This paper presents the findings from a qualitative study that sought to understand the experiences of frontline staff working in Oxfordshire County Council (OCC) Children's Social Care Services and their views on a new family safeguarding model (Family Solutions Plus). Focus group interviews were conducted with 20 frontline staff and managers in different teams across OCC Children's Social Care Services using video conferencing software. Thematic analysis identified three overarching themes: Preparation for the implementation of Family Solutions Plus, staff views on the implemented model, and challenges to its implementation. Staff voiced strong support for the new model, which places a much greater emphasis than previous practice on supporting the whole family, developing parenting skills and keeping children safe with their families. The challenges associated with the transition to a new model were considerable in the short term, partly due to the COVID‐19 pandemic, but there was optimism that the new model could be sustained and stabilized over time. This paper presents parents' experiences of community support and their recommendations for how their communities, and the services within them, might support their families. Generated through a human‐centred design methodology and using a desire‐centred framework, the findings suggest that parents receiving a family service require support invoking feelings of intimacy, trust, reciprocity, inclusivity, connection and belonging. Parents' recommendations for community support include addressing material and attitudinal constraints impacting on engagement with services; creating non‐judgmental services tailored to their needs but accessed as a last resort; and creating peer‐based opportunities to support each other. Parents reflect that moving beyond basic survival of risk and vulnerability to a position where thriving is possible requires purposeful integration of parent's existing and desired community into service interventions. Facilitating deliberate change at the intersection of community and service support is pertinent to current and future social work policy and practice. Wider opportunities for understanding and enabling the needs and aspirations of parents, which are often overlooked because of a focus on addressing risk and vulnerability, are considered. The article informs that there will be a special issue of the journal "Child and Family Social Work" on the topic of young people leaving care, in August 2006. Papers on all aspects of leaving care will be welcome. In this context, "leaving care" refers to young people, aged 15-16 years or over, who leave, or age-out of, care from different types of care placements.

Abstract: This paper adopts a qualitative case study on the generalist service delivery model of I‐Care, a Durban‐based non‐governmental organization that works with male street children. Fifteen face‐to‐face interviews were conducted with 10 I‐Care employees and 5 former street children. A focus group was set up with I‐Care employees. Although existing literature is forthright about a generalist approach for children at risk, it remains unclear how to implement this approach in practice. This paper reviews a continuity of 5 fundamental social work practices for working with street children: (a) outreach work, (b) child–family and child–community mediation, (c) transitory care centres and programmes, (d) brokerage, and (e) mentorship and follow‐ups. The study analyses how these practices contribute to the capability and agency expansion of the street children and outlines challenges that service providers and former street children experience. The main challenges acknowledged are balancing between the agency and protection of street children and the adaptation of children to street life. Abstract: Within a context of substantial adoption policy reform in England, this paper explores post adoption support. Findings from a small‐scale survey of 22 local authorities in England and interviews with 11 adoption practitioners (from 11 of the authorities that completed the survey) are presented and related national policy discussed. The paper argues that support should continue postmatching a child with their adoptive parent(s) and that this should be the norm rather than the exception. The working relationship is considered a central feature of direct practice with human services clients. There are many challenges when it comes time to end a working relationship, yet limited guidance for workers on successful relationship ending. This paper aims to increase understanding of the process of the ending phase of the working relationship for parents and workers working with families where child neglect is an issue. The paper draws on data from a small-scale qualitative Australian study of perceptions of parents, family workers, and supervisors involved in eight parent-worker relationships. Using semistructured interviews, participants were asked to explore how they experienced the relationship. The findings illuminate important aspects about the ending phase of the relationship; in particular, challenging the idea that parents' returning to services for support is a sign that the service has not provided a successful intervention. The paper challenges social workers to consider recurring parent-worker relationships similar to other professional relationships where there are episodes of service but the relationship is there to be reactivated where needed. The Common Assessment Framework provides a model of early intervention, which is familiar in local authorities throughout England, and asserts a participatory framework of child and family engagement. This paper is based on a qualitative study of parents and children who were subject to a multi‐agency process of early intervention in children's social care in a local authority in the Midlands of England. I advance the concept of assemblage to consider the basis of an active service user participation as rather more a struggle