The papers in this special issue were submitted to all the conferences organized by IEEE Technology and Engineering Management Society (TEMS) in a given calendar year. In 2017, IEEE TEMS initiated its flagship conference TEMSCON (held in Silicon Valley), which serves as rebranding from its original International Technology Management Conferences (ITMC). Following that, in 2018, two more conferences were initiated globally, one in Asia known as IEEE TEMS International Symposium on Innovation and Entrepreneurship (ISIE), and one in Europe as IEEE TEMS International Conference on Technology and Entrepreneurship (ICTE). For this special issue, we invited authors attending any of the three aforementioned conferences in 2018 to submit full manuscripts for reviews, and the present special issue with eleven papers is the result of a careful selection following our usual rigid double-blinded peer-review process. The article offers information on the upcoming papers of the journal which includes one on Decision Model for Information Technology Management, the other on Teaching-Learning-Based Optimization Algorithm and the third on Organizational Capital Decision Model for Knowledge- Intensive Organizations.

The nine papers in this special section focus on new developments in agile software and reports on applications for its use. A key aspect for the extensive use of agile software is that it supports developers with coping with the growing uncertainty and turbulence in technological and market environments. Feedback and change are at the core of Agile for a dynamic, evolving, and organic, rather than static, predefined, and mechanistic development process advocated by waterfall management. To create timely, high-quality, cost-efficient, and innovative solutions, Agile developers organized in small, colocated, autonomous teams, build and test software in rapid iterative cycles, actively involving users to gather feedback, updating the project scope, and plan "on-the-fly," using face-to-face communication as opposed to documentation. These papers contribute to the state-of-the-art of agile research by offering a rich, up-todate account of the dynamics occurring when expanding Agile into "not-just-software" contexts of the key challenges and perils related to the scaling and of the possible solutions to them. The term “business incubator” (BI) has become an accepted neologism among academics, practitioners, and policymakers. This is despite the lack of an agreed definition amongst scholars of what exactly constitutes a BI. Using a systematic literature review methodology, we identify and analyze definitions of BIs used in published academic research papers and practice papers over a 35-year period. In this article, we undertake a thematic analysis, using the software package NVivo, of 82 academic and 14 practice definitions used in 61 publications. Our analysis shows that definitions of BIs are constructed around three core themes: the business incubation model; the purpose of the incubator; and the target of support provided by the incubator. By identifying both consistencies and inconsistencies in existing definitions, we provide a more nuanced understanding of the heterogeneity that underlies the organizational form referred to as a BI. Quality improvement teams engage in multiple learning opportunities during an improvement project. These learning opportunities consist of both induced opportunities, such as formal training efforts, and incidental opportunities due to surprises (i.e., events that violate expectations) encountered during problem solving activities. In this paper, we propose that these two types of team learning opportunities can result in method-driven learning (MDL) at the team level. Our data are collected using a unique longitudinal survey design spanning 31 weeks that involved 33 participants in five design for Six Sigma projects conducted in different behavioral healthcare organizations, yielding a total of 562 weekly survey responses. We examine two modes of surprises. Those occurring spontaneously (measured based on self-rated and coder-rated variables) and reflective surprises (measured as externally-induced treatments). Our results show that: 1) the proportion of surprises occurring spontaneously during problem solving activities is positively correlated with team learning (i.e., MDL); and 2) collective reflections on surprises also facilitate team learning. Furthermore, we find evidence that surprises occurring spontaneously can negatively moderate the effect of induced learning opportunities (measured as efforts expended on training) on team learning. However, we find no evidence of such a negative moderation effect for surprises from reflection. Overall, our paper develops a nuanced understanding about the direct and moderating effects of surprises on team learning in the behavioral healthcare context, thereby contributing not only to the quality management literature but also quality improvement practices in behavioral healthcare. Although organizations regularly execute projects to improve their performance, there is still no agreement in the literature on how to evaluate their eventual success. As a result, scholars end up using different scales to measure the same outcome variable of project success, thereby causing inconsistency in research results. Existing project success evaluation models suffer from their inability to apply to all project types and lack of separation of project success measurement from that of project individuals’ performance (for e.g., of the project manager). Through two longitudinal studies based on the satisficing theory, this paper develops, validates, and illustrates generic scales to measure the success of any project, as well as the performance of its two key leaders. This results in three distinct project success dimensions: 1) Project management success—evaluates the performance of the project manager in achieving the project plan; 2) Project ownership success—evaluates the performance of the project owner in realizing the business case; and 3) Project investment success—evaluates the