This volume helps us understand the transformations of terrorist organisations, and the conflicts they are involved in, by broadening the perspective on what is considered terrorist learning.Using a variety of methodological approaches and empirical data, the volume offers a look at the clandestine inner lives of groups from different continents and ideological backgrounds in order to explore from whom they learn and how, and what the outcomes are. Their internal and external interactions are examined within their socio-political contexts to illuminate how they adapt to challenges or fail to do so. Unpacking the question of ‘how do terrorists learn'helps us to grasp not only changes of violent means of action but also of operational and strategic approaches and, ultimately, even transformations of the ends pursued. The chapters demonstrate that terrorist learning is not principally different from that of other human organisations. The contributors draw on conceptual frameworks of organizational learning, but also broaden the scope beyond the organizational framework to acknowledge the variety of forms of informal and decentralized learning characteristic of much contemporary terrorism.This book will be of much interest to students of terrorism studies, violent extremism, organisational studies and International Relations.

This wave of anti-American terrorist attacks demanded an appropriate response. The Reagan administration proceeded to construct the most ambitious and costly counter-terrorism program in the pre-9/11 era. Although the terrorist threat was perceived to be in decline during the George H W Bush administration, it still had to deal with the potential terrorist threat emanating from the first Gulf War in 1990-1991, two assassination attempts on the president, and the ramifications of the Pan Am 103 bombing.

Recruitment is key to a terrorist network's survival strategy. Steady enrollment is needed, not just to fight against perceived injustice, but to keep the network's grand strategy alive. When a weak state fails to protect its territory and implement the rule of law because of corruption or incapacity, it results in the creation of power vacuums. Terrorist networks thrive within power vacuums and opportunistically fill the space where a weak state could not maintain control. This destabilizes the international system and forces great powers to intervene. Historically, interventions are ineffective in combatting terrorism and have actually increased recruitment through regional political destabilization. Further, interventions have drained the capabilities of states, allowing for shifts in the distribution of power, thus changing the international order. Understanding recruitment mechanisms is key to developing strategies to combat recruitment in the short and long term.

Borders traditionally served to insulate nations from other states and to provide bulwarks against intrusion by foreign armies. In the age of terrorism, borders are more frequently perceived as protection against threats from determined individuals arriving from elsewhere. After a deadly terrorist attack, leaders immediately encounter pressure to close their borders. As Nazli Avdan observes, cracking down on border crossings and policing migration enhance security. However, the imperatives of globalization demand that borders remain open to legal travel and economic exchange. While stricter border policies may be symbolically valuable and pragmatically safer, according to Avdan, they are economically costly, restricting trade between neighbors and damaging commercial ties. In Visas and Walls, Avdan argues that the balance between economics and security is contingent on how close to home threats, whether actual or potential, originate. When terrorist events affect the residents of a country or take place within its borders, economic ties matter less. When terrorist violence strikes elsewhere and does not involve its citizens, the unaffected state's investment in globalization carries the day.Avdan examines the visa waiver programs and visa control policies of several countries in place in 2010, including Turkey's migration policies; analyzes the visa issuance practices of the European Union from 2003 until 2015; and explores how terrorism and trade affected states'propensities to build border walls in the post-World War II era. - Abstract
This new Handbook provides a comprehensive, state-of-the-art overview of current knowledge and debates on terrorism and counterterrorism, as well as providing a benchmark for future research.The attacks of 9/11 and the ‘global war on terror'and its various legacies have dominated international politics in the opening decades of the 21st century. In response to the dramatic rise of terrorism, within the public eye and the academic world, the need for an accessible and comprehensive overview of these controversial issues remains profound. In the years since the September 11th 2001 attacks, the al-Qaeda phenomenon has become one of the most written about, yet crucially misunderstood, threats of the 21st century. But despite the sheer volume of literature produced during the ‘war on terror'period, few studies have sought to consider the way this entity has been represented within the news media. The BBC, the War on Terror and the Discursive Construction of Al-Qaeda addresses this significant gap in knowledge by providing an original and much needed assessment of the various strategies used to depict ‘al-Qaeda', and thus make it meaningful for British television audiences. Drawing on the work of French philosopher Michel Foucault, and focusing on Britain's most watched and trusted news programme, the BBC's flagship ‘News at Ten'bulletin, the book provides insight into both the visual and verbal nature of these representations and the way they have shifted over the course of a ten-year period, whilealso shedding light upon the broader political and social consequences of the BBC's portrayals.
