Throughout the 1990s public demand for a fundamental shift in the relationship between government and its citizens has intensified. In response, a'new governance'model has emerged, emphasizing decreased federal control in favor of intergovernmental collaboration and increased involvement of state, local, and private agencies.As the authors of this volume show, one of the best examples of “new governance” can be found in the National and State Rural Development Councils (NRDC and SRDC), created in 1990 as the result of President Bush's Rural Development Initiative and now called the Rural Development Partnership. This effort was part of a move within policymaking circles to redefine a rural America that was no longer synonymous with family farming and that required innovative new solutions for economic revival. In Building a Resilient Twenty-First-Century Economy for Rural America, Don E. Albrecht visits rural communities that have traditionally been dependent on a variety of goods-producing industries, explores what has happened as employment in these industries has declined, and provides a path by which they can build a vibrant twenty-first-century economy. Albrecht describes how structural economic changes led rural voters to support Donald Trump in the 2016 election and why his policies will not relieve the economic problems of rural residents. Trump's promises to restore rural industrial jobs simply cannot be fulfilled because his policies do not address the base cause for this job loss—technological change, the most significant factor being the machine replacement of human labor in the production process. Bringing a personal understanding of the effects on rural communities and residents, Albrecht focuses each chapter on a community that has traditionally been economically dependent on a single industry—manufacturing, coal mining, agriculture, logging, oil and gas production, and tourism—and the consequences of losing that industry. He also lays out a plan for rebuilding America's rural areas and creating an economically vibrant country with a more sustainable future. In the Patient Protection and Affordable Care Act of 2010, the Congress required that the Commission report on rural Medicare beneficiaries'access to care, rural providers'quality of care, special rural Medicare payments, and the adequacy of Medicare payments to rural providers. In addition to the findings presented on each of the four topics, this book presents a set of principles designed to guide expectations and policies with respect to rural access, quality, and payments for all sectors. This book also discusses multi-enterprising farm households and the importance of their alternative business ventures in the rural economy. The United States Department of Agriculture (USDA) administers the greatest number of rural development programs and has the highest average of program funds going directly to rural counties (approximately 50%). This book examines the transformations of rural society and economy in the UK and US during the last half-century, and explores the significance of these trends and changes for community sustainability, quality of life and the environment. While both the UK and US are highly urbanised, rural people and communities continue to contribute to national identity, economic development and social solidarity, as well as to environmental quality. Contributors explore the degree to which rural people exhibit agency and autonomy, rather than being merely passive in the face of exogenous forces of change in a globalised world. They also illuminate very different policy approaches to rural policy in two advanced capitalist societies often thought to be similar, and show how fundamental differences in rural policy approaches of the US and the UK are based on different social ideologies and values that shape policies relating to rural areas. Rural areas face numerous challenges in building a high-wage, high-skilled workforce. In response to these obstacles, many regions have established workforce development networks that provide stronger linkages between employers, schools, training institutions and community-based organizations. Gary Paul Green examines in this book how these networks are organized, why employers and training institutions participate in them and whether they are effective. Drawing upon data from training institutions, employers and other organizations in rural areas, the author takes a multi-method approach to examining workforce development networks by combining qualitative and quantitative data, as well as considering various actors. Collaborative models of training are found to provide a strong incentive for employers to increase their investment in job training, reduce the risk and cost of training, and improve the flow of information in local labor markets. The author also describes the critical role community-based organizations play by broadening the available training and providing stronger ties with employers and workers. He concludes that workforce development policy needs to recognize the importance of grassroots organizations in job training and build institutional support for their activities.The new data and analyses will be of great interest to academics working in the area of rural and workforce development. Community and workforce development practitioners as well as human resource managers will appreciate the concrete suggestions for policy and practice.