investment performance of the project for its funder. This paper contributes to the literature by offering a theoretically robust, multidimensional evaluation model that will enhance performance evaluation of both projects and their leaders. Maps of science visualizing the structure of science help us analyze the current spread of science, technology, and innovation (ST&I). ST&I enterprises can use the maps of science as competitive technical intelligence to anticipate changes, especially those initiated in their immediate vicinity. Research laboratories and universities can understand their environmental changes and use the map for their research management. However, traditional maps based on bibliometrics, such as citation and cocitation, have difficulty in representing recently published papers and ongoing projects that have few or no references; thus, maps based on contents, i.e., text-mining, have been developed in recent years for locating research papers/projects, for example, using word and paragraph vectors. The content-based maps, however, still pose difficulty in comparing documents in different languages. Therefore, aiming to construct a bilingual (English and Japanese) content-based map of science for the analyses of ST&I information resources in different languages, this article proposes a method for creating word and paragraph vectors corresponding to bilingual textual information in the same multidimensional space. In a comparison of 11 methods for generating document vectors, we confirmed that the best method achieved 87% accuracy of the bilingual content matching based on 10,000 IEEE papers. Finally, we published a map of approximately 150,000 funding projects of the National Science Foundation, Japan Society for the Promotion of Science, and Japan Science and Technology agency from 2013 to 2017. The concept of the smart city has been created in response to the increasing numbers of people living in cities. Just as the development of technology has evolved rapidly, smart life has also emerged. The goal of the smart city is one day to enable all affairs of daily life to be completed with the single touch of a finger through cutting-edge technology. New and innovative information must be applied effectively to the industry. With the industrial revolution, propelled by the Internet of Things (IoT), big data and the cloud platform have birthed the “smart city,” integrating the IoT and the cloud through mobile devices and applying technology to fields like logistics, finance, healthcare, recreation, surveillance, and traffic transportation, thus providing people with greater well-being and convenience. Following the era of the big data knowledge economy, the IoT has become an important pillar of national economic development. The IoT is expected to provide substantial support for continued and sustainable development of the smart city. Therefore, effective use of the IoT has become an important topic in smart city development. The purpose of this paper is to build a conceptual framework of service innovation, relying on the smart city case of Taiwan. Based on a literature review, in-depth interviews, and case interviews, the proposed conceptual framework of IoT is rooted in the market, policy, and technical aspects. It incorporates eight steps: composition of the project team, service idea generation, service idea screening, development concept selection, design and development, service testing, commercialization, and service quality, to generate new service value and thereby create customer satisfaction. In fact, the IoT is designed to support the smart city vision; thus, this paper describes the various innovation modes of the smart city. Furthermore, the paper presents and discusses the technical solutions and best-practice guidelines adopted in the Taiwan Smart City project. Finally, it discusses the meaning and future research direction of the smart city through the use of the IoT. With wave after wave of digital development civilizing the city's evolution and with the phenomenon of Internet access through mobile phones for each person, the smart city of human factors is clearly coming. This paper explores the barriers which hamper the utilization and the routinization of product lifecycle management (PLM) practices in manufacturing organizations. The paper aims to confirm the barriers and their rank in order to improve the PLM institutionalization status in firms. Core barriers have been explored in an automotive firm by applying multicriteria decision-making techniques. Further, the significance of these barriers were corroborated with the executives in the broader PLM domain through a t-test. This study confirmes the “lack of advanced IT infrastructure,” “lack of integration and interoperability,” and “training on the PLM systems” as the top three barriers to PLM utilization and routinization in manufacturing firms in India. Firms engaged in university–industry collaboration (UIC) desire to advance knowledge and new technologies with their academic partners, however the performance of knowledge creation and transfer is greatly affected by complementarity and compatibility between the firm and academic institute. In practice, many firms assess the appropriateness of academic partners using a broad range of criteria, with high subjectivity. This paper therefore seeks to address this challenge by introducing a systematic approach to help firms determine the appropriateness of academic partners, represented as “matching quality” in this paper. Three facets of matching quality are examined: complementarity of research ability, compatibility in business mindset, and compatibility in relationships. In a typical new product development (NPD) project, there are many alternatives, ranging from incremental changes or re-engineering of an existing product in order to compete better in an existing market, to breakthrough thinking and the development of a new product using new technologies that satisfy the needs and expectations of customers in new markets. We tested the hypothesis that competition influences the decisions of