In this paper, I discuss the gendered‐racialised interactional and contextual dynamics hindering the socialisation of ethnic minoritised women (EMW) within Belgian higher education. Based on in‐depth interviews, I develop the concept of 'socialisation climates' to explain the key aspects that determine EMW's socialisation process. Three socialisation climates are identified: integration, negotiation and interrogation. Findings show that insiders play a crucial role in hindering or facilitating EMW's socialisation. Developmental relationships are gendered‐racialised relations in which EMW's identity impacts supervisor and peer support. The departmental context in terms of hierarchy, an Equality, Diversity, and Inclusion culture, and team composition is relevant to their socialisation process. EMW are able to socialise rapidly only in a context that is (radically) inclusive which is still rare in academia. This paper informs higher education institutions to be aware of the gendered‐racialised climate and interactions that influence EMW's socialisation and increase the risk of pushing them out. ABSTRACT The COVID‐19 pandemic has led to a shift towards online and blended learning; however, most students and faculty members still report more challenges in online courses regarding social interaction and engagement. This paper aimed to design an interactive blended course following Merrills' first principles of instruction model to develop students' social and emotional learning skills and engagement in higher education. A mixed‐method design, including questionnaires and interviews, was used with a sample population which consisted of 90 graduate students and divided into two groups, an experimental and a control group. The results showed that there were statistically significant differences between the experimental and control groups in‐terms of social–emotional learning skills and students' engagement due to the high perception of the experimental group. The findings also revealed that the most dominant social–emotional learning skills that appeared to be supported by applying these strategies from the students' point of view were self‐awareness and social awareness. The economic impact of resource investments into higher education has been the focus of considerable research in recent years. Many contributions analyse the strength of the connection between economic development and higher education at the local level and the conditions which make certain systems more effective and efficient than others. In this paper, we provide a systematic bibliometric review of the available literature on the subject, various dimensions of this complex issue, constructing and analysing a map of variables used by selected researchers in the field. The academic dropout of higher education students represents one of the most significant challenges that university institutions have to face today. This research analysed the university academic trajectory of students who dropped out of university for good. The aim of this paper is to examine in depth the factors that influence the idea of the construction of academic dropout and its relationship with the difficulties of adaptation to the university training system. A qualitative study was carried out in which the interview technique was applied to n = 34 dropout students belonging to three Spanish autonomous communities. The results made it possible to identify and examine students' difficulties in adapting to university studies in greater depth. The interviews revealed contextual and emotional details that contributed to dropout, such as personal and professional challenges and a lack of emotional support. The findings lead to the need to approach the issue from a holistic viewpoint in order to address the different reasons behind university dropouts. The Irish higher education sector is undergoing transformation as many Institutes of Technology (IoTs) become Technology Universities (TUs). This paper aims to explore lecturer identity in higher education in the context of recent contract structure recommendations by the Organisation for Economic Co‐operation and Development (OECD) for lecturers in the emerging TU sector. This study is of significant relevance as the OECD recommendations are being used to inform future lecturer contracts. First, theoretical perspectives on identity development are explored, focussing on teacher identity, professionality, professionalism and ideal online teacher identity. Using this theoretical framework, lecturer identity as presented by TU lecturers of education in their public, online biographies is deconstructed. Qualitative, desk‐based analysis of these biographies explores (i) lecturers' imagined audience for their online identity; (ii) projected, ideal lecturer identity, including representations of professionality; and (iii) teaching and research values. By aligning lecturer identity portraits to proposed OECD contract structures, the discussion considers how well‐positioned TU lecturers are to changes across the IoT/TU sector nationally and implications for the sector. Drawing upon contemporary research, this paper examines whether there is a relationship of STEM (science, technology, engineering and maths) bachelor and master graduates to the gender pay gap (GPG) in the 27 EU Member states in 2013–2020 using a novel cross‐sectional data set based on the 2013 International Standard Classification of Education (ISCED). International panel data were analysed with the dynamic modelling fixed effects method and compared with the results received from the cross‐sectional analysis executed with the help of Bayesian model averaging methods. Our findings suggest that STEM education plays a significant role in forming the GPG. We can see a