to achieve than something that has been granted by practitioner agencies. Interview extracts are used to show the enrolment and assembly of participation as a process of service users developing their active human agency in a multi‐agency setting. The article explores the assembling of skills in administration and management of meetings and plans, accessing knowledge and expertise through service user networks, and challenging professional expertise and institutional space while developing personal qualities of confidence and voice as a means of marshalling an effective participation in a multi‐agency setting. This paper takes the opportunity of the current child welfare system change in Ireland to promote the value of learning from history to better understand the interface between family support and child protection. The paper draws from the histories of child protection and family support to illuminate the commonalities and differences that have come to define the two practices. Using findings from two historical studies - one on family support and the other on child protection - the paper demonstrates the unique features and the many integrated elements of family support and child protection in Ireland. It is argued that students and practitioners need to be provided with a stronger sense of the historical developments that have shaped the present. This will enable comprehension of the complex context within which current relations between 'protection' and 'support' are negotiated and help to avoid operating in a vacuum of a present only viewpoint. The paper concludes with reference to the need for students and practitioners to navigate the complex relationship between family support and child protection at practice, policy and organizational level through a well-informed knowledge of the historical as well as the present context. Public policies encourage the service system to work in new ways to promote health and increase social equality. This paper presents four categories that show the character of the low-threshold services in Norwegian family centres from the professionals' and parents' perspectives, focusing on accessibility and participation: easy access, low level of bureaucracy, collaborative competences and inclusive arena. This paper is based on an inductive study in three municipalities that have chosen to establish family centres as interdisciplinary co-located services that aim to offer low-threshold services for children and their families. Data were generated through a fieldwork, and participatory observation and interviews were the main source of data. The methodological framework for the analysis was grounded theory, in which the data generation and analysis interchanged throughout the study, and theoretical sampling set the focus for the fieldwork. Exploring the actor's perspective highlighted both strengths and challenges with the low-threshold services in the family centres. The four elements presented emphasize that the value of these low-threshold services are not found in one single hallmark; rather, the value depends on an interaction between different elements that must be addressed when establishing, evaluating and developing low-threshold services in family centres. This paper explores the provision of family support services for young mothers within a Sure Start Children's Centre, drawing on data collected within a larger study. It identifies how the family support team attempted to build supportive relationships with young mothers between the ages of 16 and 19 years. The findings presented here draw on narrative interviews ( n = 10) and focus group interviews ( n = 2) with the family support team that included early years workers, family support workers and their managers. The findings captured how the participants actively resisted the stigma (Goffman 1963) of teenage motherhood in order to support young mothers in gaining the necessary skills and knowledge to care for their child. Drawing on the findings, this paper argues that the building of a supportive relationship enables a young mother to construct positive counter-narratives about her parenting experience. This suggests that the family \to offer informal early support to young mothers who are at risk of more formal intervention. However, the complexity of this task should not be underestimated because in doing this, the family support team must at all times ensure the well-being and safety of the child. Services providing support for children and families are often described as fragmented and more concerned with the boundaries of their fields of responsibility than collaborating with other sectors. To meet the need for greater collaboration, there is increased impetus for establishing interdisciplinary services, such as family centres. This paper presents the results of a qualitative study based on in‐depth interviews and participant observation in 3 Norwegian family centres. The findings provide insight into central challenges in developing new practices within the field of family support; we discuss how intersectorial collaboration is constructed in relation to the core objectives of the family centre, professional competence, and service stability. This study demonstrates that both managers and professionals struggle with prioritizing intersectorial work, which mainly focuses on prevention and health promotion, over and above their traditional sectoral responsibilities. It also illustrates the necessity of articulating intersectorial collaboration as an explicit aim and exploring its implications and examining how this contributes to family centres building supportive communities. Building integrated services is not the ultimate goal of this particular form of service provision but rather the first step towards building interconnected support systems for all children in the community. This paper utilizes data gathered as part of an exploratory study to assess the costs and impact of the Common Assessment Framework (CAF), to examine