Reflections on the American Social Welfare State: The Collected Papers of James R. Dumpson, PhD, 1930-1990 presents an insightful overview of American social welfare developments over a critical 50-year period, when social welfare policy was expanded to new heights through New Deal and civil rights legislation followed by conservative attacks on the foundation of these progressive policy reforms. Professor Alma J. This book presents a systemic perspective on the broadly perceived problem of social care, meant in terms of a network engaging balanced resources and actors to assure the functionality, in an integrative approach. Controlling costs in health care is rarely something that can be tackled in isolation. Cost control invariably interacts with issues of quality and health care access. Thus, this diverse collection of papers is concerned not just with costs but more importantly with value. Both macro and micro concerns are covered. At the macro level, health care reforms (and especially the'marketisation'of health care systems) receive some attention. Papers explore how policy prescriptions get translated and modified during implementation, and assess how these prescriptions impact on both the incentive context and subsequent patterns of service delivery. Resource allocation within bureaucratic health systems continues to pose problems and these too are analysed with new solutions being proposed. The School of Social Work of the University of Pennsylvania was founded in 1909, at a time when problems of social welfare were considered the province of privately supported charitable organizations. Since then radical changes in social thought have occurred and the past decades have witnessed a growing recognition of the need for society as a whole to assume responsibility for the cure of social ills. Dabei hilft Gregory Batesons Einsicht, dass die Karte nicht das Territorium ist, anders geschrieben: Worte in der Wissenschaft über das Leben sind nicht das Leben selbst. Radikaler formuliert noch der Phänomenologe Emmanuel Levinas, der wiederum behauptet, erst komme das Leben und dann die Erkenntnis. Im Zentrum des methodologischen Vorgehens der Phänomenologie liegt die transzendentale Reduktion bzw. die eidetische Reduktion. Was steckt hinter diesen Begriffen? Sie beschreiben den Vorgang der Wahrnehmung von Vorurteilen und deren Einklammerung beim wissenschaftlichen Erkennen. Das Ziel liegt in der Transformation der Autorin oder des Autors selbst. Es handelt sich also um einen Erkenntnisprozess, dessen Weg wiederum über die bewusste Analyse der Wahrnehmung von Phänomenen führt. This book discusses the interconnected, complex and emerging risks in today's societies and deliberates on the various aspects of disaster risk reduction strategies especially through community resilience and responses. It consists of selected papers presented at the World Congress on Disaster Management, which focused on community resilience and responses towards disaster risk reduction based on South Asian experiences, and closely examines the coordinated research activities involving all stakeholders, especially the communities at risk. The approach adopted - of encouraging writers to speak for themselves virtually without restriction - could well provide a model in itself for encouraging and easing contributions from previously unpresented countries into the mainstream of comparative cross-national social policy debate. Concluding papers, on the prospects for East-West comparative social policy in general, confirm the significance of this collection by emphasizing its contribution to broader, social and political debates.

The symposium on'Worldwide Advances in Communications Networks'which was held on May 14-15, 1992 at GMU was an ambitious attempt to bring together leaders in the communications area to discuss the major issues in this rapidly-changing technology. The symposium was a success and many of the ideas presented at the conference are being implemented. This proceeding contains the majority of the papers presented at the symposium and abstracts of the remainder. The papers may be divided into seven general categories. The first five papers explore some important design issues for high speed networks (gigabit networks). Despite the availability of a wide range of literature on what is can be construed to be philanthropic behaviour in Africa, there is limited conceptual discussion on what constitutes philanthropy in African context(s). Yet, philanthropic behaviour is culturally rooted phenomena manifesting in diverse forms, expressions, and models. This review contributes to a growing body of literature on conceptions and manifestations of African philanthropy. The review illustrates a complex plurality of actions that fall under cultures and practices of giving in Africa. These include the giving of money, time, knowledge, influence and visibility in support of a cause, valuable goods, and body parts/organs from living and dead. While some of these actions conform to dominant Western notions of philanthropy, others do not. From an analysis of these practices, this paper proposes that African philanthropy can be conceptually structured on the basis of spheres of philanthropic practice, and the underlying bases and motivations for philanthropy. On spheres of philanthropic practice, at least three forms of philanthropy exist: institutional (formal); non-institutional (non-formal/informal/direct); and a hybrid form that blends practices from the formal and informal spheres. On motivations for giving, the predominant forms are based on mutuality, solidarity and counter-obligation inherent in collectivist and humanistic African philosophies of life. Further, motivations are drawn from religious obligations, institutional requirements on corporate bodies, and institutional arrangements in the development process. There are, nonetheless, significant overlaps between spheres of practice and motivations in contemporary philanthropic practices in Africa. For instance, philanthropic culture in Africa manifests as religious giving, donations to individuals or institutions, mutual aid, reciprocal, self-help revolving fund organisations, corporate social responsibility activities, and individual/family donations to public benefit organisations. These practices highlight a rich tapestry of spheres of practice and motivations for giving practices, where the wealthy and the poor are equally involved. The review, concentrates (by choice) on giving of money and time (volunteering, especially informal volunteering) due to dearth of academic literature on other forms of giving as philanthropy in Africa