negative, robust and statistically significant effect of bachelor‐ and master‐level female STEM graduates on the GPG and a positive statistically significant effect of bachelor‐ and master‐level male STEM graduates on the GPG. The permanently lower women‐to‐men ratio in STEM education and those employed in high‐end sectors of science and technology can be one of the drivers of the persistent GPG in developed countries. Drawing on semi‐structured in‐depth interviews with 15 Chinese queer international students from New Zealand's tertiary institutions, this paper explores their motivations to pursue higher education transnationally and unpacks the interconnected power structures underpinning their experiences. We find that despite the imagination and initial perception of New Zealand as one of the most queer‐friendly higher education destinations, Chinese queer international students are confronted by the 'ethnic closet'—a heteronormative power structure simultaneously disciplining racial/ethnic and sexual identities. The interplay between these two key aspects of students' identity has meant that Chinese queer international students, as migrants who occupy disadvantaged positions in local racial power relations, frequently experience heteronormative microaggressions on campus. These students' ethnic identity, which lies in the heart of their social support system, has also become a hindrance in their queer identity development. Our findings challenge the perceived dichotomy between China as homophobic and 'the West' as queer‐friendly, and reveal the need for a more nuanced understanding of queer international students' experiences, in order to better support them in a higher education setting. Implicit prejudice can be simply understood as any negative feelings or beliefs people hold towards a particular outgroup without being aware of it. One such form is microaggression, which can be defined as everyday verbal or nonverbal subtle, unconscious putdowns, slights, or negative remarks towards members of an outgroup. One of the most common and harmful forms is gender‐based microaggression. Gender microaggression is defined as subtle, unconscious, everyday putdowns, slights, remarks, or insults, whether intentional or unintentional, directed at a particular gender, notably women. Despite a plethora of literature and research on gender microaggression, the focus has predominantly been on understanding microaggressions faced by women in various domains, largely neglecting the experiences of men as victims of microaggression. One such overlooked experience is that of Afghan male students studying in universities in Delhi. Each year, thousands of students from Afghanistan travel to Delhi to pursue higher education, often unaware of the prejudices they may encounter due to associations with terms like 'terrorism' or 'terrorist.' Therefore, this paper aims to understand and study the microaggression faced by Afghan male students by employing the Gender Implicit Association Test on a sample of 103 Indian students studying in universities in Delhi, selected using a snowball sampling technique. This study adapts and modifies the Weapon‐based Implicit Association Test. The goal is to uncover the implicit biases of Indian students towards Afghan male students by examining the association (reaction time) between images of weapons and harmless objects, in conjunction with adjectives related to Afghan males and Afghan females. In other words, words or images that are congruent in our minds should result in shorter reaction times and fewer errors compared to words and images that are incongruent. The results indicate that Indian students were quicker in associating weapon images with Afghan male adjectives (D = −0.64) compared to Afghan female adjectives (D = 0.89). [ABSTRACT FROM AUTHOR]

This paper presents a descriptive analysis of the impact of tuition fee increases in England on the full‐degree mobility of undergraduate students from the European Union. First, we investigated whether the increase in tuition fees reduced the number of EU students in English higher education institutions. Our analysis shows that, on average, English universities suffered a sudden drop in EU enrolments in 2012/13 but recovered and then expanded their pre‐2012 enrolment levels in subsequent academic years. We observe that those English universities regarded as less prestigious experienced the sharpest decline and took longer to recover their pre‐2012 numbers. Second, we examined how changes in enrolment are associated with EU countries' macro‐level characteristics, using the push‐pull model framework. While there was a significant decrease in the number of students from Northern and Western European countries attending English universities after 2012, the tuition fee increase did not impact the number of students coming from Southern Europe. We found an association between EU countries' youth employment rates and higher education system characteristics with changes in enrolment in English universities. By examining the effect of changes in the tuition fee policy on international student mobility, our research provides new evidence on how tuition fee policies might change the behaviour of students. This paper analyses the purposes of cooperation as they challenge the European governance of higher education. Using Brexit to analyse meanings of cooperation and conveying secondary data analysis of ten case studies undertaken in the framework of the exploratory research project titled Brexit and higher education in the UK and Europe: Towards a cross‐country investigation, this study identifies a plurality of meanings of cooperation. These meanings resonate within the scenarios of Europe 2025 traced by the European Commission. In the scenarios (1) nothing but the single market, (2) doing less more efficiently, (3) those who want more do more, the different meanings of cooperation put at risk the future of cooperation driven by academic values and beliefs at the core of the Europeanisation of knowledge policies. Ultimately, the paper underlines that cooperation as a driver of the internationalisation of higher education questions the role of national openness and/or closure in framing shared European interests and the value of international cooperation. After a long period of relative neglect, the mental well‐being and the mental health of researchers and employees in academia are increasingly entering the limelight. The growing body of evidence suggests that a high number of doctoral researchers work under elevated levels of stress and frustration, and that this has a significant impact not only on their personal health and research output, but also on their future career development. In this paper, therefore, we first discuss what a dystopian and a utopian learning journey of early career researchers may look like from a well‐being perspective. Subsequently, and based on extensive dialogues with more than 250 researchers and professionals active in the researcher mental health domain, we highlight a number of key focal points that both early career researchers, their supervisors, and institutions alike should consider when it comes to planning and delivering mental health oriented educational activities for doctoral researchers. In today's age of knowledge and technology, societies are changing fast, on both macro and micro levels. Hardly anyone could have predicted several years ago such an acceleration of change and its impact on society, and in particular, on higher education. In Europe as well as globally, higher education has been undergoing many changes for more than two decades. In many countries, the number of higher education institutions has increased, mass education has replaced more elite systems, universities have adopted different agenda, and research has become more competitive. In this new context, doctoral education has also needed to be redefined in order to better respond to societal and academic challenges. Doctoral education—a crucial segment of higher education and the main link between the European Higher Education Area and the European Research Area—has been receiving continuous attention for more than 15 years. This paper provides an overall view on changes in doctoral education in Europe, the background of this change process, and the context that led to these major changes. The main analysis will be presented from a European academic context perspective, but it will also reflect a global perspective. It will provide an analysis of all the milestones and consider the relevant policies and recommendations on the supranational level and their reflection on the national level. In high participation systems of higher education, the link between undergraduate study and progression to graduate employment is increasingly tenuous. One response is a growing emphasis on the development of employability skills and preparing students to take advantage of future opportunities as part of university study. This paper uses a Bourdieusian-based conceptualisation of graduate capitals, combined with a concern for the psycho-social dimensions of classed experience, to consider transitions through university and into employment for students from workingclass backgrounds in England, drawing on data from a study of students who attended the two universities in Bristol UK. It is argued that the assemblage of capitals that make up graduate capital could be seen as constituting a form of symbolic capital with magical powers, that hides the power relations involved in successful progression to graduate futures. While the move from university into work is more prolonged and precarious for students from all backgrounds, access to the resources that enable the development and mobilisation of graduate capitals, along with psycho-social dimensions of class, create additional challenges for the development of viable graduate career identities for working-class students such as those discussed in this paper. The uniformly positive view of social mobility in the United Kingdom overlooks the difficulties working-class young people have in reconciling a working-class background with the middle-class environments of the university and the professional labour market. But even more hidden are the subtle processes of exclusion and exclusivity that permeate social life in, particularly, the elite universities. Here, working-class students' marginalisation in relation to advantageous social activities and networks, compromises their chances of later success in the labour market. This paper scrutinises working-class students' experiences of elite higher education through the lens of Bourdieu's concepts of habitus, capitals and field. Drawing on a research project on working-class young people who gain entry to elite universities it analyses the disjunctures between workingclass habitus and the field of elite higher education, focusing on the emotional and social consequences for working-class students. The findings raise concerns-largely unexplored in existing research-about working-class reception in elite fields. The paper concludes with a call to look beyond the attitudes and actions of working-class students to those of their upper- and middle-class peers, and the culture and ethos of the elite universities. This paper starts by focusing on the problem of students' transition to working life in the domain of teacher education. Second, it problematises the teacher educator concept. Particular attention is paid to the question of which professionals regard