entrepreneurs managing NPD projects. The findings presented in this paper are based on a controlled experiment conducted in several project management courses using a simulation game. The results reveal that a competitive environment in which participants compete for the same customers tends to impact the planning of NPD projects. The paper contributes to the managerial practice by offering integration of “What if?” analysis in the planning phase of NPD projects. It can assist entrepreneurs to evaluate the tradeoffs of the feasible alternatives in a noncompetitive environment, and explain how market conditions, such as competitor entry behavior, affect the project plan. A decision on the best project plan, among all the feasible project plans, is based on management strategy that takes into account the level of competition along with the uncertainty in the technology, market, and environment. The game, combined with a simulation-based training tool, used in this study, offer an opportunity to develop and to try different alternatives for the management of NPD projects without risking the consequences of project failure. Digital supply chains (DSCs) can be useful in unlocking supply chains to gain competitive advantage as a driver of growth, while enabling rapid response, supporting novel technology-driven approaches, and creating innovative products and services. Partner selection (PS) is one of the crucial tasks in the successful digitalization of supply chain. However, the selection of a suitable partner is not an easygoing process and is mostly associated with complexity. Various criteria are considered during the partner evaluation process. This paper delivers an efficient evaluation process to assess alternative DSC partners. The proposed approach integrates the Pythagorean fuzzy sets (PFSs), analytic hierarchy process, and complex proportional assessment under a group decision making environment for the first time in the literature. PFSs can depict experts’ evaluations with a richer structure, allowing for a more representative decision making. A case study from Turkey is conducted to validate proposed approach. This study contributes to the existing literature by developing a new evaluation model to improve DSC PS process and by proposing a new hybrid PFSs-based framework. In the context of project management, the attention given to project portfolio management has increased in recent years. The use of mathematical programming for portfolio management is also on the rise, because it integrates the project interactions with the multiple objectives of portfolio management into a single model. Among the possible objectives, recent studies have paid special attention to the emerging objective of future preparedness, which has not yet been incorporated into the existing mathematical models. This paper presents a mixed-integer nonlinear optimization model for portfolio selection that considers four main performance measures for project management, namely, value maximization, strategic alignment, balance, and future preparedness. Given the importance of the last measure, the purpose of this paper is to provide a more complete model that provides the marginal contribution and the best combination of projects according to the needs of the company. The considerations of global sustainability have dramatically increased the importance of the remanufacturing process. Many scholars have started focusing on this vital area from both a management and an engineering point of view. Previous studies have aimed to categorize this area using traditional review approaches, using a smaller body of literature and mostly focusing on the managerial aspects of remanufacturing. Our paper is the only study for which tech-mining and scientometric methods are used to examine remanufacturing research, for the purpose of identifying top actors and key trends with regard to business and technological approaches. We combine both management- and engineering-related studies in this scientometric study. The results shed light on the principal actors, nations, organizations, and scientific domains in this field. Remanufacturing research is categorized using the co-occurrence-based clustering method. This paper identifies four broad research clusters: production planning and control of remanufacturing, material and remanufacturing engineering, supply chain management of remanufacturing process, and remanufacturing applications and new trends. This paper offers benefits to numerous parties: policymakers in the remanufacturing field, academics who wish to see the research domains, and those practitioners interested in the key management, processes, and technologies of remanufacturing activities. The growth of crowdfunding has attracted interest from academics and managers alike. Crowdfunders are consumers in the sense that they consume start-up ideas now and their outputs in the future. Given that a crowdfunding platform is almost the only channel for entrepreneurial marketers to interactively communicate with consumers, it is pivotal to study the effectiveness of campaign message design. Thus, the goals of this paper are, first, what impact does future-focused message framing have on seeking seed-stage finance when promoting novel ideas to retail investors who may become future consumers? Second, what are other factors that can be further combined as digital communication tools to effectively improve fundraising performance? We collected a dataset of 3361 reward-based crowdfunding campaigns on Kickstarter, the results of which show that a future-focused campaign has a negative impact on the amount of funds raised. In order to reduce such adverse effects on fundraising, campaigners’ extensive engagement is necessary especially when only a handful of reward options are available. This paper examines an alternative view of the use of resources in R&D teams and proposes a way to resolve the dispute between integration versus separation of idea generation and idea implementation concerning the achievement of high levels of product innovation. Contrary to the symmetric approach