A top-10 list of biggest news stories, best-selling books, most popular music and movies, richest companies, and best places to visit or live. It seems everyone has his or her own top-10 list, reflecting, perhaps, differences in regional, national, and cultural values. Companies and governments most often tend to focus their top-10 lists on economic priorities, or priorities related to national defense, security, public health, and new infrastructure. This year, 2007, was no exception. Yet, increasingly, we see governments, private organizations, and companies advocating a new type of prioritization. The complexity of societal change requires an enhanced capacity for scientific assessment, monitoring, and emer gency response. New uncertain and multifaceted risks and stressors as well as globalization and public pressure for decision transparency drive the need for a new framework for thinking about prioritization. This framework needs to reach beyond the realms of economics, world trade, and corporate management to include the environment, stakeholders, public preferences, and social goals. Moreover, corporations and individuals are not only interested in generic 10-best lists; they want lists tailored to their values, goals, and current economic and social state. For example, the U. True mangrove flora and their associates in the lower Gangetic region are noted for their wide spectrum of ecosystem services in which carbon storage and sequestration by the forest is one of the most important components. Many researchers are updating the carbon repository of the lower Gangetic delta mangroves with the aim to ascertain their role to reduce the carbon dioxide level of the near surface atmosphere. However, due to difficulty in assessment, marketing, and lack of clarity over ownership of natural resources, the mangrove-based carbon trading system has not yet crystallized.There is an estimated 13.76 Mha of mangrove forests world-wide, approximately 20% (2.6 Mha) of which is potentially investible for carbon finance projects, based on the probability of imminent threat. The magnitude and the variability of threats to which the mangroves of the lower Gangetic delta are exposed to have made the trading process more complicated. In addition, gaps also exist between the national government policy and the trading of the blue carbon projects, which has kept the future of such projects remain on hold. The authors put forward the views that the creation of more financial facilities for restoration and expansion of blue carbon (preferably mangroves) with the involvement of the local communities can provide the initial capital involved in developing mangrove-based carbon projects. This includes the costs of conducting feasibility studies, implementing capacity-building programs, monitoring the health of the mangrove plantation/restoration on regular basis, and creating mangrove-based alternative livelihood programs that will support island dwellers of the region in order to accelerate the magnitude of mangrove-based carbon projects leading to growth of the mangrove trading market.

This book aims to be the first collection to present a systematic and in-depth assessment of existing national legal and policy frameworks vis-à-vis the SSF Guidelines. This assessment is done through the transdisciplinary and collaborative work of researchers, governments, and civil society organizations for the analysis of the cross-thematic questions, which the contributors of this book aim to address. Firstly, what are the relevant laws and policies that matter for securing rights of small-scale fishers and their communities? How are small-scale fisheries defined by national laws and policies? How are small-scale fisheries treated (i.e., specifically or generally) in these instruments? Are there specific provisions and references to small-scale fisheries or any of its associated terminologies (e.g., artisanal, subsistence, traditional, indigenous)? Secondly, how the relevant instruments address the 8 small-scale fisheries key issues outlined in that rapid appraisal study? What are the strengths and gaps in these instruments? Do they address issues that are not covered by the SSF Guidelines? Do they contribute to clarifying other legal issues that are relevant for sustainable small-scale fisheries? Finally, since the book also aims to explore the accessibility of these legal and policy instruments for those to which they matter the most (the small-scale fishers), the following questions were also considered: What challenges do they face in knowing and understanding the relevant laws and policies in place? Which tools, measures and processes are available in the countries to ensure small-scale fishers can claim for their rights? The book delves into the intricate relationship between India's forest governance, laws, and policies over time, examining their effects on the quality and coverage of the country's forests. Historically, especially during the British era and the initial phase following independence, forests were valued for timber, leading to increased deforestation to fulfill the rising demands of shipbuilding, railways, residential construction, and industry. The economic benefits derived from converting forest land for developmental purposes were a key factor in this trend. However, recent statistics indicate that except Maharashtra, most of the forest rich states including MP and Chhattisgarh have lagged in economic development. The history of overexploitation and diversion for non-forestry use has also led to less forest area per capita. India has lost tree biomass much more than its productivity potential, and the average biological productivity of Indian forest is much below the global average. It is extremely important to restore the health of natural forests which are, by far, the best and a highly cost-effective carbon sequestering machine provided by nature. The book also provides research data, both at national and global scales to convincingly put forward the contention that natural forests are sine qua non and under no circumstances can farm and roadside plantations, tea and coffee plantations, and orchards be a substitute for natural forest for three important reasons: (1) the influence of natural forest on rainfall, (2) the complexity in maintaining energy flow, and (3) the impact of natural forest or deforested sites on soil.
