In 1989 the late Prof Michael Beesley and Prof David Hensher convened a workshop of an invitational group of academics, transport operators and government regulators to review and report on the recent reforms in the British bus sector. The workshop was held in Thredbo, Australia. At the time this was a once off activity. Its success was such that it spawned a series of biannual conferences (now known as the Thredbo series) held in Finland (1991), Canada (1993), New Zealand (1995), England (1997), South Africa (1999), Norway (2001), Brasil (2003) and Portugal (2005). The conference series attracts a unique mix of researchers and practitioners with the common aim to share their experiences throughout the world on topics related to the institutional reform of land passenger transport (especially bus, rail and ferry). The focus is on workshops and plenary sessions in which participants are engaged in intense discussions that lead to the production of workshop reports that set the agenda for reform for the next period between the conferences. In the past workshop reports have been published in a major international journal and selected papers in special issues of journals. The growing number of citations of the material from the thredbo series has motivated this book, providing an opportunity to bring together in one volume the best papers from the conference plus the workshop reports. All chapters have been peer refereed. The themes in this volume (the first in a new series) include competition and regulation, contract specifications (especially performance-based contracts), regulatory and planning tools, institutional frameworks, service quality and pricing and performance data and measurement. Within one volume we provide a comprehensive update and review of the reform programs throughout the world in the land passenger transport sector. The volume is edited by Professor David Hensher, co-founder of the series and a recognized world authority in the field. It is the most current global assessment of reforms in land passenger transport. It contains papers written by those who influence policy and institutional reform in over 20 countries. It presents a comprehensive statement of the successes and failures in public transport reform. Many of the authors are regarded as the leading authorities in the field. The case studies throughout the world are not available in any other single source.

The boundary between public and private policing is messy and complex. Police executives deal with some aspect of it almost every day. Toward an Islamic Reformation is an ambitious attempt to modernize Islamic law, calling for reform of the historical formulations of Islamic law, commonly known as Shari'a that is perceived by many Muslims to be part of the Islamic faith. As a Muslim, Abdullahi Ahmed An-Na'im is sensitive to and appreciative of the delicate relationship between Islam as a religion and Islamic law. Nevertheless, he considers that the questions raised here must be resolved if the public law of Islam is to be implemented today. An-Na'im draws upon the teachings and writings of Sudanese reformer Mahmoud Mohamed Taha to provide what some have called the intellectual foundations for a total reinterpretation of the nature and meaning of Islamic public law.

The first large-scale empirical analysis of the gender gap in science, showing how the structure of scientific labor and rewards—publications, citations, funding—systematically obstructs women's career advancement.If current trends continue, women and men will be equally represented in the field of biology in 2069. In physics, math, and engineering, women should not expect to reach parity for more than a century. The gender gap in science and technology is narrowing, but at a decidedly unimpressive pace. And even if parity is achievable, what about equity?Equity for Women in Science, the first large-scale empirical analysis of the global gender gap in science, provides strong evidence that the structures of scientific production and reward impede women's career advancement. To make their case, Cassidy R. Sugimoto and Vincent Larivière have conducted scientometric analyses using millions of published papers across disciplines. The data show that women are systematically denied the chief currencies of scientific credit: publications and citations. The rising tide of collaboration only exacerbates disparities, with women unlikely to land coveted leadership positions or gain access to global networks. The findings are unequivocal: when published, men are positioned as key contributors and women are relegated to low-visibility technical roles. The intersecting disparities in labor, reward, and resources contribute to cumulative disadvantages for the advancement of women in science.Alongside their eye-opening analyses, Sugimoto and Larivière offer solutions. The data themselves point the way, showing where existing institutions fall short. A fair and equitable research ecosystem is possible, but the scientific community must first disrupt its own pervasive patterns of gatekeeping.

This book discusses the legacy of the conference series The International Conferences of Women Engineers and Scientists (ICWES), which spans the second half of the Twentieth Century and the beginning of the twenty-first. The book first discusses how, at a time when there were few women engineers and scientists, a group of women organized a conference, in June 1964 in New York, which attracted 486 women. They presented their scientific achievements and discussed how to attract more women in STEM. This effort was carried out by volunteers, continuing the ICWES conferences over a period of 59 years. The authors discuss the organizers, the hosting societies, the scientific content, the changes in issues over time, and how the continuity has endured. The authors also discuss the importance of global involvement, shown through past conferences inlocations such as USA, UK, Italy, Poland, France, India, Ivory Coast, Hungary, Japan, Canada, and Korea. The authors also outline how the efforts were aided by the development of a not for profit Canadian corporation, the International Conference of Women in Sciences and engineering (INWES), which ensures the continuation of the conference series. Claire Deschênes and Monique Frize ensured that the conference database was digitalized and is now available at the Canadian Archive of Women in STEM, University of Ottawa Library, with the hope that researchers will continue to explore this rich database. As an important part of the Women in Science and Engineering book series, the work hopes to inspire women and men, girls and boys to study and work in STEM fields. This book is important historically because it documents a unique adventure created by women in STEM through vision and leadership. Their efforts established modes of networking and sharing their contributions in science, technology, and on gender issues.