the impact that the lead professional role had on families and workers. The study found that both families and workers believed the lead professional to be central to the CAF process, providing a range of support, coordinating multi‐agency responses to need and acting as a single point of contact between families and workers. The paper highlights the need for consideration to be given to inter‐agency working, data sharing, training for workers and the capacity implications for those taking on the role. The extent to which the lead professional might be more integrated into the continuum of support for vulnerable children and families is also examined. The paper highlights the need to consider the lead professional's role in not only preventing the need for more intensive services, such as those provided by statutory social work, but also maintaining outcomes achieved once a child protection plan is closed, or a child is reunified with his or her birth family after a period of being in care. Abstract: The Frontline programme is a social work qualifying route, in England, featuring a different approach to curriculum design and delivery. Students are based in groups of 4, learning through practicing social work in a statutory child and family social work setting, alongside a Consultant Social Worker (in the role of practice educator). They are also supported by an Academic Tutor who works in partnership with the Consultant Social Worker to facilitate learning. A weekly “unit meeting” is a foundational aspect of the programme, providing opportunities for in‐depth discussion, teaching, and reflection on practice with families. The authors worked together over the first 2 cohorts of the programme and undertook action research to explore the learning opportunities that arise when academic staff and practitioners work side by side to support student learning in this model. ABSTRACT This paper seeks to further discourse concerning the implications of critical social work for direct practice with families and children. It presents and discusses a hypothetical example of how a social worker in a social care agency in Israel can incorporate critical social work notions into an official social work report. The paper begins by presenting key concepts in critical social work, their manifestations in practice and their implications for official social work reports. It then presents a mock report informed by critical social work ideas and discusses its structure and contents. The mock report provides an example of how abstract notions central to critical social work can be actualized. Family group conferencing (FGC) coordinators in public mental healthcare are confronted with clients who have little faith in professionals and organizations, who hold off decisions in their family life, who avoid care and who sometimes behave in a hostile manner. A lack of initiative to deal with their situation is not only reserved for clients - all bystanders, including professionals, can suffer from it. The multiplicity and severity of the client's problems lead to a situation wherein everyone involved waits for the initiative of the other. The independence of the FGC coordinator - a fellow citizen, who is free of organizational loyalties and comes to assist other citizens in establishing a plan - seems to work well with the client group of the public mental healthcare. However, the coordinator cannot always prevent deferral or failure of conferences. Drawing on empirical and theoretical findings, this paper considers the possibility of collecting feedback as a way to contribute positively to the alliance between FGC coordinators and those for whom a conference is deployed. We highlight findings from three case studies that centred on multiproblem families. The findings indicate the importance of feedback theory for FGC coordinators in enhancing trust and engagement. ABSTRACT This paper draws on a small-scale study examining the experiences of highly vulnerable families with complex and enduring needs. The previous UK government and the current government have sought to develop policy and service initiatives that target families who present high levels of need and require high cost services. However, to date remarkably little is known about family perspectives and experiences. In this paper, family accounts of their experiences are presented and it is suggested that from these come some difficult practice questions. The family data reveal evident gaps in existing practice and challenges social work to 'think family' in new ways. The paper explores how families understand they are understood at the point of engagement, the assumptions that are made about family knowledge, and how families share and withhold information about their needs and experiences. In the discussion, the argument is made for the development of nuanced practice capable of recognizing and working with the ways highly vulnerable families 'do family', and the processes that support and inhibit professional interventions. ABSTRACT This paper describes a project undertaken by family centre staff, drawing on the ideas of the Marlborough Family Service in using multi-family groups as part of their parenting assessments. Child protection assessments are complex and have a far reaching effect on the lives of vulnerable children; practitioners can carry the burden of assessing parents' capacities to meet their children's needs without adequate supervision or support. Our project was developed following the implementation of a new policy, the Public Law Outline, requiring parenting assessments to be completed within a 40-week time frame. We were concerned that this would not afford the opportunity to develop a sufficient relationship with families to provide a thorough assessment. The paper describes the incorporation of multi-family days into the parenting assessments and the effect of this work on clients and practitioners. This paper is a practice paper, rather than a formal evaluation, and describes a