Today's urban water managers are faced with an unprecedented set of issues that call for a different approach to urban water management. These include the urgent changes needed to respond to climate change, population growth, growing resource constraints, and rapidly increasing global urbanization. Not only are these issues difficult to address, but they are facing us in an environment that is increasingly unpredictable and complex. This report focuses on the urban water management challenges facing cities across OECD countries, and explores both national and local policy responses with respect to water-risk exposure, the state of urban infrastructures and dynamics, and institutional and governance architectures. The analyses focus on four mutually dependent dimensions – finance, innovation, urban-rural co-operation and governance – and proposes a solutions-oriented typology based on urban characteristics. The report underlines that sustainable urban water management will depend on collaboration across different tiers of government working together with local initiatives and stakeholders.

People and societies conceptualise and experience time in fundamentally different ways. This basic aspect of perception significantly influences the way we frame problems and conceive solutions. This book shows how time perspectives differ across national cultures and across professional roles. It shows how these differences generate ambiguity when it comes to defining problems and devising solutions in the water sector. This is especially important when dealing with problems such as Sustainable Water Resources Management and Climate Change that involve (culturally and professionally) diverse stakeholders. Response strategies to such problems inherently require concerted action because of the large spatial and temporal scale on which they take place and to minimise the occurrence of conflicting interventions. This disparity between diverse problem perceptions and the need for collective understanding and united action is increasingly recognised as an important concern in the field of water resource management. The conclusions are important because the time horizons considered in planning and setting research agendas influence what problems are perceived, what questions are asked, and what solutions are sought. In general, more time needs to be invested in framing problems. This is particularly important for participatory planning and transdisciplinary research where the diversity in Motivational Space is greatest. It is recommended that Motivational Space be collectively and explicitly framed from the outset of all planning projects, especially in terms of Temporal Extent. When it comes to setting research agendas it is important to match the Motivational Space of those who prioritize the questions with the goal of the research programme. Institutional Governance and Regulation of Water Services aims to provide the key elements of policy, governance and regulation necessary for sustainable water and sanitation services. On policy matters, it covers important aspects including separation of policy and delivery, integrated planning, sustainable cost recovery, provisions for the poor, and transparency. Regulation and Regulatory Bodies are presented in their various forms, with discussion of why some form of independent scrutiny is essential for sustainability. The focus is on what works and what does not, based on consideration of basic principles and on case studies in both developing and developed countries. This publication sets out the challenge for freshwater in a changing climate and provides policy guidance on how to navigate this new'waterscape'. Available as eBook only. Rapid analytical methods are likely to be incorporated into revised recreational water quality criteria by the US EPA (2012). While epidemiological studies have demonstrated a correlation of health effects to fecal indicator bacteria (FIB) as quantified by QPCR, there is a need to examine the relationship between EPA-approved culture-based methods and their QPCR-based equivalents prior to implementation. In particular, inland waters, including lakes, streams/rivers, and wastewater through the treatment process (as a source of environmental DNA) need to be assessed to determine whether they can be accurately managed using rapid QPCR based techniques. The goal of this research was to determine how EPA-approved culture-based and QPCR-based methods compared when a) inhibition caused underestimation, b) target bacteria were viable and/or non-viable, c) using a variety of different QPCR quantification approaches, d) related to pathogen densities, and e) analyses were performed in multiple laboratories (precision, accuracy, and other sources of variability). Results indicate that all sites are not equal. While QPCR appeared to have satisfactory correlation to culture-based methods for FIB at some sites, including in process wastewater, it does not appear that the methods can be unilaterally applied across all inland water bodies. The lack of consistent correlation observed for some geographic locations and water body types could be attributed to different types of contamination sources (age and growth state of FIB), unresolved inhibition, method variability (between lab, development of calibration curves, extraction efficiency, method of result calculation, and limit of detection), and the relative contribution of DNA from viable vs. non-viable cells.

The presence of trace organic chemicals (TOrCs) in municipal biosolids in the U.S. has received considerable attention by the public and scientific community over the last several years. Of particular concern is whether the presence of TOrCs in biosolids results in significant risks to public health and the environment upon land application of the biosolids. While the U.S. Environmental Protection Agency has evaluated the risks associated with dioxins present in biosolids-amended soils, to date, no other TOrCs, particularly those of emerging concern, have been subjected to complete risk assessments with respect to the land application of municipal biosolids. This study identified the scientific data gaps that should be filled if appropriate risk assessments are to be conducted. The focus of this effort was to compile data from published peer-reviewed literature that addresses the occurrence, mobility, persistence, bioaccumulation, toxicity, and microbial impacts of biosolids-borne TOrCs in soils. In addition, an evaluation of the current modeling approaches employed to evaluate the risks of biosolids-borne TOrCs was conducted.

