This book explores the interaction between climate change phenomena and the soil–plant–atmosphere continuum (SPAC), which inspects the crucial role of anthropogenic greenhouse gas emissions in modifying the net ecosystem response towards the modified environment. The world is faced with a growing number of complex and interconnected challenges. Water is among the top 5 global risks in terms of impacts, which would be far reaching beyond socio-economic challenges, impacting livelihoods and wellbeing of the people.As freshwater resources and population densities are unevenly distributed across the world, some regions and countries are already water scarce. Water scarcity is expected to intensify in regions like the Middle East and North Africa (MENA), which has 6% of the global population, but only 1% of the world's freshwater resources. Climate change adds to this complexity as it is leading to rainfall uncertainty and extended droughts periods, mostly in arid areas.Increasing water scarcity is now recognized as a major cause of conflict, social unrest and migration and at the same time water is increasingly considered as an instrument for international cooperation to achieve sustainable development. Tapping and assessing sustainably every available option in water-scarce areas is needed as pressure continues to build on limited water resources.The stark fact is that conventional water provisioning approaches relying on snowfall, rainfall and river runoff are not enough to meet growing freshwater demand in water-scarce areas. Water-scarce countries need a radical re-think of water resource planning and management that includes the creative exploitation of a growing set of viable but unconventional water resources for food production, livelihoods, ecosystems, climate change adaption, and sustainable development. Unconventional water resources are generated as a by-product of specialized processes; need suitable pre-use treatment; require pertinent on-farm management when used for irrigation; or result from a special technology to collect/access water.

The existential environmental crisis prompted the United Nations to formulate the Millennium Development Goals at the turn of the 21st century in order to embark on an era of sustainable development. The progress and deficiencies in achieving the Millennium Development Goals provided impetus to the intelligentsia and policymakers to map out the pertinent goals for a sustainable growth trajectory for humanity and the planet. The United Nations'2030 Agenda for Sustainable Development, which was adopted in September 2015, took the shape of 17 Sustainable Development Goals (SDGs) and 169 targets. In effect, the 17 Sustainable Development Goals focus on protecting the earth's life support systems for intra- and inter-generational equity and for development that is rooted in sustainability science. Attaining these goals is an uphill task; nevertheless, scientific knowledge, trans and interdisciplinary inquiries, concerted global action and capacity building would provide an enabling environment for achieving the SDGs. This book explores the synergies and trade-offs between climate change management and other SDGs. It describes the processes by which meteoric water comes into contact with the vegetation's canopy, typically the first surface contact of precipitation on land. This book assesses the effectiveness of changes in watershed interventions in one of the most fragile resource regions of India. In the past decades, environmental scientists, economists and physicists have been juggling critical issues within environmental strategies and environmental management styles in order to find a feasible medium between limited resources, long term demands and objectives, and interest groups. In the search for best management alternatives, practice has undergone a pendulum swing between stages that can be characterised as frontier economics, radical environmentalism, resource management/allocation, selective environmentalism and sustainable environmental management. The next stage of management must answer such questions as: `Can there be a global - uniform environmental strategy?', or `Based on their characteristics, can different issues, different regions and different applications have unique environmental strategies?'Based on this premise, the next stage of management may be identified as risk based sustainable environmental management. The goal of this style will be the risk based, long term, harmonious management of economic resources and environmental preservation for health, safety and prosperity of sustainable populations. When evaluation of risk or risk based ranking of management alternatives enter the picture as part of the overall puzzle, then social policy, ethics and health issues assume a very important role in the management strategy. Economic incentives and environmental constraints have to be considered harmoniously, the main emphasis being placed on protection and preservation of human health and the long term sustaining of populations.

The Ecological Bases for Lake and Reservoir Management provides a state-of-the-art review of the range of ecologically-based techniques necessary for the holistic management of lakes and their catchments. Most of the methods, case studies and national policies reviewed are directed towards management of the largest problem - eutrophication - with the emphasis on the multiple-scale approach needed for successful management and restoration. Case studies come from the USA and ten European countries, and range from single lakes through to lake districts and national inventories. Several essays precede the practical chapters with thought-provoking comments on the political, social and economic climate of water management.