project in which family centre workers sought to provide a model of assessment based on working as part of a team, managing uncertainty and valuing the opportunity to develop a relationship with clients in order to make an assessment. Whilst there are many commonalities in the experience of living in hardship, there are also many ways in which the experience of poverty varies. This paper draws on findings from life-history interviews about parenting and children's well-being which were undertaken with 70 low-income households including nine Bangladeshi families living in London. The paper explores the ways in which the experience of Bangladeshi families was similar to and different from the sample as a whole, discusses the intersection of culture, class, gender and ethnicity in the experience of living in poverty and how this impacted on parents' ability to access support. The findings show the many and complex ways poverty impacts on families' lives and suggest that many of the barriers for Bangladeshi families' to accessing services that have previously been identified still exist. The findings highlight the importance of social workers having the space to reflect on and develop their own practice in order to avoid oversimplistic assumptions about the experiences of Bangladeshi families and the need for home-visiting services so practitioners can develop relationships and build the confidence of the most socially excluded parents. This paper argues that child protection organizations intent upon tackling low retention rates and enhancing the services they offer to children and families must pay greater attention to the emotional life of the organization and to enabling workers to manage the intrusiveness of the work. Findings from in-depth qualitative interviews with child protection workers and supervisors are reported in the form of a story about the insider's experience of the organization. The consequences of working in an organizational culture that denies opportunities for workers to understand and manage the emotional toll of the work are explored. While reporting on research and work undertaken with Australian child protection workers between 1997 and 2002, the view is expressed that these ideas have current relevance to many organizations in the health and welfare field whose core business involves workers coming into contact with individuals in complex, uncertain and ambiguous situations. The paper looks at what needs to change about organizational structures such as supervision to promote learning within a more healthy organizational culture. With the introduction of the highly publicized Sure Start Local Programme (SSLP) initiative in 1998, the UK government introduced a community-based set of provisions targeted at families with children under 4 years who were living in some of the 20% most deprived and disadvantaged geographical areas in England. These programmes were designed to combat the adverse effects of poverty and disadvantage on the long-term outcomes for children and families. One challenging dimension for programme development has been the facilitation of access to the services on offer in these programmes. Drawing on findings from the implementation module within the government-commissioned National Evaluation of Sure Start, this paper examines the way in which SSLPs have sought to facilitate access to services for their local communities and to encourage community members to take up and continue using those services. This paper presents a detailed overview of programme activity in respect of access. It identifies a continuum of access and a model of three styles of parental service use. This paper draws on the findings of a project, funded by the Economic and Social Research Council of the UK, examining how child and family multidisciplinary teams learn and work together. It outlines the approach taken by the research team before going on to explore New Labour policy around ‘joined-up thinking’. The paper focuses on the role of social workers in the teams and uses qualitative data to explore the experience of social workers in relation to four key issues: models of professional practice, status and power, confidentiality and information sharing, and relations with external agencies. We argue that these are complex and contested issues that are challenging for the workers concerned. We conclude that whilst joined-up working is complex and demanding, social work is well situated to meet the challenge, and that social workers in multidisciplinary teams are committed to making them work. This paper presents a ‘best practice perspective’ on child and family work. This involves moving beyond the ‘deficit perspective’ which dominates how the literature examines practice negatively in terms of what is not being done well to one which sets out best practice positively as a model for learning and developing systems and practice competencies. The paper focuses specifically on the meanings and development of best practice in family support in the context of child protection work. This involves work that is not only sensitive to achieving child protection and empowering practice in the context of power differences, but which meets the challenges of engaging therapeutically with and ultimately helping (often resistant) service users. The paper argues that issues of trauma and healing, and self-actualization more broadly, need to move to the centre of how family support and child protection are theorized and done. The aim should be to promote child protec-tion, welfare and healing through the development of egalitarian relationships in what Giddens calls the ‘democratic family’. [ABSTRACT FROM AUTHOR]

