University of Utah Anthropological Paper No. 130 This publication presents the first volume (Las Vegas) of the early ethnographic field work of anthropologist Isabel T. Kelly. From 1932 to 1934, Kelly interviewed thirty Southern Paiute people from southeastern California, southern Nevada, and southern Utah about “the old ways.” During this time, she filled thirty-one notebooks, made several maps, took roughly fifty photographs, collected nearly 300 ethnobotanical specimens, purchased and shipped over 400 ethnographic artifacts to museums, and traveled more than 7,000 miles. Her notes comprise the most extensive primary ethnographic documentation of Southern Paiute/Chemehuevi lifeways of the middle to late nineteenth and early twentieth centuries existing today. Although Kelly intended to publish these notes, she was unable to before her death. Fowler and Garey-Sage have now synthesized the first set of these handwritten field notes and sketches, providing commentary and illustrations to put them in context for the modern reader. Kelly's data, most of which could not be gathered anew today, are offered here for the use of generations to come.

University of Utah Anthropological Paper No. 129 Swordfish Cave is a well-known rock art site located on Vandenberg Air Force Base in south central California. Named for the swordfish painted on its wall, the cave is a sacred Chumash site. It was under threat from various processes and required measures to conserve it. Nearly all of the cave's interior was excavated to create a rock art viewing area. That effort revealed previously unknown rock art and made it possible to closely examine how early occupants used the space inside the cave. They identified three periods of human use, including an initial occupation around 3,550 years ago, an occupation about 660 years later, and a final Native American occupation that occurred much later, between A.D. 1787 and 1804. The discovery of tools used to make the pictographs linked the art to the two early occupations, pushing back the generally understood antiquity of rock art on California's Central Coast by more than 2,000 years. Two aspects make this study unusual: datable materials associated with rock art and complete removal of cave deposits. Well illustrated with photographs, maps, and drawings of both the art itself and the excavations and materials revealed therein, the book presents a rare opportunity to directly link archaeology and rock art and to examine the spatial organization of prehistoric human habitation.

This volume contains selected papers presented at both the 3rd International Conference on the Design, Construction, Maintenance, Monitoring and Control of Urban Water Systems and the 5th International Conference on Flood Risk Management and Response, organized by the Wessex Institute. These papers deal with three main subjects: water supply systems; urban drainage and flooding. Water distribution networks around the world often suffer substantial losses which indicate energy and treatment waste. Sewer systems are under relentless pressure due to urbanisation and climate change, and the environmental impact caused by urban drainage overflows is related to both water quantity and water quality. Most architects and town planners are aware of the importance of the interaction between urban water cycles and city planning and landscaping. Specialised computer tools are needed to manage all of these aspects and are required to respond to the increased complexity of urban water systems. Flooding is also a global occurrence and claims countless lives worldwide each year, as well as causing substantial damage to property. Apart from the physical damage to buildings, contents and loss of life, which are the most obvious impacts of floods upon households, indirect losses are often overlooked. These indirect and intangible impacts are generally associated with disruption to normal life as well as longer term health issues including stress related illness. In many parts of the developing world, flooding can represent a major barrier to the alleviation of poverty as vulnerable communities are often exposed to sudden and life threatening events. How we respond and adapt to the challenges of flooding is key to developing our long term resilience. Topics such as contamination and pollution discharges in urban water bodies, as well as the monitoring of water recycling systems are currently receiving a great deal of attention from researchers and professional engineers working in the water industry. Researchers, academics and practitioners actively involved in improving our understanding of flood events and our approaches to response, recovery and resilience will also find this book a valuable resource.

