The absence of sunlight during the winter in the High Arctic results in a strong surface-based atmospheric temperature inversion, especially during clear skies and light surface wind conditions. The inversion suppresses turbulent heat transfer between the ground and the boundary layer. As a result, the difference between the surface air temperature, measured at a height of 2 m , and the ground skin temperature can exceed several degrees Celsius. Such inversions occur very frequently in polar regions, are of interest to understand the mechanisms responsible for surface–atmosphere heat, mass, and momentum exchanges, and are critical for satellite validation studies. In this paper we present the results of operations of two commercial remotely piloted aircraft systems, or drones, at the Polar Environment Atmospheric Research Laboratory, Eureka, Nunavut, Canada, at 80 ∘N latitude. The drones are the Matrice 100 and Matrice 210 RTK quadcopters manufactured by DJI and were flown over Eureka during the February–March field campaigns in 2017 and 2020. They were equipped with a temperature measurement system built on a Raspberry Pi single-board computer, three platinum-wire temperature sensors, a Global Navigation Satellite System receiver, and a barometric altimeter. We demonstrate that the drones can be effectively used in the extremely challenging High Arctic conditions to measure vertical temperature profiles up to 75 m above the ground and sea ice surface at ambient temperatures down to - 46 ∘C. Our results indicate that the inversion lapse rates within the 0–10 m altitude range above the ground can reach values of ∼ 10–30 ∘C(100m)-1 (∼ 100–300 ∘Ckm-1). The results are in good agreement with the coincident surface air temperatures measured at 2, 6, and 10 m levels at the National Oceanic and Atmospheric Administration flux tower at the Polar Environment Atmospheric Research Laboratory. Above 10 m more gradual inversion with order-of-magnitude smaller lapse rates is recorded by the drone. This inversion lapse rate agrees well with the results obtained from the radiosonde temperature measurements. Above the sea ice drone temperature profiles are found to have an isothermal layer above a surface-based layer of instability, which is attributed to the heat flux through the sea ice. With the drones we were able to evaluate the influence of local topography on the surface-based inversion structure above the ground and to measure extremely cold temperatures of air that can pool in topographic depressions. Background: The Qanuinngitsiarutiksait study aimed to develop detailed profiles of Inuit health service utilization in Manitoba, by Inuit living in Manitoba (approximately 1,500) and by Inuit from the Kivalliq region of Nunavut who travel to Manitoba to access care not available in Nunavut (approximately 16,000 per year).Methods: We used health administrative data routinely collected in Manitoba for all services provided and developed an algorithm to identify Inuit in the dataset. This paper focused on health services used by Inuit from the Kivalliq for prenatal care and birthing.Results: Our study found that approximately 80 percent of births to women from the Kivalliq region occur in Manitoba, primarily in Winnipeg. When perinatal care and birthing are combined, they constitute one third of all consults happening by Kivalliq residents in Manitoba. For scale, hospitalizations for childbirths to Kivalliq women about to only 5 percent of all childbirth-related hospitalizations in Manitoba.Conclusions: The practice of evacuating women from the Kivalliq for perinatal care and birthing is rooted in colonialism, rationalized as ensuring that women whose pregnancy is at high risk have access to specialized care not available in Nunavut. While defendable, this practice is costly, and does not provide Inuit women a choice as to where to birth. Attempts at relocating birthing to the north have proven complex to operationalize. Given this, there is an urgent need to develop Inuit-centric and culturally appropriate perinatal and birthing care in Manitoba. [ABSTRACT FROM AUTHOR]

The results are in a good agreement with the coincident temperatures measured at 2, 6 and 10 m levels at the National Oceanic and Atmospheric Administration flux tower at PEARL. Above 10 m a weaker inversion with an order of magnitude smaller lapse rates is recorded by the drone. The inversion strength agrees well with one obtained from the radiosonde temperature measurements. Above the sea ice, drone temperature profiles are found to have an isothermal layer above a surface based layer of instability which is attributed to the sensible heat flux through the sea ice. The TROPOspheric Monitoring Instrument (TROPOMI) provides a daily, spatially resolved (initially 7×7 km 2 , upgraded to 7×5.6 km 2 in August 2019) global dataset of CO columns; however, due to the relative sparseness of reliable ground-based data sources, it can be challenging to characterize the validity and accuracy of satellite data products in remote regions such as the high Arctic. In these regions, satellite intercomparisons can supplement model- and ground-based validation efforts and serve to verify previously observed differences. In this paper, we compare the CO products from TROPOMI, the Atmospheric Chemistry Experiment (ACE) Fourier