Intelligence analysts conduct these analyses every day, using decades of propriety tradecraft techniques and an arsenal of clandestine information gathering sources, but the resources available are not unlimited. Open source public opinion tools can provide timely and relatively inexpensive methods of understanding fast-moving conditions, acting as a force multiplier to help policymakers have a truly all-source understanding of complex events. By providing analysts with the best practices in survey methodology and nonsurvey methods for gathering data on public opinion, they will be armed with a clearer sense of important shifts in attitudes, elections, and unrest. In order to provide guidance to analysts on strategies for assessing public opinion, representatives from the intelligence community approached the National Academies of Sciences, Engineering, and Medicine to request preparation of a framework on Measuring and Analyzing Public Opinion. This analytic framework includes three layers of information. Layer 1 comprises four authored papers that review literature from various disciplines containing overview information as well as how the topic/situation of interest can enable better analysis across different situational constraints. Layer 2 is a distilled layer of information in the form of an authored summary of the four Layer 1 papers, both summarizing and describing key points. Finally, Layer 3 provides an even further distillation of the key concepts, in a one-page visual graphic, that displays key drivers from the work in Layers 1 and 2 to help the intended audience apply knowledge to the situation of interest.

He found that the cause of males'deviation from the female form seems to lie in the males having stronger passions than the females. #2 The first explanation for why males compete was offered by Bateman in the 1940s. He suggested that it is due to the fact that males have more variation in their reproductive success than females do. #3 The Bateman paradigm, which was the first scientific report of greater male variability in reproductive success, was based on the idea that males compete for females and spread their cheap, mass-produced seed among as many females as possible. #4 The classic Bateman and Trivers papers are now largely cited for sentimental reasons. They were based on a study of the mating habits of fruit flies, and their conclusions were universalized to apply to women and men. But in recent years, there has been so much upheaval in evolutionary biology that the papers are no longer considered valid.

University of Utah Anthropological Papers No. 135 This volume is dedicated to studies of plainwares—the undecorated ceramics that make up the majority of prehistoric ceramic assemblages worldwide. Early analyses of ceramics focused on changes in decorative design elements to establish chronologies and cultural associations. With the development of archaeometric techniques that allow direct dating of potsherds and identification of their elemental composition and residues, plainwares now provide a new source of information about the timing, manufacture, distribution, and use of ceramics. This book investigates plainwares from the far west, stretching into the Great Basin and the northwestern and southwestern edges of Arizona. Contributors use and explain recent analytical methods, including neutron activation, electron microprobe analysis, and thin-section optical mineralogy. They examine native ceramic traditions and how they were influenced by the Spanish mission system, and they consider the pros and cons of past approaches to ware typology, presenting a vision of how plainware analysis can be improved by ignoring the traditional “typological” approach of early ceramicists working with decorated wares. Utopian thinking is often dismissed as unrealistic, overly idealized, and flat-out impractical—in short, wholly divorced from the urgent conditions of daily life. This is perhaps especially true when the utopian ideal in question is reforming and repairing the United States'bitter history of racial injustice. But as Victoria W. Observations Plus Recipes It has been said that science is the orderly collection of facts about the natural world. Scientists, however, are wary of using the word ‘fact.'‘Fact'has the feeling of absoluteness and universality, whereas scientific observations are neither ab- lute nor universal. For example, ‘children have 20 deciduous [baby] teeth'is an observation about the real world, but scientists would not call it a fact. Some children have fewer deciduous teeth, and some have more. Even those children who have exactly 20 deciduous teeth use the full set during only a part of their childhood. When they are babies and t- dlers, children have less than 20 visible teeth, and as they grow older, children begin to loose their deciduous teeth, which are then replaced by permanent teeth. ‘Children have 20 deciduous [baby] teeth'is not even a complete scientific sta- ment. For one thing, the statement ‘children have 20 deciduous teeth'does not tell us what we mean by ‘teeth.'When we say “teeth,” do we mean only those that can seen be with the unaided eye, or do we also include the hidden, unerupted teeth? An observation such as ‘children have 20 deciduous teeth'is not a fact, and, by itself, it is not acceptable as a scientific statement until its terms are explained: scientifically, ‘children have 20 deciduous teeth'must be accompanied by definitions and qualifiers.