A long-standing characteristic of the Research in Social Movements, Conflicts and Change series is publishing new theoretical and empirical work that connects previously disparate sub-fields. This volume continues that tradition by opening with five papers that join social movements research with organizational theory, new institutionalism, strategic action fields, and nonviolent action. One study does this by examining how the Fenian Brotherhood organized a transnational revolutionary movement for Ireland's independence. Another paper analyzes the strategic relations between conservative, moderate and radical organizations in different movements, while a further study zeroes in on nonviolent action campaigns. One chapter examines how the North American SlutWalk campaign responded to the organizational field by strategically adapted their framing to make it more resonant transnationally. This volume is a post-conference publication of the 4th World Congress on Social Simulation (WCSS), with contents selected from among the 80 papers originally presented at the conference. WCSS is a biennial event, jointly organized by three scientific communities in computational social science, namely, the Pacific-Asian Association for Agent-Based Approach in Social Systems Sciences (PAAA), the European Social Simulation Association (ESSA), and the Computational Social Science Society of the Americas (CSSSA). It is, therefore, currently the most prominent conference in the area of agent-based social simulation. The papers selected for this volume give a holistic view of the current development of social simulation, indicating the directions for future research and creating an important archival document and milestone in the history of computational social science. This Selected Issues paper analyzes the impact of Mexico's energy reform on hydrocarbons production. These reforms aim to increase oil and gas production by eliminating the state oil company's (PEMEX) monopoly on exploration and production of hydrocarbons, while retaining the prime directive that these resources are the property of the Mexican nation. This paper focuses on the nature of reforms and what problems these reforms are addressing. It presents illustrative production scenarios for crude oil and natural gas and estimates the commensurate investment costs and foreign direct investment associated with each scenario. The paper also examines the markets for the distribution of natural gas and electricity.

The problem of dealing with the ongoing and constantly evolving threat of terrorism is something which continues to preoccupy governments worldwide. Has sufficient attention been paid to what happens with terrorist organizations after they change leaders? Has enough research been done on how and in what manner they are changed/replaced? This book is a collection of follow-up papers from experts who participated in the NATO Advanced Research Workshop (ARW) entitled The Perseverance of Terrorism: Focus on Leaders, held in 2013, and is the third in a series of outputs related to the approach to terrorist leadership. These papers are presented with the aim of further elaborating the challenges of contemporary terrorism and enriching the existing academic debate. The first two papers concentrate on how better to understand, define and analyze terrorism. The next two authors examine the relevance of contemporary terrorism, its approach and its significance as prevailing threat. The core of the debate is structured around the issue of terrorist leadership, and the majority of authors have explored this phenomenon. Seven different approaches are presented which demonstrate the importance of leadership for terrorist organizations. This book will serve as a guidebook on several terrorism-related issues which trigger academic debate, and which must be taken into account by practitioners in their efforts to design appropriate counter-terrorist measures.

This volume presents the proceedings of the 11th International Conference on the Design of Cooperative Systems (COOP 2014). The conference is a venue for multidisciplinary research contributing to the design, assessment and analysis of cooperative systems and their integration in organizations, public venues, and everyday life. COOP emerged from the European tradition of Computer Supported Cooperative Work (CSCW) and Cognitive Ergonomics as practiced in France. These proceedings are a collection of 28 papers reflecting the variety of research activities in the field, as well as an increasing interest in investigating the use and design of ICT in all aspects of everyday life and society, and not merely in the workplace. The papers represent a variety of research topics, from healthcare to sustainable mobility to disaster response, in settings from all over the world. For the first time, the proceedings include papers presented in an Early-Career Researchers Track which was organized in order to give young researchers the opportunity to discuss their work with an international community. This issue of Political Power and Social Theory explores the changes in science associated with the rise of neoliberalism since the 1970s. The neoliberalization of science has complicated interactions among states, markets, and civil society, often in ways that challenge major assumptions underlying decades of research. The articles collected here break with older Mertonian sociologies of science and constructivist microsociologies of scientific knowledge to examine the mesolevel problem of the changing institutional contexts of'the scientific field'as originally identified by Pierre Bourdieu. Papers presented in Part I extend Bourdieu's relational approach to the broader set of interactions among scientific, regulatory, industry, and social movement fields. Part II extends Bourdieu's concern with order and the scientific habitus to the changing patterns of scientific practices under neoliberalism. By reconceptualizing the central problem for the social studies of science as the political sociological problem of field and interfield dynamics, the collected papers chart an important theoretical agenda for future research in the study of sciencesociety relations.

The question is how a nation can successfully adopt ICT and benefit from all advantages at best. Unfortunately, there is no common guideline for all countries. Without identifying specific factors of each country and a lot of effort made by government, no country can achieve high ICT performance in the long run. The purpose of this paper is three-fold:To identify the characteristics and political options of a country, that would affect the success of ist ICT adoption. To identify clusters of nations upon the international ICT indices and GNI per capita To provide an overall guideline that incorporates these nations toward developing higher ICT indices. This paper shows income level and social background can play very important roles in country´s ICT development.

