Standardized precipitation index (SPI) is one of the frequently used meteorological drought indices. However, the time-varying characteristics observed in the historical precipitation data questions the reliability of SPI and motivated the development of nonstationary SPI. To overcome some of the limitations in the existing nonstationary drought indices, a new framework for drought index is proposed, incorporating the temporal dynamics in the precipitation. The proposed drought index is developed by coupling the joint deficit index with the extended time sliding window–based nonstationary modeling (TSW-NSM). The proposed nonstationary joint deficit index (NJDI) detects the signature of nonstationarity in the distribution parameter and models both long-term (i.e., trend) and short-term (i.e., step-change) temporal dynamics of distribution parameters. The efficacy of NJDI is demonstrated by employing it to identify the meteorological drought-prone areas over India. The changes observed in the distribution parameter of rainfall series reveal an increasing number of dry days in recent decades all over India, except the northeast. Comparison of NJDI and stationary joint deficit index (JDI) reveals that JDI overestimates drought when frequent severe dry events are clustered and underestimates when these events are scattered, which indicates that the traditional index is biased toward the lowest magnitude of precipitation while classifying the drought. Moreover, NJDI could closely capture historical droughts and their spatial variations, thereby reflecting the temporal dynamics of rainfall series and the changes in the pattern of dry events over India. NJDI proves to be a potentially reliable index for drought monitoring in a nonstationary climate. Significance Statement: Drought is one of the most severe natural disasters and is expected to intensify under a warming climate. There has been progress on developing newer methodologies to characterize drought severity under the changing climate. However, some limitations remain in capturing the temporal changes of the precipitation, especially the nonstationarity in variance (rapid increases in extreme precipitation versus the average precipitation). We propose an extension to the time sliding window approach to capture the nonstationarity in variance and mean while incorporating short-term (step-change) and long-term (trend) temporal dynamics. We apply the methodology to a subcontinent-sized heterogeneous country of India with gridded rainfall dataset (0.25° × 0.25°, 1901–2013) from the India Meteorological Department. We find that the majority of grids exhibit negative and positive trends in shape and scale parameters, respectively, which ultimately leads to an increase in the number of drier events, whereas a contradictory pattern is exhibited in the northwest Indian region (decrease in the number of dry days). The proposed index gives a potential framework for drought monitoring under the changing climate and can be extended to develop a multivariate nonstationary joint deficit index by incorporating other hydrological variables (e.g., soil moisture, diurnal temperature range, streamflow). Normalized mutual information (NMI) is a nonparametric measure of the dependence between two variables without assumptions about the shape of their bivariate data distributions, but the implementation and interpretation of NMI in the coupled climate system is more complicated than for linear correlations. This study presents a joint approach combining correlation and NMI to examine land and ocean surface forcing of U.S. drought at varying lead times. Based on the distribution of correlation versus NMI between a source variable (local or remote forcing) and target variable [e.g., summer precipitation in the southern Great Plains (SGP)], newly proposed one-tail significance levels for NMI combined with two-tailed significance levels of correlation enable us to discern linearity and nonlinearity dominant regimes in a more intuitive way. Our analysis finds that NMI can detect strong linear relationships like correlations, but it is not exclusively tuned to linear relationships as correlations are. Also, NMI can further identify nonlinear relationships, particularly when there are clusters and blank areas (high density and low density) in joint probability distributions between source and target variables (e.g., detected between soil moisture conditions in eastern Montana from mid-February to mid-August and summer precipitation in the SGP). The linear and nonlinear information are found to be sometimes mixed and rather convoluted with time, for instance, in the subtropical Pacific of the Southern Hemisphere, revealing relationships that cannot be fully detected by either NMI or correlation alone. California is one of the nation's top agriculture producers and is vulnerable to extreme events such as droughts and heat waves. Concurrent extreme events may further stress water and energy resources, exerting greater adverse socioeconomic, environmental, and health impacts than individual events. Here we examine the features of compound drought, heat wave, and dust events in California during spring and summer. From 