This review paper focuses on volunteers in community sports associations (CSAs). Such associations are a major context of sports volunteering across Europe, Canada and Australia—the countries in which a multitude of sports clubs are represented by governing bodies of sport. Their importance is not only in the large numbers of volunteers involved but also in the benefits of such associations to society. The clearest of these is the provision of opportunities to take part in sport, at a cost subsidized by the efforts of volunteers and thus contributing to physical health. However, the benefits extend more broadly to the quality of life and the rewards the volunteers themselves receive from association. Many community sports associations have a significant number of members who, while they do not actually play sport themselves, provide opportunities for others and also enjoy the social rewards of membership. The aim of this broad-ranging review is to introduce the reader to community sports associations as an example of small, volunteer-led associations, and to make links between academic theory in this area and the more general study of volunteering. The breadth of the review allows readers to follow-up supporting references on individual topics. The author's extensive experience, primarily of England and Europe, has inevitably led to more examples being drawn from these areas; however, broader international work is also incorporated. It is hoped this review will stimulate readers'thinking about volunteering in their own country.

Discrimination? Isn't there enough talk about discrimination? Yes, indeed. That is why we have to begin countering discrimination. We need strategies that will make it inoperative or at least limit its scope. But first, we need to think how discrimination works and identify it where it works. It concerns far more than mere procedural hitches for which a few legal provisions will do. Countering Discrimination (Volume 1998 of International Perspectives in Social Work yearbook) brings papers that analyse mechanisms of social discrimination in a variety of such locations and bring proposals for counter-strategies. This is essential in social work if causes, rather than manifestations, of the problems it is concerned with are to be addressed. But it is also essential that everybody who opposes discrimination recognise its subtle and dispersed ways of operation in the human services, regardless of their own basic field of work. In this respect, the book will be useful to a very wide audience.

The Madrid International Plan of Action on Ageing (MIPAA), adopted at the Second World Assembly on Ageing, is the first international agreement that specifically recognises the potential of older people to contribute to the development of their societies. In monitoring its implementation two key approaches are evident: a qualitative bottom-up participatory approach and an approach that uses quantitative indicators to monitor sustainable progress and policies. With the European Centre for Social Welfare Policy and Research, playing a pivotal role in the monitoring of the implementation process, one of its key tasks has been to develop a list of'indicators of achievement'. This book contains extended and revised versions of policy briefs and background papers that support the implementation monitoring process. The analyses included in these chapters make concrete suggestions towards quantitative indicators, with the aim of assisting national governments in mainstreaming ageing in their policies. This volume brings forth a set of papers presented at the conference on'Varia­ tional Inequalities and network equilibrium problems', held in Erice at the'G. Stam­ pacchia'School of the'E. The meeting was conceived to contribute to the exchange between Variational Analysis and equilibrium problems, especially those related to network design. Most of the approaches and viewpoints of these fields are present in the volume, both as concerns the theory and the applications of equilibrium problems to transportation, computer and electric networks, to market behavior, and to bi~level programming. Being convinced of the great importance of equilibrium problems as well as of their complexity, the organizers hope that the merging of points of view coming from differ­ ent fields will stimulate theoretical research and applications. In this context Variational and Quasi~Variational Inequalities have shown them­ selves to be very important models for equilibrium problems. As a consequence in the last two decades they have received a lot of attention both as to mathematical inves­ tigation and applications. The study of multiphase flows is of utmost interest for engineers who are more or less inevitably faced with them when handling various industrial processes or when dealing with environmental problems such as the dispersion of pollutants. It is also a large kingdom assembling many beautiful and weird landscapes in which wandering researchers may be caught by the fascination of precious stones or mysterious insets to deep and obscure caverns. Unfortunately, it is also an historically disconnected field of research, as testified by any textbook contents or by the scientific programs of conferences devoted to multiphase flows. For instance, is there a relation between fluidization and the study of interfacial waves, or between the behaviour of an annular film of liquid and the one of a free surface heated from below? The answer is indeed: yes. To help reveal some unity behind the avatars of multiphase flow behaviours, it has been decided to focus the interest on the instability phenomena. This book therefore provides the reader with most of the papers which have been accepted and/or presented at the international symposium on'instabilities in multiphase flows'held at the National Institute for Applied Science (INS A) in Rouen, France, from the 11 th of May to the 14th of May 1992. The topic of the conference has produced a strong emphasis on instability theory and nonlinear dynamics, including chaotic phenomena.