Social Informatics: Past, Present and Future is a collection of twelve papers that provides a state-of-the-art review of 21st century social informatics. Two papers review the history of social informatics, and show that its intellectual roots can be found in the late 1970s and early'80s and that it emerged in several different locations around the world before it coalesced in the US in the mid-1990s. The evolution of social informatics is described under four periods: foundational work, development and expansion, a robust period of coherence, and a period of diversification that continues today. Five papers provide a view of the breadth and depth of contemporary social informatics, demonstrating the diversity of theoretical and methodological approaches that can be used. A further five papers explore the future of social informatics and offer provocative and disparate visions of its trajectory, ranging from arguments for a new philosophical grounding for social informatics, to calls for a social informatics based on practice thinking and materiality.This book presents a view of SI that emphasizes the core relationship among people, ICT and organizational and social life from a perspective that integrates aspects of social theory and demonstrates clearly that social informatics has never been a more necessary research endeavor than it is now.

This book brings together the seminal contributions of scholars interested in the study of language, literature and style in Africa. It marks a response to the longstanding neglect of stylistic analysis of canonical and emergent fictional and non-fictional African prose and discourse. As a reaction to this neglect of African literary artefacts, the book provides a welcome and timely deviation from the norm. The contributions to this volume include discussions that are both analytical and theoretical; analyses of style at the levels of lexis and semantics; newer and more innovative analyses that highlight the relationship between style, pedagogy and technology-mediated discourse; and a final discussion that provides an appropriate background against which issues related to language, literature and style can be understood. In terms of the volume's representation of diverse geographical contexts, the papers included here bridge the North-South divide in Africa, and there are contributions from Libya, Nigeria, South Africa and Zimbabwe. As such, the book is an interesting collection of papers that illuminate the study of literary style in Africa and highlight the need for a greater revival of it on a larger scale.

On the occasion of the tenth anniversary of the Chair, a conference was held in The Hague in November 2012. Each of the ten chair holders presented a paper written from his/her own perspective. Lacan, Discourse, Event: New Psychoanalytic Approaches to Textual Indeterminacy is an introduction to the emerging field of Lacanian Discourse Analysis. It includes key papers that lay the foundations for this research, and worked examples from analysts working with a range of different texts. The editors Ian Parker and David Pavón-Cuéllar begin with an introduction which reviews the key themes in discourse analysis and the problems faced by researchers in that field of work including an overview of the development of discourse analysis in different disciplines (psychology, sociology, cultural studies and political and social theory). They also set out the conceptual and methodological principles of Lacan's work insofar as it applies to the field of discourse.Ian Parker and David Pavón-Cuéllar have divided the book into three main sections. The purpose of this 2nd International Conference was to bring together researchers, engineers and practitioners interested in the advances in and business applications of information systems. The papers demonstrate the vitality and vibrancy of the field of Enterprise Information Systems. The research papers included here were selected from among 143 submissions from 32 countries in the following four areas: Enterprise Database Applications, Artificial Intelligence Applications and Decision Support Systems, Systems Analysis and Specification, and Internet and Electronic Commerce. Every paper had at least two reVIewers drawn from 10 countries. The papers included in this book were recommended by the reviewers. At the beginning of the new millennium, fuzzy logic opens a new challenging perspective in information processing. This perspective emerges out of the ideas of the founder of fuzzy logic - Lotfi Zadeh, to develop'soft'tools for direct computing with human perceptions. The enigmatic nature of human perceptions manifests in their unique capacity to generalize, extract patterns and capture both the essence and the integrity of the events and phenomena in human life. This capacity goes together with an intrinsic imprecision of the perception-based information. According to Zadeh, it is because of the imprecision of the human imprecision that they do not lend themselves to meaning representation through the use of precise methods based on predicate logic. This is the principal reason why existing scientific theories do not have the capability to operate on perception-based information. We are at the eve of the emergence of a theory with such a capability. Its applicative effectiveness has been already demonstrated through the industrial implementation of the soft computing - a powerful intelligent technology centred in fuzzy logic. At the focus of the papers included in this book is the knowledge and experience of the researchers in relation both to the engineering applications of soft computing and to its social and philosophical implications at the dawn of the third millennium. The papers clearly demonstrate that Fuzzy Logic revolutionizes general approaches for solving applied problems and reveals deep connections between them and their solutions.