The Gulf Coast hurricanes of 2005 and horrific events of 9/11/2001 have spawned a new emphasis on domestic security and emergency preparedness. Governments at all levels are taking action to reduce their vulnerabilities and prepare for emergencies, including unconventional disasters such as regional-scale weather events and terrorist attacks. A great deal has been written concerning security practices for large and medium-sized water and wastewater systems. Some of these practices are relevant and applicable to small, rural, and tribal wastewater systems, but many are not. Small systems tend to have characteristics which preclude them from adopting many of the practices employed by larger wastewater and water utilities. This report identifies security-related practices that are applicable for small wastewater systems. The report adopts a two-pronged approach with respect to security enhancement for small wastewater systems. First, the report focuses on security practices that are consistent with the technical, managerial, and financial capacity of small systems, and identifies a series of security-related “Practice Areas” that can be implemented in the near-term with modest expenditure of financial and/or staff resources. Second, the report outlines a strategy to help small utilities map-out programs for ongoing, sustainable security enhancement. This ongoing strategy is based primarily on the identification of practices and investments that a utility can pursue in cooperation with other municipal and regional entities.

This study evaluates the impacts of blending practices at municipal wastewater treatment plants on effluent and receiving water quality, and estimates public health risks associated with recreation in surface waters receiving blended flows. Field samples were collected at four municipal wastewater treatment plants for in-plant processes and receiving waters during wet weather blending, wet weather non-blending, and dry weather events. Laboratory analyses for Giardia, Cryptosporidium, viruses (adenovirus, enteric viruses, rotavirus, norovirus), pathogen indicator organisms (fecal coliform, E. coli, enterococcus, and male specific coliphage), and other water quality parameters were performed on these samples. Field sample results for the East Bay Municipal Utility District's (EBMUD) Main Wastewater Treatment Plant were used to develop a hydrodynamic and water quality computer models to predict receiving water conditions and a quantitative microbial risk assessment (MRA) to evaluate increased risks of gastrointestinal and respiratory infections for people recreating in waters receiving blended flows. EBMUD field sampling results indicated that Giardia and adenovirus concentrations in plant final effluent increased during wet weather blending events in comparison to non-blending events, and so receiving water modeling was conducted for these organisms. T-test results indicated that the differences between blending and non-blending were not considered to be statistically significant for any of the pathogen and indicator organisms except Giardia cysts (enumeration). Additionally, TSS, cBOD5 and particle concentrations from final effluent grab samples also appeared higher during blending events, but no increase was observed in VOC levels during these periods, and no NPDES permit limits were exceeded. An estimate of the incremental annual number of infections associated with blending practices at EBMUD's wastewater treatment plant was developed based on two pathogens (adenovirus and Giardia spp.) and three exposure sites. Estimated individual risk per exposure event for people recreating in waters receiving blended flows were greater by about an order-of-magnitude (10x) at the EBMUD MWWTP Outfall location and less than an order-of-magnitude (10x) at three other exposure sites, than if these blended flows received full secondary biological treatment during wet weather conditions. Thus the relative increase of annualized risk appeared negligible, at less than one infection annually assuming 100 exposure events per day for 30 blending days per year.

Approximately 35% of a wastewater treatment facilities'total cost to provide wastewater service is for energy use. Industry wide, about 0.6% of the electric energy produced in the United States is consumed by commercial sector wastewater treatment. Clearly, the wastewater sector and other wastewater treatment providers, such as industry and commercial establishments, need cost-effective solutions for energy management and efficiency in their wastewater treatment operations. The interrelated problems of rising energy costs and demand alongside climate change have brought the issue of energy efficiency into the forefront of most every wastewater treatment provider today. The Operations Optimization Challenge is the Water Environment Research Foundation's (WERF) program to build integrated, comprehensive, long-term research into process optimization, energy efficiency, energy and resource recovery, and minimization of the environmental footprint of wastewater collections and treatment. The primary goal of the Optimization Challenge is to develop approaches that allow the wastewater sector to attain a 20% or greater reduction in energy to achieve treatment goals. One of the goals of the Operations Optimization Challenge is to identify the approaches used by the most effective power utility or state energy efficiency programs. Using these most effective elements of these programs build upon success and promote energy efficiency at the facility by putting in place the framework for effective energy management at a higher level. Currently only four states have effective energy reduction programs with a long-term history of performance. This report is aimed at increasing the number of states or other agencies (interstate agencies as well as power providers) who can implement successful programs to assist the wastewater sector reduce nationwide energy demand. In support of this goal, this report: Provides suggested language for incorporating energy efficiency related concepts in design guidelines or standards. Evaluates the feasibility of establishing a national design standard for wastewater treatment facilities which incorporates energy efficiency related concepts in an outlined model standard. This includes results from a technical working session of selected wastewater regulatory and energy regulatory agencies that was focused on the issue of incorporating energy guidelines in their respective standards. Identifies reviews and analyzes successful state and utility sponsored wastewater-related energy programs and suggests a model framework based on the key elements of these programs.

