Since the early 1990s, large numbers of Polish Roma have emigrated, mainly to Germany and Great Britain. Unlike the migration of Polish (non-Roma) citizens there was an intriguing silence regarding the migration of this ethnic group. The absence of Roma in the grand narrative of migrations from Poland, as we argue, suggests that the notion of belonging and citizenship were unequally distributed among Poland's population. Based on our ongoing ethnographic research among Polish Roma migrants, complemented by an analysis of relevant documents, we argue that these inequalities and hierarchies are deeply rooted and there is an interesting continuity in how they were produced and reproduced prior to and after the 1989 regime change. We argue that one of the key factors in these movements, the collectiveness of the migration project – i.e. migrating as an extended family group as a component of the moral economy of Roma mobility – is mutually produced by unequal citizenship, mobility regimes and strong moral obligations stemming from kinship ties. This article investigates the ethnic entanglements of the land reform debate in the first Polish Diet (1919–1922). Against the backdrop of global comparative studies, interwar Poland, haunted by land hunger, rural poverty, and high concentration of land ownership, is an odd case. Despite conditions conducive to far-reaching land reforms, that is, a high level of inter-elite conflict and semiautocratic order, the Polish reform was very moderate, if not disappointing. Unpacking the series of moves in the debate and the sequence of hairbreadth voting on its shape, I ask why, despite broad acceptance of the reform across the political spectrum, it could not attract enough support to be swiftly executed. The ethnic composition of the country triggered controversies concerning German farmers and peasants of the ethnically diversified eastern borderlands. Major political parties shared tacit Polish nationalism, but the history of political alignments made the nationalist politicians susceptible to the lobbying of the landed elite and estranged them from peasant parties. The land holdings of nobles were considered a bulwark of the nation, which effectively blocked the alternative idea of integrating the ethnic minorities via land ownership. [ABSTRACT FROM AUTHOR]

The 1925 Estonian cultural autonomy law is a rare example of the idea of nonterritorial national minority rights officially adopted in the interwar period. Scholarly interest in this legislation, however, has so far overwhelmingly concentrated on the case of the Baltic Germans. This article is intended to make a contribution toward a broader understanding of the 1925 law and the "cultural autonomy" discourse in Estonia altogether by examining the Estonian Swedish minority's political leadership's understanding of cultural autonomy: how it changed and developed up to 1925, and what the subsequent Swedish attitudes toward the 1925 Estonian cultural autonomy law were. I demonstrate that although the Swedish leaders had been closely involved in the long process leading up to the law's passing in 1925, it ended up seen as being of little substantive relevance from the Swedish perspective. Furthermore, by being strongly associated with the term "cultural autonomy," the law also deprived the Estonian Swedish national movement of an important slogan that had long functioned as the overarching goal of Estonian Swedish nationalism. The centuries-old Turkmen community of Stavropol' Krai in southern Russia, while currently numbering only about 15,000 people, is an integral part of the famously diverse ethnolinguistic landscape of the North Caucasus. To the extent that Euro-Atlantic scholars have noted the existence of this community at all, their comments have been rather cursory and dismissive, and it has been claimed that the North Caucasus Turkmen (virtually alone among the dozens of similarly small ethnic groups of the region) have never published anything in their own language. Intensive investigations in the bibliographic record (and in secondary sources in Russian, Turkish, and Turkmen) show that this is not actually the case, and that the North Caucasus Turkmen do have a modest record of Turkmen-language publishing stretching back a century or more. What are the implications of these published works for our understanding of Turkmen identity, the Turkmen diaspora, and the complicated multiethnic and multilingual environment of the North Caucasus? What role do nationally celebrated holidays play for groups that are not considered—or do not consider themselves—to be part of the majority nation of a state? What function do holidays specific to minority group cultures serve under regimes that discriminate against those groups? This article explores holidays as a forum for contestation for the national identity proposals promulgated by the state in repressive regimes. We argue that national holidays are meaningful sites of identity contestation for four reasons: the role of holidays in heightening identity salience, the malleability of identity narratives, the relative lack of institutional barriers to acts of celebration, and the significance of refusing to participate in celebrations. We collected the data through interviews and participant observation of the Hui in China and the Kurds in Turkey. We employ ethnographic observation and intertextual analysis to compare these identity narratives. We find that the Hui legitimize their group's existence by co-opting the traditional Spring Festival, or by outwardly insisting they are not celebrating while still engaging in festivities. In contrast, Turkey's Kurds resist the government's co-optation of the spring celebration of Newroz as a Turkish national holiday. [ABSTRACT FROM AUTHOR]

