Background: The state of evidence-based transgender healthcare in the United States has been put at risk by the spread of misinformation harmful to transgender people. Health science librarians can alleviate the spread of misinformation by identifying and analyzing its flow through systems that affect access to healthcare. Discussion: The author developed the theory of the Misinformation - Legislation Pipeline by studying the flow of antitransgender misinformation from online echo chambers through a peer-reviewed article and into policy enacted to ban medical treatments for transgender people in the state of Florida. The analysis is precluded with a literature review of currently accepted best practices in transgender healthcare, after which, the author analyzes the key report leveraged by Florida's Department of Health in its ban. A critical analysis of the report is followed by a secondary analysis of the key peer-reviewed article upon which the Florida Medicaid authors relied to make the decision. The paper culminates with a summation of the trajectory of anti-transgender misinformation. Conclusion: Misinformation plays a key role in producing legislation harmful to transgender people. Health science librarians have a role to play in identifying misinformation as it flows through the Misinformation - Legislation Pipeline and enacting key practices to identify, analyze, and oppose the spread of harmful misinformation. Non-native and invasive (NNI) plants have spread throughout the southeastern United States. To monitor the spread of NNI plants and implement appropriate management we need to understand the relationship between NNI plants and their avian dispersers. Birds are the primary disperser of many NNI plants, and thus a thorough understanding of their role can aid agencies wishing to control the spread of NNI plants. We examined the literature to assess the current knowledge of the relationship between NNI plants, specifically shrubs, trees, and vines, and their avian dispersers in the southeastern United States. We found 56 papers covering 28 NNI plant species and 46 bird species. 66% of papers on NNI plants did not connect plants with specific avian dispersers and those that did tended to mention fewer than five avian species. More studies were conducted in Florida than any other state and most papers focused on the spread of NNI plants. Our review indicates a need for further research to identify the avian dispersers of NNI plants and the role they play in the spread of NNI in the southeast. [ABSTRACT FROM AUTHOR]

Background: Immigrant Latinx transgender people often migrate to the United States because of a desire for increased safety and more opportunities. However, after migrating to the United States, immigrant Latinx transgender people often struggle to access basic needs, including health care, jobs, and stable finances. These struggles are exacerbated for undocumented immigrant Latinx transgender people. There is a gap in the literature regarding needed resources for immigrant Latinx transgender community members living in the United States. Aims: Utilizing a critical intersectionality framework, the aim of the present study was to investigate the resource needs of immigrant Latinx transgender community members living in the United States. Methods: A community sample of 18 immigrant Latinx transgender people living in a large metropolitan city in Florida participated in individual semi-structured interviews to explore their community resource needs. Results: Thematic analysis revealed five themes related to resources that participants needed including: 1) Transgender healthcare/resources, 2) Public education, 3) Financial aid resources, 4) Homelessness resources, and 5) Addictions care. Two resource need-related themes were identified that pertain specifically to undocumented immigrant Latinx transgender people, including: 1) Documentation papers for access, and 2) Legal aid. Conclusions: Findings suggest that immigrant Latinx transgender community members in this study provided guidance about broad resources needed to enhance their wellness and safety, and promote liberation of community members. Participants' resource needs suggest the importance of policy and structural level changes from institutions with power that consider and enhance the wellness of immigrant Latinx transgender people. Lake Okeechobee is Florida's largest lake, the largest lake in the Southeast United States, and the second largest lake contained entirely within the United States. The history of this inland sea is marked both by natural processes, and more recently human development and intervention. Adventurers can explore this behemoth of a waterway via the Lake Okeechobee Scenic Trail that enriches it, a part of the Florida National Scenic Trail. This paper synthesizes major natural and human-induced perturbations that shaped the lake and ultimately the trail that encircles it to create a narrative of Florida's great lake. The story of Lake Okeechobee is a story of battles, first between the land and sea, then between the lake itself and humankind. For the past few centuries Lake Okeechobee's natural perturbations in water flow and flooding resisted the control of man, until recently when man triumphed, managing to control the flow of water in and out of the lake. Unfortunately, with this new found control a new bioecological threat in the form of harmful algal blooms has emerged, which again threatens the health and livelihood of South Floridians. Currently there are new efforts that seek to restore Lake Okeechobee towards a more natural state in an effort to thwart the blooms. [ABSTRACT FROM AUTHOR]