Fame and influence far beyond that accorded any other black leader of the period continued to bolster Booker T. Washington's career in the two years covered by the most recent volume in this major project in black history. Volume 8 finds the Tuskegean becoming more and more a national figure, consolidating his position as presidential adviser and patronage broker, while still trying to quell black opposition to his leadership. Various letters catalog his ability to direct political'plums,'to thwart the organization of potentially threatening groups, and to gain more honors for himself.

Covering Washington's career from September 1895 - after the Atlanta Compromise address thrust him into prominence as the black spokesman whites were willing to listen to - to December 198, when President William McKinley visited Tuskegee, the papers in this volume demonstrate Washington's growing fame and public acceptance. Throughout this period, although he continued his close paternal watch over Tuskegee, he became increasingly involved with the concerns of the national black community, speaking to overflow audiences of both races all over the country. This was a time of increasing racial segregation as evidenced by the landmark Plessy v. Fergusson decision, which established the'separate but equal'doctrine not only in transportation but in public accommodations and education. Washington reacted strongly to this, and several years later, in response to the rising tide of discrimination, he delivered his controversial Peace Jubilee speech, calling upon the South to bury racial and sectional prejudice in the trenches of San Juan Hill, where black and white, northerner and southerner, had united in a fight for freedom.

This Selected Issues paper analyzes the impact of Mexico's energy reform on hydrocarbons production. These reforms aim to increase oil and gas production by eliminating the state oil company's (PEMEX) monopoly on exploration and production of hydrocarbons, while retaining the prime directive that these resources are the property of the Mexican nation. This paper focuses on the nature of reforms and what problems these reforms are addressing. It presents illustrative production scenarios for crude oil and natural gas and estimates the commensurate investment costs and foreign direct investment associated with each scenario. And yet an effort is nevertheless being sought to be made hereunder towards tracing the history, growth and development of news papers, news reporting and journalism in Lower Assam down Kamrup district of the State through this small piece of work of mine under mounting pressures put up on me by some of the young, energetic and upcoming news-reporters and media persons of our place here at Hatsingimari, of Assam in the form of an article.

The present volume is the product of a joint effort made by scholars from across China (including Hong Kong), Japan and Europe. The book gathers sixteen papers devoted to literary and cultural criticism from a comparative point of view.A perspective prominent in this volume is imagology, an approach first developed by Daniel-Henry Pageaux, and which focuses on specific images in literary and other texts. The study of the image of the “foreign” in national literary traditions, for instance, belongs to the traditional purview of comparative literature. Pageaux did more than uphold this tradition. He practically reinvented it using new theoretical concepts and perspectives (in particular, semiotics and reception aesthetics). On this basis, he was able to develop a theory and a methodology that are both usable and in tune with contemporary concerns. The contrast between Booker T. Washington's private actions and public utterances continues to be revealed in this latest volume in the much-acclaimed series. Although very little changes at Tuskegee Institute during this period, Washington's leadership was faltering in the face of a virulent white racism that appeared in the North as well as the South. Still, he continued his public pursuit of and optimism for moderate solutions to racial dissension. At the same time, however, he privately redoubled his efforts to silence his black opponents, build his personal political machine, influence the black press, and maintain his autocratic rile over Tuskegee Institute.

When Booker T. Washington died in November 1915, he was mourned by blacks and whites alike as a national hero. Such prominent figures as W.E.B. Du Bois, Theodore Roosevelt, William H. Taft, John D. Rockefeller, Andrew Carnegie and Julius Rosenwald publicity paid him high tribute. Distinguished journals and newspapers published editorials praising his work and lamenting his passing. The present volume includes much of this response to Washington's death and, in covering the final two years of his life, brings to a close one of the most critically acclaimed documentary projects of the past two decades.

From September 1912 through March 1914, Washington continued his heavy schedule of speaking, fund-raising, race leadership, and close supervision of Tuskegee Institute. Although the election of Woodrow Wilson to the presidency led to the dismantling of the Tuskegee Machine's political arm, Washington remained a prominent figure in the political arena. During this period, however, freed from the constraints he had felt as presidential adviser, he became more openly critical of racial injustice. His most sweeping and direct attack appeared in'Is the Negro Having a Fair Chance?'published in The Century a few days after Wilson's election. In this article he criticized the continuing existence of job discrimination in the North, and of Jim Crow transportation and poor education opportunities in the South. Washington continued to advocate economic and educational means for black advancement, persuading the Phelps-Stokes Fund to finance a study of black secondary and higher education and creating in 1912 the Tuskegee Five Year Fund. Despite the changing times and gradual decline in his personal vigor, Washington's actions hardly suggested the little time he had left to live.

