This paper explores the complex relationship between energy poverty and the maintenance of democratic values within the European Union (EU), suggesting that energy poverty not only impacts economic stability and health outcomes but also poses significant challenges to democratic engagement and equity. To measure energy poverty, a composite index is developed using the entropy method, which surpasses traditional measures focused solely on access to energy or its developmental implications. To assess the level of democratic governance in EU countries, the voice and accountability index (VEA), which is part of the World Governance Indicators compiled by the World Bank, is utilized. By analyzing EU data from 2006 to 2022, the findings suggest that a 1% improvement in VEA quality, represented by a coefficient of 0.122, is correlated with a notable improvement in the energy poverty index. This suggests that the EU should focus on enhancing transparency and public participation in energy decision-making, along with ensuring accountability in policy implementation. The research also differentiates between full and flawed democracies, noting that tailored approaches are needed. In full democracies, leveraging economic prosperity and trade is crucial due to their significant positive impacts on the energy poverty index. In contrast, in flawed democracies, enhancing governance and accountability is more impactful, as evidenced by a higher coefficient of 0.193. Strengthening legal and regulatory frameworks, improving regulatory quality, and ensuring public engagement in governance could substantially mitigate energy poverty in these contexts. Background: This study takes on the challenge of quantifying a complex causal loop diagram describing how poverty and health affect each other, and does so using longitudinal data from The Netherlands. Furthermore, this paper elaborates on its methodological approach in order to facilitate replication and methodological advancement. Methods: After adapting a causal loop diagram that was built by stakeholders, a longitudinal structural equation modelling approach was used. A cross-lagged panel model with nine endogenous variables, of which two latent variables, and three time-invariant exogenous variables was constructed. With this model, directional effects are estimated in a Granger-causal manner, using data from 2015 to 2019. Both the direct effects (with a one-year lag) and total effects over multiple (up to eight) years were calculated. Five sensitivity analyses were conducted. Two of these focus on lower-income and lower-wealth individuals. The other three each added one exogenous variable: work status, level of education, and home ownership. Results: The effects of income and financial wealth on health are present, but are relatively weak for the overall population. Sensitivity analyses show that these effects are stronger for those with lower incomes or wealth. Physical capability does seem to have strong positive effects on both income and financial wealth. There are a number of other results as well, as the estimated models are extensive. Many of the estimated effects only become substantial after several years. Conclusions: Income and financial wealth appear to have limited effects on the health of the overall population of The Netherlands. However, there are indications that these effects may be stronger for individuals who are closer to the poverty threshold. Since the estimated effects of physical capability on income and financial wealth are more substantial, a broad recommendation would be that including physical capability in efforts that are aimed at improving income and financial wealth could be useful and effective. Context and background Multidimensional Poverty (MP) considers poverty in multiple dimensions of deprivations such as health, education, energy, the standard of living and access to basic services. MP remains a major challenge in Africa, with a large proportion of the population living in MP. According to United Nations Development Programme (UNDP), Africa has shown the highest Multidimensional Poverty Index (MPI) having over 40% of its population living in MP. Goal and Objectives: This paper is a review, aimed at assessing the potential of the integration of satellite and Artificial Intelligence (AI) in mapping MP, with a specific focus on Africa. Methodology: Based on the reviews of past studies, the combination of satellite data such as nighttime light, daytime satellite imagery and high-resolution settlement data in combination with techniques such as field surveys, statistical correlation models (transfer learning) and AI (deep learning) has been applied in mapping MP. Results: The findings from studies show that the combination of satellite data and AI has the capability of providing more accurate and granular MP maps, compared to the traditional approach. Again, this paper explains the concept of MP with a specific focus on Africa and presents a map depicting the current MPI in African countries. Finally, pitfalls especially in the accuracy, granularity and frequency of MP data were identified. Consequently, the satellite and AI approaches are recommended for more accurate, frequent, cost-effective and granular data, required in mapping poverty and design of interventions that effectively address the needs of the vulnerable populations in Africa. Sustainable energy projects can help societies reduce climate change's negative impacts. In the present paper, published studies regarding European community energy schemes (CESs) were analysed to investigate CESs' barriers and drivers towards including community members and, more specifically, vulnerable groups. This review followed the PRISMA guidelines to ensure transparency. Exclusion and inclusion criteria were defined to select the proper articles and books that were aligned with the scope of this review. A total of 143 publications from 2019 to February 2024 were considered and selected. Content analysis was used to outline the various definitions of energy poverty, vulnerable groups, and CESs as well as the different strategies and approaches followed by European countries to tackle energy poverty and increase public engagement in CESs. This research suggests that environmental citizenship is a concept that can bring