espoused by earlier studies, the hypotheses here are grounded in the notion that resources have an asymmetric association with idea generation and idea implementation. By asymmetric association we mean that resources have more impact on idea generation than on idea implementation. This paper considers the interactional relationship of two types of resources, time and financial budget, on idea generation and idea implementation. It is based on responses from 214 team members that belong to 40 R&D teams. The results support the existence of an asymmetric mechanism of association between resources and the idea generation and idea implementation climates. Furthermore, they demonstrate that the integration of idea generation and idea implementation is associated with high levels of product innovation when resources are available, while the separation of the two is associated with high levels of product innovation when resources are scarce. How do alliances lead to knowledge growth and learning for parent firms? Prior research focuses on knowledge inflows from a partner when a firm enters into an alliance. In this paper, we examine factors that enable firms to make better use of their own knowledge and capabilities as a consequence of alliances. To demonstrate the latter dimension of knowledge growth, we depart from prior research that has focused on cross citations of patents between partners, and instead a study self-citation activity. We examine the effect of four factors on self-citations, each of which reflects distinct learning mechanisms and cooperative dynamics, namely knowledge inflows from the alliance partner, knowledge outflows to the alliance partner, partner characteristics, and alliance governance. Results suggest that knowledge inflows from the partner were positively associated with changes in self-citations in alliance domains, whereas knowledge outflows to the partner had a positive impact on changes in self-citations for the smaller firm in the alliance. In contrast, firm specific knowledge possessed by the partner and equity governance had a negative impact on changes in self-citations in alliance domains. This paper develops a fuller understanding of the learning effects of alliances by highlighting that apart from better utilization of the partner's capabilities, alliances also lead to enhanced utilization of the firm's own knowledge and capabilities in further innovative activity. This paper endeavors to explore the sustainable container shipping problem considering fuel bunker management and provide adequate recovery policies for countering disruption within maritime transportation. This paper addresses the environmental concerns related to fuel consumption and carbon emission within shipping operations and simultaneously presents strategies for countering disruption within the maritime transportation domain. Several studies addressed bunker fuel management strategies, but overlooked the need for integrating it with shipping operations. This paper aims to bridge this research gap by proposing a novel mathematical model and presenting a heuristic procedure combined with a variable neighborhood search algorithm for maximizing the shipping company's profitability, while addressing the vessel routing and scheduling decisions, container loading and unloading operations, selection of bunkering ports, and determining bunkered amount for heavy fuel oil and marine diesel oil. Recovery strategies such as port swapping and rescheduling of vessel route are considered to deal with disruptions related to weather adversities. An illustrative example is presented depicting the realistic scenario and providing results associated with ship routes, vessel speed, bunkering ports, bunkered amounts, fuel consumed by the vessel on each sailing leg, arrival and departure time of the ships, etc. Insights obtained from the analysis performed based on the fuel price, ship's bunkering capacity, adverse weather conditions on various routes, port closure, carbon tax, and fuel consumption provide useful information for shipping company managers. Managerial implications are presented with regard to the impact of fuel prices and carbon tax on shipping operation from the perspective of overall operational cost. Moreover, the results provide important policy insights for shipping company managers in terms of possessing alternate vessel route options for normal scenario and disrupted scenarios including weather adversities on sailing leg or port closure. Knowledge accumulation is considered a crucial factor for generating sustained economic growth. Therefore, both knowledge spillovers and externalities are considered drivers of economic development. Standardization is a vital feature of technological progress. It involves triggering adoptions of innovation by reducing market uncertainty between consumers and producers. Standards cannot be implemented without using technology covered by the claims of patents. This paper investigates knowledge spillover through the inward and outward knowledge flow from technology standards. Studies have investigated the quantitative and qualitative effects of technological standards. However, there still exists a lack of understanding regarding the knowledge spillover and externality that results from technological standardization. The aim of this paper is to fill this gap in the literature by elucidating the codified knowledge spillover that underlies patented technologies at the technical, organizational, and industrial standard levels. Literature defines two main streams in project management: mechanistic and organic. Mechanistic reflects the traditional waterfall approach and organic reflects a more adaptive approach. The organic approach became known by the awareness of dynamic project environment and changing requirements. The organic approach is characterized by flexibility. Accordingly, scholars and practitioners tried to define flexibility and find ways to make project management more flexible. However, scientific literature about practitioners’ perspectives on making project management flexible is lacking. Therefore, this