2003 to 2020, 16 compound events are found in warm seasons, with a mean duration of ∼4 days. Compound events are characterized by enhanced surface temperature up to 4.5°C over northern and western California, reduced soil moisture and vegetation density, and an increase in dust optical depth (DOD) by 0.05–0.1 over central and southern California. The enhanced DOD is largely associated with severe vegetation dieback that favors dust emissions and southeasterly wind anomalies that support northward transport of dust from source regions in southern California. Surface fine dust and PM2.5 concentrations also increase by more than 0.5 and 5 μg m−3, respectively, during compound events associated with both enhanced dust emissions and a relatively stable atmosphere that traps pollutants. The development of the compound events is related to an anomalous high over the west coast in the lower to middle troposphere, which is a pattern favoring sinking motion and dry conditions in California. The anomalous high is embedded in a wave train that develops up to 7 days before the events. Drought is a major natural hazard with far-reaching social, economic, and environmental impacts whose characteristics are highly interdependent across different spatial and temporal scales. Traditional global warming impact assessments on drought at the global scale have, however, taken into account only one drought characteristic at a time, likely leading to an underestimation of the overall impact. Here, we perform a trivariate analysis of changes in drought conditions at 1.5°, 2°, and 3°C global warming levels using 25 CMIP6 GCMs. Drought properties are characterized by the Standardized Soil Moisture Index (SSI). The future joint return periods of droughts historically associated with 10-, 20-, and 30-yr return periods are computed under the warming levels using copula functions considering drought duration, peak, and severity. Our comparative assessments of global warming impact on drought properties between univariate and trivariate analyses corroborate the substantial underestimation of the impact by the univariate analysis. The trivariate analysis shows that around 63%–91% of the global land will be subject to more recurrent droughts, while the percentage of the land reduces to 41%–56% for the univariate analysis. The difference between the univariate and trivariate analyses enlarges with global warming levels and the extremity of drought events. Based on the trivariate analysis, a 30-yr drought would become at least threefold more recurrent in 11%, 15%, and 20% of the global land at 1.5°, 2°, and 3°C warming levels, respectively, but the univariate analysis could not reach such large increases in drought conditions. Diagnosis of rapidly developing springtime droughts in the central United States has mostly been made via numerous individual case studies rather than in an aggregate sense. This study investigates common aspects of subseasonal "meteorological drought" evolution, here defined as persistent precipitation minus evapotranspiration (P − ET) deficits, revealed in early (1 April–15 May) and late (16 May–30 June) spring composites of 5-day running mean JRA-55 reanalysis data for three different central U.S. regions during 1958–2018. On average, these droughts are initiated by a quasi-stationary Rossby wave packet (RWP), propagating from the western North Pacific, which arises about a week prior to drought onset. The RWP is related to a persistent ridge west of the incipient drought region and strong subsidence over it. This subsidence is associated with low-level divergent flow that dries the atmosphere and suppresses precipitation for roughly 1–2 weeks, and generally has a greater impact on the local moisture budget than does reduced poleward moisture transport. The resulting "dynamically driven" evaporative demand corresponds to a rapid drying of the root-zone soil moisture, which decreases around 40 percentiles within about 10 days. Anomalous near-surface warmth develops only after the P − ET deficit onset, as does anomalously low soil moisture that then lingers a month or more, especially in late spring. The horizontal scale of the RWPs, and of the related drought anomalies, decreases from early to late spring, consistent with the climatological change in the Pacific Rossby waveguide. Finally, while this composite analysis is based upon strong, persistent P − ET deficits, it still appears to capture much of the springtime development of "flash droughts" as well. Drought is projected to become more severe and widespread as global warming continues in the twenty-first century, but hydroclimatic changes and their drivers are not well examined in the latest projections from phase 6 of the Coupled Model Intercomparison Project (CMIP6). Here, precipitation (P), evapotranspiration (E), soil moisture (SM), and runoff (R) from 25 CMIP6 models, together with self-calibrated Palmer drought severity index with Penman–Monteith potential evapotranspiration (scPDSIpm), are analyzed to quantify hydroclimatic and drought changes in the twenty-first century and the underlying causes. Results confirm consistent drying in these hydroclimatic metrics across most