This article offers a discursive analysis of the Conservative green paper for international development, published as part of the closely fought election campaign of 2010 that culminated in a UK coalition government with the Liberal Democrats. The article examines the paper in comparison with the discursive shifts represented by the first Department for International Development (DfID) white paper, published by the outgoing Labour administration in 1997. In contrast with the optimistic and globalist developmentalism that characterised Labour's development discourse, the green paper sounds a more cautious note, using empire to focus on Britain's leadership role in poverty alleviation rather than on global progress, and brings back the full force of developmentalism only at the point where it seeks to legitimate spending on security concerns as a development concern. The article then moves on to examine the green paper's most explicit discursive move, the signalling of a 'post-bureaucratic age'. This move towards increased information provision to promote transparency and accountability is likely to signal greater control by powerful donors in securitised times, albeit with a potential re-scaling of responsibility for poverty alleviation to the poorest local communities. Finally, the article looks briefly at information technologies in relation to the transnational spatiality of civil society, arguing that attention needs to be paid to the more embodied forms of transnational association encouraged by the green paper, and to the selection and impacts of information, which need to be seen in the discursive context of wider Conservative constructions of the 'big society'. This paper explores the rise of voluntourism in Fiji, a country reliant on tourism but which is a relatively new market for voluntourism. It draws from research examining the role of voluntourism in development through a case study of the experiences and discourse of voluntourists, a host community, and the staff of a commercial voluntourism organisation in Fiji. While voluntourism is the focus of significant and necessary critique, this research showed that narrow conceptions of what the outcomes of voluntourism should be – usually articulated as development or global citizenship – do not adequately account for the complex web of relationships and impacts that result from the voluntourism encounter. Instead, in this research a more complex picture emerged of the encounters facilitated by the voluntourism experience; the multiple relationships formed between volunteers and hosts; and the learning that took place, particularly within home stays. In this paper these encounters are explored using a wide‐angled view of development, drawing on Hart's (2001; Progress in Human Geography, 25, 649–658) conception of d/Development, to explore the relationship between development and global citizenship and how these are shaped by, and interact with, historical and contemporary global processes; from colonialism to commercialised volunteering. As such, this paper argues for a more nuanced and reflective approach to voluntourism and voluntourists, one which does not overlook the critiques, but which acknowledges the ways in which voluntourism encounters are shaping broader development trajectories within the contexts in which they occur; and for more attention to be paid to the way in which the discourses of global citizenship and development are co‐articulated and expressed in voluntourism practices. This paper discusses contested issues in development related to Indigenous knowledge, and conventional development practice and theory. Drawing on findings from field research, this paper argues that although development aims at improving the quality of life of people concerned, the understanding of such improved life quality is different between local people and development experts. Experts emphasise economic growth as measured by per capita income, which is sometimes inadequate in explaining local people's understanding of development. The findings of the study lay bare the underlying values of local farmers in northern Malawi that contribute to improving quality of life and living standards. Indigenous knowledge developed by farmers shows that progress is understood in terms of adequate food, fresh, tasty value-laden food available for consumption and utilising more than one part of the crops grown, and not just adequate income. In this paper we analyse the property market in Spain within a regional framework, according to the boundaries of the Spanish Autonomous Communities. Our analysis is based on the central hypothesis that there is an oversupply of housing in Spain, although there are some regional differences within this phenomenon. We first examine the stage known as the 'property boom', and we then produce an analysis that aims to simplify the housing market in Spain. After combining numerous variables and applying multivariate statistical techniques, we have obtained a classification with the following three categories: dried-up markets, saturated markets and less distressed markets. Our analyses confirm the fact that there are disparate realities throughout Spain, and even contrasting realities between the Autonomous Communities. [ABSTRACT FROM AUTHOR]

The common narrative on e-waste recycling in contemporary Ghana refers to a sector that is primarily a marginalised, 'survival entity' involving excess workers living in poor urban neighbourhoods. Other narratives highlight the environmental health challenges associated with e-waste recycling management practices. In this paper, we explore how such recycling in Accra, notwithstanding the health and environmental externalities, also involves a vibrant entrepreneurial part of the urban economy. This case-study-based article was conducted through community asset mapping and 17 key informants' interviews. The study identified within the e-waste economy a network of worlds of work that intersect with both formal and international industries. Based on our findings, we propose that when properly nurtured, regularised and managed, e-waste recycling can foster economic growth and job creation. In conclusion, we highlight three foci that can enrich theory, practice and research, all three of which are in need of broader understandings. These foci will also support progress towards achieving a democratic account of everyday life and work complexities within the informal economy in Ghana. [ABSTRACT FROM AUTHOR]

