Changes in federal housing policies over the past several decades shifted the primary responsibility for providing low-income renters with affordable housing from the government to private landlords. Federal, state, and local governments have passed laws to ensure that low-income renters are protected from illicit landlording practices. Yet we know little about how private landlords experience local housing regulations. In Collateral Damages, sociologist Meredith Greif examines how local laws affect private landlords and whether tenants are, in fact, being adequately protected. For three years, Greif followed sixty private landlords serving low- and moderate-income residents in the Cleveland, Ohio, metropolitan area to better understand how local regulations, such as criminal activity nuisance ordinances (CANOs) and local water billing regulations, affect their landlording practices. CANOs are intended to protect communities by discouraging criminal activity on private properties. Property owners can face financial and criminal sanctions if they do not abate nuisance activities, which can include littering, noise, drug use, and calls for police assistance, including calls for domestic violence. Local water billing regulations hold landlords responsible for delinquent water bills, even in cases where the account is registered in the tenant's name. Greif finds that such laws often increase landlords'sense of “financial precarity” – the real or perceived uncertainty that their business is financially unsustainable – by holding them responsible for behavior they feel is out of their control. Feelings of financial uncertainty led some landlords to use illegitimate business practices against their tenants, including harassment, oversurveillance, poor property upkeep, and illegal evictions. And to avoid to financial penalties associated with CANOs and delinquent water bills, some landlords engage in discriminatory screening of vulnerable potential tenants who are unemployed or have histories of domestic violence or drug use. In this sense, by promoting a sense of financial insecurity among landlords, laws meant to protect renters ultimately had the opposite effect. While some landlords, particularly those who rented a larger number of units, were able to operate their businesses both lawfully and profitably, the majority could not. Greif offers practical recommendations to address the concerns of small- and mid-sized landlords, such as regular meetings that bring landlords and local authorities together to engage in constructive dialogue about local housing policy, issues, and concerns. She also proposes policy recommendations to protect renters, such as establishing the right to counsel for lower-income tenants in eviction hearings and enacting a federal renter's tax credit. Collateral Damages is an enlightening investigation on how local laws and practices perpetuate disadvantage among marginalized populations and communities, in ways that are hidden and often unintended.

Die Ergebnisse bestätigen die vorab getroffenen Annahmen und liefern einen Überblick über die Stigmatisierung von Wohnungsnot.

How do Airbnb and short-term rentals affect housing and communities? Locating the origins and success of Airbnb in the conditions wrought by the 2008 financial crisis, the authors bring together a diverse body of literature and construct case studies of cities in the US, Australia and Germany to examine the struggles of local authorities to protect their housing and neighborhoods from the increasing professionalization and commercialization of Airbnb.The book argues that the most disruptive impact of Airbnb and short-term rentals has been on housing and neighborhoods in urban centers where housing markets are stressed. Despite its claims, Airbnb has revealed itself as platform capitalism, incentivizing speculation in residential housing. At the heart of this trajectory is its business model and control over access to data. In a first narrative, the authors discuss how Airbnb has institutionalized short-term rentals, consequently removing long-term rentals, contributing to rising rents and changing neighborhood milieus as visitors replace long-term residents. In a second narrative the authors trace the transformation of short-term rentals into a multibillion-dollar hybrid real estate sector promoting a variety of flexible tenure models. While these models provide more options for owners and investors, they have the potential to undermine housing security and exacerbate housing inequality.While the overall effects have been similar across countries and cities, depending on housing systems, local response has varied from less restrictive in Australia to increasingly restrictive in the United States and most restrictive in Germany. Although Airbnb has made some concessions, it has not given any city the data needed to efficiently enforce regulations, making for costly externalities. Written in a clear and direct style, this volume will appeal to students and scholars in Urban Studies, Urban Planning, Housing and Tourism Studies.

This book discusses sustainable housing issues in urban areas throughout the Global South, revealing their complexity in terms of urban dynamics, housing markets and human interactions with the environment. Its main focus is on the location of graves within private residences, cemeteries in the immediate vicinity of private residences, and the implications of these factors for renters'choices and rents. The book addresses the economics of land use for graves in connection with housing choices and the implications for the rented sector of the property market. This title was first published in 2003. This text seeks to show the importance of housing to individuals and in the broader context of social welfare. It offers a universal philosophical justification for housing provision based on a detailed theoretical consideration of need, choice, rights and responsibility. The implications of basing housing policies on these concepts are considered. Dr Peter King suggests that we should see housing as, above all, a pre-requisite for human flourishing. As such it is an essentially private activity. As a consequence, he argues, housing policy should be limited to a consideration of the enhancement of the personal fulfilment of individuals rather than seeking to further collective or utilitarian ends. Dr King's purpose in this book is to explore housing using the techniques and methods of social philosophy. He seeks to combat relativist approaches to housing discourse with a theoretical appreciation of housing based on universalist principles derived from Kant and Nozick. The book therefore addresses housing issues with a philosophical rigour, but without ignoring key policy debates.

This book, from social theorist Peter King, considers how a dwelling can protect and promote both our anxieties and our relationships. Dwelling magnifies our anxieties and allows us to reject the world, yet it is also what we need to form long and lasting relationships. The first essay considers the one truly private space we have: inside our heads. This is the most intimate place we have, yet we are singularly unable to control it or even to know it. This leads to a discussion on anxiety and depression and how the solitude offered by private space – the head and the home – allows for anxiety to take over an individual. But it is also suggested that it is only through the privacy of a dwelling, and the intimacies that can develop here, that anxiety can be assuaged. The second essay is based on the premise that our relationships come out of our private dwelling. We need the protected intimacy, the inclusion and exclusion of private dwelling in order to flourish and to grow, and if we are to live together in a fully committed manner we depend on this enclosed and excluding space. Peter King builds up a new picture of dwelling from first principles. Both essays use a non-traditional literature to explore being alone and being with others, rather than relying on the social science literature, and offer a distinct and original contribution to the housing studies literature. Peter King is a writer and thinker on housing. He is currently Reader in Social Thought at De Montfort University.