The 2012 conference was the second in what is becoming an annual series of meetings, and the present volume therefore is a companion to one issued last year by Cambridge Scholars Publishing (Intercultural Horizons: Best Practices in Intercultural Competence Development, 2012).The papers included in this volume reflect a diversity of approaches both to intercultural education in the North American setting and to its application in service-learning and related contexts in diverse cultural settings in other nations. Our authors provide faculty and student perspectives, primarily from the level of postsecondary education but including a look as well at intercultural education at the primary level. This book arises from a meeting held at Wiston House, Sussex, UK, in September 1987. The meeting brought together academic, governmental and industrial experts from eight countries to discuss the increasingly important sUbject of the relations between civil and defence technologies. It was primarily funded under the Advanced Research Workshops Programme of NATO's Scientific Affairs Division, and was the first science policy workshop funded by the Programme. Additional financial support came from the Leverhulme Trust. The choice of topic, of speakers and, finally, of papers to be published was entirely ours. The conclusions reached were our own and those of the partIcipants. They were not in any way guided by NATO; nor do they represent NATO policy. University of Utah Anthropological Paper No. 127 The Prehistory of Gold Butte uses a theoretical perspective rooted in human behavior ecology and other foraging models to present the results of one of the largest and most comprehensive archaeological investigations ever undertaken in southern Nevada, involving the systematic survey of more than 31,000 acres, the documentation of more than 377 sites, and the excavation of nine prehistoric sites. Gold Butte—at the crossroads of the Mojave Desert, the Great Basin, and the Colorado Plateau in southern Nevada—has a 12,000-year record of human occupation with archaeological elements that can be traced to all three culture zones. Dramatic developments occurred in this area of the Desert West. Farmers suddenly appeared in the Virgin River basin about 1,600 years ago. At such iconic sites as Lost City, Main Ridge, and Mesa House, full village and agricultural life developed over the span of a few hundred years only to completely vanish by AD 1250 after a series of droughts and other cultural disruptions. The Patayan held sway for several hundred years, between AD 1100 and 1500, but didn't advance much beyond the Colorado River corridor. Finally, the Southern Paiute arrived and occupied not only the Virgin River basin and Gold Butte but much of the northwestern quadrant of the Southwest from at least the time of historic contact (AD 1500) to the present. This mix of cultures illustrates historical contingency, inplace development, and external relationships that should be expected along a boundary area such as Gold Butte. By looking at hinterlands adjoining the prehistoric settlements that clustered along the Virgin River corridor before, during, and after the Puebloan period, the authors suggest that changes in settlement- subsistence and lifeways at core settlements along the riverine corridor have corresponding effects on the character and intensity of hinterland occupation.

The subject of this volume--uncertainties in risk assessment and management--reflects an important theme in health, safety, and environ mental decision making. MOst technological hazards are characterized by substantial uncertainty. Recent examples include nuclear waste disposal, acid rain, asbestos in schools, carcinogens in food, and hazardous waste. realing with such uncertainty is arguably the most difficult and challeng ing task facing risk assessors and managers today. Four primary sources of uncertainty in risk assessment and management can be identified: (1) uncertainties about definitions; (2) uncertainties about scientific facts; (3) uncertainties about risk perceptions and atti tudes; and (4) uncertainties about values. Uncertainties about definitions derive primarily from disagreements about the meaning and interpretation of key concepts, such as probability. Uncertainties about scientific facts derive primarily from disagreements about failure modes, the probability and magnitude of adverse health or environmental consequences, cause and effect relationships, dose-response relationships, and exposure patterns. Uncertainties about risk perceptions and attitudes derive primarily from disagreements about what constitutes a significant or acceptable level of risk. Uncertainties about values derive primarily from disagreements about the desirability or worth of alternative risk management actions or conse quences. The papers in this volume address each of these sources of uncertainty from a variety of perspectives. Reflecting the broad scope of risk assess ment and risk management research, the papers include contributions from safety engineers, epidemiologists, toxicologists, chemists, biostatisticians, biologists, decision analysts, economists,psychologists, political scien tists, sociologists, ethicists, and lawyers.

