The idea that climate change may cause the loss of atoll countries is now taken for granted in much of climate change science, policy and media coverage. This normalisation of loss means atoll countries now face a future that is apparently finite, which is a grievous situation no other country has to contend with. This paper explains the dilemmas this presents to atoll countries. If there is a risk of forced migration, then strategic planning can minimise its social impacts. Yet, doing so may bring future dangers into the present by undermining efforts to facilitate adaptation to climate change, creating new identities and deterring investments in sustainable resource management. To overcome this dilemma, the paper argues for a more hopeful approach to the future of atoll countries, because for as long as the science of loss remains uncertain, and the limits to adaptation are unknown, forced migration cannot be taken as a matter of fact and could possibly be averted through emission reductions and a vastly improved and significantly more creative approach to adaptation. This paper explores the effects of different representations of informal economies in Third World settings. Both the neoclassical and political economy approaches have represented the informal economy as a transient entity, and the non-capitalist practices it comprises as being remnant economic forms, or as already capitalist. Mainstream development discourse (that reflects the neoliberal paradigm) continues to ignore the value and potential of non-capitalist practices and to represent them as inconsequential to development outcomes. Meanwhile contemporary livelihood studies across the social sciences have documented the continuing vibrancy of different and hybrid economic forms in the Asia Pacific. In this paper, I use a diverse-economies approach to explore the complexities of the village economy of Oelua in Rote, in the so-called lagging region of Eastern Indonesia. Drawing on anti-essentialist Marxist theory in economic geography, I describe the multiple, locally specific and coexisting practices that comprise Oelua's diverse economy, which include distributions of surplus labour to promote social and economic well-being. I argue that recognising informal village economies as an important development resource could begin a process of building diverse development trajectories in Eastern Indonesia, complementing mainstream development proposals to attract foreign direct investment, shore up development assistance and source out-migration. Drawing on field work in Southern Thailand undertaken in July 2005, the study illuminates the complex and contingent way in which the Indian Ocean tsunami of December 2004 affected communities, households and individuals. The paper problematises the indiscriminate/discriminate patterning of impact and recovery and also makes a case for a delocalised and transnational approach to understanding the impacts of the wave. Using the notion of ‘tsunami footprints’ and drawing on qualitative interviews, the paper proposes that impacts need to be seen in the context of the spatially dispersed networks of association that characterise the Thai space economy and Thai society. Drawing on work on poverty dynamics, the paper also explores three explanatory disjunctures in recovery transitions: the disjuncture between the pre-tsunami context and the post-tsunami situation; the disjuncture between structure and agency; and the disjuncture between the appearance of progressive and gradual change in societies and the lived reality of turbulence. Through reviewing South-East Asia’s recent economic engagement with the global economy, this paper points to profound recent transformations in the scope and character of the region’s development. Foreign direct investment was the key driver of regional growth in the pre-1997 period, yet currently, the region faces a more difficult and multifaceted economic arena from which to attract such funds. Foreign direct investment is more selective, both geographically and by sector, than was the case in that earlier period. This paper explains the confluence of economics, business practices and politics that are giving rise to these outcomes, and concludes from this that development trajectories in South-East Asia will become more diverse between the countries of the region, with implications for how we understand regional economic performance. This paper examines the evolution of the dairy complexes of New Zealand and Chile in the context of increasing bilateral interaction between the two countries, and their recent signing of a ‘Trans-Pacific Strategic Economic Partnership’ (TPSEP) free-trade agreement. The two economies can be said to occupy semi-peripheral positions in global markets and have, through the twentieth and into the twenty-first century, increasingly competed for market share in a range of primary product (particularly agricultural)-based export markets. Similar sets of historical processes, although variably timed, have shaped the roles of New Zealand and Chile respectively as resource peripheries, and the extent to which the two countries can collaborate for mutual benefit and transcend these roles is uncertain. In taking a sectoral approach this paper questions the compatibility of the two dairy complexes in the context of the TPSEP, and recommends further sectoral and localised studies in order to better appraise the model of ‘co-opetition’ promoted through the agreement. Research on the economic performance of small states has concentrated on the implications of small size and thin local markets. An interesting feature of many of the world's smallest states, of which the Pacific region has many, is that they face additional challenges than just small size. Many are remote from global markets for their products. In addition, a large number are also islands, many of which are also mountainous. Many of the smaller states are not just islands, but are also archipelagos. Hence in addition to small size, many of the world's small states also exhibit four other characteristics that may affect their economic performance: insularity, remoteness, being archipelagos and being highly mountainous entities. This paper examines the nature of the challenges posed by these four characteristics and seeks to produce empirical evidence of how difficult it has been to overcome these challenges. The paper draws on empirical evidence for 126 very small global states, dependent territories and highly autonomous regions. Although capitalism is now widely seen to be the world's only remaining form of political economy, most discussion of capitalism is vague regarding what it is and gives it little analytical importance. In this paper, I attempt to determine whether two more explicit conceptions of