individuals and society together to promote changes in energy-related behaviours. The outcome reveals factors that enhance community energy acceptance and social cohesion such as providing energy education or education for sustainability to community members, financial support, increased prosocial culture, and the participation of vulnerable groups in CESs. This can be achieved through various interventions to help community members, including vulnerable groups, understand sustainable energy behaviour and thus reduce energy poverty. Fuel poverty was a significant problem during the cost‐of‐living crisis that started in 2021 as energy prices increased. Local authorities launched warm bank schemes around the United Kingdom to address this problem by providing warm spaces for residents to visit who could not heat their homes. This paper reports on an evaluation of the warm bank scheme launched by South Tyneside Council in winter 2022, locally known as Welcoming Places. Over 70 locations were opened around the borough. The evaluation consisted of two stages. In stage 1, we conducted semistructured interviews (n = 16) with residents who attended Welcoming Places and two focus groups with people running them (n = 9). In stage 2, we discussed the initial findings from stage 1 in a focus group with residents (n = 8). Three major themes are presented: "help and support with the cost‐of‐living crisis," "it's worth its weight in gold," and "capability and strength of Welcoming Places." This is one of the first evaluations of a warm bank scheme in England. We illustrate how the Welcoming Places in South Tyneside were used and experienced by residents. The scheme was valued by residents, provided significant support during the cost‐of‐living crisis, and had a positive impact on self‐reported mental health among participants. Warm bank schemes offer a practical, rapid public health response to the cost‐of‐living crisis for local authorities as well as improving residents' mental health and well‐being; however, holistic approaches must be taken to address the underlying causes of fuel poverty. In 2019, the Federal Deposit Insurance Corporation (FDIC) reported that 7.1 million households in the United States (5.4%) were unbanked and lacked a checking or savings account). Using three leading household surveys, this paper documents how the interaction between bank access and poverty has evolved over time. We present a historical time series of unbanked rates, showing high‐unbanked rates for those in poverty even with increases in financial access over time. In the 1980s, 49.6% of households in poverty were unbanked while 22.8% were unbanked in 2019. Unbanked rates were even higher for Black and Hispanic households that were in poverty. In the 1980s, these groups had unbanked rates of 73.6% and 66.5% which declined to 38.4% and 31.8% in 2019, respectively. To explain differences in banking rates by race, we use binary Kitagawa‐Oaxaca‐Blinder decompositions. This paper draws on biographical research among the Akamba and the Luo communities in Eastern and Western Kenya, respectively. Our research explored how practices of adolescence as a process, an institution, and a performance of identity interact with colonial modernities and imaginaries in complex ways. The biographical research was carried out predominantly with women born in the late colonial period in Kenya. We provide critical reflections on the process and affordances of our embodied storytelling approach, which we position as an Africanist methodology and a decolonial research practice. This research and approach provided women with a space to narrate and perform their lived experience, potentially disrupting epistemic inequities that are embedded in the way research on growing up in the past is carried out. The discussions show how colonialism interacted with other factors, including gender and generational power, tradition, girls' agency, and other life characteristics like poverty and family situation, in order to influence the lived experiences of women. Going beyond the narratives of victimhood that characterise coming of age in similar spaces, we present women's emergent, incomplete, and incongruent agency. We position this agency as the diverse ways in which people come to terms with their difficult contexts. The discussion also points to the need for unsettling the settled thinking about girlhood and coming of age in specific historical spaces in the global South. [ABSTRACT FROM AUTHOR]

The question of whether 21st-century urbanization dynamics are leading to a suburbanization of poverty in Western city regions has been on the agenda of spatial researchers and housing policymakers for over a decade now. Persistent reurbanization trends are putting increased pressure on innercity housing markets, resulting in affordability problems for low-income households. Evidence from the US and the UK shows that financing mechanisms in the real estate sector were severely disrupted in the aftermath of the financial crisis in 2009 and subsequent years, with many households losing their homes and being forced to move. Though social security systems and social housing policies generally have a moderating effect, they vary widely across Western countries. Against this background, this paper presents three spatial observation methods tailored to the spatial analysis of poverty concentrations in Germany. The methods are based on three popular conceptualizations of poverty: material poverty, relative poverty, and the concept of neighbourhood deprivation. The main novelty presented in this paper is a cold-spot analysis of purchasing power in 33 city regions using interactive map visualizations and complemented by socioeconomic indicators. Expert feedback verifies the validity of the approach which addresses a 'blind spot' in assessing poverty in Germany, where many low-income households are increasingly exposed to risks of poverty despite not qualifying for social benefits. Poverty remains a serious problem in Nigeria; women are among those mostly affected and are often deprived in many ways. This paper uses the multidimensional approach to examine poverty levels among women in Ibadan South West Local Government Area, Oyo State. Primary data was obtained from a sample of 393 women across the population