Pharmaceuticals in the Environment: current knowledge and need assessment to reduce presence and impact brings together results of previous and on-going EU projects with published data from both governmental sources and scientific literature and manufacturers'data on production and usage of pharmaceuticals. This book puts together the current knowledge and emphasises questions that deserve attention such as: What is the spectrum of most relevant pharmaceutical products (PPs) for the aquatic environment? Public understanding leading to support for investment in aging water infrastructure is absolutely essential in order to close the “gap” between projected and current funding levels. In response to the need identified by its utility members, the Water Environment Research Foundation has funded a research program on Strategic Asset Management (SAM) Implementation and Communication for wastewater and water utilities. One objective of the research program included understanding the experience of utilities with citizen advisory committees to gain support for issues related to infrastructure sustainability and asset management. A variety of experiences are documented in this report. Lessons learned that can guide a utility that desires to establish a citizen advisory committee are identified in the areas of formation, logistics, goals and expected results.

The purpose of this User's Guide is to provide guidance on modeling watershed-scale problems associated with decentralized wastewater-treatment systems (DWTS), with a particular focus on onsite wastewater systems (OWS). The guide focuses on modeling transport and fate of the nutrients nitrogen (N) and phosphorus (P) because these are the most common OWS constituents of concern, and because these pollutants are regulated in surface waters (N and P) and in ground water (N). However, limited but useful information is also provided regarding the modeling of organic wastewater contaminants, such as pharmaceuticals, pesticides, and other household products. It provides some general information on modeling bacterial pollutants. The guide can be used by decision makers to determine whether relatively simple screening models (presented in Appendix A) are sufficient for use in the decision-making process, or if sophisticated models (presented in Appendix B) are more appropriate. The document provides guidance about the type of model that should be used for particular scenarios, and the data requirements for model implementation. The guide is also useful to modeling experts by providing guidance on important issues such as conceptual-model development, mathematical-model selection, modelsensitivity analyses, model uniqueness, and calibration. Finally, the guide provides some real-world and hypothetical case studies that can demonstrate the usefulness of using watershed-scale models, and provide templates for certain common scenarios relevant to the decentralized wastewater treatment community.

The FISH Handbook for Biological Wastewater Treatment provides all the required information for the user to be able to identify and quantify important microorganisms in activated sludge and biofilms by using fluorescence in situ hybridization (FISH) and epifluorescence microscopy. It has for some years been clear that most microorganisms in biological wastewater systems cannot be reliably identified and quantified by conventional microscopy or by traditional culture-dependent methods such as plate counts. Therefore, molecular biological methods are vital and must be introduced instead of, or in addition to, conventional methods. At present, FISH is the most widely used and best tested of these methods. This handbook presents all relevant information from the literature and, based on the extensive experience of the authors, advice and recommendations are given for reliable FISH identification and quantification. The overall purpose of the book is to help scientists, consultants, students, and plant operators to get an overview of important microorganisms in biological wastewater treatment and to explain how FISH can be used for detecting and quantifying these microbes. A proper and reliable identification of dominant microorganisms is of great importance for research and new developments in the wastewater treatment industry, and it is important for optimization and troubleshooting of operational problems in present wastewater treatment plants. The book encompasses an overview of dominant microorganisms present in the wastewater treatment systems, which oligonucleotide probes (gene probes) to select for detection of these microbes by FISH, how to perform FISH (detailed protocols), how to quantify the microbes, and how to solve common problems of FISH. The book addresses several functional groups: nitrifiers, denitrifiers, polyphosphate-accumulating organisms, glycogen-accumulating organisms, bacteria involved in hydrolysis and fermentation, filamentous bacteria from bulking sludge, and scum-forming bacteria. This book is based on a screening of 113 worldwide experiences in alternative urban water management. A range of alternative water management strategies have been reviewed and 15 cases from around the world were studied in detail. This project provides WERF subscribers with a state-of-knowledge report that is a synthesis of existing work and provides guidance on effective risk communication practices, public perception and message effectiveness. Communication principles are applicable to a wide variety of potential health and environmental risks; however, the report is written with a focus on trace organic compounds. Project findings are drawn from: 1) a focused literature review of communication materials published in the environmental industry; 2) documents describing risk communication practices in other industries (nuclear energy, chemical manufacturing and the pharmaceutical industry) which culminated in several “lessons learned” that are relevant to trace organic compounds; 3) coding and systematic analysis of approximately 25 recent media articles pertaining to trace organic compounds focused on vocabulary and imagery, key messages, and the articles'likely impact on the public; and 4) interviews with water and wastewater utility representatives to better understand their existing communication and outreach programs, interaction with the public and media and perspectives on communications needs. Principles described in this report can be used to convey a wide variety of messages to help municipalities better communicate with the media and public. Recommendations for utilities and ideas for future research specific to trace organic compounds are also provided.