The International Symposium on Generalized Functions and Their Applications was organized by the Department of Mathematics, Banaras Hindu University, and held December 23-26, 1991, on the occasion of the Platinum Jubilee Celebration of the university. More than a hundred mathematicians from ten countries participated in the deliberations of the symposium. Thirty lectures were delivered on a variety of topics within the area. The contributions to the proceedings of the symposium are, with a few exceptions, expanded versions of the lectures delivered by the invited speakers. The survey papers by Komatsu and Hoskins and Sousa Pinto provide an up-to-date account of the theory of hyperfunctions, ultradistributions and microfunctions, and the nonstandard theory of new generalized functions, respectively; those by Stankovic and Kanwal deal with structures and asymptotics. Choquet-Bruhat's work studies generalized functions on manifold and gives applications to shocks and discrete models. The other contributions relate to contemporary problems and achievements in theory and applications, especially in the theory of partial differential equations, differential geometry, mechanics, mathematical physics, and systems science. This book constitutes the proceedings of the International Symposium on Multimedia Communications and Video Coding (ISMCVC95) held October 11 - 13, 1995, at the Poly­ technic University in Brooklyn, New York. In preparing this book, we have summarized the topics presented in various sessions of the Symposium, including the keynote addresses, the Service Provider and Vendor Session, the Panel Discussion, as well as the twelve Technical Sessions. The Workshop on Control Mechanics has been held at the University of South­ ern California annually since 1988 under the leadership of late Professor Janislaw M. Skowronski. The primary goal of Professor Skowronski in organizing this series of work­ shops was to promote the use of advanced mechanics method in control theory with a special emphasis on the control of nonlinear mechanical systems subject to uncertainty. This goal has been achieved through a consistent participation of a large number of researchers in the field of control and mechanics and an intensive exchange of their ideas. Professor Skowronski passed away unexpectedly on March 21, 1992, after the conclusion of the Fifth Workshop. The great success of the Fifth Workshop as well as the entire Control Mechanics Workshops over the years is almost exclusively due to his dedication, enthusiasm, and organizational capabilities. His untimely demise is a great loss to us and to the mechanics and control community. The proceedings of the Fifth Workshop presented in this volume are dedicated to Professor Angelo Miele, one of the pioneers and,a leading contributor in many fields of control theory and its applications. His contribution spans a wide range of topics such as optimization theory, flight mechanics, astrodynamics, ocean engineering, and numerical methods. The presentations in the workshop reflected many of the areas in which Professor Miele has been active. The papers included in this volume are divided into three major groups of topics.

This symposium was the continuation of the first CMIS held in 1992 in Lausanne. of the Symposium Euromech 273'Unilateral Contact and Dry Friction'held in 1990 in La Grande Motte. France. and of the series of'Meetings on Unilateral Problems in Structural Analysis'organized in Italy. every other year. during the eighties. The primary purpose of the symposium was to bring specialists of contact mechanics together in order to draw a representative picture of the state of the art and to identify new trends and new features in the field. In view of the contributions made. one may assert that the mechanics of contact and friction has now reached a stage where the foundations are clear both from the mathematical and from the computational standpoints. Some of the difficulties met may be identified by saying that frictional contact is governed by resistance laws that are non smooth and whose flow rule is not associated with the yield criterion through the traditional normality property.