Traditionally, China and North Korea have been described as 'blood brothers' because of their common socialist ideological ground. Since 2000 the basis of their relationship has shifted from one-sided economic support by China into strategic and mutual cooperation. In this paper, we analyse changes in their relationship by examining two specific points: first, China's growing investment and trade in North Korea, and second, close linkages of regional development strategies between the two countries. While the prevalent discussions around North Korea and its relations with China concentrate on geopolitical issues, this research shed more light on geoeconomic engagement between China and North Korea. This paper argues that it is crucial to grasp how China and North Korea perform geoeconomic calculations toward each other and how this affects geopolitical conditions. [ABSTRACT FROM AUTHOR]

Tin mining carried out on the Jos Plateau since the beginning of the last century has disturbed some 320 km2 of agricultural land. Formal attempts at reclamation of this land failed, but local farmers have developed a successful informal strategy for reclamation. This paper reports on a study undertaken to comprehend the farmers’‘informal’ approach to soil fertility management. Their soil fertility management practices centre on the use of a complex combination of traditional organic manures and ‘modern’ inorganic fertilizers that they have developed entirely on the basis of experimentation. A central focus of this paper is therefore the empirical knowledge base of the farmers and an assessment of any underlying scientific explanations for their strategies, including an analysis of their assertion that different brands of NPK fertilizers differ in their nutrient value. This discussion is followed by a consideration of the difficulties in accessing and understanding empirical knowledge. It is concluded that farmers’ knowledge and understanding of the values of different fertilizers and manures does have a scientific basis. It is argued that for further agricultural development to take place on the Jos Plateau, there must be synergy between farmers’ empirical knowledge (which has led to the development of successful and effective soil fertility management strategies, unlike the attempts of the local ‘scientific’ communities) and scientific knowledge (which can identify health and environmental hazards which may not be immediately visible to farmers). This paper explores the concept of sustainable tourism and how it applies to urban destinations such as Singapore. As tourism is an important industry in Singapore, in terms of employment, business activity and an income generator, the Singapore Tourism Board is continuously looking at potential avenues to make Singapore a competitive destination. We examine the use of thematic zones in Singapore as a strategy to achieve its ambition of becoming a tourism capital of the world. By focusing on a case study of the Singapore River thematic zone (one of the 11 thematic zones identified by the Singapore Tourism Board), we assess the viability of thematic zones in ensuring sustainable urban tourism. Geographers first identified aquaculture as an important field of study during the 1990s, pointing to a 'net deficit' in geographical knowledge about the activity. This paper examines how far geographers have come in bridging this knowledge deficit in the last 20 years. While increasing attention has focused on the political economy of export products consumed in the global North, 'everyday' geographies of aquaculture production and consumption in the global South have been neglected. We argue that paying greater attention to everyday aquaculture in the global South provides opportunities for geographers to engage with wider questions around development and change that extend far beyond aquaculture. By focusing on changing patterns of aquaculture production for Southern domestic markets, geographers can provide a counterpoint to Northern dominated agro-food studies by re-emphasising the importance of consumption, urbanisation and agrarian transitions from a more place-based perspective and, in doing so, support the development of theory that reflects Southern realties. The promotion of tourism has been identified as a key strategy that can lead to economic upliftment, community development and poverty relief in the developing world. In the last few years, tourism has also emerged as a significant development option in post–apartheid South Africa. In the context of some current debates on tourism in poor countries, the paper examines how economic, social and environmental resources are being utilized to promote tourism as a local economic development strategy in South Africa, and more specifically it focuses on current local government endeavours in this regard and two communities that have suffered the loss of their economic resource base. Tourism–based development initiatives, one in KwaZulu–Natal and one in the Western Cape, are evaluated in the context of generating economic growth, alleviating poverty and addressing the apartheid legacy of discrimination and inequality. The significance of the dynamics of development processes involved in these initiatives has much wider relevance for local economic development, both within South Africa and elsewhere.
