Presents papers which were discussed at the Arden House Conference—a conference held to establish a working relationship between sociologists at the Russell Sage Foundation and journalists of the Graduate School of Journalism of Columbia University. Both behavioral science and journalism have for a long time been concerned with some of the same major national social problems—juvenile delinquency, urban problems, race and minority group relations, international tensions, and labor relations. These papers touch on some of the barriers to communication and point to possible ways of breaking through those barriers.

Uses the case study of the California Industrial Accident Commission to explore issues in sociological jurisprudence. It traces the progression of the Commission from a welfare agency with broad discretion in policymaking and interpretation into a relatively passive arbitrator of industrial accident claim disputes. The author examines the effect of the elaboration of legal rules and doctrines, the significance of the procedural aspects of law, and the interplay of the legal process and institutional change. He then notes the conditions which will either permit or restrain a legal process that will remain highly responsive to social needs.

Discusses the place and position of the professional in society today. Wilbert E. Moore attempts to define the characteristics of the professional and to describe the attributes that give professionals the basis for status and esteem. Dr. Moore maintains that the modern scale of professionalism demands a full-time occupation, commitment to a calling, authenticated membership in a formalized organization, advanced education, service orientation, and autonomy restrained by responsibility. The author discusses the professional's interaction on various levels—with his clients, his peers, his employers, his fellows in complementary occupations, and society at large.

Focuses on the 133 largest foundations endowed by individuals or families, each of which in 1960 held assets of more than $10 million. While representing less than one percent of the total number, they account for the majority of income, endowment, and spending of all foundations. The author describes the economic dimensions of foundation activities in the context of the general economy and private philanthropy. He examines the process by which the foundations were established, when and how they received initial endowments, their investment patterns over a period of years, and the policies governing investment of their endowed funds.

Teachers, social workers, psychologists, and sociologists carried out an ambitious, six-year experiment in individual casework and group therapy with potential problem girls in a New York City vocational high school. Conducted in collaboration with Youth Consultation Service, this provocative study provides valuable data on adolescent girls—and raises compelling questions on the extent to which casework can be effective in interrupting deviant careers.

Stewart Macaulay teaches contracts at the University of Wisconsin Law School and is interested in the part the legal system plays in implementing, regulating, and hindering economic relationships, and how it does these things. This book is a descriptive analysis of organizational change that has resulted from automobile dealers'attempts to find a legal remedy for what they consider unfair practices of the manufacturers. It advances our understanding of the limitations and the positive functions of formal rules in the regulation of human conduct, and shows how informal procedures can develop as a result of pressure for changes in the formal rules.

To what extent can and should people participate in dealing with the personal problems they bring to consulting professionals? This book presents two alternative models for the conduct of such professional-client relationships as those between lawyers and clients and doctors and patients. One model, called the traditional, prescribes a role of minimal participation for the client. The other, called the participatory, prescribes a role of decision-making shared by the client and the professional. After presenting the two models and their implications, the book systematically tests their validity in a case study of the lawyer-client relationship in the making of personal injury claims. The distinctive feature of this work is a sophisticated and objective test of the traditional proposition that passive clients get better results than active clients. Evidence drawn from a sample of actual cases of personal injury claimants reveals that active clients in fact fare significantly better than passive clients. The book is important and novel in four respects: it offers the first clear and realistic proposal for increasing the control people can have over the complex problems they bring to professionals; it presents concrete evidence that lay participation in complex decision making need not be inefficient; it gives practical advice to clients and to lawyers for dealing with each other more effectively and it presents a comprehensive picture of the actual and often dramatic experiences of accident victims, and what it is like to make a personal injury claim.

Social Diagnosis is the classic in social work literature. In it Miss Richmond first established a technique of social casework. She discusses the nature and uses of social evidence, its tests and their practical application, and summarizes the lessons to be learned from history, science, and the law. While other aids in diagnosis have been added to the caseworker's equipment, the assembling of social evidence is still an important discipline of the profession, to which this volume continues to make a significant contribution. No revision of the book has ever been made nor does any later book take its place.