During its existence the Ecosciences Panel of the North Atlantic Treaty Organisation was constantly concerned with (i) the communic­ ation gap between the generators of ecological/environmental infor­ mation and those who use it and (ii) the narrow interpretation of'environmental'which too frequently was taken as being synonymous with pollution. Because of this concern, and because the panel recognised that land-use is perhaps the overriding facet of environmental policy it was decided to arrange the Seminar recorded in this volume :- Land and its Uses : Actual and Potential An Environmental Appraisal The development of this Seminar was chaired by Professor F. T. Last who was enthusiastically supported by B. G. Bell (U.K.), Drs S. Bie (Norway), 0. W. Heal (U.K.), R. Herrmann (Federal Republic of Germany), M.C.B.Hotz (formerly of NATO, Belgium, but now in Canada), L. Munn (Canada) and N. Yassoglou (Greece). Together, they decided that the participants should include (i) planners/decision­ makers and (ii) scientists generating ecological/environmental infor­ mation, in the hope that they would gain a better understanding of each others problems and attitudes and as a result identify how information can be prepared in a more usable form.

River Morphology deals with the interaction between flowing waters in rivers and their environment. Based on the representation of basic flow parameters, the geometry, classification and historic development of rivers are treated. Any change in the environment, occurring naturally or caused by man, leads to very sensitive reactions in river flow and transport. Thus this synopsis of geoscientific studies and hydraulic engineering experience is presented to help develop the unterstanding of how to handle nature with care.

At last, integrated management of drought on farms is dealt with in one comprehensive book. Although drought is a highly variable, near-universal natural phenomenon which has repercussions on a country's water and food supplies and many other sectors of the economy, there are many ways of avoiding, resisting and mitigating the effects of drought. Pro-active preparedness entails using the principles of risk management to upgrade the drought resistance of a farm systematically, and to have auxiliary contingency plans at the ready for use during unusually long droughts. The book provides tools for these strategies as it covers the management of water, soils, crops, rangeland, fodder and livestock, and many other drought-related topics. Audience: This book will be an important source of information for university and college staff and students in agricultural sciences, water and land use, environmental management, geography and risk management, and also farmers, agricultural advisors and policy makers.

Forest soil characteristics are not only unique but their interpretation also differs from cropland soils. Just as there are diverse forest types, there are many soil variants that need different management. Today, forest plantations are being intensively managed for profitable timber, pulpwood and energy production. Site selection, species selection, site productivity evaluation, silvicultural treatments, and soil amendments need crucial soil information. This book provides a comprehensive overview of the physical, chemical and biological properties of forest soils and their implications on forest vegetation. The Handbook of Environmental Chemistry provides the compilation of today's knowledge of processes in the natural environment and the behavior and impact of pollutants. It provides a valuable source for environmental managers, decision-makers, and scientists. Volume 5A is dedicated to water pollution.

Integrated studies on the assessment and improvement of soil and water quality have to deal almost inevitably with issues of scale, since the spatial support of measurements, the model calculations and the presentation of results usually vary. This book contains the selected and edited proceedings of a workshop devoted to issues of scale entitled: `Soil and Water Quality at Different Scales', which was held in 1996 in Wageningen. It is intended for environmental researchers, scientists and MSc and PhD students. Part 1 covers current issues and methodologies with scale related soil and water quality research. Part 2 covers agroecological and hydrological case studies in which scale transforms form an important part of the research chain. Part 3 consists of papers focusing on methodologies and up and downscaling. Part 4 contains review papers based on modellers'and statisticians'considerations as well as the papers and posters presented during the workshop. Part 5 consists of short research notes.

In arid and semi-arid areas, the main contributions to land surface processes are precipitation, surface evaporation and surface energy balancing. In the close-to-surface layer and root-zone layer, vapor flux is the dominant flux controlling these processes - process which, in turn, influence the local climate pattern and the local ecosystem. The work reported in this thesis attempts to understand how the soil airflow affects the vapor transport during evaporation processes, by using a two-phase heat and mass transfer model. The necessity of including the airflow mechanism in land surface process studies is discussed and highlighted.

Groundwater is endangered and polluted in several ways. Conservation and better management of this invisible resource should be a key ingredient of sustainable water policies. This is especially true in areas, such as many Mediterranean regions, which are already exposed to scarcity problems and which are likely to experience increasing competition between freshwater uses and users. Agriculture is an important user of groundwater not only in terms of abstractions, but also in terms of generation and release of pollutants. Agricultural policies, traditionally directed towards other objectives, are beginning to pay more attention to environmental considerations. However more effective initiatives are required to reduce the pressure upon groundwater resources and to achieve a better integration between agricultural and environmental policies. This book has been developed from three workshops held as part of the EU Concerted Action SAGA,'Sustainable Agricultural Use of Aquifers in Southern Europe: Integration between Agricultural and Water Management Policies'(FAIR5-CT97-3673). The Concerted Action and the workshops brought together researchers working in different but complementary fields, in order to get a picture of the state-of-the art about interlinkages between agriculture and groundwater, as well a critical review of alternative regulatory approaches and policy instruments aimed at improving groundwater management.

