Die Festlegung der Armut ist abhängig vom angelegten Maßstab. Sie wird unterschiedlich definiert, je nachdem sie von Beteiligten oder nur von Außenstehenden festgelegt wird. Armut kann ebenso auf das leibliche Wohl wie auch auf die immateriellen Güter der Menschen bezogen werden. Wenn mit ihr eine Mißachtung des Menschseins verbunden ist, widerspricht sie der Würde des Menschen. Wo das geschieht, versündigt sich der Mensch seinem Mitmenschen gegenüber. Darum kann sich in der Armut auch die Sünde des Menschen zeigen. Zwar ist Armut nicht gleichzusetzen mit Sünde. Aber der Arme ist auch nicht sündlos! Sollte sich in der Armut die Mißachtung des Armen und die Selbstrechtfertigung und Selbsterhöhung des nicht Betroffenen zeigen, tritt in ihr das Kennzeichen der Sünde hervor. Die unfreiwillige Armut kann dadurch hervorgerufen sein, daß der einzelne seine Armut unwillentlich selbstverschuldet hat oder aber nur unfähig ist, sie zu überwinden. Die freiwillige Armut steht der unfreiwilligen Armut gegenüber. Sie verzichtet auf leibliche Güter oder auf die Ausübung eigener Rechte und eigener Macht. Im übertragenen Sinn ist der Demütige gerade der Arme! Die freiwillige Armut ist oft eine selbstverschuldete. Der Mensch nimmt bewußt in Kauf, durch eigenes Verschulden in Armut zu fallen. Er wäre in der Lage, die Armut zu überwinden, tut aber nichts dagegen. Die Armut berührt nicht nur die Menschenwürde, sondern auch andere Rechte des Menschen. Sie beeinflußt ihrerseits die Freiheit, Gerechtigkeit und auch das Recht auf Eigentum. Das Leben in Armut kann nämlich die Möglichkeit einschränken, Freiheit und Gerechtigkeit in der Gesellschaft wahrzunehmen. Die vielfachen Armutsbegriffe der biblischen Tradition, des Mittelalters und der Reformationszeit sollen in dieser sozialethischen und sozialwissenschaftlichen Untersuchung aufgegriffen werden. Der Behandlung der Armut in der evangelischen und katholischen Kirche wird besondere Aufmerksamkeit geschenkt. Die Gemeinsamkeiten und Unterschiede in den Theologien beider Kirchen werden herausgearbeitet. Die Option für die Armen in der lateinamerikanischen Befreiungstheologie hat ihre Eigenart und ihren spezifischen Charakter. Sie muß deshalb im Blick auf ihre besonderen Akzente ebenfalls untersucht werden. Der Begriff der Armut ist zum Charakteristikum der Dritten Welt geworden. Es gilt darum, die dortigen Armutsprobleme und vor allem die durch die Armut entstandenen Schuldenfragen aufzugreifen. Gesucht wird dabei nach handfesten praktikablen Regelungen. Auch hier hat sich in der Vergangenheit wiederholt jede der beiden Kirchen zu Wort gemeldet. Die Armutsfrage ist in den siebziger Jahren - und auch heute wieder - als Folge der massiven Arbeitslosigkeit in den Industrienationen des Westens und auch besonders der Bundesrepublik aufgetaucht. Man spricht von einer »Neuen Armut«, die man - allerdings in bestimmten ideologisch ausgerichteten Gruppen - mit dem Pauperismus des 19. Jahrhunderts in einen engen Zusammenhang bringt. Aber es ist zu fragen, ob dieser Zuordnung nicht von vornherein Grenzen zu setzen sind. Kann man die Erscheinungen der gegenwärtigen sozialen Problematik unter dem Stichwort der Armut des Pauperismus erfassen? Inwieweit ist eine Lösung des Armutsproblems an die Forderung nach der Wiederherstellung der Vollbeschäftigung zu knüpfen? Hat die gegenwärtige Armutsproblematik nicht auch ganz andere Strukturen und Implikationen? Nicholas Kristof of The New York Times called him “one of the unsung heroes of modern times.” Fazle Hasan Abed was a mild-mannered accountant who may be the most influential man most people have never even heard of. As the founder of BRAC, his work had a profound impact on the lives of millions. A former finance executive with almost no experience in relief aid, he founded BRAC, originally the Bangladesh Rehabilitation Assistance Committee, in 1972, aiming to help a few thousand war refugees. Across Europe, politicians and economists remain locked into micromanaging the welfare state established post-war, tweaking it here and tweaking it there to ameliorate the consequences of poverty, but failing to end poverty. The strengths and abilities children develop from infancy through adolescence are crucial for their