This paper explores how social workers intervene with affluent parents when there are child protection concerns about neglect. Based on data gathered from a small‐scale exploratory qualitative study with 30 practitioners from 12 local authorities across England, this study examined three overarching questions: (a) How do social workers identify risk factors for vulnerable children in affluent circumstances? (b) Which factors inhibit or enable social workers' engagement with resistant affluent parents when there are child protection concerns? (c) What kind of skills, knowledge, and experience is necessary for social workers to effectively assert their professional authority with affluent parents when there are concerns about abuse and neglect? The findings revealed that indicators of neglect can be difficult to identify and challenging to respond to when parents are affluent. Results indicate that social workers have to navigate complex power relationships with parents who are able to use their class privileges to resist their interventions. Using Ellen Herman's concept of 'kinship by design' ( KBD), this paper analyses recent efforts to reform adoption in England, arguing that they represent an attempt to curtail the powers of adoption professionals and their established practices of assessing and responding to risk. Examining policy contexts and relevant research, the paper looks at various facets of contemporary KBD in England as they relate to adoptable children, the treatment of adopters, matching, support and systemic governance of adoption within a mixed economy. From this analysis, it is suggested that the evidence base for many of the reforms is limited and that in important respects represents a 'manufactured crisis' used to justify radical changes, which, in turn, pose significant risks to wider policy and practice in child welfare. ABSTRACT This paper focuses on the process of engaging with families where a child is at risk of harm, and considers a relationship-based approach to work with 'involuntary clients' of child protection services. Contextualizing the discussion within a broader understanding of the role and importance of relationship-based practice, a conceptual and ethical framework is outlined that can, it is suggested, support effective relationship-based work and moral decision-making with involuntary clients. Making use of psychoanalytic and more broadly psychodynamic insights, along with perspectives drawn from recognition theory, it is argued that relationship-based practice offers the potential for recognition, respect and reciprocity, and that these three aspects of relationship provide a foundation for ethical engagement with involuntary clients. However, such an approach is not without tensions, so the latter part of the paper considers some of the challenges and dilemmas that accompany the process of trying to engage parents who do not want to be 'worked with'. ABSTRACT This paper examines the issue of parental engagement where children's services have brought court proceedings to protect children, from the perspective of specialist lawyers who represent parents. It draws on an in-depth, qualitative study of parents' representation conducted between 2008 and 2010. Parental non-co-operation with children's services is a common feature in these cases. Lawyers are partisans with duties to follow clients' instructions. They seek to build a trusting relationship and keep clients engaged in the process by giving advice, taking instructions and providing emotional support. Lawyers accept that parents have an absolute right to contest but use their power and authority to encourage their most vulnerable clients to concede. They are largely successful in keeping clients engaged in proceedings but parents rarely make the necessary changes in parenting. [ABSTRACT FROM AUTHOR]