paper explores practitioners’ perspectives on project management flexibility by the use of Q-methodology. The scope of the paper was narrowed down to the front-end phase of infrastructure projects. Two types of organizations were targeted: client and consultancy organizations. Data were gathered from 43 respondents from six organizations (three client and three consultancy organizations) in The Netherlands. The results of the study reveal three distinct perspectives on flexibility for both organization types (client and consultant): flexibility by trust, flexibility by scope management, and flexibility by proactive management. These perspectives partly support defined flexibility categories in literature. Further research could focus on exploring the perspectives in different project phases, operationalizing the perspectives in practice, and team composition taking into account these perspectives. Foresight is the ability to visualize alternate futures and shape the direction of future events. Generally considered as an organizational capability, foresight can be the basis of sustained competitive advantage, and needs to be fostered by enabling employees to acquire, assimilate, and analyze information with a future orientation. However, research on what constitutes foresight at the employee (i.e., individual) level is sparse. This paper fills this gap by using a five-stage mixed-mode process to propose an extended foresight measure. The papers in this special section focus on cyberattacks, strategic cyber-foresight, and security applications. Reports of cyber-attacks against individuals, organizations, and businesses are on the rise. Attackers usually have a deliberate and malicious intent and may involve the criminals taking advantage of flaws in software code, using tricks to get around antivirus tools, and or exploiting unsuspecting users into divulging sensitive information. Often launched by isolated amateurs, or criminals that belong to often well-structured organizations, with money, motivation, and an agenda, such attacks are frequently designed to temporarily or indefinitely disrupt services of a host connected to the internet or simply grind institutional systems to a halt. Popular among social engineering, malwares employed in such attacks are what has come to be known as a distributed denial-of-service attack, which affect the infrastructure of websites, computer servers, and other network resources resulting in the compromise of critical personal or institutional data. Across the globe, these attacks are growing in sophistication, and they tend to have serious economic and security consequences for their targets. The chaos they precipitate can be life-threatening, and their cost can be considerable to target organizations or nations. The five papers in this special section focus on collaboration and innovation dynamics in software ecosystems. Over the past years, there has been an exponential growth in the number of articles mentioning "ecosystem" as their topic, and among them, ecosystems in the context of information and communication technologies have received particular attention. Much of this research is motivated by the intuition that ecosystems facilitate innovation. Yet, despite this burgeoning research activity accompanied by a flourish of reviews, actual empirical investigations of the collaboration and innovation dynamics in an ecosystem in general and in software ecosystems specifically remain few and far between. The papers in this special section focus on military and government systems applications. Organizations in this sectors seek to stay on the leading edge of warfare, communications development, smart infrastructure configuration, and efficient and effective service delivery through the design of complex systems. These complex systems are referred to as System of Systems (SoS) and are defined by the internal and external integration of individual systems and subsystems working together to create newcapabilities that could not otherwise be achieved by individual systems. Due to advances in technology and engineering and the proliferation of available information, the complexity of systems continues to increase. Engineering managers and systems engineers are faced with having to integrate multiple complex systems, in which different constituents and configurations, both legacy and new, are integrated to accomplish emergent national security and humanitarian missions, as well as delivery of citizen-centered services. Cybercrime continues to cause increasing threat to business processes, eroding stakeholders’ trust in Internet technologies. In this article, we explore how six dominant algorithmic trust positions facilitate cognitive processing, which, in turn, can influence an organization's productivity and align its values and support structures for combating cybercrimes. This conceptual paper uses a cognitive perspective described as a throughput model. This modeling perspective captures several dominant algorithmic trust positions for organizations, providing a new, and powerful approach which seeks to enhance our understanding of the cognitive representation of decision-making processes. These trust positions are rational-based trust, rule-based trust, category-based trust, third-party based trust, role-based trust, and knowledge-based trust. Identifying the development trends of emerging technologies with disruptive potential as early as possible is crucial for enterprise research and development (R&D) investment planning and government R&D strategic planning. Many researchers have used academic papers and patent data to identify trends in emerging technologies, although they rarely have made use of web news data focused on emerging technologies. Web news contains a large amount of social awareness data that represents the public's sense of and response to emerging technologies, and the social awareness data is of great significance for identifying the development trends of emerging technologies. Therefore, this article presented a research framework to identify the development trends of emerging