Although there is extensive work related to design and implementation of model-driven optimal groundwater management, evaluation of the performance of those models is less reported. This hinders transferability of lessons learned and wide adoption of specific policies. This paper reports a study designed to evaluate the effectiveness of a real-time optimal groundwater management tool, optimized regional operations plan (OROP), used in the Tampa Bay region (located on the west coast of Florida in the United States) since 1998. The overarching question in this study is how different groundwater levels would have been at monitoring sites if such an operational decision-supporting tool was not implemented. The proposed framework is comprised of multiple steps, including generating a non-OROP groundwater pumping scenario that would have happened without the decision support tool in place, running a modified optimization model in retrospective mode, and comparing water level between OROP-based and non-OROP–based pumpage scenarios. The framework is applied to historical data in the past decade (2010–2019). In generating an alternative pumpage scenario, realistic model constraints (e.g., pump capacity, pipeline hydraulics, and network) were used to generate wellfield pumpage to meet demands. Wellfield pumpage is then disaggregated at individual wells. Differences in resulting water levels at monitoring wells, at multiple timescales, between the OROP and non-OROP pumpage scenarios were calculated. Results reveal that although at a weekly timescale the effectiveness of OROP seems minimal over the region, the cumulative effectiveness at the monthly and annual timescales is remarkable. It is also found that benefit of using OROP is even higher during dry seasons when groundwater levels are more critical in maintaining wetland health. The 2015 Peril of Flood Act mandates that municipalities in Florida, USA consider sea level rise (SLR) in the coastal element of the comprehensive plan. Because the mandate lacks specificity, planning actors have broad discretion on how to respond. This paper examines how state, regional, and local level actors are implementing the mandate through a case study of the Tampa Bay region. Documents and interviews reveal that state agency staff provided inconsistent compliance guidance. Regional organizations developed credible planning intelligence and promoted collaboration and shared learning. Local planning actors, led by champions, utilized the mandate as political cover and a window of opportunity to pursue progressive planning. These champions were committed to technically competent planning practice and a moral duty to plan for SLR. The analysis reveals the importance of a top-down mandate to spur SLR planning in Florida when paired with regional capacity building and local level progressive champions. [ABSTRACT FROM AUTHOR]

Abstract Sea-level rise (SLR) has drawn unprecedented attention from coastal communities around the world. In fact, many are already being affected and, in response, SLR vulnerability assessments have increasingly emerged in the US as the local communities' first attempt on the adaptation planning agenda. However, to date, little is known about these early planning endeavors in terms of how vulnerability is conceptualized and operationalized. By reviewing the current local SLR vulnerability assessments in the US, we find that most are only focusing on their biophysical exposure to SLR overlooking other important vulnerability factors including sensitivity and adaptive capacity. The limited number of SLR scenarios and the lack of consideration for extreme events are also considered as the major deficiencies. To fill these gaps, we propose a conceptual vulnerability assessment framework to operationalize the full concept of vulnerability and test it through a case study in the Tampa Bay region, Florida. By comparing the vulnerability results of the common practice with our proposed framework, we find large variances in the resulting findings stressing the importance of selecting the proper assessment approach. This paper finally concludes with urban planning and governance implications and future research directions. Coastal planner and managers wanting to improve their understanding of the communities' vulnerability to SLR will benefit from this study. Environmental injustices impact many communities, and prior studies have not identified regional variations and statistical linkages between exposures to air pollution and health outcomes. We address these gaps in environmental justice studies by establishing the relationships between exposure to air pollution, socio-economic factors, and health consequences or outcomes. At various governmental levels, policy initiatives to reduce energy use and increase energy efficiency offer the added benefits of improving air quality, human health, and climate change mitigation. By integrating annualized daily concentrations of ozone, PM 2.5, and Air Quality Index (AQI) from industrial facilities and electric utility plants in zip codes within TECO's service area, this study enhances our understanding of quantitative environmental justice by correlating air pollution against socioeconomic factors (e.g., poverty, age. sex, and race) and health outcomes (e.g., mortality, fertility, access to health insurance, and disease, and well-being). Zip codes with disproportionate exposure to air pollution are identified and stratified according to relevant indicators. Through this, we can identify inequalities related to the risk of air pollution and its effects on health. This paper provides a methodology to evaluate the cumulative effectiveness of environmental policy efforts that address both climate change and human health, as well as a framework for identifying communities that are at a higher risk of adverse health outcomes from exposure to air pollution. Policymakers can use this information to identify vulnerable communities, prioritize air pollution mitigation, and improve access to healthy foods and insurance assistance. [ABSTRACT FROM AUTHOR]