Probably nothing in Booker T. Washington'life had as much symbolic significance for the blacks for whom he claimed to speak as the day he dined with President Theodore Roosevelt at the White House, October 16, 1901. Not even the publication of his autobiography earlier that year had indicated so clearly just how far'up from slavery'Washington had traveled. Though criticized by many, the dinner was a sign, especially to his black supporters, of Washington's arrival at the heart of power in America. Even as Washington expanded his political influence to become a counselor of presidents, the racial climate was worsening and black political rights in the South were plummeting. Volume 6 documents the events of this somber period, including Washington's secret challenge to the Alabama grandfather clause. It also includes evidence of T. Thomas Fortune's diminishing influence with Washington and the extension of the Tuskegee Machine's web of influence into the North.

The phenomenal impact of Booker T. Washington on his time is underscored in this volume, documenting both Washington's continuing influence upon President Theodore Roosevelt and the growing dissatisfaction of some blacks with Washington's philosophy and leadership. In 1911 and 1912 Washington continued to travel, lecture, and write in America and abroad. In England and Europe he studied working-class conditions and included his observations in The Man Farthest Down (1912). During this same time period, however, he and his Tuskegee Machine suffered systematic shocks from which they only partially recovered. Washington's political role as presidential adviser declined steadily during Taft's administration. The decline itself was overshadowed, if not hastened, by Washington's involvement in a highly sensationalized incident - his brutal beating at the hands of Henry Albert Ulrich in early 1911. While this act stimulated a wave of sympathy from Washington's supporters, the circumstances surrounding the incident provided added fuel for his detractors.

The emergence of network facilities and the increased availability of personal computer systems over the last decade has seen the development of interest in the use of computers to support cooperative work. This volume presents the proceedings of the fifth European conference on Computer Supported Cooperative Work (CSCW). This is a multidisciplinary area which embraces both the development of new technologies and an understanding of the relationship between technology and society. This book comprises the refereed papers together with the invited keynote papers, presented at the Second International Conference on Enterprise Information Systems. The conference was organised by the School of Computing at Staffordshire University, UK, and the Escola Superior de Tecnologia of Setubal, Portugal, in cooperation with the British Computer Society and the International Federation for Information Processing, Working Group 8.1. The purpose of this 2nd International Conference was to bring together researchers, engineers and practitioners interested in the advances in and business applications of information systems. The papers demonstrate the vitality and vibrancy of the field of Enterprise Information Systems. The research papers included here were selected from among 143 submissions from 32 countries in the following four areas: Enterprise Database Applications, Artificial Intelligence Applications and Decision Support Systems, Systems Analysis and Specification, and Internet and Electronic Commerce. Every paper had at least two reVIewers drawn from 10 countries. The papers included in this book were recommended by the reviewers. On behalf of the conference organising committee we would like to thank all the members of the Programme Committee for their work in reviewing and selecting the papers that appear in this volume. This volume turns from emphasizing Washington's institution-building (Tuskegee Institute) to examine those writings which reveal more about the black leader's growing role as a national public figure. Volume 5 covers a period during which Washington's fortunes continued to rise even as those of the black masses, for whom he claimed to speak, declined. Though forced to adhere narrowly to the racial philosophy he had espoused in the Atlanta Compromise address of 1895, Washington nonetheless was able to involve himself covertly in matters of civil rights and politics. He used the National Negro Business League as a front for political activity. He successfully lobbied against disenfranchisement of black voters in Georgia during November, 1899. During these years Washington began behind-the-scenes civil rights activities that foreshadowed a much more elaborate'secret life'after the turn of the century. He worked with lawyers of the Afro-American Council to test in the courts the grandfather clause of the Louisiana constitution of 1898, raising money to pay the legal costs and swearing the other participants to secrecy. T. Thomas Fortune, the leading black journalist of the day, was Washington's close personal advisor as he sought to spread his sphere of influence from his southern base to northern cities. Also included are writings on the first convention of the National Negro Business League, Washington's address before the Southern Industrial Convention in Huntsville, Ala., and the full text of Washington's first book, The Future of the American Negro, published in December, 1899. A fascinating view of Booker T. Washington and the milieu in which he operated, Volume 5 provides further reason to call the project, as C. Vann Woodward has done,'the single most important research enterprise now under way in the field of American black history.'

