotlight on climate finance coordination challenges in recipient countries. However, the climate finance coordination debate has largely been centred at climate finance provision at the global level. Emerging literature has called on recipient countries to establish effective climate finance coordination mechanisms. Yet, the calls have not clarified what accounts for an effective coordination mechanism. This paper addresses the gap by analyzing stakeholder perceptions of effective climate finance coordination in Kenya. Kenya has instituted a legal and institutional framework to guide climate finance coordination, but challenges of coordination persist. Using the political economy framework, the paper analyzes political economy factors influencing stakeholder perceptions and climate change policy implementation to identify political contestations that need to be reconciled. Data is drawn from relevant literature, 29 key informant interviews and 4 focus group discussions at the national level in Nairobi and at the sub-national level in Turkana County. Deductive thematic analysis is adopted for coding and analyzing data. Results indicate that different ideologies, interests, incentives, politics, power relations and contestation over resources largely influence stakeholder perceptions of an effective climate finance coordination mechanism and climate policy implementation. The operationalization of the National Climate Change Council and the National Climate Change Fund are the most contested. The paper calls on policy actors to reconcile political issues of contention for recipient countries to institute coordination mechanisms that gain ownership and widespread legitimacy from stakeholders. Underlying political economy factors including different ideologies, interests, politics, incentives, power relations and contestation over resources largely influence stakeholder perceptions of effective climate finance coordination as well as climate change policy implementation. The consequential political contestations need to be reconciled; otherwise, the established coordination mechanism is less likely to gain ownership and widespread legitimacy from climate change stakeholders. This calls for meaningful and extensive stakeholder engagements and consensus building to minimize contention, particularly over the operationalization of the National Climate Change Council and the National Climate Change Fund in Kenya. Enacting stringent climate policy has proven politically challenging, not least because of concentrated losses in fossil fuel-producing communities. "Just transition" strategies have been proposed to mitigate this distributional challenge. Yet, little is known about how such strategies affect voting behavior. Using a mixed-methods approach, we exploit a local climate policy in Spain—a "Just Transition Agreement" (JTA) to phase out coalmining, support affected workers, and invest in affected municipalities—which was negotiated by the incumbent Socialist Party (PSOE) government with affected unions and businesses shortly before a national election. A difference-in-differences study shows that PSOE's vote share in coalmining municipalities increased at the 2019 election relative to similar municipalities, implying that the JTA was electorally successful. Further statistical tests and elite interviews suggest that this electoral boost was driven by unions' support of the JTA. This paper highlights the potential of Indigenous Buffalo knowledge as a valuable resource for adapting to the impacts of climate change. Buffalo, particularly in regions where they have been traditionally reared, have played a crucial role in Indigenous cultures and livelihoods. Indigenous communities have developed an intimate understanding of buffalo behaviour, ecological interactions, and their relationship with changing environmental conditions. This traditional Buffalo knowledge encompasses observations, practices, and Indigenous knowledge systems passed down through generations, providing insights into adaptive strategies that can be applied in the face of climate change. Following decolonial and relational theoretical frameworks, we used deep listening to learn how traditional Buffalo knowledge contributed to climate change adaptation strategies in Indigenous communities; how does integrating traditional Buffalo knowledge into climate change adaptation policies and practices contribute to the resilience of vulnerable communities? Terrestrial gross primary productivity (GPP) is the largest carbon flux in the global carbon cycle and plays a crucial role in terrestrial carbon sequestration. However, historical and future global GPP estimates still vary markedly. In this study, we reduced uncertainties in global GPP estimates by employing an innovative emergent constraint method on remote sensing‐based GPP datasets (RS‐GPP), using ground‐based estimates of GPP from flux towers as the observational constraint. Using this approach, the global GPP in 2001–2014 was estimated to be 126.8 ± 6.4 PgC year−1, compared to the original RS‐GPP ensemble mean of 120.9 ± 10.6 PgC year−1, which reduced the uncertainty range by 39.6%. Independent space‐ and time‐based (different latitudinal zones, different vegetation types, and individual year) constraints further confirmed the robustness of the global GPP estimate. Building on these insights, we extended our constraints to project global GPP estimates in 2081–2100 under various Shared Socioeconomic Pathway (SSP) scenarios: SSP126 (140.6 ± 9.3 PgC year−1), SSP245 (153.5 ± 13.4 PgC year−1), SSP370 (170.7 ± 16.9 PgC year−1), and SSP585 (194.1 ± 23.2 PgC year−1). Diffusion has become both an important concept for studying policy spread and a popular governance approach, particularly where direct coercion is unavailable or undesirable. However, the prevailing mechanism‐centered concept is difficult to measure and poorly captures the governance potential of policy diffusion. To address these issues, this article presents a new channel‐centered framework that distinguishes between six soft policy diffusion channels: autonomous, collaborative, exemplary, persuasive, organized, and funded diffusion. The framework is probed by studying local climate change adaptation policy using original survey data collected from the administrations of 190 municipalities located in the central German state of Hessen. The regression results indicate that the local institutionalization of adaptation in Hessen is associated with several interventions by higher levels of government, including the provision of a policy model, a municipal climate network, and grant programs. However, the density of concrete adaptation measures is associated with noninstitutionalized exchanges between municipalities. External grants are also found to be more effective in institutionalizing adaptation in larger municipalities. These results demonstrate the usefulness of the framework for distinguishing and comparing different diffusion channels and suggest that different types of interventions may be required to effectively support adaptation policy development at the local level.