physical, emotional, and cognitive growth, which in turn help them to achieve success in school and to become responsible, economically self-sufficient, and healthy adults. Capable, responsible, and healthy adults are clearly the foundation of a well-functioning and prosperous society, yet America's future is not as secure as it could be because millions of American children live in families with incomes below the poverty line. A wealth of evidence suggests that a lack of adequate economic resources for families with children compromises these children's ability to grow and achieve adult success, hurting them and the broader society. A Roadmap to Reducing Child Poverty reviews the research on linkages between child poverty and child well-being, and analyzes the poverty-reducing effects of major assistance programs directed at children and families. This report also provides policy and program recommendations for reducing the number of children living in poverty in the United States by half within 10 years.

What circumstances or behaviors turn poverty into a cycle that perpetuates across generations? The answer to this question carries especially important implications for the design and evaluation of policies and projects intended to reduce poverty. Yet a major challenge analysts and policymakers face in understanding poverty traps is the sheer number of mechanisms—not just financial, but also environmental, physical, and psychological—that may contribute to the persistence of poverty all over the world. This volume contains research on how we measure poverty, inequality and welfare and how we use such measurements to devise policies to deliver social mobility. It contains ten papers, some of which were presented at the third meeting of The Theory and Empirics of Poverty, Inequality and Mobility at Queen Mary University of London, London, October 2016. The volume begins with theoretical issues at the frontier of the literature. Three papers discuss the impact of social welfare policies on poverty measurement, and with innovations on the measurement of relative bipolarisation. Two papers address the conceptualisation of multidimensional poverty by incorporating inequality within the poor, and that of chronic poverty for time dependent analyses, with applications to India and Haiti, and Ethiopia respectively. The second half of the volume consists of empirical contributions, using novel techniques and datasets to investigate the dynamics of poverty and welfare. The Inclusive Economy: How to Bring Wealth to America's Poor energetically challenges the conventional wisdom of both the right and the left that underlies much of the contemporary debate over poverty and welfare policy. Author and national public policy expert Michael Tanner takes to task conservative critiques of a “culture of poverty” for their failure to account for the structural circumstances in which the poor live. The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year's Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world's population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world's poor now live in middle-income countries, which tend to have higher national poverty lines. This year's report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy's median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. This book explores attempts to reform the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps. It argues that a growing focus on punitive policies attempts to characterize SNAP recipients as undeserving of governmental assistance. The book explores three areas of reform efforts: attempts to limit the types of food that can be purchased, attempts to implement drug testing, and attempts to restrict Able Bodied Adults Without Dependents (ABAWDs) from accessing SNAP. These attempts at reform highlight the ways that reformers view SNAP recipients as not deserving of assistance. This book argues that these reform efforts are based on conceptions of the deserving and undeserving poor rather than concrete data about SNAP recipients, and warns that if states are allowed greater flexibility SNAP could be reformed in a way that significantly reduces enrollment and leaves many Americans without a safety net.