The nitrate content of drinking water is rising at an alarming rate in several regions of NATO countries and elsewhere in the world. The increase is due to lack of proper sewage treatment, and primarily to excess fertilizer application. Also, eutrophication in several coastal areas is triggered by high nitrate concentrations. The main purpose of this book is to integrate scientific knowledge related to exposure assessment, health consequences and control of nitrate contamination in water. The motivation is related to the magnitude, the possible adverse health effects, and the high cost of control­ ling nitrate contamination. Future research tasks are defined by an interaction among hydro­ logists, toxicologists and environmental engineers in an integrated framework for nitrate risk management. The target readership of this book is a mix of university colleagues, practitioners from both the private and public sectors and advanced graduate students working with the hydrological, health science or environmental engineering aspects of nitrate contamination. The main conclusions include: 1. For risk assessment purposes, knowledge and sufficiently accurate models are available to predict nitrate load and its fate in water under changes in land use. 2. Once agricultural exposure controls are implemented, the response times in ground water may be so long as to make controls unrealistic. 3. It is still unknown whether agricultural best management practice is a compromise between nitrate risk reduction and agricultural revenue. 4. The current drinking water guidelines of 10 mg/L NOrN need not be changed.

The meeting was also one of a series organised by the IGBP­ 1 GCTE Soil Erosion Network, which is a component of GCTE's Land Degradation Task (3.3.2) (Ingram et aI., 1996; Valentin, this volume). One aim of the GCTE Soil Erosion Network is to evaluate the suitability of existing soil erosion models for predicting the possible impacts of global change upon soil erosion. Due to the wide range of erosion models currently, in use or under development, it was decided to evaluate models in the following sequence Favis-Mortlock et al., 1996): • field-scale water erosion models • catchmenr-scale water erosion models • wind erosion models • models with a landscape-scale and larger focus. Water is vital to life, maintenance of ecological balance, economic development, and sustenance of civilization. Planning and management of water resources and its optimal use are a matter of urgency for most countries of the world, and even more so for India with a huge population. Growing population and expanding economic activities exert increasing demands on water for varied needs--domestic, industrial, agricultural, power generation, navigation, recreation, etc. In India, agriculture is the highest user of water. The past three decades have witnessed numerous advances as well as have presented intriguing challenges and exciting opportunities in hydrology and water resources. Compounding them has been the growing environmental consciousness. Nowhere are these challenges more apparent than in India. As we approach the twenty­ first century, it is entirely fitting to take stock of what has been accomplished and what remains to be accomplished, and what accomplishments are relevant, with particular reference to Indian conditions.

Regional Approaches to Water Pollution in the Environment integrates knowledge and experience on pollution problems related to industrial, agricultural and municipal activities and former military sites, with special emphasis on the Black Triangle: the region situated at the borders between North Bohemia, Polish Lower Silesia and South Saxony. Here, some five million inhabitants live in an area of brown coal basins having the highest emissions of sulphuric and nitrogen emission in the whole of Europe. The large-scale damage in this region is due to obsolete technology and insufficient equipment for monitoring emissions. Health effects are severe, and controlling the pollution can only be done at high cost. There is thus a need to exchange knowledge and experience on methods for evaluating the expected effects of measures and purification techniques to remedy ground and surface water pollution.

Environmental Contamination and Remediation Practices at Former and Present Military Bases outlines the different strategies that are useful in the investigation and subsequent remediation of military bases, Particular attention is paid to the pollution of groundwater. The book contains an excellent review of useful remediation techniques and several examples of their application to polluted military bases. Several mathematical models are demonstrated, showing their predictive value for real examples. A detailed list is given of chemical pollutants that can be found on a military base. Strategies are described for the investigation and determination of the future of a polluted military site. Examples are given, obtained from practical experience of dealing with old, contaminated sites.

