This paper quantitatively investigates how population aging trend affects fiscal space measured as unused revenue generating capacity by utilizing a standard neoclassical growth model. A calibration exercise for G-7 countries shows that France, Germany and Italy suffer greater revenue impact from a given reduction in hours worked due to their larger government expenditure. Corrective measures such as pension reform and flexible expenditure policy would be required in order to mitigate the impact of aging on fiscal space.

This paper reviews the literature on the macroeconomic impact of natural disasters and presents the IMF's role in assisting countries coping with natural catastrophes. Focusing on seven country cases, the paper describes the emergency financing, policy support, and technical assistance provided by the Fund to help governments put together a policy response or build a macro framework to lay the foundation for recovery and/or unlock other external financing. The literature and experience suggests there are ways to strengthen policy frameworks to increase resilience to natural disaster shocks, including identifying the risks and probability of natural disasters and integrating them more explicitly into macro frame-works, increasing flexibility within fiscal frameworks, and improving coordination amongst international partners ex post and ex ante.

The purpose of this project is to compare emissions of greenhouse gases from material recycling with those from virgin material production, both from a material supply perspective and from a recycling system perspective. The method for estimating emissions and climate benefits is based on a review, followed by a selection, of the most relevant publications on life cycle assessment (LCA) of materials for use in Denmark, Norway and Sweden. The proposed averages show that emissions from material recycling are lower in both perspectives, comparing either material supply or complete recycling systems. The results can be used by companies and industry associations in Denmark, Norway and Sweden to communicate the current climate benefits of material recycling in general. They may also contribute to discussions on a societal level, as long as their average and historic nature is recognised.

This Selected Issues paper analyzes the impact of Mexico's energy reform on hydrocarbons production. These reforms aim to increase oil and gas production by eliminating the state oil company's (PEMEX) monopoly on exploration and production of hydrocarbons, while retaining the prime directive that these resources are the property of the Mexican nation. This paper focuses on the nature of reforms and what problems these reforms are addressing. It presents illustrative production scenarios for crude oil and natural gas and estimates the commensurate investment costs and foreign direct investment associated with each scenario. The paper also examines the markets for the distribution of natural gas and electricity.

Housing cycles and their impact on the financial system and the macroeconomy have become the center of attention following the global financial crisis. This paper documents the characteristics of housing cycles in a large set of countries, and examines the determinants of house price movements. Empirical analysis shows that house price dynamics are mostly driven by income and demographics but fluctuations in these fundamentals and credit conditions can create deviations from the implied equilibrium path. We conclude with a discussion of the macroeconomic implications of house price corrections.

The problem of dealing with the ongoing and constantly evolving threat of terrorism is something which continues to preoccupy governments worldwide. Industrial solid wastes, unlike liquid effluents and gaseous emissions, receive relatively less attention in terms of treatment, reuse, recycle, and recovery of useful by-products. These solid wastes have great potential for recovery and reuse. Predominantly organic wastes can be effectively treated by biological means to yield useful end products like methane gas as fuel and digested slurry as soil conditioner. Inert materials like plastics are effectively blended with other building materials, thereby improving the quality of the finished product and at least partially solving the problem of disposal of plastics. Inorganic wastes are excellent candidates for recovery of reusable building materials like sand and fine aggregate. Recycling of useful components from e-wastes goes a long way in reducing environmental pollution by toxic and hazardous wastes. Consumer Participation in Infrastructure Regulation draws on results of a survey questionnaire conducted among 45 infrastructure regulators in the East Asia and Pacific (EAP) region. There are, by now, several long term, time series data sets on important housing & macro variables, such as land prices, house prices, and the housing wealth-to-income ratio. However, an appropriate theory that can be employed to think about such data and associated research questions has been lacking. We present a new housing & macro model that is designed specifically to analyze the long term. As an illustrative application, we demonstrate that the calibrated model replicates, with remarkable accuracy, the historical evolution of housing wealth (relative to income) after World War II and suggests a further considerable increase in the future. The model also accounts for the close connection of house prices to land prices in the data. We also compare our framework to the canonical housing & macro model, typically employed to analyze business cycles, and highlight the main differences.
