Climate change is triggered by a too high concentration of greenhouse gases in the air, carbon dioxide in particular, primarily originating from fossil fuel-burning. Since such burning will not stop any time soon, the concentration will undoubtedly rise further, exacerbating climate change. There is no escape from this. That is where carbon capture comes in: direct air capture (DAC) scrubs the surplus carbon dioxide out of the air for actually lowering this concentration. At the same time emission levels must be drastically lowered by fitting point-source emitters with carbon capture installations. There is much debate, however, on the most effective strategy for unlocking these low-cost mitigation opportunities. While the Clean Development Mechanism (CDM) emerged as the main climate finance instrument for engaging developing countries under the Kyoto Protocol, the carbon market approach it embodied would largely be replaced by a new array of climate finance instruments based on climate funds. In The Political Economy of Climate Finance Effectiveness in Developing Countries, Mark Purdon shows that the effectiveness of climate finance instruments to reduce emissions under either strategy has depended on the interaction between prevailing ideas about how to develop a nation's economy, as well as state interests in various economic sectors. Based on multiple field visits over a decade in three countries, the author demonstrates that climate finance instruments have been more effectively implemented when the state treats them as vehicles for addressing priority development issues. Climate finance instruments were more consistently and effectively implemented in Uganda and Moldova than Tanzania, despite differences in state capacity between countries. This pattern held for the CDM, as well as subsequent instruments largely based on climate funds, such as Reducing Emissions from Deforestation and Forest Degradation (REDD+) and other national mitigation actions. This book presents an empirical study of the effects of environmental policies on China and its neighboring countries, with a focus on waste and climate policies in China. The two major carbon policies have to do with carbon markets and renewable energy. The authors first examine the effectiveness of the Asian carbon market. Because of the consumption of goods beyond provincial borders, nationwide carbon markets are rather difficult to operate; therefore, a desirable initial allocation in the carbon market is proposed in this book. As for renewable power, its sources have not been fully utilized owing to a regional mismatch of supply and demand, so optimal locations of renewable energy are shown. The book also contains an analysis of the environmental and economic impacts of changes in resource circulation in East Asia. Although motorization is advancing rapidly, the vein industry for recycling used cars has not progressed. The authors estimate the amount of materials from used cars including new energy vehicles (electric and fuel cell vehicles) and propose desirable policies for used vehicles. East Asia is interdependent with respect to carbon and waste as well as the economy. China has regulated the import of waste recently and has started recycling its own wastes, putting pressure on neigboring countries to recycle their waste domestically. The authors estimate the environmental and economic impacts of such policy changes.

The frontiers of extraction are expanding rapidly, driven by a growing demand for minerals and metals that is often motivated by sustainability considerations. Two volumes of International Development Policy are dedicated to the paradoxes and futures of green extractivism, with analyses of experiences from five continents. The book first analyzes changes in the carbon footprint at the city level, identify the different pathways to peak emissions by province and industry, and develop a bottom-up approach to determining when and how China could reach peak emissions. Macroeconomic models, essential for decision making and federal budget planning, may not appropriately consider the wide breadth of climate-related impacts that potentially have large macroeconomic significance. Challenges integrating climate factors into macroeconomic analyses can stem from the complexity of macroeconomics, climate science, policy instruments, and their interactions. Although economists have made progress in developing tools to understand climate-related impacts on the macroeconomy, much of the climate and macroeconomic research has historically been conducted in disciplinary silos that can limit a holistic understanding of climate-related impacts on the macroeconomy. The National Academies of Sciences, Engineering, and Medicine, under the auspices of the Roundtable on Macroeconomics and Climate-Related Risks and Opportunities, convened a workshop on June 14-15, 2023, to consider current macroeconomic models and suggest opportunities that may improve the incorporation of climate-related factors into macroeconomic modeling. Starting in the late 1980s, a broad range of actors--including corporations and trade associations acting in coordination with conservative think tanks, foundations, and public relations firms--mounted a long-term effort to oppose action to mitigate the greenhouse gas emissions responsible for climate change. This is the first book to document the development and nature of these activities across Europe. Leading teams of experts examine case studies of eleven nations and the European Union. Each team documents the historic development of climate obstruction in the country, the principal organizations involved in these efforts, the strategies and tactics utilized, and the nature of the arguments made to slow or stop climate action.