of the Americas (including the Amazon), Europe and the Mediterranean region, southern Africa, and Australia, although the drying magnitude differs, with the drying being more severe and widespread in surface SM than in total SM. Global drought frequency based on surface SM and scPDSIpm increases by ∼25%–100% (50%–200%) under the SSP2-4.5 (SSP5-8.5) scenario in the twenty-first century together with large increases in drought duration and areas, which result from a decrease in the mean and flattening of the probability distribution functions of SM and scPDSIpm, while the R-based drought changes are relatively small. Changes in both P and E contribute to the SM change, whereas scPDSIpm decreases result from ubiquitous PET increases and P decreases over subtropical areas. The R changes are determined primarily by P changes, while the PET change explains most of the E increase. Intermodel spreads in surface SM and R changes are large, leading to large uncertainties in the drought projections. SIGNIFICANCE STATEMENT: Drought may become more severe and widespread under greenhouse gas (GHG)-induced global warming in the twenty-first century based on model projections. However, there are still large uncertainties in projected future drought changes, especially regarding the extent to which drought changes depend on drought indices and the future emissions scenarios analyzed. The latest projections from CMIP6 models reaffirm the widespread drying and increases in agricultural drought by up to 200% over most of the Americas (including the Amazon), Europe and the Mediterranean region, southern Africa, Southeast Asia, and Australia under moderate-to-high emissions scenarios in the twenty-first century, despite large uncertainties in individual projections partly due to internal variability. Ubiquitous increases in atmospheric demand for moisture under rising temperatures and precipitation decreases over many subtropical regions are the main driver of the projected drying and drought increases. During the summer, the midwestern United States, which covers the main U.S. corn belt, has a net loss of surface water as evapotranspiration exceeds precipitation. The net moisture gain into the atmosphere is transported out of the region to the northern high latitudes through transient eddy moisture fluxes. How this process may change in the future is not entirely clear despite the fact that the corn-belt region is responsible for a large portion of the global supply of corn and soybeans. We find that increased CO2 and the associated warming increase evapotranspiration while precipitation reduces in the region, leading to further reduction in precipitation minus evaporation in the future. At the same time, the poleward transient moisture flux increases, leading to enhanced atmospheric moisture export from the corn-belt region. However, storm-track intensity is generally weakened in the summer because of a reduced north–south temperature gradient associated with amplified warming in the midlatitudes. The intensified transient eddy moisture transport as the storm track weakens can be reconciled by the stronger mean moisture gradient in the future. This is found to be caused by the climatological low-level jet transporting more moisture into the Great Plains region as a result of the thermodynamic mechanism under warmer conditions. Our results, for the first time, show that in the future the U.S. Midwest corn belt will experience more hydrological stress due to intensified transient eddy moisture export, leading to drier soils in the region. Significance Statement: The U.S. corn belt has dominated corn production in the United States since the 1850s, accounting for more than one-third of the global supply of corn, and is the world's largest source of soybeans. Yet how the region's hydroclimate responds to future climate change is still unclear. Here we found that increased CO2 and the associated warming increase evapotranspiration that takes more moisture out of the soil, thus leading to a drying effect. At the same time, the storms are becoming weaker and are shifted northward, leading to less precipitation in the corn-belt region. The excess moisture from the evapotranspiration is transported out of the corn-belt region by eddies. Persistent drought events that cause serious damage to the economy and environment are usually intensified by the feedback between the land surface and atmosphere. Therefore, reasonably modeling land–atmosphere coupling is critical for skillful prediction of persistent droughts. However, most high-resolution regional climate modeling has focused on the amplification effect of land–atmosphere coupling on local anticyclonic circulation anomalies, while less attention has been paid to the nonlocal influence through altering large-scale atmospheric circulation. Here we investigate how the antecedent land–atmosphere coupling over the area south of Lake Baikal (ASLB) influences the drought events occurring over its downstream region [i.e., Northeast China (NEC)] by using the Weather Research and Forecasting (WRF) Model and a linear baroclinic model (LBM). When the ASLB region is artificially forced to be wet in the WRF simulations during