Water Reuse: An International Survey of current practice, issues and needs examines water reuse practices around the world from different perspectives. The objective is to show how differently wastewater reuse is conceived and practised around the world as well as to present the varied needs and possibilities for reusing wastewater. In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Health Impact Assessment for Sustainable Water Management is a pioneering international text, exploring and developing this emerging discipline. It is the first to take an international perspective seeking to draw generic lessons from both the developed and developing nations'experience in this new area of activity. The observed concentrations of pharmaceuticals and personal care products (PPCPs) in raw wastewater confirm that municipal wastewater represents the main disposal pathway for the PPCPs consumed in households, hospitals and industry. In sewage treatment plant effluents most PPCPs are still present, since many of these polar and persistent compounds are being removed only partially or, in some cases, not at all. Treated wastewater therefore represents an important point source for PPCPs into the environment. After passing a sewage treatment plant the treated wastewater is mostly discharged into rivers and streams or sometimes used to irrigate fields. If drinking water is produced using resources containing a substantial proportion of treated wastewater (e.g. from river water downstream of communities) the water cycle is closed and indirect potable reuse occurs. The USEPA's ambient water quality criteria (AWQC) for cyanide were developed in 1984. Recently, however, concerns have arisen that the AWQC for cyanide have been problematic to implement and may not accurately reflect either the toxic forms or bioavailable concentrations of cyanide in water, sediments, and tissues of aquatic organisms. Also, the cyanide criteria typically have been implemented based on total cyanide concentrations rather than the free cyanide concentrations that formed the basis of the criteria calculations. New knowledge on cyanide toxicity, cyanide speciation and its measurement, and the relative toxicity of bioavailable cyanide species suggested that a re-evaluation of the aquatic toxicity data and chemistry that serve as the basis of the current national criteria is warranted. In response to these concerns, studies sponsored by the Water Environment Research Foundation (WERF) evaluated the formation and fate of cyanide in municipal wastewater effluents. Kavanaugh et al. (2003) evaluated the reliability of several analytical methods for measurement of cyanide species at low (ppb) concentrations, along with studies to evaluate the sources, transport, and fate of cyanide species in wastewater treatment plants (WWTPs) and receiving waters. Results indicated that potentially toxic forms of cyanide can be generated in WWTPs from several chemical processes, including dissociation of thiocyanate by chlorination or UV disinfection, chlorination in the presence of residual ammonia, nitrosation, and photolysis of ferrocyanate. Models were developed for predicting the fate of these compounds in surface waters downstream of WWTP effluents to establish where organisms might be most at risk from cyanide exposure. While implementation of these results could assist in the development of site-specific water quality standards for cyanide, a more thorough update to the National AWQC was warranted to apply our more current scientific understanding of cyanide toxicology to the derivation of aquatic life criteria. The present study was therefore undertaken to review and update knowledge of the aquatic toxicity of cyanide, and to develop recommended updates to the existing national AWQC to enhance the scientific basis of the concentrations and chemical forms of cyanide specified for protection of aquatic organisms. This update was conducted according to USEPA guidance for derivation of AWQC for protection of aquatic life, and is based both on an extensive literature review and on new toxicity studies that fill key data gaps. This re-evaluation of cyanide criteria also includes consideration of impacts on benthic (sediment) organisms, wildlife that consume aquatic biota, and possible effects to threatened and endangered species to ensure that revised criteria are adequately protective of the entire aquatic ecosystem.