density areas on socio-economic characteristics and poverty indicators (health, education and standard of living). The Alkire-Foster multidimensional approach was used to estimate the multidimensional poverty index (MPI) for the sampled women. The weights assigned to these poverty dimensions were generated using the multiple correspondence analysis. The MPI for each woman were categorized as abject poor (deprived in at least two dimensions), moderate poor (deprived in one dimension) and non-poor (not deprived in any dimension). The mean age of the women was 30.8±6.7 years. One-third of the respondents were mostly artisans (30.0%) and traders (26.5%), and 52.2% had completed secondary education. About 23.0% of women were deprived in education, 61.0% in health and 70.4% in standard of living. Based on location, the study indicated that the women in the medium and high density areas are mostly deprived in the different dimensions of poverty. When the poverty cut off K= 1, poverty incidence is 94% and 51.7% of the women were multidimensional poor as against 28% poverty incidence and 19.6% poor women when k=3 using the Alkire-Foster Multidimensional methodology. This implies that when women are deprived in at least one dimension; 51.7% are multidimensional poor. More than half of the respondents (51.0%) were categorized as moderately poor, 26.0% were abject poor while 23.2% were non-poor. This study revealed high poverty levels among women in Ibadan South West Local Government Area. Deprivation in standard of living and health in the three areas could be improved upon through the concerted effort of the government with appropriate ministries by initiating more productive and empowerment programs to improve their purchasing power and disseminating educative information that will improve their nutritional status through health talks to reduce the level of multidimensional poverty in urban locations respectively. It is hardly contentious to assert that measuring concepts is an important aspect of scientific and practical research. However, there seems to be some degree of confusion nowadays regarding what is meant by measurement in poverty research. It is obvious from these exchanges that different notions of central terms in the debate are being held (reliability, validity, measurement error, measurement model) to the detriment of common understanding. To move the literature forward, this paper falls back on the epistemology of measurement to bridge the apparent conceptual gap in the debate. This article invites more discussion and constructive exchange of views regarding the meaning of measurement in poverty research and how to assess the relative success of different efforts. The impact of the global COVID-19 pandemic has been devastating in many countries, increasing household energy poverty. Lockdown measures have brought the EU economies into recession phases and forced people to stay confined to their homes, aggravating these issues. From the second half of 2021, when the worst seemed behind us, a new threat has appeared threatening economic recovery: the inflationary process in energy prices. This paper aims to verify the effects on energy poverty in European countries following the economic crisis generated by COVID-19 and the current inflationary scenario due to the increase in energy commodity prices through dynamic factor models, estimating the time it will take for energy poverty to return to levels before the shocks that occurred over the past two years. The outcomes show that the overall rise in energy prices (in particular gas) that unexpectedly affected European countries modifies the forecast scenarios, delaying, at best, the first improvements, initially expected as early as 2021, until after 2022. Introduction: Associations between structural inequalities and health are well established. However, there is limited work examining this link in relation to mental health, or that centres public perspectives. This study explores people's experience and sense‐making of inequality in their daily lives, with particular consideration of impacts on mental health. Methods: We conducted a peer research study. Participants had to live in one of two London Boroughs and have an interest in inequalities and mental health. Using social media, newsletters, local organisations and our peer researchers' contacts, we recruited 30 participants who took photos representing their experience of inequality and discussed them during semi‐structured interviews. Data were analysed using reflexive thematic analysis. Results: Three themes were identified in this study: (1) inequalities are unjust, multilayered and intertwined with mental health. Accounts demonstrated a deep understanding of inequalities and their link to mental health outcomes, describing inequalities as 'suffering' and 'not good for anyone'. Financial, housing, immigration and healthcare problems exacerbated poor mental health, with racism, gender‐based violence and job loss also contributing factors for both poor mental health and experiences of inequality; (2) inequalities exclude and have far‐reaching mental health consequences, impacting personal sense of belonging and perceived societal value and (3) moving forwards—addressing long‐standing inequality and poor public mental health necessitated coping and resilience strategies that are often unacknowledged and undervalued by support systems. Conclusion: Lived experience expertise was central in this study, creating an innovative methodological approach. To improve public mental health, we must address the everyday, painful structural inequalities experienced by many as commonplace and unfair. New policies and strategies must be found that involve communities, redistributing resources and power, building on a collective knowledge base, to coproduce actions combatting inequalities and improving population mental health. The implementation of the United Nations' Sustainable Development Goals in 2015 marked a new chapter in global development and laid the foundations for addressing inequalities that hinder holistic progress. However, gender gaps pose a significant threat to achieving these goals. Project DREAM (Developing Resilience, Education, Aspiration, and Motivation) sought to explore women's sense of aspiration, achievement, and lived