This article traces changes in Polish administrative approaches toward indigenous Upper Silesians in the 1960s and 1970s. By commissioning reports from voivodeship leaders in 1967, the Ministry of Internal Affairs recognized that native Silesians held reservations toward Poland and, moreover, that postwar "Polonization" efforts may have backfired. These officials further understood the need to act quickly against "disintegration" trends. Although administrators in Katowice and Opole noted that relatively few Silesians engaged in clearly anti-Polish activities, these leaders still believed that West German influence threatened their authority in Silesia. Increasing West German involvement in the area, particularly through care packages and tourism, seemed to support this conclusion. In response to fears of West German infiltration and the rise in emigration applications, local authorities sought to bolster a distinctly Silesian identity. Opole officials in particular argued that strengthening a regional identity, rather than a Polish one, could combat the "tendency toward disintegration" in Silesia. This policy shift underscored an even greater change in attitude toward the borderland population: instead of treating native Silesians as an innate threat to Polish sovereignty, as had been the case immediately after the war, the administration now viewed them as essential for maintaining authority in western Poland. This article situates the development of the kin-state politics literature within the context of post-Cold War scholarship on ethnicity, nationalism, and conflict. It outlines how an increasingly mature literature emerged around the domestic political and foreign policy drivers of kin-state politics as scholars drew from a number of perspectives, from the literature on irredentism to that on diaspora politics and transborder nationalism. The article then evaluates scholarship on the drivers and impacts of kin-state politics, with a focus on the consequences of kin-state politics for the cultural and political landscape of external kin communities and the impact on regional security and stability. While a rich and nuanced literature has helped to contextualize the tensions and complexities of the former, I argue that the latter needs to be developed further. Careful work needs to be done to more precisely establish the conditions under which kin-state politics constitute a security threat. Future scholarship should bring together a more ground level perspective of how kin-state policies are perceived, utilized, and/or instrumentalized by their intended subjects with a critical understanding of how the "game" of kin-state politics is played within the home state and the kin-state. In this article, we show how judgments of the European Court of Human Rights (ECtHR) have provided nationalists with an unexpected opportunity to promote a nationalist discourse that is seemingly in line with human rights while fundamentally at odds with the counter-majoritarian core of human rights. We start our analysis with two judgments in which the Court accepted the arguments of liberal democratic states to infringe fundamental rights of persons belonging to (immigrant) Muslim minorities in the name of "requirements of living together" or "social integration": SAS v France (2014) and Osmanoglu and Kocabas v Switzerland (2017). Strikingly, the justifications by the states for these infringements point to concerns about perceived threats to national identity and culture. We show how nationalist politicians in countries with minority populations, including those in East Central Europe, have used justifications in terms of national self-protection, tacitly or explicitly, to pursue old anti–human rights agendas. Turkish nationalism has long presented a study in contrasts. The nationalist movement that created the Republic of Turkey sought to define the nation in explicitly civic and inclusive terms, promoting a variety of integrationist reforms. Those same nationalist politicians, however, endorsed other policies that were far more exclusionary, expelling many religious and ethnic minorities from the new nation and imposing harsh restrictions on those who remained. The seemingly contradictory nature of Turkish nationalist policies has been mirrored by much of the scholarship on Turkish nationalism, which has often viewed Turkish nationality through the lens of the “civic/ethnic divide,” with various scholars arguing that the Turkish nation is exclusively civic or ethnic. This article seeks to transcend this dichotomous way of looking at Turkish nationalism. I argue that the policies previously seen as being exclusively civic or ethnic are in fact both examples of boundary-making processes, designed to forge a cohesive nationalist community. Seen through a boundary-making perspective, the seemingly contradictory nature of Turkish