According to the Intergovernmental Panel on Climate Change (IPCC), human-induced climate change is known to be causing dangerous and widespread disruptions in nature and is affecting the lives of billions of people around the world, despite efforts to reduce the risks. Climate change is also negatively influencing health and is mounting threat to our wellbeing and a healthy planet. The world is also facing significant climate hazards over the next two decades, with global warming expected to soon reach 1.5°C. Even temporarily exceeding this warming level will result in additional severe impacts, some of which may be irreversible. There is therefore a perceived need for publications which may foster a greater understanding of how climate changeconnects to human health and the role played by hazards in this context. The NER consists of eight states—Assam, Arunachal Pradesh, Tripura, Nagaland, Manipur, Mizoram, Meghalaya and Sikkim—and they carry political, economic and social importance. The book integrates the past, present and future of geospheric attributes incorporating progress towards the Sustainable Development Goals (SDGs) to meet the demands for improving human wellbeing under diverse and challenging socio-economic, political and environmental conditions. The key SDGs, as in food and agriculture, health, education, water, energy and other overarching goals of the region, have yet to incorporate providing sustainable jobs and promoting equality and inclusive development, although there have been a few studies in that regard.The challenges to achieve SDGs in the NER are formidable compared to the rest of India. The NER has put a great deal of effort into achieving the SDGs, mainly in poverty (SDG-1), good health (SDG-3), education (SDG-4), gender (SDG-5), decent work (SDG-8) and reduced inequalities (SDG-10), similar to the rest of the country. However, the standard development indicators such as road length, access to health care, power consumption and other measures are far below the national average. A multi-pronged strategy has played a pivotal role in the region, but development strategy to attain the SDGs 2030 must be more inclusive in empowering people with maximising self-governance, considering the resources, needs and aspirations of the people.This book evaluates the performance of the SDGs and fills in the gaps. This book explores the feasibility of using El Niño-Southern Oscillation (ENSO)-based forecasts and early warning systems to prevent losses from floods and droughts in Bangladesh. Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is due to short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. One viable solution is to produce long-lead seasonal forecasts—the demand for which is significantly increasing in Bangladesh— and disseminate these products through appropriate channels. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecasts, depends on consensus among the participating institutions. Therefore, the primary objective of the book is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The book discusses issues related to the 5-stage Flood Forecasts, Warning, and Response System (FFWRS) and emphasizes the role of the seasonal ‘Climate Outlook Forum (COF)'in Bangladesh. Flooding is one of the most frequently occurring and damaging natural disasters worldwide. Quantitative flood risk management (FRM) in the modern context demands statistically robust approaches (e.g. probabilistic) due to the need to deal with complex uncertainties. However, probabilistic estimates often involve ensemble 2D model runs resulting in large computational costs.Additionally, modern FRM necessitates the involvement of a broad range of stakeholders via co-design sessions. This makes it necessary for the flood models, at least at a simplified level, to be understood by and accessible to non-specialists. This study was undertaken to develop a flood modelling system that can provide rapid and sufficiently accurate estimates of flood risk within a methodology that is accessible to a wider range of stakeholders for a coastal city – Can Tho city, Mekong Delta, Vietnam. A web-based hydraulic tool, Inform, was developed based on a simplified 1D model for the entire Mekong Delta, flood hazard and damage maps, and estimated flood damages for the urban centre of Can Tho city (Ninh Kieu district), containing the must-have features of a co-design tool (e.g. inbuilt input library, flexible options, easy to use, quick results, user-friendly interface). Inform provides rapid flood risk assessments with quantitative information (e.g. flood levels, flood hazard and damage maps, estimated damages) required for co-designing efforts aimed at flood risk reduction for Ninh Kieu district in the future.

Climate change, combined with the rapid and often unplanned urbanisation trends, is associated with a rising trend in the frequency and severity of disasters triggered by natural hazards. In order to face the impacts of such threats, it is necessary to have an appropriate Disaster Risk Assessment (DRA). Traditional DRA approaches for disaster risk reduction (DRR) have focused mainly on the hazard component of risk, with little attention to the vulnerability and the exposure components. To address this issue, this dissertation's main objective is to develop and test a disaster risk modelling framework that incorporates socioeconomic vulnerability and the adaptive nature of exposure associated with human behaviour in extreme hydro-meteorological events in the context of SIDS. To achieve the objective, an Adaptive Disaster Risk Assessment (ADRA) framework is proposed. ADRA uses an index-based approach (PeVI) to assess the socioeconomic vulnerability using three components: susceptibility, lack of coping capacities, and lack of adaptation. Furthermore, ADRA explicitly incorporates the exposure component using two approaches; first, a logistic regression model was built using the actual evacuation rates observed during Hurricane Irma, and second, an Agent-based model is used to simulate how households change their exposure levels in relation to different sources of information

This volume aims to develop a framework for disaster and climate risk resilient livelihood system in Bangladesh using a policy oriented approach. It highlights the possible impacts of climate change on groundwater based irrigation in the country. Climate change is one of biggest challenges to society. It can lead to serious impacts on production, life and environment on a global scale. Higher temperatures and sea level rise will cause flooding and water salinity problems which will bring about negative effects on agriculture and high risks to industry and socio-economic systems in the future. Climate change will lead to many changes in global development and security especially energy, water, food, society, job, diplomacy, culture, economy and trade. The Intergovernmental Panel on Climate Change (IPCC) defines climate change as: “Any change in climate over time, whether due to natural variability or as a result of human activity.” Global climate change has emerged as a key issue in both political and economic arenas. It is an increasingly questioned phenomenon, and progressive national governments around the world have started taking action to respond to these environmental concerns.

Climate change is one of the major challenges of modern times. Its impacts are manifold and vary from sea level rise (especially relevant to those living in coastal areas), to the increased frequency of extreme events such as cyclones and storm surges, which not only poses problems to property and infrastructure, but also to human health. Climate change is also associated with damages to the physical and natural environment, as well as to biodiversity. According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems itcauses may be managed on the other, vis-a-vis a better ability to adapt. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic and political problems posed by climate change around the world, in order to replicate and even upscale the successful ones. It is against this background that the Handbook of Climate Change Management has been produced.