It has taken a long time to make this book. Many initial drafts of the chapters published in this book were presented in November 2000 during a two-day conference on Interactive governance: towards a post-parliamentary democracy held in Enschede (The Netherlands). The Netherlands Institute of Governance (NIG) sponsored the. conference. After this conference the organisers discussed the possibility of making a book on the basis of papers presented at this event. In the end it was agreed that such a publication would indeed be worthwhile provided the initial papers were fundamentally revised. Moreover it was agreed that also supplementary chapters should be included, in order to strengthen the international comparative perspective. On this basis authors of the conference papers chapters and envisioned new chapters were invited to (re)submit drafts. The completion of the book, however, was unexpectedly halted by the tragic sudden death of our co-editor and dear friend Oscar van Heffen. In his lifetime he was the driving force behind this project. Without his efforts, insightful comments and helpful suggestions this book, in its present form, would never have been published. As such we dedicate this volume to his memory, the completion of the book being an honorary debt to our friend and his wife Mirjan.

When Murat Sertel asked us whether we would be interested in organizing a special issue of the Review of Economic Design on the formation of networks and groups, we were happy to accept because of the growing research on this important topic. We were also pleasantly surprised at the response to our request for submissions to the special issue, receiving a much larger number of sub missions than we had anticipated. In the end we were able to put together two special issues of insightful papers on this topic. Given the growing interest in this topic, we also decided (with encouragement from Murat) to combine the special issues in the form of a book for wider dissemination. However, once we had decided to edit the book, it was natural to move beyond the special issue to include at least some of the papers that have been influential in the literature on the formation of networks. These papers were published in other journals, and we are very grateful to the authors as well as the journals for permission to include these papers in the book.

Multidimensional Mathematical Demography is a collection of papers dealing with the problems of inaccurate or unavailable demographic data, transformation of data into probabilities, multidimensional population dynamic models, and the problems of heterogeneity. The papers suggest a unified perspective with emphasis on data structure to work out multidimensional analysis with incomplete data. To solve inaccuracies in data, one paper notes that designs and use of model multistate schedules, for example, methods of inferring data, should be a major part in multistate modeling. Other papers discuss the state-of-the-art in abridged increment-decrement life table methodology. They also describe the estimation of transition probabilities in increment-decrement life tables where mobility data available is from the count of movers from a population survey. One paper reviews the possible extension of a multiregional stochastic theorem associated in a single-regional case; and then analyzes what the stochastic model needs when it is used with real data. Another paper explains strategies concerning population heterogeneity when it pertains to the mixtures of Markov and semi-Markov processes; Markov processes subject to measurement error; and the Heckman and Borjas model. This collection can be read profitably by statisticians, mathematicians, mathematical demographers, mathematical sociologists, economists, professionals in census bureaus, and students of sociology or geography.

For as long as one can remember, the edifice of the neoclassical economic syn thesis has been under attack. Critiques have focused on the extreme unreality of the assumptions that underpin the Arrow-Debreu theorems of welfare economics. They have queried the excessive formalism of the edifice, and the lack of practical significance of many of the results.They have castigated the neoclassical synthesis for its internal incoherence (lacking an independent theory of capital, for example, one of the favorite topics of the Cambridge school), its lack of a dynamic element, its non-evolutionary character, its lack of any conception of'market process' and so the list could be continued (Blaug, 1997). Through all this, the neoclassi cal synthesis remains as strong as ever, impervious it seems to these or any other attacks. In this paper a different tack is taken. The neoclassical edifice is left alone, standing as a representation of what goes on in a certain kind ofeconomy- namely the economy wheregoods and services are producedand exchanged. The paper then introduces another kind of economy, namely an economy of productive entities called'resources'- that are needed to produce the economyofgoods and services.

The present volume consists of the peer-reviewed papers presented at the CAA2011 conference held in Beijing, China between April 12 and 16, 2011. The theme of this conference was -Revive the Past, which means retrieving our history and using it to help create a new civilization. It was a great honour to organize the conference where over 130 researchers made presentations; ten keynote speeches were given; and sixteen sessions covered a wide variety of topics: data acquisition and recording, conceptual modelling, data analysis, data management, digging with words, 3D models, visualizing heritage sites, digital spaces for archaeology, geophysics, GIS, graphics in archaeology, visualisation in archaeology, semantic technologies, spatial prediction, visualization and exhibition, and 3D object reconstruction. In addition, student papers and posters were presented.