The strategic planning of urban water systems is a complex task. The Urban Water programme covered projects from various disciplines at 9 Swedish Universities, from 1999 to 2006. The projects developed a'toolbox'for strategic planning of drinking-, waste- and stormwater management, covering aspects such as the environment, health and hygiene, financing, organisation, households, and technical function. The drinking water and wastewater industries are interested in developing a better understanding of sources of fecal contamination. Microbial source tracking (MST) offers the potential to apportion the contribution of various animal groups to this contamination. However, while there are many methods available there is no clear indication as to the most appropriate approach. There has been little systematic comparison of methods and only a few blind trials, and issues of reproducibility, accuracy, sensitivity, specificity, resolution, and robustness need to be addressed. There is confusion among potential end-users and some disagreement among scientists. Therefore, due to the uncertainty surrounding the most appropriate tools and applications of MST, a workshop of 45 experts representing water and wastewater utilities, academia, state and federal government agencies, medical institutions, and private laboratories was convened in San Antonio, Texas over a three-day period (February 16 – 18, 2005). The overall objective of the workshop was to identify the knowledge gaps and research needs for application of MST technologies by the wastewater and drinking water industries.

Sixty percent of all wastewater treatment biosolids are recycled, compared to 30% in 1990. Environmental biosolids management systems are now commonly implemented for municipalities. The promotion of beneficial use of biosolids has transformed our historic view of processed wastewater treatment residuals. Instead of wastes requiring disposal, we now view biosolids as valuable manufactured products. Land application of biosolids has proven to be beneficial because organic matter and nutrients can be used effectively for enhancement of agricultural crop production. There is concern, however, about the potential for degradation of soil quality. Although thorough investigations of potential risk from biosolids have generally indicated that land application does not threaten human or ecosystem health, questions continue to arise concerning the safety of biosolids recycling. This project was initiated to evaluate the toxicity resulting from the amendment of soils with biosolids from municipal wastewater treatment. Toxicity was evaluated using standard tests including earthworm mortality, growth, and reproduction; seedling germination and root elongation; microbial respiration; and nematode mortality reproduction. In addition, chemical lability tests for metals were employed including water soluble, exchangeable, and metals extractable by the physiologically based extraction test (PBET). Various control strategies are employed to insure that a sufficient amount of chlorine has been applied to the wastewater effluent to achieve desired disinfection goals. In the commonly used control strategies, such as Feed Back Control and Compound Loop Control, the combination of effluent flow rate, chlorine flow rate and chlorine residual are measured for dosing control with the chlorine residual used as a set point parameter. Recently Oxidation-Reduction Potential (ORP) has been employed as a control measurement and set point parameter for effluent chlorine dosing control as well. Theoretically, use of chlorine residual or ORP set point makes the chlorine dosing possible to simultaneously respond to changes in effluent flow rate and in process (such as fluctuating effluent ammonia levels), which cause variations in chlorine demand and thus the ORP or chlorine residual after the dose point. This would also potentially reduce chlorine feed requirements. Specific ORP or residual chlorine residual levels to ensure effective disinfection could be effectively monitored and maintained under changing effluent quality conditions. In addition, immediate detection of chlorine feed malfunction could be achieved when analyzers are employed at the chlorine dosing point. Despite all these advantages, many wastewater treatment plants have chosen not to use signals from chlorine residual or ORP analyzers or results from manual grab chlorine residual testing for their chlorine dosing control. Instead, chlorine residual or ORP information was only used to monitor the chlorine dosing strategy and serve as an alarm function to the operations staff. Typical reasons of the plants for not using on-line chlorine residual or ORP analyzers in their dose control systems include: Lack of confidence in on-line analyzers to provide an accurate and continuous output of ORP or chlorine residual readings. There was a concern that incorrectly operating on-line analyzers would cause water quality permit requirements not to be met. Insufficient staff was available to meet the operations and maintenance requirements demanded by on-line analyzers. Relative effectiveness in meeting regulatory permitting requirements of the current chlorine dose control system, which typically involve flow-paced dose control system with monitoring and control of chlorine mass feed. As a result, an investigation of how effective the current residual chlorine and ORP measuring technologies are as applied in wastewater disinfection becomes imperative to address these concerns. This project examined the three key chlorination process monitoring methodologies employed currently: ORP sensors, membrane probe chlorine residual sensors, and chlorine residual automatic chemistry systems (colorimetric and amperometric). Side-by-side tests of the three monitoring methodologies were conducted at multiple test sites. The test sites were chosen