transform spectrometer (FTS), and a high-Arctic ground-based FTS located at the Polar Environment Atmospheric Research Laboratory (PEARL) in Eureka, Nunavut (80.05 ∘ N, 86.42 ∘ W). A global comparison of TROPOMI reference profiles scaled by the retrieved total column with ACE-FTS CO partial columns for the period from 28 November 2017 to 31 May 2020 displays excellent agreement between the two datasets (R=0.93) and a small relative bias of -0.83±0.26% (bias ± standard error of the mean). Additional comparisons were performed within five latitude bands: the north polar region (60 to 90 ∘ N), northern mid-latitudes (20 to 60 ∘ N), the equatorial region (20 ∘ S to 20 ∘ N), southern mid-latitudes (60 to 20 ∘ S), and the south polar region (90 to 60 ∘ S). Latitudinal comparisons of the TROPOMI and ACE-FTS CO datasets show strong correlations ranging from R=0.93 (southern mid-latitudes) to R=0.86 (equatorial region) between the CO products but display a dependence of the mean differences on latitude. Positive mean biases of 7.93±0.61% and 7.21±0.52% were found in the northern and southern polar regions, respectively, while a negative bias of -9.41±0.55% was observed in the equatorial region. To investigate whether these differences are introduced by cloud contamination, which is reflected in the TROPOMI averaging kernel shape, the latitudinal comparisons were repeated for cloud-covered pixels and clear-sky pixels only, as well as for the unsmoothed and smoothed cases. Clear-sky pixels were found to be biased higher with poorer correlations on average than clear + cloudy scenes and cloud-covered scenes only. Furthermore, the latitudinal dependence on the biases was observed in both the smoothed and unsmoothed cases. To provide additional context to the global comparisons of TROPOMI with ACE-FTS in the Arctic, both satellite datasets were compared against measurements from the ground-based PEARL-FTS. Comparisons of TROPOMI with smoothed PEARL-FTS total columns in the period of 3 March 2018 to 27 March 2020 display a strong correlation (R=0.88); however, a positive mean bias of 14.7±0.16% was also found. A partial column comparison of ACE-FTS with the PEARL-FTS in the period from 25 February 2007 to 18 March 2020 shows good agreement (R=0.79) and a mean positive bias of 7.89±0.21% in the ACE-FTS product relative to the ground-based FTS. The magnitude and sign of the mean relative differences are consistent across all intercomparisons in this work, as well as with recent ground-based validation efforts, suggesting that the current TROPOMI CO product exhibits a positive bias in the high-Arctic region. However, the observed bias is within the TROPOMI mission accuracy requirement of ±15% , providing further confirmation that the data quality in these remote high-latitude regions meets this specification. Research failures are not readily disclosed in research representations. This exclusion is a missed opportunity to practice reflexivity, a practice otherwise crucially important to social science inquiry, and share the learning that was inspired by the failure. In this paper I present and reflect on a research failure that occurred during my doctoral research into alternative, Inuit-centered models of fisheries governance in Nunavut. While working on defining the research, I experienced a far-reaching impasse due to the lack of community response and academic guidance. Eventually, despite the best intentions to engage in decolonizing research, I chose to forgo meaningful community consultation before embarking on my fieldwork. Decolonizing research centers collaboration and local research needs from the outset. At the same time, what it means to negotiate a research relationship is in itself negotiable. Further, the negotiating is often challenged by time constraints, institutional restrictions, and limited financial resources. Lessons learned from my case study include a) that a nonideal start does not mean that the entire research project will fail and b) that participating Indigenous communities have the sovereignty, irrespective of existing protocols, to set the terms under which research can take place. There is now an extensive body of academic literature examining how the environmental movement contributed to the colonization of Indigenous peoples and development of capitalism in northern Canada. This paper contributes to these discussions by considering how environmental assessment (EA) helped enable hydrocarbon extraction in the Qikiqtani (Baffin Island) region of Nunavut in the 1970s and 1980s. When exploration activities began to threaten the Inuit harvesting economy, communities protested with letters and petitions. The federal government responded to Inuit resistance by referring proposed exploratory drilling and extraction to its new EA process. While Inuit won significant victories during some assessments of proposed exploratory drilling and extraction, federal EA ultimately helped create the conditions for Inuit to consent to oil extraction. EA helped impose material compromises between Inuit and hydrocarbon industries, including preferential hiring of Inuit, a reduction in the scope of proposed extraction, and the rejection of especially controversial proposals for offshore drilling. These concessions, combined with a collapse in the market for sealskins