March–May, the surface sensible heating is weakened and results in a cooling anomaly in low level atmosphere during May–July. Consequently, the anticyclonic circulation anomalies over ASLB and NEC are weakened, and the severity of NEC drought during May–July cannot be captured due to the upstream wetting in March–May. In the LBM experiments, idealized atmospheric heating anomaly that mimics the diabatic heating associated with surface wetness is imposed over ASLB, and the quasi-steady response pattern of 500-hPa geopotential height to the upstream wetting is highly consistent with that in the WRF simulation. In addition, the lower-level heating instead of the upper-level cooling makes a major contribution to the high pressure anomaly over NEC. Northeast China (NEC) suffered a severe drought that persisted from March to July of 2017 with profound impacts on agriculture and society, raising an urgent need to understand the mechanism for persistent droughts over midlatitudes. Previous drought mechanism studies focused on either large-scale teleconnections or local land–atmosphere coupling, while less attention was paid to their synergistic effects on drought persistence. Here we show that the 2017 NEC drought was triggered by a strong positive phase of the Arctic Oscillation in March, and maintained by the anticyclone over the area south to Lake Baikal (ASLB) through a quasi-stationary Rossby wave in April–July, accompanied by sinking motion and north wind anomaly. By using a land–atmosphere coupling index based on the persistence of positive feedbacks between the boundary layer and land surface, we find that the coupling states over NEC and ASLB shifted from a wet coupling in March to a persistently strengthened dry coupling in April–July. Over ASLB, the dry coupling and sinking motion increased surface sensible heat, decreased cloud cover, and weakened longwave absorption, resulting in a diabatic heating anomaly in the lower atmosphere and a diabatic cooling anomaly in the upper atmosphere. This anomalous vertical heating profile led to a negative anomaly of potential vorticity at low levels, indicating that the land–atmosphere coupling had a phase-lock effect on the Rossby wave train originating from upstream areas, and therefore maintained the NEC drought over downstream regions. Our study suggests that an upstream quasi-stationary wave pattern strengthened by land–atmosphere coupling should be considered in diagnosing persistent droughts, especially over northern midlatitudes. In the mid-twentieth century (1948–57), North America experienced a severe drought forced by cold tropical Pacific sea surface temperatures (SSTs). If these SSTs recurred, it would likely cause another drought, but in a world substantially warmer than the one in which the original event took place. We use a 20-member ensemble of the GISS climate model to investigate the drought impacts of a repetition of the mid-twentieth-century SST anomalies in a significantly warmer world. Using observed SSTs and mid-twentieth-century forcings (Hist-DRGHT), the ensemble reproduces the observed precipitation deficits during the cold season (October–March) across the Southwest, southern plains, and Mexico and during the warm season (April–September) in the southern plains and the Southeast. Under analogous SST forcing and enhanced warming (Fut-DRGHT, ≈3 K above preindustrial), cold season precipitation deficits are ameliorated in the Southwest and southern plains and intensified in the Southeast, whereas during the warm season precipitation deficits are enhanced across North America. This occurs primarily from greenhouse gas–forced trends in mean precipitation, rather than changes in SST teleconnections. Cold season runoff deficits in Fut-DRGHT are significantly amplified over the Southeast, but otherwise similar to Hist-DRGHT over the Southwest and southern plains. In the warm season, however, runoff and soil moisture deficits during Fut-DRGHT are significantly amplified across the southern United States, a consequence of enhanced precipitation deficits and increased evaporative losses due to warming. Our study highlights how internal variability and greenhouse gas–forced trends in hydroclimate are likely to interact over North America, including how changes in both precipitation and evaporative demand will affect future drought. A series of idealized prescribed soil moisture experiments is performed with the atmosphere/land stand-alone configuration of the Community Earth System Model, version 1, in an effort to find sources of predictability for high-impact stationary wave anomalies observed in recent boreal summers. We arbitrarily prescribe soil water to have a zero value at selected domains in the continental United States and run 100-member ensembles to examine the monthly and seasonal mean response. Contrary to the lack of a substantial response in the boreal winter, the summertime circulation response is robust, consistent, and circumglobal. While the stationary wave response over the North America and North Atlantic sectors can be well explained by the reaction of a linear dynamical system to heating anomalies caused by the imposed dry land surface, nonlinear