Beach nourishment and dune construction are common coastal risk-management strategies for shoreline erosion in the United States. Federal involvement with such projects relies on cost–benefit analyses, which in turn rely on life-cycle models of shoreline processes, such as the Army Corps of Engineers' Beach-fx event-driven physical and economic coastal model. However, use of these models can be computationally and data intensive. Costs associated with conducting a feasibility analysis for beach nourishment and dune construction may leave a community with few resources to explore other risk-management options. This paper, therefore, presents a first-order, screening-level, low-cost dynamic model that delivers results approximately comparable with those from life-cycle models. Applying the model to three locations in Florida shows that simulated nourishment intervals are within 5 years of those predicted by Beach-fx, leading to a similar number of nourishments over a 50-year project life span. A discussion on how one could apply the model to other areas is also included. It is intended that this model could serve as a first-pass screening tool for communities considering beach nourishment and dune construction before they decide to invest in the more thorough, but costly and data-intensive, life-cycle model simulations. This paper examines the effects of local taxes and local fiscal expenditures on small businesses in Florida. Our analysis sheds light on the linkage between small business development and local fiscal decisions, which seem to have no obvious or direct connection with targeted business assistance and incentives. Spatial panel regression models are calibrated with county-level tax, expenditure, and social and economic factors for the period of 2008-2013. The estimation results suggest that local tax and expenditure structure and decisions affect the number of small business establishments not only in their "home" counties but also in their neighboring jurisdictions. A justification for lengthier stays in prison stems from the belief that spending more time in prison reduces recidivism. Extant studies, however, have provided limited evidence for that belief and, indeed, suggest the effect of time served may be minimal. Few studies have employed rigorous methodological approaches, examined time spans of more than one to two years, or investigated the potential for the relationship between recidivism and time served to be curvilinear. Drawing on prior scholarship, this paper identifies three sets of hypotheses about the functional form of the time served and recidivism relationship. Using generalized propensity score analysis to examine data on 90,423 inmates released from Florida prisons, we find three patterns: greater time served initially increases recidivism but then, after approximately one year, decreases it, and, after approximately two years, exerts no effect; estimation of the effects associated with durations of more than five years are uncertain. The results point to potential criminogenic and beneficial effects of time served and underscore the need to identify how varying durations of incarceration affect recidivism. [ABSTRACT FROM AUTHOR]

Drought index is a useful tool to assess and respond to drought. However, current drought indices could not fully reveal land use effects and they have limitations in applications. Besides, El Niño Southern Oscillation (ENSO), strongly influences the climate of Florida. Hence, understanding ENSO patterns on a regional scale and developing a new land use drought index suitable for Florida are critical in agriculture and water resources planning and management. This paper presents a 32 km high resolution land use adapted drought index, which relies on five types of land uses (lake, urban, forest, wetland, and agriculture) in Florida. The land uses were obtained from National Centers for Environmental Prediction (NCEP) North American Regional Reanalysis (NARR) data from 1979 to 2002. The results showed that Bowen ratio responded to land use and could be used as an indicator to monitor drought events. Then, an innovative regional land use drought index was developed from the normalized Bowen ratio, which could reflect not only the level of severity during drought events resulting from land use effects, but also La Niña driven drought impacts. The proposed new index may help scientists answer the critical questions about drought effect on various land uses and potential feedbacks of changes in land use and land cover to climate. This paper evaluates the content of the syllabi of postgraduate courses on public health ethics (PHE) within accredited schools and programs of public health (PH) in the United States in order to gain an awareness of the topics addressed within these courses. Methods: Data was gathered via the analysis of syllabi of courses on PHE. In 2012, information was requested by e-mail from the 48 schools and 86 PH programs accredited by the U.S. Council on Education for Public Health for 2012. The 'Epidemiology and PHE Syllabi' project of the University of Miami also was consulted. A table of topics was drawn up in order to carry out content analysis of the documents. Results: Data was obtained from 25 schools (52%) and 36 accredited programs (42%); 36 syllabi were gathered and 75 different topics were found. Of these, 38 topics were addressed in six or more syllabi and can be grouped as follows: foundations of PHE; autonomy and its limits; infectious disease control; justice; research ethics; health education and promotion; environmental and occupational health; screening; genetics; privacy and confidentiality; and community-based practice and vulnerable populations. Conclusions: The analyzed syllabi show high variability in curricular content. The debate with regard to whether a core curriculum on PHE should be established is ongoing. The results of this work might be of interest for schools and programs of PH in other countries or regions of the world in order to develop or ameliorate their own PHE syllabi. Background: Elevated and prolonged exposure to extreme heat is an important cause of excess summertime mortality and morbidity. To protect people from health threats, some governments are currently operating syndromic surveillance systems. However, A lack of resources to support time- and labor- intensive diagnostic and reporting processes make it difficult establishing region-specific surveillance systems. Big data created by social media and web search may improve upon the current syndromic surveillance systems by directly capturing people's individual and subjective thoughts and feelings during heat waves. This study aims to investigate the relationship between heat-related web searches, social media messages, and heat-related health outcomes.Methods: We collected Twitter messages that mentioned "air conditioning (AC)" and "heat" and Google search data that included weather, medical, recreational, and adaptation information from May 7 to November 3, 2014, focusing on the state of Florida, U.S. We separately associated web data against two different sources of health outcomes (emergency department (ED) and hospital admissions) and five disease categories (cardiovascular disease, dehydration, heat-related illness, renal disease, and respiratory disease). Seasonal and subseasonal temporal cycles were controlled using autoregressive moving average-generalized autoregressive conditional heteroscedasticity (ARMA-GARCH) and generalized linear model (GLM).Results: The results show that the number of heat-related illness and dehydration cases exhibited a significant positive relationship with web data. Specifically, heat-related illness cases showed positive associations with messages (heat, AC) and web searches (drink, heat stroke, park, swim, and tired). In addition, terms such as park, pool, swim, and water tended to show a consistent positive relationship with dehydration cases. However, we found inconsistent relationships between renal illness and web data. Web data also did not improve the models for cardiovascular and respiratory illness cases.Conclusions: Our findings suggest web data created by social medias and search engines could improve the current syndromic surveillance systems. In particular, heat-related illness and dehydration cases were positively related with web data. This paper also shows that activity patterns for reducing heat stress are associated with several health outcomes. Based on the results, we believe web data could benefit both regions without the systems and persistently hot and humid climates where excess heat early warning systems may be less effective.
