What is sometimes missing from the headlines, though, is an understanding that these diverse problems are related: manifestations of serious underlying stresses on our water systems. These stresses require sustained attention from water managers, scientists, policymakers, and the public, even after the headlines have faded. That attention, in turn, requires a shared understanding of how water systems function, the problems facing them, and the tools available to increase their resilience. This book establishes a framework for defining transboundary water cooperation and a methodology for evaluating its effectiveness, which will contribute to more effective and therefore successful cooperation processes.With the increasing focus on transboundary cooperation as a part of the Sustainable Development Goal Framework, there is global recognition of transboundary water cooperation as a tool for improved governance and management of transboundary surface and groundwaters. However, there is not an agreed upon definition of transboundary water cooperation in the literature or in practice. This book develops the Four Frames of Transboundary Water Cooperation, which is a neutral modular framework for developing context-specific explanatory definitions of transboundary water cooperation in basins and aquifers. The Four Frames of Cooperation are legal, institutional, relational, and outcome. However, we need to move beyond defining cooperation to understand better measures of the quality and effectiveness of cooperative processes. The Weighted Model of Effective Cooperation presents a first step in qualitatively evaluating the effectiveness of transboundary water cooperation. This model defines effective transboundary water cooperation and operationalizes a method to evaluate the effectiveness of cooperative processes over internationally shared waters. Effective cooperation emphasizes the relational and outcome frames of cooperation while working towards equitability and sustainability. The world is faced with a growing number of complex and interconnected challenges. Water is among the top 5 global risks in terms of impacts, which would be far reaching beyond socio-economic challenges, impacting livelihoods and wellbeing of the people.As freshwater resources and population densities are unevenly distributed across the world, some regions and countries are already water scarce. Water scarcity is expected to intensify in regions like the Middle East and North Africa (MENA), which has 6% of the global population, but only 1% of the world's freshwater resources. Climate change adds to this complexity as it is leading to rainfall uncertainty and extended droughts periods, mostly in arid areas.Increasing water scarcity is now recognized as a major cause of conflict, social unrest and migration and at the same time water is increasingly considered as an instrument for international cooperation to achieve sustainable development. Tapping and assessing sustainably every available option in water-scarce areas is needed as pressure continues to build on limited water resources.The stark fact is that conventional water provisioning approaches relying on snowfall, rainfall and river runoff are not enough to meet growing freshwater demand in water-scarce areas. Water-scarce countries need a radical re-think of water resource planning and management that includes the creative exploitation of a growing set of viable but unconventional water resources for food production, livelihoods, ecosystems, climate change adaption, and sustainable development. Unconventional water resources are generated as a by-product of specialized processes; need suitable pre-use treatment; require pertinent on-farm management when used for irrigation; or result from a special technology to collect/access water.

As a result, discussion of water, even in the humanities, has traditionally focused on fresh water for human use. Today, climate extremes from drought to flooding are forcing humanities scholars to reimagine water discourse. This volume exemplifies how interdisciplinary cultural approaches can transform water conversations. The manuscript is organized into three emergent themes in water studies: agency of water, fluid identities, and cultural currencies. This open access book crosses disciplinary boundaries to connect theories of environmental justice with Indigenous people's experiences of freshwater management and governance. It traces the history of one freshwater crisis – the degradation of Aotearoa New Zealand's Waipā River– to the settler-colonial acts of ecological dispossession resulting in intergenerational injustices for Indigenous Māori iwi (tribes). The authors draw on a rich empirical base to document the negative consequences of imposing Western knowledge, worldviews, laws, governance and management approaches onto Māori and their ancestral landscapes and waterscapes. Importantly, this book demonstrates how degraded freshwater systems can and are being addressed by Māori seeking to reassert their knowledge, authority, and practices of kaitiakitanga (environmental guardianship). This book introduces the concept of Water Diplomacy as a principled and pragmatic approach to problem-driven interdisciplinary collaboration, which has been developed as a response to pressing contemporary water challenges arising from the coupling of natural and human systems. The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed. In this book, the focus is on complex water issues and how they require a problem-driven rather than a theory-driven approach to interdisciplinary collaboration. Moreover, it is argued that conception of interdisciplinarity needs to go beyond collaboration among experts, because complex water problems demand inclusive stakeholder engagement, such as in fact-value deliberation, joint fact finding, collective decision making, and adaptive management. Water professionals working in such environments need to operate with both principles and pragmatism in order to achieve actionable, sustainable, and equitable outcomes. This book explores these ideas in more detail and demonstrates their efficacy through a diverse range of case studies. Infrastructure that manages our water resources (such as, dams and reservoirs, irrigation systems, channels, navigation waterways, water and wastewater treatment facilities, storm drainage systems, urban water distribution and sanitation systems), are critical to all sectors of an economy. Realizing the importance of water infrastructures, efforts have already begun on understanding the sustainability and resilience of such systems under changing conditions expected in the future. The goal of this collected work is to raise awareness among civil engineers of the various implications of landscape change and non-climate drivers on the resilience of water management infrastructure. It identifies the knowledge gaps and then provides effective and complementary approaches to assimilate knowledge discovery on local (mesoscale)-to-regional landscape drivers to improve practices on design, operations and preservation of large water infrastructure systems.