War has ever exercised a great appeal on men's minds. Oscar Wilde's witticism notwithstanding this fascination cannot be attri­ buted simply to the wicked character of war. The demonic forces released by war have caught the artistic imagination, while sages have reflected on the enigmatic readiness of each new generation to wage war, despite the destruction, disillusion and exhaustion that war is known to bring in its train. If there never was a good war and a bad peace why did armed conflicts recur with such distressing regularity? Was large-scale violence an intrinsic condition of Man? The answers given to such questions have differed widely: it has even been suggested that the states of war and peace are not as far removed from one another as is usually supposed. The causes of war and the interaction between war and society have long been the subject of philosophical enquiry and historical analysis. Accord­ ing to Thucydides no one was ever compelled to go to war; Cicero remarked how dumb were the laws in time of war, while Clausewitz's profound observation concerning the affinity between war and politics has become almost a commonplace. War being the severest test a society or state can experience historians have naturally been concerned to investigate their rela­ tionship.

Located near Cumberland Gap in the rugged hills of East Tennessee, Lincoln Memorial University (LMU) was founded in 1897 to help disadvantaged Appalachian youth and reward the descendents of Union loyalists in the region. Its founder was former Union General Oliver Otis Howard, a personal friend of Abraham Lincoln, who made it his mission to sustain an institution of higher learning in the mountain South that would honor the memory of the Civil War president. In Lincoln Memorial University and the Shaping of Appalachia, LMU Professor Earl J. Hess presents a highly readable and compelling history of the school. Yet the book is much more than a chronology of past events. The author uses the institution's history to look at wider issues in Appalachian scholarship, including race and the modernization of educational methods in Appalachia. Gabriel Tarde ranks as one of the most outstanding sociologists of nineteenth-century France, though not as well known by English readers as his peers Comte and Durkheim. Askari and Krichene provide a comprehensive background for recent international financial crises rapid expansion of interest-bearing debt and monetary expansion though the fractional reserve banking system. In this context, the authors provide an analysis of the experience and issues associated with international payments systems the various forms of the gold standard, the Bretton Woods system and the present system of flexible exchange rates. The authors go on to examine the case for fixed exchange rates (gold standard and other interesting variations) anchored in Islamic finance. 'Perez Velazquez has written a little gem that I advise reading to anyone persuing a scientific career, as well as for the general public interested in the sociological aspects of science. It alerts the reader about the rise of a new type of scientist, buried in bureaucracy and financial issues. In contrast to past generations, this'new scientist'is sadly left with minimal time to dedicate to creative work. It studies the consequences of this state of affairs, the problems associated with peer reviewing, the dilemma of funding innovative research, the nature of corporate academic culture and the trivialization of scientific achievement by grant agencies and universities. It also provides possible solutions for these problems. All this is magnificently exemplified and documented, including personal experiences from the author and a touch of humor illustrated in the accompanying cartoons. Despite the humor, it is a serious piece of work that would also be useful for the conscientious academic worried about the difficulties of the current research scene.'Marina Frantseva, MD, PhD Jose Luis Perez Velazquez is a Spanish biochemist/biophysicist. He has a degree in Biochemistry and a PhD in Molecular Physiology & Biophysics. His research activities are mainly in the fields of the brain-behaviour relation at a high level of description, seeking principles of biological organisation. He worked as a senior scientist at the Hospital for Sick Children in Toronto and was Professor at the University of Toronto, where he taught a graduate course on consciousness and self-awareness, which derived in part from his book The Brain-Behaviour Continuum (World Scientific). He also edited the book Coordinated Activity in the Brain (Springer), and edited special issues for The Journal of Biological Physics, Frontiers in Integrative Neuroscience and Frontiers in Computational Neuroscience. Currently he is a Research Scholar at the Ronin Institute, where he continues to investigate a possible global principle, a scheme that combines theoretical studies and experimental observations, aimed at conceptualizing how consciousness arises from the organization of matter.

