The housing crisis confronts two of North America's contemporary urban challenges: affordability and the need to curtail urban sprawl through densification of existing communities. Advancing a novel formula labelled BAAKFIL, this book introduces a new way of thinking about affordability and revitalization of mature neighbourhoods and communities. Beginning with an exploration of the monoculture of homogenous, average quality suburban housing stock in North America, subsequent chapters explore the serious issue of land cost; infill, zoning and Nimbyism in the context of the mass housing industry. Then, bridging the gap between theory and practice, the author introduces a theoretical design approach (BAAKFIL) as a practical formula for adding affordable residential units in established single family neighbourhoods while respecting their defining features. The final chapters evaluate the efficacy of BAAKFIL as a conceptual model by exploring various ‘test bed'sites where the framework is applied. This book investigates the role of land titling in delivering sustainable means of poverty alleviation in developing countries. Despite the huge amount spent on various anti-poverty programs annually, poverty remains a major problem. This persistent challenge necessitates a paradigm shift in which urban poverty could be alleviated in developing countries by leveraging the potential of land titling. Titling could provide the urban poor with the opportunity to use their property titles as collateral for loans, allowing individuals to invest in businesses, upgrade their homes, and lift themselves out of poverty. As a result, job creation and income generation may increase. Land titling is a simple, inexpensive, and effective means of supporting the urban poor, particularly those with small- and medium-sized enterprise (SME) initiatives. Similarly, land titling is an antidote to the limited success of property taxation in developing countries, as it provides mapped and transaction-based records. How computers simulate cities and how they are also being embedded in cities, changing our behavior and the way in which cities evolve.At every stage in the history of computers and communications, it is safe to say we have been unable to predict what happens next. When computers first appeared nearly seventy-five years ago, primitive computer models were used to help understand and plan cities, but as computers became faster, smaller, more powerful, and ever more ubiquitous, cities themselves began to embrace them. The purpose of the book is to elaborate a planning theory which departs from the plethora of theories which reflect the conditions of developed countries of the North-West. The empirical material of this effort is derived from a country, Greece, which sits on the edge between North-West and South-East, at the corner of Europe. No doubt, there is extensive international literature on planning theory in general from a bewildering variety of viewpoints. The interested professional or student of urban and regional planning is certainly aware of the dizzying flood of books, articles and research reports on planning theory and of their never-ending borrowing of obscure concepts from more respectable scientific disciplines, from mathematics to philosophy and from physics to economics, human geography and sociology. He or she probably observed that there is a growing interest in theoretical approaches from the viewpoint of the so-called “Global South”. The author of the present book has formany decades faced the impasse of attempting to transplant theories founded on the experience of the North-West to countries with a totally different historical, political, social and geographical background. He learned that the reality that planners face is unpredictable, patchy, and responsive to social processes, frequently of a very pedestrian nature. Planning strives to deal with private interests which planners are keen to envelop in a single “public interest”, which is extremely hard to define. The behaviour of the average citizen, far from being that of the neoclassical model of the homo economicus, is that of an individual, a kind of homo individualis, who interacts with the state and the public administration within a complex web of mutual dependence and negotiation. The state and its administrative apparatus, i.e., the key-determinants and fixers of urban and regional planning policy, bargain with this individual, offer inducements, exemptions, derogations andprivileges, deviate unhesitatingly from their grand policy pronouncements, but still defend the rationality and comprehensiveness of the planning system they have legislated and operationalized. It is by and large a successful modus vivendi, but only thanks to a constant practice of compromise. Hence, the term compromise planning, which the author coined as an alternative to all the existing theoretical forms of planning. This is the sort of planning, and of the accompanying theory, with which he deals in this book. It is the outcome of experience and knowledge accumulated in a long personal journey of academic teaching in England and Greece, research, and professional involvement.

Competition between democratic and authoritarian systems is playing out in global cities, where real property rights influence regime legitimacy and economic performance. Two questions inspire debate.Why does the property-owning middle class, which was integral to democratic development in the West, support illiberal governments? Do differences between political systems affect the success of global cities? Marsha McGraw Olive unravels these questions by comparing urban land governance in Europe and Eurasia. Democracies largely, but not exclusively, perform better than hybrid or authoritarian regimes on real property rights, land-related regulations, and citizen engagement in urban planning. Case studies of Moscow and Istanbul show that urban real property is fundamental to regime stability, bringing wealth to average citizens and favoured elites. This formula, perfected by President Putin, bestows economic but not political benefits to middle-class property owners. The book argues that all cities need to improve land governance to cope with twenty-first century urban challenges. Cities that respect property rights and put citizens at the centre of urban planning achieve better outcomes. In contrast, illiberal leaders who rely on opaque property deals are inciting public backlash and slowing economic growth. In the global political competition, real property rights are a chink in the authoritarian armour.