themselves as teacher educators, and why. Third, it presents young teachers' acquisition of working experience and their transition from education to work in Slovenia as linked to three processes: practical and developmental work in schools during studies, traineeship period, and continuous professional learning. The general findings indicate that teacher education, training and professional development are all characterised by a sharp division between the role of academics (transmitters of theory), and senior teachers (facilitators of teachers' practical experiences). In our findings we demonstrate that young graduates lack a well-considered and integrated acquisition of practical experience as they move from education to the labour market. Student borrowing is a major higher education public policy issue, with students in both England and the United States increasingly relying on loans to finance postsecondary education. Our paper examines prospective higher education students' attitudes towards debt in England and the United States. It exploits a unique dataset which allows us to compare students' responses to similar surveys conducted in both countries during the same time period. Our study is the first of its kind to explore how students' borrowing attitudes differ across the two countries. It confirms widespread loan aversion among prospective higher education students in both countries. But students in the United States are more debt averse than their peers in England. These debt averse attitudes also predict lower intentions to pursue higher education, potentially exacerbating existing inequalities in access. We consider how these attitudes to borrowing are likely shaped by each country's distinctive student loan system. We conclude that the design of loans matters. England's income‐contingent loan repayments, in contrast to North America's mortgage style repayments, make borrowing less risky and reduce the impact of loan aversion on participation decisions, while borrowing is more common, and the system less complicated, in England. Thus, there are lessons for other countries considering introducing student loans or reforming their provision. We contribute to the extant literature on the determinants of, and socioeconomic differences in, higher education participation and the overlooked role of student debt aversion. Within the scholarship on internationalisation in higher education, transnational networks are seldom mentioned and even less studied. However, recent EU policy initiatives have attempted to enhance this form of internationalisation in order to tackle issues of employability, skills and competences and innovative curriculum development. Within European transnational networks, higher education institutions are posited to play a central role, as they are considered engines of socio‐economic development in the so‐called Knowledge Economy. To explore empirically the significance of higher education institutions in such networks, this article presents an analysis of 991 European networks promoting educational innovation within the Erasmus+ programme between 2014 and 2018. We analyse the role of higher education institutions by network size, governance, membership, and associated types of innovation. Our findings confirm expectations about the pivotal role of higher education institutions. However, expectations should be significantly nuanced, as higher education institutions tend to lead comparatively small networks. Also, higher education institutions tend to favour general innovative themes rather than specialised topics. Our contribution is threefold. First, it increases our understanding of higher education institutions' capacity to engage with multi‐level, multi‐actor, multi‐country innovation networks. Second, it sheds light on how higher education institutions have engaged with different priorities in EU's modernisation agenda. Finally, our paper extends the scholarship on internationalisation in higher education by looking at transnational networks in teaching and learning as an emerging phenomenon. [ABSTRACT FROM AUTHOR]

In a globalising world, the international mobility of academics and researchers is important for their career. However, increasing migration of academics in the form of an academic brain drain is becoming a major challenge especially for Europe due to an ageing population. The issue of brain drain has been addressed usually through quantitative studies that fail to explore the in‐depth reasons behind it, and present standard outcomes. Through a synthesis of qualitative literature over two decades (2000–2020), this paper presents a new perspective of the root causes of academic brain drain in Europe. After careful examination of the qualitative literature, five factors have been found to be responsible for the outflow of human capital. These include: (1) attractive salaries outside Europe; (2) short‐term fixed contracts for early career researchers; (3) unfair recruitment procedures; (4) attractive migration policies and (5) the indirect role played by internationalisation policies to encourage permanent mobility. In this paper, we explore the developmental challenges facing the academic profession in Europe and especially in some Western Balkan countries, Croatia and Slovenia. First, we look at how the higher education environment determines key changes to the academic profession: expectations to demonstrate professional expertise, internationalisation, segmentation, and precarity. While these processes are mainly considered from the above perspective, we also examine the work of academics from within. Second, we discuss aspects of academic tasks, challenges of synchronising academic work with performance measures, intensification of work and expansion