As part of its contribution to the 1979 United Nations Conference on Science and Technology for Development IUNCSTD) the United Nations Institute for Training and Research jUNITAR) organized an informal research group to assess various aspects of applying science and technology to development through the United Nations system. This research group was constituted in early 1978 at the initiative of Dr. Robert S. Jordan, former Director of Research at UNITAR, and was headed by Professor Volker Rittberger, a UNITAR Special Fellow. One of the activities of this group has been the production of a series of working papers on science and technology. These papers seek to provide preliminary analyses rather than definitive conclusions. Their purpose is to facilitate the access of others to the ongoing work of the group and to stimulate critical comments and reactions leading to further improvement of this work.

First published in 1982. Unemployment was a major scourge of the advanced capitalist countries in the 1930s, but in the golden age of post-war expansion which lasted until 1973, it had seemingly been vanquished by enlightened economic policy. Since 1973, unemployment has re-emerged as a major problem, along with accelerated inflation and problems of structural adjustment imposed by soaring energy prices. The rise in European unemployment came in two surges as a result of the generalised recessions of 1974-5 and 1980-1. At the beginning of 1982 unemployment in the European Community was running close to 10% of the labour force compared with a ‘norm'of under 2% in the 1960s. These abrupt and serious changes in the labour market have created major new dilemmas for economic policy and have stirred significant and acrimonious theoretical controversy. For this reason it is useful to analyse the policy issues and the academic debate in a comparative perspective. The present volume contains three comparative papers on the employment policy discussions in Germany, the Netherlands and the UK as well as papers examining the theoretical adequacy of Keynesian, monetarist, structuralist and Marxist reactions to the new issues. The papers are all accompanies by a critique from the discussants.

This volume offers new calendrical models and methodologies for reading, dating, and interpreting the general significance of the Madrid Codex. The longest of the surviving Maya codices, this manuscript includes texts and images painted by scribes conversant in Maya hieroglyphic writing, a written means of communication practiced by Maya elites from the second to the fifteenth centuries A.D. Some scholars have recently argued that the Madrid Codex originated in the Petén region of Guatemala and postdates European contact. The contributors to this volume challenge that view by demonstrating convincingly that it originated in northern Yucatán and was painted in the Pre-Columbian era. In addition, several contributors reveal provocative connections among the Madrid and Borgia group of codices from Central Mexico. Contributors include: Harvey M. Bricker, Victoria R. The Return of the Moguls chronicles an important story in the making, one that will affect more than just the newspaper business—it has the power to change democracy as we know it. Over the course of a generation, the story of the daily newspaper has been an unchecked slide from record profitability and readership to plummeting profits, increasing irrelevance, and inevitable obsolescence. The forces killing major dailies, alternative weeklies, and small-town shoppers are well understood—or seem obvious in hindsight, at least—and the catalog of publications that have gone under reads like a who's who of American journalism. During the past half-century, old-style press barons gave way to a cabal of corporate interests unable or unwilling to invest in the future even as technological change was destroying their core business. The Taylor family sold the Boston Globe to the New York Times Company in 1993 for a cool $1.1 billion. Twenty years later, the Times Company resold it for just $70 million. The unexpected twist to the story, however, is not what they sold it for but who they sold it to: John Henry, the principal owner of the Boston Red Sox. A billionaire who made his money in the world of high finance, Henry inspired optimism in Boston because of his track record as a public-spirited business executive—and because his deep pockets seemed to ensure that the shrunken newspaper would not be subjected to further downsizing. In just a few days, the sale of the Globe was overtaken by much bigger news: Jeff Bezos, the founder of Amazon and one of the world's richest people, had reached a deal to buy the Washington Post for $250 million. Henry's ascension at the Globe sparked hope. Bezos's purchase seemed to inspire nothing short of ecstasy, as numerous observers expressed the belief that his lofty status as one of our leading digital visionaries could help him solve the daunting financial problems facing the newspaper business. Though Bezos and Henry are the two most prominent individuals to enter the newspaper business, a third preceded them. Aaron Kushner, a greeting-card executive, acquired California's Orange County Register in July 2012 and then pursued an audacious agenda, expanding coverage and hiring journalists in an era when nearly all other newspaper owners were trying to avoid cutting both. The newspaper business is at a perilous crossroads. This essential book explains why, and how today's new crop of media moguls might help it to survive.

Published in 1993. Software reuse has been shown to achieve improvements in productivity, quality and timeliness of software. The collection of papers in this book were given at a seminar organized by UNICOM and the British Computer Society Software Reuse Specialist Group. They address the reasons why software reuse can maximize an organization's return from past expenditure and ensure a good future expenditure. Increasing the automation of software development requires access to explicit knowledge about processes and products involved. The chapters examine the relationship between reuse and other aspects of software engineering, including management techniques and structures, CASE, methodologies and object orientation. In addition, the papers aim to provide a structures insight into new techniques which will become available through the 1990s. This paper reviews the literature on the macroeconomic impact of natural disasters and presents the IMF's role in assisting countries coping with natural catastrophes. Focusing on seven country cases, the paper describes the emergency financing, policy support, and technical assistance provided by the Fund to help governments put together a policy response or build a macro framework to lay the foundation for recovery and/or unlock other external financing. The literature and experience suggests there are ways to strengthen policy frameworks to increase resilience to natural disaster shocks, including identifying the risks and probability of natural disasters and integrating them more explicitly into macro frame-works, increasing flexibility within fiscal frameworks, and improving coordination amongst international partners ex post and ex ante.