nationalist policies in its early years is not paradoxical at all, but represents a multidimensional effort to construct a cohesive national community that could replace the defunct Ottoman state. This article raises questions about the relationship between theory and practice, legality and illegality in the late Soviet nationalities policy, and the role played by various branches of power. It focuses on the Veps, an indigenous ethnic minority in the northwest of Russia. In the Brezhnev era, quite a few officials and census takers refused to register the Veps nationality in personal identification documents and during censuses, claiming, incorrectly, that the Veps were not in the official list of nationalities or that they were a people (narodnost’), not a nationality (natsional’nost’), and hence could not be registered as one. The Veps were counted as Russians instead. These bureaucratic practices, widespread in Leningrad and Vologdaoblasti, but not in Karelia, contradicted official nationalities policy, passport regulations, and census instructions. It seemed that the Soviet state no longer recognized the Veps as an ethnic community. The article claims that the mass refusal to register the Veps nationality was intentional and directed by the regional authorities. The goal was to accelerate the assimilation of the Veps, a policy that worked well. Research on European identity focuses mainly on majority populations in Western European countries without differentiating among specific population groups and generations, and, above all, disregarding ethnic minority groups living in Central and Eastern Europe. This paper addresses this gap by investigating the development of European identity among three ethnic minority groups in Lithuania: Belarusians, Poles, and Russians. Theoretically, the project is based on the instrumental approach, which argues that European identity is closely related to perceived benefits from “being European,” and on the cultural approach, which holds a common history, ancestry, and culture responsible for the development of European identity. Existing research has, above all, emphasized the importance of instrumental considerations. Analyzing qualitative interviews collected in the FP7 research project “ENRI-East,” the paper compares how young and adult members of ethnic minority groups construct European identity due to “instrumental” and “cultural” considerations. The results show that both instrumental and cultural considerations are relevant and further development of European identity depends on which age group or ethnic minority group an individual belongs to. After 1945, German Breslau was transformed intoUr-Polish Wrocław at Stalin’s behest. Most of the remaining prewar population was expelled, and a stable population of a few hundred with German ethnic background is estimated to have lived in the city since then. This paper is based on qualitative analysis of 30 oral history interviews from among the self-defined German minority. It pays close attention to historical context, urban milieu, and salient narratives of identity as shaping forces, which include the suppression of German culture under Communism, prevalent intermarriage between Germans and Poles, and the city’s qualified reinvention as “multicultural” after Polish independence in 1989. Together with the group’s relatively small numbers, these narratives play out in their hybrid approach to ethnicity, often invoking blended cultural practices or the ambiguous geographical status of the Silesian region, to avoid choosing between “national” antipodes of “German” and “Polish.” The results follow Rogers Brubaker’s insight into ethnicity as an essentializing category used to construct groups where individual self-perception may differ; and the concept of “national indifference,” previously applied to rural populations. After the Rose Revolution, President Saakashvili tried to move away from the exclusionary nationalism of the past, which had poisoned relations between Georgians and their Armenian and Azerbaijani compatriots. His government instead sought to foster an inclusionary nationalism, wherein belonging was contingent upon speaking the state language and all Georgian speakers, irrespective of origin, were to be equals. This article examines this nation-building project from a top-down and bottom-up lens. I first argue that state officials took rigorous steps to signal that Georgian-speaking minorities were part of the national fabric, but failed to abolish religious and historical barriers to their inclusion. I next utilize a large-scale, matched-guise experiment (n = 792) to explore if adolescent Georgians ostracize Georgian-speaking minorities or embrace them as their peers. I find that the upcoming generation of Georgians harbor attitudes in line with Saakashvili's language-centered nationalism, and that current Georgian nationalism therefore is more inclusionary than previous research, or Georgia's tumultuous past, would lead us to believe. The establishment of the Nemzeti Casino (National Casino) in Pest helped establish civil society in nineteenth-century Hungary. Count István Széchenyi, hoping to modernize Hungary on the English model, established the casino in 1827 as a public forum for the Hungarian nobility. By transcending caste divisions between nobles and bourgeois