Changes in federal housing policies over the past several decades shifted the primary responsibility for providing low-income renters with affordable housing from the government to private landlords. Federal, state, and local governments have passed laws to ensure that low-income renters are protected from illicit landlording practices. Yet we know little about how private landlords experience local housing regulations. In Collateral Damages, sociologist Meredith Greif examines how local laws affect private landlords and whether tenants are, in fact, being adequately protected. For three years, Greif followed sixty private landlords serving low- and moderate-income residents in the Cleveland, Ohio, metropolitan area to better understand how local regulations, such as criminal activity nuisance ordinances (CANOs) and local water billing regulations, affect their landlording practices. CANOs are intended to protect communities by discouraging criminal activity on private properties. Property owners can face financial and criminal sanctions if they do not abate nuisance activities, which can include littering, noise, drug use, and calls for police assistance, including calls for domestic violence. Local water billing regulations hold landlords responsible for delinquent water bills, even in cases where the account is registered in the tenant's name. Greif finds that such laws often increase landlords'sense of “financial precarity” – the real or perceived uncertainty that their business is financially unsustainable – by holding them responsible for behavior they feel is out of their control. Feelings of financial uncertainty led some landlords to use illegitimate business practices against their tenants, including harassment, oversurveillance, poor property upkeep, and illegal evictions. And to avoid to financial penalties associated with CANOs and delinquent water bills, some landlords engage in discriminatory screening of vulnerable potential tenants who are unemployed or have histories of domestic violence or drug use. In this sense, by promoting a sense of financial insecurity among landlords, laws meant to protect renters ultimately had the opposite effect. While some landlords, particularly those who rented a larger number of units, were able to operate their businesses both lawfully and profitably, the majority could not. Greif offers practical recommendations to address the concerns of small- and mid-sized landlords, such as regular meetings that bring landlords and local authorities together to engage in constructive dialogue about local housing policy, issues, and concerns. She also proposes policy recommendations to protect renters, such as establishing the right to counsel for lower-income tenants in eviction hearings and enacting a federal renter's tax credit. Collateral Damages is an enlightening investigation on how local laws and practices perpetuate disadvantage among marginalized populations and communities, in ways that are hidden and often unintended.

En este libro se reúnen algunas ideas en torno a esta nueva perspectiva, se analizan diez edificios recientes desde lo espacial y lo programático y se experimenta con modelaciones teóricas que sitúan los casos de estudio en lugares reales en Bogotá, de acuerdo con las necesidades dotacionales de los sectores más deficitarios de la ciudad. This title was first published in 2003. This text seeks to show the importance of housing to individuals and in the broader context of social welfare. It offers a universal philosophical justification for housing provision based on a detailed theoretical consideration of need, choice, rights and responsibility. The implications of basing housing policies on these concepts are considered. Dr Peter King suggests that we should see housing as, above all, a pre-requisite for human flourishing. As such it is an essentially private activity. As a consequence, he argues, housing policy should be limited to a consideration of the enhancement of the personal fulfilment of individuals rather than seeking to further collective or utilitarian ends. Dr King's purpose in this book is to explore housing using the techniques and methods of social philosophy. He seeks to combat relativist approaches to housing discourse with a theoretical appreciation of housing based on universalist principles derived from Kant and Nozick. The book therefore addresses housing issues with a philosophical rigour, but without ignoring key policy debates.

There are, by now, several long term, time series data sets on important housing & macro variables, such as land prices, house prices, and the housing wealth-to-income ratio. However, an appropriate theory that can be employed to think about such data and associated research questions has been lacking. We present a new housing & macro model that is designed specifically to analyze the long term. As an illustrative application, we demonstrate that the calibrated model replicates, with remarkable accuracy, the historical evolution of housing wealth (relative to income) after World War II and suggests a further considerable increase in the future. The model also accounts for the close connection of house prices to land prices in the data. We also compare our framework to the canonical housing & macro model, typically employed to analyze business cycles, and highlight the main differences.

If we do stop to think on housing, what do we see? What is housing and what does it do? These seem deceptively simple questions, but they are often left unanswered. The reason for this is that a lot of discourse on housing is really a concern for policy-making and the critical evaluation of existing policies. Discourse, is not, properly speaking, on housing at all. It is concerned with provision, distribution and access, but this thinking on housing stops at the front door. It is only concerned with what is actually external to housing.But for most people, housing already exists and they have access to it. Housing is not then about policy, but about how we can use what is a complex object in a manner that allows us to live well. Housing, for most of us, is about what we do when the front door is firmly shut and we are free from the external world.These essays explore this idea of housing as an object that exists for use. Housing is pictured as an object that contains activity. These pieces look at what we do with housing once we have it and so provides a necessary underpinning for any understanding of why housing is important.A further purpose of these pieces is to present different ways of thinking and writing on housing. It is an attempt to show that housing is a suitable topic for philosophical discourse. It is suggested that we can and should seek to establish a philosophy of housing, rather than just relying on the traditional social sciences.

This volume presents innovative research on issues of importance to the well-being of older persons: labor market behavior, health care, housing and living arrangements, and saving and wealth. Specific topics include the effect of labor market rigidities on the employment of older workers; the effect on retirement of the availability of continuation coverage benefits; and the influence of the prospective payment system (PPS) on rising Medicare costs.