This paper quantitatively investigates how population aging trend affects fiscal space measured as unused revenue generating capacity by utilizing a standard neoclassical growth model. A calibration exercise for G-7 countries shows that France, Germany and Italy suffer greater revenue impact from a given reduction in hours worked due to their larger government expenditure. Corrective measures such as pension reform and flexible expenditure policy would be required in order to mitigate the impact of aging on fiscal space.

'The ISTTT'series is the main gathering for the worlds transportation and traffic theorists, and the resulting volume is a field-defining milestone featuring the most promising thinking and theoretical developments. It reflects the major renewal the field is experiencing, with the entry of many new scientists from a variety of disciplines, and the mutual coexistence of a growing number of theoretical perspectives and modelling cultures. It includes peer-reviewed international contributions in the field of transportation and traffic theory. It addresses planning, design, and management of transportation systems.

Throughout the history of early Mesopotamia the distribution of cuts of meat – usually in the context of what Michael Dietler (2001) has termed ‘diacritical'feasts – was the primary mechanism for building solidarity among the elite, while at the same time differentiating and calibrating the status of individual office-holders and the institutional roles that they inhabited. This phenomenon has been identified and described in much later periods of Mesopotamian history, as in Milano's path-breaking paper “Aspects of meat consumption in Mesopotamia and the food paradigm of the Poor Man of Nippur” (1998), but up to now has not been identified in the Late Uruk period (ca. 3300-3000 BCE), the earliest period of Mesopotamian history for which we have a substantial documentary record. This brief contribution summarizes the findings presented in a much lengthier paper (Johnson 2015) and is drawn in part from a forthcoming summary of the Late Uruk butchering records (Johnson forthcoming).

In this exceptional dual biography and cultural history, Erik S. Gellman and Jarod Roll trace the influence of two southern activist preachers, one black and one white, who used their ministry to organize the working class in the 1930s and 1940s across lines of gender, race, and geography. Owen Whitfield and Claude Williams, along with their wives Zella Whitfield and Joyce Williams, drew on their bedrock religious beliefs to stir ordinary men and women to demand social and economic justice in the eras of the Great Depression, New Deal, and Second World War. Williams and Whitfield preached a working-class gospel rooted in the American creed that hard, productive work entitled people to a decent standard of living. Gellman and Roll detail how the two preachers galvanized thousands of farm and industrial workers for the Southern Tenant Farmers Union and the Congress of Industrial Organizations. They also link the activism of the 1930s and 1940s to that of the 1960s and emphasize the central role of the ministers'wives, with whom they established the People's Institute for Applied Religion. This detailed narrative illuminates a cast of characters who became the two couples'closest allies in coordinating a complex network of activists that transcended Jim Crow racial divisions, blurring conventional categories and boundaries to help black and white workers make better lives. He was impressed by the country's technological innovation, and he believed that this was what had fueled its economic growth. #2 By 1820, steam power had revolutionized Britain's mining industry. mines are shafts dug into the ground, and they are prone to flooding. The preindustrial horse-driven pumps struggled to lift water out of any mines that were more than a few yards deep. But by 1820, steam technology had advanced to the point where engines could easily pump water out of shafts that were over three hundred yards deep. #3 The steam engine was a huge improvement over the Newcomen engine, as it was much more efficient. However, it still consumed a lot of coal, and the people of England had a love-hate relationship with science. #4 The French were the first to recognize the economic benefits of using steam power. They faced a problem, however: coal was scarce south of the Channel. French engineers cared about engine efficiency in a way that British engineers did not.

This book is a history of a prominent Ghanaian newspaper, the Ashanti Pioneer, as well as well-known figurers in the country itself. It utilizes the stories published in the newspaper to recount the history of the press, including its key individuals and groups, and to provide a unique perspective on the most important events in the Gold Coast during the mid-twentieth century, just prior to and after independence. This work will show that the Ashanti Pioneer influenced public opinion on several subjects. From its opening in 1939, the newspaper contributed greatly to the spread of newsworthy information throughout Ghana, formerly known as the Gold Coast, from Kumasi to the coastline and to its Northern borders.