processes involving synoptic eddies play a crucial role in forming the remote response in Eurasia and the North Pacific Ocean. A number of other possible factors contributing to the circulation responses are also discussed. Overall, the experiments suggest that, in the boreal summer, soil moisture may contribute to the predictability of high-impact stationary wave events, which can impact regions that are great distances from these source regions. Past modeling simulations, supported by observational composites, indicate that during boreal summer, dry soil moisture anomalies in very different locations within the U.S. continental interior tend to induce the same upper-tropospheric circulation pattern: a high anomaly forms over west-central North America and a low anomaly forms to the east. The present study investigates the causes of this apparent phase locking of the upper-level circulation response and extends the investigation to other land regions in the Northern Hemisphere. The phase locking over North America is found to be induced by zonal asymmetries in the local basic state originating from North American orography. Specifically, orography-induced zonal variations of air temperature, those in the lower troposphere in particular, and surface pressure play a dominant role in placing the soil moisture–forced negative Rossby wave source (dominated by upper-level divergence anomalies) over the eastern leeside of the Western Cordillera, which subsequently produces an upper-level high anomaly over west-central North America, with the downstream anomalous circulation responses phase locked by continuity. The zonal variations of the local climatological atmospheric circulation, manifested as a climatological high over central North America, help shape the spatial pattern of the upper-level circulation responses. Considering the rest of the Northern Hemisphere, the northern Middle East exhibits similar phase locking, also induced by local orography. The Middle Eastern phase locking, however, is not as pronounced as that over North America; North America is where soil moisture anomalies have the greatest impact on the upper-tropospheric circulation. The impacts of the Atlantic multidecadal variability (AMV) on summertime North American climate are investigated using three coupled global climate models (CGCMs) in which North Atlantic sea surface temperatures (SSTs) are restored to observed AMV anomalies. Large ensemble simulations are performed to estimate how AMV can modulate the occurrence of extreme weather such as heat waves. It is shown that, in response to an AMV warming, all models simulate a precipitation deficit and a warming over northern Mexico and the southern United States that lead to an increased number of heat wave days by about 30% compared to an AMV cooling. The physical mechanisms associated with these impacts are discussed. The positive tropical Atlantic SST anomalies associated with the warm AMV drive a Matsuno-Gill-like atmospheric response that favors subsidence over northern Mexico and the southern United States. This leads to a warming of the whole tropospheric column, and to a decrease in relative humidity, cloud cover, and precipitation. Soil moisture response to AMV also plays a role in the modulation of heat wave occurrence. An AMV warming favors dry soil conditions over northern Mexico and the southern United States by driving a year-round precipitation deficit through atmospheric teleconnections coming both directly from the North Atlantic SST forcing and indirectly from the Pacific. The indirect AMV teleconnections highlight the importance of using CGCMs to fully assess the AMV impacts on North America. Given the potential predictability of the AMV, the teleconnections discussed here suggest a source of predictability for the North American climate variability and in particular for the occurrence of heat waves at multiyear time scales. The impacts of sea surface temperature (SST) anomalies and anthropogenic greenhouse gases on the likelihood of extreme drought occurring in the central United States in the year 2012 were investigated using large-ensemble simulations from a global atmospheric climate model. Two sets of experiments were conducted. In the first, the simulated hydroclimate of 2012 was compared to a baseline period (1986-2014) to investigate the impact of SSTs. In the second, the hydroclimate in a world with 2012-level anthropogenic forcing was compared to five 'counterfactual' versions of a 2012 world under preindustrial forcing. SST anomalies in 2012 increased the simulated likelihood of an extreme summer precipitation deficit (e.g., the deficit with a 2% exceedance probability) by a factor of 5. The likelihood of an extreme summer soil moisture deficit increased by a similar amount, due in great part to a large spring soil moisture deficit carrying over into summer. An anthropogenic impact on precipitation was detectable in the simulations, doubling the likelihood of what would have been a rainfall deficit with a 2% exceedance probability under preindustrial-level forcings. Despite this reduction in rainfall, summer soil moisture during extreme drought was essentially unaffected by anthropogenic