technologies using patent analysis and web news data mining. In the research framework, first, we have used patent analysis to analyze the evolution topics of these emerging technologies, and have applied the topic model to study the changing patterns of publics’ topics of concern regarding emerging technologies contained in web news. Second, we have made a comparison analysis of the results of patent analysis and the public’ sense of and response to emerging technologies contained in web news. Then, we have applied an improved sentiment analysis to study the changing patterns of publics’ expectations for emerging technologies contained in web news. Finally, by studying the changes in publics’ topics of concern and publics’ expectations for emerging technologies over time, we have identified the development trends of emerging technologies. Functional and nonfunctional characteristics of software systems are defined by their architecture. Therefore, research streams such as Internet-of-Things (IoT) or component-based software engineering provide researchers and practitioners with construction guidelines for selected architectural characteristics. Current systems can be categorized in delivering services to the user and being engineered in a smart way. For example, services being provided by IoT-Systems must fulfill users’ goals in a highly dynamic and ad-hoc way. Consequently, this survey aims at answering various research questions regarding the methodical composition of system components and services. Furthermore, new research opportunities are sketched that should be tackled to make the scientific progress available to practitioners. Based on a systematic literature review from a software architecture point of view, in this paper we identify 75 primary studies for domain-specific IoT component composition approaches and architectures. Initial results show that current integration approaches mainly focus on performance evaluation of their integration solutions, which may be too narrow for fulfilling user goals by utilizing of IoT architectures. The main objective of this paper is to develop an integrated multiobjective and multiperiod mathematical model for sustainable supplier selection and order allocation of an automotive manufacturer. In spite of the vast quantity of research on this area, integrated consideration of risk and inflation in sustainable supplier selection and order allocation problem is less investigated. To fill this gap, this paper aims to develop a multiobjective sustainable supplier selection and order allocation model considering risk and inflation. Particularly, six objective functions of total cost, economic score, environmental score, social score, inflation rate, and risk level along with related constraints are optimized in the model. The developed model is solved using weighted sum approach and augmented ε-constraint method. In addition, a sensitivity analysis has been conducted. Product lifecycle management (PLM) is an engineering management approach which helps organizations to manage product-related technical data for its complete lifecycle. The right product data enables better business functioning in organizations. PLM systems are recent and upcoming information technology tools in manufacturing firms. Although PLM systems were initially introduced as the on-premise tools, the current cloud technology is taking it from organizational boundaries to a global level through the Internet. Most enterprise applications have already started moving to clouds; PLM is also all set to be utilized through clouds. But it brings various challenges during cloud PLM adoption. Hence, this paper aims to empirically investigate the critical challenges that manufacturing firms face while adopting cloud PLM. There is rare academic research in the cloud PLM domain. This paper results in the three most significant challenges viz., “Data security on clouds,” “Lack of trust on services,” and “Lack of customization.” These critical challenges not only help the managers in manufacturing firms in planning to migrate on clouds but also the technical cloud providers to improve the cloud services and systems appropriately in order to increase the compatibility of cloud PLM in firms. Government environment is the main determinant in attracting private investment into public–private partnership (PPP) projects, especially in developing countries. Red tape, an indicator of a government's efficiency, plays a critical role in private investment in PPP projects. Reasonable levels of red tape can enhance government transparency and promote private investment, while excessive red tape usually represents low governance efficiency and imposes further risk on private investors. This article explores how developing countries’ red tape affects private investment in PPP projects by examining the moderating effect of corruption. Analyzing a database of 308 PPP projects in 111 developing countries, the study reveals an inverted U-shaped relationship between red tape and private investment. Corruption weakens the positive relationship between red tape and private investment at low levels of red tape and mitigates their negative relationship at high levels. The study integrates the inconsistent results of previous research that postulated either a positive or negative relationship between red tape and private investment by proposing a nonlinear model. It also theorizes the moderating effect of corruption based on real management practice and illustrates its mechanism in absorbing private investment in PPP projects. [ABSTRACT FROM AUTHOR]

