A major player in Japanese society is its government bureaucracy. Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized'non-career'civil servants who actually bear a lion's share of administrative burden. Reentry after release from incarceration is often presented as a story of redemption. Unfortunately, this is not the reality. Those being released must navigate the reentry process with diminished legal rights and amplified social stigmas, in a journey that is often confusing, complex, and precarious. Making use of life-history interviews, focus groups, and ethnographic fieldwork with low-income urban residents of color, primarily Black men, Calvin John Smiley finds that reentry requires the recently released to negotiate a web of disjointed and often contradictory systems that serve as an extension of the carceral system. No longer behind bars but not fully free, the recently released navigate a state of limbo that deprives them of opportunity and support while leaving them locked in a cycle of perpetual punishment. Warning of the dangers of reformist efforts that only serve to further entrench carceral systems, Purgatory Citizenship advocates for abolitionist solutions rooted in the visions of the people most affected.

The relationship between class and intimate violence against women is much misunderstood. While many studies of intimate violence focus on poor and working-class women, few examine the issue comparatively in terms of class privilege and class disadvantage. James Ptacek draws on in-depth interviews with sixty women from wealthy, professional, working-class, and poor communities to investigate how social class shapes both women's experiences of violence and the responses of their communities to this violence. From Chinatown to Every Town explores the recent history of Chinese immigration within the United States and the fundamental changes in spatial settlement that have relocated many low-skilled Chinese immigrants from New York City's Chinatown to new immigrant destinations. Using a mixed-method approach over a decade in Chinatown and six destination states, sociologist Zai Liang specifically examines how the expansion and growing popularity of Chinese restaurants has shifted settlement to more rural and faraway areas. A popular research technique in the early decades of empirical sociology, analytic induction differs fundamentally as a method of social research from conventional variation-based approaches. Through in-depth qualitative and photo-elicitation interviews, Cesraéa Rumpf shows how formerly incarcerated women engaged recovery and faith-based discourses to craft rehabilitated identities, defined in opposition to past identities as'criminal-addicts.'While these discourses made it possible for women to carve out spaces of personal protection, growth, and joy, they also promoted individualistic understandings of criminalization and the violence and dehumanization that followed. Honoring criminalized women's stories of personal transformation, Rumpf nevertheless strongly critiques institutions'promotion of narratives that impose lifelong moral judgment while detracting attention from the structural forces of racism, sexism, and poverty that contribute to women's vulnerability to violence.

A mature and well-organized civil service is one of the items hight on almost any list of the needs of developing countries. The new nations, it is commonly argued, face almost insurmountable obstacles on the path toward economic development, and a civil service is a crucial necessity if they are to overcome their difficulties. Yet many commentators are critical of the existing civil services in these countries. Bureaucracy in developing countries, the critics suggest, is synonymous with red tape, nepotism, and corruption. Such critics complain either that the services have declined in efficiency since the departure of the colonial rulers or, conversely, that civil servants are still excessively wedded to obsolete colonial traditions. Remarkably few of these reports are based on careful empirical analysis of works at their work, or on systematic investigation of workers'attitudes toward it. Taub, who spent sixteen months in the capital of an Indian state studying the Indian Administrative Service, reprots here on his interviews with administrators, as well as with the politicians, technicians, and educators with whom administrators have to work. He examines both the attitudes that men bring to their jobs and to one another an the nature of the tasks that they must perform. His findings suggest that officials behave as they do because of the nature of the situation in which they must function--reflecting the bureaucratic systems and the tasks that they are required to perform--rather than because of any defect in their training or deficiencies in their cultural background. Taub identifies four sources of strain that affect administrators in India: the changing nature of their work, the democratization of government, the limitations on their income, and the impact of the British legacy.