forcing because of 1) evapotranspiration declining roughly one-to-one with a decrease in precipitation due to severe water supply constraint and despite higher evaporative demand and 2) a decrease in stomatal conductance, and therefore a decrease in potential transpiration, with higher atmospheric CO2 concentrations. The southern Great Plains (SGP) experienced a record-breaking drought in 2011, in which the excessively dry conditions established quickly in spring (i.e., April) and extended into summer. A regional climate model is used (after its evaluation) to simulate this April drought and investigate how a soil moisture anomaly could affect the development of its precipitation deficit. The authors examine how the local thermodynamic structure of the overlying atmosphere contributes to soil moisture feedbacks and how these feedbacks are connected to nonlocal mechanisms. The simulations establish a zonal gradient in the (generally positive) feedback strength [i.e., a significant (negligible) precipitation increase over the eastern (western) SGP] under an SGP-wide wet soil moisture anomaly and spatially similar evapotranspiration (ET) increments. This pattern is dominated by convective precipitation and consistent with spatial gradients in parameters relevant to moist convection, including the precipitable water, the low-level instability and humidity, and the local cloud water content. All these variables are sensitive to a wet soil moisture anomaly, but precipitation responds differently to their changes in different locations. Furthermore, the impacts of the soil moisture anomaly on various large-scale atmospheric fields are related to the spatial structure of feedback strength. Additionally, the weaker feedback over the western SGP occurs in a region of relatively strong subsidence and changes little with a westward expansion of the anomaly area, whereas nonlocal soil moisture impacts-in particular, moisture advection from the west-are important for the stronger feedback over the eastern SGP. A series of stationary wave model (SWM) experiments are performed in which the boreal summer atmosphere is forced, over a number of locations in the continental United States, with an idealized diabatic heating anomaly that mimics the atmospheric heating associated with a dry land surface. For localized heating within a large portion of the continental interior, regardless of the specific location of this heating, the spatial pattern of the forced atmospheric circulation anomaly (in terms of 250-hPa eddy streamfunction) is largely the same: a high anomaly forms over west-central North America and a low anomaly forms to the east. In supplemental atmospheric general circulation model (AGCM) experiments, similar results are found; imposing soil moisture dryness in the AGCM in different locations within the U.S. interior tends to produce the aforementioned pattern, along with an associated near-surface warming and precipitation deficit in the center of the continent. The SWM-based and AGCM-based patterns generally agree with composites generated using reanalysis and precipitation gauge data. The AGCM experiments also suggest that dry anomalies imposed in the lower Mississippi River valley have remote surface impacts of particularly large spatial extent, and a region along the eastern half of the U.S.-Canadian border is particularly sensitive to dry anomalies in a number of remote areas. Overall, the SWM and AGCM experiments support the idea of a positive feedback loop operating over the continent: dry surface conditions in many interior locations lead to changes in atmospheric circulation that act to enhance further the overall dryness of the continental interior. The semiarid U.S. Great Plains is prone to severe droughts having major consequences for agricultural production, livestock health, and river navigation. The recent 2012 event was accompanied by record deficits in precipitation and high temperatures during the May-August growing season. Here the physics of Great Plains drought are explored by addressing how meteorological drivers induce soil moisture deficits during the growing season. Land surface model (LSM) simulations driven by daily observed meteorological forcing from 1950 to 2013 compare favorably with satellite-derived terrestrial water anomalies and reproduce key features found in the U.S. Drought Monitor. Results from simulations by two LSMs reveal that precipitation was directly responsible for between 72% and 80% of the soil moisture depletion during 2012, and likewise has accounted for the majority of Great Plains soil moisture variability since 1950. Energy balance considerations indicate that a large fraction of the growing season temperature variability is itself driven by precipitation, pointing toward an even larger net contribution of precipitation to soil moisture variability. To assess robustness across a larger sample of drought events, daily meteorological output from 1050 years of climate simulations, representative of conditions in 1979-2013, are used to drive two LSMs. Growing season droughts, and low soil moisture conditions especially, are confirmed to result principally from rainfall deficits. Antecedent