In his lifetime Washington was the most influential African American in the United States. In this volume the editors hope to convey the shaping forces of his early life. They have gathered and annotated more than 400 documents, including letters, speeches, articles, and other writings from shortly after Washington's birth in 1856 to the death of his second wife in 1889. Much of the material relates to the founding of Tuskegee Normal and Industrial Institute. Washington's life became so interwoven with his school that to illustrate his career is also to tell the story of the institution.

University of Utah Anthropological Papers No. 134 This volume examines an almost purely lithic record known in the Puget Sound region as the Olcott Complex. Only loosely described off and on since the early 1960s by a series of researchers, none of whom used the same analytical approach, the Olcott record has never been systematically analyzed until now. As a result, this book fills in enormous gaps in our knowledge regarding the age, mode of subsistence, and adaptive strategy of the Olcott Complex. Chatters and colleagues describe the intensive excavation of three Olcott sites that were threatened by highway construction. The book concludes by pulling those findings together to place the Olcott Complex into its proper place in regional prehistory. An exemplary model of how to conduct archaeological research, the volume demonstrates how important research issues can be addressed in a cultural resource management context. Arriving in Mexico less than a decade after the Spanish conquest of 1521, the Franciscan missionary Bernardino de Sahagún not only labored to supplant native religion with Christianity, he also gathered voluminous information on virtually every aspect of Aztec (Nahua) life in contact-period Mexico. His pioneering ethnographic work relied on interviews with Nahua elders and the assistance of a younger generation of bicultural, missionary-trained Nahuas. Sahagún's remarkably detailed descriptions of Aztec ceremonial life offer the most extensive account of a non-Western ritual system recorded before modern times. Representing Aztec Ritual: Performance, Text, and Image in the Work of Sahagún uses Sahagún's corpus as a starting point to focus on ritual performance, a key element in the functioning of the Aztec world. With topics ranging from the ritual use of sand and paper to the sacrifice of women, contributors explore how Aztec rites were represented in the images and texts of documents compiled under colonial rule and the implications of this European filter for our understanding of these ceremonies. Graduate students have traditionally learned a good part of what they know about sources and research aids on modern China through hearsay and serendipity, in unsystematic and unreliable bits and pieces. The field has now developed to the point where this need not and ought not to be so. It is now possible for beginning researchers to start with some shared basic knowledge of research aids and documentary resources. This research guide is meant to provide that knowledge. The user of this guide is envisaged as an American graduate student in history or the social sciences who is already familiar with the major English-language secondary literature on modern China and is about to begin original research, either for a seminar paper or for a dissertation.

To explore how mobile technology can be employed to enhance the lives of older adults, the Board on Behavioral, Cognitive, and Sensory Sciences of the National Academies of Sciences, Engineering, and Medicine commissioned 6 papers, which were presented at a workshop held on December 11 and 12, 2019. University of Utah Anthropological Papers No. 133 Point of Pines Pueblo has long been the center of theoretical debates in southwestern archaeology, yet detailed descriptions of the site have been lacking. Located on the San Carlos Apache Reservation in central Arizona, this large Mountain Mogollon village (about 800 rooms) dates from AD 1200 to 1400. For the first 100 years of occupation it was a multiethnic community and is often referenced in discussions of aggregation, community organization, migration, and ethnic interaction. In Point of Pines Pueblo Tammy Stone details the architectural structures and cultural materials at the site, providing a body of information never before published. From 1947 to 1960, Point of Pines Pueblo was excavated by the University of Arizona field school under the direction of Emil Haury. Data from that work were housed at the Arizona State Museum Archives. Stone draws from those original excavation notes to present detailed descriptions of each architectural structure and extramural feature along with information on the associated artifacts, dated dendrochronology samples, and ethnobotanical samples unearthed at the site. A rich source of raw data, this book will serve as a valuable resource for years to come.

Isle Royale and the counties that line the northwest coast of Michigan's Upper Peninsula are called Copper Country because of the rich deposits of native copper there. In the nineteenth century, explorers and miners discovered evidence of prehistoric copper mining in this region. They used those'ancient diggings'as a guide to establishing their own, much larger mines, and in the process, destroyed the archaeological record left by the prehistoric miners.