The papers in this special section focus on innovation in design processes. Design is the human process of applying knowledge to create novel and useful artefacts, such as new products, services, and systems with economic and societal values. In practice and literature, the relevant terms and definitions are often blurred. The design process is often referred to as the "new product development" process, "innovation process", "design innovation" process, etc. Not all design processes lead to inventions or innovations. The design processes that yield innovation are often coupled with the scientific research process and the entrepreneurship process. Herein our focus is not on the innovation arising from the design process, but on the innovations in and of a design process itself that can increase innovation success from the design process. The papers in this special section focus on the ability to integrate evolving incubator models into the organization. Management and organizational science focusing on the complex process of R&D that leads to the subsequent commercialization has come a long way since the days of post-World War II industrial and research laboratories. In this context, the evolution of the incubator can be retraced from the foundational research in the 1950s and 1960s of Researchon-Research—that explored the R&D process in a number of settings to derive and test theories of organization behavior. Since then, we have seen a concentration of research and practice that have spanned a burgeoning range of incubators models and entities that, in some manner, exist to play a role to support and harness new technology-based start-ups. For more than half a century, these third-party entities in the entrepreneurial ecosystem have spread from the United States to Europe and are a well-established worldwide phenomenon. Business incubators have been largely viewed as an essential means to facilitating the process of knowledge transfer and tech-based commercialization through the provision of office infrastructure, laboratories and equipment, business support services, mentoring, and access to entrepreneurial finance and specialist networks for the founders of these embryonic start-ups. Scholars have suggested that design thinking (DT) should form an integral part of the new product development (NPD) process. However, the contribution of DT to NPD over the past years is yet to be synthesized. In this article, we develop a conceptual framework categorizing how DT contributes to NPD, and present a map to visualize how research in the area of DT in NPD has evolved over the past 20 years. A systematic analysis of 89 journal papers published between 2000 and 2020 helped to generate a conceptual framework, which provides a typology for discussing the growing state of the art of DT in NPD. The study enhances the academic debate by providing a holistic perspective on how DT contributes to the NPD ecosystem and offers directions for future research for the next 20 years. The knowledge spillover theory of entrepreneurship (KSTE) explores the effects that new knowledge and proximity have on the exploitation of entrepreneurial opportunities and the resultant creation of start-ups. This paper aims to identify the types of knowledge spillovers that affect entrepreneurs in the early stages of start-up development. A conceptual model is proposed, using a multi-case study approach involving high-tech start-ups that have attended accelerator and incubator programs in Greater London, United Kingdom. The research involved 32 semistructured interviews with chief executive officers and cofounders of start-up companies. Our findings suggest that entrepreneurs are influenced by various forms of knowledge spillover which assist in determining the strategic decision of the company, in terms of formation, including partnerships or alliances, allocation of Research and Development budgets, and engagement in product innovation. Further observations confirm that high-tech start-ups focus on a fast pace of constant product innovation to cover identified gaps in the market. One significant finding is that start-ups use various technological platforms to access knowledge spillovers which challenge the ideas of geographical proximity present in existing KSTE understanding. Lean leadership might be among the most desirable goals for the development of successful managers. The most prominent organization exhibiting this style is Toyota. This article provides a comprehensive examination of leadership styles and their relation to the two lean principles, respect for people, and continuous improvement. The results shed light on critical leadership development for lean initiatives. Implications for theory and practice are discussed, and suggestions for future research are proposed. The Portland International Conference for Management of Engineering and Technology (PICMET) has become a world-leading organization in the field of management of engineering and technology management (MET) since its inception in 1989. PICMET provides a strong platform for academics, industry professionals, and government representatives to exchange new knowledge in the field. To celebrate its 30-year journey, this article examines 20 conferences organized by PICMET covering 6601 accepted papers in order to show the trends in MET research and implementation through topics, authors, journals, and countries. In addition to the analysis of the PICMET data, the article delves into the past ten years (2009–2018) to carry out an in-depth bibliometric analysis of the citations of more than 3000 PICMET papers available at Scopus. The detailed analysis sheds light on how PICMET has developed a rich network of researchers and practitioners through its conferences over time. PICMET contributes to the interdisciplinary nature of the MET field and is also affected by the changes of the field. The article ends with key observations and a few suggestions for further studies. China is currently the world's largest producer and consumer of iron and steel. This industry is one of the most energy- and emission-intensive industries in China. It is unsuspicious that energy conservation and emission reduction in this industry are crucial for China to fulfill its obligations of reducing greenhouse gas emission and mitigating global climate change. An appropriate allocation of CO2 emissions permit is the most important precondition for establishing an efficient and effective emissions trading system that had recently been launched in China's pilot regions. This paper proposes a new emissions permit allocation method based on a Nash equilibrium