of bureaucratic tasks. Building on these perspectives, we introduce a qualitative pilot study that tests how these general trends described in the literature may be applied to given situations in five countries of former Yugoslavia: Slovenia, Croatia, Serbia, North Macedonia and Kosovo. Although these countries cover a relatively small geographical area, the differences among them with respect to the economy, society and politics are important. Our findings suggest that problems accumulating in academic work in Slovenia and Croatia were in almost all of the surveyed aspects less problematic than in the three other observed countries. The emergence and development of quality assurance schemes in European countries over the last 15-20 years has inspired many national case studies of the systems and procedures adopted. The methods, contexts, and procedures associated with this policy change are diverse. But although individual countries have set about changing policy in different ways there appear to be some common developmental patterns within the Europe of the Bologna Process. How can these developments be conceptualised? In a first step this paper advances a typology based on the quality assurance literature. In a second step, the paper applies the typology to quality assurance developments in three countries. The third part of the paper discusses the strengths and weaknesses of the modelling approach in the light of the empirical evidence and a political science analysis of policy change. The paper concludes with a discussion on future directions for the comparative study of policy change within the European Higher Education Area on the basis of this conceptualisation of developments in quality assurance policy. Ten years after the first global rankings appeared, it is clear that they have had an extraordinary impact on higher education. While there are fundamental questions about whether rankings measure either quality or what's meaningful, they have succeeded in exposing higher education to international comparison. More so, because of the important role higher education plays as a driver of economic development, rankings have exposed both an information deficit and national competitiveness. Accordingly, both nations and institutions have sought to maximise their position vis-á-vis global rankings with positive and perverse effects. Their legacy is evident in the way rankings have become an implicit - and often explicit - reference point for policymaking and higher education decision-making, and have reinforced an evaluative state's over-reliance on quantitative indicators to measure quality. They are embedded in popular discourse, and have informed the behaviour of many stakeholders, within and outside the academy. This paper reflects on three inter-related issues; i) considers the way rankings have heightened policy and investment interest in higher education, ii) discusses whether the modifications to rankings have resolved some of the questions about what they measure, and iii) looks at how rankings have influenced stakeholder behaviour. The literature on quality management at higher education institutions has for some time been working on the basis of two issues: a) the diversity of ideas as to what 'quality' means, which makes it harder to apply the principles of quality management in this context; and b) the idea that this diversity is in some way a response to the different positions occupied by stakeholders in regard to the processes and institutions of the sector. It has been suggested that students, employers, administrations in charge of funding and academics may hold different positions concerning the purposes of universities and, therefore, concerning the criteria on which their quality should be assessed. However, those stakeholders have rarely been asked directly what concept of quality they defend. This paper presents the results of a survey of deans of Spanish university faculties and schools in which this question was put to them. This paper reflects a fairly pessimistic view of Hungarian higher education (HE). The reason for this is not the quality of Hungarian HE or the prevailing processes in it, but the contrast between the present situation, achievements and trends, and the unique opportunities for development and the introduction of new paradigms offered by the restructuring of society, the prominent role of HE in the preparation of the integration processes as well as by outside assistance and international cooperation. Comparing the position of HE with other sectors of society or of the academic sphere (e.g. the research institutes of the Hungarian Academy of Sciences) HE can be seen to have a considerable comparative advantage: due to the relatively favourable government policy of the past years which has protected the sphere from devastating budget cuts, the universities and colleges are more or less intact and can operate without greater restrictions. Furthermore substantial developments have been carried out mainly on the basis of outside assistance and cooperation. The main problem lies in the fact that, unfortunately, these developments have not considerably altered the structure, the 'philosophy' of the system, the main frameworks, the activities at grassroots level and the way staff and students think. Comparing the main characteristics of Hungarian HE with those of Western European HE systems, a set of consistent differences can be listed. Consequently the restructuring of Hungarian HE would require a change of paradigms, i.e. introduction of a set of consistent and coherent measures, the transition from the present system of operation to another harmonising with the HE systems of Western European democracies. There seems to be no other possibility: experience of