Change within social work organizations is incessant. This has implications for senior managers and elected members who have to manage these changes. The Department of Health has introduced new guidance entitled the Framework for the Assessment of Children in Need and their Families (Department of Health 1999a). The guidance is based on a number of principles that require an attitudinal shift in terms of assessing ways of safeguarding children and promoting their welfare. This paper describes strategic approaches to the effective introduction of the framework within social services departments and other child welfare organizations. Two models have been adapted from practice: the actual framework for assessing children and their families and the Protchaska and DiClementi model of change. These models complement each other. The adapted Assessment Framework provides a structure to assess the readiness of the organization for the implementation of the new framework. The model of change provides a schema for planning, implementing and reviewing the introduction and operation of the Framework for the Assessment of Children in Need and their Families. Although the focus of the paper is the introduction of the new guidance, the models can be utilized by senior managers in any social care organization who are facilitating major changes in the organization. The range of centres where parents and children come together has mushroomed in different parts of the world, as new social work practices address the emerging non-material needs of parents in changing demographic contexts. In this paper, we explore the origins and modi operandi of these centres in Belgium, France, Italy and Japan. Analysis of previous studies and policy documents reveal diverse political rationales, including addressing declining birth rates, preventing psychosocial problems and social isolation of mothers and promoting social cohesion and equality of educational opportunities. Remarkably, despite the diverse cultural and socio-political contexts and rationales, these centres also share very similar ways of functioning and provide an informal type of social support to parents with young children. ABSTRACT Social workers' interventions in support of children and their families have often proved a minefield of sort, filled up with conflicting demands, expectations and tasks. This paper sets the resulting debate in the context of both social policy orientations and social work cultures. It argues that partnerships between families and practitioners have to be understood as the result of a complex set of factors. Data from a qualitative study of social work professional cultures suggest that among practitioners, policy orientations intertwine with different styles of conceiving social work; accordingly, professional cultures play an important part in connecting, or failing to connect, child protection and family support. ABSTRACT The Moving Parents and Children Together (M-PACT) programme is one of the growing number of interventions tailored to meet the multiple and complex needs of children and families affected by parental substance misuse. This paper pulls together the qualitative findings from 13 evaluated M-PACT programmes in England. Sixty-four families attended an M-PACT programme, including 82 children and 75 adults. Qualitative data were collected from 37 children, 36 adults and over 30 group facilitators. Six themes are discussed: engaging with M-PACT, shared experiences, understanding addiction, changes in communication, healthier and united families, and ending M-PACT. The majority of families benefitted in a range of ways from the programme: meeting others who were experiencing similar problems, greater understanding about addiction and its impact on children and families improving communication within the family. In many families there was more openness and honesty, stronger relationships and more time as families, and a reduction in arguments and conflict. The key findings are discussed in terms of the potential for interventions of this kind to reduce family-related harm from parental substance misuse. [ABSTRACT FROM AUTHOR]

ABSTRACT Family preservation services (FPS) include a set of services designed to prevent out-of-home placement for children at risk of child maltreatment. Research examining FPS is inconsistent, with some studies reporting positive results, while others fail to demonstrate improved outcomes for many families. To understand the experience of receiving these services from the perspective of consumers, this paper reports the qualitative findings from a mixed methods study to examine families' experiences with FPS. To accomplish this objective, a purposive sample of 36 families was followed from referral to case closure. Specifically, 85 semi-structured, in-depth interviews were conducted at onset, midpoint and case closure to examine the perceptions of clients throughout service delivery. Each interview was audiotaped, transcribed and analysed using open and secondary coding strategies. Findings suggest that similar to other studies, families' perceptions of FPS were mixed. Some found the services relevant and supportive, while others were less satisfied. The four qualitative themes discussed by these participants included service content, service delivery, emotional support and tangible support. These themes help to provide in-depth descriptions of the perspectives of this sample of families. Implications for practice are discussed. [ABSTRACT FROM AUTHOR]

