Nothwithstanding crisis and critique, development remains an enduring frame within which much social and economic transformation is interpreted and envisaged. In the context of arguments about the need for a nuanced spatial vantage point on development, this paper asks what this means in the context of new conjunctures and constellations? It focuses on intensified processes and patterns of uneven development manifest as enclaves. The paper explores these drawing on literatures about Southeast Asia, sub-Saharan Africa and the Gulf. The author elaborates the development and refinement of a more human centered approach that she has considered to root out global inequality. Critically analyzing the dominant economic-growth approach taken by many developing countries, the author defends her model of ten central capabilities of a person and analyzes them in terms of political goals. This paper reviews the correlation between per capita GDP and per capita consumption of different sources of energy for OPEC Member Countries, the G-7 and three Asian countries, both with and without natural logarithm. In addition, the paper estimates the ratios for total GDP and total energy consumption of different sources of energy and also estimates GDP energy consumption elasticities. The paper concludes that on a per capita basis most OPEC Countries exhibit negative and weak relationships for all forms of energy, including electricity. For the G-7 and Asian countries, this relationship is positive and strong, with the exception of oil for G-7 countries, where there is a weak correlation. Surprisingly, most OPEC Countries showed a comparatively strong and positive correlation when tested for total GDP in relation to total energy consumption of the respective energy sources. The relationship for the rest of the countries remains unchanged. Population might have distorted the results in OPEC Countries. These results suggest that one should be cautious when drawing conclusions and not ignore the aggregate comparison, as this could otherwise lead to wrong results. For G-7 countries, there has been a significant shift in the pattern of energy consumption in relation to GDP when comparing 1960–73 and 1973–2001. All adjusted downward in the later period. However, the greatest adjustment was associated with petroleum consumption. The general conclusion is that wealth creation in G-7 countries is directly associated with the efficient use of all forms of energy. In contrast, most OPEC Countries exhibit a weaker linkage between energy consumption and economic development on a per capita basis, probably due to inefficient usage of resources or due to disproportionate distribution of wealth and thus energy usage. How does development economics address the issue of gains and losses from the displacement that inevitably accompanies many development processes? This paper argues that economists have struggled mightily between the core criterion of a "Pareto improvement", which vests individuals with infinite rights in their current standard of living, and its deeply conservative implications--both that it would prevent redistribution away from the rich, and that it would stop most projects from ever taking place. Where they have got to conceptually is a compromise, through using distributionally sensitive weights to evaluate the gains and losses of a project. In practice, however, systematic use of such weights in project appraisal or cost--benefit analysis is rare. Apart from advocating such use, which is true to the spirit of the conceptual position reached in economics, the paper argues that specific compensation mechanisms and generalised safety nets will reduce tensions between protecting the vulnerable and supporting projects that produce aggregate net benefits--including benefits for the vulnerable themselves. This paper examines trends in local economic development policies in Canadian and U.S. cities over the past fifteen years. Using data drawn from surveys conducted at four points in time -- 1990, 1994, 2001, and 2005 -- the study provides a longitudinal assessment of change versus stability in overall approach toward economic development. Findings indicate that Canadian and U.S. cities have followed relatively similar trajectories in the extent to which they use particular economic development policies. Overall, the most common economic development policies in both nations have been and continue to be very similar: infrastructure investment generally, land development, basic promotion, and the use of special events to attract and retain businesses and residents and to promote the community. Thus, there is a visible pattern of the "least of differences" among cities in Michigan and Ontario in their development strategies and approaches. [ABSTRACT FROM AUTHOR]

This paper discusses the recent literature on the role of the state in economic development. It concludes that government incentives to enact sound policies are key to economic success. It also discusses the evidence on what happens after episodes of economic and political liberalizations, asking whether political liberalizations strengthen government incentives to enact sound economic policies. The answer is mixed. Most episodes of economic liberalizations are indeed preceded by political liberalizations. But the countries that have done better are those that have managed to open up the economy first, and only later have liberalized their political system. [ABSTRACT FROM AUTHOR]

Over the past three decades, those advocating for arts funding have shifted their arguments. When the National Endowment of the Arts (NEA) was created in 1965, its supporters praised arts and culture for their uplifting qualities, and for their ability to counterbalance trends toward materialism and militarism. By the 1990s, arts advocates were far more likely to use instrumentalist arguments, showing that investment in arts and culture produce other desirable benefits, most notably economic development advances. This article reviews the changing discourse of arts advocacy in several ways: (1) by reviewing and coding Congressional debates on arts funding from 1965–2000, (2) reviewing arts coverage in the New York Times and selected arts periodicals during this same time period. Comparing this case to others in the literature on policy redefinition, the paper argues that cultural advocates have consciously reframed their arguments to broaden their appeal in the face new and more threatening opposition. This paper focuses upon the emergence of the night-time economy both materially and culturally as a powerful manifestation of post-industrial society. This emergence features two key processes: firstly a shift in economic development from the industrial to the post-industrial; secondly a significant orientation of urban governance involving a move away from the traditional managerial functions of local service provision, towards an entrepreneurial stance primarily focused on the facilitation of economic growth. Central to this new economic era is the identification and promotion of liminality. The State's apparent inability to control these new leisure zones constitutes the creation of an urban frontier that is governed by commercial imperatives. [ABSTRACT FROM AUTHOR]