data envelopment analysis model. This method is more appropriate in emissions permit allocation for China's iron and steel firms in an imperfectly competitive market where the product price is endogenous. A noncooperative game is formulated and the mixed complementarity problem is utilized to identify a Nash equilibrium in the allocation of emissions permit (AEP). The most up-to-date AEP using a unique data set of China's major iron and steel enterprises in 2014 is provided in this paper. How do we match technology transfer sources to recipients? In this paper, we approach this question by addressing gaps in two distinct streams of the literature. In the technology-transfer literature, the integrated pretransfer matching framework is in need of empirical validation, which calls for an empirical approach that can cope with its configurational, equifinal, causally asymmetric, and multinomial features. In the qualitative comparative analysis (QCA) literature, the emerging variant multivalue QCA (mvQCA), one of the few techniques to tackle the above four features is in need of multivalue theory applications. Thus, these two seemingly unrelated literature hold the key to fill each other's gap. To address the gaps, we leveraged the unique public research institute (PRI) to small and medium-sized enterprise (SME) transfer context in Singapore. We collected 188 responses from three stakeholders [i.e., research scientists and engineers, public research institutes (PRIs), and small and medium-sized enterprises (SMEs)] who are involved in technology transfer. Our analysis suggested one necessary and six sufficient PRI-SME configurations that enhance the commercialization potential of the transferred technology. Furthermore, we identified three sufficient PRI-SME configurations that hinder the commercialization of technology transfer activities. Rapid urbanization, high city population growth rates, technological development, environmental impacts, and human wellbeing in urban areas have over the years become increasingly challenging concerns. These trends are related to the complex, multiple factors to be considered when evaluating “smart” cities, that is, municipalities that seek to improve residents’ quality of life by combining new technologies and environmentally sustainable practices. The above tendencies thus add to the myriad of indicators that need to be included in smart city assessments, whose intricacy hinders related decision-making processes. Based on the principles of multiple-criteria decision analysis, this paper seeks to integrate cognitive mapping and the Choquet integral to develop an assessment system that facilitates the evaluation of smart cities, which was named “SMART-C.” The research includes a panel of experts on smart cities who identifies the evaluation criteria and their respective interactions. The results of a real-life application of the assessment system developed in this paper are validated both by the panel members and a representative of the Lisboa E-Nova nonprofit association of the Lisbon City Council's Environment and Energy Department. These experts confirm that the proposed evaluation system facilitates making distinctions between cities according to how fully they develop “smartness.” The advantages and limitations of this assessment framework are also discussed. A growing number of studies highlight how organizational ambidexterity is vital for business competitive advantage. Although the number of studies on ambidexterity has substantially expanded in the past few years, the results have often been disappointing, particularly for focalized segments of organizations. Starting from these considerations, this paper analyzes corporate venture capitalists’ (CVCs) activities. Even though the most important research on the ambidexterity of CVCs was conducted by Hill and Birkinshaw in 2014, the ambidexterity of CVCs has so far been studied very little. Starting from an analysis of quantitative data, at both the descriptive and inferential levels, this paper aims at building a conceptual contextualization to understand how CVCs can be considered with regard to ambidexterity (ambidextrous, hybrid, or dis-ambidextrous, as proposed in this paper) and how they can manifest this capability. This paper studies the joint optimization of price and two-dimensional (2-D) warranty policy with limits of both warranty length and usage. For this purpose, in this paper, we first propose a new sales function to characterize the joint influence of price, warranty length, and usage limit on the sales rate while considering the influence of the heterogeneous customer usage rate. Then, we model the joint dynamic optimization of price and 2-D warranty policy as a nonlinear optimal control problem, and solve it via a numerical approach based on Pontryagin's maximum principle. We show that the proposed dynamic 2-D warranty policy can help achieve higher profits than the existing one-dimensional policies and static 2-D policy. [ABSTRACT FROM AUTHOR]

Social innovation is related to new products, services, and models aiming to improve human well-being and create social relationships and collaborations. The business model innovation (BMI) context can foster social innovation and can be applied in social innovation projects and initiatives. What is important for social BMI is the social mission, which needs to be defined in order to be able to move forward with the strategy, the value proposition, and the best practices of the business. Based on the existing social innovation literature and case studies, this paper proposes an “ecosystem” approach that can provide an integrated framework for social business models. This approach adopts the quadruple/quintuple helix innovation models which are able to promote social innovation, enabling a locus-centric and triple-bottom-line-centric entrepreneurial process of knowledge discovery and exploitation. Such a framework may help to study the role, nature, and dynamics of social co-opetitive fractal ecosystems, given emphasis on civil society, political structures, environment, and sustainability.