implementing excellent ideas has shown that changing only some parts of a consistent system is unsuccessful. This article takes up the challenge of curriculum change in relation to the contested purposes of universities. It argues for an expansive, public good understanding, rather than the thin market exchange norms which currently drive higher education policies. The paper suggests that a human capital approach to curriculum is then insufficient to capture the full range and potential of a university curriculum. Instead, an approach to curriculum based on human development and capabilities formation is advanced as offering a richer perspective on what it means to be human and hence on the kinds of graduates universities should educate. Some implications for teaching, learning and assessment are outlined and a framework to design and operationalise a human development approach to curriculum is proposed. [ABSTRACT FROM AUTHOR]

In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. As part of the process of enhancing quality, quality culture has become a taken-for-granted concept intended to support development and improvement processes in higher education. By taking a theoretical approach to examining quality culture, starting with a scholarly examination of the concept of culture, and exploring how it is related to quality, quality improvement and quality assurance, the aim of this paper is to create a better understanding of how one can make sense of quality culture, its boundaries but also its links to the fundamental processes of teaching and learning. There is no doubt that what is generally referred to as ‘Ph.D education’ has undergone dramatic changes in Europe in recent years. Whereas the Bologna Process, launched in 1999, originally had in mind to make it easier for undergraduate students to gain international experience and enhance their employability by facilitating mobility and transparency of higher education in Europe, the idea of a ‘third cycle’ of doctoral studies came relatively late in the discussion (2003). For some academic cultures, the idea of educating doctoral students was and still is perceived as a threat against academic freedom, originality and credibility. Other academic cultures have already long adopted Ph.D training schemes as an integrated part of training future scientists and knowledge workers. This article presents the result of a recent survey on Ph.D training in the Nordic-Baltic Area (Andreas Önnerfors: ‘Ph.D-training/PGT in the Nordic-Baltic Area’, Exploring the North: papers in Scandinavian Culture and Society 2006:1, Lund 2006) initiated by the Nordic research organisation NordForsk, which discusses new concepts of doctoral education and training in the five Nordic and the three Baltic countries as well as in Russia, Poland and three northern states of the Federal Republic of Germany. Whereas there is great correspondence in the performance of doctoral training and education in the Nordic countries and changes have been introduced permanently for about 30 years, Poland, Germany and Russia are battling with their academic traditions and the challenge of adapting their academic cultures to joint European standards. This concerns especially the phenomenon of two postgraduate degrees (the Ph.D and a further degree) and the view upon training elements in doctoral studies. Globalisation, together with readier access to capability-enhancing technologies and to technological insights once restricted to a few leading economies, are resulting in greater competition within Europe, and more widely within the developed world, for influence of all kinds (not just influence over the choices that foreign students make about the Higher Education courses on offer to them from Europe, but also influence of a more overtly imperialist kind, extending to the policies, incomes and futures of others). This article looks at trends in one important market for European Higher Education, the Middle East (particularly the GCC countries), which has many providers from North America and Australia. As observed by the late Edward Said, the USA is particularly forceful in the Middle East. Its technological superiority is accompanied by fervour to introduce American methods and curricula, and strong belief in their merit, reminiscent of the belief of the old French empire that ‘France had a “mission civilisatrice”, to civilize the natives”. The danger, highlighted in a recent UNESCO report ‘New Ignorances, New Literacies’, is that the natives will not be listened to. Is Europe listening more or less than the USA, and is it being listened to? Despite attention-gaining initiatives such as the proposed European Institute of Technology, EIT, and the commitment of EU governments to the Lisbon goals on competitiveness, there are indications of a drop in the influence of European Higher Education institutions in the Middle East. It is four years since communism collapsed in Poland. How much have we accomplished since then? Does the experience of those years provide a basis for an optimistic or pessimistic view of development of research and higher education (HE) in Poland in the future? In this paper I will present some data that may justify both views. I will also mention some of my personal opinions, my hopes and fears. This article is composed of two parts: (1) The Ups, and (2) The Downs. The need for more effective co-operation between higher education and industry was recognised by most West European governments during the 1980s. This article provides an overview of the measures initiated to strengthen the relationship. The aim has not been to discuss such measures in depth, but to outline the main themes to emerge and, where appropriate, draw attention to questions which remain unanswered.