Concentrates on the historical, statutory, judicial, and administrative aspects of philanthropic foundations. Traces the development of the sanitary and health problems of New York City from earliest Dutch times to the culmination of a nineteenth-century reform movement that produced the Metropolitan Health Act of 1866, the forerunner of the present New York City Department of Health. Professor Duffy shows the city's transition from a clean and healthy colonial settlement to an epidemic-ridden community in the eighteenth century, as the city outgrew its health and sanitation facilities. He describes the slow growth of a demand for adequate health laws in the mid-nineteenth century, leading to the establishment of the first permanent health agency in 1866.

Evaluates a technological approach to social change which seeks to cure society's ills by dealing with its symptoms, rather than root causes. It examines four such technological shortcuts in terms of their relevance to specific social problems: methadone in controlling heroin addiction; antabuse in treating alcoholism; the breath analyzer in highway safety; and gun control in reducing crime. How has American society changed over the last fifteen years? Do we raise our children differently now than in 1953? Much has been said about the general subject [of how to measure a corporation's social performance] but little has been contributed to answering this fundamental question. Emphasizing the importance of the psychosocial and cultural background of the individual patient, the final study suggests methods of acquiring this information and the ways in which the staff can then utilize these findings to best advantage both in initial contact and in planning comprehensive patient care.

This study focuses on the staff who provide direct patient care, viewing hospital personnel in interaction with patients and in their own work groups. It examines the psychosocial needs characteristic of most workers and suggests ways to meet them to encourage increased staff motivation and competence.

This first study considers patients'frequent complaints about anxiety, frustration, loneliness, boredom, and uselessness. It suggests changes, some of an almost obvious nature, which might be made in the physical and social environment of the wards to reduce the sense of strangeness and the cold, impersonal atmosphere that aggravate these discomforts.

There has hitherto been limited systematic social research on the prolongation and termination of life, and minimal agreement of the resolution of the moral and social dilemmas that dying provokes. Among the topics discussed by the contributors are: the social context of dying—when, where, and why people die; what they think about death; the cultural background of the patients'attitudes; and how medical practitioners cope with terminal illness. The social, ethical, legal, and economic problems arising from the prolongation and termination of life are also set forth.

Using data from several sources, the study also explores the position of blacks with respect to military service. Comprehensive recommendations are set forth.

Reaffirms the importance of the larger kinship network through analysis of extensive data on the clients of one social agency. The authors show that the less kinship-oriented caseworkers often attempt to change clients'kin relationships in the direction of less involvement, raising questions about value differences in therapeutic practice. The book also points to the importance of concepts, such as those dealing with family kinship, that will enable the caseworker to appraise the client's social relationships more fully. The authors emphasize the benefits to be derived from a closer liaison between social work and social science.

In recent years, increasing concern has been voiced about the nature and extent of human experimentation and its impact on the investigator, subject, science, and society. This casebook represents the first attempt to provide comprehensive materials for studying the human experimentation process. Discusses the intellectual processes involved in social planning. Professor Kahn provides critical tools for the analysis of the planning process, and shows what social planning is and can be. Clarifying the major phases in the planning process, he shows how planning can succeed or fail at any one of these stages. He examined planners in their various roles: as'neutral'technicians and as advocates, as representatives of interest groups and as public officials. The book describes both the social aspects of planning and the relationship between social and physical plans.

This book evaluates the models which have guided past and present attempts at educational reform, and proposes a coherent theory for attacking the problems of urban education. Dr. Janowitz examines the inner city school as a social system—the physical structure, community setting, people involved, and persistent patterns of behavior. He analyzes the current trend of specialization teaching and recommends instead an'aggregation'model which increases the scope of the individual teacher and restructures the climate of the school.

Justice and Reform is the first study of the origins, philosophy, creation, management, and impact of the Office of Economic Opportunity Legal Services Program. As such, it clearly and concisely describes the Program's role both as an instrument of equal justice and as a strategy for overcoming poverty. Timely, important, and unique, it tells the story behind the OEO Legal Services Program—an endeavor that has been called both the most successful element of the war on poverty and the most stimulating development to occur in the American legal profession during the Twentieth Century. The early chapters in the book reveal the nature and motivations of the two groups which joined to create the Program: the conservative, American Bar Association sponsored 89-year-old legal aid movement and the Ford Foundation-financed neighborhood lawyer experiments that started in 1962 under the direction of young activist lawyers. Why they merged and how they merged forms the background for a description of how the partners persuaded the OEO bureaucracy to start a legal services program and convinced over 200 communities (including most large cities) to set up a federally funded legal assistance agency. Legal Services Program established policy, how it settled upon'law reform'as the priority function of the Program, how it preserved the integrity of its policies within OEO, and how it caused its grantees to engage in law reform. Chapter 8 evaluates, for the first time, the economic, political, and social impact of the Program as of 1972. The final chapter speculates on the future of government-subsidized legal assistance in the United States from the perspective of the OEO program's twin goals of equal justice and social reform.