Dredged Material and Mine Tailings are two of the same thing once they are deposited on land: they must be safe-guarded, wash-out must be prevented, and they must be protected by a plantcover. This comprehensive treatise covers both important aspects of their management: In Chemistry and Biology of Solid Waste the principles and assessment are scientifically studied and discussed, while Environmental Management of Solid Waste turns to the practical applications, such as prediction, restoration and management. Previously, dredged material was a commodity, it could be sold as soil, e.g. to gardeners. In the meantime, dredged material from the North Sea (e.g. the Rotterdam or Amsterdam harbor) must be treated as toxic waste. Many environmentalists, managers and companies do not know how to solve the inherent problems. This new work deals with the chemical, physical and biological principles; the biological and geochemical assessment; the prediction of effects and treatment; and finally, with the restoration and revegetation. It is written by many leading scientists in the various fields, and will prove invaluable for scientists, managers and politicians who are concerned with the present environmental situation.

Many areas of Eastern Europe have been polluted to an extent unknown in the West. Four such sites - Kola Peninsula, northern Bohemia, upper Vistula Basin, and Katowice - have been identified and detailed accounts of the pollution at these sites are given. The current status of the use of biomarkers in hazard assessment is given by several scientists from NATO countries. Four working groups, comprising scientists working on the polluted sites and western scientists with expertise in biomarkers, examine the use of biomarkers to assess the environmental health of each of these areas and make recommendations on the future direction of remedial action in these areas.

The Hamburg Congress on Climate and Development was conceived as a response to the worldwide interest on issues of climatic change and variability. It was intended as an interdisciplinary forum to bring together differing perceptions in a face to face dialogue. Even though concern over climate change has been on the international agenda of international interest became evident in the for over a decade, a new surge wake of two recent events. One was the widespread support received by the 1987 Brundtland Commission Report, Our Common Future, and the other was the 1988 Montreal Protocol on substances that deplete the ozone layer. Although the problem of the ozone layer related to a single category of sub­ stances (CFCs), it took many years and a dramatk discovery of the ozone hole in Antarctica to allow for a breakthrough leading to an international agreement. The problems associated with climatic change and variability are much more com­ plex and pervasive than those of the ozone layer, and a much wider range of national and international issues are involved. The discussions in the 1988 session of the General Assembly of the United Nations revealed a surge of interest and growing awareness of the international community of the issues involved. Before that, the June 1988Toronto Conference on'The Changing Atmosphere: Implications for Global Security'was a signifi­ cant effort in forging a consensus on desirable targets for global action.

This Special Issue of Water, Air and Soil Pollution offers original contributions from BIOGEOMON, an international symposium on ecosystem behavior and the evaluation of integrated monitoring of small catchments, held in Prague, Czech Republic, in September 1993. The meeting attracted nearly 200 scientists from 27 countries on five continents. BIOGEOMON was a loose continuation of another international meeting, GEOMON, which was held in Prague in 1987. Both sym­ posia provided a forum for the discussion of ideas on environmental problems in western and eastern Europe, with important contributions from the American continent. With the dramatic collapse of the iron curtain, it was our hope that more so than GEOMON, BIOGEOMON would provide opportunities for the free exchange of ideas, fostering the development of research collaborations between its participants. With international openness comes the increasing realization that every indus­ trialized nation has its own legacy of environmental degradation. Anthropogenic impacts differ in severity and scale; air and water transport of pollutants transform local impacts into regional and global ones, ignoring political boundaries and eco­ nomic differences. Environmental consequences of anthropogenic activities often are detectable at the ecosystem level. Thus, the challenge of ecosystem science, and to the individuals who practice it, is to develop a comprehensive understanding of ecosystem function in the past and at present, and to apply such understanding toward minimizing future insults to the local, regional, and global environment.

W.A. de Jong President of TNO Until some decades ago man supposed that the resilience of the environment was unlimited. He thought he could draw heavily on nature with impunity and that he could infinitely dump his waste into the environment. We have come to know better now: virtually everyone is well aware that one cannot just go on burdening the environment of man, animal and plant to such an extent. TNO, the Netherlands Organization for Applied Scientific Research, is among those research institutions that are working on economically feasible solutions for pollution problems resulting from human activities. Soil contamination and remediation feature as important topics in TNO's environmental research programme. In view of the international scope of the problem, TNO organized an international conference on this subject in Utrecht, the Netherlands, in November 1985, which met with a worldwide response from the scientific community as well as from governments and industry. The international interest taken in soil contamination is underlined by the fact that the Second International Conference on Contaminated Soil takes place in a country where remedial action is being given high political priority.