due to international boycotts, persuaded several Qikiqtani communities to support oil extraction in the 1980s. The ensuing extraction and export of oil from the High Arctic accelerated processes of colonial dispossession and reinforced colonial political dynamics. In impact assessment (IA) the value of different forms of knowledge is increasingly acknowledged, but implementation and practice challenges continue. In Nunavut, a territory in the Canadian Arctic, Indigenous knowledge plays a key role in understanding and defining environmental baselines and guiding the assessment process; however, even here there are needs and opportunities for improved treatment and use of Indigenous knowledge in assessment and decision-making. This paper outlines the central role of Inuit Qaujimaningit/Qaujimajatuqangit (IQ) (Inuit knowledge) in shaping and defining Nunavut's impact assessment process. The work highlights the potential of the Nunavut process to provide a model for the use of Indigenous knowledge in IA, and of co-management or Indigenous-led impact assessment. Focus groups were held with board members and staff of the Nunavut Impact Review Board – the co-management board responsible for impact assessment in the territory. The results highlight the unique qualities of the impact assessment process in Nunavut and demonstrate how IQ is a crucial component of project review, notably its role in decision-making and for ensuring that the process is meaningful to communities. The results and recommendations have value to a range of other jurisdictions that are also working towards using Indigenous knowledge in environmental decision-making or even seeking to advance Indigenous-led impact assessment. The paper is concerned with thermal disturbances in continuous permafrost due to open pit mining and tailings impoundment in the cold regions of Northern Canada. Numerical simulations were conducted to investigate issues of thermal regime changes and permafrost degradation in both the short term and the long term in connection with the proposed Kiggavik project in Nunavut, Canada. The results of numerical simulations indicate that no open talik would form below the East Zone and Center Zone pits during the estimated mining and milling operation period of 14 years, although a thin thawed zone would develop surrounding the open pits. For the Main Zone pit where the excavation would break through permafrost, the open talik remains following an extended operation period of 25 years with a 5 to 30 m thawed zone along the pit side walls. In the long term, with a plausible climate change scenario of 5 °C increase in the mean annual ground surface temperature during the next 100 years, the permafrost surrounding the in-pit tailings management facilities (TMFs) would reduce greatly in about 500 years. However, an approximately 40 m thick permafrost layer would remain on the top of the TMFs, which is impervious and would prevent any tailings pore water from migrating upward to reach the ground surface. Death by suicide and attempted suicide among Inuit youth is now considered a public health emergency of epidemic proportion, with rates among the highest worldwide. A strong sense of cultural identity and pride, as well as social capital, has been identified as being protective against suicide. The Canadian Institute for Health Research (CIHR) Guidelines for Health Research Involving Aboriginal People call for communities to be included in the conception, planning and implementation of research. The authors took first steps towards sharing the responsibility of designing a community initiative with the youth of Naujaat, Nunavut, a community located directly on the Arctic Circle. With the objectives of promoting open listening and exploration of community needs and enhancing self-determination and sustainability, we postulated a youth resiliency project that will be co-authored by the community. This paper describes the joint work process. We recount how Inuit youth take ownership of the project with the guidance of Ms. Elizabeth Haqpi, a Naujaat Elder. The article will particularly reflect on the process of balancing the different perspectives and expectations while enjoying the richness of mutual learning through keeping each other accountable. This paper presents a glacial geomorphological map of glacial lineations, ribbed terrain, moraines, meltwater channels (subglacial and ice-marginal/proglacial), eskers, glaciofluvial deposits, ice-contact outwash fans and deltas and abandoned shorelines on the bed of the former Laurentide Ice Sheet in northern Canada. Mapping was compiled from satellite imagery and digital elevation data and landforms were digitised directly into a Geographical Information System. The map reveals a complex glacial history characterised by multiple ice-flow events, including fast-flowing ice streams. Moraines record a series of pauses or re-advances during overall SE retreat towards the Keewatin Ice Divide. The distribution of subglacial meltwater landforms indicates that several distinctive scales and modes of drainage system operated beneath the retreating ice sheet. This includes a large (>100 km) integrated network of meltwater channels, eskers, ice-contact outwash fans and deltas and glaciofluvial deposits that originates at the northern edge of Aberdeen