meteorological and soil moisture conditions are shown to affect growing season soil moisture, but their effects are secondary to forcing by contemporaneous rainfall deficits. The coupling of the land with the planetary boundary layer (PBL) on diurnal time scales is critical to regulating the strength of the connection between soil moisture and precipitation. To improve understanding of land-atmosphere (L-A) interactions, recent studies have focused on the development of diagnostics to quantify the strength and accuracy of the land-PBL coupling at the process level. In this paper, the authors apply a suite of local land-atmosphere coupling (LoCo) metrics to modern reanalysis (RA) products and observations during a 17-yr period over the U.S. southern Great Plains. Specifically, a range of diagnostics exploring the links between soil moisture, evaporation, PBL height, temperature, humidity, and precipitation is applied to the summertime monthly mean diurnal cycles of the North American Regional Reanalysis (NARR), Modern-Era Retrospective Analysis for Research and Applications (MERRA), and Climate Forecast System Reanalysis (CFSR). Results show that CFSR is the driest and MERRA the wettest of the three RAs in terms of overall surface-PBL coupling. When compared against observations, CFSR has a significant dry bias that impacts all components of the land-PBL system. CFSR and NARR are more similar in terms of PBL dynamics and response to dry and wet extremes, while MERRA is more constrained in terms of evaporation and PBL variability. Each RA has a unique land-PBL coupling that has implications for downstream impacts on the diurnal cycle of PBL evolution, clouds, convection, and precipitation as well as representation of extremes and drought. Variations in the diurnal wind pattern associated with heat waves and drought conditions are investigated climatologically at a regional level (northeast of the Iberian Peninsula). The study, based on high-density observational evidence and fine spatial-scale mesoscale modeling for the 1992-2004 period, shows that wind speed can decrease up to 22%% under situations characterized by extremely high temperatures and severe drought, such as the European summer of 2003. By examining the role of the different atmospheric scales of motion that determine the wind diurnal variability, it is found that the 2003 synoptic conditions are the main driver for changes in the wind speed field. In turn, these changes are modulated by mesoscale circulations influenced by the soil moisture availability. The results have implications for broad regional modeling studies of current climate and climate change simulations in as much as the study demonstrates that a correct representation of local soil moisture conditions impacts atmospheric circulation and therefore the regional climate state. Four physically based land surface hydrology models driven by a common observation-based 3-hourly meteorological dataset were used to simulate soil moisture over China for the period 1950--2006. Monthly values of total column soil moisture from the simulations were converted to percentiles and an ensemble method was applied to combine all model simulations into a multimodel ensemble from which agricultural drought severities and durations were estimated. A cluster analysis method and severity--area--duration (SAD) algorithm were applied to the soil moisture data to characterize drought spatial and temporal variability. For drought areas greater than 150 000 km2 and durations longer than 3 months, a total of 76 droughts were identified during the 1950--2006 period. The duration of 50 of these droughts was less than 6 months. The five most prominent droughts, in terms of spatial extent and then duration, were identified. Of these, the drought of 1997--2003 was the most severe, accounting for the majority of the severity--area--duration envelope of events with areas smaller than 5 million km2. The 1997--2003 drought was also pervasive in terms of both severity and spatial extent. It was also found that soil moisture in north central and northeastern China had significant downward trends, whereas most of Xinjiang, the Tibetan Plateau, and small areas of Yunnan province had significant upward trends. Regions with downward trends were larger than those with upward trends (37%% versus 26%% of the land area), implying that over the period of analysis, the country has become slightly drier in terms of soil moisture. Trends in drought severity, duration, and frequency suggest that soil moisture droughts have become more severe, prolonged, and frequent during the past 57 yr, especially for northeastern and central China, suggesting an increasing susceptibility to agricultural drought. The relative influences of Indian and Pacific Ocean modes of variability on Australian rainfall and soil moisture are investigated for seasonal, interannual, and decadal time scales. For the period 1900--2006, observations, reanalysis products, and hindcasts of soil moisture during the cool season (June--October) are used to assess the impacts of El Niño--Southern Oscillation (ENSO) and the Indian Ocean dipole (IOD) on southeastern Australia and the Murray--Darling