The book delves into the intricate relationship between India's forest governance, laws, and policies over time, examining their effects on the quality and coverage of the country's forests. Historically, especially during the British era and the initial phase following independence, forests were valued for timber, leading to increased deforestation to fulfill the rising demands of shipbuilding, railways, residential construction, and industry. The economic benefits derived from converting forest land for developmental purposes were a key factor in this trend. However, recent statistics indicate that except Maharashtra, most of the forest rich states including MP and Chhattisgarh have lagged in economic development. The history of overexploitation and diversion for non-forestry use has also led to less forest area per capita. India has lost tree biomass much more than its productivity potential, and the average biological productivity of Indian forest is much below the global average. It is extremely important to restore the health of natural forests which are, by far, the best and a highly cost-effective carbon sequestering machine provided by nature. The book also provides research data, both at national and global scales to convincingly put forward the contention that natural forests are sine qua non and under no circumstances can farm and roadside plantations, tea and coffee plantations, and orchards be a substitute for natural forest for three important reasons: (1) the influence of natural forest on rainfall, (2) the complexity in maintaining energy flow, and (3) the impact of natural forest or deforested sites on soil.

This accessible book provides the first comprehensive analysis of environmental crime victims within criminal prosecutions in the United States. By combining empirical analysis of criminal investigations undertaken by the U.S. Environmental Protection Agency from 1983-2022 with narrative discussion of numerous related criminal prosecutions, it provides novel insights to help advance a stronger empirical understanding of how the administrative state protects victims of environmental harm, punishes environmental offenders, and aids in furthering the development of an environmental victimology.

This book examines the extent to which the regulatory design of the emissions permit system in China, taking into account the EU's regulatory experience with integration and from the perspective of the specific Chinese situation, provides opportunities for or hinders the implementation of integrated pollution prevention and control. It was found that China's permitting system provides regulatory opportunities for integrated control of emissions to air, water, and land, but that some challenges remain, particularly in terms of environmental effectiveness and environmental trade-offs. This book is not only aimed at the academic community, but may also benefit policy makers by providing an explanation of the rationale for integrated environmental permitting, together with a critical reflection on the current state of emissions permitting in China. The Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters has been celebrated as a pioneering international environmental agreement. Given that a quarter-century has passed since Aarhus was opened for signature, now is an opportune moment to revisit it from a fresh perspective. Marking this anniversary, this book explores Aarhus from the vista of the English School of International Relations, an ethically-minded perspective used to gauge the prevalence of state-oriented and human-oriented progress from the Convention's rationales and realities. This book investigates multidimensional change in the Arctic and policy response to it. It focuses its attention on the need for effective leadership within the region. In so doing it considers the contribution made by the main international organization of the region, the Arctic Council. In particular, it examines the various leadership functions undertaken by the Chair of that body including that of convener, manager, promoter, representative and resolver of differences. It is argued that in performing these multiple roles the Chair is contributing to the necessary leadership required to address pressing Arctic concerns. The book highlights the activities of the four most recent Arctic Council Chairs, Sweden, Canada, the United States and Finland. It considers the programs for action that each of these countries promoted during their terms at the helm of this major circumpolar organization. It examines the particular approaches, methods and strategies that eachused to advance its agenda and the consequences of such efforts. It focuses attention on the need for building consensus among a diverse membership including Arctic states, organizations representing northern indigenous peoples, non-Arctic countries and non-governmental bodies. Drawing upon the insights of scholars from several disciplines from across the circumpolar community, the collected essays in this volume seek to paint a picture of the real challenges and opportunities for international diplomacy in the contemporary North. It suggests that there are true “lessons to be learned” in advancing leadership within the region. The book provides a means for considering these and the most effective means of response.

In terms of China's current situation, the prevention and control of land degradation and the development of innovative sustainable land management activities lie within the purview of public works. Further, public-private partnerships (PPPs) hold considerable potential for application in this field. Inner Mongolia is one of the Chinese provinces hardest hit by land degradation. Fortunately, after years of dedicated efforts, meaningful achievements have been made: the increasing participation of the people as a whole, combined with growing investments in land degradation prevention and ecological construction on the part of private enterprises, has to some extent compensated for the lack of government involvement. Further, Inner Mongolia has been a pioneer in the use of PPPs for the prevention and control of land degradation, which has yielded numerous ecological, social and economic benefits. To better promote the development of ecological construction and expand the participationin land degradation control, this book systematically studies the use of PPPs in the Inner Mongolia autonomous region, drawing on field investigations and case analyses to do so. Its main goal is to explore a public-private partnership model that can effectively expand the scale of investment in land degradation prevention and sustainable land management.

This book examines the nuances of the relationship between development and environmental conservation policy in India over the last three decades. While India is taken as the focal point, the study extends to an analysis of global aspects and other developing countries as and when the situation demands. Understanding that development always has to take environmental issues into consideration, the book undertakes critical reviews of the different ways in which this has been done. The review is based on a grasp of the simultaneous developments in the theoretical understanding of the environment and ecosystems and provides pointers towards directions for possible change. The motivation for the book lies in the continuing distance between theoretical knowledge of the role of the environment, in particular the underlying long-term links between human wellbeing and wise use of nature, and its application in public policy. The book also proposes that whichever theoretical cornerstone is taken as the starting point, it is the ethical undertones that drive the analysis in directions that acquire meaning in terms of the quality and legitimacy of decision-making. It explores the relevance to policy of a variety of radical conceptual development and policy directions, such as dematerialising growth, the social metabolism approach and the degrowth movement.