Lake. The map comprises zone 66 of the Canadian National Topographic System, which encompasses an area of 160,000 km2. It is presented at a scale of 1:500,000 and is designed to be printed at A0 size. The Canadian Arctic is uniquely sensitive to climate change impacts, including rapidly warming temperatures, sea ice change, and permafrost degradation. Adaptation-including efforts to manage climate change risks, reduce damages, and take advantage of new opportunities-has been identified as a priority for policy action across government levels. However, our understanding of adaptation in the Canadian North is limited: Is adaptation taking place, to what stresses, and what does it look like? In this paper we answer these questions for the Inuit territory of Nunavut, systematically cataloguing and reviewing government-led adaptation programs and policies at community, territorial, and federal levels, drawing on publically available information. We documented a total of 700 discrete adaptation initiatives. The focus on adaptation to-date has primarily been at the groundwork level, aimed at informing and preparing for adaptation through impact assessments, adaptation planning exercises, and stakeholder engagement. Adaptation in Nunavut has been driven by cross-scale coordination and leadership from the territorial and federal government. Our study finds few examples of concrete actions for planned adaptation, such as changes to or creation of policies that enable adaptation, alterations to building codes and infrastructure design with changing geo-hazards, or enhanced disaster planning and emergency preparedness in light of projected impacts. This study indicates a need for formal adaptation plans for the Governments of Canada and Nunavut, emphasis on adaptation monitoring and evaluation, and a greater role of Inuit traditional knowledge and cultural values in adaptation policy. Satellite remote sensing is a promising technology for monitoring natural and anthropogenic changes occurring in remote, northern environments. It offers the potential to scale-up ground-based, local environmental monitoring efforts to document disturbance types, and characterize their extents and frequencies at regional scales. Here we present a simple, but effective means of visually assessing landscape disturbances in northern environments using trend analysis of Landsat satellite image stacks. Linear trends of the Tasseled Cap brightness, greenness, and wetness indices, when composited into an RGB image, effectively distinguish diverse landscape changes based on additive color logic. Using a variety of reference datasets within Northwest Territories, Canada, we show that the trend composites are effective for identifying wildfire regeneration, tundra greening, fluvial dynamics, thermokarst processes including lake surface area changes and retrogressive thaw slumps, and the footprint of resource development operations and municipal development. Interpretation of the trend composites is aided by a color wheel legend and contextual information related to the size, shape, and location of change features. Background. The health and educational systems in Greenland and Nunavut are reflections of those in Denmark and Southern Canada, with the language of instruction and practise being Danish and English. This places specific demands on Inuit studying nursing. Objective. This paper discusses the experiences of Inuit who are educated in nursing programmes and practise in healthcare systems located in the Arctic but dominated by EuroCanadian and Danish culture and language. Design. Research was qualitative and ethnographic. It was conducted through 12 months of fieldwork in 5 Greenlandic and 2 Nunavut communities. Methods. Observation, participant observation, interviews, questionnaires and document review were used. The analytical framework involved Bourdieu's concepts of capital and habitus. Results. Participants experienced degrees of success and well-being in the educational systems that are afforded to few other Canadian and Greenlandic Inuit. This success appeared to be based on nurses and students possessing, or having acquired, what I call "double culturedness"; this makes them able to communicate in at least 2 languages and cultures, including the ability to understand, negotiate and interact, using at least 2 ways of being in the world and 2 ways of learning and teaching. Conclusion. There continues to be a critical need for Inuit nurses with their special knowledge and abilities in the healthcare systems of the Arctic. Inuit nurses' experiences will help inform the education and healthcare systems and point to areas in need of support and change in order to increase recruitment and retention of nursing students and practitioners. Background. Community members, Aboriginal organizations, public servants and academics have long been describing a desperate situation of food insecurity in the Eastern Canadian Arctic. Objective. The Nunavut Food Security Coalition, a partnership of Inuit Organizations and the Government of Nunavut, is collaborating to develop a territorial food security strategy to address pervasive food insecurity in the context of poverty reduction. Design. The Nunavut Food Security Coalition has carried out this work using a community consultation model. The research was