The availability of Earth observation and numerical weather prediction data for hydrological modelling and water management has increased significantly, creating a situation that today, for the same variable, estimates may be available from two or more sources of information. Yet, in hydrological modelling, usually, a particular set of catchment characteristics and input data is selected, possibly ignoring other relevant data sources. In this thesis, therefore, a framework is being proposed to enable effective use of multiple data sources in hydrological modelling. In this framework, each available data source is used to derive catchment parameter values or input time series. Each unique combination of catchment and input data sources thus leads to a different hydrological simulation result: a new ensemble member. Together, the members form an ensemble of hydrological simulations. By following this approach, all available data sources are used effectively and their information is preserved. The framework also accommodates for applying multiple data-model integration methods, e.g. data assimilation. Each alternative integration method leads to yet another unique simulation result. Case study results for a distributed hydrological model of Rijnland, the Netherlands, show that the framework can be applied effectively, improve discharge simulation, and partially account for parameter and data uncertainty.

This book examines Nile water security through the morphology of the river: it uses the always changing form of the river as a theoretical and empirical device to map and understand how infrastructures and discourses dynamically interact with the Nile. By bringing a history of two centuries of dam development on the Nile in relation with the drainage of a hill slope in Ethiopia on the one hand and irrigation reform in Sudan on the other, the author shows how the scales, units and ‘populations'figuring in projects to securitize the river emerge through the rearrangement of its water and sediments. The analysis of ‘Making water security'is more than yet another story of how modern projects of water security have legitimized often violent dispossessions of Nile land and water. It shows how no water user is confined by the roles assigned by project engineers and planners. As ongoing modern ‘development'of the river reduces the prospects for new large diversions of water, the targeted subjects of development and modernization make use of newly opened spaces to carve out their own projects. This book explores a new framework of Adaptive Water Management (AWM) for evaluating existing approaches in urban water management. It highlights the need to adopt multidisciplinary strategies in water management while providing an in-depth understanding of institutional interactions amongst different water related sectors. The key characteristics of AWM i.e. polycentric governance, organisational flexibility and public participation are investigated and described through a critical review of the relevant literature. The book presents an empirical case study undertaken in a selected developing-country city to investigate the potential gaps between the current water management approaches and possible implementation of AWM. Feasibility of AWM operations is examined in an environment surrounded by established water management structure with centralised governance and an institutional process based on technical flexibility. The key elements of AWM performance are (re)structured and transformed into decision support systems. Multi criteria decision models are developed to facilitate quantification and visualization of the elements derived from the case study, which is involved with water companies and water consumers. The book describes how the concept of AWM, along with structuring suitable decision support systems, can be developed and applied to developing-country cities. The book highlights the barriers for applying the AWM strategies that include established centralised decision making, bureaucratic interactions with external organisations, lack of organisational flexibility within the institutions, and lack of recognition of public role in water management.