capitalism– those of Ellen Meiksins Wood and Hernando de Soto– can shed any light on the literature on rural smallholder commodity production in the Asia Pacific, and vice versa. I use the papers collected in this volume to analyse the relevance of‘market dependence’ (Wood) and the various‘mysteries of capital’ (de Soto) for agrarian relations in the Asia Pacific. This paper explores two issues. First, it focuses on the question of what is the most appropriate theoretical framework for the study of the urbanisation process in China and Vietnam over the last 30 years? It is argued that Le Fefebvre's theory of the ‘production of urban space’ offers the most useful approach because the political economy it adopts helps identify the major driving forces in the urbanisation process in these formerly socialist societies. The second issue involves the investigation of the differences and similarities in the urbanisation process in the two countries that are engaged in similar processes of structural economic transformation. The conclusion suggests that despite historical and cultural differences between Vietnam and China, the urbanisation process in both countries is exhibiting converging features as both countries are adopting a form of ‘hybrid urbanisation’ that involves a combination of socialist and market economies that does not involve an inevitable move to ‘capitalism’. Much of the post-development agenda is concerned with decoupling Eurocentric imaginings of development from development practices in ‘remote’ regions and exploring new forms of economy that can enhance local well-being. In the South Pacific (and elsewhere), small peripheral economies have confronted globalisation in varying ways. Some places, such as the Micronesian island state of Kiribati, have engaged directly with the global economy by investing capital generated locally in international financial markets rather than in domestic industries. Kiribati's trust fund, the Revenue Equalisation Reserve Fund, maintains a balanced portfolio of international equity and fixed income assets that produces a financial return, helping to augment Kiribati's other national income sources. In this paper we explore the results of capital flowing from Kiribati to global financial markets, noting that this alternative development practice can enhance local well-being. Pacific governments seeking to expand national economies are increasingly looking to tourism to provide revenues. At the same time, companies that operate cruise ships are searching for new destinations for increasing numbers of larger, faster ships which they are launching to cater for steadily increasing demand for cruises. The Pacific region appeals to both companies and passengers as a cruise destination. This coincidence would, at first glance, seem to provide an opportunity for a mutually beneficial relationship between companies and governments in the region. But little is presently available to those in the Pacific who must decide what role this form of tourism might play in their future. This paper reviews some of the environmental, economic and societal impacts of cruise ship tourism and concludes that, managed effectively, this form of tourism can yield higher returns with lower risks than some alternatives and could form a part of a sustainable tourism policy. With the increase of global integration, the peri-urban area (PUA) of megacities in Asia has become a favourite destination for foreign direct investment (FDI). This paper uses the PUA of Shanghai as a case study to investigate the impact of global forces on the urban expansion of the city, and the link between urban growth and sustainable development in this mega-urban context. Shanghai has grown impressively during the past two decades in terms of economic and physical transformation. Much of this transformation has rested on the unbridled exploitation of land and other environmental resources in its peri-urban area. This is characterised by the designation of development zones and the concentration of manufacturing FDI, resulting in dispersed growth and environmental degradation. The disruption of the physical environment, combined with the concentration of the urban poor in these areas (in particular ‘temporary migrants’), has turned the PUA into a potential crisis point threatening the social and economic development of the city. This paper questions the popularity of governance frameworks in explaining development failures and proposing new models of development for Pacific states. Such popularity is attributed to how problems are selected and framed (the doomsday scenario of demographic and environmental collapse, weakening of the state, and an upsurge in corruption) but also, and most importantly, to the recent hegemony of neo-liberal theory in political economy. Taking the MIRAB microstate of Tuvalu as a counterexample, each of those pillars of governance theory is seen to be lacking or to require a more nuanced form of understanding. A brief analysis of how the dominant Protestant church fits into traditional and modern systems of administration illustrates the complexity of local issues. The essay concludes with a discussion of how the neo-liberal governance orthodoxy lacks the critical insight into power and agency afforded by Foucault's concept of governmentality. Owing to increased life expectancies and falling fertility, China will have not only the largest aged population but also the most rapid ageing process in the foreseeable future. The need to provide adequate and affordable support and care for the elderly has recently caused both scholars and policymakers concern. By analysing a 1992 sample of the aged in 12 provinces, this paper examines the support and care received by the elderly, focusing on living arrangements, economic security (income sources and levels), physical care, access to health services and emotional support. In the early 1990s old-age support in China was mainly provided by families, primarily through co-residence. The coverage of government-sponsored pension programmes was limited largely to city dwellers. Economically, physically and emotionally, most old people were well cared for, although the rural old and women were relatively disadvantaged. Rural elderly were more likely to still be engaged in productive activities, while old women were more likely than old men to be financially dependent on their children. Women played an important role as care-givers at home. However, the current familial system is under increasing pressure as the country's social and economic structure changes drastically. To meet the mounting challenge of the future, early and comprehensive strategies are needed to establish an old-age support system that brings into full play the state, local communities and individuals.