collected through community visits, stakeholder consultation and member checking at the Nunavut Food Security Symposium. Results. In this paper, we describe a continuous course of action, based on community engagement and collective action, that has led to sustained political interest in and public mobilization around the issue of food insecurity in Nunavut. Conclusions. The process described in this article is a unique collaboration between multiple organizations that has led to the development of a sustainable partnership that will inform policy development while representing the voice of Nunavummiut. Abstract: The story of oil and gas exploration in the Arctic Islands of Canada and in the Sverdrup Basin of that region is largely the story of Panarctic Oils Limited. Panarctic was incorporated May 27, 1966 by Federal Letters Patent and operations started in 1968 with the first seismic work. J.C. Sproule of Calgary was a major force behind its formation. Panarctic was an industry/government consortium established to explore for oil and gas in the Canadian Arctic Islands, with up to 37 participating companies. Panarctic drilled 150 wells over an area measuring some 850 by 1200km. The most northerly well was located approximately 80°45′ N on Ellesmere Island and the most southerly well was at 72°40′ N on Prince of Wales Island. 38 of these wells were drilled offshore from floating ice platforms in water depths of up to 550m. 500km3 (17.5trillionft3) of natural gas reserves was discovered over this period and small oil reserves were discovered at Bent Horn. All of the offshore wells attempted were drilled, logged and tested as planned, a proof of the viability of using ice as a support for drilling. In spite of large distances, extreme weather and permafrost, the operations were successful and had no lasting effect on the environment. When faced with a species that is seldom encountered or discussed, can local or indigenous people piece together their accumulated experience to make inferences about the ecology of that species? In this paper the Greenland shark acts as a model to study how the Inuit of southern Baffin Island are able to produce ecological knowledge. We examine experiential information, reflections, variations in knowledge, and sense-making related to the Greenland Shark, and present a knowledge co-production process based on heuristic reasoning. The process of knowledge co-production has similarities to fuzzy logic, and highlights the adaptability and versatility of indigenous knowledge systems to generate new understandings about the species and its role in the Arctic marine environment. Interactions between the Inuit and researchers can provide a forum to facilitate knowledge co-production, and can be used as a strategy to engage the Indigenous and traditional peoples in resource management and conservation. Operation of a Meteor Radar (MWR) at Eureka, Ellesmere Island (80° N, 86° W) began in February 2006: this is the location of the Polar Environmental and Atmospheric Research Laboratory (PEARL), operated by the "Canadian Network for the Detection of Atmospheric Change" (CANDAC). The first 36 months of tidal wind data (82-97 km) are here combined with contemporaneous tides from the Meteor Radar (MWR) at Adventdalen, Svalbard (78° N, 16° E), to provide the first significant evidence for interannual variability (IAV) of the High Arctic's diurnal and semidiurnal migrating (MT) and non-migrating tides (NMT). The three-year monthly means for both diurnal (DT) and semi-diurnal (SDT) winds demonstrate significantly different amplitudes and phases at Eureka and Svalbard. Typically the summer-maximizing DT is much larger (∼24ms-1 at 97 km) at Eureka, while the Svalbard tide (5-24ms-1 at 97 km)) is almost linear (north-south) rather than circular. Interannual variations are smallest in the summer and autumn months. The High Arctic SDT has maxima centred on August/September, followed in size by the winter features; and is much larger at Svalbard (24ms-1 at 97 km, versus 14-18ms-1 in central Canada). Depending on the location, the IAV are largest in spring/winter (Eureka) and summer/autumn (Svalbard). Fitting of wave-numbers for the migrating and nonmigrating tides (MT, NMT) determines dominant tides for each month and height. Existence of NMT is consis- tent with nonlinear interactions between migrating tides and (quasi) stationary planetary wave (SPW) S =1 (SPW1). For the diurnal oscillation, NMT s = 0 for the east-west (EW) wind component dominates (largest tide) in the late autumn and winter (November-February); and s =+2 is frequently seen in the north-south (NS) wind component for the same months. The semi-diurnal oscillation's NMT s =+1 dominates from March to June/July. There are patches of s =+3 and +1, in the late fall-winter. These wave numbers are also consistent with SPW1-MT interactions. Comparisons for 2007 of the observed DT and SDT at 78- 80° N, with those within the Canadian Middle Atmosphere Model Data Assimilation System CMAM-DAS, are a major feature of this paper. The diurnal tides for the two locations have important similarities as observed and modeled, with seasonal maxima in the mesosphere from April to October, and similar phases with long/evanescent wavelengths. However, differences are also significant: observed Eureka amplitudes