Educational and psychological tests are often used in ways which touch most intimately the lives of people. For example, tests may influence who gets a job or who is selected to attend a college or graduate school. But not everyone has agreed that tests are a good thing. Over the past twenty years a wave of complaints has led to congressional hearings, court cases, and formal grievances before state and federal commissions. Holmen and Docter have analyzed these complaints and criticisms not only by considering the tests themselves but through examining the ways tests are used as elements in assessment systems. The applications of tests in clinical and counseling work, in educational achievement testing, and in personnel selection is discussed and evaluated. While the least amount of testing is in the personnel selections area, this is where the most complaints are found. Educational achievement testing has by far the largest testing programs and a wide range of criticisms has been voiced concerning this kind of assessment. Testing in connection with clinical and counseling work has generated the least public concern. An extensive analysis is given of the organizations which comprise the testing industry, including the various developers and publishers of tests and also test scoring organizations. The users of tests are considered from the standpoint of their professional training and also in terms of how their organizations influence technical standards of test development.

What really happened when citizens were asked to participate in their community's poverty programs? In this revealing new book, the authors provide an answer to this question through a systematic empirical analysis of a single public policy issue—citizen participation in the Community Action Program of the Johnson Administration's “War on Poverty.” Beginning with a brief case study description and analysis of the politics of community action in each of America's five largest cities—New York, Chicago, Los Angeles, Detroit, and Philadelphia—the authors move on to a fascinating examination of race and authority structures in our urban life. In a series of lively chapters, Professors Greenstone and Peterson show how the coalitions that formed around the community action question developed not out of electoral or organizational interests alone, but were strongly influenced by our conceptions of the nature of authority in America. They discuss the factors that affected the development of the action program and they note that democratic elections of low-income representatives, however much preferred by democratic reformers, were an ineffective way of representing the interests of the poor. The book stresses the way in which both machine and reform structures affected the ability of minority groups to organize effectively and to form alliances in urban politics. It considers the wide-ranging critiques made of the Community Action Program by conservative, liberal, and radical analysts and finds that all of them fail to appreciate the significance and intensity of the racial cleavage in American politics.

On Record provides descriptive accounts of record keeping in a variety of important organizations: schools, from elementary to graduate school; consumer credit agencies, general business organizations, and life insurance companies; the military and security agencies; the Census Bureau and the Social Security Administration; public welfare agencies, juvenile courts, and mental hospitals. It also examines the legal status of records. The authors pose questions such as the following: Who determines what records are kept? Who has access to the records?

Provides a directory of the rapidly expanding philanthropic foundations in Latin America, identifying over 750 foundations and presenting detailed information on 364 of them. In addition, the directory contains an introduction that analyzes historical data on Latin American foundations, a country-by-country summary of legal processes regarding foundations and pertinent tax laws, two essays by North and South American foundation presidents discussing the organization and management of private foundations, and an appendix with models of bylaws and financial statements of Latin American foundations.

Two sociologists and a lawyer examine here the attitudes of both survivors and attorney on various problems surrounding inheritance—from will-making through estate settlement. Within a legal frame of reference, this book is a study of what happens within a family at death—and why. The authors use the'inheritance unit'as the basis for looking at the functions of inheritance in intergenerational family continuity and the general patterns of family relationship.

This work is the fifth in a series of bulletins on the applications of sociology to various fields of professional practice prepared under the joint sponsorship of the American Sociological Association and the Russell Sage Foundation. Previous bulletins have dealt with applications of sociology in the fields of corrections, mental health, education, and military organization. Dr. Suchman has performed an important service in his clear delineation of the great potential sociology and related disciplines have for sharpening our understanding of the social factors in health and disease, for intelligent planning and mounting of appropriate action programs, and for improving the organizational structure and institutional mechanisms of the health professions themselves.