to reflect at least one municipal site that has primarily residential wastewater flow sources and a municipal site that has a significant contribution of complex industrial waste flow. The differences, drawbacks, advantages, and overall strengths and weaknesses of each methodology tested as a monitoring and dosing control measure were identified. In addition, bench scale laboratory experiments were performed to further compare the correlation of ORP and chlorine residual to microbial inactivation. A common characteristic of water demand in urban areas worldwide is its inexorable rise over many years; continued growth is projected over coming decades. The chief influencing factors are population growth and migration, together with changes in lifestyle, demographic structure and the possible effects of climate change (the detailed implications of climate change are not yet clear, and anyway will depend on global location, but must at least increase the uncertainty in security of supply). This is compounded by rapid development, creeping urbanization and, in some places, rising standards of living. Meeting this increasing demand from existing resources is self-evidently an uphill struggle, particularly in water stressed/scarce regions in the developed and developing world alike. There are typically two potential responses: either'supply-side'(meeting demand with new resources) or'demand-side'(managing consumptive demand itself to postpone or avoid the need to develop new resources). There is considerable pressure from the general public, regulatory agencies, and some governments to minimise the impacts of new supply projects (e.g. building new reservoirs or inter-regional transfer schemes), implying the emphasis should be shifted towards managing water demand by best utilising the water that is already available. Sustainable Water Services: A Procedural Guide is the result of the Sustainable Water industry Asset Resource Decisions (SWARD) project, undertaken by a consortium of UK academics in collaboration with water service providers in Scotland, England and Romania. It has been developed to act as a practical tool to assist with the explicit inclusion of?sustainability? in the decision-making processes of those responsible for providing water services. The book contains a framework that comprises a set of decision support processes that can be used by water service providers to explicitly incorporate sustainability considerations into their decision-making procedures, through the use of sustainability principles, criteria, indicators and processes. These principles and criteria can be applied at an overall corporate strategic level, for example in the service provider?s mission statement, or at an application level, where these strategic principles are being applied to a particular decision. Sustainable Water Services is designed to inform and to provide support for strategic activity, both as a resource containing information about sustainability, and by employing feedback from application to inform the strategic processes of the water service provider. This investigation reviewed and evaluated methodologies used for microbial risk assessment with respect to their applicability for reclaimed water applications. The investigation was comprised of five primary components: a comprehensive database of articles, reports and books describing microbial risk assessment methodologies was established and reviewed. Risk assessment techniques and models were identified for estimating the public health risk from exposure to microorganisms via reclaimed water applications. Two models were identified for further evaluation: a static (individual based) and a dynamic (population based). In the third component, the two models were evaluated to differentiate between the conditions under which models predict similar and substantially different estimations of risk. Through numerical simulation, exposure/pathogen combinations were identified when it may be appropriate to use the less complex, static model. Case study risk assessment scenarios demonstrated the model selection process for three realistic, yet hypothetical reclaimed water scenarios.The fourth component presents a constraint analysis for existing reuse regulations. The constraint analysis is carried out by documenting the existing reuse regulations. The constraint analysis is carried out by documenting the existing regs in three states for landscape irrigation and uses that comparison as a starting point to identify how microbial risk assessment may be useful within the context of existing and potential future water reuse regulations. The investigation concludes by identifying criteria for a computer interface that would allow regulatory and/or municipal agencies/utilities to take advantage of the analysis discussed in the report. TMDLs, or total maximum daily loads, are required under the Clean Water Act, Section 303(d), for waterbodies that do not attain water quality standards. The objective of this research was to review the existing TMDL process and to develop an improved design for TMDL development where improvements are needed. This objective was accomplished through: (1) Identifying and verifying problems with the existing TMDL program; (2) Formulating a range of recommended improvement options on specific topics that address identified weaknesses; and (3) Providing case studies examples that highlight these recommended changes to improve the TMDL process. The research team identified ten specific areas for improvement, based on a review of approved TMDLs, a survey of state programs, and an in-depth review of specific case study examples. Each topic is addressed in a separate chapter of the report, with a discussion, recommendation of improved approaches where appropriate, and specific examples to help guide water quality professionals when developing or reviewing TMDLs.