are generally larger than the model; and at Svalbard the modeled tide is classically circular, rather than anomalous. For the semi-diurnal tide, the amplitudes and phases differ markedly between Eureka and Svalbard for both MWR-radar data and CMAM-DAS data. The seasonal variations from observed and modeled archives also differ at each location. Tidal NMT-amplitudes and wave-numbers for the model differ substantially from observations. In the eastern Canadian Arctic, a shift in toolstone selection strategies from pre-dorset (4500-2800 B.P.) to dorset (2500-1000 B.P.) has been interpreted as one line of evidence indicating culture change within the palaeo-Eskimo continuum. pre-dorset toolmakers appear to have relied on readily available local cherts while dorset toolmakers were more discriminating, frequently using scarce or non-local toolstones such as chalcedony from northern labrador, crystal quartz, and nephrite, among others. our recent analysis of a debitage assemblage from ledx-42, a multi-component palaeo-Eskimo site located in the interior of southern Bafin island, aimed to see if similar raw material signatures could be isolated using a newly developed methodological approach for sourcing chert toolstone. one of our objectives in this preliminary study was to evaluate if diversity in chert selection strategies could be used as a proxy to assess possible links between cultural affiliation and activity areas within the site. this paper describes the sourcing protocol and discusses our results as they relate to the palaeo-Eskimo exploitation of chert toolstone at LeDx-42. This paper uses a mixed methods approach to characterise the experience of food insecurity among Inuit community members in Igloolik, Nunavut, and examine the conditions and processes that constrain access, availability, and quality of food. We conducted semi-structured interviews ( n= 66) and focus groups ( n= 10) with community members, and key informant interviews with local and territorial health professionals and policymakers ( n= 19). The study indicates widespread experience of food insecurity. Even individuals and households who were food secure at the time of the research had experienced food insecurity in the recent past, with food insecurity largely transitory in nature. Multiple determinants of food insecurity operating over different spatial-temporal scales are identified, including food affordability and budgeting, food knowledge and preferences, food quality and availability, environmental stress, declining hunting activity, and the cost of harvesting. These determinants are operating in the context of changing livelihoods and climate change, which in many cases are exacerbating food insecurity, although high-order manifestations of food insecurity (that is, starvation) are no longer experienced. Inuit Elders from the West Coast of Hudson Bay, Canada remember the past to serve the present. This paper describes a mapping and oral history project that is gathering Elders' knowledge of the people, places, sites, and resources that populated their vast traditional territory. We discuss the Elders' conception of this work within the framework of Inuit Qaujimajatuqangiit (Inuit knowledge) and how these understandings are actively contributing to the form and direction of the project. We explore how the Elders' knowledge is used to inform and animate the archaeological findings of the project. These broader discussions are focused around an examination of the tentative links between an historic Inuit trader named Ullebuk (Ouligbuk) and archaeological features uncovered at a site located near Arviat, Nunavut. Finally, we discuss how the Elders' work is trained on the goal of serving their people, particularly the rapidly expanding population of Inuit youth. [ABSTRACT FROM AUTHOR]

The polar bear (Ursus maritimus) is a common pool resource that contributes to both the subsistence and monetary aspects of the Nunavut mixed economy through its use as food, the sale of hides in the fur trade, and sport hunt outfitting. Sport hunting is more financially profitable than subsistence hunting; however, the proportion of the polar bear quota devoted to the sport hunt has become relatively stable at approximately 20% across Nunavut. This ratio suggests local Inuit organizations are not using a neoclassical economic model based on profit maximization. This paper examines local-level hunting organizations and their institutions (as sets of rules) governing the sport and Inuit subsistence hunts from both formalist and substantivist economic perspectives. It concludes that profit maximization is used within the sport hunting sphere, which fits a neoclassical model of economic rationality. A second and parallel system, better viewed through the substantivist perspective, demonstrates that the communities focus on longer-term goals to maintain and reproduce the socio-economic system of the subsistence economy, which is predicated on maintaining social, human-environment, and human- polar bear relations. Abstract: The waste intermodal station of Clyde, in the city of Sydney, Australia, is in the heart of a complex network of terminals connected by road and rail to transport urban waste from its first collection to its final disposal. The amount of waste the network is projected to handle in 2015 