A mature and well-organized civil service is one of the items hight on almost any list of the needs of developing countries. The new nations, it is commonly argued, face almost insurmountable obstacles on the path toward economic development, and a civil service is a crucial necessity if they are to overcome their difficulties. Yet many commentators are critical of the existing civil services in these countries. Bureaucracy in developing countries, the critics suggest, is synonymous with red tape, nepotism, and corruption. Such critics complain either that the services have declined in efficiency since the departure of the colonial rulers or, conversely, that civil servants are still excessively wedded to obsolete colonial traditions. Remarkably few of these reports are based on careful empirical analysis of works at their work, or on systematic investigation of workers'attitudes toward it. Taub, who spent sixteen months in the capital of an Indian state studying the Indian Administrative Service, reprots here on his interviews with administrators, as well as with the politicians, technicians, and educators with whom administrators have to work. He examines both the attitudes that men bring to their jobs and to one another an the nature of the tasks that they must perform. His findings suggest that officials behave as they do because of the nature of the situation in which they must function--reflecting the bureaucratic systems and the tasks that they are required to perform--rather than because of any defect in their training or deficiencies in their cultural background. Taub identifies four sources of strain that affect administrators in India: the changing nature of their work, the democratization of government, the limitations on their income, and the impact of the British legacy. He indicates how these strains interact and place severe limits on the potential performance of administrators. IN an appraisal of the analytic framework used in previous discussions of bureaucracy in developing nations, he suggests that the prevailing commitment to democratic socialism--that is, to a democratic government responsible for large-scale economic development--may be more an act of faith than a statement of empirical possibility. This title is part of UC Press's Voices Revived program, which commemorates University of California Press's mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. More than two million child abuse reports are filed annually on behalf of children in the United States. Each of the reported children becomes a concern, at least temporarily, of the professional who files the report, and each family is assessed by additional professionals. A substantial number of children in these families will subsequently enter foster care. Until now, the relationships between the performance of our child welfare system and the growth and outcomes of foster care have not been understood. In an effort to clarify them, Barth and his colleagues have synthesized the results of their longitudinal study in California of the paths taken by children after the initial abuse report: foster care, a return to their homes, or placement for adoption. Because of the outcomes of child welfare services in California have national significance, this is far more than a regional study. It provides a comprehensive picture of children's experiences in the child welfare system and a gauge of the effectiveness of that system. The policy implications of the California study have bearing on major federal and state initiatives to prevent child abuse and reduce unnecessary foster and group home care.

Helping vulnerable children develop their full potential is an attractive idea with broad common-sense appeal. However, child well-being is a broad concept, and the legislative mandate for addressing well-being in the context of the current child welfare system is not particularly clear. This volume asserts that finding a place for well-being on the list of outcomes established to manage the child welfare system is not as easy as it first appears. The overall thrust of this argument is that policy should be evidence-based, and the available evidence is a primary focus of the book. Because policymakers have to make decisions that allocate resources, a basic understanding of incidence in the public health tradition is important, as is evidence that speaks to the question of what works clinically. The rest of the book addresses the evidence. Chapter 2 integrates bio-ecological and public health perspectives to give the evidence base coherence. Chapters 3 and 4 combine evidence from the National Child Abuse and Neglect Data System, the Multistate Foster Care Data Archive, and the National Survey of Child and Adolescent Well-Being to offer an unprecedented profile of children as they enter the child welfare system. Chapters 5 and 6 address the broad question of what works. A concluding chapter focuses on policy and future directions, suggesting that children starting out, children starting school, and children starting adolescence are high-risk populations for which explicit strategies have to be formed. The world was shocked in April 2013 when more than 1100 garment workers lost their lives in the collapse of the Rana Plaza factory complex in Dhaka. Members of the “animal welfare science community”, which includes both scientists and philosophers, have illegitimately appropriated the concept of animal welfare by claiming to have given a scientific account of it that is more objectively valid than the more “sentimental” account given by animal liberationists. This strategy has been used to argue for merely limited reform in the use of animals. This strategy was initially employed as a way of “sympathetically” responding to the abolitionist claims of anti-vivisectionists, who objected to the use of animals in research. It was subsequently used by farm animal scientists. The primarily reformist (as opposed to abolitionist) goals of this community make the false assumption that there are conditions under which animals may be raised and slaughtered for food or used as models in scientific research that are ethically acceptable. The tendency of the animal welfare science community is to accept this assumption as their framework of inquiry, and thus to discount certain practices as harmful to the interests of the animals that they affect. For example, animal welfare is conceptualized is such a way that death does not count as harmful to the interests of animal, nor prolonged life a benefit.

This book, which represents probably the most comprehensive discussion of the emergence of modem social science yet produced, is of far more than merely historical interest. The contributors set out to rewrite the history of the social sciences and to show the limitations of conventional conceptions of their development. These tasks they accomplish with great success and much distinction. Yet in so doing they contribute in a direct way to our understanding of the relation between social analysis and the nature of human societies today. The brilliant and distinctive perspective of the papers in this collection is to demonstrate, with many specific examples, that social science and modem institutions have helped shape each other in mutual interplay. Modem systems are in some part con­ stituted through the reflexive incorporation of developing social science knowledge; on the other hand, the social sciences organise themselves in terms of a continuing reflection upon the evolution of those systems. Such a perspective, as Wagner and Wittrock in particular make clear, does not in any way either impugn the status of knowledge claims made within social science or destroy the independent reality of social institutions. The book questions the notion that the institutionalising of the social sciences can be understood as a process of their increasing autonomy from extemal social connections.'Autonomy'forms a mode of legitima­ tion and a basis of power rather than a distinctive phenomenon as such.