Basin, two regions that have recently suffered severe droughts. A distinct asymmetry is found in the impacts of the opposite phases of both ENSO and IOD on Australian rainfall and soil moisture. There are significant differences between the dominant drivers of drought at interannual and decadal time scales. On interannual time scales, both ENSO and the IOD modify southeastern Australian soil moisture, with the driest (wettest) conditions over the southeast and more broadly over large parts of Australia occurring during years when an El Niño and a positive IOD event (La Niña and a negative IOD event) co-occur. The atmospheric circulation associated with these responses is discussed. Lower-frequency variability over southeastern Australia, however, including multiyear drought periods, seems to be more robustly related to Indian Ocean temperatures than Pacific conditions. The frequencies of both positive and negative IOD events are significantly different during periods of prolonged drought compared to extended periods of ''normal'' rainfall. In contrast, the frequency of ENSO events remains largely unchanged during prolonged dry and wet periods. For the Murray--Darling Basin, there appears to be a significant influence by La Niña and both positive and negative IOD events. In particular, La Niña plays a much more prominent role than for more southern regions, especially on interannual time scales and during prolonged wet periods. This study is concerned with the modulation by convective instability of summertime precipitation in Texas as a mechanism for maintaining or enhancing drought. The important role of convective inhibition (CIN), its dependence on the temperature at 700 hPa and the surface dewpoint, and the mechanism by which soil moisture modulates precipitation through CIN were described in Part I of this two-part series study. This study, Part II, examines the dynamic and physical processes controlling the temperature at 700 hPa and elucidates the large-scale influences on convective instability and precipitation integrating the principal processes found in both Parts I and II. Back-trajectory analysis indicates that a significant contributor to warming at 700 hPa is the inversion caused by warm air transport from the Rocky Mountains and the Mexican Plateau where the surface potential temperature is greater than 307.5 K, rather than by subsidence. It was found that downward motion and warm air transport are enhanced in Texas when an upper-level anticyclonic circulation develops in the southern United States. Upper-level anticyclonic circulations in the southern United States, one of the distinctive features of central U.S. droughts, strongly affect Texas summertime precipitation by modulating the thermodynamic structure of the atmosphere and thus convective instability. Stationary anticyclonic anomalies increase CIN not only by enhancing warm air transport from the high terrain but also by suppressing the occurrence of traveling disturbances. The resulting reduced precipitation and dry soil significantly modulate surface conditions, which elevates CIN and decreases precipitation. The aforementioned chain reaction of upper-level anticyclone influences that is expected to play an important role in initiating and maintaining Texas summer droughts can be understood within the context of CIN. This research is designed to investigate how convective instability influences monthly mean precipitation in Texas in the summertime and to examine the modulation of convective instability and precipitation by local and regional forcings. Since drought results from the accumulated effects of deficient precipitation over time, this study is expected to shed light on the physical and dynamical mechanisms of the initiation and maintenance of serious droughts as well. The focus in Part I of this two-part study is on identification of the controlling convective parameters and, in turn, the surface-based processes that cause variations in these parameters. NCEP–NCAR reanalysis data and observed precipitation data, correlation analysis, multiple linear regression analysis, and back-trajectory analysis are used to reveal the underlying dynamics of their linkage and causality. Monthly mean precipitation is modified mainly by convective inhibition (CIN) rather than by convective available potential energy (CAPE) or by precipitable water. Excessive CIN is caused by surface dryness and warming at 700 hPa, leading to precipitation deficits on a monthly time scale. While the dewpoint temperature and thermodynamics at the surface are greatly affected by the soil moisture, the temperature at 700 hPa was found to be statistically independent of the surface dewpoint temperature since the 700-hPa temperature represents free-atmospheric processes. (These free-atmospheric processes are the focus of the companion paper.) Finally, the strong correlations among precipitation, soil moisture, and CIN, as well as their underlying physical processes, suggest that the tight linkage between precipitation and soil moisture is not only due to the impacts of precipitation on soil moisture but also to the feedbacks of soil moisture on precipitation by controlling CIN.
