This book is a compilation of government reports on weapons of mass destruction. The first chapter is a bill that seeks to ensure the Department of Homeland Security (DHS) has the structure, authority, and tools it needs to counter the threat of weapons of mass destruction. Chapter 2 discusses the continuation of the national emergency with respect to the proliferation of weapons of mass destruction. Chapter 3 reports on the Department of Homeland Security's organization to counter weapons of mass destruction. The danger North Korea poses to the world is more than just its rogue nuclear program and ballistic missile brinksmanship as discussed In chapter 4. Chapter 5 examines (1) DHS programs and activities to prevent and protect against domestic chemical attacks and (2) the extent to which DHS has integrated and coordinated all of its chemical defense programs and activities. Chapter 6 examines (1) information the federal government has about the procurement, distribution, use, and disposition of Agent Orange; (2) DOD and VA efforts to make information about where Agent Orange and its components were tested and stored available; and (3) challenges associated with Agent Orange testing.

An attacker's missile-borne countermeasures to ballistic missile defenses are known as penetration aids, or penaids. To support efforts to prevent the proliferation of penaid-related items, this research recommends controls on potential exports according to the structure of the international Missile Technology Control Regime.

This volume shows us that in order to deal with today's Fourth Generation asymmetric warfare by terrorist groups using conventional arms and weapons of mass destruction, we need a new ‘global networked'approach.The contributors examine the various attempts that have been made to counter the latest wave of terrorism, including the US strikes against Afghanistan and Iraq, President George W. Bush's declaration of a ‘war against terrorism', the creation of the US Department of Homeland Security, and the 9/11 Commission. There is a wide spectrum of potential threats to the U.S. homeland that do not involve overt attacks by states using long-range missiles or conventional military forces. Such threats include covert attacks by state actors, state use of proxies, independent terrorist and extremist attacks by foreign groups or individuals, and independent terrorist and extremist attacks by residents of the United States. These threats are currently limited in scope and frequency, but are emerging as potentially significant issues for future U.S. security.