ABSTRACT Partnerships among service providers are an important aspect of human service delivery, including in the early childhood and family service sector. There is extensive international literature on factors contributing to partnerships - also termed service coordination, collaboration or integration - but little evidence of partnership outcomes exists where partnerships are a funded and mandatory component of large-scale programmes. This paper reports findings from an evaluation of the Australian Government's Communities for Children (CfC) programme. Under CfC, partnerships were mandated and funded, and the evaluation findings show that the programme resulted in an increased number of agencies working together to support families with young children (0-5 years) and that working relationships between agencies improved. In recent years, there has been a growing recognition of the reactive way in which policy is translated into practice on the front lines of child and family welfare organizations, particularly in how risk is assessed and responded to by staff at all levels in these organizations. Major reforms to family law in Australia and programmes set up to complement the existing Commonwealth-Funded Family Relationship Services Program provide an opportunity to rethink how staff can be provided with a systematic and research-based set of guidelines for screening and assessment. This paper examines the role of practice frameworks in general and the Australian family relationships screening and assessment practice framework in particular to demonstrate not only how this broader evidence-based approach encourages well-informed, professional and ethical practice but also how it leaves room for creativity and local, place-based responsiveness. Participation of children and parents is a central notion in child and family social work. This paper reports on a research dealing with how the participative paradigm comes to the fore in the practice of report writing in the work with looked-after children. As social work is essentially a language-centred activity, report writing is a core skill in social work. A participative practice of report writing would imply that the perspective of the children and parents is present in the reports. The results of our research show that a participatory approach to writing reports is not self-evident. On the one hand, the practice of report writing shows a big diversity in the way the client's perspectives are given attention. On the other hand, the incorporation of the client's voice does not necessarily stand for a participatory approach because it may be used to strengthen professional views rather than clarify clients' perspectives. Children's Centres are the latest in a line of initiatives designed to provide neighbourhood-based family support. These are part of a spectrum of preventive services from Universalist (primary prevention) to permanence and rehabilitative work (quaternary). High levels of need confronted by tertiary Child Care Social Work and Child and Adolescent Mental Health Services, mean that the contribution of these centres at secondary level and responsiveness to its higher-level needs, have become particularly important. At the same time, the involvement and perspectives of service users have become equally important in the evaluation and development of centres. Users, though, can help create the culture and expectations in centres just through the processes of interaction developed over time. However, although users have evaluated services for their openness, we know little about the part played by service users themselves – particularly through their informal interactions and culture – in the responsiveness of centres to higher-need families for whom secondary level prevention is appropriate. This paper focuses on the part played by service users as gatekeepers showing they can play an important, and sometimes limiting, part in the responsiveness of centres. Programme evaluators increasingly strive to capture how service users experience child and family welfare programmes. Yet user involvement is rare in a more routine form of evaluation: performance measurement. This paper considers how service users' perspectives can help improve the performance indicators that inform child and family service funding, management and planning. Qualitative research, conducted in family support contexts in New South Wales, Australia, identifies five user-defined domains upon which indicators can be based. As well as showing how parents judge service quality and outcomes, the findings also show how they experience data collection, and how they prefer to participate in the routine performance measurement and monitoring that informs child and family welfare provision. This paper presents findings from a study of the effectiveness of family support services provided through two family centres run by a voluntary agency in partnership with a South Wales local authority. It evaluates the effectiveness of family support services by looking at both the family views and a number of measurable outcomes in terms of reported changes in family functioning and the well-being of children and parents. Interventions were monitored over 6 months using a pre-test post-test non-equivalent groups design, incorporating quantitative and qualitative methods. Child well-being, family functioning and some aspects of parental well-being (related directly to the child) did improve over the intervention period for family support service users. This improvement resulted in the family support service users ‘closing the gap’ with non-service users (comparison group), to such an extent on some measures, as to be statistically significant. The qualitative evidence confirmed these improvements. The only area that did not improve, according to the quantitative findings, was that of parental well-being (not related directly to the child). This includes important factors around social support networks, such as parental confidence, social interaction and social contact. The reasons for lack of improvement in these areas are discussed, emphasizing the importance of monitoring the impact of using the service and incorporating a focus on the quality of the nature of the relationship between the worker and the service user. This paper provides a review of the literature about family centres and other examples of centre-based practice. The literature reflects a period of some 25 years in which practice has sought to integrate protection, support for families and local development in local centres. The literature shows great descriptive activity in the 1980s, and some Children Act (1989) sponsored studies, particularly of the voluntary sector, in the early 1990s, followed by inactivity before a new and more sophisticated literature emerges in the late 1990s and early 2000. While lacking experimental design, the strengths of the contemporary picture show in the appreciative voice of the user, including those at the very margins; studies of support programmes nurtured by centres; lessons about socially inclusive practice and the melding of formality and informality; theorization about centre-based practice as a containing space; and attempts to understand complexity and synergy and to develop a theory of change. This domain of practice appears to have much to offer the new UK child care strategy and inter-professional context if the opportunity is taken. [ABSTRACT FROM AUTHOR]