This volume is the proceedings of a symposium entitled,'Strategic Human Resource Planning Applications'which was held at the University of Pennsylvania in Philadelphia on December 4-6, 1985. The meeting was sponsored by the Research Committee of the Human Resource Planning Society. In developing the symposi~m, the Research Committee built upon a study which resulted in a broad research agenda for the Society. The thrust of that research agenda was emphasis on linking the state-of- practice with the state-of-the-art. In the case of the symposium emphasiS was on the presentation of forward looking applications which could help member organizations link current practice with the research frontier. The meeting had sessions on (1) Description of Issues, (2) Human Resource Costs and Strategy, (3) Case Studies of Strategic Planning, (4) Computer Technology and Office Automation, (4) Large Scale Forecasting and Compensation Issues, (5) Models for Policy Analysis, (6) Work Force Optimization, (7) Implementation of Information Processing Activities, (8) Productivity Analysis, and (9) Relationship of Strategy to Practice. Thirty papers were presented with discussion sessions at appropriate points in the m~eting. This volume contains 18 of these papers along with an introductory paper. A short summary is also provided at the beginning of each major subdivision into which the papers are arraigned.

It was at the fifth SEEP-Conference on Economic Ethics and philosophy in autumn 1997 that the organizational work of the seventh conference in 1999 was entrusted to the editors of this volume. Prof. Peter Koslowski, series editor of The Studies in Economic Ethics and Philosophy, SEEP, expressed the hope that the SEEP-Conference be held in the Far-East for the fist time would bring a new comparative aspect to economic ethics and philosophy. Further, the agenda of economic ethics seemed to increase its significance also in Japan and other Asian countries especially due to the spread of corruption in the government and business under the financial crisis that attacked these nations in the late 1990s. Though we chose'Com petition, Trust, and Cooperation'as the general theme of the conference, this should include the collusion, distrust, and corruption as the opposite side of the medal. The conference was held on March 10-12, 1999 at the Kansai Seminar House of the Nippon Christian Academy, Kyoto, Japan. Fourteen papers were submitted to the conference. In addition to twelve papers that are printed in this volume, Prof. Ruisheng Wang (Capital Normal University, Beijing) read his paper on ethical problems in the context of Asian financial crisis and Prof. Agnar Sandmo (Norwegian School of Economics and Busi ness Administration) did the same by his paper on societal aspect of the competition promotion policy.

of those problems in law which we inherit and/or retrieve in order to reconstruct and interpret in the light of legal semiotics, however defined. In addition to three main areas of underlying metaphysical assumptions there are also three main areas of possible editorial focus and these should be mentioned. The three areas of focus are: 1) the state-of-the-art of legal semiotics; 2) the dynamic, intense and exceptionally interactive quality of conference participation, and 3) the content of the papers presented which is the material of this volume. My choice of this triad of focal possibilities is to exclude the last since the papers speak for themselves and need but a brief reportorial caption. I also eliminate the second possible focus as the main focus since the discussion was not taped for editing into this volume and must remain for all those who participated a quality of scholarly meetings to be remembered, savored and hoped for. My main focus is on the'state-of-the-art'of legal semiotics. II At the conclusion of the First Round Table on Law and Semiotics (1987) it was noted that there were no working paradigms, in Kuhn's sense, that thus far emerged but rather that several problematic areas were disclosed which warrant attention. The chapters in this volume are edited versions of papers presented at the NATO Ad vanced Research Workshop on Environmental Change Adaptation and Security held in Budapest, Hungary, from October 16 - 18, 1997. As is evident in this volume, the papers ranged from descriptions of environmental and health issues in Russia and Eastern Europe to models of sustainable land use. This diversity of perspectives on environ ment and security is indicative of both the breadth of this new area of research as well as the varied background of the researchers involved. The discussions at the NATO workshop were remarkably animated and exciting, not surprising given the interest in the topic. I think this vitality is reflected in the papers in this volume as well. The main purpose of the NATO ARW is to foster research links among researchers from NATO countries and Central and Eastern European States, Russia, and the Newly Independent States. In editing this volume, a decision was made to keep to the spirit of this purpose and-if at all possible-include all papers prepared for the workshop. This required extensive editing and rewriting of some of the papers (and consequent delays in production). A determination was made early in the process by the workshop steering committee that the value of publishing the entire collection of articles out weighed the advantages of accepting only a limited number.