will increase from about 340,000tonnes/year in 2006 up to about 1.5million tonnes/year, following population and consumption raise. The paper proposes a discrete-event model to represent Clyde Transfer Station (TS) and its relations with the other terminals. Such a model allows one to evaluate the effects of different expansion plans of the station structures as well as different policies of the collection service. The results show that, as often happens, a careful consideration of management alternatives can decrease the necessity of structural enlargement, which is normally much more expensive, if at all possible. This paper provides ethnographic and historical evidence for the existence, in time and space, of a network of well-established trails connecting most Inuit settlements and significant places across the Canadian Arctic. The geographic and environmental knowledge relating to trails (and place names associated with the trails) has been orally transmitted through many generations of Inuit. I use historical documents, ethnographic research, and new geographic tools such as GPS, GIS and Google Earth, to show the geographic extent of the network and its historical continuity. I particularly draw on a trip following Inuit along a traditional trail connecting the communities of Iglulik and Naujaat (Repulse Bay). Inuit have made systematic use of the Arctic environment as a whole and trails are, and have been, significant channels of communication and exchange across the Arctic. There are some types of oral history and knowledge that can be accurately transmitted through generations, and I propose that some aspects of Inuit culture are better understood in terms of moving as a way of living. Arctic amplification is accelerating changes in sea ice regimes in the Canadian Arctic with later freeze-up and earlier melt events, adversely affecting Arctic wildlife and communities that depend on the stability of sea ice conditions. To monitor both the rate and impact of such change, there is a need to accurately measure sea ice deformation, an important component for understanding ice motion and polar climate. The objective of this study is to determine the spatial-temporal pattern of deformation over landfast ice in the Arctic using time series SAR imagery. We present Interferometric Synthetic Aperture Radar (InSAR) monitoring of Arctic landfast sea ice deformation using C-band Radarsat-2, Sentinel-1 and L-band ALOS-2 in this paper. The small baseline subset (SBAS) approach was explored to process time series observations for retrieval of temporal deformation changes along a line-of-sight direction (LOS) over the winter. It was found that temporal and spatial patterns of deformation observed from different sensors were generally consistent. Horizontal and vertical deformations were also retrieved by a multi-dimensional SBAS technique using both ascending and descending Sentinel-1 observations. Results showed a horizontal deformation in the range of −95–85 cm, and vertical deformation in the range of −41–63 cm in Cambridge Bay, Nunavut, Canada during February-April 2019. High coherence over ice from C-band was maintained over a shorter time interval of acquisitions than L-band due to temporal decorrelation. [ABSTRACT FROM AUTHOR]

Presently, the terms "settlement" and "community" are used virtually interchange- ably as identifying referents for contemporary Inuit residential places, especially those that are the result of past Euro-Canadian resettlement policy. This paper revisits Chang's (1961) conceptualization of these terms in which "settlement" expresses spatial, geographic and, to a degree, temporal provenience, while "community" is conceived of as having strict social meaning with regard to place. Chang's conception of each term is tested through examination of ethnohistoric information about Inuit occupation and use of the Clyde region of eastern Baffin Island before the formation of modern Clyde Rivet This examination begins with historical and informant information about the nineteenth century regional presence of Inuit and then is followed by detailed Inuit memories of people and places during Clyde's Contact-Traditional Period (ca. 1923-1970). It concludes that Chang's discriminating use of "settlement" and "community" are relevant to the history of Inuit occupation in this area during this later time, but that his formulations about Inuit settlement and community within his larger circumpolar typologies are weak and with regard to community inaccurate. This paper presents a detailed study of animal bones from a Late Dorset house structure and midden at the Bell site, Victoria Island. Previous research has shown seal to be the staple resource of Late Dorset subsistence in most other regions. Bones of terrestrial mammals such as caribou are rarely found in Late Dorset sites, leading researchers to suggest that Late Dorset people may not have been actively hunting caribou or that caribou population numbers were low during the Late Dorset period across much of the eastern Arctic. In contrast to other sites, faunal remains from the Bell site indicate that Late Dorset people living there were primarily dependent on caribou and Arctic char, and relied only minimally on seal. This paper develops a technique that utilizes spatial and compositional trends in