experience in India, Syria, and the Philippines, as well as develop pilot interventions to address gender disparities. Semi-structured interviews with 69 young women from India, Syria, and the Philippines informed the development of three interventions, namely an aspiration and job skills workshop series in the Philippines, Motivational Interviewing training in Syria and the Philippines, and a social media presence and launch event worldwide. This paper presents the findings of this international project, identifying four key parallels underpinning women's lived experience: poverty, incomplete education, tradition, and patriarchy. Preexisting gender inequalities, aggravated by the widespread health, economic, and social disruption caused by the COVID-19 pandemic, must be urgently addressed to ensure that no one is left behind on the road to achieving the Sustainable Development Goals by 2030. Welfare measures and their assessment involve a set of indicators that, as economic thought evolves, are subject to critique. Nonetheless, the ultimate debate focuses on the quality of life and the conditions fostered by each economy. Using data from the period 1993 to 2019, this paper presents an analysis of the current account and terms of trade, highlighting the significance of these variables, as they encompass important flows and contribute to shaping market conditions and the resulting benefits. The study employs both Vector Error Correction (VECM) and Structural Vector Error Correction (SVECM) models to explore the interplay between external dynamics and their effects on the economy. The findings reveal that an export price shock has an expansive effect on investment, yet its impact on savings becomes marginally significant over time. Unexpected shocks on investment are roughly 38% reliant on external factors, of which an average of 32% is attributable to export prices, underscoring the tight correlation between investment and international market dynamics. Notably, the results indicate that external dynamics primarily exert short-term effects. Consequently, despite periods of robust growth, reduced unemployment, and poverty reduction, these indicators have not proven to be sustainable in Peru. [ABSTRACT FROM AUTHOR]

This paper examines the impact of social pensions on old‐age poverty. To achieve causal identification, we leverage the reduction in the minimum eligibility age of Mexico's flagship non‐means‐tested social pension program. We find that the program's expansion significantly reduced extreme poverty, mainly among indigenous seniors and in rural areas. However, it had negligible effects on labor force participation, suggesting that social pensions were not effective in ensuring minimum economic well‐being and simultaneously inducing retirement among seniors at early stages of old age. Energy poverty is the inability to meet necessary household energy needs and has threatened human well-being and exacerbated climate change. However, there has been a lack of systematic analysis regarding the driving factors of energy poverty and their interaction mechanisms, which is crucial for achieving effective energy poverty reduction. This paper proposes a novel integrated technique composed of the Backpropagation Neural Network (BPNN) and Weighted Influence Non-linear Gauge System (WINGS) method to identify the most important driving factors of energy poverty and understand their interaction mechanism by using household-level survey data in China from 2016, 2018, and 2020. The findings reveal that per capita household income is the most important cause-driving factor. Household heads' education attainment and policy support, such as government subsidy and housing provident fund, are also significant causes of energy poverty. Factors, such as household central heating system usage and house ownership, are in the downstream of the interaction mechanism chain to be considered as the effect-driving factors. Finally, a robustness test is conducted to validate the effectiveness of the proposed method and the obtained findings, which could assist energy-related decision-makers with the most significant drivers for reducing energy poverty. Smart energy plays an important role in alleviating energy poverty in China in the context of the new technological revolution and industrial change. This paper uses China's smart pilot policy as a quasi-natural experiment, employing China's provincial panel data from 2011 to 2022, measuring energy poverty indices based on a projection pursuit evaluation model, and conducting a quasi-natural experiment using a synthetic control method to assess the effect of smart energy on energy poverty and specific mechanisms of action. The study found that smart energy has a specific and significant impact on energy poverty, but the effect differs in different regions depending on the construction cycle and energy endowment. In the mechanism test, smart energy significantly alleviates energy poverty through the mechanisms of improving energy supply capacity, improving energy payment capacity, and improving energy cleanliness. Energy poverty is driven by four factors: poverty; high energy prices; energy-inefficiency; and specific household characteristics. Increasingly refined definitions of energy poverty (and/or vulnerability) identify types or locations of households most likely to be suffering it. But there is also a place for a different approach, considering poverty reduction directly, as poverty is a necessary component within all energy poverty definitions. This paper investigates how high the UK's top marginal tax rates would need to be, to provide funds to lift low-income UK households above the poverty threshold as defined by the low-income-high-cost (LIHC) and 10% energy poverty indicators. It finds that the increased top tax rates would still be in line with those of other European OECD countries. Using recent and new research on income elasticities of CO2 emissions, it then estimates the net direct effects on CO2 emissions of this redistribution. For both scenarios the most likely effect is a small reduction in net CO2 emissions. Further, indirect downward pressures on CO2 emissions due to reduced income among the highest earners are likely to lead to yet more favourable outcomes for net CO2 emission reduction.