elites, Széchenyi's casino served as an unofficial parliament and stock exchange, and generally helped cultivate Hungarian patriotism. The Pest Casino inspired a nation-wide trend for casinos, which in turn formed a civil society in opposition to Habsburg absolutism. Yet when the casino movement spread to Hungary's minority nationalities, Jews, Slovaks, Romanians, and particularly Croats, the casino also contributed to national divisions in Hungary's ethnically diverse population that affected the course of the 1848 Revolution. The international community has expressed great concern about the treatment of the Uzbek minority in the south of Kyrgyzstan and has called on the majority community to make major efforts to improve the situation. The article compares the treatment of minorities in Kyrgyzstan with analogous situations in the Balkans and contends that, given the European-style ethno-national state model and democratic political system that have been adopted by independent Kyrgyzstan, such calls are unrealistic. This paper considers the role of Russian print media and government in forming and publicizing nationalist sentiment through a content analysis of newspaper coverage of ethnic conflict in Stavropol in 2007. It shows that though the government officially pursues an inclusive multicultural approach (which I call associative nationalism), newspapers owned by Kremlin-loyal business holdings printed quite nationalist and sensationalist versions of the events in question. I argue that this is a passive promotion of a dissociative type of nationalism on the part of the Kremlin, which works against its stated purposes of bringing together all those in the Russian territory into a united national identity. This is an article on Bolshevik nationalities policy and ethnic engineering, asking who, in fact, decided which populations belonged together as ethnic groups (narodnost') and thus had the right of national self-determination, and how the level of autonomy was determined for each ethnic unit. Scholars have dealt with Russian and Soviet nationalities issues for decades already, but they have turned their attention mainly to the larger nationalities (at the level of SSR, and to a lesser degree the levels of ASSR and autonomous oblast). I argue that the lower levels of national territorial autonomy in the Soviet Union (national okrug, raion, volost', and selsovet) are worthy of greater academic attention, at least from the ethnological point of view. Having this kind of low-level territorial autonomy has often been a question of to be or not to be for the small ethnic groups concerned, and hence the subject is connected with the question of preservation of cultural and linguistic diversity in Russia. The paper negotiates ideas, views and beliefs of Bulgarians towards the ethnic minorities of their country published in the Bulgarian press during the period of 2005–2009. Through these aspects it becomes clear that three years after Bulgaria's accession to the European Union and despite various state attempts to integrate minorities – mostly initiated and funded by the EU and various governmental and non-governmental organizations – prejudice and racism have not been overcome, the Other is still differentiated and the way to multiculturalism is very long. Bulgarian majority and Turkish minority relations have remained peaceful in the post Communist era despite a significant potential for civil strife. These antagonisms were a product of Bulgaria's historical political development.The most recent episode of forced assimilation policies under the Communist regime was a critical grievance contributing to the democratic transition in 1989. Unlike in neighboring Yugoslavia, communal ethnic conflict did not escalate to violence with political liberalization and the emergence of democratic political competition. A critical factor in the political formula for maintaining interethnic peace in Bulgaria has been Turkey's comparatively constrained behavior as a 'motherland state' with regard to the Turkish Diaspora in Bulgaria. Strong civil society provides individuals with arenas to bring their interests to the attention of policymakers. In so doing, civil society organizations (CSOs) can support state policies, but can also criticize policies. This paper argues that most minority rights advocacy CSOs in the Baltic states have little say in the crafting of policy and are compartmentalized into the existing agendas, with only a few groups able to evaluate policies independently. It concludes that the Baltic civil society is weak because the CSOs working on minority issues ask policymakers either too much, or too little. The findings suggest that policymakers quell criticism of their work from the side of the CSOs by ignoring their activities. Alternatively, by funding the CSO that shores up the state agenda, policymakers delegate their responsibilities to civic actors, keep critical voices from public debates and claim that their policies have the full support of a vibrant civil society. This paper investigates the options available for civil society actors to relate to policymakers in a nationalizing state by drawing on the data collected in 77 semi-structured interviews with the CSOs working with Russian and Polish minorities in the Baltic states between 2006 and 2009.