granite erratics distributed across the eastern and northwestern Queen Elizabeth Islands to discriminate between glacial dispersal trains originating from the Precambrian Shield of Ellesmere Island and the Canadian mainland. The distribution of glacially transported granite erratics in the eastern and northwestern Queen Elizabeth Islands defines a coherent pattern of regional dispersal from the Precambrian Shield of eastern Ellesmere Island. Principal components and cluster analyses demonstrate that most erratics within this dispersal train cluster within the same compositional group. Other members of this group represent outcrops on eastern Ellesmere Island, which define the locations of possible source areas. However, other compositional groups, which are unique to outcrops on the mainland, are absent from this dispersal train. Collectively, these spatial and compositional trends suggest that granite erratics on southwest Ellesmere, Amund Ringnes, and Meighen islands occur within a single dispersal train that resulted from the westward expansion of the Innuitian Ice Sheet from the Precambrian Shield of eastern Ellesmere Island. This technique may determine what differences, if any, exist among the composition of granite erratics deposited by the westward expansion of the Innuitian Ice Sheet across the Queen Elizabeth Islands and those deposited by the northward expansion of the Laurentide Ice Sheet. Any such differences may be useful in determining whether granite erratics of presently unknown provenance elsewhere in the Queen Elizabeth Islands are of Laurentide or Innuitian origin. This paper explores the issue of culturally responsive music curriculum content in the context of a music course that I taught on three occasions for Nunavut Arctic College's Teacher Education Program (NTEP). The 19 Inuit students who attended the course were working toward achieving certification for teaching in Nunavut schools. One of the assignments asked the student teachers to invent and peer teach a musical activity that adapted some of the concepts, materials, and skills I brought to the course to something traditional to Inuit culture. Three questions emerged from this assignment: What themes would their musical activities address? What values and traditions would be embedded in these themes? How would these themes relate to the themes expressed in the wider culture—in Inuit-produced carvings, printmaking, weaving, legends, and poetry? A thematic analysis of the student-designed activities revealed a connection to the “land” in ways that we do not see in Eurocentric music curricula, and the chosen themes were consistent with those that are present in other Inuit cultural products. One student's assignment is presented as an example of a musical activity that positions the Inuit relationship with the land at the core of the activity, while drawing on ideas from both Inuit and qallunaat (non-Inuit) traditions. I conclude that Inuit-created musical activities that are derived from Inuit experience have a role to play in decolonizing the curriculum for Inuit students. [ABSTRACT FROM AUTHOR]

On April 1, 1999 one-fifth of Canada's landmass became Nunavut, a new Arctic territory in which eighty-five percent of the population of 28,000 is Inuit. In this paper, I explore how overlapping vocabularies of nationalism and citizenship, so successful in external negotiations with the Canadian state, were brought home and utilized to defend competing positions in the internal debate over a unique proposal that would have ensured gender parity in Nunavut's territorial legislature. The gender parity debate is analyzed to illustrate the way that different political actors mobilized the concepts of nationalism and citizenship to support competing positions and how these two discourses influenced notions of the spaces in which gender difference can be acknowledged legitimately. This paper presents relative sea-level curves from Amund and Ellef Ringnes islands, northwest Queen Elizabeth Islands. These curves are of exponential form and record continuous, ongoing Holocene emergence, although northwest Ellef Ringnes Island is experiencing a late Holocene transgression. Isobases drawn on postglacial shorelines rise southeastward towards an uplift centre in Norwegian Bay. These suggest the Ringnes Islands occupied the northwest radius of the Innuitian uplift, which is congruent with glacial geological evidence suggesting parts of the Ringnes Islands were covered by the Late Wisconsinan Innuitian Ice Sheet. The isobases provide a provisional reconstruction of glacioisostatic recovery within the northwest Innuitian uplift. Their pattern supports earlier reconstructions that maximum Late Wisconsinan ice thickness occurred across Norwegian Bay, marking the position of an ice divide, which is consistent with ice-flow features on Amund Ringnes Island. They record the diminishing thickness of the Innuitian Ice Sheet from Norwegian Bay to the Arctic Ocean. The absence of an isobase embayment across the Ringnes Islands suggests a relatively uniform ice load across both islands and Hassel and Massey sounds. Parallel isobases across Peary Channel indicate this ice load extended beyond Massey Sound, although their northward deflection suggests an increasing influence of the former Axel Heiberg Island ice load.