Poverty and Shared Prosperity 2016 is the first of an annual flagship report that will inform a global audience comprising development practitioners, policy makers, researchers, advocates, and citizens in general with the latest and most accurate estimates on trends in global poverty and shared prosperity. This edition will also document trends in inequality and identify recent country experiences that have been successful in reducing inequalities, provide key lessons from those experiences, and synthesize the rigorous evidence on public policies that can shift inequality in a way that bolsters poverty reduction and shared prosperity in a sustainable manner. Specifically, the report will address the following questions: •What is the latest evidence on the levels and evolution of extreme poverty and shared prosperity? •Which countries and regions have been more successful in terms of progress toward the twin goals and which are lagging behind? •What does the global context of lower economic growth mean for achieving the twin goals? •How can inequality reduction contribute to achieving the twin goals? •What does the evidence show concerning global and between- and within-country inequality trends? •Which interventions and countries have used the most innovative approaches to achieving the twin goals through reductions in inequality? The report will make four main contributions. First, it will present the most recent numbers on poverty, shared prosperity, and inequality. Second, it will stress the importance of inequality reduction in ending poverty and boosting shared prosperity by 2030 in a context of weaker growth. Third, it will highlight the diversity of within-country inequality reduction experiences and will synthesize experiences of successful countries and policies, addressing the roots of inequality without compromising economic growth. In doing so, the report will shatter some myths and sharpen our knowledge of what works in reducing inequalities. Finally, it will also advocate for the need to expand and improve data collection—for example, data availability, comparability, and quality—and rigorous evidence on inequality impacts in order to deliver high-quality poverty and shared prosperity monitoring.

There are fewer people living in extreme poverty in the world today than 30 years ago. While that is an achievement, continuing progress for poor people is far from assured. Inequalities in access to key resources threaten to stall growth and poverty reduction in many places. The world's poorest have made only a small absolute gain over those 30 years. Progress has been slow against relative poverty as judged by the standards of the country and time one lives in, and a great many people in the world's emerging middle class remain vulnerable to falling back into poverty. The Economics of Poverty reviews critically past and present debates on poverty, spanning both rich and poor countries. The book provides an accessible new synthesis of current economic thinking on key questions: How is poverty measured? How much poverty is there? Why does poverty exist, and is it inevitable? Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Affliction inaugurates a novel way of understanding the trajectories of health and disease in the context of poverty. Focusing on low-income neighborhoods in Delhi, it stitches together three different sets of issues.First, it examines the different trajectories of illness: What are the circumstances under which illness is absorbed within the normal and when does it exceed the normal—putting resources, relationships, and even one's world into jeopardy?A second set of issues involves how different healers understand their own practices. The 2015 Millennium Development Goal to reduce by 50 percent the share of the world’s population living in extreme poverty was met early. The number of individuals in developing countries who live in extreme poverty had decreased from 43 percent in 1990 to 21 percent by 2010. Yet, with 1.2 billion people still struggling today, we have a long way to go. What can we learn from the recent success of reducing extreme poverty? Understanding Changes in Poverty brings together different methods to decompose the contributions to poverty reduction. A simple approach quantifies the contribution of changes in demographics, employment, earnings, public transfers, and remittances to poverty reduction. A more complex approach quantifies the contributions to poverty reduction from changes in individual and household characteristics, including changes in the sectoral, occupational, and educational structure of the workforce, as well as changes in the returns to individual and household characteristics. Understanding Changes in Poverty implements these approaches and finds that labor income growth—that is, growth in income per worker rather than an increase in the number of employed workers—was the largest contributor to moderate poverty reduction in 21 countries experiencing substantial reductions in poverty over the past decade. Changes in demographics, public transfers, and remittances helped, but made relatively smaller contributions to poverty reduction. Further decompositions in three countries find that labor income grew mainly because of higher returns to human capital endowments, signaling increases in productivity, higher relative price of labor, or both. Understanding Changes in Poverty will be of particular relevance to development practitioners interested in better understanding distributional changes over time. The methods and tools presented in this book can also be applied to better understand changes in inequality or any other distributional change.