Community programmes designed to improve the functioning of disadvantaged neighbourhoods and the families living there, as well as to reduce specific problems such as child abuse and youth offending, are currently very popular with the UK government. However, whilst there is considerable knowledge about the structural causes of individual and neighbourhood disadvantage in UK society, evidence about the role that community programmes can play in addressing these inequalities is much more limited. The evidence that does exist tends either to have been imported from other parts of the world (notably the USA), or to be in the early stages of evaluation in the UK, with the initial findings sometimes proving rather unconvincing. In particular, the limitations of targeted funding, and the difficulties of establishing and maintaining the effective partnerships upon which successful programmes rely, are emerging as significant issues. In this paper the implications of these findings for the future of children's services is considered, in the context of ever-widening inequalities in UK society and the government's plans for children's trusts, integrated children's centres, and extended schools, involving multi-agency working between health, education and social services. More than 20 years of research with disabled children, young people and their families has highlighted the need for the different professionals and services that support them to work more closely together. The British policy and legal framework for ‘joined up working’ has never been stronger. However, there has been an assumption that multi- or inter-agency working will inevitably be a ‘good thing’ for families. This paper discusses findings from a 3-year research project which looked at both the process and impact of multi-agency working on families with a disabled child with complex health care needs. Interviews with 25 parents and 18 children and young people who used six developed, multi-agency services were carried out. Findings suggested that the services had made a big difference to the health care needs of disabled children but were less able to meet the wider needs of the child and the family – particularly in relation to social and emotional needs. This paper presents findings from a study of the costs and effectiveness of family support services offered to 40 families with a high level of need, in two neighbouring local authorities in North Wales. It describes the level and type of services offered by different agencies in each of the authorities, estimates the costs of these services, and assesses outcomes for the families receiving them after three months. Information is also provided about families’ experience of the support they received, and the kind of help they would have liked. Parents’ well-being and family functioning were found to improve over the intervention period in both authorities, although only to a limited extent. Improvements were greater among those who were living with partners, and less among families identified by social workers as having financial difficulties or problems with drug or alcohol abuse. Respondents who rated their problems as very severe showed less improvement. The pattern of service provision and the costs involved turned out to be similar in both authorities, so it was not possible to reach conclusions about the relationship between services and outcomes. However, a number of themes emerging from the data are discussed, including the role of day care services in supporting families with young children, the impact of poverty and deprivation on parents’ ability to provide good care for their children, and the importance of an interagency response to children's and parents’ needs. The use of social pedagogy as a paradigm for critically appraising developments within child and family social work has been largely neglected. This paper outlines the work of Augusto Boal and his adoption of social pedagogy as a method for empowering oppres-sed social groups in Brazil. It is argued that Boal’s approach can be adapted by using action research techniques to analyse and effect change in situations where child care professionals face daily contradictions in their attempts to both protect children and support families. To demonstrate its relevance to child care practice, a description is provided of how the approach was used with two groups of social work students – one undertaking qualifying training, the other post-qualifying training. The results of this application suggest a new theoretical framework for practice which aims to establish communicative consensus around the needs of children and a mutual appreciation of roles and responsibilities. The article introduces a series of papers about services to children and families in Great Britain. The paper "Every Child Matters," proposed a number of radical structural changes, designed to improve the quality of coordination and cooperation. Some papers do reflect the concern and anxiety surrounding cooperation in the areas of child protection but all go beyond the structural factors, which may impede effective working together. A range of key issues, especially in relation to role, and explanatory theories are considered. Also, the settings on which discussion is based are varied, including teams working with severely disabled children and their families.
